This month I attended the 2016 National Coalition of Motorcyclists convention. This was my first one as District 9 Director. It was in Atlantic City, it rained most of the time. When it didn’t rain, it was cloudy, foggy, and damp. The upside was meeting a lot of people from the East Coast.

Among the main topics discussed was the Waco victims fund. We passed the hat and raised $3,000. That money will go to help the families of the Waco victims. All of them had their lives turned upside down. Most lost their livelihoods, many lost their homes. It is important that we support them during their struggle. We cannot allow the charlatans in

Another big topic was the Save The Patch fund. The board of that fund has been changed. There will no longer be any 1% MC members in control of disbursing the funds. The mission of the fund is to aide any club that is facing seizure of their patches, indicia of membership, and property belonging to the club. No money will be used for legal defense of criminal charges. The promise from here on is that all donations and payouts will be transparent. Tac from Pagan’s MC said something that touched me. He said, ”I don’t want to do this. I don’t want to go to the legislature year after year to fight for the rights we are entitled to.” He was talking about how integral to our lives our bikes are. The idea is that we do so much on and with our bikes that we wouldn’t function right without them. That is true. I don’t want to do this either. I didn’t want to spend five days in a rainy, miserable city with no way to get anywhere that didn’t cost a small fortune. I would rather have stayed in Phoenix and went on rides with my lady. The forces that would see our lifestyle end are relentless. If we let them have it their way, we would be covered head-to-toe with fluo-

rescent protective gear wearing helmets and all manner of padding to ride training wheel equipped bikes that have a top speed of about sixty-five. The term rubber baby buggy bumpers keeps echoing in my mind. So we organize and fight. We have to keep this going or our world will be gone. On another note: Doc, the chairman of NCOM, started the official program with the statement that this is a “brother and sister hood dedicated to motorcycle rights.” I am glad to see the recognition of all the women who have contributed to our efforts. We need to make our SMROs more inclusive in word and deed. I know that I depend on a number of women to keep up the fight. I have also learned a great deal from many women who have done this work before I did.

Maryland has passed an anti-profiling bill and it is waiting for their governor to sign it. In Arizona, we are still working on passing one. The MRF announced that two congressional representatives have agreed to sponsor a federal profiling bill. We are looking to get our Arizona Representatives to sign on as cosponsors. Kyrsten Sinema has already agreed to support this effort. Until next month, stay hydrated on the road, the sun is out and the heat will dry you out in minutes. possible means, such as making presentations to SMROs and other groups. Writing articles for newspapers and newsletters, membership recruiting, and speaking to individual motorcyclists are other examples of promoting the MRF.

Hello to all my fellow Freedom Fighters! It is hard to believe that as I sit and write this that it is my sixth Report. Everything has gone by so quickly and I feel like I am just starting. SO much to learn and so many great people in this organization of ours that it makes time just fly.

The first weekend in June is when our East Valley Chapter hosts their “Annual Spaghetti Feed”. It is happening on Saturday June 4th from 6 to 9PM at the Fraternal Order of Eagles hall in Mesa! The address is 1712 W Broadway in Mesa which is 1 block East of Dobson. Redbone and the Bonettes will be providing an ALL YOU CAN EAT Spaghetti dinner with hand rolled meatballs, garlic bread, salad AND desserts all for only $10 for adults and $5 for kids. There will also be a 50/50 etc. so come out and support our East Valley Chapter and eat your fill.

June brings some of the best riding weather of the year especially in the high country of our great state of Arizona. It also brings the heat and threat of dehydration. Please remember that if you wait until you are thirsty it is too late. Drink

June is also the month when my favorite event of the year happens. Too Broke for Sturgis! This year is the 25th year that ABATE of Arizona is hosting the event. The Too Broke Committee has been hard at work from almost the minute that last year’s event closed, working on making this year the greatest TBFS (Too Broke for Sturgis) yet! I know many folks look forward to this event every year and really enjoy all the games, music, vendors, food, camaraderie and the great riding in the area, but it is much more than that. This is the only major fund raising event

that ABATE of Arizona puts on at the State level. ALL the proceeds from this wonderful weekend go towards continuing the fight for “Freedom of the Road”. This event helps pay for the publication of our newsletter “The Masterlink”, it helps fund delegations to participate in conferences with other motorcycle rights activists from around the country.

TBFS also allows ABATE of Arizona to support the efforts of the American Motorcyclists Association (AMA) and the Motorcycle Riders Foundation (MRF) on a national level, and much more than I can list here. So when you attend TBFS not only are you having a GREAT weekend, you are helping to make sure that ALL motorcyclists will continue to enjoy the freedoms that we are so blessed to be enjoying now. I encourage all who believe in the Freedom of the Road to join ABATE of Arizona if you have not done so yet. Even if you cannot attend your local meetings it is important that we expand our membership. The politicians who try to limit our freedoms see the strength in our numbers and the feel the pressure when we send out a call to action and their email addresses are flooded and the phone lines are screaming. It is by showing as a united front that we will be heard.

ful for the wildlife up in the Coconino Forest. There are Elk and Deer throughout the area and many other creatures especially near dawn and dusk. Enjoy the trip but ride safe.

