Well, I'm back and I have to say Motorcycle Day at the Dome had a great turn out by riders and legislators. There were 38 Legislators, 7 Assistants, and 86 riders.

There were a lot of patches and I thank you all, the patch holders and independents alike. We saw everybody there talking to legislators. I would also like to express my appreciation to the Legislators who gave of their time to come have

lunch on the lawn with their constituents, from the house ; John Allen, Lela Alston, Sonny Borelli, Paul Boyer, Douglas Coleman, Lupe Contreras, Juan Carlos Escamilla, Karen Fann, Eddie Farnsworth, Rosanna Gabaldon, Sally Ann Gonzales, Rick Gray, Debbie Lesko, David Livingston, Justin Olson, Ethan Orr, Jamescita Peshlakai, Warren Petersen, Frank Pratt, Bob Robson, Macario Saldate, Carl Seel, Steve Smith, Bob Thorpe and Kelly Townsend, and from the Senate; Nancy Barto, Andy Biggs, Judy Burges, Olivia Cajero Bedford, Chester Crandell, Adam Driggs, Steve Farley, David Farnsworth, Katie Hobbs, John McComish, Barbara McGuire, and Rick Murphy.

Even though neither of the bills we intended to work on this year will be heard, we will start now to prepare for next year.

I would like to send out a special prayer for my friend Johnny D. Get well soon my friend we need knowledge and wisdom to continue the fight for our rights.

Hello Freedom Fighters,

A big THANK YOU to everyone who showed up at our State Capital for MOTORCYCLE DAY AT THE DOME (MDATD) on March 12th. The weather was awesome, about 60 bikes show up, and over 40 legislators came out to meet, greet and eat with us. The lobbyists said it was the best showing of legislators ever. A comment from my State Senator, John McComish, was that he really appreciated the lunch because he was strapped for time between meetings, and it was better food than they are usually offered. He also mentioned that our showing up is a big deal and helps make us “real” to them, a comment we’ve heard from other legislators before. Senator McComish told me he is not running for State Senate re-election, but instead running for Justice of the Peace in the Kyrene District. I offered to help endorse him when the time comes. He mentioned that State Rep. Jeff Dial is going to run for State Senate, in hopes of taking his place. In my conversation with Rep. Dial, I also offered him my assistance for his election campaign. This is how we make friends and build relationships with our legislators. We are much more likely to get an appointment and be taken seriously on our issues when we’ve got a positive track record with them.

I want to give Vic Grady, A.B.A.T.E. of Arizona Designated Lobbyist, a pat on the back for successfully coordinating his first Motorcycle Day at the Dome event. I know he kept good notes so it’ll be easier for him next year. THANK YOU VIC – JOB WELL DONE!

(AZ) SB1278, Police Officer Training Bill, this was our Anti-Motorcycle Discrimination bill, adding language to Peace Officers Training program that they couldn’t pull you over using the sole fact that you’re on a motorcycle or wear motorcycle-related paraphernalia as a basis for taking any law enforcement action against the person, includ-

ing arresting, searching or questioning the person without any other legal basis.

January 29, Dave Kopp, On Target Policy Advisors, LLC: “According to Senator Burges, we face an uphill climb this year. We had a hard time corralling cosponsors, and she’s been told by several legislators that they just don’t want to deal with this issue in an election year. Most of them see this as a bikers vs. cops thing, and they don’t want to be on the wrong side of that, especially if they’re facing a tight election. As a result, we may have a hard time even getting it out of committee this year.” Unfortunately, our bill was not assigned a committee and died. We’ll need more ammunition and political participation from our members/constituents if we hope to run it again next year.

I told my Senator and Representatives about a MDATD participant who was recently pulled over by DPS and when he asked why he was pulled over, the DPS officer told him “so you can go back and tell ”your people”, we’re going to be pulling you all over because you tried to pass an anti-motorcycle discrimination bill”. If you are involved in a traffic stop or interaction with L.E., you have the right to video or record the situation. It would be good for our case to have an exchange like that recorded. I noticed an HAMC member leaving MDATD wearing a small camera on the front of his helmet, good idea.

The US Senate is seeking to end the unfair practice of federally funded motorcycle-only roadside checkpoints, reports the Motorcycle Riders Foundation (MRF). Senator Jeanne Shaheen (D-NH) introduced legislation to prohibit the federal government from funding mandatory motorcycle-only roadside checkpoints. Joining her on the bill is Senator Ron Johnson, original cosponsors are Senators Joe Manchin (DWV) and Kelly Ayotte (R-NH). We

Mike Turngren took photos of the recent presentations. Jim continues to expand and improve the program and PowerPoint presentation. He will present report on MAP activity to the GOHS, as required. Designated Lobbyist – Vic Grady CDC activities regarding motorcycle safety: Vic shared a letter written by CDC Director to Representative Petri regarding his concerns that CDC designated motorcycle safety a public health issue and pronouncements impact motorcyclist freedom of choice.

MDATD: Preparations were reviewed. Vic has followed through with all the required preparations. He and Dee will be at the Capital for setup at approximately 7:00AM. Materials to be distributed at the event were inventoried and boxed for transport. Vic, MK and Mike are coordinating activities, including the ‘ride-in’ that will start from KMart.

Communications – Charity Stuart (absent 1/27-4/5/14) - Deferred ANNOUNCEMENTS: Upcoming RUNS/Events: 1. 3/15/14, 9-10 am sign in at Charlie’s Place-Glendale for Multi-club Vulture Mine Ride. MK plans to attend and will take white bandanas and membership applications along. 2. ABATE BOOTH: 4/4 – 4/6/14 Phoenix Bike Fest at Wild Horse Pass Hotel/Casino, Chandler - Mary K will organize a booth in Chandler. Materials needed for the event were identified and gathered. 3. ABATE BOOTH: 4/2 – 4/6/14 cycle Fest at West World, Scottsdale Vic will organize a booth there. He will contact Steve Musgrave to see if ABATE can share his booth. Materials needed for the event were identified and gathered. Packets for distribution at the event will be stuffed by membership at the next Phoenix/Shadow Mountain chapter meeting. OLD BUSINESS:

1. Topic: Run Coordinator Position Vacancy a. Discussion: There has been no response to announcement in the last Masterlink. Still looking. b. Action: Officers are encouraged to seek potential candidates. In the meantime all Officers will collaborate on runs and events. c. Person Responsible: All State Officers 2. MLL has offered to erect 40x60 canopy for the event. 10 tables and 60 chairs will be rented from a local source. The TBFS committee has worked hard to cut costs for the event. Committee continues to review potential bands. Next TBFS meeting 3/13 @ 6:30 PM at the State Office. b. Action: Ongoing c. Person Responsible: TBFS Committee

4. Topic: Masterlink a. Discussion: Cost cutting measures continue to be explored, while assuring quality of the publication is not compromised. Upon receiving many suggestions for improvement, MK suggested possible re-establishment of Masterlink committee.

