Message from Organizing Committee

Dear IFMSA, As a member of IFMSA for the last 19 years, we have seen a tremendous amount of growth in all of our committees by practicing what we have learned in the numerous General Assemblies, and applying them to local issues. Many times we have asked ourselves what we can do to contribute back to IFMSA in return, and on this particular year we have all come to the same conclusion. After more than 10 years since the last General Assembly was hosted in Taiwan, we are once again proud and excited to invite you all to join us in August Meeting 2014 in Taipei, Taiwan. Our Organizing Committee has been working tirelessly for over twenty months to ensure an unforgettable General Assembly experience we have to offer. Our Organizing Committee, with a total of 227 motivated member and staff, will be waiting you all here with warm greetings and lots to share about our beloved country. Our venue of choice is Taipei Medical University and Chientan Youth Activity Center, both well-situated in downtown Taipei, yet enjoy a beautiful and tranquil environment in the middle of the bustling Taipei City. By utilizing the transit network, the delegates could access other parts of Taipei with ease. Besides devoting to IFMSA work, be sure not to miss any extraordinary Social Programs which we are more than confident to amaze you with. After the fascinating journey of “Health Beyond 2015” in March Meeting 2014 Tunisia, we feel that a stronger continuity should be supported for such an important topic deserving much more discussion and action. This time, we have chosen “Sustainable Development for the New Era” as our theme to explore further which will aim to focus on the two sub-topics: Sustainable Healthcare and Sustainable Environment. By closer examining these underpinning issues, we hope to raise the awareness and understanding on current impediments on both national and international levels. We sincerely hope that through the elaborately planned Theme Event, we may continue to spark actions within IFMSA, and that the knowledge we

share may further be adopted locally across the globe. Last but not least, it is with great excitement and anticipation that we invite you to join the Post-GA tour to explore the most of Taiwan. It will be a unique combination of adventures, natural beauties, delicacies and splendid culture which we hope to offer options tailored to every one of our delegates. We own all kinds of terrains such as mountains over 3,900 meters, tiny yet beautiful islands, breathtaking rift valleys and various coasts at the same time. Speaking of food, Taiwan has a lot to offer, from fancy Taiwanese cuisines restaurant to sidewalk stands; from the world-famous Pearl Milk Tea to the notorious Pig’s Blood Cake. Taiwan’s unique history and culture give birth to the many variety in religions, architecture styles, languages, lifestyles, diets and festivals. If you’re an adventurer, a culture and history buff or obsessed with delicious food, come join the Post-GA with us! So once again, we would like to welcome you all to Taiwan, a nation which has flawlessly merged the old with the modern, and has never ceased to hold on to our roots as we kept pace as with the rest of the world. Welcome to our home, or as the Portuguese sailor named it at first sight in 1544, “Ilha Formosa”, our beautiful island. FMS Taiwan The Federation of Medical Students in Taiwan (FMS-Taiwan), reaching its 26th year, is one of the most active students associations in Taiwan. FMS-Taiwan members include medical students, traditional Chinese medical students, and post baccalaureate medical students from all over the country. With more than 20 projects on national level executed every year, FMS-Taiwan continues its commitment to inspire more and more medical students to take initiative action in making a better future. Having been full members of the International Federation of Medical Students’ Association (IFMSA) since August of 1995 in Barcelona, our Standing Committees has increasing involved ourselves in international projects. Believing in “think globally, act locally”, we focus on specific issues and organize activities, gathering efforts of medical students to improve the society and raise the public awareness to health and human right issues. 04

We have selected Chientan Activity Center as our venue for their abundance of conference rooms and meeting halls. The largest banquet hall can accommodate more than 800 people. With 240 seats on the upper deck, delegates are able to participate in selected parts of plenary without disturbing the process. Being equipped with high quality audio-visual equipments guarantees an efficient and fruitful plenary. In addition, there are 32 other conference rooms for sessions, training and SWGs, which have a flexible capacity ranging from 20 to 300 people.

