Thank you for allowing me to attend Meeting of the Minds. It was very informative and always interesting to talk to people from other states and compare motorcyclists’ issues from across the nation.

While speaking to lobbyists from other states at Meeting of the Minds I found that some of them had “Legislative Committees”. These committees help to develop strategies and may suggest issues that the lobbyists might address during sessions. The lobbyists along with the committee would ultimately be responsible for suggesting state and

possibly federal legislative agendas (relative to motorcyclists) to the BOD for their approval. Other states have developed these committees with great results. They meet monthly, ask the members to visit the Capitol with the lobbyists or to contact them their legislators and become comfortable talking to their elected officials and understanding the legislative process. Committee members would be encouraged to attend Meeting of the Minds to take advantage of some of the workshops offered and to share what they’ve learned with their chapters. ABATE is a Motorcycle Rights Organization, but not everyone wants to, or has the time to physically be at the Capitol, this committee might give you the opportunity to have input, or if nothing else, to see firsthand how we decide which issues will be addressed during a session. In Arizona ABATE works in conjunction with the MMA and ACMC lobbyists as a lobby coalition to determine legislative agendas. I can’t help but think that an ABATE Legislative Committee may bring fresh ideas to the table. “Think About It!”

The Lobby Team recently met with

Representative Jerry Weirs regarding the Lane Sharing bill and he has agreed to sponsor it. Among some of the benefits of the bill are: it increases motorcycle visibility, reduces rear-end collisions and keeps air-cooled engines from overheating. There will be updates on the progress of this bill as it progresses. Currently the effort to have motorcycle emission testing discontinued in Maricopa County seems to be doomed to run out of time for yet another year. The good news is we will run it again! As a reminder, Motorcycle Day at the Dome is scheduled for Feb. 22, 2012. Let’s make it the best attended one yet. As the date gets closer you might want to consider making appointments with your legislators or give them a call and personally invite them to join us. Ride Safe,

I hope if nothing else you will remember that ALL motorcyclist ultimately want the same things, respect, rights, freedoms and not to be killed doing what we love. As I have said a million times before, there is strength in numbers, hey, at least this is the last time you have to hear me say that. I know most of you would not tolerate someone coming into your house and stealing from you, so don't let the government steal from you either. We all need to put aside those preconceived ideas of people who dress different from others, Patch Holders, sport bike riders and anyone that you feel doesn't fit in your world, and work together. Solidarity is the way to get our message out there.

When we can show the government that despite our personal differences we can stand as one, shoulder to shoulder for motorcycle rights, then that is when they will start listening to us. When officials see us arguing and fighting with each other they have no reason what so ever to listen to us. How hard can it be to put all of our personal issues aside for a few hours a month to accomplish what we need done? It's been done in other states and proven to work. If we take the time to get to know

There are over 180,000 motorcyclists in this state alone and if we can get past that way of thinking we could take over the whole world. We have some good lobbyists working for us to change the laws but until they change we have to look out for ourselves. Motorcycle awareness is so important, the more we remind people to watch out for us eventually, hopefully, they will look twice. We need to keep shoving it in the cagers faces that we deserve respect on the roads too. We need to keep reminding them that when you hit a car you get a dent, but when you hit a bike you get a death, and that death could be someone's wife, husband, child, brother, sister and/or family member, and I personally have lost too many.

Also, everyone needs to join and support the MRF (Motorcycle Riders Foundation), they have a lobbyist and an office in Washington D.C. and if you think we have a lot to deal with at the state level, imagine what we would be up against if we didn't have them in Washington to stop issues before they can even reach our state. It's quite expensive looking out for us at their level and we need to support them every way we can. Ok so I probably have rambled on long enough. So I will leave you with this; If you are not a member of an MRO (Motorcycle Rights Organization), then join, if you are a member, renew, and lastly, join the MRF, & Help us to help you!!! Another year behind us, damn how time flies. So, it is with no regrets but much sadness that I say this is my last Presidents report. I would like, from the bottom of my heart, to thank everyone who had faith in me and supported me these last 9 months. We definitely went through some trying issues, but being the people we are we made it through them all and came out stronger in the end. We saved 1 chapter from shutting down and even brought back a much missed, strong chapter in Yuma. Our reputation shined after the Too Broke For Sturgis incident because we have proven ourselves in the past and due to the respect the motorcycle community has for us. I know that everyone will stand behind Tim and give him all your support, being President isn't as easy as you might think.

On the Ballot were two other items: a proposed change in ByLaw language and a proposed change in Too Broke for Sturgis Policy.

The proposed change in Too Broke policy would have required all entrants to Too Broke to have been a member of a MRO - any MRO. This item failed at the election. We may see this again on next year’s ballot - that remains to be seen. The change in ByLaw language passed

PAGE 3 by a very wide margin (92-2) and confirmed the Board’s decision and the wideheld belief that a chapter has the ability to recall their own BOD Rep if they feel that the chapter’s opinions are not being represented at the Board Meetings. Again - many thanks to all that were able to attend. As Americans, we have the right to vote. As ABATE members, we also have the right to vote and to make our voices heard.

