Road Haulage & Logistics Environment Policy for LGV Drivers in the: Agricultural Sector Principles and target Three main Principles and Targets: 1. Introducing an integrated approach to road transport and travel safety – through cooperation with other organisational policy areas, such as energy, environment, education, innovation and technology, risk reduction and security. 2. Striving for the highest road safety and workplace standards throughout the sector – by encouraging workforce to take primary responsibility for their own safety and the safety of others on roads, and in the work environment by focusing on improving the safety of more vulnerable road users and work colleagues; 3. Through shared responsibility – A commitment and concrete actions at all levels in the sector to meet legal requirements, sector standards and quality objectives cost effectively and efficiently by using the knowledge, skills and abilities of industry and sector expertise. Strategic objectives: To achieve organisational targets we have set seven objectives. 1. Improve education and training of road users – the quality of the training system needs to be improved, with emphasis developing experienced personnel to support new and young drivers. This shall be achieved by educational and training road safety and sectorial training including pre-certification learning, driving licensing training, and advanced vocational training and Certification of Professional Competence (CPC); 2. Increase enforcement of road and sector rules – in the area of road and feed/food safety rules require the organisation to work towards a common road safety and environment enforcement strategy which will involve raising awareness of enforcement, national enforcement objectives, and vehicle technology developments to assist monitoring and measurement of fuel and efficiency of vehicle use, enforcement, including the possibility of speed limiters in light commercial vehicles and alcohol interlock devices; 3. Infrastructure – The organisation will promote the application of the relevant principles of safe management particular through the exchange of sector codes of practice, rules and regulations and sharing of best practices.

Safer vehicles – as well as continuing to encourage the progress of vehicle safety, the organisation will also evaluate the drivers ability to effectively check the vehicle for roadworthiness, operate the instruments and controls, load the vehicle within manufactures specifications, operate the vehicle in a safe and fuel efficient manner and have the technical knowledge to assist and comply with roadside inspections; 5. Promote the use of modern technology to increase road safety – the organisation shall continue to promote the use of Intelligent Transport Systems to improve road traffic management, driver safety, workforce training/education and the proposed introduction of ‘e-Call’ emergency response. 6. Improve emergency and post-injuries services – road injuries and first aid. The organisation will in particular examine the means to improve the efficiency of first aid intervention and post-care handling in order to reduce the impact of road accidents. 7. Protect vulnerable road users – the organisation will work to improve relationships with motorcyclists, addressing behavior, as well as road use safety. It will also encourage the establishment of adequate driver training to increase the safety of cycling and other vulnerable road users in rural and high risk environments.

Road Haulage & Logistics Minimum Training requirements: By Law the minimum requirements to participate in Certificate of Professional Competence (CPC) Training and development are listed below. More detail of mandatory and optional training options shall be provided in the individual Training Agreement and Job Profile. 1. All participants involved with policy implementation shall follow training and instruction they have received as per their job profile and documents contained in the operations manual. When using any vehicle or work item authority or licensed to use. 2. Tutors, Instructors, Trainers and Trainees shall be required to take reasonable care of they own and other people’s health and safety while under instruction and implementation of the training plan. 3. All Tutors, Instructors, Trainers and Trainees shall co-operate with their employer on health and safety matters during and post policy implementation. 4. All policy and training product users shall be required to tell someone (employer, manager, supervisor, or health and safety representative) if I think the policy or training product is inadequate or fall below expectations so precautions can be taken to prevent anyone’s health and safety being put at serious risk. 5. All Tutors, Instructors, Trainers and Trainees shall be required to follow organisation policies and procedures which are located in the staff Operations manual during and post training. Additionally and quality issues raised with policies or procedures shall be reported to the employer and/or manager immediately. 6. All Tutors, Instructors, Trainers and Trainees are required to check appropriate Insurance cover is provided during and post training. Additionally they shall be required to complete defect and risk reports (which are located in the operations manual) as and when required to confirm understanding and relevance of subject matter. 7. All Tutors, Instructors, Trainers and Trainees are required to confirm they have read and understood this Environment Policy and the Organisations; Health & Safety Policy Statement prior to proceeding to Training plan 1.

Road Haulage & Logistics Mandatory Industry Requirements The Trade Assurance Scheme for Combinable Crops (TASCC) Code of Practice requires Staff Hygiene, Facilities and Training to be implemented and maintained in order to comply with the Industry legal, safety and operating requirements. Details of each employee’s specific roll, responsibilities and training requirement shall be given in their Job profile. The Code of Practice aims to combine food/feed safety and legal requirements with recognised industry good practice and specific customer requirements to provide confidence in the food/feed chain. TASCC scheme participants and workforce(s) are legally required to conform to the code of practice. Mandatory Training Requirements In order to give those affected by the Code of Practice a greater understand the training requirements an introductory session of initial training shall be provided where training requirements, terms and conditions, quality expectations, time scales and outcomes shall be agreed. In addition to the TASCC requirements Driver training regulations (Training Directive 2003/59/EC) have been integrated into this policy to ensure all three main principles and targets are met and complied with in one easy to follow programme of personnel development. Objectives: Principle themes, targets modules are as follow; Theme 1: [Health, Road & Environment Safety], [Service] and [Logistics]. Theme 2: [Fuel Efficient & Safe Driving], and Safe [Transportation of Loads], Theme 3: [Working Time], [Tachographs] and [Carriage of Goods], Each theme has been broken down into bite size modules which include links to relevant resources and real time information to assist you to complete your individual training plan as required by Law. The training programme has been designed to mix and match modules from each theme dependant on knowledge, skills, ability or experience. However, all modules must be completed and verified by an approved training provider to comply with Regulation (EC) No 765/2008 in order to gain certification. A minimum of 35 hours (5 x 7 hour sessions) of training will be required to compete the initial training to achieve certification.

NOTE: Mandatory training must be completed in working time. All programmes must be delivered by Approved personal who shall be subject to rigorous checks to Conformity and International Standard Requirements.
