Co-Locating: What Does it Mean?
I
am sure by now you have seen that ATCA is adding its Civil/Military Aviation Conference (CMAC) track to accompany the 59th Annual Conference and Exhibition in September/October. What exactly does this mean? We will run two separate conferences for one price. ATCA has been organizing CMAC for more than a decade. We were the first (as we have been in many areas) to recognize the special relationship between military and civilian ATC and the unique challenges associated with that relationship. CMAC has been held all over the world. Most recently it was held in Melbourne, Australia (before that Bangkok and Prague, respectively). At the Melbourne event, military representatives from more than 30 countries were in attendance, along with directors of civil aviation and air navigation service organizations. Historically, CMAC has attracted key decision makers from 50 nations. We expect that same demographic here in the DC area. There has been great demand from membership to have another CMAC and we are being responsive to that demand.
In 2013, we had to postpone CMAC due to the travel restrictions put on the U.S. civil government and the Department of Defense (DoD). This year, we made the decision to host the event in the U.S. for the first time in its history. We are working closely with DoD to ensure a large contingent of the right military attendees from all branches here in the U.S. We are also working closely with foreign governments, NATO, and liaisons from throughout the world to ensure the attendance of key military and civilian decision makers from other countries. We see many benefits to this colocation. It enables our exhibitors to reach more customers with a single trip from different sectors; the rich content will only add to the value of the week; and networking between government organizations, countries, civil and military organizations is maximized and unparalleled. Rachel Jackson: Running for ChairElect Rachel Jackson has over 20 years experience as a business strategist and government relations executive in the aviation industry and provides senior policy, strategic planning, and legislative services to a number of businesses in the federal arena.
Charles Keegan: Running for Chair-Elect Charles Keegan has more than 35 years in air traffic control marked by seminal contributions to today’s NAS and the future worldwide aviation system. He is also proudly serving in his fifth year as Director-at-Large on the ATCA Board of Directors. Prior to CCI, Charlie spent eight years at the Raytheon Company, as Senior Director for Transportation Training and Integration Solutions, presiding over a $200+M domestic and international business portfolio.
Mike Ball: Running for Director, Northeast Region Mike Ball is currently the FAA Account Manager at Northrop Grumman Information Systems. He has extensive government and industry experience in aviation and air traffic management operations, systems specification, solutions delivery, and strategic planning.
Susan Chodakewitz: Running for Director, East Region Susan B. Chodakewitz is a highly recognized and accomplished senior executive with a proven track record of turning around, building, and growing businesses. She possesses a very broad and diverse portfolio of accomplishments, having worked with the federal government and commercial industry, as well as international NGOs and non-profits.

Rick Ducharme: Running for Director, East Region Rick Ducharme currently serves as the Executive Vice President for ATM and Industry Affairs for Metron Aviation. He retired from the Federal Aviation Administration in August 2012 with over 33 years of aviation and air traffic operations experience across the full range of FAA operations including en route, oceanic, terminal and system operations services. Notably he has held senior leadership positions in some of the world’s most complex and demanding operations such as; New York, Boston, Philadelphia and Washington D.C. prior to his appointment to the Senior Executive Service in 2003. Michael Hawthorne: Running for Director, East Region “As the East Regional Director on ATCA’s Board, I intend to help ensure that we foster the environment for our most precious asset – our people – to grow into the leaders we need to ensure the success of the imminent transformation of our industry.” Michael Hawthorne spent almost 22 years with the Federal Aviation Administration before accepting a position with Noblis in 2012. As the Transportation Concepts and Strategy Leader at Noblis, Mike maintains a daily focus on aviation issues, technology, operations, and policy, and has a passion for solving the difficult and interesting problems where they intersect.
Giovanni Leusch-Carnaroli: Running for Director, East Region H. Giovanni Carnaroli is currently a Director, Global Public Sector Practice at Grant Thornton, LLP. Prior to this position, he was the Associate CIO at the Department of Transportation (DOT), responsible for the most effective management oversight of the Department’s $3.2 billion investment in technology, and all capital planning and investment control activities asso-
ciated with it, including the safeguarding the Office of the Secretary of Transportation’s interest in NextGen.