Discussion: Tina emailed resignation from Membership position earlier this week. The group recognized the Membership job is difficult and very important to the life of the organization. Is now the time to consider returning membership duties back to Chapter Membership Officers? If that does occur, a written process must be developed to provide standardization among the Chapters. Tina must be commended for her efforts to maintain the State Membership along with thank you for her dedication to ABATE. The thank you must be public. Tina should be contacted as soon as possible to relieve her of her responsibilities and pick up any materials to be returned to the State Office. Motion: State President contact Tina that her resignation is accepted with wishes for improved health and a great thanks for her dedication to the organization was made by Mike Schneider; 2nd by Vic Grady. All in Favor: yes Action: An announcement regarding Tina’s resignation and thank you to her should be published in the next Masterlink. A separate announcement seeking a new State Membership Officer will be published in the next Masterlink. Person Responsible: MK will contact Tina and schedule a face-to-face meeting with her by 3/15/14. MK will create the announcements for publishing in the April Masterlink.

2. Topic: DPS and Public Safety Committee a. Discussion: DPS has little awareness regarding ABATE’s mission of motorcycle safety and awareness. This creates an opportunity for ABATE to increase our exposure among that group. Presenting the white bandana program to key members of the group would beneficial. Lyle Mann is the contact. b. Action: ABATE’s Safety Officer is the most appropriate representative to engage DPS and Public Safety Committee. Jim will write a letter to Mr. Mann introducing ABATE to the group, along with an explanation of the white bandana program. c. Person Responsible: Jim Silk, State Safety Officer

3. Topic: State Apparel and Merchandise a. Discussion: Universal ABATE merchandise is available for sale on the ABATE of Arizona website offered by Café Press. It is fine to buy merchandise for the site, but ABATE of Arizona does not get any profit from sales. MK sug-

gested we create ways to gain profit from sales of items on our website. ABATE of Arizona has resources to create a merchandise sales space on the state website. Several choices of items, such as shirts and hats were discussed. However, before we proceed a proposal should be developed regarding items and pricing. b. Action: Proposal regarding potential sale items and pricing will be developed in time for events such as TBFS. c. Person Responsible: Mike will develop proposal by 3/15/14.

4. Topic: ABATE record keeping a. Discussion: IRS and Arizona Corporation Commission requirements for non-profit record keeping have changes and compliance is more strongly enforced than in the past. The State Secretary has greater responsibility and accountability for compliance. All Chapters must also be in compliance with record keeping. Records should be kept in the State Office for ease of access should the organization get audited. b. Action: All State Officers and BOD members must be informed regarding compliance issues. It was suggested that communication to Chapters occur immediately. c. Person Responsible: Jean will send an email to all Officers and BOD members informing them of the compliance requirements with a request for hard copy records be presented to the State Office by BOD representatives at the next BOD meeting, April 2014, if not mailed prior to the meeting. (done 2/27/14) 5. Topic: Additional fund raising event for ABATE a. Discussion: To increase revenue, ABATE could hold a fund raising event at the American Italian Club. The Club Event Manager has indicated positive attitude regarding such an event. Perhaps it could occur in the fall. b. Action: Develop collaboration with AIAC Events Manager regarding the event. c. Mormon Lake Campground Due to the heavy monsoon rain season, ABATE of Arizona has changed the date for our Annual Fundraiser. Last year’s one inch of rain per day but a big damper on the attendance of the Event, so after 23 years we have moved the event to an earlier date. Please help by getting the word out. This event helps sustain ABATE of Arizona financially so we can help protect your motorcycling rights. Same great Party just a different date.

East Valley Chapter

On Sunday, February 23, 2014, East Valley Chapter members gathered in Mesa at the FOE building. Not as many members attended this time as compared to our last meeting, but it was still nice to get together with those who came, build camaraderie, and work toward our common goals.

Headed by Joe, we began our meeting in the customary fashion. Treasury, membership, safety, communications and PAC were all reported on and discussed informatively. Notably, East Valley members looked forward to helping the CMA with their annual fund raiser at Sunshine Acres Children’s Home. We talked about plans for setting up a booth at the Phoenix Bike Fest to be held at WildHorse Pass, April 4th through the 6th. This should be an effective membership and awareness drive for ABATE of AZ.

Additionally, We began to initiate plans for the Spaghetti Feed in June. We worked on our idea to run a monthly ABATE booth at Motorcycles On Main, held the first Friday of every month in downtown Mesa.

We learned more of the details regarding Too Broke For Sturgis as they are continuing to unfold. East Valley members plan to step up and do their collective part to make TBFS a success this year. The trick will be to stay within a restrictive budget while still providing a good time and making money.

As we head smack dab into the middle of Arizona’s riding season, with Bike Week and Phoenix Bike Fest fast approaching, and rides and biker charity events happening nearly every weekend for the next 6 or 7 months, let’s get out there and have fun, ride safe, and look out for each other. And let’s keep spreading the word about how to keep our way of life safe and free. Two Wheels, Brothers and Sisters.

High Country Chapter

Hello Brothers and Sisters.

At our February meeting we discussed our views on something that strikes a nerve in all of us. Where does the CDC (Center for Disease Control) get off on trying to mandate anything, that has nothing to do disease. The general consensus is leave highway rules and regulations to the Highway Dept. My personal view is, if the CDC thinks they need to wear helmets and pad thier sharp corners in thier office, then they should go right ahead. Maybe they will stop bumping thier heads and thinking about things that don't concern them. It was good to hear that Congressman Perry seems to be in our corner (unpadded of course). We were informed about a letter he wrote to the CDC stating that they need to leave it to the concern of the Highway Dept. RIGHT ON.

On a lighter note we began a discussion on the 10th Annual WILD IN THE WEEDS. We have locked in The Mods for Friday night, and Soulever for Saturday night. Both are rockin bands.

FARM BILL DETERS E15 Opponents of E15, such as motorcyclists whose vehicles are not approved to use fuel containing higher levels of ethanol, won a major victory on February 7, 2014 when President Barack Obama signed the Agricultural Act of 2014, with a provision removing subsidies for biofuel blending

We also spoke about a $500.00 Visa card for a raffle prize at $5.00 a ticket and this was voted in. Start getting that parts list together, $500.00 can buy a lot of them. I also spoke on the subject of a Bike Night. I was approached by one of our Business Members on this idea and we will work together to make this happen.

