mrf lobbyist jeff hennie resigns

I have accepted Jeff Hennie's resignation today effective next Friday, October 30th, 2015.

He and his wife are leaving the District after a decade of working on the Hill. I am told you can read all about his upcoming adventure on Facebook. Of course we wish Jeff nothing but the best.

Our Board will be talking this weekend as to our next steps such as the job description, job posting, and the search process.

Most importantly we will discuss the critical work that remains ongoing in D.C. Fortunately we have another highly capable veteran on our D.C. staff in Tiffany that will be playing a key role in this transition period.

Having been directly involved in hiring Jeff I expect the hiring process will be similar. Kirk "Hardtail" Willard, President of the Motorcycle Riders Foundation

============================== From Jeff: Hey Reps and Board

After eleven and half years the time has come

for me to step down. I have thoroughly enjoyed my time at the MRF. It has been a barrel of fun taking on our big, bloated government and putting them in their place. We have taken on the EPA and won, NHTSA and won, we have taken on the CPSC, DOT, NTSB, CDC, the House of Representatives, the Senate and even the White House and won. Not to mention all of the silly institutions, like the insurance industry, that have tried to kill motorcycling, that we have beaten back over the years. Without your help and support none of this would have been possible, thank you.

A lot of people have asked me “what lobby firm are you going to? The answer is not where I am going, its where I am not going. I am going to be living out of a van down by the river. Sort of. The only thing for sure about my next move is that I am firmly committed to one year minimum.

I am huge fan of the National Park System. When I found out recently that were 408 parks and realizing that I have only seen a fraction, I freaked. So, I am taking an 35 foot RV across the country with my girl and my dog. We might make it back to DC, might not. How can I know where I want to live if I have not seen it all? We love our jobs, home and friends but

sometimes you need to go an adventure, throw caution to wind and live, and that and that alone is why I am vacating my post.

I gave my notice one week ago to Kirk. I know that one week is not a lot of notice, but I hope you will understand. This trip is something that my soul tells me I must do. I am changing the trajectory of my life and nothing can stand in the way. Conquering Washington DC has been a blast and I truly thank every MRF Member and Supporter for the opportunity of a lifetime. Please keep in touch or even better find us on the road. Reach out to me at Jeffrey_Hennie@yahoo.com or find me on Twitter, Instagram and Facebook (search for jeffrey hennie) Or follow along on my new blog. Its not up and running yet but will be soon. In the meantime bookmark www.renegades.com Let the adventure begin. We pull out of DC on 11-1-15

Hello fellow freedom fighters, It hardly feels like the 24th and final President’s report I’m writing here. Our out-going 2014-2015 State Officers deserve a word of praise and gratitude. Together, we worked diligently to carry the motorcycle freedom fighter torch, do right for A.B.A.T.E. of Arizona, and up hold our mission statement. During our term, we cut over-head operating costs, rolled out the “Go Green/Paperless” option for The Masterlink, re-vamped the entire website and converted it to be mobile-friendly format. We re-opened our on-line store with our own State and chapter products, as well as close-out TBFS merchandise. Working with all our chapters, we increased our membership by greater visibility and hosting numerous membership booths. We outsourced membership processing to ensure prompt service and timely renewals and redesigned our membership application for a more professional appearance. We built relationships with new business members, and hired a professional event planning company to increase sponsorships and attendance at our annual State fund-raiser, Too Broke For Sturgis. President’s Report

Officer training will be held on January 9th, 2016, 11am-3pm, at the AZ-American Italian Club, 7509 N. 12th Street, Phoenix. If you are one of our officers, we would appreciate your attendance. Even if you don’t think YOU need it, you may be of assistance to someone else. While we filled all State Officer positions, except State Run Coordinator, we still have an important position to fill, DESIGNATED LOBBYIST. We need one! If you have the passion to protect motorcyclists’ rights and can prepare a good, fact-based case to speak and write to legislators, please consider becoming our Designated Lobbyist. You won’t be working solo. We work with MMA and ACMC’s Lobbyists to accomplish legislative goals. This is a Board of Directors (BOD) appointed position. Interested candidates should submit a letter of interest with applicable background to Sean Pinder, our Chairman of the BOD. “An activist is someone who cannot help but fight for something. That person is not usually motivated by a need for power, or money, or fame, but in fact driven slightly mad by some injustice, some cruelty, some unfairness – So much so that he or she is compelled by some internal moral engine to act to make it better.” - Eve Ensler

American Income Life (AIL) has increased our FREE Accidental Death and Dismemberment (AD&D) policy to a $4,000.00 benefit payout. One of our members recently lost a leg due to complications from an accident. He was upset that he received only $1750, ½ of the then $3500 benefit amount. The AD&D benefit AIL provides to ABATE members AT NO CHARGE, pays ½ the benefit amount for the loss of one eye, arm or leg. It pays FULL BENEFIT for accidental death or loss of two eyes or limbs, or a combination there of. In our members’ case, they don’t have savings to fall back on, so additional insurance for such instances would have been helpful. This is why AIL is here for you. You recently received a mailing containing information about this free benefit. While you do not have to return the postcard to be insured under this policy, doing so will get you in touch with an AIL representative and allow you to see what other plans and free benefits they offer. AIL AD&D benefits are stackable, so if you’re a member of another organization that offers AIL AD&D benefits, you collect on both, i.e.: ACMC members, MMA-AZ,

MRF, other ABATE’s, etc. I encourage all AZ Confederation of Motorcycle Clubs to become A.B.A.T.E. Club members. For $125/year, you get 5 individual A.B.A.T.E. memberships PLUS EVERYONE in your club is covered under AIL’s AD&D benefit, everyone! That benefit alone is worth the A.B.A.T.E. membership expense. November 10th, Waco, TX – the Waco Grand Jury convened to begin considering indictments on the 177 arrested as a result of the May 17th tragedy at Twin Peaks Restaurant. Eye witness accounts say they heard 2 or 3 small arms fire, then a barrage of rifle fire, cops shooting randomly into the crowd of bikers. These accounts are independent of one another and come from those that were arrested and those that were not. There are also eye witness accounts of cops planting false evidence. Some are pointing the finger at Twin Peaks Restaurant for allowing the COC to meet at their establishment after P.D. warnings that it could become violent. We’ve never seen such a broad sweeping assault of citizen rights. Motorcyclists across the nation are paying close attention to this case. Waco P.D. charges that you can go to jail for wearing an “association” patch, even if you didn’t participate in a crime. Did you know that Waco P.D. confiscated the mobile phones and cameras of all witnesses, victims, and near-by business employees of the May 17th incident that left 9 dead and 18 injured? We are all still waiting for the truth to be revealed and that personal property to be returned intact. November 13th - MOBILE JUSTICE AZ, empowered by ACLU AZ is a smart phone app to record police encounters. A few months ago, we encouraged you to download the ACLU CA smart phone app. Now ACLU Arizona has launched their own app. I can’t stress enough how important this app can be to prevent law enforcement cover ups and prove the facts. Download the ACLU AZ app, move the icon to your phone’s home screen. To use the app, tap the icon to open and hit the red “Record” button. The app will use your phone’s camera to record both audio and video. To stop recording, simply tap the screen. As soon as you stop recording, the video will be automatically sent to the ACLU-AZ. So, if your phone is confiscated, the ACLU has a copy of your recording. The folks in Waco could’ve helped their expensive defense cases if they’d used this app. In October, I sent out an email to the A.B.A.T.E. list, encouraging you to take a survey hosted by the Motorcycle Profiling

