Hello again, by the time you read this the legislature will have ended the 2016 session. The good news is that the helmet bill and the prohibition on taking of video of police were killed early on. The bad news is that they have made a number of other laws that are harmful to Arizonans. Those other laws are not motorcycle related so you can find them on your own. I hope that by the publishing date a bill that codifies into law the prohibition of motorcycle profiling will have been passed. A strike-all bill is being reserved for that purpose. Here’s to hope.

In other news, the Arizona Motorcycle Safety Advisory Council has had a meeting recently. The Governor appointed a police colonel to

one of the open posts so they have a quorum now. I spoke with Alberto Gutier the day I wrote this article. He told me that he had sent a notice to one SMRO member who he assumed would spread the word. I said that the person in question did not. When he asked why I told him I had no idea. Two people from the SMRO community were in attendance and they have reported what was said. Alberto assured me that hereon there would be more notification. He asked for a list of names and email addresses of those interested in attending meetings. If you want to go send me your information and I will forward it to Mari Hembeck, Alberto’s assistant, for future reference. johnnydalmamc@gmail.com

One reason I wanted to talk with Alberto is that I heard a shocking statistic at our last Phoenix/Shadow Mountain meeting. It was said that from January 1 to the present we have had 200 biker fatalities in Arizona. My head spun when that statement was made. In recent years our fatalities in real numbers have declined while our registration numbers have risen. I was under the impression that our efforts at safety and awareness were paying off. 200 deaths in two and a half months is carnage on a grand scale. I was relieved to hear that this was false. While there are no actual numbers for 2016 yet, the numbers from past years are available. In 2013 there were 147 mc fatalities, in 2014 there were 127. As of October 2015 there were 113 mc fatalities and the numbers from the last months will be avail-

able soon. The Arizona Department of Transportation publishes their complete compilation of statistics in June of each year.

Recently there was a crash that involved two bikers who ran into each other. One bike caught fire and the riders were burned, one badly. Apparently the guy will lose his legs and one arm. That is hell for a biker. I wouldn’t wish that on someone I hate. We need to be more careful. The motorcycles we ride are powerful machines, our ability to control them is a learned skill. Anything that interferes with that ability should be avoided while riding. When news sources and law enforcement see this type of incident we are portrayed as wild animals in need of control. They start demanding helmet laws, motorcycle only checkpoints, increased surveillance of our events, and eliminating our freedom to congregate. Every motorcycle wreck shown on the news includes a statement of helmet use if no helmet is visible. This is true whether the result is a head injury or not. I hope you have all seen the Cronkite News report I gave the link for last month. In that article the cost to taxpayers for motorcycle fatalities sans helmets was put at $2.7 billion. An interesting fact I found while poring over ADOT records is that pedestrian deaths, year

President’s Report

you Eric for all the hard work and long hours, The Masterlink is something you should be proud of because we are all proud of it and what you do.

By Jim Butsback

Well it is that time of the month again. I have procrastinated as long as possible and the warnings from our Editor Eric are coming fast and furious. Every month we have a deadline of the 15th to get all our articles into the Masterlink so he can edit and layout the format etc. and still get it to the printer and mailing service so it goes out in a timely manner.

It is not just the Masterlink but all the hard work and hours of time working on various projects that an organization like ours needs to be successful. At this time Too Broke for Sturgis is coming up FAST and as always we are asking that our membership step up to the plate and volunteer some of your time while you are up at TBFS to help with the various jobs that are so important at making this event a success. The TBFS committee has been planning and working hard ever since last year’s event to get everything lined up, vendors lined up, bands booked, contracts approved etc. etc. etc.. All the really hard stuff has been done by a great bunch of volunteers. NOW they need you. We need folks to help with everything from set up to tear down and everything in between. SO contact your Chapter officers and see who in your chapter is organizing the volunteer sign ups and volunteer a few hours for the good of all of us and ABATE of AZ. I look forward to seeing you there and maybe working with you on something while we are there.

Eric has been doing this so long and so very well that I don’t know if the general membership realizes all the hard work that goes on behind the scenes. Thank

Last month we started our little “Meet Your Officers” project where we published a little biography and photo of the State Officers that had not yet had their

tive years of membership.

bio published. I hope everyone enjoyed the feature and I hope it helps all the members around the state become more familiar with who is working for you. Yes that’s correct working for YOU. The officers work for the membership and represent you to the various groups we interact with.

This month we will continue this project with the Board of Directors. There is a BOD member elected from each Chapter to sit on the Board and oversee the operations of the State. Again because of the large geographic size of our state many of us never have the chance to travel to all the other chapters and meet everyone. We hope that this will help everyone “bridge the distance” and get to know others from around the state and learn what a diverse group we are. This past month I have had the pleasure of several of our relatives being in town escaping from the end of winter back in the Midwest. It is an annual thing; they finally had enough of winter by around March 1st and come down to visit and thaw out. Their annual visit reminds me how very lucky we are to live here in Arizona where we have miles of wide open spaces and roadways. We can ride all year at least in most of the state. We can ride from desert to mountains, city to rural areas, all in a few hours. Living in Tucson, in the winter we go from the

PAGE 3

desert up to Mount Lemmon and play in the snow. There are miles of off road trails for those who wish to ride in the dirt and plenty of historical routes like route 66 for those who want to do that. Every year at TBFS there are several groups who run up to the Grand Canyon or to many of the other locations around the northern part of Arizona.

