Welcome to MEMC17! We are very excited to welcome you to the IXth Mediterranean Emergency Medicine Congress (MEMC), jointly organized by the American Academy of Emergency Medicine (AAEM), the Global Research on Acute Conditions Team (GREAT), and the Mediterranean Academy of Emergency Medicine (MAEM), to be held in Lisbon, Portugal on 6-10 September 2017. As board-certified emergency physicians, we have a deep commitment to the global development of our specialty, and to the consistent support of emergency medicine pioneers and leaders around the Mediterranean basin. We endorse the standards of workplace fairness, residency training, and lifelong education in emergency medicine, and the right of all emergency patients to access equitable care based on best practices. We support the efforts of our colleagues in countries where emergency medicine is not yet a recognized specialty to develop an evidence based knowledge and skill set in emergency care. MEMC-GREAT 2017 is an opportunity to share the very best practices from high resource countries with mature systems, countries which have recently succeeded in achieving specialty status for EM, and low resource countries where dedicated professionals have created systems to deliver the highest possible level of care, even in austere environments. We all have so much to learn from each other! Many of the MEMC-GREAT 2017 plenary and concurrent sessions cover important aspects of emergency medicine including recognition and treatment of acute cardiologic conditions, critical care, basic and advanced ultrasound, immigrant and refugee health, lessons learned from tactical and military medicine, current trends in trauma resuscitation, updates in toxicology, development of prehospital care systems, and so much more. The major track speakers are leaders in their respective fields and will motivate you to change your practice in ways that will improve patient outcomes and enhance professional satisfaction, making positive changes in our communities. The Journal of Emergency Medicine (JEM) and is sponsoring a poster and oral abstract competition. The 50 abstracts receiving the highest scores as determined by the Abstract Review Committee, will be published in JEM and the Western Journal of Emergency Medicine. The primary authors of the top three scoring abstracts will each deliver a ten minute oral presentation during the Opening Ceremony. The joint Congress embraces a true multinational collaboration of teaching and learning, based on the belief that every emergency care practitioner has knowledge and experience that will benefit all of us. Our focus is to move away from a uni-centric practice model towards a model of best practices that embraces genuine cultural competency, diversity, and respect for the variety of resource availability that characterizes the true practice of emergency medicine on a global scale. Our curriculum is impactful to both new and seasoned physicians, residents and medical students; as well as nurses, researchers and scientists, pharmacists, nutritionists, and anyone involved in the delivery of emergency care. We are delighted to welcome you to MEMC-GREAT 2017 in Lisbon, Portugal and invite you to explore all that this historic city and its surrounding areas have to offer. Lisbon is renowned for its celebration of history and culture. Organizing Societies American Academy of Emergency Medicine (AAEM) The American Academy of Emergency Medicine (AAEM) is a non-profit democratic organization of 8,000 members. The Academy supports the establishment and recognition of emergency medicine internationally as an independent specialty and is committed to its role in the advancement of emergency medicine worldwide. AAEM has been co-sponsoring international meetings for many years promoting the specialty of emergency medicine and offering a wonderful opportunity for academic and scientific exchange. AAEM is also partnering internationally to offer academic and scientific exchange across the world. AAEM entered in to a 10-year agreement with the Sociedad Argentina de Emergencias (SAE) in offering a jointly sponsored biennial meeting of the Inter-American Emergency Medicine Congress (IAEMC). In 2012, AAEM and the Korean Society of Emergency Medicine (KSEM) held the first PanPacific Emergency Medicine Congress (PEMC) in Seoul, South Korea. GREAT Network The GREAT Association is an International Network of multidisciplinary experts operating in the management of acute clinical conditions in the field of emergency medicine and critical care. The aim of the Network is to build a new way in doing research through the concept of translational medicine. This is the emerging view of medical practice and interventional epidemiology. It integrates research inputs from basic sciences and political sciences to optimize both patient care and preventive measures which may extend beyond the provision of health care services. Moreover, one of the main objectives of GREAT Association is to standardize the clinical and organizational system approach in acute conditions disease management all over the world, with the concept of globalization medicine. The GREAT International Network is devoted to the following objectives: • Teaching to young doctors to develop competencies to recognise and manage acute ill patients • Encouraging young doctors on doing research on acute conditions through the concept of Translational Medicine • Standardizing the clinical and organizational system approach in acute conditions disease management all over the world, with the concept of globalization medicine • Cooperating with the National Health Commissions — to adopt standards for the management of acute conditions • Carrying out clinical trials relating to acute diseases

