Forget It and Drive On — Anger Management for Motorists When mobility turns to mayhem on the road by Llyena Boylan, Chairman, AAA East Central, East Penn Region

riving is a remarkably revealing prism for how our minds work and the ways we interact with others. Aggressive driving—intentional, dangerous behavior that jeopardizes the safety of everyone—is a serious problem on America's roads. It's a factor in up to 56 percent of fatal crashes, according to data from the AAA Foundation for Traffic Safety. Less common— but far more dangerous—is road rage, deliberate, uncontrolled anger that sometimes leads to violence and death. While aggressive driving can be frightening and often violates traffic laws, road rage is a crime. Consequences can include fines, suspension of your driver's license, and imprisonment. Robert Ingersoll, the noted 19th century orator, once said “anger blows out the lamp of the mind.” What aggressive driving and road rage both have in common is that they're unpredictable can be ignited quickly and can occur at any time. The AAA Foundation study found that events precipitating violent outbursts are often remarkably trivial. Violent traffic disputes are rarely the result of a single incident, but rather the cumulative effect of a variety of stress factors. The traffic episode that turns ugly is often “the last straw” for someone who is having a very bad day. Everyday annoyances, such as stealing a parking space, cutting off another motorist, tailgating, and failure to use turn signals are common triggers. The pressures of sitting in traffic, or being cooped up in your car can turn even the most mildmannered motorist into the road warrior. A poll by the Washington Post found the number of drivers who admitted to feeling “uncontrollable anger toward another driver” doubled between 2005 and 2013. So, what should we do to avoid road rage in others, and in ourselves? When you merge into traffic, make sure you have plenty of room to enter traffic without cutting someone off. If someone cuts you off, take the high road and give them plenty of room.

When someone wants to pass, be courteous— move over and let them go by. Never pass another driver, and then slow down to teach them a lesson. Always allow adequate room between you and the car in front of you. Never tap your brakes or lose your temper if you’re being tailgated. Illuminate your turn signal, pull over and allow them to pass. Nothing provokes another driver more than rude or obscene gestures. Keep your hands on the wheel and avoid making any gestures that might anger other drivers. Never honk your horn at someone who’s driving slower than you want them to, or who doesn't move quickly enough from a traffic signal. It can set off an altercation or potentially cause a collision. Even when it’s unintentional, a driver can “snap” and the situation turns dangerous. What can you do if your personal safety is at risk from a hostile motorist? Steer clear — Stay calm and never respond to drivers who cut you off, tailgate, or try to intimidate you. Give angry or aggressive drivers plenty of room. Do not, under any circumstances, pull off to the side of the road and try to “settle things.” Avoid eye contact — Looking or staring at another driver can turn an impersonal encounter between two vehicles into a blood feud. And once it gets personal, things can get out of hand fast. Forget about winning. No one wins in a crash. Get help — Never underestimate an irrational driver’s capacity for mayhem. If you think someone is following you or trying to provoke a confrontation, call the police on your cell phone. Drive to a safe public place such as a police or fire station. This will often discourage a would-be assailant from following you. Don't go home until you're certain the aggressor is gone and it's safe. Remember, someone else’s driving has nothing to do with you personally. Concentrate instead on the safety of you, your passengers and your vehicle. Stay cool, get out of the way and let other drivers deal with their own issues. Make FIDO your mantra: Forget It; Drive On.

