We are an MRO, the only power we have is our vote. The people we help to get elected will not forget those that helped with their campaign. This is the best political capitol you can have and it takes nothing but maybe an hour of your time. Use the power of the vote to help make a difference in Motorcycle Rights. It is something you will never regret.

Dome is set for February 20, 2013 and it will be held on the House Lawn. Mark your calendar, ask for some time off and plan to be there. If you’re going to ride in, talk about it during your Chapter Meetings and set up a meeting place so you can ride to the Capitol in a group. Last year was certainly impressive when that big group of bikes came roaring in together, so this coming year the plan is to have a central meeting place where all of the groups will meet at a pre-determined spot and once again ride in as a truly united force. We all know that 20 motorcycles look like 50 when they ride in as a group. If you have any suggestions for speakers, let us know so we can make arrangements in advance. Hello to all my Brothers and Sisters;

Well, I write these articles about a month before they are published so this is the first opportunity I have had to extend a very big Thank You to everyone who attended this year Too Broke for Sturgis. For everyone who attended I believe this was one of our most successful events. I can’t complement the Too Broke Committee enough, for all their hard work which brought this event to a successful end this year. I would be totally amiss if I didn’t give Special Thanks and Kudos to “Mr. Too Broke”, our Committee Chairman Joel (JR) Rosen for all his dedication and support to the committee with his leadership and supplying us with food at the monthly meetings.

The weather, well it didn’t cooperate as much as we would have liked. My first Too Broke was in 2005. For those who attended you will remember, that year it poured Friday and Saturday around 3:00PM, the wind was blowing everyone’s tents and canopy’s down. The weather man called it a “micro burst” Micro burst my a@@. Being my first Too Broke, I asked does this happen often? The response was “If it don’t rain it ain’t Too Broke”. Based on that theory, I guess we had a great Too Broke this year. Paul Hassenger, Too Broke’s Official MC did a great job holding everyone’s attention during the rain. We didn’t know you were such a comedian. Paul had his own Comedy Club act going under the big tent in the arena. Maybe next year that could be an event??? The crowd really got into the act once Paul started passing the Mic around. Wow, the comedians just started coming out of the wood work. I couldn’t keep track of all the stories.

While spending time at the registration table this year, I did some eavesdropping. I was totally surprised by how many people actually didn’t know what Too Broke was all about. Oh they knew it was a Biker Party, but the reason for the event, not a clue. So our volunteers at the registration table did a great job explaining that it was ABATE of Arizona’s annual fundraising event. After all, we are a Motorcycle rights Organization. The money raised will be used to keep all

motorcyclists riding free. We did get some new members to sign up after our mission statement was explained.

The people games, bike show, tattoo contest, all went off really well. This year due to the weather the bike games had to be cut a little short. The sky opened up and turned the arena into a mud pit. We did have one couple transforming their Harley’s into OHV’s. I think it was after the third time around the arena we had to stop their fun. Sorry but we had to stop that entertainment due to insurance regulations. Damn regulations

We really learned something this year through the crowds’ vocal pleasure and displeasure participation. The scheduled time for the Wet Tee Shirt Contest, it was raining pretty hard. We asked the crowed if we should cancel the wet tee shirt contest. That question wasn’t very well received!! So then we told everyone we would be delaying the contest until the lightning stopped so no one would get electrocuted. About thirty minutes later the lightning stopped and we announced the contest would be starting shortly. The crowd cheered with delight. The lesson learned was; you can cancel the bike games but don’t even think of cancelling the Wet Tee Shirt Contest!

This year’s band was the Phat Bastards that played Friday and Saturday night with special guest appearance by Seamus Marrion. These guys rocked! Both nights the tent was full from start to finish. I heard nothing but praise from all who stayed both nights. Seamus played our National Anthem on the trumpet perfectly. Upon finishing the song, it brought the house down. Great touch!!!