East Valley’s Hard Ass Run

PAGE 3

Project on motorcyclist discrimination. 87 Arizona people responded. The results reflect about 30% participants had been denied access to a business for wearing patches and looking like a biker. Many had been pulled over by law enforcement for no infraction of the law, a fishing expedition. The survey results will be used to build our case and present another anti-motorcycle discrimination bill next year. If you want a copy of the results, contact me at president@abateofaz.org. Do you get motorcycle activist news as it happens? You can by subscribing to the A.B.A.T.E. discussion email list at our website www.abateofaz.org (scroll down to the option on the right). At the last ACMC meeting, one of the Hell’s Angels MC members asked for copies of any traffic tickets people received after leaving an HAMC Mesa event. They were told that 50+ people were pulled over and ticketed leaving their Mesa October event for non-existent or minor infractions. This is a pattern of motorcyclist discrimination/harrassment that can be proven, if they can get copies of the tickets. They’re asking for help to build a case against Mesa P.D. for motorcyclist discrimination. November 14th - Smiley and I went on A.B.A.T.E. East Valley Chapter’s 13th Annual HARD ASS RUN. It started at Joeta’s Leathers/Evil Twin Custom Cycles on Country Club & Main in Mesa. 2nd stop was at the Space Age Restaurant in Gila Bend (yep, took SR 238, dead cow road). Then we headed up Old Hwy. 80 to the Desert Rose Bar and Grill in Arlington. Then up Salome and Vulture Mine roads to The Rancher in Wickenburg. The last stop was at The Boulders at Southern Ave. & Alma School Road in Mesa, about 250 miles total. It was fun to ride with former Hard Ass Run participants and talk old times. Even Billie Daman, the run’s originator made the trip. We met some new comers too and show them some ABATE comraderie. The run t-shirt, awarded at the end stop, was a reprint of the first Hard Ass Run shirt, that hot looking chick next to a bike in high heels and shorts worn through the ass. A blast from the past, and another fun, collectible T. Good job on the planning and execution by East Valley. The year-end holiday season is upon us. I wish you and yours many happy memories with family and friends. Thank you for the opportunity to serve as A.B.A.T.E. of Arizona State President. Life’s short, enjoy the ride. See you in the wind!

Another month in review, they seem to be going faster and faster. Or maybe it is just because it isn’t blistering hot finally. Evil Twin’s customer appreciation day was a blast.

We had a booth at Motorcycles on Main which went well as usual. Thanks Cheryl and everyone.

We joined everyone at the Tumbleweed Inn in Eloy for the State and Board meetings along with the State Officer elections.

Deep heart felt thank you to the outgoing State Officers who are the dearest of friends which have been more than awesome. I know I am happy that you will all still be close by for brain picking advice.

Now a happy welcome to the new and old set of State officers about to take their places. I am excited to start on my new adventure as State secretary along with stepping back to only 1 chapter position as secretary unless something happens at this next meeting. As most know it is ok to not try to do too much multi-tasking.

For those new ABATE members, who like me, might not realize to be nominated as a chapter officer how was it said to me the ink needs to atleast start to dry on your membership application. So if you feel the urge over this next year, embrace it.

I highly recommend taking the Accident Scene Management Class from our wonderful Safety officer Trauma Mama. I took basic the beginning of November and will be taking the advanced class beginning of December. We don’t want to think about anyone ever going down on a bike, but our best chances are to have trained people out there to help each other.

I wish to extend a super huge THANK YOU to everyone who came out to support us by going on the 2015 Hard Ass Run. We had 62 people sign in for the run. It was an honor to have the creator of the Hard Ass with us.

So until we meet again, be safe out there. Enjoy the ride and as always keep it rubber side down. Here’s to Wind Knots in My Hair, Dawn P Steed Secretary, PAC, and Communications

Hello Brothers and Sisters.

Well if you didn't make our 10th Annual Chili Cook-off, then you missed some good chili. We had 19 entries and all of them were delicious. It was a hard decision but we found our winner. ongratulations to Joanne Carafa, she took home the $200 prize money and a really cool trophy. We had a lot of fun putting on this event, and Plum Krazy rocked the house while we ate and judged. We gave out a lot of good door prizes too. Someone was lucky enough to win tickets to the State Fair and see Sheryl Crow. Those were generously donated to us by our local radio station (KRIM) thanks Fanny! I wanted to thank the Spur Bar and their staff for having us, and to Mattie for the awesome trophy he made. Also special thanks to CC RIDER for taking the reins and heading the event. Awesome job everyone. As I said last month, we had our chapter elections. and I would like to welcome aboard our new officers. thanks for step-

Yuma Chapter

The Yuma chapter met on November 10th at 6:00 pm at the Kountry Kitchen restaurant to conduct our monthly business meeting. The meeting was called to order, the Pledge of Allegiance was recited, and normal reports were addressed. The attendance for this meeting was low due to conflicting events and schedules. Good news for bikers in Yuma! In

November the Yuma City Council passed the Distracted Driving Ordinance. The new ordinance is banning texting while driving and requires hand free devices while talking on cell phones. The city council voted 4 to 1 on passing the ordinance, which makes it the second city in Yuma County to have a distracted driving ban. If you’re driving you cannot have a cell phone in your hands, you can however have a hands free device such as Bluetooth. The ordinance goes into effect in December. Yuma Police Chief John Lekan stated that there would be a grace period to educate the public for the first 60-90 days before writing tickets. After the first few months then tickets will be issued. Tickets start at $100 if caught being distracted while driving and if you cause an accident it will be $250.

The Yuma HOG Chapter is hosting their 27th Annual Toy Run on Saturday, December 12th and sign ups will be at Bobby’s Territorial Harley Davidson from 9:00 to 11:30. The cost is $25 per person and it incudes a T-shirt and a meal ticket. Please bring an unwrapped toy! The escorted parade leaves at 11:45 and ends back at Bobby’s Territorial HD. There will be food, beverages, music, and raffle prizes. This is a great event and the T-shirts have traditionally been long sleeve tees with awesome designs! The raffle prizes are incredible and the weather is always good this time of year in Yuma. The Yuma ABATE chapter meets the second Tuesday of each month at 6:00 pm. The next meeting will be held on December 8th, 2015 at the Kountry Kitchen Café located at 11242 S. Foothills Blvd, Yuma, AZ. We would love to see you there.

The Yuma Chapter of ABATE would like to wish you all a very Merry Christmas and Happy New Year! For the love of freedom, Pastor D Communications Officer Yuma ABATE Chapter

Thank You

I would like to let all of our readers and ABATE officers and membership know that I have learned a great deal while being the PAC officer at both the chapter level and for the state of Arizona. I have met and worked with many of our volunteers and gained valuable experience learning the in and outs of our legislation, and it's process. I have accepted new commitments that will change my life as I know it and I am happy with them. I want to congratulate all the new state officers in the latest election and in par-

ticular Johnny "D". His position as AZCMC lobbyist and his connections puts him in an ideal strategic position to get the "call to actions" and other important issues to the all motorcyclists.

I also want to thank Mary Kay for her undying support and good nature when things were not all "rosy" on all fronts. Great job to all and I've got my POM POMs waving for the next officers in place for the next two years.

Thank you for your support,,,,,,,,, Handi SRMC

Barber Bob also renewed his business membership this month. Thank you for your continuing support Bob. Go see him at Bob’s House of Hair!

Jim went over The Meeting of the Minds he attended in Milwaukee, and there will be more information coming. Please check out the State web site as there have been many improvements.

The Annual A.B.A.T.E. general membership meeting/officers elections will be held November 8th, and this year it will be held in Eloy, AZ. This will make it much more convenient for all Southern Arizona members to attend. It will be held Sunday Nov. 8th, at 11:00AM – 3:00 PM at the Tumbleweed Inn Bar &

MASTERLINK DECEMBER 2015 NCOM BIKER NEWSBYTES Compiled & Edited by Bill Bish, National Coalition of Motorcyclists (NCOM)

MOTORCYCLE INDUSTRY PURSUES INTELLIGENT BIKES

The motorcycle industry recently took a major step toward the “connected bike” when three major OEMs announced the launch of a Connected Motorcycle Consortium (CMC), with Yamaha, BMW and Honda entering into a joint agreement to accelerate the development of intelligent bikes, whose technology development and inclusion in the greater mobility picture have lagged behind the connected-car movement.

