Many sections of I-35, a highly traveled highway in Texas are undergoing repairs and reconstruction. One of these projects is the Texas Department of Transportation’s (TxDOT) $31.7 million (construction cost) I-35 at Posey Road project that was awarded to Webber LLC. This project, taking place within the city of San Marcos in central Texas, consists of replacing the existing underpass interchange configuration with a new I-35 overpass at Posey Road. The new overpass involves constructing approaches on I-35 with mechanically stabilized earth (MSE) retaining walls. Additional improvements include converting the existing two-way frontage roads to one-way, and constructing U-turns for the new at-grade intersection, as well as relocating and reversing the existing entrance and exit ramps on both the northbound and southbound sides. What Has Been Completed? Thus far, Webber has nearly completed the first two phases of a four-phase project by demolishing the existing bridge structure, extending major culverts, installing new drainage structures, reworking base materials and placing subgrade for the proposed mainlanes.

Webber is currently working to finish paving the proposed northbound mainlanes and place subgrade on the proposed northbound ramps. The goals for the remainder of the work are to switch traffic to the new northbound mainlanes this Spring, construct the remaining phases of the new overpass, continue replacing existing
culverts, reverse the southbound ramps, and complete the new intersection for Posey Road. Shawn Corbello, Webber’s project manager, is pleased with the progress. “While each project has its own challenges, the one constant is if all the stakeholders collabsee WEBBER page 50

It’s business as usual in the paving industry — almost. Construction and infrastructure work, which includes paving, have been classified as essential services. Only two states, Pennsylvania and Washington, have put this work on hold. BOMAG BUILDS BF 200 PAVER TO INCREASE PAVING EFFICENCY
Construction employment increased in 32 states in January according to an analysis by the AGC. Officials said the data was collected well before the coronavirus began to impact the economy. Construction employment levels are likely to decline beginning in March as the virus impacts the economy.
Bomag launched the new BF 200 cart path and small construction site paver, available for the first time in North America. At just 13,228 lb. (6,000 kg) operating weight and 51 in. (129.5 cm) transport width, this compact and nimble paver can be transported to job sites on a trailer.

Efforts to bolster an economy buckled by the coronavirus, as well an uptick in non-traditional funding partnerships, present opportunities to reshape our country’s surface transportation financing picture. The American Road & Transportation Builders Association (ARTBA) reports that highway and bridge contractors added 16,800 workers in January, the sixth consecutive year of firstmonth job gains. Employment in this sector is now 301,400. While all major construction sectors saw their workforces expand in January, highway, street and bridge construction had the strongest employment growth, rising by nearly 6 percent compared with last year. The nominal value of highway and bridge construction work was $4.88 billion, up 4.7 percent from January 2019, according to the U.S. Census Bureau. Whether Congress reauthorizes the Fixing America’s Surface Transportation (FAST) Act transportation law could impact spending, but the true impact won’t be seen until the second half of 2020 and into 2021, she said. Signed into law under President Barack Obama in 2015, the FAST Act provided long-term funding certainty for surface transportation infrastructure planning and investment. Set to expire in September, the act’s reauthorization will gauge the progress of construction projects at the state and local levels. “The scenario of what’s going on at the time will have an effect on how state and local governments handle their projects,” Black said in her forecast. “If Congress only authorizes a number of short-term extensions, the uncertainty there may cause some states to say, ‘We’ll hold off on these projects until we know whether or not we can count on the funding.’ Mostly it will impact the pipeline in 2021 though,” she said, adding, that Senate discussions last fall were a good indicator that Congress could approve legislation in 2020. However, she stressed, the growth forecast in transportation spending still won’t be enough to meet the nation’s infrastructure project needs.
