This week President Obama released his ideal version of a transportation bill. The proposal has a specific provision that would allow the federal government to push a mandatory helmet law, the Motorcycle Riders Foundation (MRF) reports

Buried in the 350 page document is language that would amend current United States code, which provides the motorcycle safety money that would allow “the Secretary [of transportation] or the Secretary’s designee [to] engage in activities with States and State legislators to consider proposals related to motorcycle helmet use laws.”

This provision is unacceptable to the MRF. Labeled as “Support Activity” in the draft legislation, it’s a thinly, veiled stab at a mandatory national helmet law.

The wording allows the Obama administration to claim that this is not a push for mandatory helmet laws due to how vague the language is. However, the Department of Transportation has never stated or even suggested allowing for rider choice when it comes to motorcycle helmets. Their official stated stance is that mandatory helmet laws are the silver bullet when it comes to motorcycle safety.

The draft is titled “Generating Renewal, Opportunity, and Work with Accelerated Mobility, Efficiency, and Rebuilding of Infrastructure and Communities throughout America,” or GROW AMERICA Act. FEDERAL MANDATORY HELMET LAW

On April 29th, the US D.O.T. introduced the GROW AMERICA Act, its’ proposal for the reauthorization of the nations surface transportation bill.

They’ve added vague wording in the “GROW AMERICA Act” that would allow them to implement a federal mandatory helmet law, by amending current United States code which provides motorcycle safety money, and would allow “the Secretary [of transportation] or the Secretary’s designee [to] engage in activities with States and State legislators to consider proposals related to motorcycle helmet use laws.”

Please refer to the May 7th MRF Release published in this edition. We urge you to contact your US Representative in the House and both of your US Senators. In addition, we ask that you contact the White House directly and let them know you are not pleased with the helmet use provisions of President Obama’s GROW AMERICA Act. Personally, I wear a full-face helmet a lot, until it gives me a headache. After about 2 hours use, I get this headache from my forehead that just becomes more and more annoying and aggravating. Being forced to wear it for extended periods of time might make me reconsider long trips, which would cut down on my spending $$ out of town and supporting outlying communities and events and being fuel efficient.

Please take 5 minutes out of your busy day and make a couple of phone calls and write an email to the White House and stand up for your freedom! If you won’t do it, who will?

MOTORCYCLE ONLY CHECKPOINTS

Over $500,000 of funds dedicated to highway safety (YOUR tax dollars) has been spent on motorcycle-only checkpoints – with more to come. This money could have paid the Motorcycle Safety Foundation Basic Rider Course fee for 10,000 potential motorcyclists, been used to combat distracted driving or been invested – with federal matching dollars – in the current comprehensive study to analyze the root causes of motorcycle crashes. Instead, OUR money was wasted on frivolous, discriminatory MOCs.

We’re on the final countdown to show time folks. Everyone I’ve spoke to has been positive about the date change to JUNE 19-22nd to avoid monsoon rains. Several of us on the TBFS committee went up to view the grounds and talk with the property manager on May 3rd. There will be 6 new pot-able water spickets throughout the dry campground and improved culverts (NOT that we’re going to need it in June!)

Discussion: methods to motivate chapter compliance. All agreed that chapters need instruction regarding monthly records to be sent to State.

Membership renewal process was discussed. Tina will contact Chapter Membership officers regarding process and assist them to get up to speed. The membership brochure and the membership application in the Masterlink need updating. Tina will work with Mike and Jean to accomplish that task in next few months.

Kudos to Yuma Chapter for doubling their chapter size in a year!

Topic: Membership incentive for people to join when attending TBFS. Discussion: various incentive options and methods to communicate to nonmember attendees.

Motion: Establish a raffle for nonmembers attending TBFS, join at TBFS enters new member (only sign ups at TBFS) into a drawing for a chance to win up to $200.

Safety – Jim Silk MAP - Jim will respond to ABATE members who have shown interest to get them involved with presenting MAP in more areas. Jim continues to present to high school students in the east valley.

It is important to education Arizona DPS about the White bandana program for publicity about the ABATE mission, as well as good will with law enforcement. Since Vic is acquainted with Lyle Mann, DPS contact, he will meet with him to explain the program.

TBFS Safety – The Safety Booth will have an educational focus. Jim is arranging for educational materials. He will contact Mormon Lake Fire Department to man a first aid booth and work with them regarding an emergency care process. Jim will discuss more with TBFS Committee.

Designated Lobbyist – Vic Grady Vic continues to collaborate with other MRO lobbyists in the state. He shared that MMA has made the issue of “lane splitting” their main focus. Vic will continue to work on anti-profiling issue as ABATE’s focus. He continues to be open adding more issues such as “Filtering” which is a common practice in other countries and some areas in this country. Filtering is the process of motorcyclists moving to the front of a line of traffic at a red light. It is believed this improves safety by preventing possible rear-end collision involving motorcycles that remain at the back of the line of traffic. More research is needed regarding this issue before it can be proposed to legislature.

4. Topic: White Bandana Program: Discussion: Scottsdale H-D had agreed to promote the program at the store by handing them out to customers and maintain a donation jar. The managers had also agreed to reimburse ABATE for the bandanas they distribute (to cover printing costs).

Action: Communicate with Scottsdale HD in person, since there is been employee turnover and responses to outreach from ABATE have been inadequate.

Person Responsible: Mike Schneider will approach Scottsdale H-D in person.

Discussion: Mary K Donnay and Larry Keim attended Vulcan Riders meeting on 4/19/14. As a result, the Vulcan Riders will renew their club membership for another year. There are many motorcycle Clubs and Organizations throughout the state to visit and promote ABATE and its mission.

Action: Increase ABATE Officer attendance of other organization meetings.

NEW BUSINESS: 1. Topic: Invitation from Gubernatorial Candidate Ken Bennett.

Discussion: Mr. Bennett contacted Mary K asking to speak at an ABATE meeting.