We’re very excited about getting this new venture off the ground and hope to make riders education classes more affordable throughout the state.

In time, we will be hiring MSF certified instructors to present classes. If you are interested in becoming an instructor, contact information for the new organization’s officers will be published soon. ABATE is proud to be creating this new company and we are proud of the fact that ABATE will be creating new jobs in Arizona.

Burke in the majority opinion. Burke rejected the ABATE lawyers’ argument that the special fund was tantamount to a special trust fund.

In a recent 6-to-1 decision, the state’s high court upheld a prior circuit court ruling that backed the governor and Legislature's ability to take money from hundreds of special state funds to offset budgetary deficits, a practice commonly referred to as “sweeping”.

Sweeping special funds was a controversial way to deal with budget deficits during the Blagojevich administration, and although the court’s ruling opens the door to more such sweeps, current Illinois Governor Pat Quinn opposes fund sweeps and has worked to end the practice.

COURT ALLOWS RAID ON RIDER ED FUNDS The Illinois Supreme Court may have opened the door for states to reallocate hundreds of millions of dollars from dedicated funding to balance their budgets.

At the General Membership Meeting and Election Rally in Black Canyon City on November 6th, the ABATE Board of Directors approved a motion to establish a new organization; ABATE’s Rider Advantage. This new organization will provide motorcycle training in Arizona.

Motorcycle riders sued former Gov. Rod Blagojevich after he swept $1.2 million from the Cycle Riders Safety Training Fund (CRSTF) to pay general state bills after a 2004 law passed by lawmakers allowed him to do so. A portion of the fee for an Illinois motorcycle license goes into the CRSTF, which ABATE of Illinois argued was only to be spent on motorcycle safety education. "Clearly, the fee charged by the state for motorcycle registration and licensing is state revenue, and therefore the portion of this state revenue which the General Assembly has allocated to the CRSTF is also public money," wrote Justice Anne

The state Supreme Court concluded that the legislature cannot create an irrevocable trust with public money because this would place an unconstitutional restraint upon the legislature’s plenary power.

MICHIGAN REQUESTS YOUR SUPPORT FOR HELMET FREEDOM Michigan may be on the verge of repealing their mandatory helmet law as Senate Bill 291 appears destined for the governor’s desk, and ABATE of Michigan has issued a “Call to Action” requesting the help of all motorcyclists in their freedom of choice efforts.

SB291 passed the Michigan Senate 24-14 in late June, and is now back for a “concurrence vote” after passing the House 69-39 on Nov 2nd, so a favorable vote

Mohave Chapter

Hi Everyone,

It looks like things are starting to come together for our chapter. We have signed up three new members, one of which is interested in holding an office.

We installed a new secretary, Carrie Russell, at our last meeting. We will also be contacting all our members this month to see if we can agree on a central meeting place and a day and time that will draw the most participation from BHC, LHC and Kingman.

We also are preparing to hold an event of some sort to get the biker community to come out and see what A.B.A.T.E. is all about. Hopefully we can attract new members with this event.

Just when we thought we would have to throw in the towel, things started looking a bit rosier. So we will be around for a while longer, hopefully getting this chapter back up to speed. I will you keep you all posted of our progress.

Hello! Hello! Hello! Fall is in the air! And so is riding weather. Take a moment and check over your bike we went from hotter than hell to a bit nippley so the few minutes that it takes you is well worth it.

Our chapter meeting was smaller than usual but we had a great meeting, we elected the 2012 Chapter Officers, congrats to all those who ran and to those who won.

The “Christmas Tree Angel Ride” is on for December the exact date to follow, so watch those emails or better yet come to Decembers meeting and the date will be revealed. 2012 is going to be a great year for this Chapters rides and runs, we tossed ideas around and with a chapter full of creative people we came up with some awesome plans.

Speaking of runs, THANK YOU! To those who put Moon Mullins on and to those who joined us for the awesome night ride. Each year this ride gets bigger and better. So come September the

date will be set…

ABATE isn’t all about the runs, we are here to educate the public about motorcycles and prepare the next generation of riders now. The runs we have are great and just one way we raise money. Chapter membership is another way to get involved. As usual Sam and staff at the Kettle took excellent care of those who came early for breakfast. Most members had an extra layer of clothes on that we didn’t need a month ago.

A quorum was established and the meeting called to order by Dawn Detelj at 9:15 am. Pledge of Allegiance was led by Don Boule with a moment of silence for those in harm’s way. Don updated us on Rich Montgomery’s progress.

We will have a guest coordinator chair the December meeting. By now all chapter and state officers have been elected. It’s great when so many people step up to do their part. Officer training will be January 14 at the AICC in phoenix. We will have a group ride going up.

Safety Officer Jim Clark had good information on how to handle the dust storms. Sean told about his experience. He had pulled off the road as far as he could get while a car parked on the shoulder was rear ended. As well as turning off your lights be sure to not press the brake pedal. Also leave your vehicle in neutral. If you do get hit there will be less of an impact.