“There’s always a need for additional funding,” she said. “We’ve never had a state say, ‘We’ve raised our rates and now we have enough money.’” The Transportation Construction Coalition (TCC) believes the COVID-19 crisis provides incentive for Congress to move ahead with a $287 billion FAST Act reauthorization. “In the near-term, additional resources would create and sustain new construction and related industry jobs and tax revenue. In the long-term, the capital assets constructed would enhance economic productivity for many decades to come by providing access to jobs, services, materials and markets,” TCC wrote to Congressional leaders. Brian Higgins of New York wants to see $1 trillion to $2 trillion set aside for government-funded infrastructure improvements and nation-building as a follow-up phase to the program dealing directly with the COVID-19 health crisis. Jeff Davis, senior fellow of the ENO Center for Transportation, questioned earlier this month whether increased infrastructure spending is the best way to counter a downturn in the business cycle caused by the confluence of a reduction in foreign trade; a temporary collapse in demand for travel, hospitality and public gatherings; and a drastic drop of oil prices and its effect on the energy sector. “The slowness of capital spending makes it a poor fit to counter any short-term downturn in the business cycle,” Davis wrote in an article on ENO’s website. “But increasing capital spending in general, and infrastructure spending in particular, is something that all levels of government probably need to be doing anyway (if well target-
Alternative Financing Solution Ken Simonson, chief economist of the Associated General Contractors of America (AGC) forecasts the market for highway and transportation projects should continue to flourish as state highway funds and toll projects increase. He also predicts a robust market for public-private partnerships. “I know some contractors have been burned through those partnerships and have pulled back, but the overall market I think is still strong,” Simonson said during a presentation at AGC’s annual meeting this month. “With the reduction in municipal bond interest rates, more states are able to fund projects with that money.” Public-private partnerships (P3) represent another funding stream for transportation construction projects. In a National Review article, Andrej Micovic, an associate in commercial law firm Bilzin Sumberg’s Land Development & Government Relations Group, reported that late 2019 and early 2020 marked a “significant spike” in activity in the U.S. P3 market. Micovic pointed to several examples of successful P3 agreements that are moving transportation projects forward. For the first phase of The Capital Beltway Program, the Maryland DOT and the State Highway Administration have issued a request for qualifications. The Dressta TD-16N dozer has won a Red Dot Product Design Award for the manufacturer.
Following on from the success of LiuGong’s 4180D motor grader, which won a coveted Red Dot Product Design Award in March 2019, the company is celebrating its second win, this time with the all-new Dressta TD-16N, a revolutionary dozer that sets a new benchmark for visibility, according to the manufacturer. Right from day one, the LiuGong Dressta design team’s brief was simple — create the best all-round dozer for the customer. The winning team headed by Ed Wagner, (executive director of new technology) and Gary Major, (executive director of industrial design) knew that the operator was key to designing something truly unique. “We literally started with the operator, the blade and the tracks and then built everything around them without compromise,” said Wagner. The result is a dozer with all-round visibility encompassing 309 degrees. According to Major, “As with our previous award-winning motor grader, the 4180D, we set out to create the best visibility in class with the TD-16N. I think we’ve achieved that. I think it’s also true to say that benchmark visibility is becoming one of the defining characteristics of our design ethos. We know how important visibility is, not only for safety, but for productivity and operator satisfaction too.” The new dozer features a mid-cab design over a midmounted automatic, dual path hydrostatic drive train. It comes digital ready and with a standard 6-way angle blade. Controls are easily accessible, intuitive, and easy to use dueto the electro-hydraulic joysticks. With an operating weight of 42,090 lb. (19,090 kg) and net horsepower of 170 hp (127 kW), it has the power and performance Dressta is well known for. Whilst visibility was high on the design team's agenda it was not the only consideration; operator safety also was a priority. "Every operator out there has a story about falling off the tracks…this is the first machine where you don’t have to get onto the tracks," Major said.