Since all our meetings are on Sunday’s, Mr. Bennett suggested a meeting at his office during usual business hours with ABATE Officers. This is an opportunity to educate state officials regarding ABATE’s mission.

Action: An appointment with Mr. Bennett will be scheduled.

East Valley Chapter

Greetings from the East Valley Chapter of ABATE of AZ. It seems clear that our chapter’s efforts during Arizona Bike Week (Phoenix Bike Fest booth) and at Motorcycles on Main in downtown Mesa have been paying dividends in new memberships. Mary K has been forwarding new member information to the East Valley leadership at a pretty good rate for a while now. I’ve been happy to send each of them a greeting, and add them to our chapter’s email distribution list.

Although I missed April’s chapter meeting due to riding to Laughlin, NV and Oatman Arizona for that weekend, I know that good work continued in the East Valley Chapter meeting. One important event coming up is our annual Spaghetti Feed on June 7th at the FOE, 1712 West Broadway, in Mesa, from 6 to 9 pm. Please accept our invitation to come and enjoy. Progress also continues on Too Broke For Sturgis, June 19 - 22, at Mormon Lake. I look forward to being a part of it.

Another piece of news that is getting our attention is that the Obama administration released a proposed transportation bill that according the MRF contains a provision that would allow the federal government to push for a mandatory helmet law.

Moreover, if a federally mandated helmet law is not stifling enough, the MRF also reported that the United Nations General Assembly is also calling for a global mandatory helmet law.

Good thing that we’re part of ABATE, and that we’re here to raise our voices for freedom in the motorcycling community.

High Country Chapter

The day before our meeting a few Brothers, Sisters and myself went for a ride to pass out a flyers for Wild In The Weeds. What an excellent ride it was! We started out around 9:30 in the morning.

Fueled up, checked oil, tire pressure, and made adjustments. With the sky looking a little threatening we left Payson headed North.

We stopped at the Flying Grizzly in Strawberry, did a last minute check on everything, had a quick refreshment, and continued on to Camp Verde. We hit a little rain along the way, just enough to muck up the glasses. Stopped long enough to clean them then turned toward Mayer with the Harley parts store in mind, I can't ever get out of one of those for under a hundred bucks.

With parts securely packed away, we doubled back a few miles to Billy Jack's.

After a brief stop we headed to Prescott Valley to the Jack Ass bar where they were having a celebration of 2 years being open. The owner approached me and told us all to help ourselves to the food. They had 2 tables loaded with good stuff to fill any void in a persons stomach. This place was great, and the people were friendly. We wanted to stay but had more flyers to hand out.

We shot up the road to Barefoot Bob's Billiards, and handed out more Wild in the Weeds flyers. Fueled and rode over Mingus Mountain, stopping along the way for a breath taking view of red rock cliffs in the distance.

U.N. CALLS FOR UNIVERSAL HELMET LAWS WORLDWIDE The United Nations has approved a resolution on road safety that, in part, calls

I really enjoyed this part of the trip. Up and over with narrow winding roads, dropping into Jerome. We stayed to enjoy the band at The Spirit Room, then on to Cottonwood. From there we began our journey back over the Mogollon Rim. Nightfall overtook us so we leathered up at 14 mile rock and continued on.

Coming into Strawberry again, pulled in to the Grizzly, ran into some more Brothers and Sisters enjoying the sounds of Soulever, one of the bands that will be playing at; yea you guessed it, WILD IN THE WEEDS.

The last 15 miles to Payson just reflecting on the whole ride and how we had such good luck dodging rain, I am thankful for the Brothers and Sisters I have that live for the ride, as do I.

Two weeks later all our hard work paid off. Wild in the Weeds began. I had to work my regular job, so Dee Schultz and Debra Beda got things setup and ready to go. I would like to thank them very much for their hard work, without them this would not have been possible. By the time I got there the place was pretty full,and the band was setting up.

The next day after Breakfast, a few of us took off on the Rick Heppler memorial bead run. It was a great ride, and every one made it back safe.

We then began the people games.

Everyone got in on the fun. Helmet toss, Plank walk, Pole in the Hole, and I think the most fun was Honey I'm Home.

Hilarious watching bikers put on Teenage Mutant Ninja Turtles boxers get out a window and push a little chopper across the finish.

When the band Soulever began to play the joint was hoppin, and everyone was primed for the wet t-shirt contest. twelve ladies gave us a real good show. The band rocked the rest of the night. Then we continued the party back at camp till the wee hours of the morning. I believe every one enjoyed them selves, and those of you who didn't make it, you missed out. There's always next year.

Keep wind in your face, sun on your back fuel in the tank, and rubber on the road.

Phoenix/Shadow Mountain Chapter

We had a good turnout this month. It was on Mother's Day, which is usually quiet, however several of our members brought their mothers along. We also had a couple of guests that came down from high country chapter.

Vic Grady expressed his dedication to seeing an AZ bill in place to prevent motorcycle profiling.

Ernie, our safety officer spoke of how he was mistreated by the insurance companies for not wearing a helmet at the time of his accident. Maybe it's just me, but since he was run over while stopped by a 12 ton truck, I fail to see what the benefit.

We were missing a couple of our officers due to illness and wish them back soon.

Some of us made it to Ben Avery for the scoot and shoot. Many others had early Mothers day commitments. We really need to change our May meeting day.

Southern Arizona Chapter

The April meeting was held at the Kettle Restaurant on April 19th. The meeting started at 9:00 AM with the Pledge of Allegiance and Prayer for fallen Brothers & Sisters..

Officers Present were Coordinator Jim Butsback, Vice-Coordinator Don Boule’, Safety Officer Jim DeYoung, Sgt-at-Arms Robert Guenther The minutes of last month’s meeting were approved.

The Treasurer’s report was read and approved.

Safety Officer Jim De Young reported on Preemptive Learning or learning before you need to is the key to behaving properly in a crisis. Jim went on to explain this theory and how you must take time to familiarize yourself with all controls etc. every time you get on a different bike.