Industry officials made the joint announcement at the 2015 ITS World Congress in Bordeaux, France, and the newly formed organization follows the 2014 signing of a far reaching Memorandum of Understanding (MoU) by all members of the European Association of Motorcycle Manufacturers (ACEM) stating that connected motorcycles will be available for sale within the next five years incorporating smart safety devices that speak with each other across brands and products. The CMC will focus on sharing information and technology to get Cooperative-Intelligent Transportation Systems (C-ITS) applications onto powered two-wheelers by 2020, and the three manufacturers are

encouraging other motorcycle OEMs to join the consortium in an effort to standardize C-ITS protocols across the motorcycle industry.

“In order to speed up more motorcyclespecific safety developments, we intend to cooperate to promote a successful implementation of C-ITS in motorcycles and scooters,” said Honda’s Tetsuo Suzuki. “The next logical step is to enter into a cooperation dedicated solely to the challenges relating to powered twowheelers,” added Takaaki Kimura, of Yamaha.

“Our aim is to promote a timely and comprehensive use of cooperative ITS systems in powered-two wheelers offering the potential to improve safety. We therefore encourage other companies to join us,” said Prof. Dr. Karl Viktor Schaller, of BMW Motorrad.

ITS technologies offer the potential to further increase safety, security and efficiency in all transport systems, in particular for motorcycles. Future systems development will further integrate V2V features, in particular interoperable networked wireless communication between vehicles to enable road users to make coordinated and informed decisions about their route as well as allowing safer maneuvering in busy urban environments. DOJ CREATES NEW COUNCIL TO COMBAT “ANTI-GOVERNMENT

VIEWS”

“Americans motivated by anti-government views and racist ideologies” will be the focus of a new Department of Justice position to coordinate investigations into violent homegrown extremism.

Assistant Attorney General John Carlin, head of the department’s national security division, told a George Washington University audience on October 14, 2015 that while the international terror threat occupies the public attention, federal officials remain just as concerned about the prospect of violence from Americans motivated by anti-government views and racist ideologies. “We need to make sure we have the mechanisms in place so that we can continue to remain just as focused on the domestic terrorism threat while addressing the international terrorism threat,” Carlin said in a question-and-answer session following a speech at the university.

The new “Domestic Terrorism Council” will work with U.S. attorneys nationwide “to identify trends that can be used to help shape a national strategy.”

The new council should not be confused with another new department previously created by former AG Eric Holder, the DOJ’s Domestic Terrorism Task Force which also focuses on “anti-government extremism.”

PAGE 5 SURVEY CONFIRMS THAT BIKER PROFILING IS A NATIONAL EPIDEMIC

The National Motorcycle Profiling Survey that began October 1st is already beginning to show some strong early trends confirming that motorcyclist profiling is a prevalent and widespread problem, and is expected to yield some very interesting and telling statistics which can assist motorcyclists in recapturing our rights base across the country. The questionnaire posted on Survey Monkey is intended to provide a clearer picture of motorcycle profiling from a national perspective through a thorough and comprehensive series of specific and detailed questions.

One very interesting statistic shows that 84.5% of the nearly 1,400 surveyed so far feel that being a biker has a negative impact on their civil rights, and report that riding a motorcycle places them under a higher level of scrutiny from both law enforcement and business owners. Importantly, this is not just a club issue, as 41.5% of those surveyed were independent riders and wear no identifying logo or emblem. Still, some independents from groups like the Legion Riders, ABATE, and VFW have reported being

discriminated and profiled due to their patches and other attire.

“The initial results are very informative and are starting to paint the picture we have been seeing in our community for a long time,” said David “Double D” Devereaux of the Motorcycle Profiling Project (www.motorcycleprofilingproject.com), “but this time our legislative representatives, who aren’t familiar with the motorcycle community will be able to see it too.” The National Motorcycle Profiling Survey, created by the North Florida Confederation of Clubs and sponsored by the MPP, will provide invaluable insight into the issue of motorcycle profiling in America as we move towards an effort to pass a national motorcycle anti-profiling law.

Your input will provide an important piece of evidence in the overall pattern of profiling, and will assist those fighting at both the state and national level for your right to ride and your lifestyle, so please get involved and pass this survey along to every biker you know… https://www.surveymonkey.com/r/?sm=nFhBGtZx2K9m3 xbn3pkZtA%3d%3d ETHANOL-FREE FUEL

Looking for ethanol-free gas? The website Pure Gas (www.pure-gas.org) is a definitive listing of gas stations that sell pure, ethanol-free gasoline, and currently lists 10,159 locations in the U.S. and Canada.

“Many cars, motorcycles, boats, aircraft and tools have engines that run worse, or have parts that deteriorate, when run on gasoline that contains ethanol. In addition, ethanol leaves residue on valves and other parts that can hinder performance,” claims the site.

The website doesn't get into the political side of ethanol in gasoline, and this site does not sell advertising or seek sponsors.

You just click on your state or province to find out in your city those where you can fill up with pure gas without ethanol, and your search provides a list of 100 ethanol-free gas stations sorted nearest to furthest. The site also allows visitors to add new stations or remove existing ones.

There’s been a nationwide push for stiffer penalties for drivers who commit moving violations that result in severe injuries or fatalities, and now a new law proposed in New York would call for felony charge for fatal moving violations.

Currently in New York, if a driver commits a moving violation that kills a motorcyclist, the driver would only be given a traffic ticket. However, ABATE of N.Y. is pushing for harsher penalties.

When fellow motorcyclist and retired New York State Trooper Kenny Watson heard the story of an ABATE member nicknamed Creto who was hit and killed by a negligent driver who was issued a ticket for the misdeed, he sat down with lawyers to draft legislation that would create harsher penalties for drivers who take a life after committing a moving violation. “Running a stop sign, running a red light, moving from lanes unsafely,” he told News10 in Albany, NY. “They know what they’re doing, so they should be held accountable for it.”

The proposed Right-of-Way Violation legislation is called Creto/Kade’s Law and it would charge drivers with a Class D felony if they commit a moving violation that kills a motorcyclist, bicyclist or pedestrian. The charge carries the weight of up to seven years in prison, and would give families a bit of justice for the loss of a loved one.

“With a Class D felony, it’s going to haunt the person the rest of their life,” said Albany ABATE chapter president Andy “Animal” Liuzzi. “Let that haunt them for the 40 years they deprived someone of living.”

Motorcyclists are hoping drivers will think twice about committing a moving violation and running the risk of taking an innocent life if the law passes. CALIFORNIA FREEWAY SIGNS TO ISSUE HIT-AND-RUN ALERTS

California's freeway message signs will soon warn drivers about more than just snarled traffic and severe droughts. Thanks to a bill signed Monday, September 28 by Governor Jerry Brown, they will next warn motorists to watch for suspected hit-and-run vehicles through a “Yellow Alert” system. The measure, AB 8, was authored by Assemblyman Mike Gatto (D-Glendale), and such alerts will only be issued if a person has been killed or sustained a serious injury in a hit-and-run collision. A description of the suspected vehicle involved along with its license plate will be shown on the signs for view by the motoring public. U.S. DUTY ON JAPANESE MOTORCYCLES TO BE LIFTED UNDER TRADE AGREEMENT

The United States will remove a tariff levied on Japanese motorcycles with engine displacements of over 700cc under the recently agreed Trans-Pacific Partnership trade pact, according to Japan Times, and the 2.4% duty will be eliminated five years after the multilateral trade deal takes effect.

The United States, Japan and 10 other Pacific countries reached a broad agreement in early October to establish a free trade bloc covering 40 percent of the global economy.

For Japan, the new trade initiative will eliminate 99.9% of tariffs on industrial products within the TPP zone. Japan has exported about 120,000 motorcycles with engines of 251cc or higher annually to the U.S. market in recent years. Honda Motor Co., the world’s largest motorcycle maker by volume, and Yamaha Motor Co., compete with local rivals such as Harley-Davidson Motor Co., which mainly focuses on motorcycles with engine displacements of over 600cc.

