New unitary authorities plan spells the end of our county, district and borough councils

Our local councils are facing up to the near-certainty of substantial reorganisation under the new Labour Government.

At present, Hertfordshire is what is known as a two-tier area, with a county council responsible for major strategic services including highways, transport, social services and education, while tier two is made up of 10 district or borough councils, such as East Herts and Broxbourne. These provide different services including refuse collection, council tax collection, parks and parking.

But the Government’s English Devolution White Paper, which was published last month, outlined plans to completely reorganise local government to support its intention to devolve more powers from Westminster to local areas.

The White Paper envisages that all two-tier areas, including Hertfordshire, will be reorganised into unitary authorities each serving around 500,000 people.

These unitary authorities would then be expected to work together on larger strategic issues in ‘combined authorities’ as well. No timescale has been set but the Government is writing to local councils to ask them to develop proposals for change.

The White Paper says it will en-

force change if it cannot be agreed locally.

Hertfordshire currently has around 1.2million residents so if the Government’s guidelines are interpreted literally, it is possible that Hertfordshire in its current form would be split into two unitary authorities with some border areas hived off.

In this area, one scenario would see the current East Herts, Broxbourne, Welwyn-Hatfield, Stevenage and North Herts councils effectively combined into one unitary authority.

Interestingly, these five councils, together with Hertfordshire County Council, are currently seeking the public’s views on their joint plans for the future strategic growth of north, east and central Hertfordshire. Never mind the potholes, our roads are better than most...

Genuine ‘news’ should be something that surprises you – so a report from the Department of Transport that proclaims Hertfordshire’s roads to be in good shape might come as a surprise to those of us that have dubbed the county ‘Potholeshire’ in recent years.

But a report published on 17th December by the DfT into road conditions across England for the year ending March 2024 has shown

that Hertfordshire’s A, B and C roads are in better condition than the national average.

The report says the percentage of roads needing maintenance across England was 4% of A roads, 7% of B roads and 17% of unclassified roads.

In Herts, the figures were 3%, 4% and 18% respectively. The state of the roads had led Hertfordshire County Council to

commit an additional £36.9million in funding above the core highways budget between 2021/22 and 2024/25.

This funding has been used on projects including surfacing and potholes, drainage and routine maintenance, something much needed after the wet and cold weather of the last few years made the task of maintaining the county’s roads more challenging.

Thefts of high value cars soar in Broxbourne

Vehicle thefts in Broxbourne rose by 46 per cent last year as thieves targeted high value cars with keyless entry systems.

The news has led Hertfordshire Constabulary to advise drivers to make sure their cars are secure.

Across the county, thefts of vehicles rose by 11 per cent between 1st April and 2nd December compared with the same period in 2023. The biggest increases came in North Herts (54 per cent) and Broxbourne. Thefts in East Herts, however, were down six per cent. More than half the vehicles stolen were keyless entry, many of them high value models, which in most cases were stolen overnight or during the evening.

DCI Luke Whinnett, from the Local Policing Command, said: “Keyless entry vehicles have been a major target over the last few years. Many of the vehicles stolen have been targeted by organised crime gangs who steal higher value vehicles to ship them overseas.

“There are some very easy steps you can take to help keep your vehicle more secure, such as using a good quality steering wheel lock. If you have a keyless entry vehicle, use a signal blocking fob pouch (Faraday bag) and store any spare fobs/keys in a metal box when not in use, so that criminals can’t use signal relay devices to unlock and start your vehicle remotely.”

Mercedes targeted in key scam Meanwhile, motorists in East Herts have been warned to be on their guard after a recent scam led to drivers having their vehicles stolen. Hertfordshire Constabulary received a number of reports from East Herts and Dacorum borough from owners trying to sell their vehicles through various online selling sites who ended up having them stolen.