Pac Report - Jimmy Page In September 2011, President Obama instructed the EPA to implement the 2008 ozone standard of 0.075 parts per million. In response, EPA had been working to finalize its designation of areas as attainment or non-attainment for the new standard. The EPA finalized those boundaries in Arizona, around March of 2012.ADEQ submits requests for change to the EPA, in the form of a State Implementation Plan. The last SIP regarding elimination of motorcycle emissions was submitted to the EPA for their approval, in October of 2009. However, EPA action on the 2009 SIP was set aside in 2011, due to the Clean Air Act catch-22 explained above, as it was submitted using the old ozone standard of 0.080 part per million. The ADEQ, needing to 'give up something more', submitted a supplement to that SIP, using a Federal Control Measure they had not yet taken credit for, to offset the increased emissions standards imposed on them. Since then the EPA has come back and stated that they want a State Control Measure submitted, and have denied/disapproved the federal one used. As disapproval has to be cleared through EPA's headquarters, ADEQ is waiting to receive a 'formal response' of approval or disapproval prior to moving forward.

Lobby Team met on Aug. 2nd. It was agreed to pursue obtaining a sponsor for Lane Advancement. There has been a Lobbyist shuffle as Skypilot no longer represents ACMC and now is the authorized Lobbyist for MMA. Johnny D is now the Designated Lobbyist for ACMC. I look forward to working with Johnny as he has extensive contacts in the Arizona Legislature and Phoenix City government and his long term association with them is invaluable in arranging meetings. FEDERAL E-15 MINIMUM FUEL PURCHASE MANDATE

“However inconceivable it may seem, ethanol has managed to earn itself another enemy. To service-station owners, refiners, vintage-car collectors, economists and car manufacturers themselves, add motorcycle riders,” reported the New York Times in announcing a new EPA mandate that requires consumers to purchase a minimum of 4 gallons of E-15 gasoline.

At issue is E15, a gasoline blend consisting of 15% ethanol, rather than the typical 10% formulation E10. The federal Environmental Protection Agency has approved E15 for all cars from the 2001 model year and newer, but the E.P.A. has not approved its use for any motorcycles or all-terrain vehicles and its use could void manufacturers’ warranties.

To help keep E15 out of these and other unapproved nonroad engines, service stations offering E15 and E10 from the same pump station must agree to sell a minimum of 4 gallons of fuel per purchase in order to protect the engine of the next customer’s vehicle, as the fueling hose retains roughly a third of a gallon from the previous customer’s fill-up. But not all motorcycle fill-ups reach four gallons, as some motorcycles don’t have tanks with that volume, or their owners may want to merely top them off.

Exactly how a service station with payat-the-pump equipment could enforce the rule remains unclear, and the new EPA requirement announced in a response to an AMA inquiry is already generating ire on Capitol Hill where Congressman Jim Sensenbrenner (R-WI) told the Times; “The E.P.A. has no business mandating how much gasoline Americans have to buy when filling up at the pump. What if a rider doesn’t have a motorcycle with a four gallon tank,” he challenged. “Or if someone wants to fill a canister for their lawnmower or outboard boat engine, but it only holds two or three gallons? Or what if an American, struggling in this economy, just can’t afford four gallons of gas?” ELECTRIC MOTORCYCLES EXTENDED TAX CREDIT

Good news for eco-minded aficionados of two-wheeled transport, as the Senate Finance Committee has approved a tax credit for purchasers of on-road electric motorcycles amounting to 10% of the purchase price up to $2,500.

Electric-powered two wheelers have been without a federal purchase incentive since the beginning of 2012, when the original tax break expired that was part of the $800 billion stimulus package passed in 2009. The committee approved a bipartisan package of tax credits on August 2, including the amendment by Senator Ron Wyden (D-OR) to extend the tax credit for buying EV bikes designed for street use. With “thousands of red white and blue jobs on the line” in America’s cutting edge E-bike industry, Wyden says the tax break is necessary and will cost $15 million over two years. Now the

An effort by ABATE of Wisconsin to place signs that build awareness of motorcyclists among other motorists continues to gain momentum, and the group hopes to take the project statewide.

