Drop Height & Fractional Zoning In reconstructing the park, as there was no combination between the new and old facilities, the base was cut fractionally. Besides, this also led to the drop height between the facilities and roadways, which resulted in special obstacles and made it dangerous and inconvenient for users.

Intro Yungfu Park is a neighborhood park in the Sanchung metropolitan area of New Taipei City. For Taiwan’s city which an inch of land is worth an inch of gold, it’s a very precious green space. Although the park area only occupies 0.85 hectares, for the neighborhood Yungfu Elementary School and residents, it’s a ver y impor tant recreational space. H o w e v e r, a f t e r t h r e e t i m e s o f reconstr uction, continuous facility segmentation made the zoning fractional. For the main users in the base, namely, the elderly and children, it’s very dangerous. In this project, the status quo was analyzed to solve the problems. Planting design was made to improve the park’s environment and create a green space which is even more suitable for the locals.
Flood disaster Sanchung district is a flood-prone area. Because of the characteristic of concentrated rainstorm in Taiwan, whenever it rains, there would be serious flood. With the increasing new facilities in the base, the original permeable pavements are replaced by lots of pavements which are not permeable. This made flood disasters even more serious.

Concept The space must be reser ved and improved based on the existing activities. The bar rier-free ramp which rises naturally is used as the route for linking the base for achieving the all-purpose design principle. In addition, the increase of the area of the permeable meadow and the plants and rainwater garden could also be used to reinforce the flood detention function which makes the base a park that really meets the use of local residents.

NO MORE WAITING FOR THE 10-YEAR URBAN RENEWAL South Airport 1st Phase Apartment Replay Improvement Project 14
South airport apartment was constructed in the 1960s. It was one of the highclass apartments constructed at the time. However, after more than a decade of changes, nowadays, people’s impression about south airport is the pronoun of oldness and ruin. The good reputation in the past no longer lasts. What’s left is a residential environment which could not meet the humanity criteria. For more than a decade, the government has constantly pondered on proceeding t h e u r ba n re n e w a l of s o u t h a i r p o r t apar tments and expected to improve the condition. However, there are always differences between the understanding of the government and residents towards the policies, which made the urban renewal project a bubble-like happy dream. At times, old south airport people would talk about that they are still waiting for renewal apartments and the good old days to come back. The memory is more than identification. Usually, it’s a frustrated sigh. In this work, a replay improvement project was proposed. A feasible solution which could be conducted immediately was figured out from the status quo to improve the residents’ quality of life. Added Barred Space Because of the increase of population, the original space is no longer sufficient enough. This resulted in the issue of illegal buildings to become more and more serious.

New Building In The Future The government has brought up the policy of “one ping (3.3 square meters) for one ping (3.3 square meters)” after tearing down the old buildings. The new built apartment house would gain more spaces because of the bulk reward for urban renewal brought up by the government. However, the spaces do not belong to the original residents, but belong to the constructor for selling as new housing.
New Building With Barred Space After the policy of 3.3 square meters for 3.3 square meters was carried out, the residential space was decreased instead of increased. Indeed, “3.3 square meters for 3.3 square meters” was not actually achieved. The residing space was decreased. The newly built building will fall into the area of illegal building again.

When The Lights Fade Out.... According to the regulations and agreement, the original apartment buyers could not sell or rent out the apartment within 15 years. After the term, it’s necessary to have the original bulk buyer to conduct after-sales transfer. However, as it’s already age-old, most of the residents’ original bulk buyers have already left or passed away. This resulted in the chaotic ownership of the apartment and the plight of not being able to have urban renewal for a long time.
Flying spinning stairway The stairway designed with special styling was the main facility for linking the households. In the past, it had the functions of escaping, ventilation, and easy access. There was also convenient garbage throwing opening for residents to throw garbage. Now, it’s already sealed and out of use.

The change of space functions Analysis was made according to the space use of residents. The indoor space function was taken out and transformed into public space for increasing the indoor space comparatively. The integrated public space function could increase the communications of the residents and reinforce neighborhood concerns. The function of helping one another could be achieved as the community network liaison is constructed.
One Ping For One Ping We have a large family and the indoor space is too small. It’s inconvenient to launder or dry clothes in the sun at the small balcony.
I live alone. It’s inconvenient to cook for just one person. Therefore, I seldom cook. Usually, the head of the district subdivision would send me the caring lunch box.
I have difficulty getting about and need someone else to take care of my daily life. I fall down very often when taking a bath by myself alone.

Urban renewal indicators included that the area of base is above 2,000m²; the “area of construction base” of 4, 5 floors reaches more than 1/3 of the area of base; more than half of the resident families in the residential area reached the agreement; it’s the business district which reaches the renewal term and also the old moderate height building with no elevator. For those conforming to the foregoing standards, then, the existing indoor pings of the old houses could be exchanged for the new house with the same pings.

Because, e.g., resale is prohibited within certain years, and the space is inadequate. All the complicated reasons made the south airport apartment full of illegal housing. The living quality is poor and the landscape is disordered. For the elderly who live alone and those who have difficulties getting about, it’s a very unfriend space.
Pulling out the function with low demand because of the change of population structure could comparatively increase the space with higher demands.
The living function pulled out could be integrated into new public facilities and the users’ behavior gathered for activating the south airpor t community network and building a community care system.
Put the integrated public facilities in the empty house with unclear property right and advance the community care system for implanting the concept of “community family” into the south airport.

