any of the roads and bridges we travel on every day in Pennsylvania are crumbling because of insufficient maintenance and old age. Unless policymakers act soon to increase funding, motorists can expect more potholes, longer commutes and dangerous safety problems. Construction of the federal Interstate Highway System began in the 1950s and many roads have since outlived their effective lifespan. The American Society of Civil Engineers reports that 32 percent of our country’s roads are in poor or mediocre condition, while nearly 25 percent of bridges are rated as structurally deficient or functionally obsolete. In Pennsylvania alone, there are 121,772 miles of public roads and 57 percent fail to meet adequate standards. The accumulation of potholes, bumpy roads and poor driving conditions can cost motorists hundreds of dollars a year in additional repairs and operating costs. This comes at a time when the average cost to own and operate a car has increased to $9,122 per year, according to AAA’s recently released Your Driving Costs report. Many highways and roads were never designed to handle the average commute motorists face today, resulting in huge traffic jams and stressful trips across town. Congestion wastes $121 billion in time and energy, according to the Texas Transportation Institute, an organization that studies the national transportation system. In fact, idling in traffic wastes 2.9 billion gallons of fuel per year, which is equivalent to more than 150 million trips to the gas station for the average car. Even more concerning is the potential harm caused by poor road conditions. The annual societal cost of traffic crashes is $299.5 billion, which does not even measure the true human and emotional price arising from more than 30,000 traffic deaths last year. Many of these crashes arise, in part, from unsafe conditions such as inadequate lighting, poor signage and outdated road design. Despite the already troubling statistics, roads and bridges in Pennsylvania may become worse in the years ahead because the federal Highway Trust

Fund that pays for maintenance and improvements may go bankrupt as soon as 2015. If this happens, it would result in Pennsylvania losing out on significant funding needed to fix roads, minimize traffic jams and improve safety. More than fifty years ago, America’s Interstate Highway System became the envy of the world because our nation’s leaders worked together to implement far-reaching polices of historic importance. The leaders of the time did not let the political risks detract them from developing a highway network that would stand as a monument to the engineering excellence of the United States. Today, the American public is tired of waiting for Congress to address these serious problems. Approximately two-thirds of adult drivers believe the federal government should invest more to improve roadways, according to a recent survey by AAA. In fact, U.S. motorists seem more willing to implement new funding options than even their elected federal officials. Now is the time to act. Help urge your elected officials to prioritize road and bridge funding so that something is done soon to fix the innumerable potholes and traffic jams that motorists in Pennsylvania face every day.

F

ew people have devoted as much time and intellectual energy to the problem of distracted driving as David Strayer, a professor of cognition and neural sciences at the University of Utah. Strayer has studied the issue for more than a decade, bringing his findings to forums ranging from state legislatures to The Oprah Winfrey Show. His latest research, for the AAA Foundation for Traffic Safety, takes a novel approach. After fitting drivers with electrode caps to record brain activity, researchers measured their reaction times and hazard-detection accuracy both in a driving simulator and on the road. After analyzing the data, Strayer created a “category 1 through 5” scale to define how much certain tasks distract drivers. His findings may surprise you. •P hone conversations had much the same effect whether the driver used a hand-held or handsfree device (2.45 versus 2.27 on the 5-point scale). • L istening to an audio book required more attention (1.75) than did the radio (1.21). • S peech-to-text systems were much more demanding—a “category 3” distraction. • T he highest level of distraction (5.0) came while drivers worked on complex math and memory exercises.