I look forward to meeting with as many of my fellow motorcycle enthusiasts as possible. I have had the pleasure of working the registration booth the last couple of years and will try to spend as much time as I can there again this year. RIDING FREE FROM DC: Your Weekly Biker Bulletin from Inside the Beltway

During the days surrounding the Michael ‘Boz’ Kerr Bikers Inside the Beltway (BITB) lobby event, a plethora of cosponsors were added to The Recognizing the Protection of Motorsports Act of 2016 (RPM Act) in both the House and the Senate. Lawmakers from Louisiana, Arkansas, Wisconsin, Florida, Oklahoma, and Michigan have all lent their name as co-sponsors to the bill increasing its chances of advancement. Currently, the Senate bill has 12 co-sponsors and the House bill has 84 co-sponsors. This a direct result of the work done last week by our SMROs, sustaining club members and partners. As a reminder, the bill would ensure that converting any motor vehicle (including street motorcycles) remains legal and motorcyclists have the right to modify their bikes as they see fit. Legislation like this is imperative as the

Ethanol Bills Thrive in Washington

Last week saw the introduction of yet another legislative proposal addressing the use of ethanol blends in fuel. Introduced by Congressman Bill Flores from Texas, the proposal would institute a cap on the ethanol content in fuel. Presumably the bill would stop what many are concerned about; an uncomfortable creep towards a higher content of ethanol in gasoline which could have the effect of voiding many motorcycle warranties. The bill introduced last week marks the 16th bill concerning ethanol in the 114th Congress alone, and the issue remains as controversial as ever.

Rather than pick a side, the MRF position on ethanol seeks to achieve a federal policy that emphasizes research on ethanol

blends. Encouraging new research, specifically targeted towards engines in motorcycles and the effects on internal combustion, could help to alleviate the concerns of motorcycle riders as well as motorcycle manufacturers. Megan’s Take

As some of you may have heard me say, last week’s indoctrination to the MRF and our members was akin to drinking from a fire hose. The BITB event was fast-paced, eye opening and even a bit crazy at moments, but most of all it was FUN. What I saw during my time with our membership far surpassed my expectations. Every single one of our SMRO reps, sustaining club members and partners that were in Washington last week were engaged, dedicated and, perhaps most importantly, well-connected to their elected officials. I can say with authority that this is rare to see in D.C. and you all

should be so proud of what you have accomplished. While it certainly makes my job easier, I hope we can continue to count on the grassroots to pound the pavement; meeting with your officials in your home state and continuing to build champions for our cause. Of course if I or anyone at the MRF can help you in these conversations, either by providing talking points, background information or just a friendly ear, I hope you will not hesitate to contact us. Accepting Applications for Designated Lobbyist

We are currently accepting applications for Designated Lobbyist of A.B.A.T.E. of Arizona, Inc. This position is appointed by the Board of Directors. The Designated Lobbyist interacts with the state legislature and motorcycle safety

and awareness organizations, develops A.B.A.T.E.’s legislative plans, formulates plans to circumvent negative motorcycle legislation, drafts positive motorcycle legislation, keeps officers informed, and writes an informative article each month

for publication in The Masterlink. This person needs to be personable and have a full understanding of the workings of both state and federal government, be an articulate speaker and writer, familiar with local, state and federal laws, and be

proficient in legal research methods. Interested applicants may submit their application with background information to president@abateofaz.org

East Valley Chapter Chapter

As the deadline looms only hours away to write another East Valley Chapter Report, let’s take a look at where has been.

We had Motorcycle Day at the Dome on April 18th. It was time to cross off yet another first, since it was my first time to the capital. It was AWESOME. I got the opportunity to meet an incredible group of gentleman and ladies from different clubs. The representatives we met were great they listened and talked to us. When I gave them the freedom bell pins their faces lit up. State Sgt at Arms Vic let me tag along inside to sit in the galley (I believe that is what you call it). Thank you, Vic.

Our monthly meeting on April 24th was our East Valley adventure. We all met up at Falcon Field Park, First the meeting then the FOOD. We have some incredibly talented people in our Chapter. Everything was absolutely delicious. There were activities like kite flying and volleyball too. We all agree that it needs to be an annual event.

Our May 6th Motorcycles on Main crew deserves Big KUDOS Cheryl, David, and Richard, for having to literally hold down the fort with the wind blowing. Even with the weather it was a pretty good turnout. Hello to everyone who dropped by, you know who you are, and there are too many to list.