Detective Sergeant Chris Dale, from Hertfordshire Constabulary’s Specialist Investigation Team, explained: “The offenders are turning up to view the vehicles for sale, mostly Mercedes, and then completing a key swap. The victims have been led to believe that they still retain the original or spare key, and the offenders have arranged to make an offer the following day. However, the offenders then return later and use the stolen key to steal the vehicle.”

Vic retires from Mudlarks

One of the most inspirational leaders in Hertfordshire has announced her retirement from the charity she founded and has led with great distinction for almost 20 years.

Victoria Broscomb, known to all as Vic, founded Mudlarks in Hertford, which supports adults with learning disabilities and mental health concerns at both its allotments in the town and its vegetarian café in Fore Street.

Vic said: “I have truly loved my time at Mudlarks and while I will miss it dearly, I am ready to start a

new exciting chapter in my life. We have the most fantastic community and I am so proud of everyone –our gardeners, café staff, the forest school and all our volunteers.

“The most dedicated and hardworking team leads Mudlarks, enhancing the lives of individuals with learning disabilities, autistic people and those with mental health needs. I wish Mudlarks continued success in creating joyful opportunities for the people we support and I’m sure it will continue to grow and develop.”

Andy Prophet set to be Hertfordshire’s new Chief Constable

Hertfordshire Police and Crime

Commissioner Jonathan AshEdwards has announced Andy Prophet as his preferred candidate to be the new Chief Constable of Hertfordshire.

Mr Prophet is currently Deputy Chief Constable in neighbouring Essex Police and is the national policing lead on tackling anti-social behaviour.

The decision follows an extensive recruitment process over the past four months after the current Chief Constable Charlie Hall announced his retirement. The final appointment was subject to a confirmation

meeting of the Hertfordshire Police and Crime Panel on 19th December as is statutorily required, as well as satisfactory vetting checks.

Hertfordshire Police and Crime Commissioner Jonathan AshEdwards said: “I am delighted to have selected Andy Prophet as my preferred candidate to be Hertfordshire’s next Chief Constable.

“We had a very strong calibre of applicants for the role which is crucial to ensuring that Hertfordshire remains a safe county and the public is provided with a good service by the Constabulary.

“Mr Prophet has already made an

excellent contribution to policing in his current roles and, throughout the process, demonstrated the qualities that I was looking for in the new Chief Constable. I look forward to him bringing his expertise and leadership to Hertfordshire.”

Mr Prophet said: “It is an honour to have been chosen by the Police and Crime Commissioner as his preferred candidate for Chief Constable of Hertfordshire. ”

Mr Prophet will take up the Chief Constable role early in the New Year subject to vetting and confirmation by the Police and Crime Panel.

Harvey Centre purchase a big success, says Harlow Council

The council bought the 450,000 sq ft shopping centre for £21million in December 2022 to support its ambitions to regenerate the town centre. The centre is now returning a healthy revenue and profit which is ploughed back into supporting council services and is helping the authority maintain a strong financial position. It also means the council can now turn its attention to upgrading the centre, with plans due to be announced shortly.

Since January 2023, 30 lease agreements have been completed including retaining existing tenants Tesco, Starbucks and Deichmann whilst securing new tenants such as Trespass, Specsavers and ShoeZone. The centre is also home to major brands such as Primark,

Poundland, Superdrug, Iceland, The Works and Clintons. Space has also been provided to support local businesses and several local charities have been provided space on the first and ground floor including Harlow Foodbank, Harlow Centre Open Road and Phoenix Resource Centre.

Cllr Dan Swords, leader of Harlow Council, said: “The Harvey Centre purchase is a success story for the town and the council as it is massively outperforming all the projections which went into its purchase.”

Swimming pools set to close after late hope

Hopes that two swimming pools in East Herts might win a last-minute reprieve from closure looked to be unfounded as Axis went to print before Christmas.

