Traffic deaths continued to decline in 2013 By Richard Hamilton Chairman, AAA East Central t may not feel like it on your morning commute, but our roadways have never been safer. Newly released statistics from the U.S. Department of Transportation reveal the number of passenger vehicle occupants dying in car crashes in 2013, fell to their lowest number on record. The downside is that 32,719 people still lost their lives on America’s roads, many of them needlessly. Over the past decade, traffic fatalities have plummeted 25 percent and much of the credit goes to better vehicle design, active safety technologies like electronic stability control (ESC), and advances in medical care that have made crash injuries more survivable. According to the Insurance Institute for Highway Safety, (IIHS) your chances of dying in a crash in a late-model vehicle have fallen by more than a third in just the last three years. High-tech collision avoidance and mitigation systems may be changing the way we drive, but seatbelts remain the single most effective occupant safety device. Among fatally injured passenger vehicle occupants in 2013, almost half (49 percent) were unrestrained. Thirty-four states experienced reductions in overall traffic fatalities, led by Ohio with 132 fewer fatalities, Kentucky with 108 fewer, and Pennsylvania with 102 fewer. These numbers reflect the longstanding efforts by AAA and a broad coalition of safety-driven individuals and organizations to inform the

Richard Hamilton public, and pass meaningful legislation such as impaired driving countermeasures, full implementation of graduated driver licensing systems and primary seatbelt requirements. Much progress has been made, but it only serves as a reminder of the magnitude of the problem that remains. On average, almost 90 people lose their lives each day — and more than 250 are injured every hour — due to factors like speeding, impaired driving, or not using child restraints. Too many drivers flout traffic and safety laws; the impact of legislation is often limited by specifics; and there remains an urgent need to improve our highway infrastructure and reduce congestion.

Impaired driving — especially by habitual offenders — remains a serious public health issue. While the number alcohol-impaired-driving fatalities decreased by 2.5 percent between 2012 and 2013, they still accounted for a staggering 31 percent of all traffic fatalities. The National Highway Traffic Safety Administration (NHTSA) estimates that in 2013, 3,154 people lost their lives and another 421,000 were injured in distraction-related crashes. Driver distraction diverts your eyes from the road, takes your hands off the wheel, and reduces your concentration on the task of driving. Text messaging can do all three simultaneously, which is why it’s so deadly. Beyond the terrible human tragedy are the enormous economic losses and emotional costs. The U.S. Department of Transportation’s most recent estimate pegs the annual economic cost of crashes at $277 billion dollars. These include medical, emergency and police services, property damage, lost productivity, and quality of life, among other things. A number of factors, such as state traffic laws, emergency trauma care, weather and topography influence traffic deaths and injuries, but perhaps none is more important than changing driver behavior and altering the current culture of complacency. No one should accept as inevitable, the fact that nearly 33,000 Americans will perish on our highways each year. Even one life lost is one too many.

A crash course in post-collision protocol Stay calm and follow these steps after an accident By Robin Jones ustin Lin’s first auto accident was, fortunately, a minor one. While waiting in line to leave the high school parking lot, Lin inched forward just a bit too far—and bumped the car in front of him. He motioned the other driver to the side of the parking lot, where they examined both cars for damage (they didn’t see any) and exchanged phone numbers. Then Lin handed his insurance card to the other driver, and she drove away with it. “I had no idea what to do,” says Lin, who was 16 at the time. “I just did what I’d heard other people say to do.” Lin’s inexperience may have caused him to skip a few steps in the post-accident protocol recommended by many insurers. But even veteran drivers can get frazzled and forget to record crucial information. Here’s a quick guide on what to do after a collision. 1. Assess the situation Before you do anything else, take a deep breath. Then ask yourself these questions. First: Are you injured? If you or anyone else is hurt, call 911 immediately. Second: Is your car operable? If so, drive to the side of the road or to a safe place so that you don’t block traffic and cause another accident. If your car is so badly damaged that it can’t be moved,