May 6, 7, and 8th was High Country Chapter Wild in the Weeds, Yet another first for me, like a mini Too Broke. What better way to celebrate Nolan and my 10 year wedding anniversary. I immortalized it with a beautiful inkwell and quill tattoo by Danny with Wolfskin Ink. Thank you Mary K introducing me to some wonderful people. Watching those two Old Bastards prospects play pole in the hole was hilarious. What a way to get you hungry for all the fun of Too Broke for Sturgis. I guess I should mention I WON the low hand for the poker walk $25 YEAH BABY. Desert Winds allowed us the opportunity to spread the word about Too Broke for Sturgis at the May 14th Party on the Patio. While I was there JR and Mike were manning the grill. They served up some mean burgers and dogs. We raised $201 in tips. The band Brotherhood of Blues was wonderful. Look forward to

hearing more of them. Desert Winds donated 3 items to raffle off. I won a sweet black fleece, bling skull, neck tube. WOO HOO! Spaghetti Feed is on June 4th from 6 to 9 pm. All U Can Eat Adults $10 Kids $5 Now for this month’s reason I waited until the last minute to write the report.

The Too Broke for Sturgis entrance packets are stuffed and done. We had a great group. It went smooth and quick.

Also the truck is booked. We will be having a truck loading party on Tuesday June 7th at 7 pm at the American Italian Club 7509 N 12th Street Phx, AZ 85020. Hello Brothers and Sisters.

Well once again Wild in the Weeds has come and gone. If you were able to make the event, then you already know what a good time we all had. If you were one of those that got freaked out by the so called bad weather they were calling for, then you really missed out. We had beautiful weather all weekend long.

We had plenty of people and bike games to keep every one entertained for hours. We have added a lot of new games and will continue to improve our activities. There were lots of raffles and a silent auction with lots of good stuff to bid on. Our vendors were there with lots of good merchandise, and they participated in our poker walk. Friday night we rocked out to the sounds of Plumb Krazy, and then Saturday Band Rx rocked the house till midnight. Punkin Center Bar went all out with breakfast and dinner buffets and lots of drink specials.

On that note thanks to Tonya, Harley, Rod, and all the staff at Punkin Center for making us feel welcome. Also to all the vendors that came out and participated. Lets not forget our bands Plumb Krazy, and Band Rx, for their awesome

performance. To Royce for MCing the event and Games. To Don Davis for allowing us to camp at his museum courtyard. Thanks to all our H.C.C. volunteers who worked the event. A special thank you to CC-Rider and Woody for putting this all together and making it a success.

The April meeting was held on the 16th at the Kettle Restaurant.

The meeting was called to order with the Pledge of Allegiance, and a prayer for all those in harms was and our fallen brothers.

The minutes of last month’s meeting were approved as written, and the Treasurer’s report was accepted.

We wish to thank everyone who supported our First Annual Poker Run to Support Fisher House at the VA Hospital. The event went great and raised over $2000 for the Fisher House and our Veterans and their families. We look forward to next year. After the meeting a group of us rode over to the Fisher House to present the check. We need volunteers to work our shifts up at Too Broke for Sturgis. If you are planning on attending PLEASE sign up to work for a few hours and help make this year’s event the best ever!! This year is the 25th anniversary of TBFS every ABATE member should try to attend. The ACMC will be hosting their annual fund raising event “Riot On The River”

in October. We have received our allotment of raffle tickets to sell for this event. We will hold off on selling these until after Too Broke but they will be available at our June meeting for anyone who would like to support this great event.

Robert “BOB” Guenther who was affectionately known as “GRUNT” passed away suddenly on March 27th, 2016 at his home in Tucson. Bob was born and raised in Tucson and graduated from Catalina H.S. He attended culinary school and later enlisted in the Navy. He started

his Navy career as a cook. He spent time stationed in Japan. He later changed careers in the Navy and became a Seabee! He served 4 years active duty and continued as a reservist for 16years. He retired after 16years reserves in 2004.

Bob’s passion all his life centered on his motorcycles and the motorcycle community. Over the years Bob belonged to several motorcycle clubs. He was a charter member of ABATE of Arizona’s Southern Arizona Chapter and was very active in the safety and awareness programs. He

was an instructor for the Motorcycle Awareness Program taught to high school students in Tucson.

WESTBORO BAPTIST CHURCH IS NOT PLANNING TO PROTEST 2016 BIKER RALLIES

A few weeks ago, a purported news story made the rounds about the federal government instituting a curfew on all bikers, and now the latest trending UNTRUE story claims the “Westboro Baptist Church Announces Plans To Protest 2016 Motorcycle Rallies."

