What’s New? Disney World’s homage to the 1937 classic animated film “Snow White and the Seven Dwarfs” debuts this year! Drowsy drivers a factor in one of six fatal crashes By Richard Hamilton Chairman, AAA East Central ess than half of Americans say they get a good night’s sleep but the driver’s seat of your car is no place for a cat nap. Drowsy driving can be just as deadly as driving under the influence, but crashes are often under-reported due to the inherent difficulties of attributing crashes to sleepiness. Now a new report by the AAA Foundation for Traffic Safety offers some eye-opening conclusions. According to a survey of 2,035 motorists conducted as part of the AAA Foundation’s 2013 Traffic Safety Culture Index, more than a quarter of those polled (28.3 percent) admitted they drove despite being so tired that they had difficulty keeping their eyes open. An earlier study found two in five (41 percent) admitted they had “fallen asleep or nodded off” at least once while behind the wheel. Just like alcohol and drugs, fatigue impairs judgment, mood, reaction times and driving performance. Studies by the National Sleep Foundation indicate that being awake for more than 20 hours results in an impairment equal to a blood alcohol concentration (BAC) of 0.08%, the legal limit in all states. Although typically associated with long distance driving, fatigue can set in at any time. Contributing factors include emotional stress, illness, boredom and sun glare. Overeating, drinking alcoholic beverages, or riding in an overheated or very cold vehicle can compound the effects.

Richard Hamilton Sleep-related crashes are nearly twice as common among young people, who tend to stay up late, and sleep too little. Shift workers, those with untreated sleep disorders and commercial travelers are all at greater risk. Men are almost twice as likely to fall asleep at the wheel. Many of us tend to underestimate the negative effects associated with fatigue and sleep deprivation, or maybe we’re just too tired to recognize the symptoms. Unlike alcohol-related crashes, there are no blood, breath, or other objective tests for sleepiness. A recent analysis of National Highway Traffic Safety Administration crash data estimates that about one in six (16.5 percent) deadly crashes,

involve a driver who is drowsy. These numbers suggest that the impact on motor vehicle crashes has not been fully appreciated. AAA’s research and educational initiatives into drowsy driving began in 1993, as part of the AAA Foundation’s comprehensive “Wake Up!” campaign and this new report should serve as a wake up call. It also underscores the importance of educating drivers on the simple, yet effective measures they can take to prevent a possible tragedy. What can you do to prevent fatigue from making you another crash statistic? Start any trip by getting enough sleep the night before — at least seven hours. Schedule a break every two hours or every 100 miles. If you can, have another person ride with you, who can share the driving. Learn to anticipate your circadian rhythms — or internal clocks — and avoid driving during your body’s natural downtime. Be on the alert for signs of sleepiness such as trouble keeping your eyes open, difficulty paying attention and drifting out of your lane. If you notice any of these danger signs, stop for a rest and if needed, a quick nap. Get some exercise — it helps you become more alert quickly — and for an extra boost, drink a caffeinated beverage. AAA urges all motorists to pay attention to these warning signals. Unfortunately, too many have adopted the “I’m tired, but I can make it” mentality, often at their peril or the peril of others. It’s time to put that notion to rest, once and for all.

Do you know how to handle an accident? What to do if you are involved in a car crash

ccording to The National Highway Transportation Safety Administration, there are more than six million U.S. motor vehicle crashes per year reported in the United States. The odds are that you’ll find yourself involved in a vehicle accident at some point in your life. Would you know what to do? Once the initial shock wears off and you’ve checked for injury, attempt to exit your vehicle. You might need to use a window if your door has been damaged. If your vehicle is drivable, move it to a public location. From there, you’ll be able to safely exit the vehicle and report the accident. Moving the vehicle is a good idea if there’s an immediate danger like being hit again on a busy interstate. Do keep in mind that some states require you to stay on the scene. In the event that your vehicle ends up in water, stay calm. You won’t be able to open the door due to the pressure from the water if the vehicle submerges. Take a deep breath and roll down the window to escape. If the electric windows won’t work, then break the window by hitting it with an object or kicking it. Dial 911 to report the crash. In most cases the dispatcher will automatically know your location using GPS technol-

Information will be collected and the officer will ask all the drivers what happened and record the account(s). Ask for the police report so that you can give it to your insurance carrier. Central Susquehanna Valley Transportation Project closer Thruway project funding included in transportation bill

n November, Governor Corbett signed into law a long-awaited and much debated transportation funding bill to address the thirtysix percent of our major roads rated in poor or mediocre condition and the forty-four percent of Pennsylvania bridges, with an average age of fifty years old, that are structurally deficient or functionally obsolete. The legislation will invest an additional $2.3 to $2.4 billion into the state’s roads and bridges by the fifth year of the plan. Included in the package is funding for the Central Susquehanna Valley Transportation Project (CSVT). After more than 40 years of planning, PennDOT is committing to completing design and construction of the entire CSVT project, which is estimated to cost $615 million (based on year of expenditure). The proposed project is a fourlane highway 13 miles long connecting Route 147 in Northumberland County, passing through Union County, to Routes 11/15 in Snyder County at the north end of the Selinsgrove Bypass. The northern section would cross the West Branch Susquehanna River on a new bridge and tie into Route 15 near Winfield. The CSVT, often referred to as the (future) Shamokin Dam Bypass, is one missing link for a four-lane, limited-access Route 15 corridor from I-86 in New York to I-81 at Harrisburg. Based on the current schedule,

