ATCA on the Global Stage
W
elcome to the February issue of ATCA’s Bulletin. It’s an exciting time at ATCA. We are on the cusp of the opening of our third edition of World Air Traffic Management Congress (WATMC) and things have been busy at 1101 King Street, as you can imagine. Do you know what part ATCA plays at the WATMC and how it benefits ATCA and ultimately you? ATCA partnered with the Civil Air Navigation Services Organisation (CANSO) about five years ago with the intent of creating the largest ATM event in the world. We set out to create an event that is for the industry, by the industry. WATMC is not solely an ATCA event or a CANSO event but a global all-inclusive event. Three years into our production and we have achieved that goal. Both ATCA and CANSO are nonprofits with different membership bases with a little overlap. ATCA organizes the Exhibition, sponsorship, communications, and overall management. CANSO organizes and is responsible for the Conference portion of the Congress. This includes organizing the editorial board, speaker selection, and creating an agenda for the Conference. Among many other things, ATCA brings almost 60 years of successful ATM conference and exposition experience while CANSO supplies their world
Air Navigation Service Providers (ANSPs) and their CEOs. ATCA’s strategy was not entirely selfless. One of the goals that our board of directors and I identified when I first came on board was to increase ATCA’s footprint internationally. ATCA has since become a member of CANSO and vice versa. This leads to a global access and participation by both organizations. In turn, this becomes an increase in benefit and value to you, the member. The growth of WATMC has also been beneficial to both organizations financially. We at ATCA pass this savings on to you by increasing the content we bring you for free at events while keeping costs down for participation at conferences and symposia. WATMC is now the largest ATM event in the world and the ATCA Annual Conference and Exposition is the next largest. That means that ATCA, your organization, is the largest platform for ATM ideas, products, solutions, and networking in the world. I hope you take advantage of the access to so many different facets of the industry this creates for you, the member. I also hope you can join the 6000+ visitors we expect at the WATMC in Madrid next month. As always, I welcome your input and suggestions on how we can better ATCA. I hope to see you in Madrid.

W
orld ATM Congress is, above all else, an experience. Attendees should treat it as such. Madrid, the largest city in Spain, lends itself as the perfect backdrop to host the biggest air traffic management (ATM) conference and exposition in the world. Madrid is a city that bridges the old and
new. World ATM Congress does the same for the aviation industry; that’s one reason that ATCA is proud to be in its third year of partnership with the Civil Air Navigation Services Organisation (CANSO) for the monumental event. Here’s a sample of an ideal 72 hours at World ATM Congress:
Tuesday, March 10 07.00 The World ATM Congress Conference doesn’t begin until 09:00, so enjoy your breakfast. The Spanish know their coffee so take full advantage and sip your café con leche. You might need some caffeine, as today will be your busiest day. 08.30
09.00 Grab your seat; the Conference begins in a few minutes. Introductions are made by ATCA, CANSO, and the Director of Air Navigation for ENAIRE. Don’t forget the Delegate Theatre has moved from the North Conference Center Auditorium to the Exhibition Hall (ends of aisles 1200 and 1300) for your convenience – World ATM Congress is now a one-stop shop of the latest trends and developments in ATM. Spain’s Minister of Public Works and Transport, Ana María Pastor Julián, opens the World ATM Congress Conference. 09.30 Video welcome from Dr. Olumuyiwa Benard Aliu, President of the ICAO Council. Peter F. Hartman, Vice Chairman of Air France-KLM, delivers the Conference’s keynote address.
Interesting tidbit:
Mr. Hartman was instrumental in the 2004 merger between Air France and KLM; he was awarded a royal decoration by His Majesty King Willem-Alexander, Kingdom of the Netherlands, for his work. 10.30 Session One of Delegate Conference begins – Smart Choices in an Interconnected World. If you haven’t done so yet, pick up your badge and exhibition bag (full of World ATM Congress giveaways) at registration. 13.00 After lunch, move to the North Entrance of IFEMA (Hall 9) and spend your afternoon exploring the World ATM Congress Exhibition. With 197 exhibitors from more than 100 countries around the world, you’ll feel immediately transported and reinvigorated. Take your time and stay a while – you have three days to cover a lot of floor space.

Exhibition opens. Today is all about seeing everything you missed the first time around. Check out one of the 28 new exhibitors or re-visit a favorite. Make the most of your last day by maximizing your time in the Exhibition. For example, visit the Aprocta stand (#1320) to see their bank of air traffic control simulators. Participants will take the roles of planes or of air traffic controllers using an outline of an airport and its airspace. Communications will be done via a sound system, from microphones (air traffic controllers) to headphones (planes). Check out the exhibit from the Infante de Orleans Foundation (FIO), an aviation museum in Spain that works towards the historical preservation of aviation history, at the back of the Exhibition hall. The FIO exhibit will feature a Comper Swift plane that was built in the 1930s, and it’s conserved in flight condition by the museum with all its original pieces. FIO will also bring many other interesting aviation artifacts from its collection. Don’t forget to visit the ATCA stand (#201) for your chance to win a Cristiano Ronaldo Real Madrid jersey!
12.00 Enjoy a leisurely meal (and added networking value) at the Delegate Lunch or in one of the plazas or other convenient options in the Exhibtion hall. 16.15 Take a siesta at Temple of Debod – a secondcentury Egyptian temple donated to Spain by the Egyptian government. It opened to the public in 1972 and is considered a hidden gem of the city. The best part is it’s FREE, but only open until 16:15 through March. 18.30 Exhibition closes for the day. Visit the Mercado de San Miguel off of Plaza Mayor in city centre to sample Spanish cuisine.
14.00 Exhibition closes. Until next year – the 2016 World ATM Congress will be March 8-10, 2016. World ATM Congress staff will be at stand 105 to help book your stand for next year.

14.30 Since the last day of World ATM Congress is a shorter one, take advantage of all that Madrid has to offer. Like culture? Visit one of the best art museums in the world – Museo del Prado – and see its 15 masterpieces with your own eyes. If your per diem is already spent, no need to worry – the Prado is free Mondays through Saturday from 18:00 to 20:00. Beforehand, stroll through the adjacent Parque de El Retiro – one of Madrid’s most expansive public parks at the edge of city center. 20.00 No trip to Madrid is complete without indulging in chocolate con churros (deepfried doughnut strips dipped in hot chocolate). TCA’s Aviation Cyber Security Initiative is kicking off next month. It will address the challenges of Next Generation aviation systems whose services rely on the cyber health of both the National Airspace System (NAS) and aviation industry. The goal of the Initiative is to provide the FAA and aviation industry partners with the deltas between cyber risk, acceptable risk, and incident response. Specific issues the committee will tackle include: • ATC awareness of cyber issues • Cyber mitigation issues on current systems • Requirements for cyber migration on future systems • List of best practices used worldwide that could be applied to the NAS • Avionics requirements for cyber mitigation • NAS and non-NAS issues • General awareness of cyber activities to the public

A Moment in Aviation History… Feburary 12, 1973: FAA announced that production had been completed on all 64 of the new computerized automated radar terminal systems (ARTS III), marking an important milestone in the agency’s air traffic control automation program. The ARTS III system electronically tagged radar blips on the controller’s scope with luminous letters and numbers called alphanumerics that provided the target aircraft’s identity and altitude.