The U.S. government imposes no tariff on imported motorbikes with engines of 700 cc or lower.

Japanese motorcycle makers are trying to beef up sales in the United States and Asian markets to offset flagging demand in Japan, where sales dropped to about 410,000 units in 2014 from a peak of 3.28 million in 1982.

Following the broad agreement reached at ministerial talks on Oct. 5, the 12 member nations of the TPP will need to finalize the text of the treaty for formal approval in their respective countries ahead of final ratification. In addition to the U.S. and Japan, the ten other TPP members are Australia, Brunei, Canada, Chile, Malaysia, Mexico, New Zealand, Peru, Singapore and Vietnam. FRENCH TRAFFIC RADAR TO DETECT UNINSUREDS

Authorities in France are now investigating a new way to make more money off of road users, as they want automated speed and red light radars to cross-check a new insurance database.

Checking this new database will allow law enforcement to see if your motorcycle, or car, has been properly insured. If not, they can fine you for riding without valid insurance, up to €3750 ($4,246 US) and the forfeiture of your vehicle and driver’s license.

French authorities are now asking all of the insurance companies to look at feeding a common database that will contain all the vehicle insurance data allowing the police to find out your insurance situation automatically. WEIRD NEWS: YAMAHA TO SHOWCASE BIKE-RIDING ROBOT

As an extreme example of ITS Smart Technology, among Yamaha’s concepts set to appear at the Tokyo Motor Show is a motorcycle-riding robot, presumably to save motorcyclists from the drudgery of performing the task themselves.

Self-driving cars are understandable, but self-riding bikes are harder to get a handle on. Yamaha says it will display “an autonomous motorcycle-riding humanoid robot that combines motorcycle and robotics technologies.” There’s no further official information, but the Japanese motorcycle-maker has also recently trademarked the name “MotoBot”. State Safety Article fun and safe group ride:

*Arrive prepared. Arrive on time with a full gas tank.

*Hold a riders’ meeting. Discuss things like the route, rest and fuel stops, and hand signals (see web site).

By Joel “JR” Rosen State Safety Officer

It has been a good few months for me, I was lucky and got to ride with friends and on my own. I've done Riot on the river, Moon Mullins, Bob's biker blast,Eloy ABATE elections, Hard-Ass run yesterday. We are so lucky to have so many friends to ride with I thought group riding skill should be reviewed. The following are tips from the MRF but there is great info on the web at both the MRF and AMA www.msf-usa.org www.americanmotorcyclist.com Please take a look and spread the word. Hope to see you out on a ride. Be safe. J.R.

QUICK TIPS: MSF’s Guide to Group Riding Motorcycling is primarily a solo activity, but for many, riding as a group – whether with friends on a Sunday morning ride or with an organized motorcycle rally – is the epitome of the motorcycling experience. Here are some tips to help ensure a

*Assign a lead and sweep (tail) rider. Both should be experienced riders who are well-versed in group riding procedures. The leader should be aware of each rider's skill level before the ride and monitor the riders during the ride.

*Keep the group to a manageable size, ideally five to seven riders. If necessary, break the group into smaller sub-groups, separated by a few seconds, each with a lead and sweep rider.

*Ride prepared. At least one rider in each group should a first-aid kit and full tool kit, and all riders should carry a cell phone, so the group is prepared for any problem that they might encounter.

*Ride in formation. The staggered riding formation allows a proper space cushion between motorcycles so that each rider has enough time and space to maneuver and to react to hazards. The leader rides in the left third of the lane, while the next rider stays at least one second behind in the right third of the lane; the rest of the group follows the same pattern.

*A single-file formation with a minimum 2-second following distance is preferred on a curvy road, under conditions of poor visibility or poor road surfaces, entering/leaving highways, or other situations where an increased space cushion or maneuvering room is needed. *Avoid side-by-side formations, as they reduce the space cushion. If you suddenly needed to swerve to avoid a hazard, you would not have room to do so. You don’t want handlebars to get entangled.

*Periodically check the riders following using your rear view mirrors. If you see a rider falling behind, slow down so they may catch up. If all the riders in the group use this procedure, the group should be able to maintain a fairly steady speed without pressure to ride too fast to catch up. *If you’re separated from the group, don’t panic. Your group should have a pre-planned procedure in place to regroup. Don’t break the law or ride beyond your skills to catch up.

*For mechanical or medical problems, use a cell phone to call for assistance as the situation warrants.

*If a rider leaves during the ride, the rest of the group should re-form the staggered formation by criss-crossing into the next vacant position. Although it would seem more efficient for the column directly behind the missing rider to move up, we do not recommend it because passing another rider within a lane can be risky.

Motorcycle Riders Foundation Awareness & Education (MRFA&E) was established to promote motorcycle awareness and education due to an everincreasing rider population. No one is more concerned with rider safety than riders themselves, and obviously those best suited to educate newer riders are veteran riders.

MRO Collaboration & October Travels We are One Spirited, Loyal and Generous Family

Initially, I began writing this article to focus on the inspirational and reinvigoration I experienced from my October travels to the High Country Chapter meeting in Payson, Riot on the River in Winkelman, and the MMA Board meeting in Glendale, as well as previous Arizona Confederation of Motorcycle Clubs (ACMC) meetings and Modified Motorcycle Association (MMA) Board Meetings. To skip to that focused discussion, jump to the section, “October Travels” further below, as this Irishman got a bit verbose, as you can see below. Although I have peppered some of my favorites quotes by those who are far smarter and eloquent than I am.

I have no particular talent. I am merely inquisitive. Albert Einstein

MRO Collaboration

For those who do not know me, professionally I am an engineer. So, I am data driven, seek cause-effect, and wired to seek solutions to problems or improvement to existing products/methods. I pride myself on being logical and pragmatic. However, I needed to get out of my silo and behave like a human and simply show up and meet the people first hand who lead at the local levels of ABATE, and collaborate with the ACMC and MMA. I intend to attend Chapter meetings, ACMC Meetings and MMA Districts. Obviously, we are all limited in time and resources and cannot be everywhere all of the time. I will do my level best to show up and be present.

Practical is anything that can be done. Pragmatic is anything that can be done and is worth doing. Roget's New Millennium™ Thesaurus, First Edition (v 1.3.1) Copyright © 2007

Prior to October, I regularly attended the

Tucson area ACMC meetings along with my Coordinator Jim Butsback as the ABATE Reps. I also attended the ACMC meeting with President Mary Donnay. Additionally, Jim & I attended the most recent Casa Grande District and renewed my MMA membership with Muskrat, before his passing and the unfortunate closure of Casa Grande. Butsback, to his credit, had been attending Casa Grande meetings and events prior to foster collaboration with S. AZ Chapter, as I have always been envious the effective collaboration between Rim Country District (RCD) and High Country Chapter (HCC) that is an example of collaboration to be aspired.

Here’s a novel idea to foster collaboration… Perhaps the ABATE’s Southern Arizona Chapter can help restart the MMA Casa Grande District and MMA’s Verde Valley District and can help restart the Yavapai Chapter. ABATE and the MMA will both be better off and motorcyclists in AZ will be the biggest beneficiaries. It works with RCD & HCC, why not elsewhere?

Of course, ABATE of AZ needs to maintain and even strengthen its relationship with the ACMC. The best way of course is for ABATE to show up, attend ACMC events, support the clubs! Most recently, ABATE’s Deborah Butitta and ACMC’s Johnny D harmonized to bring about optimal success with elimination of the Handle Bar Height legislation with Karen Fann, in which a few detractor’s had smaller ambitions regarding the legislation.

Let’s not forget about the Mountain Motorcycle Association of Arizona (MMAA). The island SMRO are brothers and sisters too. We need to support all motorcyclists regardless of race, color, creed, religion, national origin, gender, sexual preference, brand of

motorcycle ridden, association, membership or non-membership in any club or organization (ABATE of AZ Bylaws). May I add that no motorcyclist shall be thrown under the bus, despite what an overzealous and irresponsible Law Enforcement officer or agency may declare without transparent and constitutional Due Process.

