Neihu Eco-Park (Taipei, Taiwan) was a landfill, then the toxic wa ste h a d b e e n c l e a n e d . F i n a l l y, t h e o t h e r wa st e s formed to an artificial hill, the eco-park was opened. However, rare people can hardly used this city park size of 15.5 hectares.

This programme aimed to enhance the rate of adopting, decrease abandonment by altering the mode of interaction between people and stray animals. Furthermore, the best demonstration was built in the capital city of Taiwan, twist the negative impression of animal shelter from a prison to a park, revitalize the discarded space in the end.

Comparison with the most of developed countries, stray animals problem is still a tough issue in Taiwan because of the history of primary industry and lifestyle.

The Landmark of Friendly Capital The introduction of activities related to the animals in the site has positive benefits for the animals, the site itself and users. Moreover, the location has an international perspective and is expected to be an indicator and demonstration of friendly stray animals.

The extended building guides people into or through the building naturally, increasing the possibility of interacting with stray animals. Then, to integrate into the landscape , the buildings that are connected to the terrain are mainly designed with concrete and green roofs, while on the other side, the steel structure is equipped with strengthened glass to make the buildings lighter.

The sunken plaza provides much sunlight to the landscape building and shows the historical context of the site’s garbage hill by the section of land. The main aisle form separates the dog from the cat, and also separates different interaction modes by landform.

Cities should learn from rural areas with reduced populations and see what is the problem because, after 2020, large cities in Japan such as Tokyo will face the same problem! —Ryo Yamazaki Changes in global production networks and increased urbanization have altered the development of the rural area. Urban decision-making models have accelerated urban and rural. The gap has widened, such as income inequality, unemployment, youth population outflow even food self-insufficiency. With this global trend, the Dongyue Village locating in the mountain area is facing the same problems. This program aims to attract youngsters back to their hometown and recover the riverbed ecology.

The crossing of highways and ra i l ways , a n d t h e c e m e nt factory located next to it, Dongyue Village does not seem to make eco-tourism the best solution to sustainable development due to many Industrial structures. However, Dongyue artesian water is a sufficient and stable natural resource in Dongyue Village, which attracts a large n u m b e r o f to u r i st s e ve r y summer. But it cannot be used efficiently, benefits residents and the biological diversity of Dongao Bei stream.

PHASE #1:

CONSTRUCT THE IRRIGATION DITCH WITH ARTESIAN WATER SUPPLY Built the ditch along the 40m contour from the tunnel entrance, and finally merged into Dongao Bei stream.

PHASE #2:

ESTABLISH LARGER-SCALE TERRACES TO DEVELOP CHARACTERISTIC AGRICULTURE AND CREATE THE MODEL OF A SUSTAINABLE VILLAGE. Provide local residences with development opportunities and job vacancies thereby gradually attract young people to return to their hometown.

PHASE #3:

ENLARGING THE YEAR-ROUND WATER AREA IN DONGAO BEI STREAM AND THE RESTORATION OF RIVERBED ECOLOGICAL ENVIRONMENT. Increase overall ecological diversity to reduce environmental sensitivity, the chances will be to develop agricultural recreation and eco-tourism in the future.

Feasibility Assessment & Master Plan The site analysis is made to ensure that the project can meet the usable limit classification of the hillside land (the first to fourth-level slopes can be used as agricultural and pastoral land), and the water flow analysis is used as the basis for the drainage calculation.

Dongyue, Yilan is close to the Pacific Ocean and is often located at the center of the path of typhoons. It is hit by typhoons three to four times a year on average. The calculation shows that setting two sub-channel reservations depth, and two grass waterways for emergency flood clearance, can be flooded with a flow rate of 60m/s. Finally, set cloughes to management the amount of water.

Flow control The gate is used to adjust the irrigation level according to different seasons and different water demand, and it can also be fully opened in the face of a typhoon to reduce the accumulation of excessive rainfall on the hillside and cause a landslide.

Benefits of Economic and Ecosystem Planting strategies After visiting the local area and investigating agricultural resources, four plants are listed as the main planting varieties. The flat part of the terraces is planted with millet and ramie harvested two to three times a year, and used for the main food sources and local products: millet wine, traditional weaving. The slopes in the terraced area can be used to expand the scale of the original Mountain Litsea. Planting theAnoectochilus in the surrounding shade area can also avoid excessive direct sunlight and process to the unique tea.

"Traffic congestion is caused by vehicles, not by people in themselves." —Jane Jacobs (The Death and Life of Great American Cities) The urban planning and design project which based on vehicles had become the priority of Taiwan for the past few decades. I n t h i s a re a , t h e we ste r n Taipei, the most of space was used to serve as vehicles. The continuously expanding roads and parking lots encouraged people who lived in the suburbs commuting to downtown by their own vehicles. This planning direction led to more serious and frequent Traffic congestion.

In addition, to re-plan the use of the space, it also focuses on building a friendly and walkable environment by the improvement of infrastructures such as roads, pedestrian path and the location of the pedestrian crossing.

The existing complex roads and non-essential approach viaduct severely cut the linking of each street block and shopping area. The integration and simplification of vehicle flows can not only provide more open space for pedestrians but also contribute to the overall efficiency and safety of traffic.

Walkable Travelling Plan With the integrated roads network and new land-use zoning, a tourist route in the Western District of Taipei City arose spontaneously.

It has been the administrative center of the Taiwan Railway since its completion until the completion of the fifth generation Taipei Station in 1990.

It is a representative work of Taiwan's new-style city gate and one of the few Qing Dynasty buildings in downtown Taipei.

In May 2016, the Taipei City Government decided to temporarily move 51 meters east of Mitsui Warehouse.

The Taipei City Cultural Bureau invited art workers and local people near the Futai Street building to study its "reuse of monuments" approach.

How to make the route walkable?

The start and end of the route are according to the characteristic which with a large number of people and high population density, such as Back railway station commercial streets, Taipei transport station, Taipei railway station and Ximending commercial area.

Presenting the vision of landmarks and characteristics, improving the original pedestrians path, then establishing detailed infrastructure design rules b y t h e f i r s t- p e r s o n p e r s p e c t i v e s , it is expected to return the urban space from vehicles to pedestrians, then build a friendly and safe urban environment constantly.

The squares and parks with historical buildings could guide people from site to site in the middle of the route.