We are blessed that we ride in relative freedom here in Arizona, but that freedom can disappear in a flash if we do not keep diligently watching and fighting for our right to ride free. In order to keep up the good fight we need to work on increasing our numbers and talking to our fellow motorcyclists about getting involved. I challenge all the members around the state to each recruit one member to join our ranks. If everyone in ABATE of Arizona signed up one new member a year our numbers would be staggering in no time and the powers that look to infringe on our right to ride free would cower when we speak. Well enough of my ramblings. Get out and ride and while you are out there help spread the gospel of ABATE and the Motorcycle Rights movement to those meet along the way. Ride Free!! Jim

AMA Motorcycle Hall of Fame Creates More Inclusive Rules

The changes include:

* A Highly Qualified Candidate category that will empower the independent Hall of Fame Selection Committees to nominate candidates whose accomplishments have taken place outside the public eye but have played a significant role in motorcycling. * Starting with the Hall of Fame Class of 2016, all AMA Life Members with at least 25 consecutive years of membership will be invited to vote for Hall of Fame inductees. This includes all AMA Charter Life Members and paid AMA Life Members who have at least 25 consecu-

In addition, in recognition of the past and ongoing financial support that the AMA and its members contribute to the AMHF, all current AMA members who show their valid AMA card will receive free entry into the Hall of Fame museum.

"Over the past few years, we have implemented changes to improve the management of the museum and bring transparency to the selection process, and now we are proud to do even more to expand the inclusiveness of motorcycling's Hall of Fame -- for nominees and for voters," said AMA Board Chair Maggie McNallyBradshaw. The Highly Qualified Candidate category gives the independent Hall of Fame Selection Committees a tool to recognize advocates and other behind-the-scenes

workers whose accomplishments have played a major role in motorcycling but go unnoticed because they avoided the limelight.

"We're also excited to share the Hall of Fame voting responsibility with all of our 25-plus-year AMA Life Members," McNally-Bradshaw said. "This is a huge step in involving our members in what is their Hall of Fame and museum, and will further expose our nominees to all riders, not just race fans." Hall of Fame voting is done electronically through independent voting firm VoteNet. To participate in the Class of 2016 vote, AMA Life Members with at least 25 consecutive years of membership must have have a valid email address on file with the AMA, which administers the Hall of Fame voting process. Eligible voters with a valid email address on file

will be contacted to vote in May.

Over the next two months, the AMA will request updated email addresses for eligible voters. AMA Life Members with at least 25 consecutive years of membership who believe they do not have updated information on file with the AMA are invited to update their information now by emailing their AMA number, name, postal address, phone number and email address to lifemembers@ama-cycle.org. Previously, Hall of Fame voting was limited to living Hall of Famers, the boards of the AMA and AMHF and the independent Hall of Fame Selection Committee. For more information about the AMA Motorcycle Hall of Fame voting process, see www.motorcyclemuseum.org > Inductions > Induction Process [1].

We are currently accepting applications for Designated Lobbyist of A.B.A.T.E. of Arizona, Inc. This position is appointed by the Board of Directors. The Designated Lobbyist interacts with the state legislature and motorcycle safety

and awareness organizations, develops A.B.A.T.E.’s legislative plans, formulates plans to circumvent negative motorcycle legislation, drafts positive motorcycle legislation, keeps officers informed, and writes an informative article each month

for publication in The Masterlink. This person needs to be personable and have a full understanding of the workings of both state and federal government, be an articulate speaker and writer, familiar with local, state and federal laws, and be

proficient in legal research methods. Interested applicants may submit their application with background information to president@abateofaz.org

Chapter Reports

East Valley Chapter

Well, well here we are again another month celebrated. Feels like I was just writing last month’s Chapter Report yesterday. Time flies when the weather is nice. Since we last met we have had a few adventures.

The Chapter (Redbone and the Bonettes) was blessed to be invited to serve lunch at 2 CMA events. The first being Church without Walls and the second being Sunshine Acres. As always both were incredible events. If you have never been I would highly suggest you make it a goal to do it. It will move you.

Our Monthly meeting at the FOE was an extremely special meeting. We had Matt Brown there to give a very informative presentation on DUI and Traffic stops. If you ever get a chance to have Matt do a presentation for you, jump at it. We showed our appreciation of everything Matt has done for us by awarding him an ABATE East Valley Chapter personal lifetime membership accompanied by a framed certificate and patch.

Mary K managed to come to the meeting after having her surgery and not listening to DR orders. Which although we were all happy to see her, it makes her grounded!!! We had several State officers and other chapter members in attendance to present to show Mary K our deepest appreciation for all the incredible blood, sweat and tear she put into being our State President. She was awarded a 1 of kind Clyde original handlebar trophy.

I think it is fair to say that it got a little emotional at the meeting.

We have started doing adventures after the meetings. This month’s adventure was to Jesters to play pool. It had to be one of the best afternoons. Everyone who decided to come on out and play had a blast. I know that I look forward to doing it again. Mike West JR won the tournament and Donna Batty came in second.

By the time you read this the next meeting will have already happened. It may be on Easter Sunday March 27, 2016, but we still plan on enjoying a gun safety presentation from our own State Sgt at Arms Vic Grady. Then off to Casa Grande to go shooting. Everyone is invited to our meetings and adventures. Mike and Willie Shearhart who have been awesome stepping up hosting East Valley membership booths not only at Motorcycles on Main, but all over the place from one end of the valley to the other. Thank You.