PAC Report- Sean Pinder was not in attendance so there was no report.

Remember that this year Too Broke will be held in June to try and avoid the weather issues that have plagued us in the past. We have received business card size handouts and flyers that we passed out at the meeting. It is extremely important that we heavily promote TBFS. This is the main revenue source for ABATE of Arizona, and also a great time to recruit new members.

The tickets for our raffle to raise funds for Motorcycle awareness projects have been printed and were distributed at the meeting. The drawing will be held at Too Broke For Sturgis on Saturday night at the SAC camping site.

Due to the fact that Too Broke falls on the same day as our normal meeting a vote was taken to have our June meeting one week earlier on June 14th. The motion passed. The Kettle has been contacted and the meeting room has been reserved.

Our Road clean up will be held on June 14th after the Chapter meeting. The road we clean is in Whetstone AZ, just down from Buddy’s Bar. All members that participate can ride down after the meeting in a group. As always the Chapter will provide lunch for those attending.

May is Motorcycle Awareness Month.

The city of Tucson has been contact regarding a Proclamation declaring May Motorcycle Awareness Month. We hope to get it processed in time to have it presented to us at the City Council Meeting.

This should be good PR for us.

We encourage all ABATE members to become more active and to join the MRF and AMA to stay on top of national issue that affect all riders. Also when talking to prospective members, remember that there is a Club membership available that includes 5 memberships.

The meeting was adjourned at 10:00 AM. Next meeting will be May 179th, 2014 at the same time and place as normal.

Ride Free, Ride Safe

Yavapai Chapter

I sent out a meeting notice in May that Barefoot Bob’s was closed. I am happy to the information was in error. Barefoot Bob’s is still open and is definitely has the best pool tables in the Quad cities area.

As a chapter we are working on several events. The first is a poker run that does not involve bikes. Now I know that sounds blasphemous, but it is a step toward responsible safety. We are looking to have a poker run / membership drive on a bus. The stops would be the usual biker like watering holes starting at the Prescott Resort and Casino. An event with a little liquor, camaraderie, and friendly wagering is the goal. One can get a room to crash in at the resort, and all is safe with our designated bus driver.

We are planning a swap/trade event for this summer in the Prescott area (details T.B.A.). In addition we are also planning a family event for our members this coming fall. We are looking a renting an area in one of Prescott’s parks and having a BBQ along with some family friendly games. One of the ways we are looking to increase ABATE membership is to try and get junior members (some of those teens we want to reach to “LOOK OUT FOR MOTORCYCLES”).

Yuma Chapter

The Yuma chapter met on 08 April at 6:30 pm at the Mad Greek Restaurant to conduct our monthly business meeting.

The meeting was called to order, guests were introduced, and normal reports were addressed.

Rick Breadwell updated us on the Board of Directors meeting and stated that the Day at the Dome was a success. A survey was conducted on anti profiling; reds light laws; and lane splitting. There was discussion on holding a winter Arizona State ABATE Rally in Yuma during the month of December this year. The members were encouraged to get out and get people to join ABATE. May is motorcycle awareness month and we discussed the watch out for motorcycles on the road signs.

The Yuma chapter voted to move its monthly meetings back to the IHOP on the second Tuesday of each month at 6:30 pm starting in May. The IHOP is located at 575 East16th Street, Yuma, AZ 85365.

FTC SEEKING COMMENT ON ETHANOL LABELING The Federal Trade Commission (FTC) is soliciting comments on a proposed rule to require additional labeling at the gas pump for blends of gasoline containing more than 10% ethanol, despite the knowledge that such higher levels of ethanol-laden fuel causes engine and fuel system damage in motorcycles and ATVs and can void manufacturer warranties that extend only to the use of E-10.

“In response to the emergence of ethanol blends as a retail fuel and the likely increased availability of such blend,” the FTC proposes an additional label to avoid inadvertent misfueling, but under the rule the label would be rounded to the nearest factor of 10; so fuel containing up to 14% ethanol would be inaccurately labeled “E10”.

Acknowledging that, “In motorcycles and nonroad products, EPA raised engine-failure concerns from overheating,” the FTC solution is another label on the pump, and is seeking public comments now on their rule proposal. Deadline to submit comments is June 2, 2014.

WASHINGTON STATE RIDERS ALLOWED TO RUN RED LIGHTS Washington motorcyclists will soon be allowed to run red lights under certain conditions, under Senate Bill 5141 recently signed by Governor Jay Inslee, which will allow riders to proceed through traffic stops controlled by ineffective detection devices.

Weight-bearing traffic signal mechanisms were developed in the 1920s, but have mostly been phased out over the years in favor of induction loop signals which are buried in the road and triggered by ferrous metal. Many of the newer detection devices are cameras that control traffic lights based on sight or timing.

View/Post Comments Traffic vehicle detection devices are scattered throughout the state in both rural and urban areas, giving streets green lights when they need them and reds when they do not. The devices, which come in the form of cameras or underground sensors, register vehicles stopped at intersections and cue traffic lights accordingly. But to motorcyclists, the technology represents the opposite of traffic efficiency, as the devices often fail to register their bikes, creating inconvenient and sometimes dangerous moments at busy intersections.

“There was no safe and legal way to get through until this legislation passed,” Larry Walker, Government Relations Specialist for the Washington Road Riders Association, told the Oregonian newspaper.

Fourteen other states have passed similar legislation. Senate Bill 5141 takes effect June 12.

The Yuma Chapter of ABATE would like to introduce you to our newest business member, Bill Alexander Flight-Line Mazda. Bill Alexander Flight-Line Mazda began partnering with ABATE in January 2014 and became a business member on the 29th of March 2014 during the 2nd Annual ABATE Membership Drive. Bill Alexander Flight-Line Mazda has a proud history of serving the Yuma community and we are very excited to have them as ABATE business members.