We had a guest speaker, Safety Officer of Yavapai Chapter ABATE Dan Lemond (aka 44 Dan). He spoke on the COIR (Coalition Of Independent Riders). His presentation was very informative, and he was able to sign up some of our members. Thank you 44Dan.

I would also like to thank Debra Beda. She had made a lot of phone calls just to remind members of our meeting. We had an excellent turn out. We signed up a couple of new members,and one of our expired Business Members renewed.

After our meeting, 14 bikes strong we rode south, down to Jake's Corner. While there, we presented the Manager Mark Daniels, with a plaque in appreciation for being a loyal Business Member. After

having lunch, we continued south to Punkin Center where we presented another appreciation plaque. We then began our journey back up the mountain to Payson, stopping at The Buffalo to present them with thier plaque.

While at The Buffalo we ran into Tim O'Reilly, Jimmy Page, and Joel Jackson, having lunch. They had gone for a ride and decided to visit. Three generations of ABATE Presidents, out for a putt the day before Presidents Day. Hmmm, imagine that. I really enjoyed our visit, although short, still very nice. I invited them to come up and join us for a ride some day. Keep wind in your face, sun on your back, fuel in the tank, and rubber on the road Brothers and Sisters. Enjoy life, get out and RIDE. Southern Arizona Chapter

The February meeting was held at the Kettle Restaurant on February 15th. The meeting started at 9:10 AM with the Pledge of Allegiance and Prayer for fallen Brothers & Sisters..

Officers Present were Coordinator Jim Butsback, Vice-Coordinator Don Boule, Treasurer Dawn Detelj, Safety Officer Jim DeYoung, Sgt. At Arms Robert Guenther. The minutes of last month’s meeting were approved.

The Treasurer’s report was read and approved.

Attendance was low as always seems to be the case when the 3rd Saturday of the month falls on the 15th or 16th. I guess when it is that early in the month it just sneaks up on everyone. The main items of discussion were our

pumps.

road clean up, which was held after the meeting. A group road down to Whetstone after the meeting and met up with John and a couple others who were already there. We spent about an hour collecting trash then retired to Buddy’s Bar to enjoy a lunch on the patio. Thanks to all that came out and helped. Next item was Motorcycle Day at the Dome. Everyone was encouraged to contact their State Reps & Senators to invite them out to the lawn for lunch that day. Even if you cannot attend contact them and let them know this is important to you. We will be meeting at the Waffle House at I-10 & Ina to ride up.

Details of the upcoming events for the Yuma Chapter Anniversary & Wild in the Weeds were discussed and members were encouraged to show support to the other Chapters if they can attend. Safety Officer Jim DeYoung discussed the importance of having a GOOD First Aid kit with you on your bike. He shared how having one came in very handy when he went down in a remote area. He passed out a handout that gave ideas for what should be carried and why. It also was also brought up that we should look into get some first aid kits and have them available at the meetings for those who wish to buy one. Jim said that he would contact the Red Cross and have info for the next meeting. Jim also expressed that everyone should get CPR training and Accident Scene Training. He would also check into CPR training.

Remember that this year Too Broke will be held in June to try and avoid the weather issues that have plagued us in the past. We will be receiving business card size handouts and flyers that we should have by next meeting. It is extremely important that we heavily promote TBFS. This is the main revenue source for ABATE of Arizona, and also a great time to recruit new members.

We agreed to once again have a raffle to help raise funds. We will get the tickets printed and distributed as soon as possible. We will draw the winners at TBFS at the Chapter camp area. If everyone gets behind this we can raise significant funds.

May is Motorcycle Awareness Month. The city of Tucson has been contact regarding a Proclamation declaring May Motorcycle Awareness Month. We hope to get it processed in time to have it presented to us at the City Council Meeting. This should be good PR for us.

We encourage all ABATE members to become more active and to join the MRF and AMA to stay on top of national issue that affect all riders. Also when talking to prospective members, remember that there is a Club membership available that includes 5 memberships.

Coast to Coast

The provision, tucked into page 735 of the 949-page farm bill, could make it more difficult for gasoline blended with higher concentrations of ethanol to find its way to rural areas, where demand for the fuel is greatest.

Blender pumps mix gasoline and ethanol for sale at gas stations, so restricting the grant money to purchase the pumps necessary to dispense E15 would greatly

deter its distribution. That, in turn, could make it more difficult for the United States to implement a program known as the Renewable Fuel Standard, or RFS, which mandates increasing amounts of biofuels like corn-based ethanol be blended into the nation's fuel supply.

Yavapai Chapter

Yavapai Chapter had our Annual Membership Ride March 9th. Whatta' Great Ride! 30 Riders showed up at Barefoot Bob's in Prescott Valley for the ride & the poker run. We rode to "The Trike Shop" in Dewey-Humboldt, who opened their doors especially for us! They have a Motorcycle Museum on site which is Very Cool. If you're ever up that way, it's Definitely worth the time to stop & see. From there, we stopped at The Gurley Street Pub, then The Bird Cage on Whiskey Row. They've dropped their "No Colors" policy so we were Happy to give them the business! We ended up at The Outpost back in Prescott Valley, who had a live band & drink specials for us, & were Really Glad to have us there! The "High Hand" was worth $100.00 & was won by JOURNEYMEN Chino Dave, who had a full house. He & his Lovely Better Half, Lori donated $50.00 back to ABATE & $50.00 to JOURNEYMEN M/C. We generated a LOT of interest in ABATE, & should see the fruits of this ride soon. Yuma Chapter

The Yuma chapter met on 11 February at 6:30 pm at the IHOP Restaurant to conduct our monthly business meeting. The meeting was called to order, guests were introduced, and normal reports were addressed.

Upcoming events were announced and discussed. The dates and location for Too Broke For Sturgis were announced, June 19-22 at Mormon Lake. Members were notified that Profiling Bill 1278 and the Day at the Dome was scheduled for 12 March 14, 2014 and all members were encouraged to attend this event. A request was made to notify members whose memberships had lapsed and request that they renew their memberships.

At this meeting we continued planning for the 2nd Annual Membership Drive (run) that will be held in Yuma on Saturday, 29 March 2014. Items discussed were run flyers, the start and end points, a mileage guess, door prizes, door prize tickets, biker games for some stops, and the route. Desert Oasis Ministries committed to cooking breakfast at the run start point. The ride committee agreed to meet again at SOHMC clubhouse on 27 February to finalize run plans. At the run meeting on the 27th all stops were finalized, as was the route. More door prizes were turned in and Bobby’s Territorial Harley Davidson Donated a $250 gift card for the run winner. The win for motorcycle and ATV owners, who risk damaging their machines and invalidating warranties by even inadvertently putting E15 in their tanks, follows a November move by the U.S. Environmental Protection Agency to reduce for the first time the amount of ethanol required to be blended into U.S. gasoline supplies. Ironically, the EPA proposed the cuts in part due to concerns over the lack of infrastructure, such as

MOTORCYCLE SALES INCREASE The Motorcycle Industry Council (MIC) has reported that annual motorcycle sales grew 1.4% in 2013. The 465,783 unit total represents a 6,485 increase from 2012.