Yavapai Chapter

The Yavapai Chapter would like to congratulate all the 2012 State officers on their election. We are also very proud to be represented at the state level by two of our own, Paul Pendergast (Vice President) and Lynda Marie “Handi” Barnett (Membership). We would also like to thank Margie, although not successful in be elected as president, she stepped up this year and really did a great job in A.B.A.T.E.’s time of need and did a great job. The bylaws change that

allows individual chapters to choose who represents them as a B.O.D. passed. The proposed admission only MRO members to Too Broke For Sturgis did not pass.

In our meeting held on 11/13 we had a very special guest, Dick Studdard, a member of the Arizona Motorcycle Safety Advisory Council shared his 50 plus years of riding, and what the council is doing to increase our safety on the road. Dick said while what happens at intersections is still a very big concern, the crashes due to operator impairment is even higher on their agenda. And don’t think this is strictly related to alcohol consumption, as Dick related one the big concerns are riding after prescription drugs. In addition, he told us NHITSA has been pressuring them to get Arizona to enact a helmet law. He flat out told us it is not going to happen. When NHITSA “nannies” asked our council why not? They were told it is because of the pressure they have been putting on them to enact laws. Maybe MRO’s do matter. All of you have friends that like to ride lidless, but still have not joined A.B.A.T.E. that little tidbit. Dick’s visit really brought the E in A.B.A.T.E. for our meeting. We also held chapter elections. We closed our meeting listening to Ralo play her Hellfire guitar won in an A.B.A.T.E. raffle a while back. That lady has some talent! Yuma Chapter

Membership: We have 139 active members and 6 business members. We have been working on getting members strictly on the insurance policy. $2500 insurance for $25 a year is cheap. I know you are tired of hearing it but if everyone brought in one member our rolls would double.

Bob Welton helped staff a membership booth at the Gold Wing Road Riders Event. It’s a tough crowd but Bob did get one member. You never know how many will read the Masterlink or applications we hand out and sign up. Speaking of Bob, he recently fought with some trolley tracks and lost when his front wheel jammed. He is safe recovering at home. We have members taking him food and such. One of our generous members even donated a microwave. Now he can cook like me!! The Celebrate with ABATE Run will be March 26th, 2011. Our new run coordinator will get right on it. Sean Pinder won the 50/50 for $12 and donated it back to the chapter. Thanks Sean. Dave Kimbrel won the dollar jar but was not present. $45 rolls over to the next meeting.

PAC/BOD: Sean reported that TEA Extension of HR2887 passed the House, then the Senate on 09/15/11 through March 2012. This is the Federal funding that provides matching grants for Motorist Awareness campaigns for States around the Nation. HR3199 was introduced on 10/14/11 by (R-WI) Rep Jim Sensenbrenner to require independent scientific analysis of the effects of

Statistically, another motorcyclist is the first to be on the scene of a motorcycle crash. The purpose of Accident Scene Management Bystander Assistance Programs is to reduce injuries and fatalities to motorcyclists through First Response Education.

But, the Programs have not done much to decrease crashes and reduce fatalities and injuries. The MAPs should continue, but they should no longer be the only or main focus of our efforts.

Recently, I attended the Yavapai Chapter meeting. Their guest speaker was Dick Studdard, Chairperson of the Governor’s Advisory Council on Motorcycle Safety. He is an excellent speaker and has a long history of activism for motorcycle safety. The three main points I came away with are these:

Motorcycle/Motorist Awareness Programs (MAP) have been an important movement to improve safety for motorcyclists. They have done some to increase motorist familiarity with motorcycles. I think the Programs have gone a long way to promote the image of

ABATE Of Arizona, Inc. is a non-profit motorcycle rights organization that is dedicated to freedom of the road for all motorcyclists.

ABATE is a volunteer organization that fights discriminatory legislation aimed towards the motorcycling community. ABATE's position is that all motorcycle riders have the right to choose not only the machine that they ride, but also the riding gear that they choose to wear or not to wear, (i.e. leathers, gloves, boots and helmets.) ABATE promotes rider education for all motorcycle riders and motorcycle awareness for all automobile drivers. ABATE needs the support of all motorcyclists.

Arizona Motorcycle Rights Organizations Need Your Help!

Impaired and Distracted Drivers (Riders) are a huge problem. Depending on whose data you read or which latest study is published crashes due to impaired operator are on the rise. There is rumor that NHTSA is considering a campaign to lower the allowable blood alcohol level (BAC) for motorcycle riders to 0.04, same as that for CDL licensed drivers. Hopefully, there will be strong lobbying against such a regulation. While on the surface that may sound like a good safety measure, it overall is a bad idea. Does that mean I would be tested differently if I’m driving my car than if I’m riding my motorcycle? Does that mean I can drink more if I drive my car to the bar than my motorcycle? It is one more regulation that feels like it comes from faulty logic. Perhaps there need to be alternatives to operating a vehicle after drinking alcohol, such as the designated driver or take a taxi. Years ago, I met a guy who was selling storage units to

bars so bikes could be locked up and the riders who drank could return sober to retrieve their bikes. There is a towing company in Prescott that has adapted to safe transport of motorcycles. They offer a safe ride home the rider and the ride. Are there other companies that do the same in other parts of the state?