Bill Alexander Flight-Line Mazda has been a family owned and operated business for over 48 years. Bill Alexander moved to Yuma in 1951 from Oklahoma to drive a bread truck. To help make ends meet, he started selling cars for the local Plymouth/Dodge dealer. He soon figured out that he could make more money selling cars than bread. So in 1957, Bill went into the automotive business with Consolidated Used Cars at 601 West 8th

Street, where the restaurant El Charro now stands. In 1966, Bill purchased the Volkswagen dealership located on 4th Avenue. In 1972, the dealership moved to 889 East 32nd Street and soon added the Porsche, Audi, Mazda, and Mercedes Benz franchises. The next acquisition came in 1980 with the Ford LincolnMercury dealership and in 1990 with the purchase of the Toyota, Cadillac, and Oldsmobile franchises. Unfortunately in October of 2008 Bill passed away, but it was his desire that his legacy live on.

Today, Ryan Hancock, Bill’s Grandson operates three dealerships with 6 franchises on 25 acres and employs over 240 employees.

Unlike a business trademark controlled by a single entity, the Mongols' logo is a "collective membership mark" that is legally owned by one entity, but held in trust for the members; "It's the votes of club members that ultimately determined who is allowed to wear the club's patch.”

The Mongols have also filed a motion to have federal Judge Otis Wright II removed from the case, alleging bias.

Wright, who ruled in favor of the Mongols in a 2008 lawsuit brought by a member whose patch was taken by law enforcement, has made statements indicating he is prejudiced against the motorcycle club, and it was Wright who first suggested to prosecutors back in 2008 that they could go after the Mongols'

trademark.

YEMEN BANS MOTORCYCLES TO PREVENT ASSASSINATION ATTEMPTS The Yemeni Interior Ministry imposed a temporary ban on motorcycles in Sanna as consecutive drive-by shootings underscored the capital's worsening security situation, Xinhua news agency reported.

Hit-and-run attacks have become common in Yemen where a popular uprising in 2011 weakened government control, so the supreme security committee ordered the ban to prevent assassination attempts.

Within a matter of days, two people were

shot down outside their hotel by gunmen on a motorcycle, the director of training at a police college was shot by motorcycle gunmen, and a member of parliament was killed by motorcycle-riding assassins near the Ministry of Defense.

WEIRD NEWS: MOTORCYCLIST’S ERECTION LAWSUIT PETERS OUT IN COURT A California court has dismissed a motorcyclist's erection lawsuit, in which the rider alleged that a four-hour ride on his 1993 BMW K1100RS motorcycle led to a prolonged and painful erection that lasted 20 months, because the evidence didn’t stand up in court.

The motorcyclist filed a product liability lawsuit against BMW and the seat maker, claiming a motorcycle design defect in the motorcycle's "ridge-like" saddle design gave rise to his nearly two-year long bout of priapism. He claimed the painful condition left him "unable to

PAGE 9 engage in sexual activity, which is causing him substantial emotional and mental anguish," and he sought damages for lost wages, medical expenses, emotional distress, and general damages, motorcycle blog Visor Down reports.

A urologist testified that the plaintiff indeed suffered from priapism, but the court rejected the testimony of a neurologist who claimed the motorcycle's vibration caused the disorder. That rejection of testimony led to the case's dismissal for lack of hard evidence.

Strangely enough, one man who filed a medical malpractice suit for a faulty penis implant complained that his eightmonth erection prevented him from doing one of his normal activities: riding his motorcycle.

Too Broke for Sturgis Recon Expedition

Every year some of the TBFS committee rides up to Mormon Lake Lodge to walk the grounds and talk with Scott Gold, operations manager, and his support staff.

This year Mary K, Smiley, Vic, Mike, Paul, Sandy, Lyn, Dan and I made the trip up North. We rendezvoused upstairs at the Lodge with Scott and his support staff and discussed some of the details for our Event, stuff like the Big Top, Security, Porta Potties, Elk Burgers, Sheriff Joe and a bunch more important stuff.

Working up an appetite we moseyed over across the street to the new Mormon Lake Pizzeria and filled up on pizza and wings.

They serve some other delights for an alternative to the restaurant. The food and service was good stuff, seating is inside and or outside on the patio, a nice place to hang and feel the breeze and watch the bikes cruz by. We then headed for the campgrounds and arena. Scott had informed us to check out the latest updat-

ed potable water spigots scattered though the campsites. It’s kinda strange to see the place pretty much empty, almost weird…………! Paul and I took turns turns in cattle squeeze chute; boy that guy knows how to have fun. Well, the Ravens were circling overhead so we packed up and headed down the mountain.

FYI #1, there might not be Premium at MLL or Clint’s Well. If ya need the good stuff, fill up in Pine or Payson because MLL or Clint’s Well don’t always have high test.

We turned off the 87 and went to Jakes Corner for the Wild in Weeds Run and hung with our bros and sisters from the High Country Chapter, those folks know how to have fun, too. It was great day hangin with friends, traveling the curves up north, Jakes Corner, the only thing better would have been ridin my machine, but I had it in the shop for a new rear tire and wheel and some new brake pads.

FYI #2, pay attention when riding with a new tire, it will need a few hundred miles to get scrubbed in for maximum traction.

May 10, 2014, Bobbi Hartmann was presented the Ron Roloff Life Time Achievement Award by Slider Gilmore at an NCOM convention in Texas. This is NCOM's most Prestigious Award and

their highest honor. Ron Roloff founded the MMA in CA, and together with Richard Lester got NCOM started and received the first award of its kind in 1990 himself.

Bobbi started with ABATE of AZ in 1991, and was State Communications, State Safety/MAP, State PAC and also Designated Lobbyist from 1999-2011.

The motorcycle lobby team of that era,

passed 12 Bills in 12 years.