The dual-purpose and off-road segments enjoyed the greatest percentage annual growth, with scooter sales declining in 2013.

On-Highway motorcycles sales tallied 324,691 for the year, a 2% increase from 2012. The On-Highway segment is by far the largest tracked by the MIC, and it includes all street-legal bikes excepting dual-sports and scooters. It recorded a 6,485 unit year-over-year (YOY) increase. The smallest volume segment, Dual, reported the largest YOY percentage increase at 7.8%. The Dual category includes small street-legal dual-sports as well as popular Adventure bikes. The yearly total for this market was 32,979 for a 2,387 unit increase in 2013.

bly owns a motorcycle. But in some states your odds are better than others, and when you compare statewide motorcycle registrations with population figures, you might be surprised where some states stand in the rankings.

Off-Highway motorcycle sales grew 5.7% for the year. The annual total of 73,371 represents a 3,976 unit boost from last year. The near 4000-unit gain comes despite a slow finish in 2013, recording a YOY decrease of 1,025 units in December.

For example, Iowa comes in third with 18 people for every motorcycle, more than double the national average. In 2011 the state had 173,929 motorcycles registered, and a population of just over three million.

Scooter sales, which are traditionally more volatile than bike sales, struggled to match 2012 totals. The annual tally of 34,742 was 6,363 units short of the 2012 total – a 15.5% decline.

ATV sales for 2013 posted a nearly identical tally of 228,305 – a mere 0.5% increase over 2012. The quad market benefited from a strong December to push the annual tally into the black, with a 1,799 unit increase YOY for the month. Notably, the MIC does not track sales for UTV and side-by-side units, which have reportedly eclipsed ATV sales in recent years.

The second highest ratio of bike ownership is in New Hampshire, whose 1.3 million population shares 79,266 motorcycles, equaling 17 people per motorcycle.

First on the list is South Dakota with 12 people for each motorcycle, over three times the national average. In 2011 the state had 69,284 motorcycles registered, representing just 0.82% of all motorcycles in America, but its sparse population of 816,598 gives it the highest concentration of motorcycling in the country.

It’s interesting to note that due to large populations, some of the states with the largest numbers of motorcycles finished low on the rider density list; California is number one in motorcycles owned with 801,803, representing 9.5% of all motorcycles in the U.S., but with a population of over 37 million it comes in a lackluster 43rd place! Likewise, New York with 345,816 motorcycles, and Texas with 438,551, came in near the bottom of the rankings.

MISSOURI PUSHES TO CHANGE BAN ON SUNDAY MOTORCYCLE SALES Like many states, it is against the law in Missouri for dealers to sell cars, trucks or motorcycles on Sunday. Due to archaic "Blue Laws" influenced by religion during the Colonial Period, sales are prohibited on the Sabbath, but there is a trend brewing and some states are removing this outdated ban. The latest state to allow Sunday motorcycle sales was Indiana last July, when Hoosiers joined Pennsylvania, New Jersey, New York and Maryland in removing their Sunday sales ban.

Now Missouri's Blue Law is being challenged, and lawmakers are proposing three bills that would allow for motorcycles to be sold in Platte and Jackson Counties on Sundays. The reason is because some Kansas City metro dealers feel it is not fair that they can't sell on Sundays when just across the border in the neighboring state of Kansas, dealers can.

Other states that currently prohibit the Sunday sales of motorcycles and automobiles are Colorado, Illinois, Iowa, Louisiana, Maine, Minnesota, Oklahoma, North Dakota and Wisconsin. In Missouri, dealers are not even allowed to discuss a sale on Sunday, or face a $300

fine and possible jail time.

NY LAWMAKER SAYS BIKES SHOULDN’T BE ALLOWED IN HIS DISTRICT Legislator Thomas F. Barraga (R-11th District) says people should not ride bikes at all in his district because “Suffolk County is a suburban automobile community -- drivers expect to see other drivers on the road, not bicyclists and motorcyclists.”

The anti-motorcycle/bicycle lawmaker from West Islip, New York made those remarks in response to a high school senior who wrote to him as a part of a government class assignment.

On January 29, the 17-year old, Matthew Cutrone, wrote to Barraga requesting “some sort of bike lane or maybe even warning signs in certain areas of the county” after his mother was hit by the driver of a van that illegally turned left in front of her. Stating that he believes that "no one who lives in our hamlet or for that matter Suffolk County should ever ride a bicycle or motorcycle," Barraga’s callous response lit up social media and prompted a ton of angry responses, though the legislator said he’s standing by his remarks.

WASHINGTON STATE RIDERS LOBBY TO TURN LEFT ON RED Motorcyclists in Washington could turn left at an intersection if the traffic light doesn't give them the green arrow after a complete cycle under a bill that received strong support from the Senate in Olympia.

SB 5141 would change state traffic laws to account for a problem some motorcyclists have at intersections controlled by sensors that fail to recognize them. They don't register on the sensor, and the leftturn arrow never turns green, said Senator Jim Hargrove, a Hoquiam Democrat who rides a motorcycle and said he's experienced the problem firsthand.

Under the proposed legislation, a motorcyclist would have to wait through a complete cycle of lights changing for all directions before making a left-turn when clear. The bill passed on a 46-2 vote. The same bill passed the Senate last session but didn't receive a final vote in the House. MICHIGAN MOTORCYCLE SAFETY BILL WOULD PREVENT REPEAT OFFENDERS Michigan lawmakers are looking to close

Conflict and Criticism both have value. Without Conflict, there usually is no meaningful progress. If all is well, or more accurately if all is content, then there is no need for change or improvement. The human condition is naturally resistant to change, as creatures of habit, because change is stressful, even if when presented with a reasonable solution to a problem. So, in order for meaningful progress to occur, a significant conflict must occur for meaningful progress. However, conflict needs to be managed properly to prevent damaging effects that could save one selves through evolutionary survival or else accelerate extinction due to the power of denial.