AAA also urges all drivers to accept personal responsibility to be alert and attentive on the road. What in the real world of driving is even remotely similar to these tests? Strayer wondered the same thing. Then he recalled a new car he test-drove that included a system for buying movie tickets. “You’re not sure what’s playing, what times are available, what theaters,” he says. “You reserve your seat, give your credit card info—that entire series of operations is going to be at least a category 3, and it wouldn’t surprise me if some of those pushed into category 4.” All of this is happening while your eyes are on the road. But, as the phenomenon of “inattention blindness,” or the ability to miss something right in front of you, has shown, people who seem to be paying attention can be distracted. “Eyes off the road is a bad thing,” says Strayer. “It’s just that eyes on the road doesn’t mean it’s safe.” It’s the increasing availability and complexity of in-car technologies that prompted AAA to support Strayer’s work. Jake Nelson, AAA director of traffic safety and research, says these findings don’t warrant a call for a ban on voice-activated technology. “We simply want to say, hey, we’ve learned something new here that we want to sit down and talk about,” he says. AAA Identifies Motorist Breaking Point on Gas Prices in New Consumer Index Nearly two-thirds of consumers offset high gas prices with driving or lifestyle changes

H

alf of U.S. adults consider gas prices to be “too high” when it reaches $3.44 per gallon, indicating a potential breaking point on gas prices, according to a new consumer price index developed by AAA. Roughly two-thirds of Americans (62 percent) are offsetting high gas prices by changing their driving habits or lifestyle. It was not long ago that motorists were shocked to pay more than $3 per gallon for gasoline, but now that is standard at stations nationwide. Today’s average consumer feels a breaking point on high gas prices closer to $3.50 per gallon, and expensive prices have forced many motorists to change their driving habits. AAA’s gas price index tracks consumer attitudes by determining at what price the cost of gasoline becomes too high. The results from the open-ended survey demonstrate how attitudes can be expected to change as prices rise above significant milestones: •4 6 percent believe gas is too high when the price reaches $3.00 per gallon •6 1 percent believe gas is too high when the price reaches $3.50 per gallon

•9 0 percent believe gas is too high when the price reaches $4.00 per gallon It is possible there is a new normal in terms of consumer attitudes now that gas prices have remained above $3.00 per gallon for more than two years. Most people have resigned themselves to paying higher gas prices and are cutting back on driving, shopping and dining out to save money. Consumers report changing their driving habits or lifestyle in a number of ways to offset recent gas prices, including: •D riving less – 86 percent •R educing shopping or dining out – 71 percent •D riving a more fuel efficient car – 54 percent •D elaying major purchases – 53 percent •W orking closer to home – 39 percent •C arpooling – 33 percent •U sing public transportation more regularly – 15 percent •O ther – 18 percent

Younger consumers ages 18-34 are more likely to offset recent gas prices by working closer to home or using public transportation more regularly than adults ages 35 and up (48 percent vs. 35 percent and 25 percent vs. 10 percent, respectively). These results could suggest a generational shift in terms of attitudes towards driving, but it is too early to say whether these attitudes would continue into the future. The national average has remained above $3.00 per gallon for 28 consecutive months. While the national average has not surpassed $4.00 per gallon since 2008, it is not uncommon for motorists living on the West Coast, in the Northeast and near the Great Lakes to pay more than $4.00 per gallon.

Most will tell you they want the extra miles of towing that it provides, up to 100 miles from the point of breakdown to whatever destination they choose. iling an insurance claim can seem like an overwhelming task, but it doesn’t have to be. The National Association of Insurance Commissioners has put together the following tips to help policyholders facilitate the process: • Know your policy - Your insurance policy is a contract between you and your insurance company. Know the terms of that contract, including what’s covered, what’s excluded and the amount of any deductibles. • File claims as soon as possible Call your agent or your insurer’s claims hotline as soon as possible. Your policy might require notification within a certain time frame. • Provide complete, correct information - Be certain to give your insurance company all the information they need. Incorrect or incomplete information will only cause a delay in processing your claim. • Keep copies of all correspondence - Write down information about your telephone and in-person contacts, including the date, name and title of the person you spoke with and what was said. Also, keep a record of your time and expenses. • Ask questions - If there is a disagreement about the claim settlement, ask the insurer for the specific language in the policy that explains the reason why the claim was settled in that manner. If this disagreement results in a claim denial, make sure you obtain a written letter explaining the reason for the denial and the specific policy language under which the claim is being denied. If you have a dispute with your insurer about the amount or terms of the claim settlement, you should contact your state insurance department for assistance.