Every responsible and dedicated Freedom Fighter should be a member of ABATE, MMA & MMAA. I am and I challenge every member of any of the SMROs to be a member of all three. By default, then those members are members in the ACMC three times. ACMC Clubs and Associate members could be potentially SMRO members four times over!

Then there is support of our national partners, the Motorcycle Riders Foundation (MRF) and the American Motorcyclist Association (AMA). I know all those memberships add up, but then again freedom is not free. Total Individual membership for the AMA, MRF, ABATE, MMA & MMAA only costs $144 per year, or $12 per month. That’s a bargain for fighting to promote and protect motorcycling! Besides the tangible benefits of Road Side Service, Newsletters & Seminars so we are all smarter, generous discounts from Business members to take care of our own, stackable Accidental Death and Dismemberment Insurance, just to name a few, total to a value in the thousands for a mere $144. Education is, not a preparation for life; education is life itself. John Dewey

For me, October began and ended with numerous professional and personal challenges. My stress level was exceptionally high and remains elevated. So, I empathize with all of our MRO leaders promoting and protecting motorcycling in which personal and professional issues must be a higher priority. Any person that does not or cannot help themselves to be in a good place with their livelihood and social well-being is impaired to contribute as a volunteer. I cannot imagine anyone with a perfect professional and personal life, so any decision to step up or step down needs to be a personal decision, and we all must support those decisions as brothers and sisters without judgment. If you do have a perfect life, then please keep it too yourself, as the rest of us peasants are still working toward our dreams.

We are a volunteer organization, and the value is that every member of a MRO should be permitted to contribute at their personal comfort, appropriate and feasible level with judgment. All volunteers are appreciated, from simply a member on the rolls for membership, to attending meetings and events, to taking it another level, and step up to a Chapter or State leadership role. Every contribution should be thanked, regardless of critique or performance. I am not saying that a discussion of merit or competing ideas should not be shared, but not in the form of attacking another’s efforts. The value of a diverse pool of ideas, strategies, tactics and action needs to be celebrated and spirited debate welcome, as no one person has all of the answers, all of the time, during constantly changing condi-

tions when the strategies, tactics and solutions also need to adapt.

The pendulum of the mind alternates between sense and nonsense, not between right and wrong. Carl Jung

With all of the competing demands on our complicated lives, I do realize the challenges of meeting those demands to balance volunteerism with personal and professional priorities. Although, there is nothing more rewarding than volunteerism in which I did something, I acted regardless of how no small or significant that contribution may be. I choose to dedicate the majority of my active volunteerism to motorcycling and specifically ABATE of AZ. If you care about motorcycling, then actively participate in an MRO or a Motorcycle Safety Organization (MSO). If not an MRO, volunteer for something. Work a polling place, help at charity for the needy,...just act. You will be a better person for it and your community will benefit. It is your duty to act as a member of the human race. I do not believe in a fate that falls on men however they act; but I do believe in a fate that falls on men unless they act. G. K. Chesterton

Spirited debate needs to be civil and productive. I say spirited, because I know sometimes meetings and discussions can get very heated. This is not a bad thing. This means people still give a damn. Instead of becoming defensive, we all need grow a thicker skin than the leathers we wear. Spirited debate should be encouraged and that energy managed and used for inspiration. If YOU do not like the way things are done, then perhaps the best course of action is to step up as an Officer or Board member, because action is ultimately needed and the measure of intent. In addition, a true critique requires not just the half measure identifying deficiencies, but carries more creditability with acknowledging strengths of the same topic and providing alternatives and solution along with action. An exchange of ideas with true and balanced critique is a true conversation. If you do not know how to ask the right question, you discover nothing. W. Edwards Deming

The idea of false choices needs to end. Usually, an either-or scenario is an oversimplified characterization to compel a poor decision as a persuasive technique. Typically, there is a third (or more) way that has not yet been identified. In fact, sometimes the appropriate answer is all of the above or none of the above.

Statements of absolutes need to be treated suspiciously as the world we live in is not just black and white, but in fact is mostly tone or shades of gray. So, the right tone of conditions or context is prudent. Even more complicated is that we live in a world of color, or personality. Some personalities simply clash, and often we all take personalities personal, especially among the extended family of motorcyclists.

MASTERLINK DECEMBER 2015

Happy holidays my friends. Merry Christmas, Happy Hanukka, Happy Kwanza, a wonderful Yule for my Wiccan friends as well. As we go into this season we in Arizona can all thank our lucky stars that we don’t live in Texas. As of this writing, a grand jury in Texas has indicted 106 of the 177 bikers who were at the wrong place at the wrong time. The other 71 are expected to be done by November 19. A judge once famously claimed that he could indict a ham sandwich with a grand jury. I have been indicted by grand juries twice in my life. The first time I had a public defender who was a genius, she worked the case masterfully and the result was a not guilty verdict from a jury.. The second case involved my being hospitalized for three months and a friend who also happened to be an ass-kicking defense attorney took my case. She found the witness who the police didn’t interview and brought her to the county attorney to be deposed. After that the prosecutor filed a motion to dismiss the case. I also was able to read that grand jury transcript and learned that a police officer lied her ass off under oath in order to get a true bill ( what an indictment is called). In and of itself a grand jury indictment is equivalent to being charged at a preliminary hearing. The bad part is that it guarantees the case will go forward.

Thoughts from JohnnyD

The people being railroaded in Texas have families, lives, hopes, dreams, and a dubious future. Many lack the funds to hire private counsel. A great number of them have lost jobs and homes. There will be intense pressure to plead to a lesser crime. The McLennan County Public Defender’s office will be a hard place to work in the near future. They are already under-funded, understaffed, and over-worked. While the Constitution guarantees the right to an attorney, it does not guarantee the attorney will have sufficient resources to assure fair trials to their clients. Many of them work with one hand tied behind their backs. The heroic efforts of many of them are often overlooked. The Public Defender is not an elected officer as is the County Attorney, the Attorney General and the various court judges. The is no reward for the cases dismissed or not guilty verdicts. Often the opposite is true, some attorneys are vilified for suspects who win their cases.

So in Texas there will be plea offers on the table. Many will include time served, small fines or probation. Any who sign those agreements will lose their rights in any civil actions. The initial cover-up and the ensuing cluster-fuck of judicial steamrolling is a case study of the reasons our founding fathers codified our natural born rights in a document that will hopefully endure throughout time. If the corrupt officials in Texas are allowed to destroy lives at will we will have lost the promise that so many have died to keep. The day after Veterans Day, I am reminded that while our flag is a symbol of our nation, the people who have gone to war to protect our way of life swore an oath to

defend the Constitution of the United States against all enemies. The Waco cabal of judges, prosecutors, and police along with the agents of the federal government who were complicit in this travesty of justice are truly the enemies of our Constitution.

In local news the membership of ABATE of Arizona has elected new leadership. They are listed in other parts of this publication. Congratulations to all the new officers. We go into 2016 with new energy, renewed determination, and resolved to fight for our rights and freedom.

On the federal level the Senate and House long term highway bills both include language that prohibits federal grant money to be used for motorcycle-only checkpoints. The House bill also requires NHTSA to conduct studies on preventing motorcycle crashes. The old theory that wearing a helmet is a magic solution will be destroyed.

I hope that everyone knows who their state legislators are and how to contact them. Our efforts will require all of us to interact with our representatives on a weekly and sometimes daily basis. As we learned with our handlebar height bill, they will listen if we speak with a united voice. As I learned from Kyrsten Sinema, they need two things to win elections: a lot of money and a lot of people. We will be the people who demand their efforts to win our votes. I am working with the ACMC to bring some money to the table. Right now we have several key legislators on our side. Karen Fann, who sponsored our handlebar bill. Judy Burges, who has been sponsoring our anti-profiling bills. Steve Smith, the chair of the Senate Public Safety Committee. Katie Hobbs, the Senate Minority Leader and co-sponsor of our 2014 anti-profiling bill. There are a number of others who have supported our efforts, too many to list at this point.