Criticism often occurs as an act of conflict or dire conditions. Criticism by itself can quickly become Destructive Criticism “Because of the overuse of negative, nagging criticism, some people become defensive even when receiving constructive criticism given in a spirit of good will” (Wikipedia, accessed 03/08/14). I was going to use a dictionary definition, but the unknown author of the Wikipedia entry stated this point better than I could. Criticism that occurs on a discussion list often quickly devolves into flaming back and forth that is not productive and causes mass un-subscriptions. I myself can attest to that when I was WebMaster. Likely, this perceived in-fighting is also a cause of Membership loss further damaging ABATE. If we behave like Children and Clowns do not expect to be treated with Creditability and Respect internally within ABATE or externally from ABATE, with those we wish to Collaborate or Lobby. Spirited discussion should be welcome in a grass-roots organization, but not by hiding behind laptop on a discussion list or blog. Diversity of contributions and competing ideas should be in person with EVERYONE IN THE ROOM. Passionate discussions are good because it means that people still give a damn, but not when civil discourse breaks down into visceral criticisms talking past one another, especially behind the back of others. an "apparent loophole" that allows motorcycle operators to obtain a temporary permit each riding season without ever completing a safety course or skills test required for full endorsement.

Temporary Instruction Permits, intended for new or returning riders, are valid for 180 days and require operators to travel alongside an endorsed adult. But enforcement is difficult, and TIP holders are significantly over-represented in traffic accidents each year; 52% of riders who crashed were not properly endorsed.

Current law allows operators to obtain a temporary permit every season. But House Bill 4781, introduced by state Rep. Bradford Jacobsen (R-Oxford) and 15 cosponsors, would limit motorcycle operators to two TIPs over the course of a 10 year period. "That's certainly adequate time to ride with a friend, take an instruction course and get the experience necessary to drive a motorcycle," Jacobsen said in testimony before the House Transportation Committee, which has not voted on the bill.

"It's a no brainer really," said Vince Consiglio, president of ABATE Michigan, which led efforts to repeal the mandatory helmet law but also supports stronger endorsement requirements.

"These unendorsed riders are maybe 10 or 20 percent of the population, but they're over 40 percent of the fatalities since 1989. It's incredible that nothing has happened."

Officials have known about the endorsement issue for years, and the Secretary of State and Office of Highway Safety Planning have both pushed educational programs to raise awareness. But education alone is not working, prompting motorcycle safety advocates to push for legislative action.

needs to be on table, and at the table. Anything less is disingenuous and hearsay.

Lastly, on the dangers of Criticism is often the source of a negative judgment of whom may or may not have all the information, and does not step up to volunteer themselves. There is no room for back seat drivers in motorcycling or ABATE of AZ Business. If you have better ideas because we communicate far more effective in person besides written words on a page., then step up and volunteer. Attend a meeting, volunteer for an event, be a contribution instead of simply tearing something or someone down. The point is that these are often topics too complex for a discussion list, blog or even a conference call. Person to person(s) contact has great value where the spirited discussion may be better suited with EVERYONE IN THE ROOM, and in person not virtually.

Constructive Criticism can be very beneficial to one self or an organization as a tool to assess and evaluate with the purpose to improve or solve a problem. The Constructive component balances the perceived negative portions of a critique, by providing both positive and negative comments. When applying Critical Thinking collaboratively (at a meeting with everybody in the room and not a distribution list or blog) buy-in occurs for evaluation to seek a solution for a problem or for improvement of efficient or effectiveness. Without buy-in or reasonable consideration to evaluate then hopes for any action for resolution of conflict or improvement is dramatically diminished. So again, criticism is only half an effort needed to be productive and can easily become Destructive Criticism. When competing ideas emerge, then must celebrate the value of diversity and reject false choices. Alternative ideas are not necessarily mutually exclusive. I am always suspicious of absolutes and either/or scenarios. Sometimes the answer is some of the above or all of the above! We must be smart on the priorities of

issue we spend our time and efforts due to the scarce resource of both, including revenue. Some issue, while technically in correct, may not be as important in the grand scheme of things and we need not get hung up on petty issue. Constructive Criticism not only clearly identifies and issue, but then reasonable and logically evaluates feasibility with a consensus to move forward. Practical is anything that can be done. Pragmatic is anything that can be done and is worth doing. (Roget's Thesaurus, 2007)

So, why have I predicated this article with a quasi-lecture/philosophy lesson? That is because ABATE is in a dire financial situation and in terms of Membership. I do not mean to offend most of who are already aware of the preceding paragraphs or those where I am preaching to the choir. However, at times we all need a reminder to check ourselves, myself included. We all need to remember that all ABATE members are part of this great grass-roots organization because we all want to promote and protect motorcycling. We need to remember that all Members are volunteers. So, Officers need to refrain from using the guilt trip and lecturing of why more members are not stepping up. This does not work and instead reduces meeting attendance and event participation. ABATE of AZ is an organization that provides various levels of volunteerism for everyone’s comfort level. Many are simply comfortable with being a member. We need to respect that level of volunteerism, because that is more than about 99% or registered motorcyclists in AZ. We need numbers on the books as much as those taking on more active roles. Likewise, more members increases the chances of the same 5-10% will step us as an Officer or 15-20% who attend a meeting or an event. Be grateful the members are attending and provided much need grass-roots input and so that Officers are not reporting to the walls. Members must also remember that

PAGE 9 not aware of any significant ramifications as a result, so we don’t see a downside to it.” Jackson told commissioners that 45 Indiana counties allow off-road vehicles on public roads. The vehicles still must comply with state laws governing offroad vehicles. State law requires the rider or driver be 16 years old and licensed, and also requires that the vehicle be registered, much like a boat.

WEIRD NEWS: APB FOR MR. HARLEY DAVIDSON Police in Guapa, Brazil, investigating a string of carjackings believed they found a key piece of evidence that could blow the case wide open: a Harley-Davidson cap belonging to a suspect: “He left a grey T-shirt which he had used to cover his face, and also a baseball cap with a skull embroidered on it, along with the name Harley, and the citizen’s surname, Davidson, who is probably the miscreant we’re looking for,” a police officer told a local news station. Officers have taken on an unpaid burden of responsibility on top of their professional and personal lives where the Member should step up to help the Officer to lessen the burden. If Members do not approve of the Officer, then they should step up a contest an election, and not simply comment and criticize like Waldorf and Statler (the two old guys in the balcony from the Muppets). Worse yet, I suspect some have been lost on Membership because the Officers have not responded to them properly. I have heard that at times an Officer out of frustration will lash out on a Member and the Member does not feel like part of the conversation. We can do better.