East Herts Council had announced at the end of October that both Fanshawe Pool and Gym in Ware and Leventhorpe Pool in Sawbridgeworth would close after 22nd December due to the withdrawal of government funding from the Department for Education that had helped subsidise their operation. Both pools are owned by the schools on whose sites they sit, Chauncy in Ware and Leventhorpe in Sawbridgeworth. But they were part-funded by the schools, Hertfordshire County Council, East Herts Council – and the DfE. As a result, they were open to the public as part of East Herts Council’s leisure centre portfolio and were operated by Everyone Active

on behalf of the council.

At the end of November, Hertford and Stortford’s new Labour MP Josh Dean had suggested the county council would be able to apply for ‘exceptional circumstances’ funding for 2025/26 from the Government to keep the pools open for a year. The Green Party-run Ware Town Council also tried to keep Fanshawe open. Its leader Cllr Thomas Day said the council offered to provide two years of funding of up to £120,000 a year to replace the DfE grant, which actually covered some 40 per cent of Fanshawe’s running costs, to buy time for a community-led solution to be found.

However, two surveys found that works costing £700,000 would be needed over the next five years; meaning that closure became inevitable.

Leventhorpe was also still due to close as Axis went to press.

Planning permission has been granted to turn the Grade 2 listed former Barclays bank building in Sawbridgeworth’s Knight Street into a live entertainment venue serving food and drink.

East Herts Council’s planning committee voted in favour of the plans at its meeting on Wednesday 4th December, despite objections from some residents and Sawbridgeworth Town Council.

The venue is expected to be mainly used to host stand-up comedy with occasional live band guest appearances. In a letter to the council during the planning process the applicant said the events were likely to be “held as ticketed events and are therefore more likely to be controlled and attract a more mature audience and not those wishing to attend a night club.”

New novel asks: ‘How far would you go to teach your annoying neighbours a lesson?’

Axis publisher releases his fourth book

How far would you go to teach an annoying neighbour who doesn’t understand how to behave considerately towards other people a lesson?

That is the question posed in The Pest Controller, the latest novel written by Axis co-publisher Aaron Gransby, which is out now. Having had to resign from his role as a solicitor following over-zealous support of some of his clients, The Pest Controller works in the manner of a private detective. He tackles cases brought to him by local people who are fed-up with the antisocial behaviour of others – the pests – and devises ingenious and appropriate ways to teach them a lesson, while unashamedly lining his own pockets at the same time. The cases in this first volume, which is set in Hertfordshire, feature noisy neighbours, drivers who flout parking regulations or drive the wrong way down one-way streets, over-ambitious local councillors

and reluctant recyclers.

Darkly humorous, the book moves easily from light to dark, featuring a tongue-in-cheek case about suburban swingers before taking aim at criminals and speculators who take advantage of the homeless and the housing crisis.

Meet local artists who are truly being put in the shop window

Since opening just over a year ago in late 2023, Donna Reeves’s unique shop and studio, & by Donna Reeves, in Ware has been making a name for itself, not only with its eclectic range of art, gifts and homewares but also for its unstinting support of local artists and makers.

Donna’s latest initiative is to literally put artists in the shop window – on a series of Saturdays she is clearing the window of her Baldock Street shop to make room for an artist to create in full view of everyone passing.

Donna explained: “I love the idea of turning a shop window into a living display of the creativity inside. I want to be able to showcase the range of artists we support and encourage the passer-by to stop, watch and step inside.”

Donna specialises in sourcing and selling art, fashion and items for the home. She picks and curates work from artists, creators and designers, both local and from across Europe, whose work is on sale alongside her own handmade ceramics and mosaics. She also runs workshops for people of all ages and experiences. Here are the artists confirmed for the shop window so far:

As we step in to 2025, I’m filled with optimism and a renewed sense of purpose for our vibrant community. Representing Hertford and Stortford is both a privilege and a responsibility I hold close to my heart, and I’m excited to continue championing the issues that matter most to you.

