INSIDE Upland Cities Nationwide Can Benefit from Narcotics Busts and Seizures

nity groups. According to the State of California Manual of State Funds, the California Highway Patrol (CHP) is a participant in the State and Federal Asset Forfeiture Programs. As such, they are eligible to receive a portion of the assets seized in narcotics arrests. The assets must be used for enforcement of narcotics laws. Funding from such programs can provide agencies with over $100,000 in a given year. As an out-of-state example, a law in Massachusetts allows up to 10 percent of drug dealers’ seized cash and assets to be used for non-

profit groups. So far in 2012, an estimated $50,000 was made available to nonprofit community and at-risk youth programs in that state. Here in California, San Bernardino used the asset forfeiture in 2007-08 to fund the Parks and Recreations Department, afterschool homework centers, at-risk youth programs, sports programs, the Mayor’s Commission on Youth Violence, and the Operation Phoenix Community Center. The funds also offset the cost for an offsite narcotics unit and were used to purchase crime prevention materials, supplies, and equipment for the police department.

Blockbuster: We’re Still Here!

The city of Upland purchased a new aerial truck (ladder truck) and five police Dodge Chargers as the city appropriated $91,120 from the Vehicle Replacement Fund and $79,023 from the Narcotics Asset Forfeiture Fund, according to the Inland Valley Daily Bulletin. The Narcotics Asset Forfeiture Fund has been successfully implemented by city and county law enforcement agencies across the nation to use funds and assets seized from drug busts and from people involved in trafficking and distribution of illegal drugs. The assets are then used by some cities to fund police departments and nonprofit commu-

Bloomberg Business Weekly reported that Blockbuster was acquired out of bankruptcy in April 2011 by Dish Network Corporation. Currently there are 900 Blockbuster

stores, down from 9,100 in 2004. A big reason for consolidation has obviously been competition for movie rentals from Redbox and Netflix. Redbox features conveniently located, affordable, and no-membershiprequired service, while Netflix offers online and streaming movie service that can be accessed through Xbox and PS3 gaming consoles. In its favor, Blockbuster, being a video store, still carries many new releases before Redbox or Netflix. Another benefit that could help the store to remain viable is a huge change to offer 99-cent daily movie rentals. Blockbuster used to require 3-5 day rentals. “You watch a movie for one day and how likely are you to keep it longer?” said customer service representative George. He confirmed

INSIDE Upland that the pricing was a necessary factor to remain competitive since most people only keep movies for a day. Not even store employees are certain why some stores have stayed open and others closed. Blockbuster stores closed in La Verne and Rancho Cucamonga but stayed open in Upland. Even George, who originally came from a Blockbuster that was No. 1 for area sales, said his former location was closed and he was transferred to Upland. With the new ownership George said that Dish would like stores to offer customers the Dish Network service that comes at a discounted rate if purchased through Blockbuster. Thus, Blockbuster, with new ownership and improvements, hopes to be the video store of choice for many who have come to appreciate the in-store experience.

Upland Shelter Struggles to Find Homes for Pets Feeling the financial pinch that has also affected many of the city’s other departments, the Upland Animal Shelter has used foster homes, in addition to shelter property, for pets that are too young to be adopted. Sometimes animal rescuers use foster homes or halfway homes to house dogs and cats. The Upland shelter currently has foster homes for puppies or kittens but they do

not use halfway homes since most adoptions occur directly through adoption units. “We are cutting back on costs and we’re working hard to get donations to make up for it,” said supervisor John. It appears that the weak economy has caused more people to turn their pets over to the shelters. Right now, according to John, the shelter is at capacity with dogs. The news was a little better in regard to cats, thanks to a PetSmart grant that helps pay for having cats spayed and neutered. “We have a PetSmart Charities grant where we just started our second year. Last month we had 64 cats and kittens come in compared to 150 the year before. This is the first year we haven’t been completely packed for cats. We’re full but not overflowing,” said John. The grant is for cats only (and not dogs) since cats have a noleash law. The shelter hopes to use the grant to focus on certain areas for animal population control. John said spaying 10 percent of an entire city is not as effective as targeting 10 percent of a smaller area, where the treatment can reach all breeding animals of that area. This strategy is now used by most organizations. The shelter facilitates many off-site adoptions in other cities and area pet stores. According to the San Bernardino Sun, in 2011 the Upland shelter was able to find homes for 941 dogs (out of 1,396 that came in)

and 839 cats (out of 1,394). Upland and Rancho Cucamonga shelters have joined partnerships with other groups to ensure the highest rate of success for finding homes for these animals. “If they’re in somebody’s home the chances of them getting adopted is very slim because people aren’t going to go to their homes to see them necessarily,” said John. “We get a lot of adoptions from pictures online, don’t get me wrong. But it’s the number of people that come through the shelter during the day that helps with the adoptions.”