On January 11, 2016 the legislature opens for the year. The Governor will give his state of the state speech. As in past years I am calling for as many bikers as can to attend this event. It is a day to meet legislators as they come to work. It is a time to be seen as a fore to be reckoned with. I have had a dream of seeing hundreds of bikers rolling into the capitol and being shown on the news. Opening day has a sort of a carnival atmosphere. Many groups with issues before the legislature show up as well as protestors. Last year there was a woman in body paint making a statement for legalizing marijuana. The biker lobbyists were there also. As were several Rough Riders MC members. Less than 10 representing more than 100,000 motorcycle riders in the state. I often fantasize that I could go to the capitol and honestly say that I represent more than 100,000 voters. That would be the biggest single block of voters in any state. They would give us anything we wanted. Sadly, we cannot motivate all motorcyclists to become politically engaged. We can, however, expect those who are engaged to attend events critical to our efforts. We have reserved the capitol lawn on April 18 for our annual Day At The Dome. More will come out about that as it gets closer. I hope to see many of you at our next Phoenix Shadow Mountain meeting and on opening day in January. Until then, stay safe. Endeavor to avoid grand jury indictments, left turn cagers, and days without wind in your face. PAGE 12 Push for Helmet Laws October 20, 2015

Right now, the push for motorcycle helmet laws is stronger than ever. It’s bigger than a handful of the usual government agencies pushing for mandatory helmet laws— it is that, of course—but there is another factor at work as well: child safety. It’s a very natural thing, the desire to protect children. Many skate parks, BMX parks, horse rides, go-carting, etc. all now require helmets for youngsters, and we are okay with that. So long as that attitude continues, the likelihood of keeping states helmet-law free gets slimmer.

Agencies and departments all over the country are pushing for helmet laws, and it’s getting nasty. Recently at the State Motorcycle Administrators annual conference the Vice President of Government Relations for the Governors Highway Safety Association, Erik Strickland, touted the benefits of an Obama-backed transportation plan that would have given back to the federal Department of Transportation the ability to lobby state legislatures about implementing helmet laws. Then in the next breath he referred to the language in the transportation bill currently working its way through Congress (and is likely to pass soon). Specifically, he called the language to stiffen the lobby ban so that it would apply to the whole of the federal government, state governments and local governments, “A real pain in the ass.” That bill also contains language that would commission a study to determine the best practices to avoid motorcycle crashes in the first place, thus saving lives instantly. Is that also a “real pain in the ass,” Erik Strickland? That, folks, is your governor’s direct pipeline for ideas for state law. In a recent publication by the Insurance Institute for Highway Safety, they had a two-page article about the actions the

News from the MRF

National Highway Traffic Safety Administration has taken to enforce helmet laws by law enforcement officers. The proposed rule by the safety agency would effectively give law enforcement the ability to pull over and, after a visual inspection, ticket (or worse) any motorcyclist wearing a helmet that the officer felt did not meet the new appropriate standards. Should this rule become final—and that is almost a certainty at this point—any helmet that to a traffic cop appears to be less than one inch in thickness gives that cop the authority to pull you over for further inspection. Of course the Insurance Institute publication just echoed the same un-truths that all of the other safety groups march out. It is interesting and troubling that the agencies that are charged with making things safer—most of whom do not ride motorcycles—don’t care to listen to the very people they are trying to protect. Bureaucracy at its best. Then to make things stranger, in the Wall Street Journal this week was an article about groups of bicyclists who are opposing mandatory bicycle helmet laws. They say mandatory helmet laws, particularly for adults, make cycling less convenient and seem less safe, thus hindering the larger public-health gains of more people riding bikes. They think that more bicycles on the street will result in a greater degree of visibility in numbers and therefore reduce injuries and fatalities. Cycling advocates are quick to say they’re not antihelmet. Instead, they’re opposed to helmet laws and their unintended consequences. Sound familiar? Helmet laws make strange bedfellows. But all is not lost. We need to stay engaged and active. We, the guardians of motorcycling, must do what those before us (and those before them) have done. A fight is brewing and we need to be ready. The forward force to pass mandatory helmet laws is swelling. We need to push

back with a tidal wave.

To start that wave, you should email your new best friend, Erik “pain in the ass” Strickland, Vice President of Federal Relations for the Governors Highway Safety Association. Transportation Committee Passes Long Term Highway Legislation October 23, 2015

United States House of Representatives Transportation Committee Passes Long Term Highway Legislation.

The Motorcycle Riders Foundation (MRF) is pleased to report that the US House of Representatives Transportation and Infrastructure Committee has passed a sixyear highway bill. The bill, H.R. 3763, otherwise known as the Surface Transportation Reauthorization and Reform Act (STRRA) of 2015, was passed unanimously by the committee chaired by Representative Bill Schuster (R-PA).

The committee termed the measure, “a bipartisan, multi-year surface transportation bill to reauthorize and reform federal highway, transit, and highway safety programs,” and described it as proposal that is “fiscally responsible, provides greater flexibility and more certainty for states and local governments to address their priorities, and accelerates project delivery.”

The bill contains a few provisions near and dear to the motorcyclists of America. Most importantly, it ends the federal funding of the highly unpopular motorcycle-only roadside checkpoints. “Ending the checkpoints was, and is, ‘Priority Number One’

MASTERLINK DECEMBER 2015 for the Motorcycle Riders Foundation,” said Jeff Hennie, Vice President of Government Relations and Public Affairs for the MRF. “We are knocking on the doorstep of accomplishing this because similar language is already in the Senate highway bill.”

Additionally, the bill re-launches the much-needed Federal Motorcycle Advisory Council (FMAC). The FMAC was initially set up under a previous highway bill and served the country well, but because of some bureaucratic red tape the council was done away with. This bill revives the FMAC for the purpose of developing recommendations to the sitting Secretary of Transportation on all things regarding motorcycles and motorcyclerelated infrastructure. In its first incarnation, the FMAC made some very worthwhile efforts on issues such as cable barriers, signage, and pavement conditions. The MRF, AMA, MIC, state motorcycle rights organizations (SMROs), state DOT officials, and highway engineers all have seats on the council. The only caveat? Every council member must ride a motorcycle. Lastly, H.R. 3763 commissions a study to be conducted by the National Academy of Sciences on the best practices for preventing motorcycle crashes. While it will be a while before the study is begun and the results analyzed, it will be very significant as it will be the first study ever that is totally about crash prevention and not about helmets.

“This bill improves the everyday lives of motorcyclists in a very profound way,” added Hennie. “Living in a world where we can be pulled over for just riding a motorcycle has been an unacceptable practice. Ending those unwarranted stops has been the focal point of the MRF legislative agenda since they began, and we thank the Congress for hearing our demands and serving justice.”

MASTERLINK DECEMBER 2015

The Motorcycle Riders Foundation would like to thank those members of the House Transportation Committee who were of particular help with this bill, including but not limited to, Representatives Reid Ribble (WI), Barbara Comstock (VA), James Sensenbrenner (WI) and Chairman Schuster (PA). The full support of these elected officials was instrumental to this incredible success.

The MRF thanks all of the SMROs and the individuals who are dedicated to fighting government tyranny and control of motorcyclists. Read the text of the bill and the amendments here: http://docs.house.gov/Committee/Calendar /ByEvent.aspx?EventID=104111

============================ US House Passes Long-Term Highway Bill November 9, 2015

The United States House of Representatives finished up work on a long-term highway bill and approved its passage by a vote of 363-64. The bill—the first long-term highway bill passed by the US House in decades—is matched by a similar bill passed earlier this year by the Senate. “This bill is absolutely critical to America and our economy,” said Rep. Bill Shuster, R-PA, Chairman to the House Transportation and Infrastructure

Committee.

study would be the first of its kind.

The bill also re-convenes the National Motorcycle Advisory Council (NMAC), an advisory council that advises the Secretary of Transportation on how infrastructure issues affect motorcyclists in ways that are vastly different than for four-wheeled vehicles.