• Make temporary repairs to protect property from further damage - Your auto/homeowners policy might require you to make temporary repairs. If possible, take photographs or video of the damage before making such repairs. Your policy should cover the cost of temporary repairs, so keep all receipts. Also, maintain any damaged personal property for the adjuster to inspect. • Don’t make permanent repairs An insurance company may deny a claim if you make permanent repairs before the damage has been inspected. • Try to determine what it will cost to repair your property before you meet with the claims adjuster - Provide the claims adjuster with records of any improvements you made to your property. Ask the claims adjuster for an itemized explanation of the claim settlement offer. • Don’t rush into a settlement - If the first offer made by an insurance company does not meet your expectations, be prepared to negotiate. 3rd Annual Safety Patrol AAA Announces 2013 Night at Coca-Cola Park Scholarship Recipients T

Emily Ghorm, FeFe, Ja-lon Perkins and Ferrous o honor and recognize the valuable contribution Safety Patrollers make in our local schools, AAA East Central sponsored the 3rd Annual Safety Patrol Night at Coca-Cola Park on Monday, May 20, 2013. The Safety Patrollers dedicate their time to guide and protect their fellow students while also fostering citizenship, students were recognized when they leadership skills and community each threw out a first pitch prior to the involvement. All the safety patrollers start of the game. Emily and Ja-lon were nominated who attended the baseball game wore their safety patrol belts and participated by their Safety Patrol Supervisors and in a pre-game parade around the field chosen based on several criteria with Lehigh Valley IronPigs mascots, including writing an essay entitled, “How Participating in My School Safety FeFe and Ferrous, leading the parade. Scholarships totaling $8,000 were awarded to Amy Bergey, Christopher Dock Mennonite High School, Lansdale and Quynh Mai Trinh, Souderton Area High School, Souderton. Bergey and Trinh have each been awarded a $4,000 scholarship to be given in $1,000 annual stipends for study at an accredited, four-year college or university. Bergey, daughter of David and Lori Bergey, was a member of the AAA School Safety Patrol at Sellersville Elementary School, the National Honor Society and the Sellersville. She was a member of the Principal’s Student Advisory Council. High school seniors who were National Honor Society and Debate Club, and held key positions in the members of their AAA School Safety Patrol in grade school are eligible to Campus Senate. North Montco Career Center Students Place Second in Pennsylvania State

Finals of Ford/AAA Student Auto Skills Competition

ichael Pastuszak and Austin Yoder, students at North Montco Career Center in Lansdale, PA, placed second in the Pennsylvania State Ford/ AAA Student Auto Skills competition. Both Pastuszak and Yoder will receive scholarships to pursue a career in the automotive service industry. Led by their instructor, William Kirkpatrick, the students competed for a chance at additional scholarship dollars and the opportunity to kick-start their automotive service careers through a job shadow program. Each year, the Ford/AAA Auto Skills competition brings together the best of the country’s future top automotive technicians. The competition is just one of the ways in which AAA and Ford demonstrate their commitment to the community and builds awareness of career opportunities in the automotive service industry. A record number of students, more than 13,000, took the written exam this February, kicking off the competition with strong momentum. North Montco Career Center earned a spot in the Pennsylvania finals by achieving one of the state’s top scores in the preliminary exam. In the Pennsylvania competition, the students represented their school in a race against the clock to correctly diagnose and repair intentionally installed “bugs” on identical Ford vehicles.

efore sending a son or daughter off to college with an automobile, AAA encourages parents to sit down with the child and discuss a plan for proper vehicle maintenance, as well as how to deal with unexpected problems when parental rescue is more than just a few minutes away.

Tires are one of the easiest components of a vehicle to maintain, but they are frequently overlooked until something goes wrong. Every student should have a tire pressure gauge in their vehicle, know where it is located, and understand how to use it properly. Tire pressures should be checked at least once a month when the tires are cold.