I am sorry to have missed last month’s input, but I was having a total knee replacement and now I am feeling truly bionic with the throttle arm and the shifting leg. I am so ready to go, go, go. Ride to Work Day was inspired by "Work to Ride Ride to Work'" marketing materials created between 1989 and 1991 by the Aero Design and Manufacturing Company.The first annual Ride to Work Day event was proposed in Road Rider magazine (now titled Motorcycle Consumer News) in the May 1992 issue. Everyone seemed to think that a national 'Ride To Work' day was one heck of a good idea."The first Ride to Work Day event date was July 22nd, 1992. For several years various motorcycle businesses informally promoted every third Wednesday in July as Ride To Work Day. These early advocates included Road Rider Magazine, Dunlop Tires, and Aerostich/Riderwearhouse.

The event continued to grow as an informal grass roots demonstration every year until 2000. That year a non-profit organization, Ride to Work was formed to help organize and promote Ride to Work Day. The first Ride to Work Day event led by this group was the third Wednesday in

PAGE 11 July of 2001. This day was the annual day until 2008, when it was changed to the Third Monday In June. This change was made to climatically better accommodate riders world-wide, and to give more riders an opportunity to participate.Ride to Work is a 501 c4 nonprofit, all-volunteer effort. PERMANENT MOTORCYCLE WARNING SIGNS INSTALLED ACROSS U.S. To kick off National Motorcycle Safety Awareness Month, “Watch for Motorcycles” signs are being donated and installed by Allstate Insurance to help prevent motorcycle crashes at intersections.

HELMET LAW VIOLATORS WILL BE SHOT A remote village in Zamboanga City in the Philippines, which is trying to promote eco-tourism, has banned motorcycle riders from wearing a full-face helmet and warned that violators will be shot.

A huge tarpaulin sign now hangs on the entrance of Lumayang, and the new village law has attracted strong criticism from various sectors because of its extreme warning. Frederick Atilano, the village chieftain, insists the new law will make their 1,600 residents safe from hired killers, who usually ride tandem on motorcycles and wear full face helmets to conceal their identity.

BALD EAGLE IN TEMPE

I’ve spotted a bald eagle 3 times recently riding near Tempe Town Lake. The first time, riding up the 101 on my Wide Glide, it soared right over me. I thought, “No, can’t be”. The second time I thought “Really, a bald eagle in the Valley?” The next morning, I heard about it on National Public Radio. Sure enough, I wasn’t seeing things. I saw it again last week, soaring near Tempe

What Happens When Ethanol Blended Fuel Mixes With Water?

A study involving several state environmental agencies and the U.S. Environmental Protection Agency sought the answer to that question after a compliance inspector with the Petroleum Program in the Virginia Department of Environmental Quality noticed “odd corrosion reactions in some of the sumps” for the underground fuel tanks (Wilson, et al., 2011).

Virginia’s DEQ “speculated that acetic acid bacteria (Acetobacter) were producing acetic acid in the sumps. The EPA “speculated that ethanol vapor that originated from the motor fuel was finding its way into water in the sumps, which would provide a source of food for the acetic acid bacteria.” (Wilson, et al., 2011).

The study found that sump pumps containing water allowed the acetic acid bacteria to degrade the ethanol to acetic acid.

The acetic acid would then cause corrosion of the copper tubing and valves of the pumps (See Figure 1) (Wilson, et al., 2011). Conversely, “If moisture was not available, there would be no opportunity

for bacteria to degrade the ethanol to acetic acid” (Wilson, et al., 2011).

This troubling study raises even more concern about ethanol in fuel, now that the EPA has publicly acknowledged that ethanol blends can damage internal combustion engines not designed for its use by increasing exhaust temperatures and indirectly causing component failures.

According to the EPA, "[e]thanol impacts motor vehicles in two primary ways. First ... ethanol enleans the [air/fuel] ratio (increases the proportion of oxygen relative to hydrocarbons) which can lead to increased exhaust gas temperatures and potentially increase incremental deterioration of emission control hardware and

- Tire pressure on a car is important, but on a motorcycle is essential. Read the owner’s manual to see what pressure under what circumstances. Riding 2 up, with cargo? You’ll need to adjust the pressure. check your tires!!!

We’ve said it many times before, riding a motorcycle is one of world’s greatest pleasures, but it’s also one of the most dangerous ones – maybe it’s a pleasure because it’s so dangerous. You need to take some precautions when riding a bike. You do not need to dress up in an airbag balloon or some sort of a space suit. You don’t need to be looking like a mad person around you to see if there’s someone coming to kill you. But there are many points you need to look for when riding that will keep you safe.

Some are common sense, some are built around experience.

The most common one is how you choose to protect your noggin,your call and that all I'm gonna say about that

- Learn the counter steering technique. In Europe it’s mandatory to learn and there’s good reason for it.. Counter Steering will enable you to quickly and safely avoid sudden obstacles on the road without falling. It should become second nature.

- Watch out of those white lines on the road, and watch out even more for those pedestrian crossing lines. White lines, although very visible, are very, very slippery. When it rains, avoid them at all costs. If you have to ride over them in a curve and it’s wet, straighten your bike while riding over the line. If not, your

- Watch out when entering a place where there have been cars idling: gas stations, fast food drive-ins, bank atm machine stops. There’s always oil, gasoline and dirt. Watch where you put your foot.. Get good boots with no slips!

- When following cars, trucks, trailers, etc, best is to stay behind one of the wheels. First of all, in the middle of the lane, that’s where you’ll find the most oil, gasoline and dirt coming from the cars. Also, if there’s something on the road, like roadkill, if you are riding behind the wheel of the vehicle in front of you, it’ll get squashed. If not, you’ll hit it and you don’t know what will happen then (I think I do). If you’re following a big truck, keep well away. Truck tires can (and do) shred regularly, leaving big bits of rubber flying. At highways speeds, if a large chunk of truck tire hits you, you’ll be badly injured, or worse.

- Always have the helmet visor down when riding, or have something to protect your eyes (like goggles or glasses).

A bug that hits you at 60 mph is going to hurt, if it hits you in the eye, it’s goodbye eye. Thats right I'm buggin you to cover them eyes!