March is Motorcycle Awareness Program time. Jim has been teaching it forever and is super awesome at it. If you have not had a chance to witness it he is always in need of assistants. He puts on the program for the Mesa driver’s education classes in the spring and fall. After the Phoenix Shadow Mountain meeting, a bunch of us cleaned out,

inventoried, and organized, the Too Broke for Sturgis Pod. What an adventure that was. Found all kinds of crazy stuff in it. Just a word to the wise, don’t have the Secretary otherwise known as me carry the spray paint. I managed to slip changing hands and the orange one fell getting punctured and spraying like a geyser covering me in orange paint. I am just happy it didn’t get on Johnny D’s bike. Other than that it went pretty smooth.

When we were done Jeremy, Teresa, Ben, Nolan and I rode out to Desert Rose Steakhouse/Pizza & Gastro Pub in old town Glendale to check out the new place and take a membership application. They plan to start holding bike nights there on the first Wednesday of the month. We may be East Valley but I know I can hardly wait to go back out there and enjoy some more absolutely delicious food, drinks, and some wonderful wait staff. Until next month, be safe out there. Enjoy the ride and as always keep it rubber side down.

Our event, Wild in the Weeds is right around the corner, and our WITW committee has been working very hard on making this years event even better. Hope to see everyone there.

after year are more than mc deaths. They are always in the 150 to 160 range. In this last week I have seen news reports of at least 4 pedestrians killed by autos. It costs the same amount to remove a dead pedestrian as a dead motorcyclist. The woman who flew out of her van and died after hitting my truck bumper also cost taxpayer funds to deal with. While the pro-bucket yakkers drone on and on about common sense and safety, we know that it is our choice.

MRF, NCOM, The Defenders Program, many ABATE state chapters, and the new Council Of Clubs have decided to join forces with the Motorcycle Profiling Project to push for a federal anti-profiling law. This will be a long drawn out battle. It will not be easy and law enforcement will fight us every step of the way. It is a

fight in which we need to engage. All hands on deck, man your battle stations. Call and write your congressional representatives and senators. Emails, letters, phone calls, and appearing at their public functions all with the expressed intent of demanding that the police leave us to live our lives in peace. We must demand that they have actual probable cause to pull us over. Our demand for rights must include that they do not pull over an entire group because one bike has a tail light out.

The SMRO activists and lobbyists are willing to fight for all of our rights, but we need help from our community. If we stood up as a group and exerted our force, they wouldn’t dare deny us. Come with us to do battle with the status quo. Let’s change our world to be more to our liking.

Arizona Motorcycle Safety Awareness Council

By Bobbi Hartmann

The Arizona Motorcycle Safety and Awareness Council (AMSAC) met Tuesday at the office of the GOHS. There were 4 of the 5 members present and a lot of topics were covered. Alberto Gutier introduced the new AMSAC members, explaining that the 5th member had been excused. Last meeting minutes were discussed and approved as submitted.

Alberto spoke of how the federal governments Fast Act was 4 months late in coming out and how his federal grant for motorcycle safety and awareness had been dropped over the past few years.

He used to receive upwards of $200,000, but lately his share has been closer to this years $71,000. He read portions of a recent letter he received from NHTSA. It explained 'rules' of the federal grant. He read where the GOHS could put on 'bike rodeos' for the kids and provide helmets with federal dollars, but how his office had to take them back afterwards. Same with some motorcycle training helmets, if provided by GOHS. His federal dollars were also restricted as to certain items they could or could not

In a long-awaited decision with ramifications that could affect all patch-wearing clubs, on September 16, 2015 Federal District Judge David O. Carter issued a dismissal of the government’s most recent attempt to seize the Mongols Motorcycle Club’s name and patch.

In the case titled United States of America versus Mongols Nation, Judge Carter saw the key legal question in the case as the “distinctness” between a “person” and “an ‘enterprise’ that is not simply the same ‘person’ referred to by a different name.”

In layman’s terms, the good news is that the government’s indictment is hereby dismissed pending appeal, which appears unlikely.

“We won,” said Richard Lester, a Californiabased attorney who has rallied support for defense of the patch forfeiture case through various Confederations of Clubs around the country and the National Coalition of Motorcyclists, organizations he helped to establish. “We didn’t win the day on key legal points, and the court’s decision didn’t make the statement we wanted to make in defending the patch, but we won.”

The protracted litigation against the Mongols MC on racketeering charges began October 21, 2013 when the indictment against the club

was unsealed. Although the club won its first trial, the judge’s ruling was poorly written and welcomed the charges to be properly re-filed.

While the constitutionality of seizing the Mongols insignia -- or the insignia of any motorcycle club -- remains unresolved under the dismissal, Judge Carter did rule that the government cannot indict a club as an “enterprise” for racketeering without also indicting a group who can be actually punished; noting that the indictment makes “no meaningful distinction between the association Mongol Nation and the enterprise of the Mongols Gang,” which is good news for all motorcycle clubs.

The prosecution, and subsequent persecution, of the club as a whole was designed to bankrupt the Mongols with mounting legal fees, but money has been raised by both the Mongols club and through the “Save the Patch” effort launched by the COCs and NCOM, and the Trademark Defense Fund I will continue to accept donations until the enormous debt is retired or if needed for a governmental appeal.

CONGRESSIONAL MEASURE ADDRESSES MOTORCYCLIST SAFETY

A Congressional sub-committee has approved two motorcycle safety measures for inclusion in the federal highway bill; one to de-fund motorcycle-only checkpoints, and another to prohibit the DOT from lobbying on any pending legislation.

On September 10, the Subcommittee on Research and Technology of the U.S. House Science, Space and Technology Committee passed the two amendments to the “Surface Transportation Research and Development Act of 2015” to be incorporated in the House version of the surface transportation authorization bill.