Theme Event Sustainable Development for the New Era In 1992, the first of its kind Earth Sumit held in Rio de Janeiro, released a document Agenda 21. This ambitious work had not only spread the new concepts of Sustainable Development into the international communities, but also set a significant landmark in the history of human development. Twenty years later, after the third Earth Sumit Rio+20,

Sustainable Healthcare Beginning with Alma Ata Declaration on Primary Health Care in 1978 and the Ottawa Charter for Health Promotion in 1986, people has been striving to put more emphasis on understanding social determinants of health, eliminating health inequity, and advocating health promotion activities. Currently, people have a consensus that “Health for All” is a very important cornerstone in achieving sustainable development. Moreover, to make the ideal concept “Health-for-All” happen, a comprehensive, sustainable and promising system is essential. In Taiwan, the National Health Insurance System (NHI) has successfully integrated the nation’s medical resources to provide equal medical care for both the rich and the poor from big cities to remote areas. We have also enjoyed the first class medicine performance with expenditure much lower than the average of Organization for Economic Co-operation and Development (OECD) countries. However, two decades after its establishment, the critics of the heavy fiscal pressure and the deteriorating working condition for health-

The prediction warns us that the aging society and chronic diseases will become challenges in the near future; thus, the plan of long-term health care will be an urgent and important issue. In fact, there are yet more issues to be concerned including accessibility, manpower, and social insurance under the topic of long-term care. In this session, we will focus on three main topics: (1) How can we achieve sustainable healthcare through health advocacy? (2) Experiences of Taiwan national health insurance system and its interaction with medical system. (3) How do we build up a sustainable long-term care system and assess its social impact?

Sustainable Environment Sustainable development has become increasingly important nowadays. Human activities, such as exponential growth of material demand, overexploitation of natural resources, and carbon dioxide accumulation in the atmosphere, have already exceeded the carrying capacity of the earth. These activities have caused both short-term and long-term effects on our environment. For example, forest and fish stocks have lowered rapidly over the past few decades, Arctic sea ice is shrinking at a rate of about 3% per decade and the number of extreme natural disasters has tripled since 1970s. According to the Intergovernmental Panel on Climate Change (IPCC) latest assessment report, it is extremely likely (95-100%) that human influence has been the dominant cause of the observed global warming since the mid-20th century. if we don’t stop this trend, our environment will suffer irreversible destruction and further threaten our surviv-

al. Thus, it is critical for us to take actions in climate change's adaptation and mitigation by different aspects, including government, NGOs, health sectors and so on, in order to reach the goal of sustainable development. In this session, we will focus on two main topics: (1) Sustainable development: global and local views (2) Disaster risk management and sustainable development, in hope of raising more medical students’ awareness to environmental sustainable development. Together, let us embark on a journey to seek more solutions and create a more sustainable environment for our future generation.

Social Program 1 National Food & Drink Party –“Past and Present” The party will be held in the Songshan Cultural and Creative Park (SCCP). Songshan Cultural and Creative Park was originally founded as the “Monopoly Bureau of the Taiwan Governor’s Office, Songshan Tobacco Factory” during the Japanese colonial time in 1937. After the tobacco and wine production ended in 1998, it was designated a historic monument by the Taipei City Government in 2001. Together with Taipei Dome stadium, the site was known as Taipei Cultural and Sporting Complex. The concept of an “industrial village” was employed during the initial development of the Songshan Tobacco Factory, and besides the production line, the benefits and needs of the plant’s employees were also taken into consideration when the site was designed. With its large open spaces and courtyards, the site was a pioneering design for industrial plants at that time.

The venue and the accommodation of PreGA are located in the heart of Taipei, Xinyi District. The landmark skyscraper Taipei 101, vibrant nightclubs and Taipei City Hall are all within walking distance. The workshops will take place at Taipei Medical University (TMU), a school dedicated to carbon reduction, sustainable management as well as green procurement and has recently received the "Green Building Award" from the Ministry of the Interior. Our delegates will enjoy the stay at Pacific Business Center Hotel, which is within 10-minutes walk or 3-minutes bike ride to Taipei Medical University. It is only 500m from the Taipei 101/World Trade Centre MRT Station. With only 6-minutes walk and one Easy card, you will able to explore every corner and feel the vibrant energy of Taipei City. Our Special Program The Aroma of Tea Maokong is used to be the biggest tea growing area of

Taipei and it is now a tourist attraction famous for Bouzhong tea and Tieguaning tea. Visitors taste tea, chat with each other and admire the nightfall. Explore the charming scent by joining one of our planned excursions and taste the finest tea-cuisine in Taiwan! The Fusion of Postpartum Care Center and the Complementary and Alternative Medicine(CAM) There is a significant difference between Eastern and Western Medicine in postpartum care. In Taiwan, postpartum care centers take care of mothers and babies by applying complementary and alternative medicine (CAM). Herbal medicine are used in daily meals during post-partum recovery, which aims to maintain the balance between “Qi” (air) and “Xue”(blood) of mothers. An introduction to complementary and alternative medicine (CAM) will be held on the 5th august, hosted by CAM student. Registration & Payment The registration system will be open online via the IFMSA website from April 15th, 2014.