The MRF thanks every motorcyclist who came to DC to lobby, as well as every motorcyclist who communicated with their members of Congress on this important issue.

This bill has several provisions important to motorcyclists. First and most importantly, the bill ends the federal funding of motorcycle-only checkpoints, a top priority of the Motorcycle Riders Foundation.

Lastly, the bill commissions a study to determine the best ways to prevent motorcycle crashes. Because it focuses only on prevention rather than on helmet use, this

The House and Senate will next form a conference committee to iron out the slight differences between the two versions of legislation before sending it the President for his signature, a process that is expected to be fast-tracked for quick approval.

As always, the Motorcycle Riders Foundation will keep you updated and informed on this issue.

Members of Congress ask EPA to Revise Ethanol Mandates

The U.S. House of Representatives sent a letter signed by 184 bipartisan members to the Environmental Protection Agency calling for revisions to ethanol mandates.

The National Marine Manufacturers Association, as part of the Smarter Fuel Future Coalition, says the group is encouraged by the growing number of elected officials who are “becoming aware of the flawed nature of the Renewable Fuel Standard.”

The letter, sent to EPA administrator Gina McCarthy, cites “significant concern” about ethanol proposals for 2016 because

they will breach the ethanol “blend wall.” The blend wall refers to the maximum amount of ethanol in fuel that can be tolerated by all engines — which is E10, or 10 percent ethanol.

Because the RFS, as written in 2007, has the amount of ethanol flatly increasing — despite a large unanticipated drop in fuel demand — increasing the amount of ethanol blended into the supply will cause blends to increase to E15 and higher, critics say. “In 2007, the market assumptions regard-

ing the future of transportation fuels in the United States were very different from the realities of the market today,” the letter stated.

Increased engine fuel efficiency has led to shrinking gasoline demand, which has “exacerbated the onset of the blend wall — the point at which the gasoline supply is saturated with the maximum amount of ethanol that the current vehicle fleet, marine and other small engines and refueling infrastructure can safely accommodate,” the letter said. “Congress will continue its work toward

a bipartisan solution to deal with the RFS. As this work continues, it is critical that EPA use its statutory authority to waive [the Energy Independence and Security Act of 2007’s] conventional biofuel volume to keep the blending requirements below the E10 blend wall and to limit the economic and consumer harm this program has already caused.”

In June the EPA proposed increasing the amount of ethanol required in the overall fuel supply, although it lowered the amounts required by the Clean Air Act, angering both critics and supporters of ethanol.

Passing of a Legend and CMT/ABATE champion, Fred D Thompson

November 1, 2015

Officers and members of CMT/ABATE (Tennessee) mourn the passing of Fred D Thompson, who died earlier today.

The CMT/ABATE organization worked diligently to elect Fred Thompson as our State US Senator. Fred defeated Jim Cooper with a wide margin due to the work of the motorcyclists of Tennessee and many other grassroots organizations, business coalitions, and the good people of Tennessee. After his success, Fred became a well known supporter of motorcyclists rights in Washington, DC, partic-

ularly his staunch belief in repealing the Federal Mandate on Helmet use. Senator Thompson was always receptive to promoting motorcyclists causes, both in Tennessee and Washington, DC for over two decades.

In the last year or so, his son, Tony, has joined the motorcycle community, riding far and wide on his Harley. As a lobbyist registered with the Tennessee General Assembly, Tony's casual encounters with Tony Dabbs and other members of the CMT/ABATE Legislative Team have provided valuable advice for our legislative efforts. Tony is a member of

CMT/ABATE.

Our heart-felt condolences go out to him and the entire Thompson family who will be missing him dearly.

Our sorrow is immense.

Why Waco Grand Jury Should Find Police Liable for Tragedy

By David Devereaux/"Double D"

As the Waco Grand Jury convenes today to begin considering indictments on the 177 arrested as a result of the tragedy at Twin Peaks it becomes apparent that the inquiries are focused in the wrong direction. The Waco Grand Jury should be exploring law enforcement’s culpability in the May 17th Shooting.

I find it interesting that some are holding the Twin Peaks in Waco responsible for negligence based on the argument that they ignored Waco PD warnings that the meeting to take place on May 17th was a threat to public safety. When asked why the event was not shut down, the Waco PD responded that it would have been unconstitutional for the police to shut down the event. Although it is generally true that the police cannot disturb or shut down political events in public accommodations, evidence of a legitimate threat to public safety is a narrow exception. So the obvious question is, “Why is the Waco PD not negligent for failing to shut down the event when, based on their own claims, there was a legitimate evidence establishing a particularized threat to public safety?”

WACO PD CLAIMS THE MEETING PRESENTED A SPECIFIC THREAT TO PUBLIC SAFETY

In statements to the press, the Waco PD claim that they had “warned Twin Peaks management that hosting such an event as the Texas Confederation of Clubs and Independents, which was to take place at the restaurant on May 17, could result in undue safety and security concerns for both patrons and restaurant employees.

Approximately 72 hours before the event, police contacted Twin Peaks national headquarters in Dallas (directly) with these concerns, but Twin Peaks failed to cancel the event.” (see KWXT, Waco: Slain Biker’s Family Files Lawsuit Against Twin Peaks By Paul J. Gately, July 8, 2015.)

Law enforcement’s belief that there was a specific and legitimate threat to public safety is demonstrated by the heavily armed police presence in the parking lot prior to whatever sparked the shooting incident. The police presence included SWAT officers armed with assault weapons. This large show of force has led many sources to believe that police were tipped in advance that something was expected to go down that Sunday.

The combination of a warning 72 hours before the shooting and the massive show of military style force appears to make it very difficult to deny that law enforcement believed that there was a specific threat of violence threatening public safety.

WACO PD LEGALLY COULD HAVE, AND SHOULD HAVE, SHUT THE MEETING DOWN

So why didn’t the Waco PD shut the event down if they knew there was a likelihood that violence would occur? Waco Police Sgt. W. Patrick Swanton has said “Apparently the management wanted them here, and so we didn’t have any say on whether they could be here or not,” he added.

But is that correct? Is law enforcement not permitted to shut down an event even if there is reasonable suspicion to believe that

there is a legitimate and specific threat of violence impacting public safety? The answer should be obvious to all.

Although it’s true that government agents are generally restrained from dictating whether an event occurs in a place of public accommodation, a legitimate threat to public safety is an exception to this general rule. In the case of Waco, the constitution would have permitted the Waco PD to shut the event down for a legitimate threat to public safety. Sure. Twin Peaks could have tried to sue, but if there was a legitimate, articulable and particularized threat to public safety then law enforcement’s actions would have been deemed constitutional. Considering the government’s actions towards the Waco Twin Peaks following the shooting, the ability for law enforcement to act when there is a threat to public safety seems irrefutable. The Texas Alcoholic Beverage Commission shut down the Twin Peaks location, known for “bike nights” and its risque dress code for servers, for the next week. “It wasn’t a punitive measure, Swanton said; rather, it was closed because there’s “enough of a reason to believe that more violence would occur there, had they been allowed to remain open for the next seven-day period,” he said.

THE WACO PD FAILURE TO ACT BEFORE THE SHOOTING WAS NEGLIGENT

It seems rather absurd to hold the Twin Peaks more responsible for the tragedy than the Waco PD. The negligence suits against Twin Peaks are entirely based on law enforcement’s warning that there was a

legitimate threat to public safety. But this seems to miss the truly important question. Why didn’t the Waco PD shut the meeting down, shut Twin Peaks down temporarily, in order to advert this particularized threat? That’s exactly what they did following the shooting based on the belief that there was a threat of ongoing violence if Twin Peaks stayed open. And remember, the assertions of continued violence after the shooting were based on very thin intelligence and ridiculous claims of “green lighting” cops. When the smoke clears and civil lawsuits are filed, the questions surrounding law enforcement’s failure to prevent the very threat to public safety that they claimed knowledge of a full 72 hours before the shooting will finally be answered. Unfortunately, the failure of law enforcement resulted in 9 dead, 18 injured, 177 highly questionable arrests, 177 cases of punitive $1 million bails, and millions in civil liability exposure that will ultimately be paid for through public tax dollars.