There has also been a rash of some to lash out at each other based on their own expectation of how another should conduct their Officer duties. Again we are all volunteers, and I am sure everyone is doing the best they know or are able. This harsh Judgment of one another is also not productive among volunteers. I can understand questioning an officer or even a member if one is acting willfully or maliciously in which that person must be accountable. However, I do not believe that is often the case. When there is a problem, we need to all take a step back and ask if the issue is due to a process or the Officer simply needs some help because some roles are more demanding than others. Some Officers have more demanding Professional and person obligations than others that may be unknown. Someone just may be having a bad moment, day, month, or year. Instead of criticizing, we may need to ask how may we help. Stepping to help with an event or as an Officer is often a thankless job with an abundant of Criticism and little to no contribution to a solution or for day to day activities. This can be frustrating. I have the utmost respect for those who volunteer and endure such scrutiny where no good deed goes unpunished and anything less than and ever-changing subjec-

tive perfection goes unrewarded. Although, if you are able set aside your ego and pride, volunteering can be one of the most rewarding experiences. So, if you do not volunteer with ABATE, then please volunteer for something. You will be a better person for doing so, recipients of your philanthropy will benefit.

Lastly, when an Officer resigns the response to lash out at the Officer is not acceptable and should not be tolerated. Even if what sounds to be an unacceptable reason for resigning, we all need to reserve judgment, since no one knows the persons specific circumstances. In fact, the Officer may not want to share the full context or reasons and their privacy in this regard should be respected. From what I have heard one on one, the frustration of Destructive Criticism is often the straw that broke the camel’s back and there are other stressful circumstances presently in their lives. This is unfortunate, because no volunteer organization can afford to turn away volunteers, regardless of their perceived effectiveness. While I do understand that many, including myself feel abandoned when an Officer resigns, to lash out and attack the person is a selfish flippant act. Lest we forget the time efforts provided as a volunteer prior to resignation, when generally no one else was on the ballot or the vacant position was filled? Instead, we need to respectfully thank them for their service. If we do not and continue lash out on those who resign, then why should we expect anyone else to fill the vacancy and endure such negative criticisms and

lack of gratitude?

So, I am begging every Member at every level of volunteerism to pause before responding flippantly. Be thoughtful and respectful because words have meaning and often mis-interpretation has real impact. Perception beyond the intent becomes reality and damage to the ABATE brand does not justify anyone person’s need to exercise power by poking another with a stick. Discretion is necessary, especially on public forums such as discussion lists, blogs, and in the MasterLink. Remember, our audience in these forums is not just our brethren, but potential member and those hostile to motorcycling as well. They are all reading and watching. I personally, appreciate a brutally honest and frank discussion, as most Bikers. However, Candor with Tact will prove to go a long way. We do not need to wear everything on our sleeve. I know we are volunteers, but we do not need to volunteer everything with our pants down. Sometimes there is such a thing as TMI (Too Much Information). I am making a plea to smartly learn to show restraint and discretion. While I am not a religious person, the following quote from theologian Reinhold Niebuhr is appropriate:

God, grant me the serenity to accept the things I cannot change, The courage to change the things I can, And wisdom to know the difference

Too few can cause far too great of damage to ABATE. The alternative is to

establish a strict Code of Conduct to protect the ABATE brand and seize control of the ABATE email distribution lists to ensure civility and motorcycling ONLY topics for ABATE business. If need be as Chair, I will ask the Board to action to protect ABATE from ourselves, so please refrain from non-motorcycling issues on ABATE email distribution list during the upcoming election year. While there are many important political issues, anything beyond the scope of motorcycling threatens our entity and creates noise distracting us from our mission of promoting and protecting motorcycling. Let’s keep our spirited discussions among ourselves at meetings. Let’s celebrate the diversity of competing ideas. Let’s reject false choices where ideas are not mutually exclusive. Let’s not bind ourselves with vices because that is how we have always done it. Let’s remember that divided we fall and together we ride! Let’s remember that without those who do not ride, or we shall fail in mission to promote and protect motorcycling.

The CDC & Motorcycle Helmets

Oh NO! I just read an MRF report about a Center for Disease Control (CDC) task force, named Community Preventative Services Task Force, issuing a statement about motorcycle safety. These are Medical professionals talking about motorcycle safety! That is never a good thing!

The MRF report highlights flaws in the task force’s statement. Such as, the statistics of motorcycle rider fatalities have doubled from the year 2000 to the year 2010. Of course they left out the fact the motorcycles registered more than doubled in that time. So their stance is to make a universal mandatory helmet law. It was also stated CDC does not keep information on motorcycle fatalities by

body part. Later it was said, that The CDC’s response was that they needed to be involved in all preventable injuries, because they have the newest research available. So this makes me confused! HA! Well that may be true, however in this community; no amount of equipment worn will PREVENT vehicular collisions. Nowhere in the CDC’s task force statement, does it mention awareness and education!

The universe I live in, collisions are prevented by drivers being aware of their surroundings and doing their best to predict possible outcomes. This scenario illustrates the scene in the Little Rascals, where mom is so scared of her boy getting hurt that she wrapped him in foam. Yet, he was always sick. I wish lawmakers were able to see the big picture, not just what “facts” are presented to them.

The MRF has been working with the House of Representatives to send a letter to the CDC asking them to not focus on motorcycle safety, but rather leave that to the relevant transportation agencies. Here is where it was stated why they (CDC) needed to be involved- to prevent injuries. Hmm (face palm). This is just one more reason to get involved with your reps. to let them know that

just because a big voice tells them to do something, doesn’t make right!

Researchers looked at four months' worth of toll road transaction data and calculated the number of drivers residing in high-income neighborhoods and how many in poorer parts of the city. It compared the transaction against Census Bureau data regarding the median income for each zip code identified in the 1.2 million transactions examined. Zip codes in the region range from a median income of $102,635 to $43,770. But the cost of constructing and maintaining a toll road and the managed lanes greatly exceeds the revenue generated by their

As a result, drivers who cannot afford to use the lanes or choose not to do so are nonetheless paying for these projects. The Internal Revenue Service (IRS) has issued a proposed rule that would affect the Motorcycle Riders Foundation (MRF) and every other advocacy group with the same tax status. The MRF has what is known as 501(C) 4 tax status, this means the MRF can be involved in political activities, however donations to the MRF are not tax deductible for the person or group that donates the money.

Recently the IRS seems to be unfairly targeting conservative tea party type groups. Now its time to punish everyone because the current IRS does not care for the way that some of these groups have been successful in getting out the vote and raising money. 501(c) 4’s are named after the section of U.S. code that defines them. Some of the tea party type groups are also in the (c) 4 grouping, as a “social welfare” group.