Firstly, the team designed non-slip steps at the rear of the machine, totally negating the need to step onto the tracks. Complete with safety handrails these steps always allow easy access to and from the cab with three points of contact maintained. The TD16N is the only dozer in its size class with this type of "no tracks" access, according to the manufacturer. Secondly, they ensured that all access points for daily checks, maintenance and fuelling were reachable from ground level. Komatsu Restructures Its Company-Owned Distributors To better support customers and leverage the power of its wholly-owned network, Komatsu has created a new structure in North America to strengthen the growth of company-owned distributor branches. A new corporate unit within Komatsu has been created and effective immediately, all company-owned distributor locations will be branded simply “Komatsu” to reflect their inclusion in the company's global footprint. The change supports Komatsu’s longterm strategic plans to grow and strengthen its distribution channels. With the alignment of these larger groups of premiere distributors, customers will have access to additional equipment and parts inventory, as well as greater service and support resources. Trade territory for the renamed branches remains the same, as do all equipment lines sold and services provided. Miami-Dade County, Fla., has issued a request for proposals for the development of rapid mass transit between the cities of Miami and Miami Beach, known as the Beach Corridor. Proposals can provide for automated people mover, monorail, or bus rapid transit solutions, and were due March 17, 2020. The Pennsylvania Department of Transportation approved the procurement of the I-85 Reconstruction
project, which includes widening of four miles of highway to three lanes in both directions, realigning 2.5 miles of I-81 southbound, and replacing eight bridges. The status of U.S. surface transportation funding is still in question. Speaking at the AGC convention this month, Murphie Barrett, the association’s vice president of congressional relations for infrastructure advancement, said the coronavirus outbreak has thrown transportation funding for a loop, and is “sucking all the air out of the room.” At press time, there was a possibility that a highway bill would be added to a potential financial stimulus package, but Barrett noted dissension among Congress about the merit of increasing the deficit to help the economy. The American Concrete Pumping Association (ACPA) announced the recipients of the 2019 ACPAAwards: Pioneer Award: Roy and Dawn Thompson In 1986, Roy and Dawn Thompson co-founded Hauser, Idaho’s Champion Concrete Pumping Inc. Through the years, Champion has pushed to develop the concrete pumping industry in their area and was the first to utilize separate placing booms and bring in big booms to the greater Coeur d’Alene/Spokane area. Through hard work and determination, Champion Concrete Pumping has grown steadily, surviving economic ups and downs. “We didn’t come this far on our own, and we are receiving this award for everyone that has been a part, including but definitely not limited to, Champion co-founders Dave and Janelle Bertsch, my parents, Billie and Lee Roy Thompson; and our committed and hardworking coworkers and customers,” said Thompson. Hall of Fame: Carl Walker Carl Walker of Fort Worth, Texas, has been in the concrete pumping industry for more than 30 years, when he began his career with Central Concrete Pumping (CCP). Today, Walker is the general manager of the CCP family business and also the owner of Longhorn Line Pumps, a Schwing concrete pump dealer for Texas. CCP has served the concrete pumping industry for more than 50 years, and Walker has been an integral to its growth and success. Walker has served on the ACPA Board of Directors for the past 19 years and served on the ACPA
Executive Board as vice-president and president. He is currently the Southwest’s Regional Director and is a member of various committees including Communication, Promotion, Events as well as chair of the Education and Legislation Committee. Walker’s activism has been an invaluable resource for the association and industry. Safe Operators of the Year: Gustavo Cruz and Kenny Allen Gustavo Cruz and Kenny Allen are co-recipients of ACPA’s 2019 Safe Operator of the Year award. “The American Concrete Pumping Association exists to promote a culture of safety at every level in the concrete pumping industry,” said Christi Collins, ACPA executive director. “By recognizing operators who exhibit exemplary safety practices, we fulfill this critical element of our mission. This year, we’re proud to honor two recipients with our highest safety honor: Gustavo Cruz and Kenny Allen.”

Cruz began working for McClure Concrete Inc., Aurora, Colo., in 2012 and has made a substantial impact in the time he has been there. With ACPA and NCCCO Certifications and OSHA 10-hour safety training under his belt, Cruz is an efficient, knowledgeable pump operator who makes safety his top priority on the job site. Whether setting up traffic control or instructing newer members of the crew on how to avoid job site hazards, it’s clear Gustavo makes safety – for his fellow workers, for the public and for himself – his No. 1 priority. Allen has worked for Central Concrete Pumping in Fort Worth, Texas, for 20 years. At age 16, he started working in Central Concrete Pumping’s shop and running a line pump. He quickly moved up the ranks through all the line pumps and then all of the boom sizes. In addition to his role as an operator, Allen has taken on the position of safety director, ensuring all employees are trained properly and up to date on the lat-
