History of The Shire (40,000BC - 1791)

40,000 BC
- Darug Aborigines (also spelt Dharug, Daruk, Dharuk) inhabited the Shire until the early 1800s, especially around waterholes.
1791
- Governor Phillip journeyed to the Shire in April.
1794
- Hawkesbury Road (Old Windsor Road) was developed from Toongabbie Government Farm to the Hawkesbury River. William Joyce received the first land grant in the Shire and by 1811 was operating the Shire's first inn that was located on this road.
1799
- Joseph Foveaux was granted 300 acres which he sold to John Macarthur in 1801. John and Elizabeth Macarthur farmed sheep on this property before establishing them at Camden. Part of this land was later acquired by the Pearce family and became known as 'Bella Vista Farm'.
1801
- Toongabbie Road (Junction Road) was made from Toongabbie Government Farm to Baulkham Hills and then Castle Hill Road (Old Northern Road) was built to the new Castle Hill Government Farm.
1804
- The convicts rebelled on 4 March and made a stand for freedom at the Battle of Vinegar Hill on 5 March.
1807
- George Suttor of 'Chelsea Farm' Baulkham Hills, was the first person in the colony to produce oranges commercially.
1810
- Windsor Road was constructed.
1811
- Castle Hill Government Farm was converted to the first lunatic asylum in the colony. It operated until 1826 when it was relocated to Liverpool.
1823
- Most of the land in the southern part of the Shire had been granted by then. As the century progressed these original grants were subdivided into farms.
1826
- Construction of Old Northern Road, part of the Great North Road, from Castle Hill to Wisemans Ferry began.
1830
- More land started to be granted in the northern part of the Shire.
1840
The first school in the Shire, St Simon's School, began at the Old Castle Hill Government Farm site.
1856
- John Malloy Kelly opened the first general store and post office in the Shire near the corner of Junction and Windsor Roads, Baulkham Hills (now the M2) . - Castle Hill District Show began at Rogans Hill and moved to Showground Road Castle Hill in 1891.
1886 1890's
- 'Bella Vista Farm' was thought to be the largest orchard in NSW.
1894
- A telephone service was extended to the Hills from Parramatta.

1902
- Tram from Parramatta to Baulkham Hills commenced with an extension to Castle Hill opened in 1910. This accelerated the subdivision of old estates adjacent to the railway into residential blocks.
1906
- Baulkham Hills Shire Council was created on 6 March via the Local Government Act of 1906. The first meeting was held on 16 June at James Pearce's Baulkham Hills residence.
1907
- Telephone links were created between the Hills and the Hawkesbury area.
1911
- Population of the shire was 3,498
1913
- Sir Joseph Cook, Member for Parramatta (which included the Baulkham Hills Shire) became Australian Prime Minister. - Water pipes in Showground Road were connected to the Sydney Water Supply. By 1917 there were water pipes in Baulkham Hills.
1920
- Slab huts in Windsor Road, Baulkham Hills, just south east of the crossroads were used in the filming of Raymond Longford's 'On Our Selection'.
1920's
- Poultry and egg production replaced citrus and stone fruits as the main industry.
1923
- A train service from Westmead to Castle Hill replaced the tram. It was extended to Rogans Hill in 1924.
1926
- Electricity came to Baulkham Hills and Castle Hill.
1932
- Railway closed mainly due to the advent of the combustion engine used in trucks, cars and buses that, in turn, needed a wider main road.
1960’s
- Urban development accelerated from this time.
1971
- Sewerage connection was available to residents in Baulkham Hills; Castle Hill followed in 1977.
1978
- Land in Victoria Avenue and Carrington Road, Castle Hill, was set aside for an industrial area now known as the Castle Hill Trading Zone.
1979
- The first stage of Castle Towers Shopping Centre commenced with additions following in 1982, 1989, 1993, 1999 and 2001.
1980
- Population of the Shire was 90,000. NSW Department of Environment and Planning began looking at the potential development of the Rouse Hill area.
1982
- Council moves in to its new administration building on Showground Road, Castle Hill.
1988
- The Hills Centre for the Performing Arts was opened at Castle Hill.

- Baulkham Hills Shire Council obtained title to the significant heritage sites: 'Castle Hill Heritage Park' and 'Bella Vista Farm'.

