You will find that our membership includes firms of all sizes, working in different fields of engineering, and located in all parts of Georgia. We believe that Qualifications-Based Selection (QBS) is the selection method that provides the project owner with the best value in engineering and the most cost-effective final result in the completed assignment. ABOUT PROFESSIONAL DEVELOPMENT HOURS Requirements for Professional Engineers ACEC/G provides excellent Professional Development Hour opportunities for members at a fraction of the cost of continuing education programs offered elsewhere. Not only does ACEC/G help members meet the state requirements for licensing, but it doubles the benefits for participants by also helping them develop valuable contacts within their professional and business community. In addition to PDH technical sessions at the ACEC/G Annual Meeting each summer and other seminars throughout the year, ACEC/G co-hosts PDH Saturday each November. This condensed program provides members with a convenient, efficient way to obtain 8 PDHs, all in one day. Please visit the ACEC/G web site at www.acecga.org to find out more about upcoming PDH opportunities.
(b) Course/Activity. Any qualifying course or activity with a clear purpose and objective which will maintain, improve, or expand the skills and knowledge relevant to the land surveyor’s or professional engineer’s practice.

(PDH)
Continuing Education Unit. The unit of measure attributed to Continuing Education Courses is a Continuing Education Unit or CEU. Ten (10) hours of class in a Continuing Education Course equals one
(1) Continuing Education Unit. (c) Continuing Education Course/Unit. 1.
Continuing Education Course. A course, seminar, workshop or other professional or technical presentation or activity taken or attended for the purpose of maintaining, improving, or expanding the skills and knowledge relevant to the registrant’s practice.
(d) College Courses/Unit Measure. 1.
College Course. When used in this Chapter, a College course is a technical course in a curriculum which has been accredited by the Accreditation Board for Engineering and Technology, or a technical course that is specifically relevant to engineering or surveying, which is offered by a college, university, or other institution.
Rule for Professional Engineers & Land Surveyors Chapter 180-11 - Continuing Professional Competency 180-11-.01 Introduction. Beginning January 1, 1997, as stated in O.C.G.A. 43-15-6(b), “. . . which begins after the 1996 renewal cycle,” every registrant shall meet the continuing professional competency requirements of these rules for professional development as a condition for licensure renewal. 180-11-.02 Definitions. Terms used in this section are defined as follows: (a) Professional Development Hour. The numerical unit of measure used in calculating compliance with this Chapter is a Professional Development Hour or PDH. All units and hours attributed to the courses and activities acceptable in satisfying this Chapter’s requirements are translated into PDHs by operation of Rule 180-11-.04 of this Chapter. 12

(e) College/Unit Semester/Quarter Hour. A College/Unit Semester/ Quarter Hour is a unit of measure attributed by the offering college, university, or institution, to a particular course, which is translated into PDHs by operation of Rule 180-11.04 of this Chapter. (f ) Registrant. When used in this Chapter, a person who is licensed as either a professional engineer or a land surveyor is deemed to be a registrant. (g) Dual Registrant. When used in this Chapter, a person who is licensed as both a professional engineer and a land surveyor is deemed to be a dual registrant.
(2) Land Surveyors. Every land surveyor is required to obtain fifteen (15) PDHs each twenty-four (24) month biennial renewal period. In addition, every land surveyor must ensure that, once every five (5) years, at least six (6) PDHs in “Minimum Technical Standards” be included in their PDHs acquired. If a land surveyor exceeds the requirements in any biennial period, a maximum of seven and one-half (7.5) PDHs may be carried forward into the subsequent renewal period. (3) Dual Registrants. The person with a dual license is required to obtain thirty (30) PDH units for a twentyfour (24) month (Biennial) renewal
period. If a dual registrant exceeds the requirement in any Biennial renewal period, a maximum of fifteen (15) PDHs may be carried forward into the subsequent renewal period. At least one-third (1/3) of the PDHs in a renewal period must be obtained in engineering, and one-third (1/3) in surveying. The remaining units may be in either field, at the discretion of the registrant. (4) PDHs may be earned as follows: (a) Successful completion of college courses. (b) Successful completion of continuing education courses.
(h) Board. The State Board of Registration for Professional Engineers and Land Surveyors. (i) Sponsor. A sponsor is an organization, college, university, institution, or individual which provides a course/activity for which the professional engineer or land surveyor seeks to obtain Professional Development Hour credit. (j) Successful Completion of a Course/Activity. Satisfactory completion of a course/activity taken for the purpose of obtaining PDHs means fulfilling the course or activity’s requirements and obtaining a certificate of completion or its equivalent. 180-11-.03 Requirements. (1) Professional Engineers. Every professional engineer is required to obtain thirty (30) PDHs each twenty-four (24) month (Biennial) renewal period. If a professional engineer exceeds the requirements in any biennial renewal period, a maximum of fifteen (15) PDHs may be carried forward into the subsequent renewal period.