There are lots of residents in the south airpor t apar tments who live alone. The condition of being inconvenient to prepare for the meal of one person or having difficulties preparing the meal because of not being able to get about could be seen very often. As a result, the utility rate of the kitchen is very low. Through having the community provide the kitchen, meals, and seats, the disadvantaged residents in the community could be taken care of and the community connection be linked.
03Roof Space The roof space could be utilized for providing the elderly and the residents who have difficulties getting about the nearby space to enjoy comfortable living. Besides, the thinlayer green roof could provide the residents a better quality of life.
04Neighboring Living Room The elderly here could take care of the children of the neighbors who are occupied with work. The shared public space could reinforce the community network and “have those who are not relatives better than relatives�. The narrow alleys with no vehicle passing through could be taken as the living room for having the residents be closer to one another. In addition, reconstructing the flying spinning stairway into the elevator with no motor room could make it easier for the elderly to go up and down the stairs for taking exercises much more willingly.

Site & Problems Qianshan Park and Yangmin Park, inside National Yangmin Mt. Park and near Taipei metropolis, are considered the back gardens of people in Taipei. From the development of the Japanese ruled period (1895-1945) till now, along with the rapid development in city and population, “the back garden” has not kept up with the pace of development. This resulted in the great difference of the crowd between the low and high season. Moreover, due to the lack of barrier-free and tourist transportation facilities and the disconnected routes, for many people, the beautiful mountain forest is just like an unreachable dream.

This project is to regain the previous glory of Yangmin and Qianshan parks by highlighting the base features other than the flower season, detecting potential landscape resources, and reinforcing barrier-free mountain forest tourism.

Concept Different features of Yangmin Mt. could be utilized for creating different features in the four seasons. This could develop the tourism features in four seasons and solve the problem of having tourists merely in the flower season w h i l e a d va n c i n g t h e t o u r i s m service quality in the flower reason.

The flower clock is one of the representative scenic sports in Yangmin Mt. Combining the flower clock plaza with the nearby square while altering the pitch pavement on the lane into the material which is similar to the sidewalk could link up the passersby space.
Having the visual axis from the Flower Clock Plaza to gangfu building altered with the routes could have tourists experience different visual feelings. Moreover, the construction of barrier-free ramps could allow the tourists who have difficulty to get about the opportunity to exercise in part of the spot.
The visual axis from Chiang Kai-Shek State to gangfu building is obstructed by a row of arbores. Removing the arbores could have the scenes of gangfu building being seen clearly up to down.

The Potential & Limitations
Research Area Survey The effect of elevation is not only on station elevation, but the elevation of the entire portion of the railway. Therefore, we pondered over a larger scope. With the Neili Station as the core, we put the former station, Yungfeng, and the next station, Chungyuan, together for conducting an entire planning and exploration. This would be helpful for us in doing entire development consideration on the station.

Within the industrial zone in the southwest of the base, there are some industrial plants with larger floor spaces. Neili Station is mostly surrounded by business and residential districts. There are more green spaces in the east side.

The main east-west access roads are four-lane highways with heavy traffic. In the south-north direction, there are nine routes for crossing the railway vertically.

Impacted by the typhoon and monsoon, the rainfall intensity is high and concentrated in this base. Moreover, with the rapid urban development in Taoyuan, the far ms and ponds which used to have flood detention and permeable function are largely changed into the pavement which is not permeable. In the past, to cope with the terrace topography which is not moister holding and the rainfall which concentrates in summer, special artificial scenery, ponds and ditches, were generated. However, because of urbanization, these facilities disappeared quickly. Presently, a pond is reserved in the east side.

Communities are mostly distributed along the railway, and different activities are held.

The activity nodes are mostly the regional nodes distributed near the station, the community nodes of the convergence of different communities and main roads, and the regional business nodes near Neili Station.
In the future, after railway elevation, the old railway and related facilities would be torn down. Many facilities with local memories in the base could be reserved by reusing.

Land Usage Transform The existing industrial land would be turned into business land along with the development of the elevated station. With the business concentrated in the east side, the green square and business zone of the special station zone could be integrated into an entire block open space.
Traffic System Plan After the special station zone is developed in the future, it could increase the surrounding traffic density. To ease off the burden of the road before the station, new roads should be carved out with the hinterland of the station for keeping the road open and absorbing the use in the base.
Bus & Community Bus System Plan To cope with the problem of traffic density, the focus would be on the separation between the buses before the railway station and the community bus station. The community bus station should be moved to the back, and connected by the newly developed road with the planning of the waiting area.

In order to reduce underground excavation, the middle layer could be used flexibly as parking lots, and spinning tower could be added as the channel for connecting the ground and building; the parking tower could be semi-open to increase air circulation.
Ideas Merge the old railway facilities with the new elevated station and business office space. A large green space would be reserved with diverse planting for space enclosure. New buildings could be combined with greenness to create complex building form and diverse activity space. The large base region with the condition of locating in the transportation nod would be used for integrating with the functions such as transportation, calamities prevention, and recreation to push forward the peri-development of Neili station and get through the city pulse which is segmented by the railway. Before being submerged by rapid urban development, have an oasis reserved for Neili.