Amendment No. 036 directs a study to be conducted to determine the most effective methods of preventing motorcycle crashes, and further bars federal funding to states to conduct motorcycle-only checkpoints until the research is completed.

Amendment No. 037 prohibits the Department of Transportation from lobbying on any pending federal, state or local legislation. The current “NHTSA Lobby Ban” only prevents the federal DOT from lobbying at the state level.

The U.S. Senate’s version of the highway funding bill already contains language to prohibit federal funding of motorcycle-only checkpoints.

NTSB CALLS FOR COLLISION AVOIDANCE SYSTEMS FOR ALL VEHICLES

In a report released June 8, the National Transportation Safety Board outlined the lifesaving benefits of currently available collision avoidance systems, and recommends that the technology become standard on all new passenger and commercial vehicles.

“You don’t pay extra for your seatbelt,” said

NTSB’s Special Investigation Report, “The Use of Forward Collision Avoidance Systems to Prevent and Mitigate Rear-End Crashes,” stresses that collision avoidance systems can prevent or lessen the severity of rear-end crashes, thus saving lives and reducing injuries.

According to statistics from the National Highway Traffic Safety Administration (NHTSA), rear-end crashes kill about 1,700 people every year and injure half a million more. More than 80% of these deaths and injuries might have been mitigated had the vehicles been equipped with a collision avoidance system.

Citing slow progress as a major safety issue, the report notes that a lack of incentives and limited public awareness has stunted the wide adoption of collision avoidance technology.

Only 4 out of 684 passenger vehicle models in 2014 included a complete forward collision avoidance system as a standard feature. In the report, the NTSB recommends that manufacturers make collision avoidance systems standard equipment in newly manufactured vehicles.

MISSOURI MOUNTED PLATES

In a measure signed into law on July 13 by Missouri Governor Jay Nixon, SB254 modifies provisions relating to motor vehicle license plates, allowing trailer and motorcycle license plates to be mounted horizontally or vertically on the left rear of the motor vehicle.

NEW YORK ADVENTURE LICENSE PLATES

The New York State DMV has unveiled the 9 new “I LOVE NY Adventure Custom Plates” designed especially for motorcycles. There are three themes (hunting, fishing, and parks) for a total of nine new designs that are available to anyone holding a valid Department of Environmental Conservation sporting license or Parks Empire Passport.

The NY DMV also offers custom motorcycle plates for military and veterans, police organizations, medical doctors, the AMA and HOG. Historical and vintage motorcycle plates are also available.

PAINTED MESSAGES AT ACCIDENT SCENES TO SPARK AWARENESS

Coroners in six counties in North Carolina will soon use a stencil to spray paint on the road a cross and message that says; “Look Twice Save A Life” at the scene of all deadly motorcycle accidents.

Anderson County Deputy Coroner Don McCown said he hopes this warning message prominently displayed at fatal accident sites will increase awareness and decrease the number of accidents involving motorcycles.

“We’re hoping it will remind the public that someone died at this location, and more than likely they died of distracted driving or someone not being aware of their surroundings,” explained McCown, adding that the number one reason given for most deadly motorcycle accidents is that the driver never saw the rider. “There are a lot of motorcycle riders out this time of year and we have to share the road.”

ALLSTATE DONATES WARNING SIGNS AT DANGEROUS INTERSECTIONS

Allstate insurance company and its engineering partners are working closely with local traffic authorities to review available crash data and to identify intersections with a high number of multi-vehicle crashes involving motorcycles. Allstate then donates warning signs to be installed at the site with the intent of elevating awareness of motorcycle incidents that would not be readily apparent to a driver.

The warning signs used in the campaign are yellow diamond warning signs that read “Watch For Motorcycles.” Allstate worked in conjunction with the Federal Highway Administration to design the current sign to ensure compliance with section 2A.06 paragraph 13 of the M.U.T.C.D.

The NHTSA (National Highway Safety Administration), in their Fatality Analysis Reporting System, supports the Hurt Report’s findings, showing 46% of all multi-vehicle motorcycle crash fatalities (8,107 out of 17,470 fatalities from 2006-2012) occurred at intersections. This data shows that, on average, three motorcyclists are killed every day from multi-vehicle crashes at intersections in the US.

MOTORCYCLE HELMET CAMERAS “ILLEGAL” DOWN UNDER

A motorcycle rider “down under” unsuccessfully challenged a citation for using a camera attached to his helmet, setting an important legal precedent for riders in the Australian state of Victoria.

Victorian police cited a technicality within the rules to argue the camera was an "unauthorised alteration" to an otherwise Australian Standards-approved helmet. Items that protrude more than 5mm from the helmet surface are deemed illegal attachments, the police argue, and therefore render the helmet noncompliant with the Australian Standards.

Motorcycle Awareness Program

assets seized as “pennies from heaven,” and said the money acquired was sometimes used to buy “toys” that the department could not usually afford.

In other words, as far as Victoria Police were concerned, it’s as if the rider wasn’t wearing an Australian Standards-approved helmet at all. In all Australian states and territories, motorcycle riders must wear a helmet approved by Australian Standards while riding.

Under state and federal law, police departments can seize and keep property that is suspected of involvement in criminal activity. Unlike criminalasset forfeiture, however, with civil forfeiture, a property owner need not be found guilty of a crime -- or even charged -to permanently lose their cash, car, home, or other personal property merely on suspicion that a crime might have been committed.

As a landmark ruling by a Victorian court, the decision effectively bans motorcycle riders in that state from wearing helmets with cameras attached, but meanwhile police in other states enforce the laws much differently.