(c) Successful completion of correspondence, televised, videotaped, audiotaped, and other short courses/tutorials taken for the purpose of maintaining, improving, or expanding the skills and knowledge relevant to the land surveyor’s or professional engineer’s practice. (d) Presenting or attending seminars, inhouse courses, workshops, or professional or technical presentations made at meetings, conventions or conferences which are relevant to the land surveyor’s or professional engineer’s practice.

To ensure compliance of continuing education, the Board shall randomly audit a number of registrants. Registrants
licensed by way of examination or comity, shall be exempt from continuing education requirements for their first renewal period. Maintaining records to be used to support PDH's Claimed, is the responsibility of the registrant. Records required include: (a) A log showing the type of activity, sponsoring organization, location, duration, instructor’s or speaker’s name, and PDHs earned. (b) Attendance verification records in the form of completion certificates,

(f ) Authoring published papers, articles, or books in any area relevant to the land surveyor’s or professional engineer’s practice. (g) Active participation in professional or technical societies. (For professional engineers only) (h) Receiving patents in any area relevant to the land surveyor’s or professional engineer’s practice. (5) Sponsor Forms. Organizations or individuals that provide continuing education must complete the “Sponsor Form” available from the Board. 180-11-.04 Units. The conversion of other units of credit to Professional Development Hours is as follows: (a) (4) 1 hour of professional development in course work, seminars or examination preparation, or professional or technical presentations made at meetings, conventions, or conferences. 180-11-.05 Determination of Credits. The Board has the final authority regarding: (a) Approval of courses, classes, semi14

or other documents supporting evidence of attendance; or records as maintained by professional organizations, or other similar repositories designated by the Board. (c) The log and records described in Rule 180-11-.06(a) and (b) must be maintained for a period of four years and copies may be requested by the Board for audit verification purposes.

Surveyor (or L.S.) as appropriate, after their names as long as they continue to fall under the restrictions specified and are not actively practicing engineering or land surveying. 180-11-.08 Reinstatement. A registrant may bring an inactive or suspended (provided all other conditions of the suspension are filled) license to active status by obtaining all delinquent PDHs. A MINIMUM OF 15 PDHs are required for each year in an inactive or

(2) A professional engineer serving on temporary duty in the armed forces of the United States for a period of time exceeding one hundred twenty (120) consecutive days shall be exempt from obtaining 15 of the professional development hours required during that biennial period in which the majority of the days of duty fall. Likewise, a land surveyor shall be exempt from obtaining 7.5 professional development hours during that biennial period. (3) Registrants experiencing physical disability, illness, or other extenuating circumstances as approved by the Board may be exempt. Supporting documentation must be furnished to the Board. (4) Registrants over the age of 65 who have applied for an inactive license, who list their occupation as “Retired” or “Inactive” on the Board-approved renewal form, and who further certify that they are no longer receiving any remuneration from providing professional engineering or land surveying services shall be exempt from professional ACEC/G 2012-2013 Directory

suspended status for professional engineers and 7.5 PDHs for land surveyors, up to a maximum of 30 PDHs for professional engineers and 15 PDHs for land surveyors. 180-11-.09 Comity/Out-of-Georgia Resident. The Board shall recognize the continuing education requirements imposed by other states to the extent that such continuing education courses meet the requirements imposed by the Board. Comity/Out-ofGeorgia residents will be required to keep recordkeeping as listed under Rule 18011-.06. 180-11-.10 Forms. Included with all license renewal applications will be a continuing education summary log form that the registrant must use to summarize the professional development hours for which he/she has requested credit during the current biennial period. In order to ensure compliance with O.C.G.A. 43-15-6(b), the Board shall audit some registrants at a later date and will instruct them to submit this form to the Board office, signed and certified. The form must supply sufficient detail relevant to continuing education hours claimed in order to permit the Board to complete its audit. v