Citing a long list of major bike events, the article says a church spokesperson “confirmed that arrangements have been made for Westboro Baptist Church members to attend and protest multiple motorcycle rallies throughout 2016.” This spam is sourced from a known hoax website, but many have unknowingly forwarded and shared the “news” across the Internet.

WBC has no such planned interactions with bikers, although the group’s vile protests at soldier’s funerals were themselves the catalyst for bikers to come together to shield funeralgoers from the hateful signs and chants, and forming the Patriot Guard Riders.

ANTI-PROFILING MEASURE APPROVED BY MARYLAND LEGISLATURE

Maryland is set to become the second state in the country behind Washington to pass a law restricting police from profiling motorcyclists. Companion bills HB 785 (passed 136-0) and SB 233 (passed 47-0) call for a statement condemning motorcycle profiling to be included in police policies and require training of officers on “motorcycle profiling,” defined in the legislation as “The arbitrary use of the fact that an individual rides a motorcycle or wears motorcycle-related clothing or paraphernalia as a factor in deciding to stop, question, take enforcement action, arrest, or search the individual.”

The motorcycle anti-profiling legislation passed unanimously through committees and both chambers of the Maryland legislature, without a single no vote and without opposition from law enforcement, and heads to Governor Larry Hogan who is expected to sign it into law.

“Having the Police Training Commission add information on motorcycle profiling in their current training materials can only benefit everyone, by helping to raise awareness of any implicit bias officers may have against those who ride motorcycles or wear clothing associated with those who ride motorcycles,” stated the ACLU in written testimony in support of the measure, and drawing comparisons to racial profiling.

WHITE HOUSE REPSONDS TO RACING PETITION

The White House has been flooded with nearly 170,000 signatures from racing enthusiasts and race industry stakeholders concerned over an over-reaching regulation from the Environmental Protection Agency (EPA) that would prohibit street-legal vehicles, including motorcycles, from being modified for racing, and the Obama Administrations “We The People Team” recently responded, noting that the EPA is still considering the proposed standards and the issue is still in review.

The EPA has reopened the proposed regulation for further public comment, with final approval expected this summer.

While the battle over the EPA proposal continues, the U.S. Congress has introduced the bipartisan Recognizing the Protection of Motorsports (RPM) Act (HR 4715) which would ensure that street vehicles can continue to be modified for the track. Regardless of whether the EPA removes the onerous provision to prohibit racing conversions from its regulation, the RPM Act would guarantee that the longtime practice of modifying street vehicles into dedicated racetrack competitors is continued today, and protected for future generations of race fans as well.

PAGE 5 any motorcycle manufacturer and can invalidate warranties, Congress will consider a bill to expand existing infrastructure utilized in the “process of dispensing fuel containing covered renewable or alternative energy.”

HR 4673, the “Renewable Fuel Utilization, Expansion, and Leadership Act” (REFUEL Act) would provide federal grant money to subsidize the installation of blender pumps and equipment necessary to expand the availability of E15 gasoline, a fuel blend containing 15% ethanol.

The measure directly conflicts with earlier Congressional action taken in the FARM bill to prohibit funding for ethanol blender pumps, in an effort to restrict E15 expansion in the U.S. marketplace.

APEHANGERS LEGALIZED IN GEORGIA

A bill in Georgia modifies their existing handlebar height law to allow for taller bars. House Bill 166, the "Motorcycle Mobility Safety Act," passed the state Senate by a vote of 45-4 after clearing the House unanimously 166-0, and is headed to Governor Nathan Deal for signature.

The new law increases the maximum measured height of a motorcycle’s handlebars from 15 inches above the seat to 25 inches.

Discriminatory in nature, handlebar height laws were never about rider safety, and most were adopted by states in the sixties to give law enforcement a tool for pulling over bikers on choppers.

MINNESOTA IDENTIFIES “AUTOCYCLE”

Is the Slingshot a car or a motorcycle? BOTH, says Minnesota legislators, in deference to Twin Cities-based Polaris Industries, which began manufacturing the reverse threewheeler with an open cockpit and a steering wheel in 2014.

The state House says such a three-wheeled vehicle fits in a category of its own, and representatives recently voted 129-1 to create an “autocycle” category, between a car and a motorcycle, allowing Minnesotans without a motorcycle operator’s license endorsement to drive the vehicle, which will be considered a motorcycle for insurance and license plate purposes.

Many states remain divided over such distinctions between three-wheels and two, but Minnesota’s bill includes several requirements for an autocycle, including antilock brakes, a steering wheel (instead of handlebars, like cycles) and car-like seats (not a straddling seat like a motorcycle). Helmets would not be required on an autocycle, but eye protection and seat belts would be. A companion measure awaits a Senate vote.