For residents concerned about health risks, it is unknown exactly what long-term effects, if any, can come from prolonged exposure to radio-frequency energy from cell towers. And when it comes to fire safety, the San Bernardino Sun reported that a cell tower in Rancho Cucamonga caught fire while BCI West Communications employees were working on it on January 13, 2011. It was positioned near Fire Station 171 and a post

office. Firefighters and postal workers had to be evacuated but the fire was put out and employees were allowed to return to work later. The company had two towers on site and Fire Battalion Chief Eric Noreen said they never had any problems with the other tower. Despite these potential concerns most Verizon users in Rancho Cucamonga, according to a www. cellreception.com survey, have been in favor of cell towers, as they have increased reception bars and decreased dropped calls.

Disaster Preparedness: Certifying for CERT

Verizon users in Rancho Cucamonga can look forward to an additional planned cell tower going up soon. In September Rancho Cucamonga and Upland received requests and bids to build two new cell towers. In Rancho Cucamonga Verizon applied to build a cell tower in the form of a clock tower at Carnelian and 19th Street. According to the Rancho Cucamonga Development Review it will be approximately 57 feet tall. Verizon sales representative Karen said that the provider is always putting up new towers in an effort to enhance Verizon customers’

How can a private citizen help other people during a disaster? Rancho Cucamonga has one police station, seven fire stations, and several other paramedic services. Yet in the event of a catastrophe there will not always be firefighters or paramedics in the street to help. Able-bodied people will need to help other people.

The city of Rancho Cucamonga offers a public training and awareness program known as the Community Emergency Response Team (CERT) to prepare citizens for future catastrophic events ranging from terrorism to natural disasters. The next big earthquake is the most realistic concern. The training program origi-

INSIDE rancho cucamonga nally started back in 1985 with the Los Angeles City Fire Department, according to the Citizen Corps Web site. The Whittier Narrows earthquake in 1987 further underscored the need for a program on how to survive catastrophes in the absence of first responders. “First responders make up only 1% of our community population and will not be able to assist everyone when (not if) disaster strikes,” said Rancho Cucamonga CERT Program Manager Breanna Medina. “This is what makes the CERT program so valuable to citizens.” Since 1993 the training has been made available by the Federal Emergency Management Agency (FEMA). After 9/11 the program expanded to help address the challenges presented by various largescale disasters. Medina said that CERT has grown to an all-hazard grassroots program known for being resilient. The national training module currently includes disaster preparedness, disaster fire suppression, disaster medical operations, light search and rescue operations, disaster psychology and team organization, and then a course review followed by disaster simulation. Rancho Cucamonga’s CERT is led by Coordinator Stan Van Horn, who is in charge of disaster preparedness. He is a former Claremont police captain who briefly ran this program for that city before Rancho Cucamonga coaxed him out of retirement and asked him to do the

same. Along with Van Horn other experts train each field of would-be responders. These include emergency room nurses, the fire department, and an expert in disaster psychology. Rancho Cucamonga’s CERT also includes heavy urban search and rescue, where they teach how to lift heavy objects off people and how to search a building properly and safely. They even have a retired army explosive and ordnance disposal expert who leads explosive terrorism training. He trains people on recognizing, not disarming, devices. Van Horn said that CERT has trained 400 people since 2011, including city employees (photographed here), business members, and citizens. “The city has been doing this training for the last couple of years so they’re getting as many of their employees as ready as possible for when the big one hits,” said Van Horn.

Healthcare Jobs Coming to Rancho The Inland Empire Health Plan (IEHP) in San Bernardino has served 530,000 people from San Bernardino and Riverside counties since 1996. Most of these individuals are on Medi-Cal, Medicare, and the Healthy Families Program. On September 10 the IEHP’s Board of Trustees approved a move

in 2013 to the Atrium of the Empire Lakes corporate office building in Rancho Cucamonga, an industrial park near the Ontario Mills Mall. The Inland Valley Daily Bulletin reported IEHP CEO Brad Gilbert stating that the number of people served could increase by 300,000 by the end of 2014. Thus, the move is meant to accommodate the expansion of Medi-Cal individuals who will benefit from the Affordable Care Act. The new facility is expected to create 1,000 new jobs within the next several years. Currently this nonprofit organization has 700 employees. “Due to our continuing growth in membership, IEHP will be hiring health plan staff including care management nurses and coordinators, customer service representatives, claims handling staff, operations and IT staff, and other administrative positions,” said Director of Marketing Thomas Pham. That’s welcome news for Inland Empire job seekers.