ACEC/G R. BERL ELDER MEMORIAL SCHOLARSHIP A strong case can be made that R. Berl Elder was the founding father of ACEC/Georgia. In 1955, he called a meeting of engineers in Macon to explore the creation of a state organization of consulting engineers that would affiliate with the newly created national association. By 1956, CEC/G was created and has grown ever since. In 1964, Berl Elder passed away at the age of 40. In his memory, CEC/Georgia soon began a tradition of raising money for scholarships for students in engineering and awarding them as the R. Berl Elder Scholarship. These initial scholarships were founded on an annual basis by contributions from CEC/Georgia members encouraged by an annual campaign. In 1978, a separate legal entity was established to facilitate scholarship donations and the creation of an endowment; it was the “R. Berl Elder Memorial Scholarship Foundation Trust.” The trustees of the endowment are appointed by the ACEC/G Board of Directors and include past presidents. Peter Giles, CEC/G President in 1978-1979 led the effort to create the Trust and provided a major contribution to the Trust. During his 22 years of leadership, he managed the wise investment of its assets and made addiACEC/G 2012-2013 Directory

His final gift just before his death in 2000, was a $50,000 bequest from his estate. In a similar vein, when Richard (Buddy) DeYoung, CEC/G President in 1993-94 died in 1977, Hussey Gay, Bell, and DeYoung made a special gift of $10,000 to the Trust in his memory. The current value of the ACEC/G— R. Berl Elder Scholarship endowment is over $200,000. It is held in trust at the Georgia Engineering Foundation, under
the supervision of the R. Berl Elder Memorial Scholarship Foundation Trustees. Scholarships are awarded annually from income from the endowment in the amount of $5,000 - $7,500 per year. The merit based scholarships are awarded to students enrolled at an ABET accredited engineering or engineering technology program in Georgia who have worked at an ACEC/G member firm during the preceding year. v 17

EnginEEring ExcEllEncE AwArds 2012 Grand Award for Engineering Excellence Hickory Ridge Landfill Solar Energy Cover | Atlanta, Georgia
Submitted by HDR Engineering Inc. HDR was responsible for the permitting and construction design of the alternative closure cap for Hickory Ridge Landfill, which used HDR’s groundbreaking exposed geomembrane solar cap design. HDR was responsible for submitting the permit application package for landfill final closure to the Georgia Department of Natural Resources as a first-of-its-kind, alternative landfill final closure in the state. HDR provided the bid and construction documents, including the construction drawings and specifications for the components of the alternative closure cap construction, earthwork grading, anchor trenches, geomembrane deployment, solar panel layout, wire pathways and inverter locations. HDR also provided construction management and field engineering services during the exposed geomembrane and solar cap 24
deployment. The Hickory Ridge Landfill Solar Energy Cover is the world’s largest solar energy cap, using a new and innovative technology to transform a closed landfill into an abundant and reliable source of clean, renewable energy. It is by far and away the largest landfill solar energy cover in the United States and the first application using this technology as a fully permitted landfill final closure system. The project closed a 48-acre municipal solid waste landfill and installed 7,000 solar panels that produce more than 1 megawatt of renewable electricity. Completed on behalf of owner Republic Services, the project is the first of its kind permitted in the state of Georgia and is the state’s largest solar energy facility. This landmark design is a milestone in the solid waste industry because it trans-
forms a landfill that has reached its permitted capacity and creates a reuse opportunity for the property that takes advantage of many of the site’s built-in features, such as stormwater runoff controls, site security and access to the electrical grid. HDR’s innovative next-generation landfill cap design improves the overall performance of the closed landfill over a typical EPA Subtitle D closure cap. v