When Mike Halvorson, representing a local chapter of ABATE, approached the Silver Lake Village Board about accepting the donation of two of the motorcycle awareness signs and placing them on appropriate village roads, the board accepted the donation of the signs.

The blue, reflective signs say “Look Twice, Save a Life” and have a graphic of a motorcyclist. “Our feeling is if they are looking out for us they are looking out for the bikes and pedestrians too,” Halvorson said.

The ABATE group has now reached agreement to place signs in several other area cities, and placing the signs on county highways has also been endorsed by the Kenosha County Highway Department director.

FROM THE GUNNY’S SACK: CALIFORNIA Transponds: California requires a transponder when travelling on toll roads, mounted on your vehicle in a visible location. This is a real problem for motorcycles. Where do you mount the things to be in plain sight? This has been corrected by AB1890, introduced by Assemblyman Jose Solorio. The bill was signed into law by Governor Jerry Brown and allows motorcyclists to store their transponders out of sight in a pouch or saddlebags when on toll roads. This reduces the probability of theft from being mounted in a visible location on a motorcycle.

Chicago fans among the state’s 350,000 motorcyclists now can pay homage to their favorite pro sports teams thanks to a new law signed by Governor Pat Quinn on August 9.

Illinois Secretary of State Jesse White, a former minor league baseball player in the Cubs organization, will make the new specialty license plates available for North Side fans as well as White Sox fans on the South Side. Bulls, Bears and Blackhawks plates also will be offered when pre-orders begin Aug. 24 at www.cyberdriveillinois.com. Money from the sales is earmarked to support schools. More than 18,000 sports team license plates have been sold to people driving cars, vans, pick-ups and other small trucks in less than two years, bringing in almost $800,000 for schools.

“I am proud to make these license plates available to motorcycle enthusiasts as a means of showing team spirit and further

supporting education across the state,” White told the Chicago Tribune in announcing his expansion of the sportsplate program to include motorcycles. NADAguides RELEASES LATEST MOTORCYCLE TRENDS

The latest data regarding motorcycle shopping and research trends has been released from NADAguides, an online new and used powersports pricing and information resource. And though the economy has yet to recover from the slump, consumer interest and motorcycle sales are gradually increasing. The Motorcycle Industry Council says overall worldwide year-on-year motorcycle sales are up 3.6%, and NADAguides research shows that consumer interest and research has grown 15% in the second quarter of 2012 over the second quarter of 2011.

NADAguides says the largest segments receiving growth and interest are trikes and touring scooters with a step-through chassis. Industry sales of touring scooters are up 5.6% year-to-date and have recorded a year over year traffic increase on NADAguides.com of 24% over the past year. Touring scooters provide a good starting point for consumers who are new to motorcycling because they have more stability and are easy to mount and dismount, and top brands searched on NADAguides.com include models from Suzuki, Honda, Yamaha and Vespa, making up 96% of the traffic in the segment. NADAguides analysts note that trikes or three-wheel motorcycles are also gaining in popularity, registering a year over year increase of traffic on the site up 27%. Appealing primarily to the baby boomer generation, three-wheel motorcycles offer more stability, more comfort for long trips and can be customized and outfitted with a variety of comfort and convenience packages, such as independent suspension, disc brakes, upgraded audio, large lockable storage and more. Top trike or three-wheel motorcycle brands searched on NADAguides.com include models from Can-Am, Harley-Davidson, Boss Hoss and Lehman Trikes, making up 93% of the traffic in the segment. SLEEPY DRIVERS AS DANGEROUS AS DRUNKS

Being sleepy behind the wheel is almost as dangerous as drinking and driving, according to a study from France, with drivers who were either drunk or sleepy at least twice as likely to cause a vehicle accident as their sober or well-rested counterparts.

For the study, researchers under the direction of Nicholas Moore at the Centre Hospitalo-Universitaire de Bordeaux analyzed information from 679 drivers admitted to a hospital in southwestern France for more than 24 hours because of a serious accident between 2007 and 2009. "Sleepiness carried almost as much risk as alcohol ingestion," wrote Moore and his colleagues in a letter in the Archives of Internal Medicine. Researchers used information from driver questionnaires and police reports to determine what may have contributed to the accidents. Drivers reported what medications they were on, their alcohol use and how sleepy they had been before the crash, while patient files provided information on blood alcohol levels.

PAGE 3 The majority of the injured drivers were under 55 years old and men. Over half were on a motorcycle, about one-third in a car and 10% on a bicycle at the time of the accident. The police determined that 355 of the drivers were responsible for their crash. From that, Moore and his colleagues found that being between the ages of 18 and 29 years old, driving a car, drinking alcohol and being sleepy were all tied to an increased risk of causing an accident. "We know from experimental studies that just four hours of sleep loss will produce as much impairment as a six pack (of beer)," said Christopher Drake, an associate scientist at the Henry Ford Hospital Sleep Disorders and Research Center in Detroit, who was not involved in the study. "If you have a whole night of sleep loss, that's equivalent to having a blood alcohol content of 0.19," Drake told Reuters news service. A blood alcohol level of 0.08 percent is considered legally drunk in most U.S. states.

RIGHTS ACTIVISTS LABELLED TERRORISTS Long-serving National Coalition of Motorcyclists board member Glen Fengstad of ABATE of Montana (CoDirector, NCOM Region III) submitted the following news item from www.rt.com along with the observation that “I think it targets all of us to a tee”:

Are you suspicious of federal authority? How about really into individual liberty? Well according to a new study funded by the US Department of Homeland Security, you very well might be a terrorist. A report published earlier this year by the National Consortium for the Study of Terrorism and Responses to Terrorism (START) at the University of Maryland has surfaced, and in their DHS-funded findings, Americans “reverent of individual liberty” and others adamant about protecting their personal freedoms are categorized as extreme right-wing terrorists.

In the paper, “Hot Spots of Terrorism and Other Crimes in the United States, 19702008”, researchers characterize what traits should be considered when describing right-wing terrorists, and identifies “groups that believe that one’s personal and/or national ‘way of life’ is under attack,” and those that are “suspicious of centralized federal authority” and “believe in conspiracy theories that involve grave threat to personal liberty,” the report adds.

START was founded with the aid of a $12 million DHS grant, and their most recent report is described by its authors as the latest part in a series of studies sponsored by the Human Factors/Behavioral Sciences Division, Science and Technology Directorate and the US Department of Homeland Security in support of the Counter-IED Prevent/Deter program: “The goal of this program is to sponsor research that will aid the intelligence and law enforcement communities in identifying potential terrorist threats,” write the authors, which is done “using state-of-the-art theories, methods and data from the social and behavioral sciences to improve understanding of the origins, dynamics and social and psychological impacts of terrorism.”

Wow! What a great time had by all at “To Broke for Sturgis! If you didn’t have a good time then you did something wrong. As usual we had a great turn out and a big round of applause to all that helped out and donated their time, blood, sweat and tears. And believe me I saw it all first hand!

Now, on to the report. We currently have 182 members and 24 business members in the Phoenix Shadow Mountain chapter. I am going to combine Membership with Communications and say to you all we have a few glitches in membership and we are currently working to rectify the situation. As soon as we can we will have everyone updated and meeting reminders and membership renewals will again flow smoothly. In the meantime if you are not receiving your notices you can email me directly at phx-smtnabate.com and I will update your email.

Our Safety officer Pam would like to remind everyone to go out and have fun but do not drink and drive. Even 1 drink can change the likelihood of having an accident by 5 times. And by the way only time will clear your system of alcohol. Sleeping make take it longer to dissipate from your system. For upcoming runs check out the run page. A big one coming up is the Winslow cancer run. It benefits the unusually high amount of cancer patients in the Winslow area. Darrin assures us it is a most worthwhile run.

It it voting time ! Get to know your representatives and find out their views on motorcycle rights now. I received my early ballot for the primary’s and getting the important questions answered. Elections are usually decided by the primaries.

We had a special guest speaker, Bill Gilmore from Automotive research Services to share some information that has been under wraps for awhile and is waiting to be sprung on us all at the last minute. Our Chapter Meeting kicked off welcoming two new members Johnny and Joni from Indiana, and a guest, Jared, who promised to join by the next meeting. It is always great to see new faces at the Chapter Meeting.

For the Run Report Jim Clark (need to use last names as we have an abundant amount of Jims), plans to ride to our newest Business Member, “Y’all Come Back”, saloon in Rio Rico to take pictures for the Masterlink. This is a great little Saloon! They have a beautiful patio with pool tables and lots of seating outside and a nice bar room seating area inside. I look forward to riding down there quite a bit in the future. We then went to Tumacacori for lunch at the Wisdom Cafe this restaurant has been in operation for generations of the same family and they really took good care of us as we waited out the storm that passed through as we were eating.

TBFS 2012 will have occurred, and our next Chapter Report will talk about the Annual event which is always a great time for a bargain price. TBFS is ABATE of AZ’s primary Fund raiser so that ABATE can continue its fight for the Rights of all motorcyclists and promote safety through Awareness Programs and Rider Education. We A.R.E. Speaking of Education, the ARA (ABATE’s Rider Advantage) has established a firm foundation for AZ Motorcyclist’s new tax deductible entity. Clark reported all Incorporation documents are complete for 501c3 exempt status, By-Laws are written, a CPA and Attorney are retained, and bank account established. The ARA Board has done a tremendous job of wading through the paperwork and red tape to get the entity established. I personally want to thank Brother Dan of the Huns for assisting in preliminary paperwork and Jean Cooper for staying on even during her busy schedule to get the ARA where they are, as well as the other Incorporators who continue to volunteer their time. Currently, the ARA is seeking MSF certified Instructors and plan to conduct some training, as well as secure a location in the Phoenix area with motorcycles for its Pilot location. Our Safety Officer Jim DeYoung handed out Ten Quick Tips courtesy of the MSF that “all Car and Truck Drivers should know about motorcycles”. The flyer will provide great talking points to use with Cagers, because often Drivers do not understand why a motorcycle requires the entire lane, downshifting without a brake light, difficulty to judge speed due to a smaller size, and the false belief that motorcycles can stop faster than a car or truck, to name a few. The flyer also prompted a valuable discussion during the meeting as well. As a motorcyclist, non-confrontational conversations can provide insight and a better understanding of motorcycling to those who do not ride.

For the PAC Report, at the Federal level the highway bill has been approved by both houses with the Motorcycle Only Checkpoints in the bill, although House and Senate have their respective committees to reconcile the different versions. Good news is this has been the First time the bill has been approved by both Houses in awhile instead of temporary extensions, which means it will be effective through 2014. The continues the grant program that was designed and implemented into law in 2005 by the Motorcycle Riders Foundation (MRF), along with many State Motorcycle Rights Organizations (SMROs).

In Arizona there are discussions of Toll Roads and the 29 mile section of I-15 in NW AZ has been targeted as a potential toll road under the premise that AZ does not have the funds to maintain this area (and they are correct). A toll road between Las Vegas and Phoenix is being considered as well as a couple of sections of road around Picacho and Southern AZ areas. The HOV lanes are also being considered to allow transition to Toll lanes. The AAHC http://www.Azautohobbyist.com is now assembling committees with the intent of a massive rally at the Capitol in Jan. 2013 tentatively. The opposition's postings can be found at tollroadsnews.com Activist Sites are thenewspaper.com and http://www.motorists.org/ . While this is not limited to a Motorcycle only issue, the motorcycle lobby will be watching this and likely partner with the AAHC and other Car/Truck Organizations. Reporting from your Board representative is a Nationwide movement to establish a standard signal for help for a motorcyclists in need due to breakdown or health reasons on the side of the road. Just as the open hood on of car signals a car in need of help, the White Bandana tied to the Left mirror or handle bar is quickly gaining momentum as the standard for a motorcycle signal for help. The Board has approved to provide funding to purchase approximately 2500 White Bandanas with the ABATE logo and website for Chapter to hand out free of charge at local events.