Delegation quota for the GA The Maximum (but not guaranteed) quota of each NMO are sixteen (16) delegates, of which no more than eight (8) can pay early registration fee (and only if they complete their registration in the early registration period). The rest will pay late registration fee as stated in the table. Additionally, in the early registration, each NMO can conďŹ rm no more than eight (8) delegates. The NMO President must approve all General Delegates. The IFMSA Executive Board must approve all Alumni, Externals, Observers, IFMSA Officials and other out of quota delegates. During the period of early registration, we kindly ask the NMO Presidents to send an email to our Registration Coordinator with the total number of delegates who wishes to register for AM2014. After closing the early registration, we will announce the number of delegates the NMO can register during late registration. We have introduced this measure to avoid the number of registered delegates exceeding the maximum capacity of the GA. Also, by splitting the conďŹ rmation process into two, we can do well distribution of capacity between the NMOs. Any delegate whose registration is not completed by the closing of early registration will have to register as a late delegate and, consequently, need to pay the late registration fee to attend the AM2014. The registration will be completed only if 1. For general delegates: After you have been approved and paid for by your NMO president 22

2. For out of quota delegates (excluding officials): After you have been approved by the IFMSA Executive Board and paid for by your NMO President 3. For Alumni, Externals, Observers and IFMSA Officials: After you have been approved by the IFMSA Executive Board Pre-GA registration deadline is the same for late registration deadline.

Substitution The deadline for substitutions of delegates for the preGA and the GA is July 18. In order for a substitution to be accepted, the full registration fee must have been paid, and the NMO President must provide a letter stating the details of both students.

Cancellation For a full refund, notice of cancellation for your participation must be submitted by July 5th, 2014. Fifty percent of the registration fee will be refunded if the participant cancels by July 15th, 2014.

Payment The payment for delegates registered in the early and late registration periods must be sent before 23:59 GMT on May 22th and June 24th, respectively. The payment deadline for externals, observers and alumni are the same as late delegates. The NMO payments must include general delegates and out-of-quota delegates. You can contact the IFMSA Secretary General (secgen@ifmsa.org) or Treasurer (treasurer@ ifmsa.org) to confirm which category your country belongs to. The registration fees are as follows:

Living Habits Walking on the streets, we usually keep to the right in Taiwan. You can also see people standing to the right when taking the escalator. There is no need to pay tips in Taiwan, but in some restaurants 10% service charge will be added. For shopping, priced and tagged items are usually not for bargain , there are convenience stores almost everywhere! You can buy beverage, snack or daily necessities any time (opens 24hr)! Last but not least, smoking is banned in all indoor public places. 24

Among all the religious activities, the Dragon Dance, the Lion Dance and Neon-gods Dance are the perfect combination of modern and ancient times. Come and take on the role of a Taiwanese local and experience these bustling, fun-filled and meaningful activities with us now! Traditional Folk Toys In Taiwanese culture, we tend to make the most of everything that we have on our hands. The traditional folk toys are a reflection of this spirit. By using some recyclable materials to make creative toys, we are able to make toys like bamboo dragonflies, Taiwanese spinning top, etc. Let’s be kids again and have fun with our traditional toys! Martial Arts Martial arts are in many ways deeply connected to our traditional medicine. It is mainly used to keep ourselves healthy and active! No need to be envious of those Kong-fu stars in the movies; you can now learn to do those martial art moves as well! Let’s start from controlling the Qi in our bodies and end up finishing all the sets from our traditional martial art! Traditional Oriental Music Traditional oriental music is another application of the traditional philosophy, which emphasizes balance and harmony. With unique instruments, 25


we’ll present you with stylish and beautiful music consisting of Pentatonic Scale, which shows a great difference with the heptatonic music of the West. We have also invited a traditional orchestra to give live performances for you. Enjoy a sensational Oriental concert and find more about our culture! Calligraphy The use of Traditional Chinese characters, as one of the most ancient characters in existence, could be dated back to five thousand years ago. Due to its use of hieroglyphs, the dynamic style of Traditional Chinese writing is itself a form of art, known as Calligraphy. Artists from the OC team will perform a live demonstration just for you! Come join us and you’ll have a chance to take back these calligraphies with you! Traditional medicine Unlike western medicine, traditional Chinese medicine puts more emphasis on the notion of making our bodies reach a balance. Traditional Chinese medicine has its own special therapy deriving from our ancient philosophy concept— Qi, Yin and Yang. There would be professional traditional Chinese medicine doctors showcasing acupuncture as well as other famous traditional Chinese medicine therapies. So let’s set foot on the boulevard of health with traditional Chinese medicine! Aboriginal Cultures The mountainous landscape of Taiwan is where our aborigines developed into 14 tribes throughout history, each is distinctive in its own way.
