Participation is Key
T
o those of you who came to ATCA’s Aviation Cyber Security Day, thank you for investing your time and participating in your association and in that discussion. The event’s successful turnout proved that awareness is rising as cyber security in aviation continues to grow in relevancy. It is a topic that affects many industries – most importantly to our work: aviation. With the rise of technological advancements, the potential for cyber breaches will only grow larger. Our keynote speaker, The Honorable Tom Ridge, spoke a lot about public–private partnerships. This is where I see ATCA has a role. We are here to serve as an unbiased and neutral party, and to provide a platform (like Cyber Day or our Annual Conference and Exposition) where those public and private entities can meet in a neutral forum – without political implications and with equal access to all – to advance air traffic control. In the vein of staying abreast of evolving topics in aviation, ATCA is planning a daylong Unmanned Aerial Systems (UAS) Symposium for November 1 of this year. We recognize the growing number of UAS beginning to operate in civil airspace and think it’s time to begin meaningful dialogue among stakeholders of the
NAS – both corporations and government organizations. We want your input as we form this event so you can best benefit from the discussions. We will be making an announcement soon on how you can get more involved in this and other efforts of the association. If you’re receiving this monthly ATCA Bulletin, you are an ATCA member and most likely eligible to vote in the current ATCA Election. There are few times throughout the year when you get to directly influence the future direction of the association more than now. In this election, you are voting on four Director-at-Large positions. All seven candidates are extremely experienced in air traffic, aviation, and leadership in addition to being equipped to lend different skills and qualities to the role. Their photos are shown on page 6, but I urge you to learn more about them by reading their full professional biographies at www.atca.org/2013election. Once you’ve familiarized yourself with the candidates and the voting guidelines, please vote at the following link: www.surveymonkey.com/s/ATCAElection2013. Successful elections are those with broad participation from across the membership. We value all ATCA members and want to hear your voice.

hosted its third annual Aviation Cyber Security Day on June 20, 2013. The association decided, after some valuable discussions with Steve Carver from Aviation Management, that we were going to be THE organization (with considerable help from volunteers) that started the public conversation about cyber threats and security as it related to air traffic control (ATC) and the National Airspace System (NAS). “It isn’t a matter of if the aviation system including ATC is hacked, it is a

matter of when. As our system becomes more modernized it also becomes more vulnerable. Aviation – like the banking and energy industries, is a critical infrastructure and not only vulnerable but a sought after target by those that wish to harm our country or disrupt its ability to function well. Aviation is a major economic engine that cannot afford to be disrupted, especially in this recovering, yet fragile economy,” said ATCA President and CEO, Peter F. Dumont, at the event. Former Secretary of Homeland
Security, The Honorable Tom Ridge, was the keynote speaker. “It’s a permanent condition of doing business – it will be with us forever,” he said. Attendees participated in a tabletop simulation, which put them in charge of NAS operations. This crowd favorite kept participants engaged and encouraged lively discussions. Thank you to all who made Cyber Security Day a success – and if you were unable to attend this year, make sure you join us in 2014!

Media Release from Airbus and Eurocopter
Eurocopter Contracts with Airbus ProSky to Perform 3D Simulation at Paris-Le Bourget
E
urocopter has inked a deal for Airbus ProSky’s Exact Landing Interference Simulation Environment (ELISE) simulation solution to model and validate pending construction on the grounds of Paris - Le Bourget. In particular, the study will focus on simulating the impact of six cranes on the localizer signal and explore the interactions between the cranes and the signal received by arriving aircraft. ELISE is a software solution based on advanced technologies that model all objects in three dimensions (3D), using one of the world’s most powerful super-
computers needed for instant calculations. ELISE can accurately predict and analyze disturbances caused by objects on Instrument Landing System (ILS) antenna signals, allowing for improved airport safety. Operational benefits from ELISE also include increased runway capacity in low visibility conditions and airside land usage. “We are confident that ELISE will help us understand if there are any potential issues exhibited with the placement of the six cranes at Paris - Le Bourget,” said Clement Pradeau, project manager for Eurocopter. “ELISE is the fastest and most advanced simula-
tion software on the market and we will definitely follow the outcome and recommendations as they are critical to ensuring the safety and efficiency of our pending construction.” “This is a great opportunity for Airbus ProSky to help Eurocopter ensure superior safety at Paris - Le Bourget,” said Paul-Franck Bijou, CEO of Airbus ProSky. “ELISE has the highest level of 3D simulation accuracy and will allow Eurocopter to commence construction without interfering with operations in low visibility conditions.”