Old Peachtree Trunk Stabilization | Atlanta, Georgia Submitted by Brown and Caldwell Due to a heavy storm event in 2008 and again in 2009 from a reported 500-year storm event, different portions of the 73year-old non-reinforced, concrete 90-inch Peachtree sewer trunk burst, overflowing into residential neighborhoods and backyards. Using the design-build-type approach, BC as designer and Ruby-Collins as contractor helped the City of Atlanta make emergency external repairs in late 2008-early 2009. The success of these emergency repairs helped the City choose a cost–effective approach to help with longer-term solutions. When the 500-year flood event happened in late 2009, the City determined a permanent repair had to take place, other-
wise the remaining portion of the pipeline would likely crack open during every heavy rainfall event going forward. For these longterm internal repairs, the team came up with a cost-effective method to bypass the entire line nearly 2 miles upstream in order to repair 2,150 linear feet of deteriorated pipe. Despite the loss of structural integrity and frequent rain, distraught homeowners, limited access points for cleaning or rehabilitation, and the fact that the most obvious options were either cost-prohibitive or impossible for wet or dry conditions, the team was able to repair the trunk without disruption to customers, to the great satisfaction of the client, on time, on budget, and with a 50-year design life expectancy. v
Emory Village | Dekalb County, Georgia Submitted by URS Corporation URS Corporation was involved with the Emory Village project from the initial planning study through the implementation of the project. Initially, URS led the traffic engineering and transportation planning component of the Emory Village Revitalization Plan prepared by Peter Drey and Associates. This plan was approved by DeKalb County and the Alliance to Improve Emory Village (AIEV) made up of the stakeholders in this area—neighborhood residents, business and property owners and Emory University representatives. URS led a multidisciplinary team responsible for the design and implementation of the transportation improvements, which included a road diet, conversion of a five-leg intersection to a roundabout, and urban design elements such as pedestrian/bicycle/ streetscape improvement. This project is a good example of implementing a project based on Complete Streets concepts in a complex urban setting. ACEC/G 2012-2013 Directory
Prior to implementation, Emory Village was an inefficient and treacherous five-legged signalized intersection that brought together a total of 17 lanes of traffic. It was hazardous to both motorists and pedestrians. Today, it is an efficient roundabout intersection with improved pedestrian access and less poten-
tial for automobile accidents. The Complete Streets concepts that were applied to this project include a road diet, wide sidewalks with enhanced landscaping, unambiguous crosswalks, and dedicated bike lanes—all constructed under stage construction. The design of this project followed a Complete Streets process which inherently benefits the social and economic fabric of the community and is, by its very nature, sustainable. The overarching goal of the project was to reinvigorate a declining community center by providing safe, environmentally sound transportation options to everyone regardless of age, ability, or mode of transportation. In November 2011, the Emory Village roundabout and road diet project was awarded the PEDS Golden Shoe Award as a project that has “contributed significantly this year to making metro Atlanta communities more walkable.” It has truly become a fitting gateway to Emory. v 25
Regional Water Planning in Georgia | Statewide-Georgia Submitted by AECOM, ARCADIS, Black & Veatch, CDM Smith, CH2M Hill, Jacobs, and Tetratech This Regional Water Plan lays out a roadmap for implementing specific measures designed to ensure wise use and management of the Region’s water over the next 40 years. It focuses on four areas: • Water Conservation—Responsible use of public resources. •
Water Supply—Optimal management of water supplies and systems.
•
Wastewater—Reliable means for wastewater treatment and reuse.
•
Water Quality—Environmental improvements through reduced pollution.
This Plan assesses the Region’s current and future water and wastewater needs and describes 38 Management Practices (MPs)
that can be implemented through collaboration between local, regional, and state entities. It also presents realistic and measurable benchmarks to track short-term and long-term progress toward implementing the MPs.
The Georgia Environmental Protection Division (GAEPD), with oversight from the Georgia Water Council, developed the first Comprehensive State-wide Water Management Plan (State Water Plan), which was adopted by the Georgia General Assembly in January 2008. The State Water Plan included a provision to create 10 water planning regions across the state, each guided by a regional water planning council (An eleventh region and council, covering the Atlanta metro area, already existed). Part of the mission of each council was to create a Regional Water Plan for submittal to GAEPD by the end of September 2011. The Upper Oconee Regional Water Planning Council (the Council) prepared this Regional Water Plan for the Upper Oconee Water Planning Region which includes 13 counties and 62 incorporated municipalities. v
Morgan County Public Safety Complex | Madison, Georgia Submitted by Pond & Company
Morgan County tasked Pond & Company (POND) with the responsibility of rehabilitating a vacated and unmaintained facility, an ever increasing community eyesore, into a state of the art public safety complex and community asset. Located in the former Denon CD manufacturing plant and warehouse, this $19,000,000 project personifies 26