H

igh school football is in full swing in the Inland Empire. The sun is still shining but there is a cool, crisp feel in the air hinting that autumn is in full swing. While most teams only have two games left, there is still plenty of football to be played. MT. BALDY LEAGUE

BASELINE LEAGUE Alta Loma Braves

4-4 (0-3 League)

If the Braves could play nothing but non-league games, they would probably take it. With a 4-1 record in non-league games, Alta Loma has lost all three Baseline League contests by a combined score of 105-13. A season that once started out so promising is slowly slipping away for Alta Loma. Etiwanda Eagles

3-5 (1-2)

Etiwanda certainly has not had an easy go of it as of late. After three straight losses, including a 68-15 defeat at the hands of Centennial, the Eagles bounced back with a victory over Alta Loma. With just two games left, Etiwanda will need to fight in order to finish the season without a losing record. Glendora Tartans

3-5 (1-2)

After a 32-0 victory over Alta Loma, the Tartans faced the cream of the Baseline League crop and wound up on the losing end to both Upland and Rancho Cucamonga. Sr. Cade Lindsay has been one of the few bright spots as he has already amassed over 1,000 rushing. Glendora finishes the season against Etiwanda and Los Osos so finishing on a high not is not out of the question.

Los Osos Grizzlies

4-4 (2-1)

The Grizzlies started out the year strong with two wins but have faltered since then as the defense has given up 40 points in three separate games this season. Los Osos is currently tied with Rancho Cucamonga for 2nd in the Baseline League standings, so when the two teams square off on October 26th, pride won’t be the only thing on the line. Rancho Cucamonga Cougars 6-2 (2-1) After suffering their second loss of the season to Upland, Rancho Cucamonga bounced back with wins over Etiwanda and Glendora. Two more league games remain for all teams so if the Cougars want to catch up to the runaway train that is Upland, they will need to win out and hope Upland stumbles. Upland Highlanders

8-0 (3-0)

The Highlanders can seemingly do no wrong this year, as they have scored at least 34 points in all but one game this season. Upland is considered by many to be one of the best teams in the area, so it will be interesting to see if they can have an undefeated season and challenge for a CIF title

Chaffey Tigers 4-5 (3-2) There seems to be no place like home for the Tigers as Chaffey is 3-1 at home this season but 1-4 on the road. With just one game left, the two-headed rushing monster that is James Oxier and Jesus Rebolledo will look to finish the season on a positive note. Chino Cowboys

6-2 (4-0)

After losing 2 of their first three, the Cowboys have been on an absolute stampede having won 5 straight and scoring 40 points in each of the last three games, including a 43-0 win over Garey. Head Coach Matt Mccain has his team positioned at the top of the mountain that is the Mt. Baldy League Colony Titans

6-3 (5-0)

Had it not been for Corona forfeiting their victory over Colony on 8/31, the Titans would have started a disheartening 0-4. Since then, the Titans have done their best Robert Horry impersonation and are coming up big when it counts. They have scored at least 42 points in all five of their league games, including a 49-0 victory over Garey. With Chino awaiting them in the regular season finale, Colony will look to come away with one more victory

Ontario Jaguars 3-5 (1-3)

Don Lugo has been a hard team to figure out this season. They have given up 50 points twice this season but have scored over 30 in 4 games. The Conquistadors are hoping to end on a positive note as the two games remaining on their schedule against Garey and Chaffey can be won. Garey Vikings

3-5 (0-4)

After a promising start to the season, Garey is seemingly in a freefall having lost four straight games and being shut out in the last three. The Vikings will look to save face in the last 2 weeks of the season and hope to climb back to .500 against Don Lugo and Ontario to end 2012

Montclair Cavaliers

2-6 (0-4)

The wheels have come off for the Jags as five straight losses have them at the bottom of the Mt. Baldy League. With games against Montclair and Garey remaining, Ontario has a fair chance at salvaging what is starting to look like a lost season. SIERRA LEAGUE Chino Hills Huskies

909: How long have you guys lived in Rancho? Mark: We’ve been in our home in Rancho for six years now and we have great neighbors and friends. 909: Why did you choose to live in Rancho? Mark: My parents live in La Verne and Crystal’s parents live in Upland. When we were looking for homes, we chose Rancho Cucamonga because it was where Crystal worked and we wanted our kids to attend good schools. The convenience of having our kids close to one of us during their early years played a major part in the decision process of where to buy a home. 909: How do you like living in Rancho?