We should actually be educating ourselves about impairment. Impairment comes not only from alcohol. Prescription use and abuse is on the rise. Some prescription labels warn the user to not operate machinery while taking. But, what do people do? They get their drugs at the pharmacy, take one and go on about their day, which often includes operating machinery – their vehicle! All the BAC testing in the world will not necessarily find alcohol in a person with prescription drug impairment. Regarding distraction, the old research indicated that eating while driving was the biggest distraction. Newer research indicates, as we have been hearing, that cell phone use is the worst distraction. It is sheer stupidity to text while riding, but I have seen it done. Legislation will not force common sense upon those who have none. We should police ourselves on this. Do not text while you ride, or drive for that matter, and do not ride with those who do.

many times have you heard someone say,” I laid the bike down to avoid a crash”? Making the decision to give up control of your machine and letting your body skid along the roadway lacking stirring and brakes does not seem safe at all. Scientific studies demonstrate that we lose information and skills if we do not practice them regularly. The skills we learn to pass the driver licensing test should be practiced often. Thankfully, we do not need the skills for controlled skids, extreme brake application, or obstacle avoidance. So, we have to practice those maneuvers. The majority of our riding, once we pass the test, is along paved roads and our stopping planned. Empty parking lots are perfect for practicing slow riding, controlled skids, obstacle avoidance, sharp cornering and other rider skills that make us safer. I think it would be fun to practice our riding skills after an ABATE chapter meeting in an empty parking lot. If we regularly practice our rider skills, we are better prepared for the unexpected. Anyway, those are the three main points I heard last Sunday. I look forward to promoting motorcycle safety for ABATE members and all motorcyclists this coming year. “Governor Snyder prides himself on being all about business and helping business,” said Vince Consiglio, President of ABATE of MI, adding; “A letter from a ‘FREE’ State may help him realize Michigan loses motorcycle money every day of the summer with a mandatory helmet law.” Under the bill, motorcyclists 21 and older would have the option of riding helmetfree if they have two years of experience or have taken a safety course, and if they buy at least $20,000 in medical insurance. “Please urge Governor Snyder to support adult choice,” requests Consiglio on behalf of ABATE, by contacting Governor Rick Snyder, State Capital, P.O. BIKERS RALLY TO RESCIND UNFAIR POLICY “The State Fair of Louisiana, for a minute, mind you, adopted a discriminatory position toward bikers by posting signs that would not allow them to attend the fair in their traditional biker gear, some of which is protective gear,” said Mary Baker in an article in the Examiner newspaper, adding that “…bikers everywhere contribute to charity in a way that

not many other segments of the population do… And, they definitely make an impact on the local community, spending hundreds of thousands of dollars at local establishments including restaurants, theaters, bars, parks, and small businesses. That is why it is disheartening to hear of discrimination based solely on appearance.”

Upon being alerted of the fair’s new antibiker policy, Facebook exploded with messages like this: "ALERT/INFO: The State Fair of La. has adopted the policy: NO COLORS… Signs are now being posted at all gates. NO BIKER COLORS of ANY KIND. Please pass this on to ALL BIKER friends and family. MC's are being Discriminated against. To Complain:::: Call State Fair of La. Let Your VOICES be heard.... Repost!!! Don't support the fair..." You can imagine that bikers, their friends and family were livid. They began to complain about the discrimination with phone calls to the Director of the State Fair, and his offices. The result: Before the end of the day, this message by the representative for Independent Riders, Northwest Louisiana, was posted on Facebook:

Hello to all my Brothers and Sisters;

I hope everyone had a good Thanksgiving, and enjoyed the holiday with family and friends. Tis the season to get ready for the Jolly Old Fat Mans arrival, with all the festivities that we attend, let’s take a moment during our celebrating to keep ourselves and sometimes our Brothers and Sisters in check before jumping on a bike or operating any other vehicle. It seems every holiday season we lose some of our Brothers and Sisters to crashes. This holiday season we need to be extra vigilant for others who don’t care about themselves, and definitely don’t care about us traveling on freeways and surface streets. That being said WE may be part of the problem as motorcyclists, if we party a little too hard, jump on our bikes and ride down the road going home or maybe to another party location. It’s not always death one has to deal with after being involved in a motorcycle crash. The rider may only have to deal with a minor injury, but what happens when the police show up? This is where your life can get

Oh and need I remind everyone that due to Maricopa County’s elected Sheriff, the staff down there pride themselves on your discomfort. Not a very friendly bunch either.