So while riders in Victoria are now fair game and have even reportedly been fined for attaching tinted visors to their helmets, and New South Wales police have already been targeting riders for wearing cameras, police in Western Australia and Queensland wear helmet cameras themselves -- the very act that has seen motorcyclists fined in NSW and, now, Victoria.

No hearing is held prior to seizure, which occurs abruptly without any notice or warning whatsoever. Although civil forfeiture doesn’t draw criminal charges against the owner, it does deprive him of his property without due process based solely on an officer’s “reasonable suspicion,” and a portion of the assets seized typically is retained by the police departments who seized the property in the first place.

“Riders tell us they wear helmet cameras to improve their safety while on the roads and that drivers and other road users show more care when there is a camera in use,” said the rider’s lawyer, who is considering an appeal. “Riders should not be penalized for trying to improve the safety of their riding,” he said, adding that cameras are also ideal for capturing evidence during a collision.

In 2012, $4.5 billion was acquired via civil forfeitures in tens of thousands of instances nationwide, and in most cases the value of the assets seized was less than what it would cost to hire an attorney to go to court to win it back.

Asset forfeitures have been abused by many police departments, but like the Mongols MC and other motorcycle clubs, citizens are starting to fight back. Americans from all sides of the political spectrum have started to expose the dangers of civil forfeiture, and members of Congress from both sides of the aisle have introduced legislation to reform the federal civil forfeiture laws. Reforms of state laws have also been called for.

CIVIL FORFEITURE LAWS LEGALIZE PROPERTY SEIZURES

The recent attempt by the government to seize the patches of motorcycle clubs has focused attention in the motorcycle world on civil forfeiture laws. What started off as a measure to cripple drug kingpins and crush their criminal empires by confiscation of their property has morphed into an often abused law enforcement tactic that harms blameless citizens.

QUOTABLE QUOTE: "If you do not take an interest in the affairs of your government, then you are doomed to live under the rule of fools."

“Civil forfeiture” is the legal procedure which allows police to seize property suspected of being related to a crime, and in testimony given before a citizen commission, one police chief was surprisingly frank in referring to

No one is more concerned with rider safety than riders themselves, and obviously those best suited to educate newer riders are veteran riders.

enacted by a number of states against motorcyclists has been making the rounds lately, and the Motorcycle Riders Foundation wishes to squelch this nasty little rumor before it gets a life of its own.

It appears that this false story has gained the interest of a lot of people, as many search engines are currently bringing up "motorcycle curfew" as soon as you enter the word motorcycle—it’s what the social media experts refer to as “trending.” It pains the MRF to dignify this ridiculous story with a response; however, we appreciate motorcyclists’ rights advocates paying attention when things like this come up and want to make sure accurate information is available. To be as clear as possible, there is no curfew being put into effect, and the story is completely false.

The reasons that make the adoption of a curfew by a supposed eleven states absurd are far too numerous to address here, and this complete work of fiction is nothing more than an a bad attempt to either create momentum for some other cause or to serve as a distraction to true freedom fighters.

Keep up the good work, it looks like we've got somebody worried.

MASTERLINK APRIL 2016

MASTERLINK APRIL 2016 East Valley Chapter: Jack Batty

Introducing: ABATE Board of Directors

High Country Chapter: Woody Phillips

Francisco, I started riding with the Patriot Guard Riders completing somewhere close to 100 missions. Even so, I kept my ABATE and MMA memberships active and tried to keep up-to-date on the comings and goings back here in Arizona. In 2013 we finally were able to return to my beloved Arizona, a state that God MUST have made just for bikers. My interest in politics and a desire to keep riding as free as possible made me seek out opportunities to take a more active role. This desire was enhanced by actually meeting some of the outstanding folks that have made this organization what it is today. It is with extreme pride that I participate in building ABATE of Arizona into a political force to be reckoned with as we ride headlong into an exciting future.

I’d like to end by thanking all of the state and chapter officers who volunteer their time and energy into building this organization. They are a credit to those who came before them, and an example to those who will follow.

Phoenix/Shadow Mountain Chapter: Clyde Brooks "Clydeman"

My name is Woody Phillips. I live in beautiful Strawberry Arizona with my wife (CC Rider). We call High Country Chapter (HCC) home where I am a Life Member and a Business Member (MotorcycleSafari.com). I represent HCC on the board of directors and also serve as their PAC Officer and am filling in as Treasurer until we can find a new one. I am also a Life Member of the Modified Motorcycle Association of AZ (MMA) and an active member of the Motorcycle Riders Foundation (MRF) and the American Motorcycle Association (AMA).

I grew up in eastern Canada and Massachusetts where I enlisted in the US Air Force during my senior year of high school. After the Air Force I used the GI Bill to acquire 2 degrees in Business and study engineering while working for companies like Honeywell Information Systems and Digital Equipment Corporation. While at Honeywell, I authored 6 patents for computer system memories.

I fell in love with motorcycles at an early age. At just 12 years old I “chopped” my bicycle to make it look more like a motorcycle I had seen in a magazine. Using my earnings from a paper route, I purchased a banana seat, and high-rise handle bars starting a trend in the small town where I lived. But it wasn’t until moving to Phoenix in 1996 that I finally was able to get my first actual motorcycle. It was a Honda Nighthawk 650 and I rode the crap out of that thing. Since then, I have had a Yamaha Maxim, 2 Suzukis (a GSXR 650 and a 1400 Intruder) and now a Triumph America my favorite bike ever. [Sorry Harley fans, I have rented half a dozen different models and they just don’t do it for me.] I was recruited to join BOTH ABATE and MMA by Waldo Stuart in 1998. At first, I would just attend meetings and read the Patriot and Masterlink newspapers to keep up on what was going on. Then, I had to move to California for work and was there for 10 years. During my time in the bay area north of San

The Phoenix members had become burnout changing offices every year just to keep it open, and attendance was just plain poor. So I sat in a few of their meetings and MAN what a powerful group, fresh energy, a few younger members, good stuff. This guy was yelling out "What do we want? The members would shout out FREEDOM. That guy is the ever famous Jim Page. Finally convinced we voted and moved our monthly meeting to join Shadow Mountain. We have lived to Fight for Freedom ever since. Now I am back as the BOD guy, again......