Jack McAuley: Running for Director, Southeast Region Jack McAuley is the Program Director for Raytheon’s Air Traffic Control Optimum Training Solution (ATCOTS) program. As the customer point of contact for the successful delivery of ATC training services and training content development for the FAA’s 14,000-plus certified professional controllers and 4,000 students annually at the academy, and more than 200 operational air traffic control facilities nationwide, Jack and his team of more than a thousand employees demonstrate their commitment to the ATC industry every single day.
Phillip Mullis: Running for Director, Southeast Region Mr. Phil Mullis is an experienced aviation professional with a well-rounded diverse background in air traffic control and airline operations. His experience includes Federal Aviation Administration and United States Air Force ATC, ATC training, Washington, D.C. contract support for FAA RNP/RNAV project management, and international and domestic airline flight operations control center time.
Chris Sutherland: Running for Director, Southeast Region Chris Sutherland is a Senior Program Manager for Air Traffic Management with the Harris Corporation and has been in that role for the past five years. He currently leads the Avionics Equipage Initiative and Industry Outreach for the DCIS (Data Comm) program. Mr. Sutherland has been active in ATCA and has participated in numerous panels and demonstrations for NextGen programs such as Data Comm, NAS Voice Switch, SWIM and NextGen Weather.
Bill Ellis: Running for Director, North Central Region Bill Ellis has more than 48 years in the Air Traffic Control profession through service in the United States Air Force, Federal Aviation Administration and private sector. He has been effective in a wide range of controller, staff, and leadership positions at the local, regional and national levels. He has been recognized for his expertise in quality assurance, safety management, training and
organizational management skills. Bill has also demonstrated his competence internationally in the development of quality assurance arena working with the Russian government in establishing quality assurance programs for their ATC system.
Bill Cotton: Running for Director, South Central Region Captain Cotton is widely recognized in the aviation industry for his extensive expertise in international and domestic air traffic control implementation strategies, operating concepts and ATM systems. This includes ATC system definition and development processes, approval processes; interactions for ATM system change with Air Navigation Service Providers (ANSPs), top administration officials, Senate and House members and staff on aviation policy issues, aviation industry organizations including ICAO and IATA, cockpit systems for improved aircraft operating efficiency and safety, aircraft operations and training.
Jonathan Astill: Running for Director, Europe, Africa, Middle East Jonathan Astill is the Director of International Affairs for NATS, the UK’s leading Air Navigation Services Provider. A highly skilled and committed leader in ATM, he has over 25 years of experience in leading ATC Operations and change programs in the operational environment to agreed time and budget constraints. Jonathan has a highly developed customer focus and the ability to communicate with ease at all levels of a company, a natural people person with a strong understanding of the Continued on page 9

Todd Donovan: Running for Director, Europe, Africa, Middle East Todd Donovan has extensive global air traffic management experience, with established ANSP and industry relationships built over more than 20 years of technical and leadership roles in the aviation industry. Currently, Donovan serves as VP, Strategy – Air Traffic Management for Thales. In this role, he is responsible for leading the company’s initiatives, investments and partnerships in support of increased safety, capacity and efficiency of the global aviation system. Donovan and his family reside in Paris, France.
Charles Hall: Running for Director, Western Region I have more than 40 years of civil aviation including experience in the U.S. Air Force as an air traffic controller at the Federal Aviation Administration as an air traffic controller and manager, and the first program manager for the Air Traffic Control System Command Center in Washington, D.C.
Chip Meserole: Running for Director, Western Region Chip Meserole serves as Director of Advanced Air Traffic Management within Boeing Research & Technology. This group executes Boeing’s contracts and internal R&D aimed at transformation of the air traffic system through NextGen in the U.S. and SESAR in Europe.