Morgan County’s original vision: a successful facility, with the flexibility for future expansion and a sound investment in the community. Occupying nearly 100,000 sf of the 24-year-old building’s 186,000 sf, the facility includes a 192 bed jail, associated jail core support space designed to accommodate what will eventually be a 384 bed facility, kitchen, laundry and medical areas, emergency operations center, E-911 dispatch center, magistrate court and the Sheriff ’s Department Headquarters. POND provided full design services including civil, structural, mechanical, electrical and fire protection engineering and architectural design. The facility has been occupied since April 2010 and Sheriff Robert Markley and Morgan County are extremely satisfied with the design and functionality of the facility. In fact, the facility has become a tourist
attraction for many law enforcement and detention agencies since the complex was named ‘Facility of the Month’ in the JulyAugust 2010 addition of Correctional News Magazine, and the sheriff and his staff have become quite accustomed to the role of tour guide. The sheriff, his staff and the County in general are very proud of their new facility and the implementation of their unique vision. As they moved from their 1953 jail into this new complex, the sheriff stated, “We have moved from the Ark to the Starship Enterprise.” POND was happy to be an integral partner in this implementation and take the same pride in the completion of the project goals. Morgan County Board of Commissioners’ Chairman Mack Bohlen was quoted, “In my opinion, the design & construction process went as smoothly as I’ve ever seen. F.J. Torras Causeway/SR 25 Spur East | Glen County, Georgia Submitted by Gresham, Smith and Partners The F. J. Torras Causeway/ SR 25 Spur East serves as the sole land connection from Saint Simons Island to the Brunswick mainland. This 4-mile minor arterial roadway bridges over five bodies of water including the Mackay River, route of the navigable Intercoastal Waterway, and sees significant traffic volume over its four travel lanes –more than 30,800 vehicles per day on
average. In recent years, the causeway had experienced numerous severe crashes, prompting the Georgia Department of Transportation to program a medianbarrier safety project. Gresham, Smith and Partners began the design in late 2008. v
Little Mill Road Revitalization Project | City of Buford, Georgia Submitted by Keck & Wood Inc. Keck & Wood partnered with the City of Buford for the Little Mill Road Revitalization Project. Keck & Wood, Inc. was assigned full responsibility for preliminary engineering, detailed design, and assisting the City during the construction phase administration for the project. The project scope included civil and site work, provisions for future utility upgrades, rock blasting, construction phasing, roadway lighting,
pedestrian scale lighting, ADA accessibility improvements, and roadway safety improvements. Professional services provided included surveying, civil engineering, bidding phase services, and construction inspection services. Keck & Wood, Inc. managed specialty subconsultants, and monitored the work of several contractors. v
Cherokee County Regional Airport Improvements | Cherokee County, Georgia Submitted by W. K. Dickson & Company Inc. WK Dickson has been involved with the Cherokee County Regional Airport since the 1990’s and has played a critical role in helping to map the future growth of the facility. The firm’s engineering expertise as well as their experience in aviation planning and familiarity with the FAA and GDOT have enabled them to assist with leveraging of federal, state, and local resources to achieve a transformative grouping of ACEC/G 2012-2013 Directory
projects including: an extension of the runway to 5,002 feet to accommodate business jet aircraft; a full-length parallel taxiway for safety and efficiency; a new passenger terminal building and new hangars to accommodate business jets. Facilitated by WK Dickson, local leaders and key decision makers at the FAA and GDOT all came to the table to devise a sound, executable strategy for the future of the facility. v 27
Windy Hill Road/Macland Road Connector | Cobb County, Georgia Submitted by HNTB Corporation The Windy Hill/Macland Road Connector opened up to traffic on August 10, 2011. It completes a major eastwest connection between Macland Road/SR 360 and Windy Hill Road. The new 2.1 mile four-lane divided roadway, most of which is limited access, was designed to minimize impacts to existing businesses, Lamplighter Village mobile home communi-
ty, undeveloped townhome sites, adjacent neighborhoods, Jim Miller Park, a county owned inert vegetative landfill, and Milford Elementary School. HNTB and Cobb County Department of Transportation executed a robust public outreach effort, all of which led to strong public support for the recommended alternative. v
Garden Walk Boulevard | Riverdale, Georgia Submitted by Gresham, Smith and Partners Garden Walk Boulevard, a 1.7-mile multi-modal corridor, provides a new connection between Upper Riverdale Road and State Route 85. The Clayton County Department of Transportation selected Gresham, Smith and Partners (GS&P) to develop design plans and perform construction-engineering inspection services for the project. GS&P assembled a team to develop a 4-
lane divided corridor with a 20-foot raised median that serves as a primary vehicular, pedestrian and bicycle access path to major public facilities: Charles Drew High School, Southern Crescent Stadium, a future elementary school, a Clayton County school bus depot, Clayton County Fire Station #1 and Southern Regional Medical Center. v
Wilbara 550-STPD Sulfuric Acid & High-Pressure Steam Plant Wilmington, North Carolina | Submitted by Prime Engineering Prime Engineering furnished engineering, permitting, and project management services for construction of a new 550 short-ton-per-day sulfuric acid process plant. Prime delivered a full service design package to Dulany based on its expertise in the chemical process industry. Engineering contributions included design for a verifiable transfer of high pressure steam; process system, 28
and equipment systems to support stipulated process capacity and emissions performance. Prime developed structural, architectural, and engineering design for infrastructure including the API tank, piping, rail spur, and unloading/loading systems. v

