By Richard Hamilton Chairman, AAA East Central ew car technologies are changing the way we drive by making the experience both simpler and safer than ever before. The must-have option for cars in the near future won’t be a sunroof or leather seats—it will be ultra high-bandwidth connectivity. Within a decade the majority of vehicles on the road will be able to identify problems before breakdowns occur, reduce crashes and help drivers save time and money. These vehicles can automatically send real-time data about a crash along with vehicle location to first responders. They are capable of generating prognostic data that can predict a mechanical problem even before the problem occurs. This could prevent the inconvenience of a breakdown and help consumers better manage the timing and expense of vehicle care. Vehicle-to-vehicle or (V2V) and vehicle-to-infrastructure (V2I) communications can warn drivers of potential collisions, dangerous road conditions and other impediments to safe travel. In February, the National Highway Traffic Safety Administration (NHTSA) announced that it wants V2V technology installed in all new cars and trucks. Research conducted at DOT and NHTSA estimates that V2V has the potential to help drivers avoid or mitigate 70 to 80 percent of vehicle crashes involving unimpaired drivers. This could help prevent thousands of deaths and injuries on our roads every year.

Richard Hamilton Location-based services and connected cars offer the promise of a brave new world of driving security, but some of these benefits may come with a price — your privacy. Many of these functions are only made possible through the collection of vast amounts of data. About 1-in-5 new cars sold this year will collect and transmit data outside the vehicle, yet most drivers have no idea about the information they’re sending out. While AAA applauds NHTSA’s recent V2V announcement, we would still like to see better privacy protections in place. Congress needs to pass legislation that prohibits access to this data without permission from the owner, or from a court order, unless the data is used for research purposes and cannot

be tracked to a single vehicle. Motorists should also retain ownership of any data their vehicles generate. AAA is urging the administration to enshrine the tenets of transparency, choice and security by adopting its “Consumer Rights for Car Data.” Transparency — Consumers have a right to clearly understand what information is being collected from their vehicle and how it is being used. Businesses and the government should be transparent about the collection and use of vehicle data. Choice — Consumers have a right to decide with whom to share their data and for what purpose. This includes ongoing monitoring of vehicle systems, repair and any data of the vehicle owner’s choice. Customers should not be forced to relinquish control as a condition of purchasing or leasing a vehicle, or of receiving a connected-vehicle service. Security — Consumers have a right to expect that connected-vehicle manufacturers and service providers will use reasonable measures to protect vehicle data systems and services against unauthorized access and misuse. As vehicles become more integrated with wireless technology, there will be more avenues through which your personal information can be accessed, harvested and shared with third parties. Without clear disclosures and safeguards in place, there is no guarantee that it will not be misused or exploited, or compromise a driver’s basic right to privacy.

Your “new” used car may be more used than you think Odometer fraud impacts nearly 200,000 vehicles a year

ROLLING BACK THE YEARS — Odometer fraud costs consumers $760 million a year.

O

dometer fraud is a calamity for used car buyers. It’s a crime that preys on consumers, who often can least afford it. Victims can lose thousands of dollars because they pay much more than these cars are really worth. It also puts your safety and well being at risk, because it grossly misrepresents the condition of the vehicle you are buying. New research from Carfax indicates that more than 190,000 cars have their odometers rolled back every year, potentially costing victims in excess of $760 million in lost value and unexpected repairs. While any vehicle can be tampered with, the problem is more prevalent among high-mileage, late model vehicles. Fleet vehicles, lease cars, rental cars and commercial vehicles typically fall into this category. Most are purchased legitimately on the wholesale market, then the odometer is rolled back to a mileage that is considered “average” or “low” for a vehicle of that age. The interior is cleaned, new brake and gas pedals installed, and the vehicle is sold to an unsuspecting buyer. Criminals are taking advantage of longer vehicle life-spans and readily available devices to dupe consumers. And instead of dismantling a dashboard, they just need to hack the onboard computer. Digital odometers that have been tampered with are much harder to detect than old-fashioned mechanical odometers. So-called odometer correction tools are easily found online and can be used to illegally alter digital odometers. Many rolled-back cars are sold by unlicensed dealers known as curbsiders, through online auction sites and classifieds and private sales. It can be difficult, but not impossi-

ble, to detect when a vehicle’s odometer has been altered. Here are tips to help used car buyers detect odometer fraud: • Ask to see the title and compare the mileage with the vehicle’s odometer. Be sure to examine the title closely if the mileage notation seems obscured or is not easy to read. • Compare the mileage on the odometer with the mileage indicated on the vehicle’s maintenance or inspection records. Also, search for oil change and maintenance stickers on windows or door frames, in the glove box or under the hood. • Check that the numbers on a mechanical odometer gauge are aligned correctly. If they’re crooked, contain gaps or jiggle when you bang on the dash with your hand, walk away from the purchase. • Examine the tires. If the odometer on your car shows 20,000 or less, it should have the original tires. • Look at the wear and tear on the vehicle — especially the gas, brake and clutch pedals — to be sure it seems consistent with and appropriate for the number of miles displayed on the odometer. • Be wary of ‘too good to be true’ deals or overly-aggressive sellers who want a quick sale. • Have a trusted mechanic thoroughly inspect the vehicle and check its computer.

hundred years ago, ships were often limited to two classes of passengers: first class and steerage. First class passengers were accustomed to living large, and on board attire consisted of satin and chiffon gowns, exquisite jewelry and evening clothes. Guests in steerage, on the other hand, typically came aboard with just the clothes on their back and wore them throughout the entire voyage. By the 1960s, cruising had become more affordable and while most cruisers were unable to replicate the Gilded Age glamour, the culture of dressing up after sunset remained for several decades. Over the past dozen years there has been a dramatic shift in the dress codes at sea. Gone are the days of steamer trunks full of ball gowns. Now mustpack items include a selection of swim suits and casual dress styles. And dress casual is slowly giving way to just plain casual. Sundresses and golf shirts are becoming the norm. Cruise wear typically falls into three categories: casual, informal, and formal. Formal used to mean black tie, but more recently has been dressed down to any tie. Informal usually means jacket and tie on more upscale ships and cocktail dresses for ladies. On mass-market