NYPD TO TELEVISE CRUSHING OF CONFISCATED BIKES

As a deterrent to illegal riding, New York police are planning to publicly crush hundreds of non-road-legal bikes and quads that have been confiscated from their owners in an effort to battle a growing craze for riding dirt bikes on the road.

The New York Post newspaper reported that during the first quarter of this year alone the NYPD has seized 312 illegal bikes, more than twice as many as in the same period last year.

Police Commissioner Bill Bratton and Mayor Bill de Blasio announced the scheme, with the mayor stating: “We are going to crush them on TV to make a point.”

Commissioner Bratton confirmed the report, saying: “We will, a little later this spring, have a big crush-in, where we intend to take all of these things and crush them.”

According to authorities, large groups of bikes riding in New York, often on non-road-legal dirt bikes or quads, have been a growing problem.

NEW YORK ‘TEXTALYZER’ COULD IDENTIFY DISTRACTED DRIVERS

Drunk driving is dangerous, and so is texting while driving, but while police have long had a breathalyzer test for drivers who imbibe too much, until now they haven't had similar tools to combat distracted driving.

According to the Centers for Disease Control, distracted driving causes 8 deaths every day, and now New York lawmakers are considering a bill that would allow police to use a piece of technology to see if a phone was in use during an accident, causing a distraction. The device is called a “textalyzer,” a roadside device that can read cellphones to detect recent activity.

The unprecedented piece of legislation would require drivers who have recently been in a crash to submit their cell phones to police for testing. The textalyzer wouldn't be able to read contacts or content, such as what you write in your texts, but it would tell the cops if the phone was in use before the crash.

The textalyzer also would work like a breathalyzer in another way -- refusing to have your phone scanned would result in having your license immediately revoked.

CALIFORNIA CONSIDERS TRAFFIC

Motorcycle learner's permit holders who successfully complete a basic rider course will be issued a motorcycle license.

SCHOOL FOR MOTORCYCLISTS

Traffic violators in California have long enjoyed the option of completing an authorized “Traffic Violator School” in lieu of adjudicating certain minor vehicle code infractions, thereby avoiding “points” against their driving record and dismissing the citation. These traffic schools originated in California, where violators have a choice of approved defensive driving courses, everything from comedy to singles and even online courses, but nothing for motorcycle riders even if their ticket was on a bike.

FEDS RESUME CONTROVERSIAL ASSET SEIZURE PROGRAM

Bikers have become all too familiar with the law enforcement tactic of asset seizure, with club patches and trademarks coming under fire in recent years, and now the Justice Department has just announced that it is resuming the controversial practice that allows local police departments to funnel a large portion of assets seized from citizens into their own coffers under federal law.

Now, Assembly Bill 1932 would “authorize a person who is ordered or permitted to complete a course of instruction at a licensed traffic violator school as a result of an offense committed while operating a motorcycle to instead complete an advanced-level motorcyclist safety training course.” The bill authorizes the Commissioner of the California Highway Patrol to adopt standards for course content, contact hours, curriculum, instructor training and testing, and instructional quality control for the advanced-level motorcyclist safety training course.

Asset forfeiture is a contentious practice that lets police seize and keep cash and property from people who are never convicted - and in many cases, never charged - with wrongdoing. The "equitable-sharing" program gives police the option of prosecuting asset forfeiture cases under federal instead of state law. Federal forfeiture policies are more permissive than many state policies, allowing police to keep up to 80% of assets they seize.

The Justice Department had suspended payments under this program back in December due to budget cuts included in last year's spending bill, raising hopes the department was reining in the practice, but law enforcement groups recently rallied members of Congress to call on the Justice Department to restore the payments.

PENNSYLVANIA ROLLS OUT FREE MOTORCYCLE TRAINING

Professional motorcycle training is recognized as the most important part of riding, and with warmer weather ahead the Pennsylvania Department of Transportation (PennDOT) recommends free motorcycle training through the Pennsylvania Motorcycle Safety Program (PAMSP) as part of a rider's preparation for the 2016 riding season.

Reports have found that the use of the practice has exploded in recent years, prompting concern that police may be motivated more by profit and less by justice. In 2014, federal authorities seized over $5 billion in assets.

Whether totally new to motorcycles or an experienced rider, there are courses available for everyone. From the 15-hour Basic Rider Course (BRC) for novices, to the six-hour Basic Rider Course 2 (BRC2) to refresh skills, or the one-day Advanced Rider Course (ARC) for more seasoned riders, free course are being offered at 76 state-wide locations.

Members of both Houses of Congress have introduced proposed legislation that would protect the rights of Americans to modify their vehicles for racing purposes. Dubbed the Recognizing the Protection of Motorsports Act of 2016 (RPM Act, H.R. 4715 and S. 2659), this legislation would ensure that converting any motor vehicle (including street motorcycles) into a competition-only vehicle remains legal.