Third: Should you call the police? “It’s always a good idea to call 911 following an accident,” says Armando Garcia, community outreach officer for Santa Ana CHP. “However, if there are no injuries, only property damage, the parties involved can agree to just exchange information and leave the scene.” 2. Gather information Once you get to a safe place, and if you feel comfortable doing so,

start exchanging information. Get the names, driver’s license numbers, addresses, and phone numbers of any drivers involved. Record the color, make, model, year, license plate number, and registered owner for each vehicle, and get the names and phone numbers of any passengers or witnesses. Then, get the names and policy numbers of the drivers’ insurance companies. If it is more convenient, take photos on your phone capturing all the necessary information. Lastly, give the same information about yourself to

other drivers. Next, gather information about the accident scene. Sketch out the positions of the vehicles. Note the location, time, and weather and road conditions. Use your cell phone to photograph the scene and the cars involved, even if there’s no apparent damage. If the police come to the scene, write down the officers’ names, badge numbers, and jurisdiction, and ask them how your insurance company can get a copy of the police report, if one is filed. 3. Call your insurance company Determining fault is best left to an insurance professional, so don’t admit fault and call your insurance company as soon as possible, even from the accident scene. When you get home, write a detailed account of the collision and download the photos you took. This information will be useful during the claims process and could help if you end up involved in a court case.

Being TireWise won’t leave you feeling flat It’s good for your safety, your wallet and the planet

T

he choices you make when buying and maintaining your tires impact the fuel efficiency and safety of your vehicles. Making smart consumer choices when you purchase tires and maintaining your tires properly can cut fuel use, save you money at the pump, and reduce your carbon footprint. The U.S. Department of Transportation says proper tire maintenance combined with the use of low rolling resistance tires could save a driver up to $80 per year and avoid up to 560 pounds of carbon dioxide emissions annually. It’s what they call being “TireWise.” Being TireWise can help protect your safety. Every year, there are roughly 11,000 tire-related vehicle crashes in the U.S.—and about 200 people die in those crashes. Many could probably be prevented through proper tire maintenance—including tire inflation, balance, alignment, and rotation—and understanding tire labels, aging, recalls and complaints. Imagine pulling up to the pump and being able to slash nearly 10 cents off the price of a gallon of gas every time you fill up. According to the U.S. Department of Energy you can do that

just by properly inflating your tires. Correctly inflating your tires can save you as much as 9 cents per gallon of fuel, yet, only 19 percent of consumers take the time and effort to do so. That means as many as four out of five motorists are wasting money because of underinflated tires. Tires naturally lose air over time. Check your tire pressure at least once a month—including the tire pressure of your spare—and before any long road trip. Gauges at gas stations are often inaccurate, so use your own gauge. They cost only a few dollars and will ensure you’re getting the correct reading. To get an accurate tire pressure reading, measure tire pressure when the tires are “cold,” meaning that the vehicle has not been driven for at least three hours. Don’t wait until the “Tire Pressure Monitoring System (TPMS)” warning light goes on to check your tires. Installed on most new cars and light trucks since model year 2008, TPMS warns only when a tire is significantly underinflated — 25 percent or more below your vehicle manufacturer’s recommendation. The proper tire pressure for your

vehicle is usually found on a sticker in the driver’s side doorjamb or the glove box and in your owner’s manual. Do not use the maximum pressure printed on the tire’s sidewall. Rotating your tires can help to ensure that they wear at the same rate. Check your owner’s manual for information on how frequently the tires on your vehicle should be rotated and the best pattern for rotation. Regularly inspecting your tires for

cuts, bulges, uneven or worn tread. When the tread is worn down to 2/32 of an inch or less, the tires are not safe and should be replaced.