est safety standards. ACPA member companies submitted nominees for Safe Operator of the Year, and as a condition of award consideration, all nominees held valid ACPA operator certifications. Every nomination included at least one recommendation from a supervisor, coworker or customer. An independent safety consultant selected the winner according to the criteria of safety record, workforce development and a spirit of furthering the concrete pumping industry. ACPA Awards promote merit and achievement in the concrete pumping industry and recognize individuals who have made exemplary contributions to ACPA. Award winners embody the core values of advancing the concrete pumping industry and commitment to ACPA. “According to federal guidance, asphalt pavement industry workers and supporting industries are essential to critical infrastructure viability in the areas of construction, highways and public works,” Copeland said. “Our industry continues to work while implementing vital health and safety protocols. In addition, some states are allowing work that was scheduled for nighttime to proceed during the day and are accelerating projects since traffic volumes are low.” Tim Smith of Maryland DOT, State Highway Administration, explained that his organization’s stance on paving is similar to the approach many DOTs are taking. State officials want people working and helping to take care of crucial needs in their respective states. “State and federal guidelines deem transportation an essential and critical function,” Smith stated. “As it relates to MDOT SHA, that includes state and consultant personnel who are supporting or delivering transportation functions. This includes, but is not limited to, construction, maintenance, dispatch, vehicle recovery, inspections, planning and design. We will continue to perform these critical functions while protecting the health and well-being of our MDOT SHA team. We have also continued to advertise contracts and open bids, continued processing invoices and monthly pay estimates. MDOT SHA remains open for business.” Amy Miller leads the Asphalt Pavement Alliance and works closely with State Asphalt Pavement Associations on national issues. The paving industry’s response to COVID-19 has been one of those issues. Her team has worked on a state-by-state level to see that paving projects have been given the go-ahead while being classified as protected and essential. “The State Asphalt Pavement Associations have worked closely with the DOTs and state officials to ensure that paving is recognized as protected and essential,” Miller said. “So far Pennsylvania and Washington are the only states that have stopped work. Pennsylvania is scheduled to reopen on April 2.” She has learned of opportunities

in several states where paving companies have hired people who were out of work because of the COVID-19 crisis: “In northern Florida, a company was active on social media, reaching out to people who were out of work. Their personnel used expedited hiring processes and this week those people are working.” Copeland added that in Virginia the commissioner of the Virginia Department of Transportation reached out to the asphalt paving industry, along with the Governor of Virginia, to encourage the industry to hire laid off workers to fill the workforce needs. Miller has seen encouraging instances of the states working with paving contractors. “A vast number of state DOTs are becoming generous in working hours,” she stated. “They are doing expedited permitting. It’s all about keeping people working.” Necessary precautions have
caused some changes in normal work habits. Many companies are limiting how many people ride together in a vehicle. They also are emphasizing clean up to halt the spread of any germs. They continue to provide educational information as well. Safety has gone beyond hard hats and tool-box talks. They want their workers to feel safe when they go to work. “These are certainly trying times for our industry and trying times for our resolve,” said NAPA Chairman Jay Winford Jr., president of Prairie Contractors in Opelousas, La. “As an industry, we have assisted each other and our co-workers during hurricanes, earthquakes, tornadoes, wildfires, 9/11 and the financial crisis. We will survive this situation and be stronger for it.” State-By-State Breakdown Alabama: The DOT determined
construction projects to be essential functions and will continue to staff them as best they can. Arkansas: Construction and infrastructure jobs are continuing. California: Through Gov. Gavin Newsom’s Executive Order N-33-20, Californians working in 16 critical infrastructure sectors may continue working because of the importance of these sectors to California’s health and wellbeing. Colorado: The state is considering changing some projects planned for night work into day jobs because of reduced traffic volumes. Connecticut: DOT Commissioner Joe Guilietti: “I want to assure you that the Connecticut DOT remains open for business. We believe that now more than ever, investing in our infrastructure will help our economy recover.” Dakotas: South Dakota is mov-