This proposed legislation became necessary after the U.S. Environmental Protection Agency, under the guise of maintaining emissions as outlined by the Clean Air Act, announced plans to regulate the conversion of street motorcycles and other motor vehicles into race vehicles. This attempt is reminiscent of the EPA's efforts back in 2003 to regulate motorcycling through another unrelated proposed regulation aimed at heavy equipment, steam engines and diesel engines that would have prohibited owners from changing anything on their motorcycles except for paint color or chrome.

Through the Color and Chrome initiative, the MRF was successful in separating motorcycles from the EPA’s regulations and created exemptions to protect the custom and aftermarket industries and our lifestyle.

On April 15, 2016, the EPA announced that, under pressure from Congress, it would drop the language from its proposed regulations; nevertheless, it shows the clear intent of the EPA to attempt to overstep its bounds, as outlined by the Clean Air Act, in an effort to strip motorcyclists of the rights to modify their motorcycles as they see fit. The MRF urges its members to contact their U.S. Representative and Senator and ask them to support H.R. 4715/S. 2659, the Recognizing the Protection of

Motorsports Act of 2016, so that the EPA makes no further attempts to erode motorcyclists’ rights. =========================== April 25, 2016 For Immediate Release

In March 2016 a bill was introduced in Congress that would provide grants for developing the infrastructure to deliver fuel containing more than 10 percent ethanol.

Introduced by U.S. Rep David Loebsack (D-Iowa), the Renewable Fuel Utilization, Expansion, and Leadership Act (H.R. 4673, otherwise known as the “REFUEL Act”) would provide federal grants for the purchase and installation of equipment (pumps, storage tanks, pipes, etc.) specifically for “dispensing fuel containing covered renewable or alternative energy.” This equipment would be key in expanding the availability of E15 fuel, a blend of gasoline that includes up to 15 percent ethanol. In cooperation with our Sustaining State Motorcycle Rights Organizations, the Motorcycle Riders Foundation (MRF) opposes the implementation of any fuel blend that contains anything higher than a 10 percent ethanol content without further research on the effects of these blends on motorcycle engines. To date, none of the motorcycles in use in the United States are certified by the U.S. Environmental Protection Agency to operate on fuel containing more than 10 percent ethanol, and use of E15 fuels in motorcycles may damage fuel systems and void manufacturers’ warranties.

Because this bill directly violates the Agricultural Act of 2014 (also known as the FARM Bill) that prohibited funding for special ethanol blender pumps, and because E15 fuels can damage motorcycles, the MRF encourages you to contact you U.S. Representative and ask him or her to oppose H.R. 4673.

No one is more concerned with rider safety than riders themselves, and obviously those best suited to educate newer riders are veteran riders.

Members of the MRF brought their bikes, as well as their personal stories from back home, to Capitol Hill and discussed issues critical to the 2016 MRF's legislative agenda. Among these included opposing the REFUEL Act; supporting the Motorsports Act, as well as recommendations of the charter for the newly re-established Motorcycle Advisory Council. In addition, legislators heard about updating the definition of a motorcycle, as well as concerns over the profiling of motorcyclists. Every meeting attended by MRF members marked another critical step forward in building and maintaining relationships with congressional offices. Each meeting provided the opportunity to communicate directly with a wide array of lawmakers who are currently considering legislation that would affect the rights of motorcyclists. The MRF staff in Washington, DC will begin the process of follow-up with many of the offices that were targeted. However, it is imperative that local groups and clubs continue to advocate in your home states to ensure that progress continues. Having any alcohol in one's body increases the chance of crashing by five times. Having a BAC greater than 0.05% increases the risk of crashing about fortyfold. 46 percent of all motorcyclists killed in

One fourth of all fatal alcohol-related motorcycle crashes involve motorcyclists running off the road, overturning, or falling from the motorcycle rather than striking another object.

Explanation: Alcohol Affects Your Ability To "SEE"

SEESM is the acronym for MSF's strategy to help motorcycle riders maintain a safety margin as well as remain ready and able to respond properly to traffic situations. SEE stands for:

Search for hazards that might lead to trouble.

Evaluate how the hazards might interact to create risk; prioritize multiple hazards to deal with one at a time.

Execute an action to maintain a margin of safety. Alcohol affects these three human elements of safe motorcycle operation by impairing your vision (Search), judgment/decision-making ability (Evaluate), and coordination/reaction time (Execute). Recommendation: Plan Ahead Riders should never mix alcohol with riding. Even low, legal limits of BAC increase your risk while riding a motorcycle. Riders who are away from home and decide to drink should either (1) wait

until their BAC has returned to zero before riding, even if it means staying overnight, or (2) leave the motorcycle in a secure location and find alternate transportation home.