Peter Fiegehen: Running for Director, Pacific Area, Asia, Australia My motivation in running for the position of Director, Pacific Area, Asia and Australia, is because I believe the goals of ATCA are well founded to make a difference to the ATC industry and controllers and because I am now in a position, after a wonderful career in aviation, to give something back to the ATC industry. Rockwell Collins Signs New Five-Year Agreement with Heathrow AOC for ARINC Passenger Processing Services
H
eathrow AOC, through the AOC Shared Systems Board, has awarded Rockwell Collins, through its recent acquisition of ARINC, a five-year contract that will place the company’s latest ARINC vMUSE™ Common Use Passenger Processing System (CUPPS) in all four common-use terminals at London Heathrow Airport (LHR), one of the world’s busiest airports. As part of the agreement, LHR will now upgrade the terminals to vMUSE, as well as install a new vMUSE system in Terminal 4. The vMUSE implementation will support more than 1,500 commonuse workstations and up to 300 dedicated back office workstations and will replace the ARINC multi-user system environ-
ment (MUSE) platform, which has been used in Terminals 1, 2 and 3 since 1999. The company’s implementation of vMUSE supports the latest CUPPS standards, offers airlines and airports new efficiencies and savings and extends CUPPS support to off-site locations and wireless devices through vMUSE Enterprise. Scalable for any size airline or airport, vMUSE is engineered to support emerging technologies, including baggage drop and leading-edge bag management systems. “As one of the world’s busiest airports, Heathrow must utilize the most effective passenger processing technologies available,” said David Wilding, chairman of the AOC Shared Systems Board. “The ARINC system enables us to meet the needs of our member airlines by
improving the efficiency and flexibility of passenger processing, which ultimately enables us to provide the best customer service possible.” Heathrow for Rockwell Collins’ Information Management Services business executive director Tony Chapman said: “We’ve been working with LHR for many years and are delighted that the AOC has decided to renew and expand its relationship with us.” “As passenger traffic continues to grow, we remain committed to providing airlines and airports of all sizes with the most efficient solutions available to meet passenger demands.” For more information, please contact ARINC.

MITRE-CAAS Air Traffic Management
T
he MITRE Corporation (MITRE) and the Civil Aviation Authority of Singapore (CAAS) signed a seven-year contract today, with an option for a further three-year extension, to enable MITRE to establish an advanced technology research laboratory, focused on Air Traffic Management (ATM) and office in Singapore. This follows the signing of a Statement of Intent at the Singapore Airshow earlier this year in February. The MITRE Asia Pacific Singapore (MAPS) office will replicate air traffic management laboratory and simulation tools currently available only in the United States. This advanced laboratory will facilitate a long-term program of research, development, and technology transfer for Singapore and the Asia Pacific region. The 10,000-square-foot research facility will contain MITRE-developed real-time and fast-time simulation tools that include cockpit simulation, a full 10

wrap-around tower, en route and terminal controller work stations, and advanced traffic flow management tools and work stations. This integrated facility will be designed to easily and securely connect to other organizations’ research simulation capabilities to enable a collaborative environment for governments, industry, and academia to conduct joint research. The initial work program is expected to start this October, with MITRE’s lab expected to be operational in January 2015. CAAS will contribute an average of S$10m per year and MITRE will contribute an average of S$6.4m per year in investments and capabilities towards the partnership. Mr. Gregg Leone, International Director, MITRE, said “The Asia Pacific region is a unique operational environment with different challenges and growing demand that will require new or specialized solutions. MITRE has a long history of creating solutions tai-
lored to solve unique problems and challenges, and we look forward to applying our capabilities for CAAS and the Asia Pacific region.” He added, “Our initial operation in Singapore will be led by Ms. Mimi Dobbs and will include a small cadre of MITRE experts relocating to Singapore in the coming months.” Ms. Mimi Dobbs has been with MITRE for more than 15 years, and is their Assistant Director for International who is responsible for the Asia Pacific region. Ms. Dobbs said, “I look forward to being able to help stand up this MITRE facility in Singapore and initiate research and development for CAAS and the region.