ing forward in construction projects while monitoring workers to practice social distancing. Delaware: DelDOT will continue to do business as usual while partnering with the contracting community to develop solutions and remain productive. Florida: The DOT has allowed its eight districts to increase working hours to take advantage of lower traffic levels and has reduced permitting times for additional lanes. Georgia: The DOT is still supporting roadway work. Hawaii: Hawaii DOT intends to make full use of the lighter than normal traffic volumes to expedite projects by extending road closure times when possible. Illinois: Highway construction projects are considered part of essential infrastructure. Indiana: The DOT is considered an essential function and will progress forward with the construction season as planned. Kansas: Road projects will continue. Kentucky: Lettings and construction projects will continue and the engineers, inspectors, etc. will be deemed essential personnel. Louisiana: Transportation construction is still considered an essential service. Maine: Roadwork is continuing. Maryland: The DOT deems construction work essential. Massachusetts: DOT Administrator Gulliver endorses infrastructure work as essential. Michigan: Gov. Gretchen Whitmer ordered shelter in place but still no change to construction work allowances on the road. Minnesota: Paving projects are on schedule. Mississippi: The DOT sent a letter endorsing business as usual but with special provisions allowable should contractors need assistance caused by COVID-19-related business interruptions. Missouri: The DOT plans to continue with projects and lettings as scheduled. New Jersey: Asphalt production, quarrying operations and construction activities including NJDOT projects will be allowed to proceed. see BUSINESS page 56

(129.5 cm) transport width, this compact and nimble paver can be transported to job sites on a trailer. At home paving paths, on the golf course and road rehabilitation projects, the paver’s narrow 44-in. (111.8-cm) track width fits in the cut of a 4ft. (1.2-m) cold planer to boost efficiency of mill-and-fill applications. The hydraulically extendible electric screed offers base paving widths ranging from 3.6 ft. (1.1 m) to 6.6 ft. (2 m). Manual screed extensions feature quick coupling technology with a locking wedge-and-socket design to quickly extend paving widths to 11.2 ft. (3.4 m). Available reduction skids allow contractors to pave as narrow as 1.3-ft. (0.41-m) wide, significantly increasing the paver’s flexibility. The BF 200 paver boasts Bomag MAGMALIFE technology that heats the screed up to paving temperatures in approximately 20 minutes. This design casts heating elements into a single aluminum block for superior thermal conductivity. In addition to quick heating, MAGMALIFE delivers higher uptime guaranteed and more uniform heat distribution throughout the screed bottom for a tight mat texture without scuffing or tearing, according to the manufacturer.
A two-level operator platform design provides the best view to both the hopper and paver sides without compromise. Offering single-operator capability, this new Bomag paver helps to lower labor costs as well as long-term operating costs. Equipped with an automatic steering radius system, the paver easily matches and holds cart path radius, while conveniently allowing the operator to focus on other paving functions. While compact size, the machine’s large 5-ton (4.5-t) hopper capacity provides extended paving intervals between loads. Optional hydraulically unfolding hopper wings deliver convenient loading with an end loader. Alternatively, for mill-and-fill paving, the hopper’s 118-in. (300-cm) width easily accommodates truck loading, while the paver offers the traction and power required to push the truck. Powered by a fuel-efficient 74-hp (55kW) diesel engine, the new BF 200 paver requires no diesel particulate filter (DPF) or diesel exhaust fluid (DEF) aftertreatment to meet stringent Tier IV Final (Stage V) emissions regulations. Bomag ECOMODE active engine and hydraulics management system reduces fuel consumption by up to 20 percent standard mode operation. Arizona Native Puts on One-Man Skid Steer Stunt Show Anyone fortunate enough to attend the Black Sheep Skid or view its shows on YouTube has seen why these performances get a lot of attention. Black Sheep Skid is a stunt show run by Jake Hatch that illustrates one man’s attempt to bring a unique brand of entertainment to parades, rodeos, county and state fairs, demolition derbies, races and monster truck rallies. Hatch uses a skid steer to perform a series of crazy and fun acts, leaving his audience in awe at how the powerful machine maneuvers in all different kinds of ways. Hatch is knows to perform wheelies, high flying leaps and other thrilling and hilarious stunts. In 1958, Louis Keller drove his truck into the barnyard of western Minnesota turkey farmer John Sonstegard. He entered the building where Sonstegard was working and told the farmer he had a machine outside that would efficiently clean his manure-laden barns. The farmer agreed to take a look at it. It was not love at first sight. “When we clean barns, we clean barns,” Sonstegard scolded Keller. “I don’t need a toy.” Keller’s “toy” was the progenitor of the modern skid steer compact loader — specifically, the Bobcat loader. Keller and his brother, Cyril, had developed the machine two years earlier for another farmer and were shopping it around. Sonstgard’s dismissal obviously was not the end of the story. After the farmer strode back into his barn, Louis Keller didn’t slink away. Showing the indefatigable belief that marked his inventive career, Keller turned to the farm foreman and offered to clean a barn for free. The man agreed and Keller returned some days later with his machine. With Keller at the controls, the little loader scooped up manure and topped off five waiting trucks so swiftly that the truckers couldn’t keep up with him. Finally, Sonstegard himself walked into the area where the loader was working and scolded Keller again, this time for not telling him how well the machine would do the job. He then ordered two loaders. The story of the blacksmithing Keller brothers of Rothsay, Minn., has become a familiar one, about how they personally upended the construction machinery idea that bigger is better. The dimensions of their “toy” loader became the forerunner of a compact equipment market that still is expanding today. Tens of thousands of skid steer loaders are sold every year.