EMT’s Medics, Nurses, Medical personnel or folks with Wilderness first aid are very valuable and encouraged to come hang out and support our guests. Volunteer an hour or 2 or 12 if you like. This year our First Aid Station will be stocked with all needed First Aid equipment for minor injuries. We should also have our donated AED from the Right Care Foundation. There is also an AED and O2 tank at the Mormon Lake Lodge. Any major health issues or major injuries will be handled by local EMS by calling 911.We all want this to be safe event so don’t be a knucklehead. THE ETHANOL ISSUE – CONGRESSIONAL ACTIVITY AND STRIKING A BALANCE

WASHINGTON, DC – There is no shortage of legislative proposals addressing ethanol blends in the nation’s capital. So far in the 114th Congress alone, there have been 16 different measures that would address the use of ethanol blends in fuel. Last week’s activity added one more to the tally, the “Food and Fuel Consumer Protection Act of 2016” H.R.5180.

Introduced by Congressman Bill Flores from Texas, the proposal would institute a cap on the ethanol content in fuel. Presumably, the bill would stop what many are concerned about; an uncomfortable creep towards a higher content of ethanol in gasoline, which could have the effect of voiding many motorcycle warranties. However, it is unclear what the proposal’s chances of passage are, especially given a number of other pending measures that aim to do the exact opposite (see the REFUEL Act, H.R. 4773). What is certain, is that the issue of ethanol in fuel is controversial and will not be easily solved. The position of the Motorcycle Riders Foundation (MRF), instead of being "pro" or "anti" ethanol, has been one of concern about the effect of higher ethanol content in fuel. The MRF seeks to strike a balance between the various opposing federal bills; instead calling for a policy that emphasizes research on ethanol blends. Encouraging new research, specifically targeted towards motorcycle engines as well as the effect on internal combustion, could help alleviate the concerns of motorcycle riders, as well as motorcycle manufacturers. Current discussions taking place in the halls of Congress can be used as an opportunity to learn more about the short and long term effects of ethanol on small motors, as well as open a dialogue with the manufacturers of motorcycles, to better understand their concerns in using a higher ethanol content in motorcycle fuel systems.

Ekstrom comes to the Motorcycle Riders Foundation (MRF) from the International Fragrance Association where she served as the head of government affairs.

“After a rigorous search process with a number of promising candidates, Megan established herself as the clear leader. Her professional background includes work in both the public and private sectors, as well as a unique skill set that will deliver value in continuing to develop the MRF as a national advocate for the advancement of motorcy-

A native of Arizona, Megan has resided in Washington, DC for almost 15 years, getting her start working in Congress as well as several prominent government and public affairs firms whose clients included national trade associations and other transportation related clients. For the last 4 years Megan directed the advocacy program and activities for the International Fragrance Association advising them on legislative and regulatory activity for issues affecting the environment, international trade and transport as well as occupational health and safety. Complimenting her Capitol Hill and policy background. Megan is also active with a number of influential organizations in Washington, DC including Women in Government Relations. The Passing of a Past Member

Hello ABATE MEMBERS;

Some of you may remember me, many of you have heard of me, my name is Phil Mathews. I am a past state officer as well as a Phoenix Chapter Officer. I also am the founder of Too Broke for Sturgis. Many of you have probably read Waldos article from years ago although it's not totally accurate.

Although we have been out of contact for many years living in Alabama, We've still tried to keep up on whats going on out there. It is with our deepest regret and sorrow that I must tell you all the my beloved and dear wife, Bonnie Mathews passed away yesterday morning from a severe heart attack.

Bonnie was very active for many years as well as myself in ABATE. She was a driving force behind me when we first started Too Broke and for the first five years that it was run by the Phoenix Chapter. She was also the Phoenix Chapter Membership Officer for a couple of years. Bonnie's illness and death accumulated over the past month. On April 2ed. she had a heart attack and was hospitalized

for 13 days. Then on April 23rd. she was again hospitalized for 7 days, due to a reaction of her medications. Then yesterday morning she complained that she was having trouble breathing, and was taken to the hospital again. Less then 45 minutes later she was gone.

I cannot begin to tell how shocked we are and the grief we are feeling. And to add insult to our sorrow the funeral home where she has been taken wants paid in advance before they will cremate her and allow us to hold a memorial service for her. WE have zero funds, and over two hundred thousand dollars in medical bills from just the past month.

AMA: Bill Restricts Availability of Unsafe Fuel Urge Your Representative to Cosponsor!