After dealing with all that, if you want to operate your vehicle, it’s your responsibility to get a blow device put on it. As of this time an Ignition Interlock Device is not available for a motorcycle. Another hurdle if you only own a motorcycle. So in reality Arizona is a ZERO tolerance state for DUI’s. The State, counties, cities and court systems here in Arizona make big money on DUI’s. I must confess. I have always wanted a side hack for what many will say is for no good reason. A friend of mine once said that a “side car has all the disadvantages of a motorcycle with absolutely none of the advantages.” I let that expression guide me for over three decades. of this column appears, I will be a “side hack” owner - for good or bad. You can then honestly call me “Sidecar Rod.” My motivation - I am running out of time. And I had two life-altering events hit me between the eyes. The first was running into Bob Heady at the license branch plating his side car rig. Bob is one of those guys you can’t get enough of. A former Marion County Deputy Sheriff, he went on to become a Federal Bomb Demolition Expert. And just in time to go to Oklahoma City to investigate the bombing there and get his fill of Timothy McVeigh. You talk about a fascinating human being - Bob Heady is it. And know one knows more about the pitfalls of a side hack and its beauty.

After only about 15 minutes of setting next to him waiting on license plates, I knew that my ‘84 shovel FLH was going to have a rebirth of freedom and was going to have three wheels, despite arguments from my friends to the contrary. So off I went to LA Cycle in Whitestown. The owner is Larry Averitt and he just happens to be the side car master. Years ago, Larry said he was coming to the Miracle Ride with his

triplets. I wondered how he was going to pull that one off until I saw him roll in with a FLH and side hack. There, bunched up in the side car was Larry’s triplets. Now that was a photo-op and a justifiably proud father if there ever was one. I don’t have triplets, but I do have a pair of shelter dogs that my wife and I just adopted. They are the second lifealtering event. These girls want to go for a ride and they will - as soon as Larry gets done with the shovelhead. After a few trial runs, I am convinced

everyone signs it. Sometimes, however, someone will slip over the gate and get into the ride without signing the release, despite the best efforts of the organizers. Always one of my big fears.

A recent opinion by the California Court of Appeals may provide you some breathing room. In that case, a couple injured in a recreational motorcycle ride sued because the ride did not have a police escort. The Plaintiff was an experienced rider and had signed waivers for previous rides, but somehow got in the ride without signing a waiver, including previous years of the same ride in which they were injured. The Court of Appeals ruled that the injured couple “assumed the risk” of the ride. The couple on the ride were injured when a van swerved into their lane causing a collision. The court ruled that the couple had waived any right to sue even though they had not signed a waiver for this ride but had signed such waivers in

previous rides. (As I said earlier, waivers are still needed but this case helps with those that sneak into an event without signing a waiver) The court held that the risk of participating in a motorcycle ride with a large number of participants along public highways is self-evident, and that the risk of being injured while in a motorcycle procession is well known as all rides do not have police escorts. The rule is that a voluntary participant in a recreational activity cannot recover damages for injury from a co-participant or organizer if the injury arises from a risk inherent in the activity and defendant does nothing to increase that risk. The court held that the lack of police escorts did not increase the risk of injury on a public highway. This case is a victory for all organized motorcycle rides in this country and should result in lowering of insurance premiums for events- for those that can get insurance. Congressman James Sensenbrenner (RWI) has introduced HR 3199, a bill that would require the Environmental Protection Agency (EPA) to seek independent scientific analysis on the affects of 15-percent ethanol blend gasoline.

The bill would not overturn the option for ethanol to continue to be sold, it simply asks for more study on the use of an E15 blend; something the Motorcycle Riders Foundation (MRF) has been asking for as well.

"The EPA's decision to allow E15 into the marketplace will impact every American who owns a car, lawnmower, or boat. Automakers insist that using E15 will void warranties, lower fuel efficiency, and cause premature engine failure. In offroad engines, the effects can even be dangerous for users," Sensenbrenner said.

"There are serious concerns that the EPA used only one Department of Energy test and rushed E15's introduction into the marketplace. This test was limited in scope and ignored a plethora of evidence – albeit inconvenient evidence for the EPA – that shows E15 gasoline has a negative effect on engines.”

Sensenbrenner is very serious about this issue. He conducted his own study by questioning 14 automakers about the effect of an E15 blend on their products. The unanimous consent was grim. Everybody agreed that E15 would void warranties, damage engines and lower fuel efficiency.