The 501(c) 4 is the segment of the nonprofit world best known for organizations like Karl Rove’s Crossroads GPS and the liberal group, Priorities USA. 501(c) 4’s are in fact made up of over 86,000 mostly small organizations nationwide, some of which are almost certainly active participants in our own community’s civic life. They weren’t invented in the last election cycle; they’ve been around for generations. Their purpose isn’t to hide donors; it’s to advance policies. The big famous guys and the shady newcomers get all the attention, but they aren’t typical of the sector, any more than Justin Bieber reflect the experience of the bulk of the people making a living in the music industry. It is true that political spending has skyrocketed since 2008 in the (c) 4 category and that some reform to those groups spending astronomical amounts of money for election purposes is warranted.

This tax status allows the MRF to “be involved in the political process” so long as the primary purpose of the organization is not partisan politics. Under the proposed rules we would be limited to doing work around elections and key votes. The IRS said in a hearing this past Wednesday that they have received an “unprecedented” number of comments and that the “rules would not be finalized anytime soon”. At this point it is not clear whether the government planned to change the rules for all 501(c) groups, including (c)(5)’s (labor unions) and (c)(6)’s (trade associations). .

The new rule would limit what political activities the MRF and other (c) 4’s could do before election dates. What would be considered a “political activity” is not known. It could be as simple as a meeting with an elected official on an issue important to their constituents, a get out the vote effort or even endorsement of candidates. By confusing protected political speech with electioneering, this proposed rule would silence social welfare non-profit organizations for a minimum of 90-days during an election year. However, because the regulation applies to elections at every level of government, and

some state and local governments host elections on odd years, or in differing months of the year, free speech for (c) 4 organizations conceivably could be restricted every year. This is unacceptable and out of line with our form of government. (c) 4 social welfare non-profit organizations serve a valuable role in society and it would be unjust to prohibit their speech. A final ruling could be years away. On Wednesday, February 26th ABATE of Illinois made history. They successfully lobbied for a resolution that was passed by the State House of Representatives. The resolution throws the weight of the general assembly behind a federal bill that would conduct a scientific study on the effects of the new blend of fuel known as E15. This new blend is up from the previously approved blend of E10 fuel that contains up to 10% ethanol.

When the Environmental Protection Agency (EPA) issued the waiver that allowed for the sale of E15 they did not study the effects of the blend on the internal components of an engine. In fact, motorcycles are not even on the list of vehicles approved by the EPA to use the new blend. Using the blend in a motorcycle, boat, lawn mower etc could be a violation of federal law as they were not included in the waiver. The Illinois general assembly resolution supports H.R. 875, a bill in the United States House of Representatives that would halt the sale of E15 until an independent scientific study is conducted on the effects of E15 on motorcycles and every other vehicle. Representative Sensenbrenner (R-WI) sponsored the bill.

He added “The EPA never even considered what the E15 could do to a small air cooled engine or really any other engine except for a handful of passenger vehicles.”

IRS The IRS comment period closed on February 28th for the first round of comments. The IRS has reported that they have received over 140,000 comments on this issue. As you know, the IRS has issued a proposed rule on 501(c) 4’s that would limit political activities in the days and months leading up to an election. I submitted comments to the IRS letting them know that we do not like the proposed rule and that we want a public hearing on the matter before the rule is finalized.

The simple fact is that the IRS is using what I call the “super c (4)’s.” There are a handful of groups that have the 501 (c) 4 tax status that are raising gargantuan amounts of money and using it to impact individual elections and candidates. These groups are not necessarily new, what they are doing is not illegal, but it is abusing the system. Both sides of the isle have groups like this that support them. It’s an equal opportunity loophole. The IRS is using the high dollar groups to revamp they whole system so they can formalize the discrimination.

Congress is upset as well, both the Senate and the House have held hearings and there is a bill to delay the regulations. H.R. 3865 is expected to come to a floor vote next week. It is uncertain what the bill’s future is in the Senate. The president would likely veto it. A public hearing is likely and a legal challenge is almost certain. Senate Checkpoint Bill

There has been a little movement on the bill but nothing I can report here. We are at a crucial juncture; I know you all understand the political process and how fragile it can be at times. This is one of those times. We are working with a Senator who is new to the motorcycle world and we need to be sensitive of that. Highway Bill

The House held an off the record roundtable on Wednesday and I participated. The leadership in the House wants to do a large dollar amount bill but the funds just are not there. I am afraid this bill could be a long ways off unless we find the pot of gold at the end of the rainbow.

Shaheen is the technical lead on the bill with Johnson signing on as lead republican. Manchin and Ayotte are co-sponsoring. IRS The IRS continues to be an issue with the seemingly unfair attack on the 501(c) 4 world. At a hearing I attended this week the IRS official in charge of the non-profit portion of the tax agency again refused to testify. The Chairman, Congressman Issa (R-CA) upon hearing the IRS official state her right to plead the fifth, stormed out of the hearing shouting “we are done here, shut it down!” with the ranking member Elijah Cummings yelling after him “you can not run a committee like this!!!” It was pretty heated and provided some fireworks. This should be telling how the GOP and Dems are getting along these days.

Vets This doesn’t really affect motorcyclist but wanted you know the Senate did not pass a Veterans assistance bill after Republicans seemed to block it. The bill being supported by the Senate majority would have done little good for veterans. It was more of an expansion of Obama care than anything else. The Democrat bill was not paid for, meaning it would have plunged the country into a whole other world of debt, and the senate republicans vowed to not let that happen. It’s unfortunate that the senate plays these games with a vets issue. I can't prove it but its not out of the realm of certainty that the senate democrats brought the bill to floor knowing republicans would block on it on a fiscal responsibility issue allowing them to position the GOP as an anti-veteran group of thugs. I’m telling you this so that if you run into someone that is pissed off at the senate GOP you will know why. Lets all hope that ultimately we treat our veterans the way they should be treated. ===========================

The United States Senate is seeking to end the unfair practice of federally funded motorcycle-only roadside checkpoints, reports the Motorcycle Riders Foundation (MRF). Senator Jeanne Shaheen (D-NH) has introduced legislation, which would further prohibit the federal government from funding mandatory motorcycle-only roadside checkpoints. Joining her as the lead republican on the bill is Senator Ron Johnson. Also joining, as original cosponsors, are Senators Joe Manchin (DWV) and Kelly Ayotte (R-NH).

The federal government funded motorcycle-only checkpoints through a $70,000 grant in 2011. Georgia state police conducted two mandatory motorcycle only checkpoints. They timed the checkpoints with Daytona Florida bike week traffic setting up on the southbound lanes of I75 and I-95 on March 9th 2012, the same day Daytona bike week began. They did the same setup during the closing day, but set up in the northbound lanes. The MRF supports this legislation to end these checkpoints whole-heartedly and


MASTERLINK APRIL 2014 will be working with the United States Senate to pass this important legislation.