Mark: From the first days of living in Rancho Cucamonga, we began to love the culture and vision of the

city. There is a lot of pride in academics and community that makes Rancho Cucamonga the perfect city for a family like ours. For example, it feels like there is a park in almost every corner. Also Victoria Gardens and the Cultural Center have so much for families to do and see. We work, live, shop and play in Rancho. We seldom leave the city. 909: How did you two meet? Mark: We met in 2002 through a mutual friend. We enjoyed each other’s company the night we met so much that the next day the two of us called our mutual friend asking how we could find a way to see each other again. Thank you Shawna! 909: What made you fall in love with each other? Mark: Both of us being single, Catholic and passionate about our

education and careers, turned into 8 years of marriage today. 909: What do you two do for a living? Mark: I’m a CPA with GYL Decauwer CPA’s. Crystal’s a teacher at Los Osos High School. 909: Do you think your job is challenging? Mark: I have been working in the accounting field for 12 years and have been a licensed certified public accountant since 2005. During my career I have experienced working with a few different firms and in private accounting from Rancho Cucamonga to Pasadena. The fact that GYL Decauwer was located locally and are committed to a work-life balance to their employees made it easy for me to decide where to settle in my career. Because of their commitment to the happiness of my life and family, it


motivates me to be the best I can be as a CPA for my career and GYL Decauwer. Crystal: I really enjoy teaching at Los Osos! We have a great staff, student body and community. It is a great place to work! Teaching can be challenging and rewarding at the same time. It’s exciting to see students succeed and to be able to be their biggest fans. I wouldn’t want to be in any other career field. 909: Tell us a little bit about your family? Mark: We have two daughters. Our oldest daughter Gabrielle is in Kindergarten in the Etiwanda School District. Elizabeth is 2 ½ years old and attends a Preschool in Alta Loma. Our indoor cat is named Sammy and our girls adore her. Crystal is a teacher at Los Osos High School and has two master’s degrees, one in education administration and one in educational counseling. She is a great mother and a great wife and takes care of all of us. We both have loving and supportive parents. My parents have been married for 40 years and Crystal’s parents have been married for 36 years. Those traits have set the

example and laid the foundation for Crystal and me to build on in our marriage. We would not be where we are today without their love and guidance. Dan & Stella and Dan & Cheryl, thank you and we love you!

Mark: With two kids it’s always hard to find time for each other. We do our best to have a date night when the grandparents are available to babysit. Funny thing is that these date nights have included a nice dinner at Victoria Gardens then trips to stores to get chores done faster since the children aren’t with us. In all honesty, even though they are chores, we still enjoy them because we are together and we are eliminating something from the to-do list. Believe it or not, these dates night also include trips to Disneyland together. You might think we get tired of Disneyland, but we don’t. We get a chance to go on some of the faster rides and see some of the attractions the kids can’t because of their age, height or patience. Other favorites include trips to Palm Springs, Dodger Games or going on jogs around our neighborhood.

Mark: We do! We like keeping upto-date with what is going on in our community. Your magazine has a little bit of everything a family living in the community could utilize. Our favorite part is the calendar section of events.

Grazie’s

Upland is home to a dozen different Italian restaurants, including Grazies Italian Restaurant and Sports Bar. So what makes them stand out? For starters, they have over a dozen flat screen TVs for viewing in the bar as well as in the restaurant. Also, they offer live entertainment with no cover charge. Third, the restaurant is a couple of minutes from the 210 off of Mountain. And finally, Grazies features a chef with some delectable family recipes. Head Chef Mark Anthony Bolan adds that customers appreciate having fresh food deliveries six days a week. (Grazies uses their freezer only for French Fries.) Given such qualities it’s no wonder the restaurant gets busy, but that’s when Chef Bolan feels Grazies shines. “I’m at my best when overwhelmed; I’m in my element,” said Bolan, who is used to working in

crowded restaurants. New owners purchased the restaurant in December 2011 and renamed it Grazies Italian Restaurant and Sports Bar. Ed Bieler, general manager, helped bring about and upgrade in food and service, which included the hiring of Bolan. If you’re eating on the restaurant side of Grazies Bolan recommends the lasagna, which is one of the more popular dishes for diners. He also recommends the shrimp and scallop penne pasta with vodka sauce as a favorite. He prepared this dish for our photo op and I got to sample it later on and can vouch that it was great. Grazies menu includes salads, pastas, sandwiches, and specialty entrees that also include a salad bar. Calzones are on the menu as well as pizza, which can be ordered as a specialty or as a “create your own.”

For the bar crowd there is an entirely different menu of tasty foods. Pizza with beer is usually popular when listening to a band, but there are many other dishes to choose from like appetizers, sandwiches, and burgers. Fridays and Saturdays get especially busy with live entertainment packing the bar from wall to wall. Bolan feels great knowing he’s able to please the crowd with Grazies assorted bar menu, which includes a Grazie burger and sliders. “Wine and pasta usually aren’t bar foods to enjoy while watching a band,” said Bolan when asked why it’s important to offer a variety of foods for a variety of customers. Though Bolan has made all kinds of delicious food that includes Caribbean, at the end of the day he is content to make himself a thick, juicy cheeseburger. Check them out!