Remembering Our Past The Advent of the Modern-Day Skid Steer

The Idea Turkey farmer Eddie Velo gave the Kellers the germ of the idea in 1956. He approached the brothers about building a small loading machine that could operate nimbly on a second floor. The Kellers accepted the challenge, agreeing to charge only for materials if they tried and failed. The gamble paid off. The Keller’s built the first machine in just six weeks and, in February 1957, Velo was invoiced for what was called the “Keller Self-Propelled Loader.” The belt-and-chain driven loader was a three-wheeled scooping machine powered by a 6.6-hp (4.9 kW) Kohler engine with the driver seated astraddle the controls just ahead of the motor. It rolled on two standard
car tires situated right behind a 52-in.-wide bucket (132 cm), with a smaller, swiveling caster wheel at the rear end. The bucket was raised and lowered hydraulically using a pair of foot pedals. The nine-ft.-long (2.7 m) machine was steered using two levers operating the power-transfer belts. With one wheel rolling forward and the opposite wheel rolling backward, the loader pivoted in its own length. “Everyone wanted a steering wheel,” Cyril Keller said. “Other machines had hydraulic controls operated by your hands, but now your feet were doing it. It was totally new.” The Buzz Begins After building and selling a half-dozen loaders, the brothers knew they were on to
something. Bankers and community leaders in Rothsay and nearby Fergus Falls weren’t so sure. Neither community was willing to come up with $250,000 to set up a plant to build the Keller machine. So, Anton Christianson, an uncle of the brothers, had another idea. Christianson sold agriculture implements for Melroe Manufacturing, a company located in Gwinner, N.D., about 70 miles west of Rothsay. When one of four Melroe brothers, Les, visited the company’s Elbow Lake, Minn., dealership where Christianson worked, Melroe was asked to drive to Rothsay and check out the patented loader. After seeing it demonstrated, Melroe invited the Kellers to display it at the Melroe exhibit at the 1958 Minnesota State Fair. The brothers were asked to develop an improved "Melroe" loader and were assigned three employees to help fabricate parts. After the first six loaders were built, Louis Keller settled in to oversee continuing development and Cyril hit the road selling them. “They asked me to go across Iowa and see what I could do, so I did and sold four machines,” Cyril said. The company sold 25 Melroe loaders the first year and, more importantly, placed the loader in dealerships across the region. The Keller’s collected and shared a $15 royalty from each machine sold, a formula that remained unchanged over the years even as the sales price of the skid steer loaders climbed. Engineering the Skid As the loader grew in popularity, market forces began to shape the machine. Cyril reported back to his brother at the factory that the rear caster wheel’s inability to handle soft earth was a recurring problem. was to get rid of the caster wheel and put an additional drive wheel on each side of the main housing. Because all four wheels were fixed, however, turning the machine was an engineering challenge. “Louie kind of figured that out,” Cyril said. First joining the wheels on each side by chains and controlling them through the patented clutch system, Louis then determined through trial and error that a 70-30 weight distribution would let the front or rear set of wheels skid sideways in a turn. A loaded bucket lightened the rear wheels, an empty bucket lightened the front wheels. This weight shift allowed the loader to pivot. Several years before he and Cyril tackled the self-propelled loader, Louis built and sold the first tractor-mounted ribbon auger snow blower and then the first walk-behind snow blower. "Everything he worked on, he learned from,” said Louis Keller’s son, Joe. “He was always quick to see when something wouldn’t work. He would tell people, ’I am just as confident that it will work as you are that it won’t work." Firmly believing that a machine that lacked steerable wheels could somehow be turned, Louis Keller gave birth to the skid-steering system. the market as an extremely nimble machine of tremendous utility. The Later Years Cyril Keller retired in 1984. He stepped back some 15 years after Louis, who left the company only to pursue another project. He wanted to build a smaller loader — a "mini-Bob" — that would fit through three-foot entranceways. Bobcat executives weren’t interested, so Louis set up his own shop at home and methodically downsized the skid steer. As the idea came together, the company got interested. In 1971, Bobcat sent the prototype and a larger model to a dealership convention in Phoenix, Ariz.