"Motorcycles are an important part of New Hampshire's identity and economy," Shaheen said. "These checkpoints unfairly target motorcycle riders who already have their vehicles inspected and registered just like all motorists. We don't have checkpoints that stop cars to check their tire pressure and we shouldn't for motorcycles either."

“We commend Senator Shaheen for taking on this troubling and important issue,” Said Jeff Hennie, Vice President Government Relations for the Motorcycle Riders Foundation. “To use taxpayer dollars to inconvenience motorcyclists is a practice that should be stopped immediately and we look forward to working with both Senators Shaheen and Johnson to accomplish that.”

Some states are addressing this issue by either prohibiting any motorcycle-only checkpoints, such as Missouri, Virginia, California, North Carolina, or prohibiting the state from receiving any federal dollars like they did in New Hampshire and Illinois.

The Motorcycle Riders Foundation (MRF) reports that a task force that is funded by the Centers for Disease Control (CDC) has issued its findings statement for motorcycle safety, with the singular solution being universal mandatory helmet laws.

The task force, known as the Community Preventative Services Task Force, is a 15 member, non-federal, independent group that utilizes CDC staff and resources to develop “Findings and Rationale Statements.” The statements make recommendations that run the gamut of topics from asthma control to work place safety. The recommendations have included motor vehicles in the past focusing on seat belts, child seats, and alcohol use. This is the first time the task force has recommended anything to do with motorcycling. Task force members are appointed by the Director of the CDC and serve five-year terms. All current members are doctors, with one exception.

The CDC asserts that fatalities have nearly doubled since 2000 while failing to take into account the increase in registered motorcycles. In fact, in 2000 there were 2,862 fatal crashes for 4.9 million

registered motorcycles. That means in 2000 .058% of all registered motorcycles were involved in a fatal crash. In 2010 there were 4,502 fatalities for 8.4 million registered motorcycles, which puts just .053% of registered motorcycles, a slight decrease in the ratio of registered motorcycles to fatalities with 3.5 million more motorcycles on the road. These are just some of the facts about the CDC research that have been presented in all four MRF conferences going back to fall of 2012.

The Task Force report claims that they used data from 69 studies, but only lists seven in the reference section of the finding statement. The MRF is investigating this and is in talks with the Task Force staff about how they came to the conclusion that enacting universal mandatory helmet laws is the only way to save lives.

“It is deeply troubling that some of our brightest researchers refuse to acknowledge rider education and awareness campaigns as effective means to saving lives,” said Jeff Hennie, Vice President of Government Relation and Public Affairs for the MRF.

Also of note is why the CDC would only focus on head injury. J. Lee Annest, the Director of Statistics and Programing for the CDC, informed the motorcycle community that the CDC does not keep information on motorcycle fatality by body part and that in motorcycle fatalities there are usually multiple injuries, with the primary body part affected difficult to determine. Yet the only solution that the CDC has ever presented in its history is universal mandatory helmet law..

The MRF worked with the House of Representatives to send a letter to the CDC asking them to not focus on motorcycle safety, but rather leave that to the relevant transportation agencies. The CDC’s response was that they needed to be involved in all preventable injuries, because they have the newest research available.

CDC We knew this one was coming, so here it is, the “findings statement” from the Center for Disease Control’s Community Preventative Services Task Force. The report was exactly what we thought it would be, a push for mandatory universal helmet laws. I have a working relationship with one of the authors of the state-

ment who is basically a hired gun. He used to ride a motorcycle, has a libertarian point of view and follows his marching orders from the doctors he works for. The actual members of the Task Force are all doctors but one. The doctors are pushing for the helmet laws. He and I had a lively conversation after the report was made public. I asked if they thought the “findings statement” would be effective. Does he believe this going to drive people to the their state house to beg for a universal mandatory helmet law? He laughed and stated matter-of-factly “not at all.” I gave him some unsolicited advice that if the CDC is going to focus on motorcycle safety and the preventative services task force was going to do anything, they should be bold. They should live up to their name and prevent crashes from ever happening. A final report is probable, then the task force is not expected to do anything further about motorcycles, he was vague about what the report actually will be. I had an interview with the New York Times here at their Washington D.C. office. They are doing a report on motorcycle helmet laws. One of the interesting nuggets that I got from the interview was when the reporter told me what the feds had told her. They admitted to her that the data collection process for vehicle miles traveled was deeply flawed. They really have no idea how many miles are traveled by motorcycles. This is interesting because this is not the story we have been told over the years. We have always

PAGE 15 been told face to face with the feds that they absolutely have good data. They admit that it could be better collected but since it’s always been poorly collected they can still identify trends, which makes it still valuable data according to U.S. DOT. The NYT story should be out this week. I’ll share it with you when it comes out. Highway Bill Work has begun on the bill. This week there was a hearing on the old bill and a sort of “how we can make this bill better” theme. New Hampshire Senator

Scott Brown could be the next senator from New Hampshire. But wait, I thought Scott Brown was a former senator from Massachusetts is what you are probably thinking. You are right. Brown, a Republican, has carpet bagged his way up to the Granite State. The natives are getting restless, New Hampshirians are known for their fiercely independent streak and don’t take kindly to carpet baggers. Brown will have to raise an exorbitant amount of money to pull off a W. This race does sort of put motorcyclists between a rock and hard place. In one corner we have Scott Brown a known motorcyclist, in the other corner we have Jean Shaheen, the recent senate sponsor of our legislation to end motorcycle only checkpoints. It’s very early to tell, Brown just announced his candidacy minutes ago. Shaheen’s poling numbers are really bad for her but she's sitting on a mountain of cash that she's raised for this election cycle, over $5.8 million. No wrap-up expected next week, Congress will be in recess.

The Southern Arizona Chapter has been taking care of a one mile stretch of Highway 82 near Whetstone Arizona for years. This involves cleaning up all the waste paper and various pieces of trash along that highway three times a year. John Hanusch has been leading this effort for the past several times we have done it. Coordinating with the Highway Department and keeping track of the supplies and making sure lunch is provided for all who work.

Southern Arizona Road Clean-up

This year’s first outing to clean our highway was scheduled for Saturday February 15th right after our monthly meeting. After the meeting several of us got ready to ride down to Whetstone and meet up at Buddy’s Bar, which is near our mile, at about 11:30 AM.

Ron Kool and his friend Tracey met us down at Buddy’s so we broke up into groups, each taking a section and the entire project only took about an hour. Since we have been cleaning the road on a regular basis, the trash hasn’t built up to the volume it was when we began doing this. After we

finished and stacked the trash near the sign so the highway department could pick it up, we took a few photos and retired to Buddy’s to enjoy our lunch. There were only seven of us so there was a lot of food to go around. Once again thanks to John for organizing everything and thanks to those who took time out to do something good for the community.