U.S. Reps. Bill Flores (R-Texas), Peter Welch (D-Vt.), Bob Goodlatte (R-Va.), Jim Costa (D-Calif.), Steve Womack (RArk.) and Cedric Richmond (D-La.) introduced H.R. 5180, the “Food and Fuel Consumer Protection Act of 2016” today. The American Motorcyclist Association supports this bill. The bipartisan legislation would cap mandated ethanol content in the nation’s fuel supply at 9.7 percent and institute a provision that automatically reverts the U.S. Environmental Protection Agency’s annual Renewable Volume Obligations to the previous year’s percentage if the EPA misses its Nov. 30 deadline. And, finally, the bill would ensure commer-

cially available cellulosic and advanced ethanol has a place under the 9.7 percent cap.

In other words, the bill would stop the federal government from forcing E15 fuel (15 percent ethanol by volume) into the market. Capping the ethanol mandate helps ensure the availability of safe fuels like E10 and a continuing place in the market for ethanol-free gasoline (E0) for older motorcycles. This is important, because the last RVO rule issued by the EPA decreased the E0 supply to just 130 million gallons from 9.2 billion gallons in 2016, despite the fact that the demand for E0 doubled. Arizona Motorcycle Safety & Awareness Foundation (AMSAF) continues to help the Motorcycle Community

In March of 2016 AMSAF had been in business for five (5) years. At the beginning our goal was to help the Motorcycle community by helping to reduce motorcycle crashes, injuries and fatalities. Today our goal is the same. Safety is a hard thing to sell but unfortunately we need to keep working at it because we’re still seeing the crashes we’ve seen in the past.

Left turns is still a big issue, motorcycle riders riding without a M endorsement, alcohol, drugs and lack of training continue to be big factors in these crashes. As much as we’d like to not accept it but a big % of the crashes are the fault of the rider. How do we help get more folks involved in Motorcycle safety?

We just held our 2nd annual “Riding for the Long Haul” and our attendance and number of vendors increased from prior year. That’s an accomplishment but we’d like to fill a stadium to get more motorcycle safety out there. We hope that each year we can get more folks involved.

As we look at Safety, it’s important to recognize the Governor’s Office of Highway Safety (GOHS) for their support on Grants, motorcycle safety PSA’s and other areas they get involved in to try and help reduce the motorcycle crash numbers. A huge thank you for Arizona Motorcycle Safety Advisory Council (AMSAC) for their support of AMSAF and our Scholarship program. We couldn’t help the Motorcycle Community to the extent that we do on Scholarships without the help of GOHS and AMSAC. It doesn’t get any better than a two plus days in a classroom and on a motorcycle to learn how to ride or be a better rider. That’s important to AMSAF and we feel this is the best way

to help the motorcycle community.

AMSAF started sending out its monthly newsletter called “AMSAF RIDER” and each month will be on a new topic. If you haven’t signed up for it, you can go to the AMSAF web site and sign up for the newsletter. www.amsaf.org we’ll have some great articles. You can also sign up for it on our Facebook page where we have some excellent safety tips each Tuesday. We’ve got the hot summer months coming up and we won’t be giving out any Motorcycle Training Scholarships for the months of May, June and July. So far we’ve given out over 1500 scholarships in fourteen (14) counties here in Arizona

to potential and experienced riders. These Scholarships are for the Basic Rider Course (BRC) which is two plus day course and approved by Motorcycle Safety Foundation and Arizona MVD. Motorcycle training is an important investment for every rider. Remember, May is Motorcycle Safety Awareness Month. Let’s do everything we can together to promote Motorcycle Safety and Awareness.

First Annual Poker Run to Benefit Fisher House

Greetings from Southern Arizona Chapter. Things are rolling along down here in the southern part of the state. We hope everyone is gearing up for the Annual Too Broke for Sturgis Run June 9-12. We are looking forward to a great weekend with everyone.

In February our chapter held the First Annual Poker Run to benefit Fisher House. Fisher House is a non-profit organization that provides safe housing for families of Veterans hospitalized at our VA Medical Center. Fisher House, held their Grand Opening February 18th 2016, and has 16 suites available on the VA Hospital campus to house those in

need while loved ones are hospitalized. Many families cannot afford the high cost of motels when a loved one is hospitalized and were forced to stay home, or sleep in their car with no shower or other necessities. From their website, “Fisher Houses are built on the premise that ‘’a family’s love is good medicine” and when a loved one is ill or injured, a Fisher House unites families, relieving the financial and emotional strain of being away from home.”

Following our April 16th meeting our chapter rode to the Fisher House to make a presentation of the proceeds. We met with Ellen Jimenez, our liaison with the

Fisher House Board of Directors. Jim Butsback, Chapter Coordinator and Robert “Gizmo” Welton, Run/Event Coordinator, presented to Fisher House a check for $2056.00. Fisher House is very appreciative of the support of the motorcycling community and A.B.A.T.E. of Arizona.