Going from nature to nurture on Hilton Head Island A quiet enclave for nature lovers, beachgoers and golfers

S

outh Carolina’s Low Country is an intriguing patchwork of swamps, floodplain forests, salt marshes and bays. Moss-draped live oak and cypress frame the meandering roads and rivers while isolated sea-islands characterize the coast. Located about 45 miles north of Savannah, and 90 miles south of Charleston, S.C., Hilton Head Island is shaped like a foot, measuring about 12 miles from toe to heel. Its “sole” is a wide expanse of beach that at low tide, extends some 600-feet to the water. This broad ribbon of sand is so firmly packed it’s perfect for jogging, volleyball, skittering about if you’re a crab or a sandpiper, and bike riding. The inlets and shoals around the island are wide, flat and warm and perfect for spotting shore birds and marine life. During the summer pods of bottlenose dolphins gather to feed along the shoreline. Occasionally, the dolphins herd schools of fish against a sand bar or mud bank to trap them in shallow water, a technique known as strand feeding. Marine life study and dolphinwatching excursions are available at several of the island’s public marinas and the Coastal Discovery Museum. With over 50 miles of paved paths biking is one of the island’s most popular activities. Hikers can cross the bridge to the Main Trail on Pinckney Island.

PICTURE PERFECT — The Harbour Town Lighthouse at the Sea Pines Plantation. This 3.5-mile trail is completely bordered by water and watched over by dolphins and alligators. Explore “nature’s living room” at the 605-acre Forest Preserve at Sea Pines Resort. Recognized by the Audubon Society as an important birding sanctuary, a maze of boardwalks lead to a 4,000 year-old Indian Shell Ring.

Visitors are often drawn to the traditions and culture of the Gullahs, descendants of African slaves who once worked the rice and cotton fields. Gullah storytelling, music cuisine, folk beliefs, and crafts, all bear strong influences from West and Central African cultures. Their unique dialect is a melodic blend of 17th and 18th century English and

African dialects. Golf has been a Low Country tradition since the first Scottish immigrants to South Carolina organized America’s first golf club in 1786. There are 24 championship courses located on the island, many of which consistently rank among the nation’s best. Hilton Head also plays host to the RBC Heritage Tournament, held each April at the Harbour Town Golf Links at the Sea Pines Plantation. Harbour Town is one of noted designer Pete Dye’s crown jewels and a favorite among PGA Tour pros. Modeled after Scotland’s great seaside courses, the long and twisting front nine requires placement of almost every shot. The back nine begins in the open but quickly retreats back to the small greens — a trademark of this course. The 452-yard finishing hole is framed against backdrop of the iconic Harbour Town Lighthouse. Visitors can climb to the top of the 93-foot structure for panoramic views of Calibogue Sound and Daufuskie Island.

SLS Vegas Hotel & Casino channels Rat Pack vibe Iconic Sahara Hotel gets a $415 million makeover

L

egend has it that the lights dimmed along the Strip the night Frank Sinatra went to the Big Casino. Sinatra worked his first gig at the Desert Inn in 1951, when it was little more than a glorified motel. Later Frank, Dino, Sammy, and the Rat Pack held court in the Moroccanthemed Sahara, where they filmed the 1960 version of Ocean’s 11. One wonders what the Chairman of the Board would make of today’s corporate-style Strip, with its theme park architecture and megaresorts. Hotel-casinos have morphed into fullblown attractions and faux foreign cities. Vegas now has more knockoffs than a Louis Vuitton handbag. Located on the Strip’s less traveled northern tip, just up the street from the now shuttered Fountainebleau, the Sahara was one of the last remaining “Rat Pack” era casino-hotels. Over the years it played host to entertainers like Louis Prima, Wayne Newton, Don Rickles, and Sonny & Cher. When it closed in 2011, it marked the end of a 59-year run. It reopened with a bang last August, with a massive fireworks display, following a three-year, $415 million renovation. Now rebranded as the SLS Vegas, gone are the camel lamps, the Casbar and the Congo Room. A complete makeover of the property’s three

of SLS Las Vegas’ 1,613 guest rooms, multi-concept restaurants and social atmospheres, with some help from rock star Lenny Kravitz, who created a collection of high-end suites. A slightly downsized casino features dramatic chandeliers, rich colors and an intimate vibe. The gaming area offers 790 of the latest slot and video poker machines, more than 70 classic

table games. Non-gaming revenues now account for two thirds of the Strip’s income and SLS made a decision to focus on dining, entertainment and retail options.