iven how much water modern homes require for their appliances and plumbing systems, it shouldn’t be a surprise that water damage routinely tops the list of the most common homeowners insurance claims, far outpacing fire and extreme weather damage. What can be surprising, though, is what your insurance company will and won’t cover when it comes to water damage. To help clear up some of the confusion surrounding water losses and homeowners insurance, here’s a quick rundown of some common myths and realities. Myth: If my home is flooded in a natural disaster, my homeowners policy will cover the damage. Reality: This is about as cut-and-dried as it comes: Private insurance companies do not cover losses resulting from weather-related flooding. However, you can buy separate insurance through the federal government’s National Flood Insurance Program. There’s even a good chance that if you live on a flood plain, your mortgage lender will require this when you buy a house in a flood-prone area. Not sure whether your home is on a flood plain? flood-hazard maps; you can look up your area on the FEMA website. Myth: My insurer will pay to repair the damage to my home if a sewer or drainpipe leading to my house backs up and causes my sinks and toilets to overflow. Reality: Depending on where you live and the origin of the backup, your insurer may not cover this type of loss. In some regions, for example, insurance companies will pay for repairs if the pipes that backed up are on your private property, but not if the backup is on city or county land (in which case, the municipality may be responsible for any necessary repairs to your home). In other regions, insurance companies don’t include this type of coverage in their base policies but will allow you to purchase an endorsement for the coverage. Talk with your insurance agent to find out what’s included in your policy. Myth: If my roof starts to leak during a rainstorm, my insurance will cover any resulting damage. Reality: Unfortunately, unless that leak comes as a result of wind or a fallen tree branch that rips a hole in your roof, the damage may not be covered. Insurers consider a leaky roof to be maintenance-related and usually won’t cover it. Myth: My insurance won’t pay for flooding damage to my floors or walls if a pipe or appliance in my home suddenly springs a leak. Reality: Good news—this is one of the things most insurance companies do cover. In fact, some insurers may also cover what they call “access,” or the cost of getting to the burst pipe. So if your plumber has to jackhammer through the foundation to make the repairs, your coverage might pay for that part of the claim. Insurers, however, won’t pay to repair a burst pipe or appliance. In addition, if your insurer believes that the leak resulted from a lack of upkeep—say you had a slow leak that you didn’t do anything about—it may deny your claim. Having a water damage claim is no fun. Managing emergency services, repairs, and sometimes, additional living expenses can drain your time and resources. That’s why it’s important to know what’s covered and ways to prevent damage from happening in the first place. If you do have a loss, be sure to contact your insurance company immediately. However, one nationwide program supported by AAA is increasingly becoming an effective tool in the fight. A growing number of officers are becoming Drug Recognition Experts, or DREs, part of the Drug Evaluation and Classification program run by the International Association of Chiefs of Police with support from the National Highway Traffic Safety Administration. A wide range exists in how intensely states are involved. As of June 2014, California led all states with 1,215 DREs, followed by Texas (417), Arizona (370) and New Jersey (349). In AAA East Central’s area, New York had 185 DREs, Pennsylvania had 130, Ohio had 94, Kentucky had 67 and West Virginia had six. At the lower end: Delaware had one and Virginia had two. “The association considers the DEC program to be our best frontline defense against drugged driving as of today,” said AAA Traffic Safety Advocacy & Research Director Jake Nelson. “AAA has been working with states to uncover barriers to growth of the program locally.” Beginning in 2013, AAA worked on a range of efforts across the U.S. to better leverage the DEC program to curb drugged driving. While some AAA clubs leveraged state policy summits to identify program improvement and growth opportunities unique to a state, other clubs have partnered with their state coordinators to grow the program and have even sponsored training for law enforcement officers. Since Minnesota’s DRE program started in 1991, arrests solely for drugged driving have grown steadily, increasing “from 5 or 6 per year to 1,100,” said Minnesota State Patrol Lt. Don Marose, the state’s Standardized Field Sobriety Testing/DRE coordinator. Minnesota has 184 DREs with representation from 93 law-enforcement agencies.

year,” Marose said. “The upswing in drugged-driving arrests is partially because of DREs and partially because of better training for road officers. I think we’ve gained a lot of traction.” An arresting officer who performs a field sobriety test and suspects that a driver’s level of impairment is not consistent with the breathalyzer results would call a DRE to perform a 12-step evaluation process that includes eye examinations, readings of vital signs, measuring pupil sizes under different lighting conditions, looking for injection sites and requesting urine, blood or saliva samples. Occasionally, DRE evaluations are conducted at the roadside, but typically they are completed post-arrest. Officer Bryan Duncan, a DRE instructor for California’s Glendale Police Department, received the state’s Traffic Safety Excellence Award in 2012 and has been honored for his high number of DUI arrests. He also was instrumental in forming Glendale’s DUI task force that focuses heavily on drugged driving. “Stats clearly show that alcoholinvolved traffic fatalities have hit a plateau,” Duncan said. “In one sense, that’s good. However, far too many people die of alcohol-related collisions each year. My own personal view is that drugged driving will surpass alcoholrelated driving within the next year, if it hasn’t already.” DRE training includes two weeks of classroom training, followed by 40 hours of field testing with DRE instructors present. A comprehensive test must then be passed for certification. DREs are important not only in bringing charges after a drugged-driving arrest, but also in the prosecution phase, where their expertise and testimony can often convince prosecutors, juries and judges of a motorist’s impairment.

“Defense attorneys know the courts and prosecutors are not trained very well in drugged driving cases,” Duncan said. “It’s very difficult to overturn a .08 percent blood alcohol test because the general public has been educated and accepts that level as being impaired. Drug cases are harder to prosecute, because the public doesn’t know what some of these drugs are or the adverse effects they have on the human body and mind. Defense attorneys exploit this and know they only need to put doubt in one juror’s mind.” In California, where cannabis is legal for medical reasons and penalties were weakened in 2011 for anyone possessing less than 1 ounce of the drug, Duncan has seen a substantial increase in DUI-related collisions involving cannabis. Since 2012, he said, about half of all DUI arrests he has made have been related to marijuana. “The potency of cannabis in 2015 is dramatically higher today vs. the 1970s,” Duncan said. “This is not your parents’ weed.”