The MRF requests that you contact your Representative in the United States House of Representatives and ask them to cosponsor HR 3199, the Sensenbrenner EPA E15 study bill. NTSB WANTS MEDIAN IMPROVEMENTS

A recently released set of recommendations by the National Transportation Safety Board (NTSB) includes one that specifically addresses cable barriers. The NTSB asks that the Federal Highway Administration (FHWA) work with the States to define the criteria regarding where cable barriers are placed, and to research the safety risks associated with cable barriers. You can’t make this stuff up. Rickey D. Holtsclaw, a Houston, Texas police officer for almost thirty-two years, was recently forced to retire because of his insistence on enforcing ordinances restricting obnoxious motorcycle noise. Officer Holtsclaw faced pressure within the Houston police department and from pronoise motorcyclists to stop enforcing the law. Officer Holtsclaw received little or no support from elected officials in Houston. Holtsclaw decided to start issuing tickets

to what he perceived as “loud motorcycles”. After a few months of writing tickets caught the attention of his commanding Patrol Sergeant who ordered him to cease issuing those kinds of tickets. He explained that the law is so vague that it is unenforceable. However, Holtsclaw broke orders and continued on his mission to silence Houston. According to Holtsclaw it was the upper levels of the Houston Police Department, Mayor Annise Parker, Houston's City Council, and Houston's Legal Department that forced him into retirement.

At the 2011 Motorcycle Riders Foundation’s (MRF) Meeting of the Minds Conference held in September in Detroit, Michigan, a Legislative Strategy Session was hosted by the MRF's Legislative Committee. As has been done for the past several years, the MRF requested that it be attended by Sustaining State Motorcyclists' Rights Organizations (SSMRO) Legislative and/or Executive Officers. The goal was to set the MRF's Federal Legislative Agenda for the 2011 Meeting of the Minds to 2012 Meeting of the Minds annual cycle. The MRF's SSMRO partners responded once again with a majority attendance, and the Legislative Committee was extremely pleased at the aligned and clear direction from our SSMRO partners. This level of alignment will allow for a solid and focused Strategic Action Plan to be developed, disseminated, and effectively employed. The session this year was moderated by MRF Vice President Jay Jackson, supported by MRF Vice President of Government Relations and Public Affairs Jeff Hennie and MRF President Kirk "Hardtail" Willard. The MRF continued the practice instituted last year, recording one vote per organization. Mythbusters? Not Really. . .

Recently the Discovery Channel's popular program MythBusters attempted to determine if a motorcycle is "better" for the environment than a car.

If you are not familiar the program, it's a cable reality show that takes on different challenges each week, such as "Can an airplane made of duct tape fly?" or "Will a bullet explode an RPG if they hit each other mid air?" and so on.

The Hosts ran a number of somewhat scientific tests on a few motorcycles to measure single vehicle emissions. The show determined that, "At best, it’s a wash; motorcycles are just as bad for the environment as cars. At worst, they are far worse."

When tested side by side, a motorcycle will give off more of some gasses in the exhaust than a car of the same year. But that's to be expected. As engines get smaller, it becomes more and more difficult to use a catalytic convertor to catch all the gasses. So it becomes an engineering and usability issue to catch all of the gasses a car can. However, when it comes to CO2 emissions, motorcycles emit a fraction of what cars are accountable for. It should be noted that CO2 emission levels are largely what drive climate change legislation.

Another factor that the MythBusters failed to account for was the population size. Motorcycles make up less than three percent of the vehicles on the road today. Such a small percentage of all total vehicles cannot be singled out as the lone problem.

That's not to mention all of the other factors that make motorcycles more environmentally sound, such as smaller battery, longer life of vehicle, less raw materials to construct, less oil needed, and of course, less fuel to operate. Also keep in mind how motorcycles reduce congestion and do not contribute to gridlock. Add all those factors up and motorcycles are far better for the environment than any car.

So for those of you out there who want to "go green," the Motorcycle Riders Foundation (MRF) suggests that you simply ride your motorcycle.

Good Morning America. A couple of weeks ago I needed a break from all the work that we have been doing to the Spanish American War Memorial over in Greendale cemetery. Even though the deadline was rapidly approaching, the project was right on time and my friends were getting sick of seeing me and in short, my internal batteries needed recharging.

There was another reason I'd been a little stressed lately also and I think a lot of you fine people can relate to this situation also; NASA... There used to be a time when only the best and brightest minds in the entire world worked for NASA, now due to lay offs and budget cut backs, I think the only people they have running the show at NASA are idiots and former weatherman because they are used to being right only about 30 % of the time anyway.

Several weeks ago a huge news story came over the wires informing we, the American People that a piece of space junk, the size of a frickin' school bus was going to fall out of the sky and our good friends at NASA did not have a clue where this piece of space crap was going to crash. Now, is it me or have they been snortin' a little too much rocket fuel at NASA?

They thought that it would probably hit somewhere (??) in Africa but were

still not 100% sure 24 hours before it's scheduled arrival....They never did tell us where it crashed but I guess we can sleep better tonight because the damned thing missed us.... And you wonder why I needed a vacation? Seriously, any reason to get away to the Smoky Mountains this time of year is OK with me, space crap nonwith-standing....... Yea, it was time to head down to Maggie Valley, North Carolina for a couple days of leaf watchin', waterfall seekin' , beer drinkin', gun shootin', hell raisin' , BBQ eatin' and museum visitin'( not exactly in that order but you get the idea). The Fall foliage was in all it's colorful glory and the weather was as perfect as I could have ever hoped for.