A proper Grand Jury inquiry should by all means include analysis of the role of law enforcement to intervene when there exists a credible threat to public safety. Tags: Confederation of Clubs, Law Enforcement, Police Accountability, Profiling, Waco, waco grand jury

MRO Collaboration & October Travels We are One Spirited, Loyal and Generous Family (continued)

The greatest deception men suffer is from their own opinions. Leonardo da Vinci

While collaboration to seek consensus among SMROs is ideal and should be pursued, every SMRO needs to be empowered to respectfully dissent or stand-aside per topic, strategy or tactic without duress from any other organization. Every SMRO is entitled to elect and appoint its respective leaders and conduct their business accordingly.

I personally take the burden of responsibility and S.AZ Board Rep. and Chair of ABATE of AZ seriously. Maybe too much so, adding stress to my demanding job and the needs of personal family and friends, but motorcycling is such a significant part of my life, I need to make contributing to the conversation of motorcycling part of my identity. I sorely miss riding after my accident, and will soon have another bike, as I am finally at a point after physical therapy and at personal financial targets to do so.

However, my October travels reminded me of why I like motorcycling so much, the People. Bikers or riders are the most generous and loyal people I have had the privilege of being part of the Family with an extended family of brothers, sisters, cousins and even the crazy Uncle or Aunt. We are family, even those I have not met yet when I break down on the side of the road, thousands of miles from home, a distant cousin takes me and gets me back on the road.

The surest way to corrupt a youth is to instruct him to hold in higher esteem [for] those who think alike than those who think differently. Friedrich Nietzsche

October Travels

Often “life get’s in the way”, as Wayne Slocum eloquently stated when I visited the High Country on Sunday, October 18th. However, I have been promising to

visit High Country for years, early on when I was first elected to the board to then named the Tucson Chapter and Billy Hensler was already a respected ABATE leader. Billy always bragged about the HCC & RCD relationship. I have always envied that relationship and knew I needed to make the trip. Life kept getting in the way. On October 18th that changed, I made time because I finally committed to show up. Aside from the fact that the original looming and urgent conditions had resolved by stellar leadership, I still needed to keep my word and show up. I am thrilled that I did. I regret I did not get to HCC sooner, and I shall return.

Now, most members apologized that they were not at their best and attendance was lighter than typical (by their standards of low attendance was at a level to good attendance in Southern AZ), because HCC & RCD had back to back events the previous day. I was impressed by the active participation of the members and the no-holds-barred discussions where frank and honest talk, even if painful, was natural and immediately moved to reconciliation and solutions.

I was most impressed by exemplary relationships not only between HCC and RCD, but also the community from the previous day of the chili fest and the planned toy run in Barbie’s honor with the Moose lodge that were gracious hosts for the meeting. I was offered lunch, a place to stay, and Hollywood gave me a Wild in the Weeds t-shirt that he won in the raffle. I was truly touched and experienced a moment of clarity. Of all the long lists of reasons to ride, the most important of course are the people. I felt like family among HCC & RCD. HCC & RCD are so successful because of the strong ties to community and as a genuine extended family between ABATE and the MMA.

Now I would like to move onto the most recent MMA Board Meeting I attended

in Glendale on October 28th. Despite the announcement of the Northern AZ District closing, MAP will still continue per Bobbi, which is great news in a bitter-sweet perspective. The MMA and ABATE must reverse the trend of District and Chapter closings. The MMA and ABATE must focus on membership growth to remain viable. Together we stand Brothers and Sisters!

The hot topic of the day was in regards to Hollywood’s exceptional leadership of the MMA as well as Spa Bob’s exceptional leadership of the ACMC to move forward and reconcile. Of course, Hollywood is not the entire board, although after a spirited discussion the motion passed to rejoin or more accurately remain in the ACMC, since the ACMC had not acted to remove the MMA from the ACMC. I was asked to speak if I had anything add to the topic. I did not expect Hollywood to ask me anything as I simply wanted to show up. However, I stated that I disagreed with the threat by some within the ACMC to kick the MMA out of the ACMC unless a certain person or people that the MMA selected as part of their Lobby team were removed. I object to any organization attempting to dictate another’s members or leaders by duress. In fact, concerned this may become a bad precedent; there was discussion at the Board about the very topic. The only action that came out of Board discussions was the following language added to the Bylaws of ABATE of AZ is the following “The ABATE Lobbyist(s) shall not be beholden to the Motorcycle Right Organization (MRO) Lobby Team. While collaboration and consensus among the Motorcycle MRO Lobby Team is preferred, every Lobbyist has the right to dissent or abstain in regard to an issue, strategy, or tactic of Lobbying efforts.” However, I also said, that I disagreed with the MMA action to leave the ACMC which is an action of non-collaboration. The ACMC threatened action, but the MMA acted. Talk is cheap, but actions are a window into the soul of intent. I am sure I did not make

friends with some of the passionate opposition to remain in the ACMC. I am glad that the MMA acted to correct a previous misdirection and get back on course despite historical differences to move forward.

There were certain reasonable conditions attached to the motion regarding restoring communications on the ACMC email distribution lists and that the MMA be empowered to elect or appoint their respective representatives to attend the ACMC meetings and collaborative Motorcycle Lobby efforts. I only hope that unreasonable conditions are also not added that may act to be a poison pill to put the MMA off course again to make collaboration difficult for the sake of motorcycling. We shall see as I am cautiously optimistic and my crystal ball is broken with the needed parts on back order. Allow me to close with a couple of short quotes from one of our fore fathers of this great nation of free speech. However, notice my relevant [words] of substitution. When a man [person] assumes a public [MRO] trust, he [one] should consider himself [oneself] a public [nonprofit] property. Government [MRO] is the strongest of which every man [person] feels himself [oneself] a part. Thomas Jefferson Respectfully and in earnest,

Yamaha Shows Motobot Motorcycle-riding Humanoid Robot

Yamaha produced somewhat of a surprise at the Tokyo Motor Show today when it showed a motorcycle-riding robot. Unlike most two-wheeled debutants, Yamaha's new Motobot isn't starting out on a small capacity motorcycle, but release images show the humanoid robot riding Yamaha's most sporting motorcycle, the 1000cc R1M.

The motorcycle-riding humanoid robot combines Yamaha’s motorcycle and robotics technology in an R&D effort aimed at developing a robotic rider which can ride an unmodified motorcycle competently on a racetrack.

Little information has been released about Motobot. The brief press statement states that the "task of controlling the complex motions of a motorcycle at high speeds requires a variety of control systems that must function with a high degree of accuracy" ... so we don't expect any startling results any time soon. The aim of the exercise is to develop rider-support systems similar to those we are seeing developed in automobiles to make driving safer. "We

want to apply the fundamental technology and know-how gained in the process of this challenge to the creation of advanced rider safety and rider-support systems and put them to use in our current businesses, as well as using them to pioneer new lines of business," says Yamaha's release.

It's no secret that DARPA catalyzed the massive leap forward in autonomous vehicles over the last decade when it held its inaugural DARPA Grand Challenge in 2004, but one of the less publicised entrants in that momentous race was Anthony Levandowski'sGhostrider Robot Team, which used the base of a Yamaha single-cylinder dirt bike to create the first autonomous motorcycle.

The Ghostrider didn't make the cut for the final event, but then again only a handful of those cars that did qualify got out of the car park, but the event was the crucial factor which has resulted in autonomous vehicles being developed so quickly in the subsequent 11 years.

6 Resources for Distracted Driving Safety and Education

If it feels like you’re often driving next to motorists whose mind is focused on anything but the road, you’re right. In fact, the CDC estimates that over a thousand people are injured every day in accidents resulting from distracted driving. After a near-collision last week with someone who appeared to be texting behind the wheel, I did some research and came across the following resources:
