Governor Ducey signs HB 2345 into Law
The governor signed our bill into law on 3/30/2015. I was told by a legislator it will go into effect 90 days from then. That brings us to July. Expect to hear about a party to celebrate. This was a concerted effort with many MRO volunteers involved. Deb Butitta coordinated with Karen Fann and created the bill as it is. Kat Grover and I worked on the research and
history of the law as well as how it affected people traveling through our state. Billy Larson and Sky pilot along with Vic Grady picked it up when I went into the hospital. Bobbi Hartmann set up stakeholder meetings to satisfy requirements.
We all communicated with our organizations to contact legislators and the governor. This was a win for the motorcycle community. We
should take pride in our effort.

deadly issue. AZ DPS continues to look for inattentive drivers on the roads and will ticket those who fail to properly control their vehicle. Personally, I’d like to see PSA’s showing the devastation inattentive drivers cause to their victims and families. Remember the old Ohio State Patrol movies in Driver’s Education Class? They showed all sorts of tragic, graphic, gory vehicle accidents. We are all sick and tired of seeing the slow, lanedancing vehicles every day, everywhere. Put the damn phone in the back seat and keep your hands off of it until you come to a stop!
Greetings Freedom Fighters, March 30, 2015 - Arizona Governor Doug Ducey signed HB2345, an ABATE endorsed bill for the removal of the requirement for passenger hand rails and elimination of the handle bar height restriction on motorcycles and ATV’s. This will take effect July 3rd, 2015. Many thanks to those of you that contacted your State Representatives and Senators to make this happen. We motorcyclists sometimes feel a need for speed, at least I do. I usually get away with it, but have received a ticket or two … or three. But who’s counting? My license is point-free so far this year! You may be happy to know that Arizona just passed a bill making you eligible to take the 4-hour Defensive Driving Class every 12-months (instead of every 24months) effective July 3rd. If you take the class, the speeding ticket is dismissed and not reported to your auto insurance company. The bill to ban texting across the entire state failed. Legislators I spoke to about it said there are already enough laws on the books to address this potentially
Arizona Bike Week brought about a deadly accident. Al Barela, 52 and Samantha Barela, 37 from New Mexico were on the Torch Ride, a police escorted ride from Mesa to Westworld in Scottsdale. The reports I got were that they were going through possibly the last intersection before getting to Westworld, which was for some reason not manned by police to block the traffic as all other intersections were. The light had turned green for the cross traffic, and the person in the car proceeded into the intersection to make a left turn and the Barela’s motorcycle hit the car, killing them both. They left behind 9 children and 9 grandchildren.
The motorcycle community stepped up and made this horrible tragedy for their family a little easier to handle by making calls and Facebook posts, news of the accident traveled fast. Christina Duwel, owner of At Season’s End Mortuary in Apache Junction, just happened to be at the Baddest Bagger event showing her bike and heard the news. She helped handle the arrangements for caskets and transportation of the bodies to NM at or below cost. Mark Brodie of Mark Brodie Motorsport Design personalized the caskets in biker fashion with pin striping for free. Jim Moore from Biker Information
Guide collected donations from riders at the Cyclerides.com Bike Night, Mesa Bike Night, and from anyone else who wanted to donate to raise the goal of over $5000 to get Al and Samantha transported back home. On Saturday, a group of bikes met at Season’s End Mortuary to escort the vehicles carrying the caskets for Al and Samantha’s final ride home to Farmington, NM. A group of their friends on bikes met them at the New Mexico border, and finished the ride home with them.
None of those involved in helping knew of Al and Samantha Barela before they heard the devastating news, but it didn’t matter, they were enjoying the same passion that we are when riding our motorcycles. As the old saying goes, “If I have to explain, you wouldn’t understand.” Since that accident, I heard from another rider on a different ‘escorted’ ride that when they started out, 2 freeway ramps were blocked to get all the bikes on the freeway together. Then it got interesting, mixing a long line of bikes with freeway speed traffic made for some scary situations. This man told me it was the worst ride he’s ever been on. I can imagine, hundreds of bikes, all trying to stay together and a cager’s exit is coming up, they have to get over, forcing their way through the pack. We need to rethink escorted rides and riding in huge packs of hundreds of bikes that interfere with normal flow of traffic. FYI, the MSF recommends packs of about a dozen to stay manageable. On March 21st, ABATE member Ernie Lizarraga finished the ride he started 5 years ago with a group of friends. Unfortunately, the ride on March 25, 2010 ended at 27th Drive and Carefree Hwy. when a sanitation dump truck ran over 9 motorcyclists stopped at a red light. The worst motorcycle accident in

"We were stopped," said Lizarraga, "and we got ran over." A Blue Sky Sanitation dump truck, behind the nine riders, barreled into them. The truck went up in flames. Four riders were killed. Lizarraga was trapped underneath until an off-duty registered nurse rushed to drag him from the flames. When firefighters Lizarraga had worked with for years arrived on scene, his face was unrecognizable. Doctors initially told the family he may not make it through the night. "I was in a coma for six weeks," said Lizarraga, "which doctors tell me is a good thing. I had a wheelchair for months. Then a walker. Then a cane. The crash has had an impact on his ability to walk, Lizarraga had to spend years in physical therapy and at the gym to regain his strength. "I don't give up real easy," he said. In the back of his mind, Lizarraga always wanted to complete the motorcycle ride. The first obstacle would be getting back on the bike, which happened in the summer of 2014 when his bike became a three-wheeler. Determined to no longer let the fateful day haunt him, he organized a bike run for the five-year anniversary: "Help Ernie Finish the Ride." Hundreds signed up to drive the 90-mile excursion. Ernie led the pack to the cafe for lunch, to the crash site for a memorial, and onto the Bartlett Lake finish line. A trip that ended in tragedy was now a journey ending in triumph, Ernie finally free on the open road. "It feels good," he

and awareness organizations, develops A.B.A.T.E.’s legislative plans, formulates plans to circumvent negative motorcycle legislation, drafts positive motorcycle legislation, keeps officers informed, and writes an informative article each month
for publication in The Masterlink. This person needs to be personable and have a full understanding of the workings of both state and federal government, be an articulate speaker and writer, familiar with local, state and federal laws, and be

Through the Motorcycle Riders Foundation State Representative Program, local motorcyclists are kept up to date on the MRF's legislative and training agendas. The MRF State Rep program allows information to pass quickly to the State Motorcyclists' Rights Organizations, as well as allowing information to reach the MRF concerning individual states.

East Valley Chapter gathered together at the Fraternal Order of Eagles 1712 W Broadway Mesa on Sunday March 22, 2015 at 11 am.
As always the breakfast burritos were delicious. I realize that they serve other things but I look forward all month to my favorite the chorizo breakfast burrito. It was brought up and requested that we all participate in having our names put on the breakfast tickets to make things easier for our wonderful friends at the Eagles. I know I am not the only one who would like to say Thank You to them. We had some new members join us, a big warm welcome to Chuck, Sharon, Russ, and Terri.
Richard called the meeting to order @ 11:10 am with the pledge of allegiance followed by a moment of silence. We are so happy to have Richard back and feeling better.
Deb gave us an overview of the East Valley Chapters financial situation. We learned that the total earnings from the Valentines party were $390.
The 50/50 jar went to our new member Terri. Woo Hoo Congrats Terri! The dollar jar totaling $147 would have gone to Lynn Baxter. It pays to come out to the meetings. Also it is always nice to see some fresh smiling faces.
Mike S was unavailable. Larry happily covered membership sharing that East Valley Chapter has 166 active members 6 of them being new. Way to go we always have room for more. Also we have 1 new business member Marc J Victor P.C. “Attorney for Freedom”.
Jim was unavailable. Jack brought to everyone’s attention that there is a page on Facebook called Rider Down, Check In Group Arizona to check in that you are safe when there is a report of a motorcycle accident.
We have some exciting events coming up. Redbone and The Bonettes will be putting on The Spaghetti Feed June 6 from 6 to 9pm at the Fraternal Order of Eagles 1712 W Broadway, Mesa. All you can eat Spaghetti, Meatballs, Garlic bread, Salad, and Deserts. Kids very welcome. Adults $10 Kids $5. It is always a lot of fun and everyone leaves stuffed.
We will have a booth for both April and May at Motorcycles on Main. We will be encouraging new membership, handing out The Masterlink, bumper stickers, bandanas, and flyers for The Spaghetti Feed and Too Broke for Sturgis.
In support of May Motorcycle Awareness month we discussed the idea of hosting a booth at the swap meet.
We are all excited about the passing of HB 2345. Way to go everybody!!!!!
An idea was brought up and I’m going to throw it out there. The idea is that after so many years of being a member, for example 20 or 25 years, a person should be considered a lifetime member. Jack is going to take it to the Board. Anybody have thoughts on this idea?
Thank you to all that could come out to join Redbone and the Bonettes for The Miracle in the Desert Benefit Run BBQ at Sunshine Acres Children Home. It was my first experience at Sunshine Acres and witnessing a Blessing of the Bikes by CMA it was awesome. I can hardly wait to go back not only to serve the riders and the kids but to explore the thrift store and boutique some more. An invitation was extended to anyone who wished to ride over for lunch after the meeting a group would be going to 5 Guys Burgers and Fries on Val Vista. We then went over to Redbone’s and helped unload the truck and trailer from the BBQ. We adjourned the meeting about noon.

High Country Chapter
Hello Brothers and Sisters. Well by the time you read this Wild In The Weeds will be under way. We have worked real hard on this event so I hope you made time to be there. If you didn't then stay tuned for next months issue and see what you missed.
Last month was bike week and the weather couldn't have been better for riding. I know I got out for a ride or two and I hope you all got the chance to do the same. I know there were a lot of events happening all over the valley and state. So much to do yet so little time, couldn't do it all. As you know May is Motorcycle Awareness Month, and of coarse High Country Chapter always kicks it off with Wild In The Weeds. once again , this year we will be teaming up with RCD MMA to put up a safety and awareness booth at the Safeway in Payson on Sat. morning of the 23rd. Yea we know that is Memorial Day Weekend, but we figure that would be a good opportunity to reach and educate more of the public. Keeping it fresh in their minds, to look out for motorcycles, might even help prevent something from happening on a holiday weekend. We will be there from 10:00am till approx. 1:00pm, so if you happen to be up here in the High Country stop in and show your support.
Speaking of support, I hope you will support those that support you and your right to ride free, by attending this years Too Broke For Sturgis. June 11th thru the 14th at Mormon Lake. This is an OLD SKOOL biker rally, and yes, spelled it that way on purpose. If you've never attended this event, you should come and be schooled on having a great time. If you have then you know what I mean and I'm sure I'll see you there.

Our April meeting started at 10:30 AM.
We ran through the normal portion of our meeting to allow time for a guest speaker.
Our ride officer spoke of the events during Bike Week. He was amazed to see that there were several groups that had traveled from other countries to attend. PAC was rather short since the legislative session has closed, however there were 2 bills of interest, I'm sure everyone knows by now the handlebar height restriction elimination bill has passed and should be in effect in July. Auto-bikes will not be M classified. Although we don't yet know what restrictions they will have, you will not need a motorcycle licence to drive one. Lyn Peterson has settled in to her new position as Treasurer and we are now getting timely reports again. A couple of meeting changes were also made. We voted to skip the May meeting since it falls on Mother's Day and our turnout is historically bad. Usually less that a dozen counting the Mothers. Our June meeting will also be a week early, June 7th, since TBFS is the normal meeting week. Our guest speaker Mike Myers gave an exceptional presentation "Ride Smart"

The March meeting was held at the Kettle Restaurant on March 21st. The meeting started at 9:00 AM with the Pledge of Allegiance and Prayer for fallen Brothers and Sisters and those in harm’s way.

The Road Clean-up went well but as always we could use more folks to come out and make the work a little easier on everyone. John did a great job as he does every time. All the supplies were on hand and lunch was provided. Thanks John!! Motorcycle Day at the Dome was Monday February 23. The turnout was pretty good but should have been better. If we really want to get the attention of the politicians we need to turn out in major numbers. The Legislators that came out to the lawn and had lunch with us engaged in very productive conversations. We can hope this will lead to more constructive interaction between them and the motorcycle community.

The Yuma chapter met on April 14th at 6:00 pm at the Kountry Kitchen Café in the foothills to conduct our monthly business meeting. The meeting was called to order, the Pledge of Allegiance was recited, and normal reports were addressed. The Yuma ABATE chapters Membership Run held on Saturday March 28th, 2015 was a big success. The weather was awesome. Desert Oasis Ministry fed all the riders a huge breakfast that was off the hook. We had a good turn out and lots of cool door prizes to give away. Frank and his staff at Frank’s Family Dining really took care of us with some incredible food specials at reduced prices and the food was delicious. The highlight of the event was the growth in new ABATE members. We had seven (7) new members, one (1) new business membership, and one (1) renewal all sign up during the event. The new business member is Bobby’s Territorial Harley Davidson of Yuma.

A.A.4. 2 Gals also secured ABATE a spot as charity of the month at Chester’s Party on the Patio April 26 and May 24. Chester’s provides the food and supplies, ABATE provides the volunteers with Maricopa County Food Handler Certification to cook and serve. ABATE gets to keep tips and donations. TBFS info will be distributed along with membership to ABATE info. Chester’s will also be a rally point for group rides to TBFS on Thursday and Friday (6/11 &12/2015). Volunteers are needed at Chester’s on Thurs and Fri morning to hand out maps to TBFS and greet the riders with a donut. A.A.5. I will be attending NCOM in Denver, May 7-10th.

3. TBFS planning for 2015: planning is ongoing. 2 Gals Event Planning has been retained to increase media exposure for the event. So far they have been successful gaining sponsorship from Chester’s H-D, Law Tigers, and Chuck Franklin Law Firm, in addition to securing ads on radio and in Quick Throttle and Desert Biker\ 4. at a discount.
NEW BUSINESS: We have an opportunity to promote TOO BROKE FOR STURGIS at Chester’s HD by doing the cooking at their “Party on the Patio”, dates shown below. Chester’s provides ALL the food and supplies, ABATE does the cooking and serving. Donations accepted for the food are donated to ABATE, approx. $200300. Volunteers that want to help cook and serve are required to have a Maricopa County Food Handlers permit. It costs $8.00 for an on-line certification. We’re looking for 3 volunteers from Phoenix and 3 from East Valley for each event to cover 2-hour shifts. I understand these dates fall on the same dates as the
East Valley meetings. We’d love to see the chapter come out and support the event by attending after the chapter meeting. Look twice, save a life. Motorcycles are everywhere.
My bandana is off to everyone that put an extra effort into contacting their legislators, Representatives, Senators as well as the Governor to expedite the passing of HB 2345. The end of the legislative session was April 3rd and my understanding is the Handlebar Height Restriction will be lifted effective 90 days from the 3rd which would be July 3. Awesome, as the result we can be safe, more in control and comfortable while riding our motorcycles.

The 2015 event and riding season has arrived. Coast to coast the wheels are turning and spring is springing in this great country, it’s important to realize that at any given moment there are “more than 660,000 vehicles are being driven by someone using a hand-held cell phone,” during the daylight hours, this according to the website, www.distraction.gov.
Since 1981, May has been designated the month that we can go the extra yard and educate the non-riding public about issues that affect motorcyclists every time we hit the road. Take the opportunity to address just one issue when someone just wants to say hello or comment on our bike.
The AMA Government Relations is closely monitoring over 900 bills in state legislatures that would affect motorcycle rights and safety.
The top three are: Distracted Driving: This is a long list of things including; talking, texting, eating, drinking, grooming, reading (maps), navigation system and adjusting the radio. This topic could be an article all by itself. (And might be). Lane Splitting: In most countries in Europe and Asia, lane splitting/filtering is an accepted and EXPECTED riding technique. The key to lane splitting is to get BOTH parties, the car driver and motorcyclists. To understand the concept and drive responsibly, this will create a safe environment for congested traffic to flow. California is the only state where lane splitting is allowed and practiced. Currently there are four other states—Oregon, Tennessee, Texas and Washington—that are considering some form of lane splitting in 2015. (I believe Arizona should defi-
PAGE 9 nitely consider this option). So much could be said about the safe practice of low speed lane splitting to avoid over heating of an air cooled motors in traffic congestion in 100 + temps.
Motorist-Awareness Training: In a report in 1981 the most common cause of motorcycle crashes is another vehicle violating the motorcyclist’s RIGHT –OF WAY. This is still up there but now distracted driving is moving to the forefront. During driver training for young motorists in high school, we have an opportunity to “upload” important information to new drivers about driving around motorcycles, bicycles, and also looking for other persons with disabilities on the road. We need to educate all drivers through the process of a reinstatement license and those renewing licenses and permits about the importance of safe travel for all.
Off –Road Awareness: With the booming sales of quads and off road dirt bikes, the importance of etiquette and respect are at the top of the list of musthaves. When alcohol and drugs are in the picture, safety is out. Limiting speed, recognizing the condition and width of the road you are traveling should be considered. Oncoming traffic is usually unexpected, so be ready to yield. Ongoing legislation will uncover more land to explore, so show some consideration for what we have now, so we can share with the next generation.
Other Stuff+++ E-15------ It’s coming, what are the manufacturers going to do to keep motorcycles running?? They have to step it up and we have to have this question coming out of our mouths when we visit dealers. We have to squeak to get attention. It’s just a matter of time. Missouri is already serving it up at the pump. Corn is the hot crop and E-15 is the very hot fuel that will toast small motors.

Under current law, States are prohibited from tolling any roads that were built since the inception of the Federal Interstate Highway System in 1956. Last spring, President Obama proposed eliminating the longstanding ban on tolling existing interstates and giving every state the option of tolling them to raise transportation revenue. That means continuing to pay for roads with the current gas tax and then tacking on an additional toll for each interstate you use. The new highway bill could be up for debate at the end of May, and we need to fight hard against interstate tolls. On March 23, U.S. Reps. Bob Goodlatte (R-Va.) and Peter Welch (D-Vt.) took the lead in preventing possible engine and fuel system damage from E15 fuels by sending a letter to the Subcommittee on Agriculture, Rural Development, FDA, and Related Programs of the House Appropriations Committee.
The letter calls for broader language (than what we inserted in the Farm Bill) to prohibit funds to construct, fund, install, or operate or to pay the salaries and expenses of personnel of the Department of Agriculture to make grants for, the instillation of ethanol blender pumps.
On March 17, U.S. Sens. John Hoeven (R-N.D.) and Amy Klobuchar (D-Minn.) introduced S. 766, the Driver Privacy Act. The bill would codify that information collected by an event data recorder – commonly referred to as a black box – would be the legal property of the owner or lessee of a passenger motor vehicle.

Texting While Driving…

On March 31st I was riding home from my day job going northbound on SR51 enjoying being in the wind. From my right a white VW Jetta starts coming into my lane and the pucker factor starts to increase. So much that the saddle on my bike is now a tuck and roll pattern. It continues to increase as this female driver is paying no attention to the road as we travel at close to 65 mph while she seems engrossed in the text messages she is sending. I know we do not have lane splitting here in Arizona, but I am thankful for my years in California where it is legal because that experience helped me “share” the lane with this woman. She was close enough for me to knock on her window. You have heard me rant about distracted drivers for the past two years and I will most likely rant about them for the next 200. I wanted to share a little about my conversation with the DPS Sgt who called me back after I phoned them to make a report. This officer sounded extremely concerned about the possibility of a near fatality, because that is what it would have been, and the lack of care that this woman had for others. This DPS Sgt let me know that our Highway Patrol officers do everything they can to curb this growing problem even to have specific officers looking for
distracted drivers. While this is good to know, he also stated that the lack of funding and support by our legislature to eliminate distracted driving across the state makes his job very difficult at times. Did you know that it is not illegal to text and drive on our state highways? Although Phoenix and other municipalities have enacted laws to punish those who text and drive, those laws do not apply on our state roads. I did not know that. According to “Don’t text and drive” (2015):
I came across an article by Jim Walsh (2015) in which he wrote that between January and mid-August of 2014 Arizona DPS officers made 19,800 stops related to distracted driving and attributed 2,400 collisions to it during the same time period. That amazes me. Yes, I live in the 5th largest city in the country with millions of people in our Valley. How many people need to be injured due to this dangerous practice? There are plenty of laws to deal with this problem. Article 9 of Title 28 of the Arizona Revised Statutes create multiple
offenses that could apply if an officer pulls you over for “distracted driving”. Arizona has a statute (A.R.S. 13-1201) that prohibits “recklessly endangering another person with a substantial risk of imminent death or physical injury.” According to an attorney I know, “it is a class 6 felony where there’s a substantial risk of imminent death. The term ‘recklessly’ just means that a person is aware of and consciously disregards a substantial and unjustifiable risk.” (Brown, 2015) A felony folks!! And yet there are people who will still text and drive. I call these people “obliviots”! An obliviot is someone who is both oblivious to the world around them and is also a complete idiot. There are a tremendous amount of bills going through our legislature each year. From budget issues to pork filled bills, our elected officials seem to have a daunting task sifting through the muck and mire to pass legislation that will improve our state and society as a whole. While I am not for adding laws to the books and we all know that when a law is passed it never goes away without another law being passed, something needs to be done. At the 2014 Day at the Dome I had the opportunity to speak to my state representative, Rep. Kate Brophy-McGee about this issue. Senator Steve Farley (D-Tucson District 9) has fought to get this type of legislation past committee for nine years now. Nine years? Why hasn’t this prohibition been passed yet? HB 2370 was first read on 3/31/2015 with 23 sponsors/co-sponsors. This bill seeks to amend the Arizona Revised Statute by adding section 28-913 to read “a person may not use a handheld wireless communication device to manually write, send or read a written message while operating a motor vehicle.” You can read the bill here for yourself

House Panel Approves REAL ID Fix, Cap on Speeding Tickets

Speeders and frequent fliers can rejoice after a House panel early Thursday morning approved an omnibus transportation bill that would cap some speeding ticket fees at $15, and allow the state to produce federally-approved identification cards.
The bill was originally proposed as a batch of innocuous changes to several transportation laws. But it became a catch-all for several stalled transportation proposals that lawmakers attached to the underlying bill and revived in the dead of night.
And although several lawmakers complained about the provision of the bill capping some speeding tickets at $15, they decided the proposal to implement a federally approved license was important enough to approve the overall bill. The two proposals were contained in a single amendment to the bill, but House Democratic Leader Eric Meyer made a motion to split the amendment into two parts.
Both amendments were adopted, however, as all Democrats and some Republicans voted in favor of the federally approved portion of the amendment, while all but one Republican voted for the $15 speeding ticket portion.
Republican Rep. Michelle Ugenti of Scottsdale, who voted against the speeding ticket change, complained she felt like she was “being held hostage to (vote for) something I don’t want to support because it’s part of a big omnibus bill.”
The vote came at 1 a.m., after the committee had first convened at 9 a.m. on the final day to hear bills in the committee. The committee wrapped up its work after 3 a.m.
Democratic Rep. Stefanie Mach of Tucson blasted her Republican colleagues for holding important debates in the dead of night with no public input.
“We’re sitting here at one o’clock in the morning, when we do not have to be here. (We’re) voting on a bill with amendments that we received tonight, after we’ve gone through a committee since 9 a.m.” she said. “I’m incredibly disappointed with us and frustrated with the whole process.”
The bill still must be approved by the full House before returning to the Senate for a final vote. REAL ID
Beginning next year, Arizonans will not be able to use a state-issued ID to board an airplane, and will need either a passport or a federally approved license, known as a REAL ID.
Some Arizona residents have already been barred from entering federal buildings as the federal government is phasing in the requirement that states issue the IDs, which were conceived as a security measure following the terrorist attacks of Sept. 11, 2001.
And although the change has been on the horizon for more than a decade, Arizona is one of a handful of states that have not adopted a federally-approved license, despite taking money from the federal
government to do so.
In fact the state has a law on the books banning the adoption of a REAL ID license.
Rather than repealing the ban outright, Republican Sen. Bob Worsley of Mesa sponsored a bill to work around the ban, allowing the state to issue REAL ID licenses only to those who request them.
The bill assuaged concerns from lawmakers who see the new licenses as a federal mandate that could take away citizens’ privacy by turning over detailed personal information to the federal government.
Worsley’s bill was approved on a 20-10 vote in the Senate, but stalled in the House when it was not assigned to a committee before the hearing deadline for committees other than Appropriations.
That caused a panic in Arizona’s business community and sparked a rash of newspaper editorials urging lawmakers to approve the bill.
House Minority Leader Eric Meyer argued that although he disliked the speeding ticket portion of the bill, the REAL ID portion was so important he had to vote for it.
“The REAL ID portion, in my mind, needs to pass,” he said.
WASTE OF FINITE RESOURCES TICKET
During the energy crisis of the 1970s, the federal government approved a measure stating that, in order to cut down on fuel consumption, all state speed limits could
be faster than 55 mph.
Arizona had no choice but to comply, but, in the state’s typical anti-federal mandates fashion, lawmakers devised a loophole by creating a “waste of finite resources currently in short supply” ticket. The ticket states that if drivers are going up to 10 miles per hour over a 55-mileper-hour speed limit, they can be charged with a “waste of finite resources” ticket instead of a speeding ticket. The waste of finite resources ticket doesn’t add points against a driver’s record, isn’t reported to insurance companies and costs much less than a regular speeding ticket. The current bill would allow police to issue the waste of finite resources tickets for speeding less than 10 miles per hour over the speed limit in almost any speed limit zone, instead of only in 55 mile per hour zones.
Republican Rep. David Stevens of Sierra Vista introduced HB2662, but the bill languished in the Senate, forcing him to revive it as an amendment on the transportation omnibus bill. The ticket could not be issued for those who speed in a school crossing, a highway work zone, a speed zone or a business or residential district.
Stevens likened his proposal to photo radar cameras, which don’t ticket people who are going less than 10 miles per hour over the speed limit. “This just give the officer on the scene discretion,” he said.

MASTERLINK MAY 2015 Chalk one up for the good guys. We got a big one this time. HB2345 passed both chambers and was signed by the Governor. This bill eliminated the restriction on handlebar heights. It wasn’t easy, and it took a hell of a lot of participation from everyone. From educating legislators, to having the people calling and emailing them, it was a team effort. Over the last several years we have fought so many battles. And while we have not achieved all of our objectives, we have had successes on many levels. One of our greatest accomplishments was convincing a majority of legislators that we have actual grievances with law enforcement and having them take us seriously. This handlebar height bill was almost a slam dunk. We had the votes lined up in 2013, the research presented to many legislators was faultless. Karen Fann was actually telling other lawmakers that ARS 28-964 was a tool LE used to harass bikers. I wish everything we wanted to do was this easy. By easy I mean it only took a little over two years. There are so many laws that are used to harass us. Many people can’t believe some of the reasons we get pulled over. Some years ago several lobbyists saw that not every biker had a motorcycle endorsement. When I learned about this problem my first thought was to help make it easier for people to get their endorsement. What I found was that in Maricopa County there is only one MVD that does the testing and only Monday through Friday during business hours. What I knew was that if you took a rider safety course you could take the certifi-

cate to any MVD and get an endorsement without testing. I also found out that NHTSA had been giving Arizona more than $200,000 a year for motorcycle safety and awareness for five years. When I asked what was being done with that money I was told it was none of my business. So I went to a congresswoman on the House Transportation Committee for help. They were then willing to show me the latest grant and it’s disposition. I had an idea that we could use that money for subsidies on motorcycle training courses. That actually became a reality. We probably can’t retrieve the $1 million plus that the legislature took but we can stop the future confiscation of our funds. The training courses are snatched up as soon as they are available. In past years the same problem was treated differently. The idea then was to coerce people into getting their endorsement for fear of punishment. A law was passed that criminalized the lack of proper endorsement. Being in an accident without it became a misdemeanor, if someone was severely injured or killed it became a felony. They didn’t really advertise this new law much. It basically created a new class of criminals. Imagine a young man buying a new bike. He takes his girlfriend on a
ride and they get hit by a left turn cager. She goes to the hospital with a broken leg, he becomes a convicted felon. The “lobby team” member who bragged about that law made me sick. My goal is to make life easier for the biker community. I don’t see any need to make life harder. I personally have a laundry list of laws I would like to pass but I serve at the pleasure of the ACMC board and I defer to them for guidance. They do give me some room to move but I am beholden to the members for my position. That said the greater biker community, having come together for this last bill, should come to decide what exactly they all want. We need to work together because it is effective as we have seen. Coming into this MRO world is a great experience. I am constantly amazed at the amount of dedication and hard work so many people put into these efforts. I am equally astonished at how many do this with no concern for self aggrandizement. This is an area where one should leave their ego at the door.

PAGE 14 Congress Addresses Three-wheeled Vehicles March 19, 2015
Senator David Vitter (R-LA) introduced legislation that would create a new class of vehicle, reports the Motorcycle Riders Foundation. S. 685 would create a new class of vehicles known as autocycles, to accommodate a growing trend in vehicle design. An emerging vehicle style, three wheeled enclosed vehicles equipped with a steering wheel are growing in popularity. These types of vehicles have been lumped in with motorcycles and therefore tagged and registered as motorcycles. Clearly these vehicles are not motorcycles and they do need their own category. It is easy to see why the efficient, affordable transportation would catch on so quickly.
U.S. Senate file 685 would require the new class to meet both motorcycle safety standards as well as passenger vehicle standards in vehicles weighing less than 10,000 pounds. These standards include seating systems, belted occupant protection, child restraints, roof crush resistance, and flammability protections.
There are many new three-wheeled vehicles coming into the marketplace. Some examples are the Polaris Slingshot and Toyota i-Road (built by Elio Motors). Elio is based out of Senator Vitters home state of Louisiana. Senator Vitter is the Chairman of the U.S. Senate Committee on Environment and Public Works, Subcommittee on Transportation and Infrastructure.
It remains to be seen whether this is the answer to this growing vehicle class, but with numbers climbing something is going to have to happen with government vehicle classes. According to the Elio webpage over 40,000 of the enclosed three-wheeled vehicles have been reserved. The Motorcycle Riders Foundation will keep you updated on this issue.

NTSB Board Members & National Motorcycle Lobby Day March 25, 2015
The Senate recently confirmed two National Transportation Safety Board (NTSB) members this week: Chris Hart, and Dr. Bella Dihn-Zarr. Hart will serve as chairman of the board, while DihnZarr will serve as a board member. Hart has currently been the acting chair for almost a year. Hart is a natural choice as he has served on and off the National Transportation Safety Board (NTSB), National Highway Traffic Safety Administration (NHTSA), and the Federal Aviation Administration (FAA) since 1990. Dihn-Zarr, a public health and transportation scientist, has served at NHTSA, AAA, and her last post was heading up the Federation Internationale de l'Automobile (FIA Foundation). Obama Transportation Blueprint and US Senate Privacy Bill April 4, 2015 Transportation
President Obama released his ideal transportation bill this week, reports the Motorcycle Riders Foundation (MRF). Known as the GROW AMERICA 2.0 act, this blueprint is essentially the same draft he has circulated before that has fallen on deaf ears in Congress. It’s widely accepted that this bill is dead on arrival in Congress. Obama’s bill idea would spend $478 billion over six years, which is where we need to be. However, he never suggests how to pay for the legislation, a major sticking point in the highway funding process. Certainly we do need a long term bill, just not this one.
The President’s bill idea again contains the language to circumnavigate the lobby ban placed on the National Highway Traffic Safety Administration NHTSA). Currently, the administration is banned from using taxpayer money to lobby state legislatures. President Obama’s bill would “allow the Secretary (of Transportation) or his designee to engage in activities with States and State legislators to consider proposals related to motorcycle helmet laws.”
This ambiguous language dissolves the ban and allows for President Obama to not come out for helmet laws. According to a high ranking Department of Transportation (DOT) official, as told to the MRF, the language may be interpreted by the DOT to “work with states to relax helmet use laws, because it doesn't say that the designee would work to enact laws, just proposals. Perhaps some of those proposals could be to allow for adult choice of helmet use; you never know.” The fact is we do know. Never in the history of the MRF has an official from DOT ever even considered relaxing helmet laws. It doesn't stop there; the draft also has a provision to fund states that
want to have graduated licensing standards. This bill is unlikely to gather any support on Capitol Hill, but it is telling of what the President really wants. Privacy
The United States Senate has addressed the event data recorder (EDR) data ownership issue. Currently the ownership of the information captured on an EDR is not clear. This S. 766, sponsored by Senators Amy Klobuchar (D-MN) and John Hoeven (R-ND), would make the data the property of the vehicle owner or lessee. Not many motorcycles have EDRs currently, but some do, and certainly more are coming as technology creeps into motorcycling. The MRF asks that you contact your senators and ask them to cosponsor this legislation. Similar legislation is forthcoming in the House of Representatives. ============================ Keep Our Interstates Toll-Free April 14, 2015
How would you like to see the number of tolls on America’s interstates multiply like rabbits? That’s just around the corner unless we make our voices heard.
You may think the interstate in your backyard is safe from having tolls slapped on it by politicians and bureaucrats, but the interstate tolling murmur is growing in Washington DC, and it’s coming from both sides of the aisle. Under current law, States are prohibited from tolling any roads that were built since the inception of the Federal Interstate Highway System in 1956.
Last spring, President Obama proposed eliminating the longstanding ban on tolling existing interstates and giving every state the option of tolling them to raise transportation revenue. That means continuing to pay for roads with the current gas tax and then tacking on an additional toll for each interstate you use.
How bad can it get? Have you ever traveled through New Jersey and New York? Imagine suffering that tolling nightmare everywhere across the country. We’re talking about the possibility of hundreds of dollars in tolls for a single long trip. But it’s not just Democrats who want to toll our existing interstates. Powerful Republican Congressman Paul Ryan (RWI) recently voiced strong support for letting states toll any interstate they’d like. If this idea continues to get traction and the interstate tolling levee breaks, expect riding on interstates to get a lot more expensive, unsafe, and inconvenient.
The new highway bill could be up for debate at the end of May, and we need to fight hard against interstate tolls. One step the Motorcycle Riders Foundation has taken is joining the Alliance for TollFree Interstates, a broad coalition of inter-

Motorcycle Only Checkpoint Ban Legislation Introduced April 16, 2015 Congressman Jim Sensenbrenner (R-WI) announced April 16th that he filed a bill, H.R. 1861, to prohibit the federal funding of motorcycle only roadside checkpoints, the Motorcycle Riders Foundation (MRF) reports. Sensenbrenner had this to say; “This bill protects motorcyclists’ rights and promotes crash prevention. Motorcycle only checkpoints profile motorcyclists, using taxpayer money to corral them along the highway and check for infractions that do not cause crashes. Preventing accidents is the best use of taxpayer funds and the most effective way to save motorcyclists lives.”
It is important to contact your sitting member of the House of Representatives and ask them to be a co-sponsor of this important legislation. Ask them to contact Congressman James Sensenbrenner and lend their support as co-sponsor of H.R. 1861. This bill joins a similar one currently being considered by the U.S. Senate. S 127 was introduced in January by Senators Shaheen (D-NH) and Ron Johnson (R-WI). S 127 also prohibits the federal funding of motorcycle only roadside checkpoints. Its time to start thinking about what to bring to Too Broke for Sturgis and, packing the right equipment onto your motorcycle is a big part of enjoying bikerfriendly camping. Biker campers have a host of motivations for getting hooked on the back-to-nature experience. Whatever your personal reason for camping, the good news is you likely won’t be the only one doing it from the saddle of a motorcycle.
Interestingly, loading up a motorbike with only the bare minimum of survival gear has been a popular TBFS choice for riders over the years.. In addition, there are many other online resources for information and reviews related to biker camping. Here are some of my all time favorites just for you Consider these 3 types of preparation to
A motorcycle that’s in top running condition is a pleasure to ride. Before you set off to enjoy your time away from home, be sure your bike is in excellent shape. And once you’re on the road, regularly check things like tire pressure and headlights. Any mechanical issues that affect your connection to the road or visibility to other drivers should be dealt with as soon as they arise. Check the oil levels too! 2. Gear up,its what you must have,,,
Pop up your tent: Though some riders will prefer the tried and true method of aluminum poles to prop up their tents, the Wal-Mart has come up with a tent that folds down to the size of a sleeping bag with internal support tubes that can be inflated from outside or inside the tent. Just ask East Valley members Nolan and Dawn Steed about those.
Whatever tent you decide to use, be sure it’s well ventilated to avoid condensation buildup. Also include spare tent stakes, and if you decide on an inflatable model, pack a repair kit or even an extra inflation tube. To prolong the life of your camping equipment, bring a plastic drop cloth that fits fully under your tent. Like so many items you pack, a good ol blue plastic tarp also have a secondary use, such as covering other bags while traveling in
inclement weather,which you will never see at Too Broke!
Warm and cozy sleeping bags,,forget the blankets: Other than yourself, your sleeping bag is probably the most important thing to keep dry and clean on your camping trip. Wet sleeping bags can be a hassle in damp conditions and a real problem to dry out. For this reason, it’s highly advisable to get a fiber filled nylon sleeping bag that dries quickly and is easy to keep clean.Yes it gets chilly at night at Mormon Lake lodge. Bring a softy you'll be glad in the morning : Some hardcore biker campers will see an air mattress or sleeping pad as an unnecessary luxury. But if you suffer a lousy night’s rest from sleeping on the hard ground and then have a full day of partying ahead of you, putting some padding between your sleeping bag and the earth under you might just seem like the brightest idea you ever had!
3. Bungee cords and packing Too Broke style
The decision to pack your camping equipment in soft bags or hard luggage bags is entirely a personal one. However, there are some pros and cons of each method to keep in mind: Soft bags are often cheaper to buy; can be stored empty inside each other; and with a good assortment of bungee cords you can easily pack them onto your bike. Hard bags are designed to keep your stuff dry; they can take a beating; and they’re firmly affixed to your bike. According to East valley
members Jim Austin and his Haps loving bbq chrome consultant Jim Hammond if you already have hard saddlebags and a top case, you should consider packing them first. The drawbacks are that soft bags can get wet and shift around when you least want them to, and hard bags once detached leave mounting brackets exposed that many riders don’t like.
Whichever method you choose, keep yer phone and gps, rain gear, money and your camera in easily reachable pockets once you’re packed. For soft bag users, keep these items in freezer bags that ensure waterproof protection. Greg "Troll" Hughes from Chester's Harley Davidson will be giving us a send off from the dealership on Thurs-Friday and his helpers as well, he says. “In a world increasingly dominated by concrete, steel and glass, we keep our sense of perspective by getting up close and personal with wind, bugs, grass and trees.” Now that kinda talking just will puts a smile on my face every day too he says.