Mediterranean Academy of Emergency Medicine (MAEM) The Mediterranean Academy of Emergency Medicine was established in 2014 for the purpose of promoting, securing and protecting excellence and integrity of emergency medicine in the Mediterranean region. Its mission encompasses the practice and management of emergency medicine as well its education, training, and research. MAEM defines the Mediterranean region as any country or region contiguous with the Mediterranean basin. This includes all Europe, Turkey, Israel, and the Black, Adriatic and Aegean Seas, and the Arab North African and Middle Eastern Countries. Currently, MAEM is currently incorporated through AAEM as an international regional chapter of AAEM. This multinational chapter has already begun its activities and establishing itself in the Mediterranean basin. This includes educational planning and executing activities such as congresses, national conferences and seminars, multinational leadership meetings. Over the next three to five years, MAEM will be incorporating itself and selecting its base and operations in countries around the “Big Blue.”

General Congress Information Abstracts

Certificates

We are able to accommodate approximately 140 oral presentations in Lisbon this year. Also, 221 posters and case reports were submitted for consideration.

All delegates will receive a certificate of attendance with their registration materials. Certificate of Oral Presentation and Certificates of Poster Presentation will be available at the registration desk upon request.

Abstract Number Abstracts presented in oral abstract sessions are numbered according to each session. Please see the scientific program for full details. Abstracts presented as a poster are assigned numbers based on the day presented and the time of their display in the poster hall. 1=Friday, 2=Saturday, 3=Sunday. A= morning display, P=afternoon display. For example, a poster number of 2A-85 indicates that the abstract will be presented as a poster on the morning of Saturday, 9 September.

Abstract Publication The top 50 abstracts submitted for an oral presentation that received the highest review scores, as determined by the Abstract Review Committee, will be published. The Journal of Emergency Medicine (JEM) and the Western Journal of Emergency Medicine (WestJEM) will publish the top oral abstracts that receive the highest review scores, as determined by the MEMCGREAT 2017 Abstract Review Committee.

Top Scoring Abstract Recognition The top three scoring oral abstracts will have the opportunity to present for ten minutes each during the Opening Ceremony held on Thursday, 7 September from 17:15-17:33. The top poster abstracts will be recognized on Sunday, 10 September at 12:15 in the foyer area of the Conference Centre.

Badges Admission to the MEMC-GREAT 2017 Joint Congresses is reserved for meeting delegates only. Delegates receive a name badge with their registration materials. Badges should be worn at all times, as they encourage networking and will be used to control access into all MEMC-GREAT sessions and activities.

Dates The Congress will officially open on Friday, 8 September. PreCongress courses are scheduled on Wednesday, 6 September and Thursday, 7 September. The Opening Ceremony will take place on Thursday, 7 September. The Congress will close on Sunday, 10 September at 18:00.

Language The official language of MEMC-GREAT 2017 is English.

When planning activities, the AAEM Education Committee uses the 2016 Model of the Clinical Practice of Emergency Medicine to determine the education needs of the emergency physicians attending the Congress. The Model of the Clinical Practice of Emergency Medicine details the core content of emergency medicine and undergoes an on-going review.

Target Audience This activity is designed for providers engaged in the practice of emergency medicine who are seeking the most current information in the field, presented at a skill level appropriate to the education needs of the emergency physician.

ACGME Competency Index To contribute to the development of our members as lifelong learners and enhance the effectiveness of the CME activities it provides, AAEM uses the six competencies defined by the Accreditation Council for Graduate Medical Education (ACGME) to guide its educational programming decisions. Keynote Speaker Prof. Lee A. Wallis, MBChB MD FCEM Thursday, 7 September Advancing Emergency Care Systems Professor Lee Alan Wallis is Head of Emergency Medicine for the Western Cape Government, and Professor and Head of the Division of Emergency Medicine at the University of Cape Town and also at Stellenbosch University. After graduating MB ChB from Edinburgh University in 1993, he undertook his training in the Royal Navy. He moved to Cape Town in January 2002, then completed his qualification as a Fellow of the College of Emergency Medicine (London) in 2003, and graduated his MD in paediatric disaster triage in 2006. In the Western Cape, he is responsible for clinical governance for the provincial EMS system and 40 hospital Emergency Centres, and has led the re-design of 10 new Emergency Centres. His division comprises undergraduate medical students, 48 speciality registrars, 100 Masters and 25 PhD students. He was President of the African Federation for Emergency Medicine from 2009-2016. He is Editor in Chief of the African Journal of Emergency Medicine, and has authored several book chapters and over 130 journal articles. He edited the Oxford University Press AFEM handbook of Acute and Emergency Care, has been involved in the development of emergency care systems in several Africa countries, and consults widely for academic institutions and governments in the region. Lee took over as president of the International Federation for Emergency Medicine in April 2016.