Grimes Bridge Road at Norcross Street | Warsaw Road Roundabout | Roswell, Georgia Submitted by Gresham, Smith and Partners Safety and operational improvements at the Norcross Street/Warsaw Road intersection with Grimes Bridge Road and Melody Lane resulted in the design of a five-legged roundabout the first public roundabout to be constructed by the City of Roswell DOT. Roundabouts have been proven safer than traditional intersections through lower speeds and fewer conflict points
and do not require the power consumption and maintenance costs of a traffic signal. Faced with initial opposition, the City has received overwhelmingly positive responses from the public since its opening, crashes have been reduced and overall mobility has been improved.v
Georgia Aquarium Dolphin Expansion | Atlanta, Georgia Submitted by Uzun & Case Engineers The Georgia Aquarium Dolphin Aquarium houses 1.8 million gallons of saltwater, a state of art performance stadium seating 1800 visitors and all the associated life support and operational systems for the dolphins. All of this is squeezed into a site that is only 1.04 acres and bounded on two sides by the existing facility and parking deck structures and by a Georgia Pow-

er underground duct bank on the third side. The Georgia Aquarium is now the largest indoor aquarium facility with over 10 million gallons of water and the largest collection of aquatic animals. v

SR 225 Realignment and Bridge Replacement | Gordon County, Georgia Submitted by Wilbur Smith and Associates The SR 225 Realignment and Bridges Replacement project was conducted as a part of a turnkey design project. The preparation of the environmental documentation for the SR 225 Bridges Replacement and Realignment project was a joint effort between the Georgia Department of Transportation Office of Environmental Services (Department), Federal Highway Administration Georgia Division (FHWA) and Wilbur Smith Associates (WSA). The SR 225
project, approximately 0.95 miles in length, runs parallel to the New Echota Historic Site, a designated National Historic Landmark with a surrounding area classified as a Traditional Cultural Property. The project will ultimately provide safety improvements to this section of SR 225 that includes the realignment of the existing roadway and replacement and relocation of two bridges.v
Fort Valley State University Utility Inventory | Fort Valley, Georgia Submitted by Woodard & Curran and Rochester & Associates Fort Valley State University commissioned a utility survey and assessment for six utilities on its campus: water, sanitary sewer, storm drainage, gas, fiber and electric. Information collected during the project was transferred to a Web-based GIS. The project also included the condition and capacity assessment of the utilities. The condition assessment evaluated infrastructure
identifying problems such as cracks and root intrusion. The capacity assessment was performed for the utilities in order to make recommendations for meeting future demands. The end product was a state-of-the-art tool the University can only use on a daily basis for operations, as well as planning. v
Starship Barracks 11000 Renovation & Trainee Complex | Fort Jackson, South Carolina Submitted by Woolpert Inc. Their project encompassed the provision of design services for the Design/Build renovation of the Starship Building 11000 at Fort Jackson located near Columbia, South Carolina. The existing 1970’s-vintage three story facility was a 290,580 SF Initial Entry Trainee Barracks that supported 1200 troops. The facility renovation contract was divided into two Design/ Build 30
solicitations and constructed simultaneously by two separate contractors. Executing the project objective -providing the USACE a newly upgraded training complex for soldiers—for a complicated project under two contracts created a very complex and unique opportunity for success. v