As we enter the new year, I continue to be focused on building a future where our towns and villages thrive. My priority continues to be to make Hertford and Stortford an even better place to live, work and learn. From supporting local businesses to enhancing community services, I’m committed to making sure everyone feels the benefits of growth and prosperity.

Christmas creativity

One moment that has stayed with me over Christmas and New Year is the incredible creativity shown by the children who took part in our annual Christmas card competition. The winning design, created by Margot Phillips-Ladd, a talented young artist from Morgans Primary School, beautifully captured the warmth and festive spirit of our community. Seeing her artwork proudly displayed on cards sent across Hertford and Stortford, as

well as to the Prime Minister and His Majesty the King, reminded me how much promise and talent we have here, and it renewed my determination to create opportunities for the next generation to shine. Education and healthcare are at the heart of a thriving community, and I’m determined to support our local schools and healthcare providers. The incredible work I’ve witnessed during visits to schools and facilities like St Elizabeth’s SEND centre in Much Hadham inspires me daily. I’ll be visiting your local school very soon, and I look forward to meeting the next generation of home-grown talent. Together, we will ensure every child has the skills they need for life and every resident has the care they deserve.

Looking ahead, I’m particularly excited about plans to increase youth engagement. Our young people are bursting with talent, energy, and ideas, and I want to ensure they have the platform to shape their future here in Hertford and Stortford. From supporting local sports teams to expanding cultural initiatives, I want to see opportunities in our community that inspire and empower.

Of course, none of this is possible without your voices. Every

conversation I’ve had in our towns, at local events and surgeries, or on your doorsteps has been a reminder of what makes our community so special: Our ability to come together, to support one another, and to find solutions that work for everyone.

My Best Small Business competition highlights the difference that local entrepreneurs make to life across the constituency

I was so pleased to end 2024 with the announcement of the winner of my Best Small Business Competition.

Since my election, I’ve been determined to champion entrepreneurship in every part of the constituency.

In the autumn, I invited the public to think about which business they really valued in our community. Thirty excellent businesses were nominated, which were then put to a public vote. I was blown away by the thousands of you that took the time to back the business that meant the most to you, and it was great to see the businesses sharing the competition to make sure their customers got involved.

In the end, there could only be one winner – Lee Valley Dog Training School! Based in the Lee Valley Park near Broxbourne, the school trains dogs of all ages to improve their levels of obedience and to overcome behavioural issues. Expert trainers and business founders Charmaine and Winston have established a real family feeling amongst their customers, who learn new skills but can also connect socially with their fellow dog owners.

to see for myself the great work happening week in, week out in all weathers.

It was my pleasure to present a certificate and bottle of champagne, and to meet some very well-behaved dogs!

I would also like to congratulate two more superb businesses, Evya Cafe in Hoddesdon, and the Bridge Shop in Stanstead Abbotts, on finishing in 2nd and 3rd place.

Progress in Parliament

As we look ahead to the new year, I will be continuing to represent you on the issues you care about.

In my election campaign, I said I would be guided by six local priorities. As well as the problems you share with me every day, these remain my key focus as your Member of Parliament.

More needs to be done, and I’m looking forward to sharing further details on how I’m fighting for banking services in our town centres, easier access to healthcare, good jobs for local people, improved roads, enhanced flood prevention and better public services.

When Peter Cuffaro opened his estate agents in Stanstead Abbotts he had always intended it would play an integral part in the local community and now he is celebrating two years in business knowing that he has achieved that aim.

Peter and his team have great reviews online praising the service they provide to local people buying, selling and renting their properties, and the care and attention to detail that is obvious in their professional work is also notable in the work they do for the community.

Right from the start, Peter was keen to support both local schools and families in the area who needed some extra support, by setting up an online wellbeing hub and distributing Easter eggs to local schools.

And in this second year, Peter and the team have raised a fantastic £3,000 for The HABS Family Support Team, a Broxbourne-based organisation that

carries out incredibly important work with local schools across Hertfordshire to directly support children and improve the lives of both them and their families.