PennDOT anticipates being able to open bids on the first of several construction contracts by late 2015. The entire project is estimated to be completed and opened to traffic by 2024. Completing the CSVT will improve safety, reduce congestion and by creating jobs, provide a much needed economic stimulus to the region. While the benefits of this project may be clear, other parts of the bill have resulted in some uncertainty, particularly as it relates changes to the Gas

Tax. The Gas Tax Pennsylvania motorists pay for a gallon of gas at the pump consists of two major components: a 12-cent Liquid Fuels tax and an Oil Company Franchise Tax (OCFT) which is a tax paid by the oil companies based on the wholesale price of gas. The new law completely eliminates the 12-cent Liquid Fuels tax. The Oil Company Franchise Tax has been based on the average price of gas in 1983 and capped at $1.25 a gallon. The new law removes the 1983 cap on the tax to reflect cur-

rent oil prices however the uncapping is phased in over 5 years —1/3 in 2014; 1/3 in 2015; 1/3 in 2017 — and is not fully implemented until 2017. The Governor’s Transportation Funding Advisory Commission estimated uncapping the OCFT would initially cost drivers an additional 42 cents per week, increasing to $1.94 weekly cost in the fifth year. Unlike some other states, Pennsylvania does not use income or sales taxes to fund roads and bridges. Fuel taxes provide the majority of funding for roads and bridges and state police highway patrol. Consider the cost to motorists if funding was not available to repair roads and bridges and make safety improvements to our roadways. AAA’s concern for safety was a major consideration for supporting additional highway funding. A study by the Pacific Institute for Research and Evaluation concluded that deficient roadway conditions are a factor in 53 percent of deaths resulting from motor vehicle crashes each year. According to a report by The Road Information Program, driving on deficient roads costs Pennsylvania motorists $9.4 billion per year in the form of extra operating costs, lost time and fuel due to congestion-related delays. Clearly, the cost of doing nothing to address our deficient roads and bridges is significantly higher.

yrtle Beach isn’t just about the beach anymore. It’s a family-friendly mash-up of sun, sea, golf, and eye-popping attractions, all served up with a side order of Southern hospitality. Located at the hub of South Carolina’s Grand Strand, Myrtle Beach presides over a pristine 60-mile ribbon of coastline that stretches from Little River to Pawleys Island, along the South Carolina coast. How to be a “roll model” on your winter vacation Avoid all the heavy lifting from excess baggage

ravel during peak vacation times can mean long lines and hurried sprints through sprawling terminals. It also can mean neck, wrist, back and shoulder pain, and even injury, from carrying and lifting heavy luggage. Most of us bring more than we need when we travel, and end up having to lift and carry luggage that is unnecessarily heavy. With so many airlines charging fees for excess baggage, the old traveler’s axiom “pack your bags, then take out half” has never been more apt. It’s also much safer. In fact, according to the U.S. Consumer Product Safety Commission (CPSC), there were 53,790 luggage-related injuries in 2012. “Travel can be uniquely stressful and physically taxing, especially when transporting heavy and cumbersome luggage,” said orthopaedic surgeon and American Academy of Orthopaedic Surgeons (AAOS) spokesperson Warner L. Pinchback, MD. ”To ensure that you arrive at your destination free from pain, it’s important to know how to optimally choose, pack, carry and lift your luggage.” To avoid luggage-related injury and pain, AAOS offers the following safety tips: • When purchasing new luggage, look for a sturdy, light piece with wheels and a handle.

HEAVY LIFTING — More than 50,000 people were treated for injuries related to luggage in 2012.

Pack lightly. When possible, pack items in a few smaller bags instead of one large luggage piece. Many airlines restrict carry-on luggage weighing more than 40 pounds. When lifting luggage onto a platform or into a car trunk, stand alongside of it, bend at your knees, not your waist, lift with your leg muscles, then grasp the handle and straighten up. Once you have lifted your luggage, hold it close to your body. When placing luggage in an overhead compartment, first lift it onto the top •

of the seat. Then, place your hands on the left and right sides of the suitcase and lift it up. If your luggage has wheels, make sure the wheel-side is set in the compartment first. Once wheels are inside, put one hand atop the luggage and push it to the back of the compartment. Do not twist your body when lifting and carrying luggage. Instead, point your toes in the direction you are headed, and then turn your entire body in that direction. Don’t rush when lifting or carrying a

suitcase. If it is too heavy or an awkward shape, get help. Do not carry heavier pieces of luggage for long periods of time. If it is too heavy, make sure to check luggage when traveling rather than carrying it on a plane, train or bus. If you use using a backpack, make sure it has two padded and adjustable shoulder straps. Choose one with several compartments to secure varioussized items. Slinging a backpack over one shoulder does not allow weight to be distributed evenly, which can cause muscle strain. Carry – don’t drag – your luggage when climbing the stairs. DON’T TAKE IT WITH YOU

• Plan ahead so you pack exactly what you need and nothing extra. • The larger the bag, the more weight it will hold, putting you at greater risk for injury. • Pack at least a day in advance so you have time to edit down and still have what you need and want. • Weigh each packed bag on your bathroom scale before leaving for the airport and lighten the load to less than 40 pounds • The chances of injury are even greater when a person has been sitting still for a long period of time (as when on a plane).