I would like to see the Freedom Rally Ride again. We used to meet at Park Central and ride to the park across from the State Capital with the cops working the lights all the way. Seemed like a 1000 bikes, with TV coverage, citizens lining some of the streets, riders throwing out candy for the tikes, Dave dragging the helmet, definitely a show of our voting numbers. The feeling of Unity was truly a good vibe. But there ain’t no one at the Capital on the weekend, so the event was dropped in favor of the Motorcycle Day at the Dome, which is a great success with the MRO's working together to inform our elective about the stuff that affects us riders. Hopefully we can bring the ride back. We should be able to do both. I would like to take this space and please ask everyone who gives a hoot about our rights to please volunteer to help with TBFS. This is our biggest fundraiser and keeps ABATE of Arizona afloat though the year. I would also like to thank all the other Officers and BOD for stepping up and taking care of Business.

Hey, my name is Clyde Brooks, present BOD guy of the Phoenix/Shadow Mountain Chapter. I am a Native of Arizona. I have been riding the dirt and street in Arizona for the past 45 years. I can remember unloading the dirt bikes on the corner of 7th Street and Union Hills and riding to the river, taking a cool dip, refueling from our stashed gas cans and riding back. I have owned a bunch of motorcycles from European to Metric, Montgomery wards, Mustangs, Motto Guzzis, Rupp mini bikes, a Honda 750 that I put 75,000 miles on, Triumph Bonny, even had a Honda dream we bobbed for the dirt, crashed that one after the Knievel jump. I have two bikes now, a 1994 first year Road King that I bought crashed and a Yamaha 650 Street Tracker that’s about done.

Have been a ABATE member for 20 something years. I joined the Phoenix Chapter after being invited to TBFS to help by Bob Grant, AKA Horizontal Bob, (they needed a power plant for the weekend). Bob and I worked together so we gave the boss the plan. The Bike and People Games were done by Wade, Gimpy, TV Bob and a band of others, looked like fun so I succeeded them in the next few years. I am ready to hand them off after this year’s 25th Anniversary TBFS. I was Run Coordinator for maybe 10 years plus, BOD, Vice-Coordinator and maybe a few more positions. Jean Cooper was our Chapter Coordinator a few years and we hooked up and married a few years later. I can remember after the Shadow Mountain Chapter started up and this guy named Jim Page was coming to our meetings and suggesting our Chapters merge.

Ride Fast and take Chances Clyde Brooks "Clydeman" Phoenix/Shadow Mountain BOD Guy Southern Arizonz Chapter: Sean Pinder

I am Sean Pinder, and a Chicagoland native that relocated to AZ in January of 2007. I certainly do not miss the Midwest winters or Chicago traffic. In fact, I do not miss either Chicago season, those being Winter or Construction. Tucson and Southern AZ is a great fit for me and I enjoy shoveling sunshine. I do miss Chicago Blues, the Blackhawks & Gino’s East Pizza.

My first Bike in 1990 was a birthday present to myself that was a 1983 Honda Shadow 500cc for $800 that had 793 miles on it. I grew out of it in less than two years and stepped up to Goldwings from my regular riders for the next couple of decades. During that time, I also had a few of project bikes. I had two triumphs, a 1968 Bonneville and a 1973 Tiger. They were both very fun to ride and had radically different personalities than the Hondas. I also briefly owned a Yamaha sport bike that was fun, but quickly sold it to make a few bucks as the offer was to good to pass up. I traded my

PAGE 11

last Goldwing (that needed a lot of work) for a Kawasaki Vulcan that I quickly sold to go toward purchasing a 2001 blue & silver Electra Glide in May of 2005. She only had 4300 miles and I put 134K miles on her by OCT 17, 2013 (RIP).

The first time I ever heard of ABATE was shortly after buying my first bike in 1990. I took a riding course at the local community college. ABATE of IL provided the bikes for novice riding and classroom. ABATE if IL also provided experienced riding courses. After passing the course, I was told I could be refunded the money I paid for the course or donate it back to ABATE. I donated the money back to ABATE as I found the class very informative and valuable to pay it forward, which also started my tradition of donating money back to ABATE from any 50/50, dollar jar, etc...

When I finally got settled in AZ, I went online to find out where my nearest ABATE Chapter was located. Ron Kool had recently restarted the Tucson Chapter and I joined. Shortly after joining, I became more involved and eventually the Tucson PAC Officer and Board Representative. Later, the Tucson Chapter renamed itself the Southern Arizona Chapter to be more inclusive for Suburbs of Marana, Oro Valley, Catalina, Foothills, and Vail, as well as, locations like Benson, Wilcox, Sierra Vista, Sonoita, Patagonia, Nogales, Rio Rico, Amado, Green Valley, Sahuarita, Arivaca, Three Points, and Picture Rocks….so, a very large area with a lot of fantastic riding.