They have also continued their ongoing support of local primary schools St Andrew’s in Stanstead Abbotts and Cranborne in Hoddesdon.

Peter and his team are now looking forward to further building on their support of the local community as they enter their third year in business.

Over 50? Get fit and flexible the circus way

If you’re 50 or over and looking for a fun way to get fit this year where your motivation doesn’t wane (anyone who has ever joined a gym in January will know what we mean!), check out Generation Circus.

The not-for-profit organisation has been awarded £9,000 of National Lottery funding from Sport England enabling it to offer a year of free weekly classes for anyone over 50 to get fit circus-style.

They take place on Sundays between 11am and 12.15pm at Ware Drill Hall in Amwell End starting this month on 12th January.

Once registered you can attend every week or just when you can, with no commitment.

When you do, you’ll take part in a range of circus-inspired activities including mobility and fitness exercises, dance, object

manipulation such as juggling, hula hooping, staff spinning, poi twirling and flowersticks, along with partner acrobalance and yoga.

It doesn’t matter how old, flexible or coordinated you are –every activity has modifications and different progressions so everyone can get what they need from the class in a fun, non-competitive, social environment.

Aerial circus classes for adults

Generation Circus is a community circus founded by mother and daughter team Emma Taylor and Maisy Taylor who both have long backgrounds in circus and a passion for participatory and social circus.

Specialising in aerial, the organisation holds a number of other classes and workshops at Ware Drill Hall including, in 2025, adult aerial classes on Sunday afternoons where anyone from the age of 15 to 100 can learn static trapeze, ropes and silks skills. These classes, which cost £12 each or £62 for six, are suitable for anyone (you don’t need to be fit, bendy or strong!) including total beginners.

Circus skills for children and teenagers

For children and teenagers, Generation Youth Circus runs on Tuesday evenings during term time from 4.30pm to 5.45pm for six to ten-year-olds and 5.45pm to 7pm for ten to 17–year-olds.

Participants learn aerial circus skills like trapeze, rope and silks, along with ground-based circus, and circus performance – with a special performance put on for friends and family at the end of each term for those wanting to take part.

Generation Youth Circus is ideal both for anyone aspiring to a career in circus as well as young people simply looking to take part in a fun activity. The cost is £100 for 12/13 weeks.

In the depths of winter, Myddelton House’s snowdrop sale stirs thoughts of Spring

The Ultimate Snowdrop Sale returns to Myddelton House Gardens in Enfield this month, on Saturday 25th January. It’s an annual highlight for many a gardening enthusiast – not to mention Galanthophile (snowdrop fan) – and always attracts hundreds of gardeners and collectors from far and wide in anticipation of seeing and buying a range of beautiful and, in some cases, very rare varieties of the Galanthus bulb.

Snowdrops are heralded as one of the earlier harbingers of Spring and are delicate, bell-shaped winter flowers that bloom as early as January or February, defying the usual prevailing weather conditions. With a range of varieties that vary in height, flower size, shape, colouring, petal markings and price, there is something for every garden and every budget.

Prices at The Ultimate Snowdrop Sale will start from around £5, though the rarest variants could fetch hundreds or even thousands of pounds.

This year’s event also features a Snowdrop Lecture delivered by ‘Mr Snowdrop’ Joe Sharman, one of the UK’s leading breeders of snowdrops. How Manto’s has become Wormley’s shining Star

It was back in 2020 that restaurateur Ergin Manto bought The Old Star pub in Wormley, Broxbourne from Hertford-based brewer McMullen and Sons.

Now, five years later, Manto’s Meze Bar and Grill is a well-established name that regulars love for the quality of its authentic Turkish food. Ergin’s vision right from the start was to offer great food using the freshest ingredients prepared with love and care; his own background working in different sectors of the food industry having given him a solid grounding in the best way to prepare good food. He serves that food in a relaxed

and sophisticated atmosphere with the aim of making every diner feel comfortable and at home.