Marose said even though drugged driving arrests have increased, the numbers remain grossly underreported. “Many times, resources aren’t used to test for other substances if a driver is found to have a .08 percent or higher blood alcohol concentration. I had our lab go back and test about 260 samples that were .08 or higher to see what else was there, and 45 percent had another substance in them. It’s a much larger problem than people think,” he said. Other law enforcement obstacles include the lack of a reliable roadside drug test, especially for marijuana, and the absence of a zero-tolerance approach to drugged driving in many states. “It’s difficult to get a clear, concise law that can address thousands of substances that impair the ability to drive,” Marose said. “It’s tough to do the things we do. Your Night Vision is Critical for Safe Driving How to see and be seen on the road at night Drivers know it can be dangerous Inspect headlight lenses — to drive at night, when your vision is compromised by poorly lit roads, glare from other vehicles and a host of additional hazards. Such obstacles can easily cause car accidents, roughly onethird of which occur at night. But while external factors like inadequate lighting on roadways or glare from other vehicles can contribute to poor driving conditions, nighttime accidents are often caused by a driver’s own vision. A driver’s visual acuity is reduced by 70 percent at night, a figure that is even higher among older drivers. The human eye is simply not adapted for nocturnal vision, so colors tend to disappear and contrast fades away while driving at night. Fortunately, there are several things motorists can do to improve their vision when driving at night. Switch your rearview mirror to the night setting — You can still see the lights from the cars behind you, but their light will be less bright preserving your night vision. When following other vehicles, use your low beams so you don’t disturb the other drivers.

They recently announced support for two advanced driver assistance systems, crash imminent braking and dynamic brake support under their under its New Car Assessment Program (NCAP). While this endorsement does not require automakers to include these advanced braking features on new vehicles, NHTSA hopes to encourage buyers to consider these features, and automakers to expand their availability. Crash imminent braking, also known as automated emergency braking, applies the brakes automatically to help prevent or minimize a collision if a driver fails to react in a timely manner when a

The Longitudinal Research on Aging Drivers (LongROAD) is a $12 million project by the AAA Foundation for Traffic Safety, that will allow researchers to better understand the role of physical and cognitive functions, medical conditions, medications and vehicle technologies in driving safety. Researchers will also examine how older drivers self-regulate to avoid difficult driving conditions, and the causes and consequences of driving cessation. This project will generate a wealth of data by tracking a large group of older drivers (roughly 3,000) for an extended period of 5-10 years. The University of Michigan Transportation Research Institute (UMTRI) is one of five national test sites selected by the AAA Foundation for Traffic Safety to address the well-being of older drivers.

They will follow these drivers over time through annual assessments and interviews, and will fit each driver’s vehicle with a GPS device

Each participant’s car will be fitted with an automatic data collection device that will record where the vehicle is being driven and some other vehicle-based data. All naturalistic driving data for all sites will be processed at UMTRI by the Behavioral Sciences and Engineering Systems groups. All participants will engage in a comprehensive assessment of physical, mental and perceptual functioning every two years; have their vehicles visually inspected every other year; complete a questionnaire on health, well-being,

attitudes and driving every year; and have all driving trips recorded. The project will also collect medical, crash and driving history records for all participants. This study will provide AAA with the scientific backing needed to advocate for effective policies and programs. The database it creates will also serve as a “goto” resource for answering the most pressing questions about senior safety and mobility for years to come.

More Crashes and Convictions for Teens That Skip Driver Ed New report looks at teen driving behavior Although vehicle crashes remain driver simulators and the review of the leading cause of death for teens, fewer new drivers are participating in what used to be considered a rite of passage — driver education. State funding and requirements for these programs have declined over recent decades, leaving uneducated teen drivers vulnerable on America’s roads. New research from the AAA Foundation for Traffic Safety reveals that teens who skip this important step are involved in more crashes and receive more traffic convictions compared to their peers that participated in driver education. This research confirms what conventional wisdom tells us — driver education makes a difference. Despite recent declines in participation, the overwhelming majority of Americans believe new drivers should take part in this critical step of the learning-to-drive process. This study assessed examples of U.S. and Canadian driver education programs using a variety of evaluation methods including surveys, driver’s licensing tests,

driving records. The results revealed that several key differences exist between teens who receive driver education and those who do not, including: Driver education is associated with a lower incidence of both crashes and convictions — reducing crashes by 4.3 percent and convictions by nearly 40 percent. Teens that completed driver education not only scored higher on the driving exam, they also demonstrated modest increases in knowledge over their peers who did not take any formal training. “Overall, the findings suggest that driver education can make a difference, but there is still much room for improvement in most existing programs,” noted Peter Kissinger, President and CEO of the AAA Foundation for Traffic Safety. “This underscores the need for states to adopt the NHTSA-supported Standards that are designed to enhance the scope and quality of driver education.” AAA, a vocal advocate for teen driver