I have enjoyed my time volunteering as a Chapter Officer and Board member, as any volunteer contribution is truly rewarding. It is often challenging, but anything easy is not as rewarding or meaningful. I am currently the Chair of the Board that I reluctantly accepted due to my demanding job as an Electronics Engineer. However, I would like to personally thank all of the incredible Chapter Officers, State Officers, and Board members that came before me that ensured ABATE of AZ was established and grew to a respected MRO. I would also like to thank my fellow Board members as they make me look good with intelligent and diverse discussions to work toward progress and moving ABATE of AZ to a bigger and better organization for the long haul. I would like to thank the current State Officers for the Day to Day efforts as stewards of ABATE of AZ for the next leaders and continuing to improve State Operations, with a special thanks to the Too Broke committee for the best AZ biker party as our primary fundraiser. I would also like to thank the Chapter Officers for the often frustrating efforts to maintain and grow a local presence to truly connect with communities and members. I also, want to thank the often overlooked members who reliably attend ABATE meetings and events, as well as those who are only able or willing to be a member on the books, as we are a grass-roots organization. Without members, ABATE is not much of a genuine MRO. As an all-volunteer organization, the beauty is everyone can volunteer at the level they are comfortable. Sometimes that level is limited to a member on the books or attending meetings and events, which is perfectly fine. That is what makes an all-volunteer, grass-roots organization so great.

Introducing: ABATE State Officers (continued)

In 1990 I attended an ABATE of AZ Yavapai Chapter meeting in downtown Prescott, AZ and I was hooked on the train to express my passion for riding and freedom for a life style.

Over the last 25 years I became a member of various organizations such as MMA of Arizona (MMA), ABATE of Colorado, Freedom of the Road Riders in Missouri, American Motorcycle Association (AMA) and Motorcycle Rider Foundation (MRF); remaining a member of my home Chapter of ABATE of AZ. In ABATE of AZ I held various positions at chapter and state level such as Chapter PAC Officer for 14 years, Chapter Coordinator and a seat on the ABATE of AZ Board of Directors. An ABATE of AZ event called “Too Broke for Sturgis was in Prescott in 1994-98 which I set up the location and permits for the event each year. In 2001 I served as the first Designated Lobbyist for Arizona Confederati on of Motorcycle Clubs (AZCMC).

In 1994 I joined MRF as a member but before I knew it I was the AZ MRF State Representative for 14 years which led my journey to the MRF Board of Directors

seat in 1997 where I held 3 different position including Corporate Secretary for 8 years thru my tenure with MRF Board of Dircetors.

Currently I’m on the MRF Board of Directors and the founding Chairperson for the Motorcycle Riders Foundation Awareness and Education (MRFA&E) B oard of Directors. I still belong to various State Organizations. I serve as a vo lunteer still with passion for freedom and riding. My job to make money to support my passion is a Commercial Real Estate Broker in the business for 32 years. I bring some of my professional skills to the table for MRF & MRFA&E wherever I can to help all motorcycle riders globally.

Like all of us I have owned a few motorcycles over time. Currently my garage houses my 2005 VRSCA and my 2009 XL1200N.

My passion is still strong and my extended family is all of you who go down t he road with the wind in your face. Yuma Chapter: Rick Breadwell

In 1998 my brother Chuck and I opened an aftermarket motorcycle shop that helped educate me in the world of the aftermarket business owners.

purchase. The little Teddy Bears they used to give out especially at the fair, were no longer a valid purchase. Much of the same regulations applied, if GOHS purchased 'safety gear'. It had to be returned to GOHS after the event. Needless to say, he is not happy. NHTSA also approved 500 cc bikes for the purpose of training, along with the current 250 cc bikes currently used in most cases. He plans to use his federal dollars to buy some much needed radio ads. Most all of our $1 extra in the Motorcycle Safety Fund is being used for stock items and grants to AMSAF for Rider Training Scholarships. The GOHS is stocking up for May Awareness and will use stock items and be present at AMSAF's Riding for the Long Haul event this coming

Saturday the 12th.

Alberto discussed the rise in motorcycle fatalities in Arizona and wondered how the number of registered motorcycles compared to the number of 'M' endorsements in our state. I offered to do some research on this and get back to the council with any findings.

Mick Degn invited everyone to attend their event at Desert Wind HD, 922 S. Country Club Dr., Mesa, where they will have food trucks, interactive activities, safety demos, live music, of $10,000 in Raffle Prizes, 20 motorcycle training scholarships and a Grand Prize of four nights for two at Laughlin River Lodge plus much more. He talked about how 1,500 scholarships have been given out

since the program began. They have a 10% fail rate. The breakdown of those taking the class is 59% male / 41% female. Ages go from 15 1/2 - 18 - 70, but largest group is 30-45 year old. Their classes cover all counties in Arizona. They have schools that are MVD/MSF certified to teach.

Two members of the Peoria PD, showed a short video on the motorcycle-training course that they provide a few times a year. They are having a lot of success with this program and usually provide additional training to riders that have limited experience.

Motorcycle Awareness Month was discussed. Alberto will work with ADOT in order to have a message on all interstate

message boards throughout Bike Week and the entire month of May. Stock items are available for all organizations to order.

During Call To The Public, Skypilot showed everyone a 'yard sign' he brought for Alberto, saying LOOK TWICE FOR MOTORCYCLES. It came from the state of Kansas, and he picked it up at Meeting of the Minds in Wisconsin last year. Alberto was especially interested in keeping it as an example, as his federal NHTSA letter did say yard signs were ok to spend federal dollars on. The meeting was well attended with Skypilot, myself, Buddha, Billy Larson and Pops from the Huns MC. Next meeting is planned for some time in May.