- Rouse Hill Regional Centre plans revealed.
2004
- Baulkham Hills Shire Council opened its new 'state of the art' Castle Hill Library and Community Centre at Castle Grand. - The council’s name was changed to The Hills Shire Council in November.
2010
- Population of The Hills Shire as at June 2010 was 179,716
2011
- Initial Planning and Geotechnical Investigation of North West Rail Link route corridor begins.
2012
- State Government announces purchase of Showground Road Council Administration Building and surrounds for North West Rail Link Development. The Hills Shire Council purchases new building in Norwest Business Park with plans to relocate in 2013.
2013
- Council's new administration building, located at 3 Columbia Court, Baulkham Hills is officially opened on 15 December by Mayor Byrne and the Her Excellency Professor Marie Bashir AC CVO, Governor of New South Wales.
Aboriginal Heritage A large part of The Hills Shire Council area occupies the Dharug country. The Dharug were the inland Aboriginal group of the Sydney hinterland, making use of both the rich diversity of the Hawkesbury River food supplies and the land animals and plants of the adjacent valleys and hills. There are remains of Aboriginal occupation throughout the Shire area.
European Exploration It is believed that Governor Phillip and a support party were the first white visitors to the Hills District in 1788, four months after European settlement. Their aim was to find new country for settlement and farming to feed the struggling Sydney colony. Land along the Hawkesbury was identified and eventually settled given its suitable soils and river access.

Early Road Systems and Convict Labour & Convict Uprising

Early Road Systems and Convict Labour The settlement of the Shire followed its two main arterial systems, the road to Windsor and Wisemans Ferry, and the Hawkesbury River, with the later addition of Pennant Hills Road to the east. Most of the initial land grants followed these lines of communication and access. Many of these roads were constructed by convict labour. The Great North Road (which generally follows the line of Old Northern Road today) was constructed by convicts in the early 1800s providing a direct form of access to Wisemans Ferry and beyond to the present Hunter Valley. It remains one of the most impressive engineering feats of Australia's convict era. Convict Uprisings: The Castle Hill Rebellion and the Battle of Vinegar Hill The story of the Castle Hill Rebellion and the Battle of Vinegar Hill is a story of failed mini-rebellions, unsuccessful escape attempts, mutiny, conspiracies, betrayal and personal tragedy. Following an uprising in 1798 in Irelands Wexford County known as the Battle of Vinegar Hill, many Irish leaders were exiled to New South Wales.

After repeated escape attempts, in March 1804 the Irish patriots at Castle Hill Government Farm decided to rise up against the authorities of the colony and escape back to Ireland. Together with their supporters they escaped, captured arms and marched towards Parramatta. On the way to Windsor in the search for reinforcements, the NSW Corps led by Major Johnston set upon the convicts. The ensuing conflict with the British military forces took place near Rouse Hill and became known as the Battle of Vinegar Hill, after the Battle in Ireland, the first European battle fought on Australian soil. The battle left 15 convicts dead with most of the leaders of the uprising being later executed as a mark of infamy. Today a memorial stands at Castlebrook Cemetery on Windsor Road, commemorat-

Settlement and Mixed Agriculture

Settlement and Mixed Agriculture 1794 saw the beginning of settlement in the shire when Governor Hunter officially granted the first parcel of land on the Hawkesbury Road (now Old Windsor Road) at Baulkham Hills to William Joyce, a pardoned convict. Castle Hill Government Farm, operated by convicts from 1801 to 1811 to provide food and stock for the colony, centred on Old Castle Hill and Banks Road, was approximately 14,000 hectares and extended northwards. The first free settler at Castle Hill was a Frenchman of noble birth, Verincourt De Clambe, who had fled France because of the revolution and was granted 100 acres in 1802.
Early settlers such as Andrew McDougall, John Smith, George Suttor, and Matthew Pearce stocked their land with cattle and sheep and cleared the bush to plant crops of wheat and maize. With the spread of citrus trees especially by George Suttor and the Mobbs family, orchards developed all over the district and proved a more worthwhile crop. From the 1860s large areas of land from Parramatta to Dural grew fruit. Bella Vista Farm, for example, quintupled its landholding to grow significant wool and citrus crops and was considered one of the major producers in the late 19th century. The Gilbert and Shore families were typical Hills orchardists who farmed for over 100 years. By the early 20th century the dominance of citrus growing was being replaced with stone fruits, poultry, eggs, and milk. Many Hills district residents like the Kentwells were self sufficient by having their own cow, fruit, vegetables, eggs, etc. With the arrival of European migrants from the 1930s and especially after the Second World War market gardening of vegetables, mushrooms and flowers became important. Howard rotary hoes were manufactured at Northmead from the late 1920s until the 1970s and sold both locally and worldwide. Many Hills residents were employed to make these innovative machines that revolutionised farming by mechanising the tilling process. From the 1950s agriculture declined in the shire as urban development rapidly extended northward, with Box Hill being one of the last areas to change. There are still some rural properties in the north but many farms have been reduced in size to accommodate hobby farmers. The annual Castle Hill Show began in the 1880s from ploughing and sporting days and has showcased the varying agricultural activities of the area for over a century. The Orange Blossom Festival, commenced as an annual event in September 1969, recognised the significance of the shire’s agricultural history. 23