The menu is inspired by the variety of flavours found in traditional Turkish cuisine but with a modern twist, which can be experienced in a wide range of freshly prepared dishes from the kebab to mezes.

Taking inspiration from both his Turkish heritage and ancient Mediterranean cooking techniques, Manto’s provides a true taste of Ergin’s homeland. Manto’s offers a range of different menus, including lunch and dinner menus. The lunch menu is available

Monday to Friday from 12noon to 4pm with two courses for £14.50 per person. It offers a wide range of around a dozen dishes for both starter and main. The dinner menu is truly extensive, with a huge variety of dishes available, including all the Turkish and Mediterranean favourites you might expect.

Bottomless brunch

There is also a bottomless brunch menu which is served every day between 12noon and 4pm and features a two-course meal and two-hour unlimited Prosecco for just £34.95 per person. You can add unlimited cocktails for two hours for £25 per person as well.

There is a good choice of dishes on the set menu for both starter and main course and you can add a dessert for £4.95.

On Sundays there is a Sunday roast menu available from 12noon to 6pm that offers a choice of traditional roasts and some Turkish dishes. Manto’s is open seven days a week from 12noon to midnight, with the kitchen closing at 10pm. There is free car parking available on site.

Food award prompts businesses to promote healthier eating

A recent survey indicated that over 87 per cent of Hertfordshire residents want food outlets to include healthier options.

In response to this, Hertfordshire County Council has launched the Herts Responsible Food Award (HRFA), a new accreditation scheme that helps local food businesses make small, easy changes to run their business in a healthier and more sustainable way, without compromising quality or profit margins. Award-holders unlock exclusive benefits, including discounts from local wholesale food suppliers, access to free courses and business support from Hertfordshire Growth Hub. Membership of the free scheme also boosts business through free advertising and promotion.

High Leigh Conference Centre in Hoddesdon was the first business to receive a gold HRFA accreditation. Ewen Thomas, general manager at High Leigh, said: “It’s

a great initiative as it gives you a chance to see what you’re already doing and get the conversation going with staff and other businesses in the network on how to make improvements. I think a lot of people would be surprised at how easy it is.

“We’ve looked at what we’re putting into our foods, reducing fat where we can, taking away as many sugary things as possible. The food is lighter and not so fatty. I think it tastes better and our customers are telling us that they are enjoying it more too. We’re also making sugary drinks less prominent to encourage people to choose the alternatives.”

Hertfordshire County Council’s Executive Member for Public Health, Morris Bright MBE, added: “Changes can be as simple as switching to healthier cooking oils, reducing sugar and salt content and recycling food waste.

“I’d encourage all local cafés, restaurants, takeaways and

other eateries to join the scheme to support local health and the environment.”

The dinner menu features the very best pan-Asian cuisine, full of flavours and uniquely presented.

The menu includes caviar and oysters and a wide range of sushi rolls and sushi sashimi sets.

Examples from the menu include the No.14 Special Sushi Rolls such as the eight-piece Spicy Dynamite roll with salmon, surimi, avocado, cucumber, shredded filo pastry, kimchi dressing and spicy sauce for £17. Or you could opt for the 24K Golden Dragon Roll with eel, tempura shrimp and teriyaki at £20.

There is also a choice between three No.14 Sushi Sashimi sets, starting with Set One at £39 which includes two pieces of salmon nigiri, two of tuna nigiri, eight pieces of spicy dynamite roll

and six pieces of mixed maki. If you’re a meat-lover you can choose between a Wagyu burger, Wagyu sirloin steak, Koreangrilled chicken skewers or lamb chops. With expertly-mixed cocktails and a wine list that the knowledgeable sommeliers will guide you through, you are also guaranteed the best in drinks service. No.14 opens at 12noon. Nolaki is a high quality Turkish restaurant that has taken over the former Cock pub in Stansted Mountfitchet and transformed it into a stunning contemporary restaurant.