Time seems to move a little slower in the mountains, the air is cleaner, everything about Maggie Valley is special but nothing could have prepared me for what I saw at Dale Walksler's " Wheels Through Time Museum" !!! It is without a doubt, the most incredible museum I have ever experienced. Maybe more so in the fact that it's not one of those sterile, stay behind the ropes and glass walls kind of places, no my friends, this is a place where "Soul is Spoken". You can actually touch a part of history as long as a member of the museum's staff is standing there with you.

If you are into motorcycles, this museum is a must-see! A total and complete tribute to the America Motorcycle with a couple awesome cars thrown in for good measure. This museum is home to over 300 of the rarest American Motorcycles you'll find anywhere with over 24 different marques on display. Here you will see Crocker, Indian, Excelsior, Henderson and of course Harley Davidson as well as many, many more. Rare vintage iron that you may have only read about in magazines or seen on the history channel.

The absolute coolest motorcycle I saw during my visit, was an original Pierce, built by the same company that built the famous Pierce-Arrow Automobile. Hidden in frame oil tanks are nothing new. Neither is wires hidden within the handlebars, the Pierce had them all and was over 100 years old. This magnificent old beauty looked as fine as the day it was handcrafted at the factory.

Have you ever seen a Harley Davidson engine that would do 3000 miles per hour ? They have one on display. No kidding ! Motorcycles owned by the likes of Steve McQueen ,Evil Knivel and even a cool old Caddie owned by Neil Young. I saw a bunch of paintings by David Uhl, his style is unmistakable. Board Track Racers and Hill Climbers stand in places of honor. Don't be the least bit surprised if you hear several of the bikes start up while you are there.

They started at least 6 while we were there.

The staff that works there are as cool as well !! They really enjoy their work and happily answer any and all questions you may have. The entire place just blew my mind, I only wish I had another couple days to spend wandering through the Wheels Through Time Museum. This museum is a destination unto itself. It's located about 5 miles off the Blue Ridge Parkway and you won't find a more Biker friendly place east of Sturgis than Maggie Valley, North Carolina.

Every year the Wheels Through Time Museum raffles off a classic motorcycle to raise funds to keep the museum going. This years Classic is a 1936 Harley Davidson Knucklehead Bobber finished in factory custom Gold and Black. The beautiful Harley has countless original parts and is built to run. You bet my name is on more than a few of those tickets. The winning ticket gets pulled this coming Saturday. So if you hear any unconfirmed reports of a crazed man rolling around his front lawn in Greendale Indiana laughing and screamin'" I won , I won" just pretend you don't know me.

And we wonder why bikers have a stigma, it starts in the dictionary!

It amazes me that even today with all the great things that “bikers” do, the negative is what the media focuses on. No helmet blah, blah, blah, we are a pro choice state and each rider has the choice.

“Bikers” come from all walks of life, doctors, lawyers, engineers, politicians, housewives/househusbands you name the

career and I bet you will find a motorcycle enthusiast among them.

There is a unity, like an extended family. From a flash of a hand to helping a downed brother stuck on the side of the road.

Motorcycle Riders Organizations are often lumped together, the good the bad and the ugly.

What does matter is that no matter what type of MRO you are a member of, “bikers” have the biggest hearts and a passion for the cause they support.

For example, the night of the Moon Mullins Run, I had a little accident..it was crazy that curb just jumped out and knocked me over! Me and my sporty were in the median (I did turn off the key!)

Whoosh as cars speeded right by inches of where I landed,(ok and well I couldn’t lift it up either) I saw a few bikes turn around, but before they got back to me,

this black trans am blocks west bound traffic until me and my bike where out of the median. I am so very thankful for the protection that they provided, I later found out the people in the car were Jimmy Pages’ family, Thanks again! Thanks to my hubby and the others that stopped to help. This is what “family” is.

On the flip side, the mother in me says to the owner of the Trans Am, what are you thinking? Your car was dark and could have been t-boned, your car is a classic, and you don’t even know me. You could have gotten hurt as well!!

I am proud to be a “biker” and a member of ABATE of Arizona an MRO that does not discriminate it EDUCATES.

The “stigma” motorcycle riders have is so backwards, it’s the uneducated that should have the “stigma”. Casey Yates State Secretary

Louisiana State COIR (Coalition Of Independent Riders) Commander Lionel “Nite Train” Bailey reported that the US Defenders and COIR conducted a phone campaign and not only have the Louisiana State Fair officials rescinded their No Colors policy, but even offered to organize a Bike Night to a Blue Oyster Cult concert.

LAWMAKERS OVERRIDE GOVERNOR’S VETO OF RED LIGHT BILL The Illinois House voted 94-21 and the Senate voted 45-6 to override Gov. Pat Quinn’s veto of the “Dead Red” bill supported by ABATE of Illinois that would allow motorcyclists to proceed through malfunctioning red lights.

As written, House Bill 2860 sponsored by Senator Gary Forby (D-Benton) and Representative Daniel Beiser (D-Alton), specifies that a motorcyclist would be permitted to legally run a red light "after a reasonable period of time," but Quinn vetoed the legislation with the request that a two minute wait time be amended to it.

