Melt butter, brown sugar, and water, until butter melts. Use double boiler on the stove, or you can microwave for 4 minutes Add the chocolate chips and stir until almost melted. You can use double boiler or microwave for 1 minute, then remove from heat and stir until completely melted, then cool for 10 minutes Add eggs to the chocolate mix. Using an electric mixer, mix at high speed mix in remaining dry ingredients on a lower speed, mix well or for approximately 2 minutes Chill for at least 1 hour (preferably 4 hours) Preheat the oven to 350 degrees Roll into balls about the size of melon balls Bake for 10 minutes at 350 degrees on an ungreased cookie sheet (or use parchment paper on a cookie sheet) Remove the cookie sheet from the oven: immediately place one unwrapped andes mint in the center of each cookie Allow the candy to melt this takes approximately 1-2 minutes, and spread on top of cookies