THE
Subdivision, Townships, Country Retreats and Transport & Religion and Social Development Sydney’s Garden Shire Subdivision, Townships, Country Retreats and Transport About 100 years ago, most of Sydney's citrus products were grown in the Hills District. The transportation of goods to and from the District was very slow, so from the 1880s the feasibility of building a railway was explored. Two major developments that changed the face of the southern part of the Shire by 1930, were the tramway and its conversion to a railway, and the subsequent subdivision of land for residential purposes, particularly around Castle Hill and Baulkham Hills. The tramway opened in 1902 and extended to Baulkham Hills, then on to Castle Hill in 1910, and Rogans Hill in 1924. In 1923 the tramway was replaced by a railway. The line generally followed the roadway, and as vehicular traffic increased and patronage decreased the railway was closed in 1932 and replaced by buses.
Religion and Social Development (links within this section will take you to more information and stories contained within the Hills Voices Online Project) In the nineteenth century three major Christian denominations, Anglican, Methodist and Roman Catholic, built churches in the area. Many others followed in the twentieth century and in more recent years, with the arrival of migrants from various cultures, the shire has seen the introduction of other religious buildings like a mosque at Annangrove in 2003. Education in the shire was first provided by churches like the Roman Catholic St Michael's Denominational School Baulkham Hills from 1862 until 1867 when the school was temporarily closed due to the lack of a teacher. St Michaels Orphanage for small boys was opened in 1902 by the Mercy Sisters who have operated St Michaels Family Centre since the1970s. With its country atmosphere on the outskirts of Sydney, the Hills became the location for some major philanthropic activities. Burnside Homes, founded in 1911 at North Parramatta, represented a grandiose scheme by Sir James Burns and the Presbyterian Church to provide a refuge for orphans and children in need. Other examples were William Thompson Masonic School opened in 1922 at Baulkham Hills by the Freemasons and the Church of England Boys Home Carlingford started in 1927. Public schools were established in the district from the late 1800s, sometimes replacing church schools such as in Castle Hill in 1879. The number of public schools multiplied considerably from the 1960s with the rapid expansion of the urban population especially in the south. One of the earliest public schools, Baulkham Hills Public School founded in 1876, became a victim of the expansion due to its location on Windsor Road near the M2. Most early community events centred on church and school groups. From the late nineteenth century local progress associations, like those in Annangrove, and later Box Hill, built halls for community activities. Memorial halls, honour boards and plaques were also erected by community groups after the First World War and by RSL Clubs. Following the Second World War more specialised community groups and clubs have emerged in fields like art, drama, music, voluntary aid, Country Women’s Association, disabilities, youth and sport including netball, AFL, cricket, and Little Athletics. The Hills Shire values its volunteers and in 2001 celebrated The International Year of the Volunteer and in 2009 100 years of Active Women in The Hills.

This saltwater sport fishing charter takes you off into the deep blue for a great time on the ocean! The vessel is equipped with a range of rods and reels for various kinds of fishing and crew provide expert advice. Small group sizes and personalised coaching make this a deluxe fishing experience! We leave the wharf at 7am for a five hour fishing charter. During the summer months we may be able to arrange an afternoon event for a team of minimum six and a maximum of eight guests. You will be heading out into the ocean in a 34’ Seatamer sport-fishing flybridge cruiser. These boats are believed by many professional fishermen to be among the best for this kind of fishing adventure. Crew will begin by introducing you to the vessel and equipment and will give you a rundown of safety procedures. The boat is equipped with all the required safety equipment and we are compliant with NSW Maritime safety standards. The boat is also equipped with a galley, coffee facilities, fridge and freezer, hot and cold running water, CD or DVD and comfortable seats. A shower and toilet are located in the front cabin. All rods, reels and bait are provided during your trip and the crew will provide fishing advice and tuition, if required. We have a range of quality Shimano equipment ranging from light spinning gear to Charter Special overhead reels and 24 kilo game fishing rods and reels. A GPS and Koden sounder help us locate seabed structures and allow us to return to particular fishing hot spots. Coffee, tea, biscuits and soft drinks are included and also mid-morning snack. Please advise if you have specific dietary requirement. Once we are out on location you will cast your line and wait for the bite! Snapper, leatherjacket, flathead, kingfish and trevally are all fish that you may catch on the day. Sit back and enjoy the freedom of being out to sea with your fishing buddies. But the fun doesn’t necessarily stop when you get back to shore. All legal-sized fish you catch will be cleaned for you to take home after your trip so that you can enjoy your catch.
