For more than 50 years, The Air Traffic Control Association Awards Program has recognized exemplary professionals and change makers in the air traffic and aviation field – from air traffic control specialists to engineers to military squadrons to small businesses. These recognized recipients are engaged in the development, operation or maintenance of the worldwide air traffic control system for outstanding achievement or contribution to ATC. Each achievement or contribution is in the public’s interest and adds to the quality, safety or efficiency of air traffic control. With 19 award categories, and multiple winners in some categories, ATCA distributes more than 30 awards each year. Award types are highlighted in the next few pages and can be found – along with requirements for nomination – at www.atca.org/Awards.

ATC community that have gone above and beyond to help explore, improve or add value to air traffic control. Know of an individual, organization or company that fits the bill? Eligibility Any individual or group of individuals is eligible if properly nominated and qualified. The nominee does not have to be an ATCA member to receive an award, nor do you have to be a member to recommend someone for an award. Hurley Memorial Award for Aviation Traffic Management: a Medallion Award presented to an individual working in the field of Aviation Traffic Management for outstanding achievement or contribution in the area of ATC collaborative decision making, balancing air traffic demand and capacity, or maximizing airspace and airport use, which has added to the quality, efficiency and/or safety of the Global Airspace System. In 2013, the award went to Marshall H. Mowery, FAA 21. The ATCA Small & Disadvantaged Business Award: Presented to a small business owned and controlled by socially and economically disadvantaged individuals for an exemplary achievement or contribution that has added to the safety, quality or efficiency of ATC. ATCA Airway Transportation Systems Specialist of the Year Awards: Presented to an individual military or civilian airway facilities technician acting in a non-supervisory capacity who has, during the previous year, performed in an exemplary or extraordinary manner in support of ATC. Multiple awards were handed out in 2013 to multiple military branches: Staff Sergeant Travis Bliss, United States Marine Corps; Tom Fleming, NAS Operations Manager, FAA; Eric Iannone, United States Navy; and Robert Lyle, Toronto Area Control Centre, NAV CANADA. ATCA Life Cycle Management Award – Flight Service: This award recognizes the individual(s) or group whose design, development, maintenance, or logistical support had a significant positive impact on the performance or operation of an important ATC system in the previous year. In 2013, Headquarters Air Force Flight Standards Agency Requirements and Sustainment Directorate, was honored. The ATCA Air Traffic Control Specialist of the Year Flight Service Award: Presented to an individual civilian air traffic control specialist who has during the previous year performed in an exemplary or extraordinary manner in support of ATC (an award for each specialist discipline in enroute, terminal, and flight service facilities). In 2013, the honor went to Wade Adams, NAV CANADA 28. The ATCA Air Traffic Control Specialist of the Year – Terminal Award: Presented to an individual civilian air traffic control specialist who has, during the previous year, performed in an exemplary or extraordinary manner in support of ATC (an award for each specialist discipline in enroute, terminal and flight service facilities). Congratulations to 2013 winner Jeff Davis, RVA, Inc. 29 The ATCA Air Traffic Control Specialist of the Year – EnRoute Award: Presented to an individual civilian air traffic control specialist who has during the previous year performed in an exemplary or extraordinary manner in support of ATC (an award for each specialist discipline in enroute, terminal and flight service facilities). The Chairman’s Citation of Merit Awards: The Chairman of the Board of the Air Traffic Control Association awards Chairman’s Citations of Merit to recognize exemplary work in air traffic control over the past year and beyond, and for overall enhancement of and contribution to ATC and the aviation community. In 2013, honorees, included Sherry Borener, SAAB; The Denver RNAV / RNP Project; Evans Incorporated; Joseph Okuda, SFO, FAA; and Bernard Sims, Midwest ATC. The Glen A. Gibert Memorial Award: The Glen A. Gilbert Memorial Banquet serves as the capstone to the ATCA Annual Conference & Exposition. The award is ATCA’s highest honor and one of the premier awards in aviation. Honoring the outstanding, long-term achievement of an individual in the field of aviation, the award is named after Glen A. Gilbert (1913 - 1982), the “father of air traffic control” and writer of the first air traffic control manual. Previous winners include 2013 honoree Patrick Ky of EASA; former FAA Administrators: The Hon. Jane Garvey and The Hon. Najeeb Halaby; Captain Elrey B. Jeppesen; and Pilot A. FAA Completes Nationwide Equipment Installation for NextGen Aircraft Tracking System WASHINGTON – The U.S. Department of Transportation’s Federal Aviation Administration today announced the completion of a nationwide infrastructure upgrade that will enable air traffic controllers to track aircraft with greater accuracy and reliability, while giving pilots more information in the cockpit. This upgrade is a key improvement in the Next Generation Air Transportation System. “This upgrade is an important step in laying the foundation for the NextGen system, which provides controllers a much more precise view of the airspace, gives pilots much more awareness and information, and as a result strengthens the safety and efficiency of our system,” said U.S. Transportation Secretary Anthony
Foxx. “This state-of-the-art satellite system is already providing controllers with visibility in places not previously covered by radar.” The nationwide installation of the Automatic Dependent SurveillanceBroadcast (ADS-B) radio network supports a satellite-based surveillance system that tracks aircraft with the help of GPS. This provides more accurate aircraft location information than the current radar system. Of the 230 air traffic facilities across the country, 100 are currently using this system to separate traffic. It is expected to be connected and operating at all 230 facilities by 2019. All aircraft operating in controlled airspace must be equipped with ADS-B Out avionics that broadcast the plane’s location, by Jan. 1, 2020.
With the upgraded surveillance and broadcast system and aircraft equipped with ADS-B Out transponders, aircraft positions on controller screens update almost continuously, compared to every 4.7 seconds or longer with radar. ADS-B also enables more accurate tracking of airplanes and airport vehicles on runways and taxiways, increasing safety and efficiency. The new system significantly improves surveillance capability in areas with geographic challenges like mountains or over water. Airplanes equipped with ADS-B In, which is not currently mandated, will give pilots information through cockpit displays about location in relation to other aircraft, bad weather and terrain, and temporary flight restrictions.

Airbus ProSky to Redesign Airspace in Haiti, Port au Prince Abu Dhabi, UA – Airbus ProSky signed a Memorandum of Understanding (MoU) yesterday with the International Air Transport Association (IATA) in Abu Dhabi, to consult on the redesign of Haiti’s airspace as part of a wider initiative to rebuild the country’s aviation infrastructure. Under the agreement with IATA, Airbus ProSky will coordinate with Haiti’s civil aviation authority, Office National de L’Aviation Civile (OFNAC), and IATA airline members in order to propose a Performance Based Navigation (PBN) concept of operations aimed at optimising the airspace. The implementation of
Required Navigation Performance (RNP) procedures will enable the operators to improve airport operational accessibility and enhance the traffic flow into Port au Prince International Airport (PAP). IATA and Airbus ProSky will also collaborate in Latin America, jointly identifying airports where PBN implementation could prove beneficial. The objective of this initiative is to support the Latin American countries and operators through effective PBN deployment at the targeted airports to improve safety and optimise air traffic management (ATM) to sustain the passenger traffic growth in the region.

We are extremely confident that this project will significantly improve ATM in the region, increasing efficiency and accessibility.” Paul-Franck Bijou, Chief Executive Officer, Airbus ProSky added, “We are delighted to work with IATA on the Haiti Port au Prince Airport project, in collaboration with Latin America.