QUALIFICATIONS-BASED SELECTION How to Hire a Consulting Engineering Firm
A
ssume for the moment that your community needs to accomplish a ‘project’; say it is a road, water/sewer plant or lines, master plan, watershed study, industrial park, or some other capital project. You need a consulting firm to perform the tasks to successfully accomplish the project. How, then, do you hire the engineer? It’s simple: select the most qualified engineering firm and negotiate a complete scope of work and a fair fee. Simple, huh? Does it require effort? Yes. But isn’t the success of your project worth it? If the project doesn’t matter, then the qualifications of the engineer don’t matter. For projects that matter, the generally accepted process to select an engineer is referred to as Qualifications-Based Selection, or QBS. Qualifications-Based Selection means you consider a variety of competing engineering firms, rank them in the order of qualifications, and negotiate a scope/fee with the top ranked firm. QBS is required by the federal government in the selection of design professionals under provisions of the Brooks Law. The American Public Works Association, which is primarily composed of public sector officials, endorses QBS and recommends its use in professional services procurements. The American Bar Association endorses QBS in their model procurement code. State agencies endorse QBS (including, DOT, Board of Regents, EPD, DCA, and GSFIC). Both GMA and ACCG have endorsed QBS in procuring professional services. As you may suspect, all of the professional societies (engineers, architects, landscape architects, etc.) support QBS. In some communities, a city or county may have an ongoing relationship with an engineer. If the engineer has a unique understanding of a particular facility or, for example, a water/sewer system, it is sensible to continue in that relationship. These relationships are like those with the city/county attorney, for example; you do not hire a ACEC/G 2012-2013 Directory
new attorney whenever a new legal issue arises (while you may if there is a complex issue requiring special expertise).
•
Use a panel (say 3-5 people) to evaluate the qualifications/proposals and select 3-5 firms for an interview.
QBS involves a few basic steps: • Notify engineering firms of your need by inviting a statement of qualifications (Request for Qualifications, RFQ) or a specific project proposal (Request for Proposals, RFP).
•
On a single day, interview the shortlisted firms to get a better understanding of their qualifications and the people assigned to your project. Allow time for questions and listen carefully to answers.

Immediately after the interview, discuss the merits of the firms and rank them in order of qualifications.
•
Meet with the top ranked firm to negotiate the terms of a contract, including scope of work and fee. You should devote considerable time to
understanding the scope of work— be sure you know what you want and make sure it is in the scope of work. •
If unable to reach agreement with the top ranked firm, terminate negotiations in writing and begin negotiations with the second ranked firm. This gives the community a powerful tool in the negotiations.
What is not part of QBS? QBS is not a simple request for a lump sum fee for an ill-defined project. QBS is not a request for a technical proposal and a lump sum fee proposal. Why not? Once price is introduced into the proposal evaluation, qualifications are frequently discarded and selection is on the basis of cheap fee. If fee is considered prior to negotiations with the best-qualified firm, respondents frequently will reduce the scope of work or use the least experienced and lowest paid staff to execute the minimum scope of work. Quality is driven out, and the ultimate goal—a successful project—is jeopardized. Higher construction costs and/or the increase in annual operating cost will far exceed the reduction in engineering fee. Time and again, QBS has proved to be the method that has the highest likelihood of leading to a successful project. If you don’t care about a successful project, it doesn’t matter. If you want a project that is successful and serves your community effectively for the long term, use QBS in selecting your consulting engineering firm.