- You know why fighter planes attack with the sun in their back? Because they can’t be seen. The same happens when the sun is in your back, low, you’ve become invisible for the cars driving in front of you. Even if they pay attention, they’ll not see you when you overtaken them. So watch out. The same applies

when riding into a low sun. Drivers behind you will not see you. I often just nudge my brakes so that the brake light goes on, this way the car has a better chance of seeing you when they approach. Check your brake lights before your ride are they working??

- If it’s warm drink plenty of water; if it’s cold, dress properly. Hydration and hypothermia are more dangerous than DUI.

- Road rage on its own is pretty bad, but having road rage on a motorcycle, especially against a car puts you in the danger spot. Get away from the rage it just ain't worth your time!

- Try to avoid the right most lane on highways, motorways and other fast moving roads. You’ll find that some soccer-mother driving a SUV forgot to take the off-ramp and will try to exit anyway.

Don’t get in her path.

- If you’re having problems at home or work, taking the bike might not be a good idea. People think they’re clearing their heads, but in fact they’ll not pay as much attention as they should. One of the highest factors for motorcycle accidents is divorce. The next highest is getting fired. Get those outta the way then ride.

- One of the old sayings for motorcycle riders is that your bike will go where you are looking. In a curve look as far as you can, not in front of you. If you see a pot hole, and you’re looking at it, you will ride through it.

- When you stop at an intersection or for traffic lights, keep your bike in first gear and keep a close look in your mirror until cars behind you have come to a stop. Keep your steering-wheel pointed in the direction of the first lane you will encounter; This way, if you are “nudged” by a car behind you, your bike will go with the crossing traffic.

- When traffic is suddenly stopping or slowing down dramatically on a highway

to the estimated 22 million motorcycles and all-terrain vehicles currently in use and can void manufacturers' warranties.

The EPA needs to stick to its proposal to roll back the requirement for wider distribution and use of E15 under its Renewable Fuel Standard. However, even the EPA rollback is only a short-term fix.

For a longer-term solution, we need Congress to address the RFS legislatively.

The AMA supports H.R. 1462. This bill would reduce the total RFS by 79 percent in 2014 and reduce the RFS by other significant percentages each year until 2022, when the total RFS is reduced by 42 percent. That is, the bill adjusts the mandate to 21 billion gallons in 2022, rather than 36 billion gallons.

Moreover, H.R. 1462 rescinds the EPA’s E15 waivers and caps the amount of ethanol content in gasoline at E10.

The AMA supports this common sense solution to make sure that motorcyclists have access to safe fuels.

- When slowing down in traffic using your motorcycle engine (ie downshifting), best is to gently hit the brakes so that your brake lights go on. Remember that motorcycle engines usually have high compression and can therefore brake much harder with just their engine.

Cars coming up behind you are going to be surprised (and so will you when they rear-end you).

- There’s no such thing as Green means Go, or a Stop sign that means other traffic will stop. Always assume that some idiot of going to run a red light, or stop sign and proceed accordingly. Look, look, and look again!

- Motorcycles are small, and it takes an effort to be seen. Make sure you’re visible. Apart from wearing a bright orange vest turn on your motorcycle’s lights.

Even during the day. In many states , it’s mandatory for motorcycles to ride with their lights on. You can guess why.

- Wear proper equipment. Good fitting equipment works well. Find good gloves glasses,and boots. You owe it to yourself to always have good gear.

- Most importantly share your road knowledge with everyone who rides with you! Become a member of ABATE of AZ to help support what you love to do the most in riding and being involved.

Recently the Federal Trade Commission (FTC) proposed a new rule regarding the labeling of ethanol blended fuels in order to “help fuel purchasers identify the correct fuel for their vehicles.” Ironically, the new rule would exempt any fuel meeting the Environmental Protection Agencies (EPA) E15 waiver from the proposed labeling requirements.

In the record section of the proposed rule, the EPA provides information under the “objections to the proposed labels” section openly stating that ethanol is harmful to motor vehicles, and specifically mentions that ethanol is damaging to motorcycles.

The EPA indicates two major ways that ethanol affects vehicles. First, ethanol enleans the air to fuel ratio by increasing the proportion of oxygen relative to hydrocarbons. This can lead to higher exhaust temperatures and can possibly cause catalyst failure by gradually deteriorating emission control equipment.

Next, other component failures can occur due to materials compatibility issues with ethanol use.

The EPA also found, that ethanol can damage older conventional cars, heavyduty engines, motorcycles, and non-road engines, explaining: “Older motor vehicles, heavy-duty gasoline engines and vehicles, motorcycles, and especially non-road products cannot fully compensate for the change in the stoichiometric air-to-fuel ratio as ethanol concentration increases. Over time, this enleanment caused by ethanol may lead to thermal degradation of the emissions control hardware and ultimately catalyst failure.

Higher ethanol concentration will exacerbate the enleanment effect in these vehicles, engines, and equipment and therefore increase the potential of thermal degradation and risk of catalyst failure. In addition to enleanment, ethanol can cause materials compatibility issues, which may lead to other component failure and ultimately exhaust and/or evaporative emission increases. For older motor vehicles, heavy-duty gasoline engines and vehicles, motorcycles, and non-road products, the potential for materials compatibility issues increases with higher ethanol concentration.”

The Motorcycle Riders Foundation has been attempting to block the widespread sale of E15 and higher blends until they have been fully studied. The MRF supports U.S. House of Representatives bill H.R. 875, a bill that would halt the sale of E15 and commission an independent scientific study to determine all of the effects of E15 on an internal combustion motor.

The lack of demand for E15 has the EPA proposing that ethanol manufactures produce less ethanol than they have for the past few years.

Additionally a study done by the University of Nebraska, the third highest corn producing state in the country, found

that using corn crop residue (considered a ready source for ethanol production) is harmful to the environment by generating more greenhouse gasses than traditional gasoline.