The law will now go into effect on January 1, 2012, and according to Sen. Forby; “A measure I sponsored (HB 2860) will now become law after I was successful in overriding the governor’s amendatory veto. The bill allows motorcyclists to go through a red light if it fails to change to green because the switch hasn’t been tripped, or didn’t recognize the motorcycle. To alleviate a few of the concerns some of my colleagues raised, I introduced a "trailer bill" that requires motorcyclists to wait 120 seconds before proceeding through the red light. For those of us who have been stuck at a light without it ever changing to green, we know how reasonable this legislation is. This situation happens more than many people think and is a growing concern for bikers at outdated intersections. In fact, 360 rear end collisions occurred with motorcycles that were slowed or stopped in traffic in 2010. If bikers are trapped at a light, this bill gives them an opportunity to safely proceed through that signal, because otherwise they don't really have much of a choice. 11 other states already have laws like this in place, none of which have tried to rescind it.”

INTERNATIONAL MOTORCYCLE SAFETY REPORTS RELEASED Headlight configurations that make motorcycles more noticeable, why drivers fail to give way to motorcycles at Tintersections, and how mirror use influences car-motorcycle conflicts are among the topics researched and reported on in the new January issue of Accident Analysis & Prevention (AA&P), a journal primarily focused on causes and impacts of transportation accidents.

The themed AA&P edition is titled "Safety and Mobility of Vulnerable Road Users: Pedestrians, Bicyclists, and Motorcyclists" and consists of a selection of papers presented at an international conference organized by Israel's National Road Safety Authority. In a report entitled "Recognizability of different configurations of front lights on motorcycles," the researchers say that

"Results of a laboratory experiment have shown that motorcycles with a T-shaped light configuration are more quickly identified, particularly when the motorcycles are in visual competition with other motorized road users."

In "Why do car drivers fail to give way to motorcycles at t-junctions?," researchers studied differences between novice drivers, experienced drivers, and "dual drivers," i.e., drivers who also ride motorcycles. They found that dual drivers were better at recognizing motorcycles than either of the other two groups. While the results are inconclusive, the researchers state that "We argue that this is potential evidence for an oculomotor basis for Look But Fail To See errors."

The report "Attention and search conspicuity of motorcycles as a function of their visual context" says that multi-colored, reflective, and white rider outfits consistently made the riders more noticeable than a black outfit.

The safest driving state was Rhode Island, followed by Connecticut, Massachusetts, Virginia, and New Hampshire.

WEIRD NEWS: SPAIN FINES MOVIE POSTERS OVER HELMETLESS TOM HANKS The Spanish distributor for the movie “Larry Crowne” was fined for a poster showing stars Tom Hanks and Julia Roberts riding a motorcycle without a helmet.

Tripictures was given a traffic fine of 30,000 euros ($41,500) for using the film’s U.S. poster to promote the movie’s overseas premiere because the government claimed it promoted reckless driv-

The distributor initially thought the ticket was a joke, but in 1985 Spain instituted a law that banned advertisements from promoting reckless driving. Fines are also given to celebrities if they promote the image of poor driving. One example came last year, when singer Shakira drove through Barcelona on a motorcycle without a helmet in one of her music videos. Cars changing lanes without recognizing that a motorcycle is in that lane is a common experience for motorcyclists, and that topic is addressed in "Attending overtaking cars and motorcycles through the mirrors before changing lanes." Not surprisingly, the researchers found that "Risky maneuvers were less likely to occur in those cases where more time was spent gazing at the mirrors."

MOTORCYCLISTS BEWARE: STATES WITH THE WORST DRIVERS You might believe that your state has the worst drivers in the country, but a newly released report from Carinsurancecomparison.com ranked states according to their safety record to determine where the bad drivers live.

Five factors were considered when determining the rankings; fatalities per million miles traveled, drunken driving, the number of tickets issued, failure to obey traffic signals and carelessness, utilizing data compiled from the National Highway and Transportation Safety Administration (driving fatalities), the National Motorist's Association (traffic tickets), and MADD (drunk drivers).

Here is their list of the 10 states with the worst drivers: #10) South Carolina - Ranked 48th for fatalities and 45th for obeying road signs. #9) Alabama - 46th for tickets. 42nd for fatalities. 41st for obeying road signs. #8) Montana - Highest ticket rate in the country. Also ranked 40th for carelessness. #7) Kentucky - 42nd for carelessness and 48th for drunk driving. #6) Arizona - Arizona ranked poorly across the board. #5) Oklahoma - Lots of DUIs, fatal accidents, and traffic tickets. #4) Florida – Not as many drunk drivers... But Florida has more tickets than any other state. #3) Texas - Texas ranked pretty poor in all categories. #2) Missouri - Ranked in the bottom 10 for carelessness and DUIs. #1) Louisiana - In the bottom 10 in all categories except failure to obey signs.