Riding for the Long Haul

(AMSAF) hosted its 2nd annual "Riding for the Long Haul”. It was held at Desert Winds Harley Davidson in Mesa, AZ. This event is exactly what the name is helping the community to ride for the long haul. In addition, this event included folks from the State, Healthcare, Motorcycle Business's, Insurance, Legal community and AMSAF. All came together with one goal-to help reduce motorcycle crashes, injuries and fatalities.

Teresa “Trauma Mama” McClelland MSN RN A.B.A.T.E of Arizona State Safety Officer

On March 12th, Arizona Motorcycle Safety and Awareness Foundation

There was a lot going on that day with Stunt Rider, Mesa Police Drill Team, Band, food trucks, over $11,000.00 in raffle items and a grand prize worth over $2200.00. It was free to get into and its family orientated. Bring the family and enjoy the day. Ben and I sit on the Board of Directors with AMSAF and I can say A LOT went into this event to make it successful. We also hosted a vender

booth to promote A.B.A.T.E / Too Broke for Sturgis Event/ White Bandana Program and Accident Scene Management Courses. It was great to see so many A.B.A.T.E members come out that day FOR THE EVENT.

Fun facts to know: AMSAF has received a combined award up to $150,000 grant from the Arizona Governor’s Office of Highway Safety (AZGOHS) and the Arizona Motorcycle Safety Advisory Council (AMSAC). The grant was awarded to AMSAF to continue its Motorcycle Training Scholarship Campaign. This grant enables AMSAF to continue to offer scholarships each month. A $100 donation is required at the time of the application. All other costs for the Basic Rider Courses are paid for by AMSAF upon completion of the course. The convenience is YOU choose the school you want to go to. AMSAF is

PAGE 13 a nonprofit 501c3 with a goal of helping to reduce Motorcycle crashes, injuries and fatalities here in Arizona. www.amsaf.org

All that being said, it is imperative to tell you statistically speaking, the 2016 fatalities of motorcyclists is increasing. As much as we want everyone to see us we MUST do what we can to watch out for other motorists as well as other riders and be mindful of how we are riding. Make sure your ride is safe; Make sure your health is where it needs to be to ride. DO NOT ride impaired. Call a friend, Taxi or Uber if you are too lit to ride. Use your signals when lane changing. Increase your stopping distances and always have an out. Until Next time Ride Safe!

On Sunday March 13th the Loner MC Tucson, hosted the “Loners, Led Sleds & Leprechauns St Patrick’s Day Biker Bash” at the Territorial Bar on Palo Verde in Tucson. The event included entry into the Bike Show, door prizes, live music by “SHOVELHEAD ROAD”, 50/50 and a whole variety of biker games.

Loners MC

The weather was beautiful and the large yard area of the Territorial held the crowds. The Tucson Air Show was going on at the same time at Davis Monthan Air Base which is nearby so everyone had a great seat to watch the Thunderbirds as well as the live music and games. Two of the most entertaining games were

the “Honey I’m Home” and the Potato in a hay stack. There was also a tricycle race and a three man board walk race. It turned out to be a great afternoon and everyone had a great time. Scotty and the crew of the Territorial did a great job as always. The Territorial is one of our newest ABATE Business members so if you are in the area stop in and say hello.

MASTERLINK APRIL 2016

Unfortunately there was a sad note, two brothers of the Loners went down in a fiery crash a day or two before this event and were both in very critical condition. The hat was passed around for them and as always the motorcycling community gave generously. Please keep them in your prayers.

The Huns of the Southwest Tucson Chapter

On Saturday March 12th The Huns of the Southwest Tucson Chapter hosted their “Saint Patrick’s Day Breakfast with The Huns”. It was held at their Tucson Clubhouse. The event included breakfast which was homemade gravy with biscuits and potatoes and scrambled eggs etc. etc. The food was great and plenty of it. Lots

of hot coffee and there were Bloody Mary’s and other various cocktails available for those who wished.

There was a horseshoe tournament and a pool tournament for those who wanted to show their skills at those games. The Huns gave out Shamrock Run patch to

the first 100 through the door.

This was a great event and a nice change of pace from the bike night or open house that is the norm. The breakfast let folks with families and kids show up and have a good time with their fellow motorcyclists and enjoy breakfast and still have

the rest of the day to do honey do’s or take a ride or go to one of the other things going on in Tucson that day.

The weather was perfect and it turned out to be a great day for the Huns!

Arizona Fisher House Dedication Ceremony & Poker Run

The Southern Arizona Chapter of ABATE has joined with the folks at the Fisher House to help in whatever way possible. This is a great cause and a way to give

The event included ribbons cuttings in front of the brand new facility along with dignitaries and elected officials which naturally included the speeches etc.. Several members of ABATE along with our club members from the American Legion Riders were in attendance.

Some of those in attendance were Congressman Grijalva and Congressman McSally along with Tucson Mayor Jonathan Rothschild.

The Southern Arizona Chapter also hosted a Poker Run to raise some much needed funds for the families that will be using this facility. These funds will be available for whatever need arises. The Poker Run was held on Saturday February 20th which was just two days after the dedication. The run started and ended at The Bashful Bandit which is a business member of ABATE and a strong supporter of the motorcycling community in Southern Arizona. There were several stops along the run

including Business members Big Sky Motorcycles and Renegade Classics who both contributed to the raffle for the event. Other stops were a VFW Post and the American Legion Post. These stops were significant because they symbolized the connection between the motorcycle community and our veterans. This event is planned to be an annual event and Southern Arizona Chapter looks forward to a long relationship with the folks at Fisher House.