The Federal Trade Commission is still taking public comments on the labeling requirements. Simply slapping another label on a fuel pump is not the best way to prevent misfueling. Separate pumps, like diesel, need to be developed and installed. Let the FTC know that you don’t like the fact that fuels meeting the E15 EPA waiver are exempted, and more labels are not going to lead to less misfuels. More important than the labeling changes is the fact that the EPA is publicly admitting that ethanol is harmful to motorcycles, something the MRF has been stating for years. This revelation by the EPA is the sort of push we can use to rollback the sale of E15.

Deborah Hersman announced that she would be vacating her role as chairwoman of the National Transportation Safety Board (NTSB). Hersman has commanded the board since 2009 and has been a board member since 2004.

Hersman was also considered as a replacement for secretary of transportation Ray LaHood when her retired.

The NTSB was created as an independent federal agency in 1967; it has investigated more than 132,000 accidents and made more than 13,500 safety recommendations. The NTSB is recognized internationally as a preeminent accident investigation organization. Hersman serves as the chief executive of the agency, which has 400+ employees and an annual budget of more than $100 million.

She was the board member behind the two-day motorcycle safety symposium conducted in October 2007, which led to the issuing of calls for mandatory helmet laws. She did, however, make good on a promise to the Motorcycle Riders Foundation to personally take the Basic Rider Course. She passed the class, but never got her license.

Hersman was first appointed as a Board Member by President Bush in 2004 and was reappointed to two additional fiveyear terms by President Obama in 2009 and 2013. President Obama appointed her Chairman in 2009, 2011 and 2013 with unanimous Senate confirmation votes.

Hersman is not going far though. In her new role, the 43-year-old will be heading the National Safety Council. The safety council, a non-profit organization head-

quartered in suburban Chicago, describes its mission as "to save lives by preventing injuries and deaths at work, in homes and communities, and on the roads."

There is no word on the replacement chairperson of the NTSB.

Feds to include motorcycles in intelligent transportation systems research The National Highway Traffic Safety Administration (NHTSA) informed the Motorcycle Riders Foundation (MRF) recently that they do in fact intend to include motorcycles in the research they will be doing about vehicle-to-vehicle (V2V) communication technology.

V2V technology, in theory, allows for individual vehicles to communicate with each other on the road. The conversation would let the individual vehicles inform other vehicles as to how fast it is moving, where it is moving to, and how far away it is from other vehicles. The theory goes on to assume that using this technology will reduce crashes and therefore injury and loss of life.

The technology works something like this: if a vehicle is approaching another vehicle at a greater rate of speed and a collision is imminent, the vehicle can brake itself to slow down and avoid the collision. Or if a distracted driver is bearing into your vehicle’s space, it will automatically employ evasive actions such as hard braking or swerving.

"Vehicle-to-vehicle technology represents the next generation of auto safety improvements, building on the life-saving achievements we've already seen with safety belts and air bags,” said U.S. Transportation Secretary Anthony Foxx.

"By helping drivers avoid crashes, this technology will play a key role in improving the way people get where they need to go while ensuring that the U.S. remains the leader in the global automotive industry.”

When NHTSA announced that it was going to begin taking steps to enable V2V communications technology for light vehicles, the MRF was concerned that motorcycles would be negatively affected by not being included in the discussion. It was revealed to the MRF that the initial research will focus on passenger cars, but motorcycles will be included eventually.

NHTSA plans on equipping motorcycles with V2V technology so that the vehicle can transmit signals to other vehicles on the road to provide a warning of potential vehicle collision and avoid it.

Technology changes to motorcycles are certainly beginning to rise. Liquidcooled, fuel-injected, touch screen equipped Harley Davidsons are just the first wave. What comes next is anyone’s guess. Some of it is certain to be helpful, like GPS, but taking full control of a motorcycle away from the motorcyclist is one of the worst possible ideas in the uni-

T minus less than one week until the 6th Annual Micheal “Boz” Kerr Bikers Inside the Beltway! I hope you are tuning your ride to make the trek to D.C. for motorcyclist’s most important day of the year. In the past years, our event has focused primarily on the House side when it came to our Congressional program. This year will be all Senators.

MASTERLINK JUNE 2014 Senator Jean Shaheen (D-NH) and Senator Ron Johnson (R-WI) will be joining us. Shaheen is the lead on S 2078, a bill to end the Federal funding of roadside checkpoints. Johnson is the number one Republican on that legislation. You know you want to be here!

This week I attended two hearings, both about the transportation bill, which is being implemented right now known as MAP 21. The bill has come under scrutiny - not really a surprise. The bill was drafted hastily and was a Frankenstein bill. It was a bunch of smaller pieces of legislation sewn together into something that slightly resembles a highway bill, but doesn't function well at all, as if they put the head on backwards and the feet where the hands should go. Hopefully we will have a new bill soon. More on that later.

Some sad news – our assailant turned ally, former Representative from Minnesota Jim Oberstar, passed away this week. The Oberstar story is an interesting tale of persistence. Oberstar had a real issue with ABATE of Minnesota and would not even give them the time of day, constituents included! He dismissed them because he thought that requiring motorcycle helmet use was a grand idea.

This made ABATE work the system by attending fundraisers and small dinners with the Congressman. Year after year they went to fundraisers and, don’t-chaknow, the ice began to melt. Through the charming and magnetic personalities that lead ABATE of Minnesota, they were able to forge a friendship with Oberstar, an avid bicyclist. He understood our issues with right of way laws, being a smaller road user himself. I am sure all the fundraiser cash didn't hurt a bit either.

In the end he ended up as chairman of the powerful House Transportation and Infrastructure Committee and a huge supporter of ABATE and MRF. Oberstar was always sort of an odd duck, a staunch pro-life Democrat who had a 100% rating from the AFL-CIO. I always liked Chairman Oberstar. I recall sitting in his office years ago, discussing the highway bill. He had a life size, gold plated handlebar assembly on his desk, brake cables and all. I told him it was pretty cool. He said back to me, “Yeah, the bicyclists are very irresponsible road users. We want our own lanes and all sorts of access, but when you ask them to help pay for it they throw a fit! I just don't get it.” Well Oberstar got it.