In two days, the mini-Bob, later dubbed the M371, attracted 950 dealer orders. It ultimately stayed in production longer than the other exhibited machine. Louis designed numerous attachments for the skid steer. He also introduced tracks to give the loaders additional traction. Because Bobcat again showed little interest, Louis turned to his daughter Marilyn and her husband, George Loegering. The couple geared up and manufactured the Loegering Tire Crawler Track, which spawned the industry’s compact track loader segment. Louis’ well of innovation never went dry. When he died four years ago, Louis Keller had sketches of ideas he hadn’t gotten around to fully developing, Joe Keller says. The skid steer story has earned the Keller brothers official state and industry recognition in Minnesota, North Dakota, and California. Some of their papers are in the Smithsonian Institution. The American Society of Agriculture Engineering honored them with its "Historic Landmark" award, an honor only periodically given out. Fortune Magazine saluted the pair by naming the skid steer loader one of the 100 best American-made products in the world. Just three years ago, a woman paid a particularly bright tribute to the skid steer loader. Cyril Keller told with relish how the woman reacted when her betrothed showed her a diamond engagement ring. "I would rather have a Bobcat, " she announced. She told her (probably stunned) future husband that she had learned to drive a skid steer at age nine and the machine still held a special place in her heart. Of such testimonies are legends made.

Hatch (USA) at Taylor Rodeo Grounds, Taylor, Ariz., USA, on July 28, 2012. Hatch used a Bobcat skid steer for his attempt. was cut longitudinally between the concrete beams and each beam was lifted by a crane and set on a truck to be demolished offsite. “The contractor opted for this method due to concerns of demolishing the bridge with live traffic under the adjacent spans,” said Maloy. “This process was repeated for the two spans covering the mainlanes. The remaining bridge portions over the frontage roads were demolished in place using conventional hydraulic hammers.” The milling, sealing and overlay on the mainlanes from Centerpoint Road to the Hays/Comal County Line has been added to this project and will start in May 2021. “This work was included in the project plans to lessen the impact for commuters,” said Maloy. “This would have been a separate paving project that would disrupt traffic later on.”
Construction and Challenges “Rain, more than anything, is one of the biggest challenges to the project,” said Mark Maloy, TxDOT’s project manager. “This has made it difficult to place and cure subgrade. It’s not a new challenge to construction, but it is a persistent one.” The first phase of this project required demolishing the existing bridge and converting the existing two-way frontage roads to one-way. “The new overpass and approaches are being constructed in separate phases,” said Maloy. “Phase II required crews to shift the existing center barrier and travel lanes so we could build approximately 40 feet of the new northbound bridge and approaches. Phase III will require us to shift northbound traffic to the new section constructed in Phase II and construct the center third of the new bridge and approaches. “Phase IV requires us to shift the southbound traffic to the section constructed under Phase III and construct the remaining outside third of the new bridge and approaches, as well as complete the at-grade intersection and open it to traffic,” he added. “This contract has a milestone and it started when the existing Posey Road bridge was demolished and it will end when the at-grade intersection is open to traffic.” The majority of the bridge demolition was successfully accomplished over two nights last May. Project’s Purpose The existing Posey Road Bridge over I-35 was constructed in 1958. It was roughly 320 ft. in length and only accommodated one lane of traffic in each direction. The new overpass will be 300 ft. in length and will allow I-35 traffic to go over Posey Road. It will consist of three travel lanes, an auxiliary lane and a 10-foot wide shoulder in each direction. “Ramp reversals along with extended entrance and exit lanes between Center Point Road and York Creek Road will reduce merging conflicts, and one-way frontage roads will not only improve traffic flow but reduce the chances of headon collisions,” said Brad Wheelis, a TxDOT public information officer of the Austin District. “The goal of the project is to improve safety and mobility,” The new bridge will improve access to major commercial developments in the area, as well as improve safety and mobility measures for local and through traffic. “Another added benefit of this project is that we eliminated a bridge that did not meet our vertical clearance criteria and required some oversize/overweight traffic to use alternate routes.” said Epi Gonzalez, South Travis area engineer of TxDOT Austin District.