Oberstar was beloved by his congressional district and those of us in the transportation world. Oberstar was narrowly defeated in his run for re-election in 2010. He chaired the transportation committee from 2007-2011. I hope Oberstar is cruising on that golden tenspeed bike in the sky.

Checkpoint Bill

Senator Susan Collins (R-ME) has signed onto the Senate checkpoint bill S 2078. Collins is running for re-election this year against Shenna Bellows, former director of Maines ACLU. Collins is expected to win, which would make her next term her fourth in the U.S. Senate.

As you know, President Obama sent his draft transportation legislation to the Hill last week. The same proposal that is aiming to move to mandatory helmet laws thathas drawn much criticism from the MRF, has received a similar reaction from the fiscal folks. Obama wants to increase spending by 62 percent. The

administration wants to increase transit spending up to $13.6 billion in fiscal 2015 from $8.6 billion this year, stating it is a necessary shift as Americans increasingly move to urban areas and drive less. Transit money is always a tough topic, because the transit systems, bus subway, and light rail don’t pay into the trust fund, but they always want more than they receive. Their argument is that the more people that ride the train, the less people are causing congestion, and therefore, less wasted time, fuel, and money. The bridge and road builders solution to congestion is, you guessed it: more roads! It’s always a battle.

What a week! ABATE of Michigan started out the lobby week early and it only got more intense from there. ABATE of Wisconsin sent a sizable group to lobby early as well. The forecast for Thursday was 100% rain all week until late Wednesday night. I was certainly praying to the motorcycle saints to bless us with decent weather and they delivered!

Perfect low to high 70's and sunshine.

The usual unpredictable schedule of Congress even played along. In years past the Congressional program has been thwarted due to so many weird reasons, President of Mexico decides to address a joint session of Congress the day before our event at the exact same time or the year members of Congress were given a short window to personally see the photographic evidence of a dead Osama Bin Laden at the exact same time as our event. Yeah, that actually happened. This year's Congressional program went of perfectly.

Motorcyclists from Connecticut, Maryland, Iowa, Illinois, Wisconsin, Indiana, Pennsylvania, Virginia, Michigan, South Carolina, District of Columbia, New Jersey, New York, Florida, North Carolina, Colorado, and Minnesota were in attendance.

This year's event resulted in nearly 250 individual meetings with Senate and House offices to advance the MRF agenda in Washington D.C. This year's Congressional program was held on the Senate side of Capitol Hill. The attendees heard from Senator Jeanne Shaheen (DNH) who is the author of Senate bill S. 2078, to end the funding of motorcycle only roadside checkpoints. Senator Shaheen told the group how happy she was to help end this unnecessary discrimination of motorcyclists. The group of motorcycle lobbyists also heard from Senator Ron Johnson (R-WI) the lead republican on S. 2078, who gave an impassioned speech about how important it is to fight for freedom and reminded the group that they are part of a small group of Americans who actually fight for their freedoms.

As it seems to happen every year, Bikers Inside the Beltway shared the same day as National Police Week crowning day.

However, this year the attendees were

treated to a police week first. There was a very moving motorcycle police tribute parade to all fallen law enforcement officers', on the same street where we were staging the MRF event. We were also treated to a police horse parade right in front of us that was pretty cool, until the pooper scoopers never came by which turned 3rd street into a literal barnyard. My bike was covered in flies thanks to the horse dirt left inches from my front tire. Good thing this wasn't a sign of how the day would go!

The Senate Environment and Public Works Committee introduced their portion of the highway bill, which does not affect us. This is the road construction portion of the bill. Our issues are under another committee's jurisdiction. It is good to see them get started but the finish line for the highway bill is still a long, long way off.

Overall BITB was a tremendous success and if you were not here, sorry to say that you missed a great event. ============================

This year was another highly successful Motorcycle Riders Foundation (MRF) event in our Nation's Capital. We were blessed with perfect weather and a robust number of citizen motorcycle lobbyists on the most important day of the year for motorcyclists.

Motorcyclists from Connecticut, Maryland, Iowa, Illinois, Wisconsin, Indiana, Pennsylvania, Virginia, Michigan, South Carolina, District of Columbia, New Jersey, New York, Florida, North Carolina, Colorado, and Minnesota were in attendance.

This year's event resulted in nearly 250 individual meetings with Senate and House offices to advance the MRF agenda in Washington D.C. The event also coincided with the introduction of a

PAGE 15 portion of the highway legislation that expires at the end the fiscal year, September 30th. The Senate Environment and Public Works Committee introduced their portion of the highway bill, which does not affect us. What this does show, is that Congress has begun in earnest to work on the much needed highway bill.

This year's attendees lobbied their members of Congress to advance the following bills;

H.R. 1861 - to prohibit the Federal funding of motorcycle only roadside checkpoints S 2078 - to prohibit the Federal funding of motorcycle only roadside checkpoints H.R. 875 - to require the EPA to halt the sale of E15 gasoline and conduct an independent study on the effect of the blend of internal combustion engines.

H.R. 2414 - to enact black Box privacy legislation S 1925 - to enact black Box privacy legislation Another topic at the event was a push back on President Obama's transportation proposal, GROW AMERICA which is calling for mandatory helmet laws.

The Obama proposal is not very popular with Congress according to members of Congress and the staff.

I have to admit it that I do occasionally, especially on longer rides. I do know people who ride around town with ear buds in and the music so loud you can hear them over straight pipes. Sounds a little dangerous, huh?

My wife loves her music. I really think she would go through withdrawals if she was without it. And she likes it loud too.

So, in order to keep her a little safer while riding, I recently purchased a Firehouse Technology iTube music player for her and her Sportster 48.

This little device holds 500 songs, is rechargeable and fits right onto her bars.

It has a single speaker that is pretty loud.

I’ll be honest though, I tried it on my 98 FXDWG at 75 mph with my Vance and