Also from the Board, the Annual Membership meeting will be at the traditional Kid Chillen’s Bad Ass BBQ in Black Canyon off I-17 North of Phoenix on SUN, November 4th at high noon. This is a great time to meet Officers from around AZ and attend a State Officer and Board Meeting. This year each chapter will also be casting their ballots for their Board representative and as always every year their new Chapter Officers. There will be some By-Law verbiage ballot changes as well.

With some new business Terri Deppa expressed that some Sierra Vista Clubs including the VFW Riders were interested in ABATE Info, Masterlinks and Applications. Thank you Terri for helping to promote ABATE. John Amish established our next Road Cleanup in Whetstone near Buddy’s Bar and our Business Member Paul’s SE Arizona RV Rentals for SAT September 8th at 10:00 AM. It only takes a couple hours and yes there is a “free” lunch of sandwiches provided.

Terri Deppa won the 50/50. Art took home a Gift Card for Jack’ Original BBQ, and Bob Kedzie won the Fringe Grips during the raffle. Just before the meeting ended Art’s phone rang and had to contribute to the dollar Jar as a penalty. Wayne Peralis was selected as the winner of the Dollar, but he was not present so the Dollar jar rolls over to August. You must be present to win the Dollar Jar. Next meeting is SAT AUG 18th at 9:00 AM at the Kettle Restaurant just West I-10 on Starr Pass where the Dollar jar will be over $200.00!

The chapter is working on a date for the next Run to the Hill event for 2013. We are trying to find a date that won't conflict with runs, sponsored by clubs and other organizations. Not an easy task, but we will do our best. We will be doing a photo shoot for our chapter calendar after our august meeting on November 9th. This

Should be a great fund - raiser for our chapter as the Budweiser Girls are coming out of retirement to pose for our calendar. Okay, yes that is a lame attempt to attract more members. We also like to get bikers to get involved with the toll road initiative currently being debated in the legislature. This money blackhole would involve contracting with a company in China. Don't we have enough Chicom junk in Walmart? We are bringing back Harley Happy Hour soon, but on a once a month basis. Dates T.B.A. Thanks to Ralo, we will have a presence at the Thunder Valley Rally (September 14-16). We will be raising funds for the MRF and promoting membership in both the MRF and ABATE. On a personal not I want to mention something bought up by our B.O.D. rep, Still Ray (Journeymen M/C). Club members dominated the volunteers at T.B.F.S. from our chapter. Conspicuously absent were independent members. I have to plead guilty, as I had a family event scheduled out of state. MASTERLINK SEPTEMBER 2012 The TBFS Planning Committee and ABATE of Arizona would like to thank all the people who came out and supported our yearly fund raiser. TBFS was a huge success and the monies raised will help ABATE continue the fight for the rights and safety of all Arizona motorcyclists. While TBFS is the ultimate party weekend of the year for many of us, it is also important for the ongoing challenges we as bikers face.

TBFS is put on by 18 extremely dedicated people who make up the planning committee. This small group is already at work on TBFS 2013. These 18 folks are very special and greatly appreciated. TBFS is also dependent on the generosity of people who volunteer. Every year there are about 50 people who volunteer 4 to 24 hours. Thank you to all of you volunteers. We couldn’t do it without you.

We are faced with a problem - a good problem. The good time had by all at TBFS is continuing to grow and that means more participants. More participants means we need more volunteers. Next year please consider volunteering. It will add so much to your TBFS experi-

Wow, what a great time we had! You can’t keep a great bike rally down! The Too Broke committee proved once again that they can get the job done. A big, big, thank you to the committee and the many devoted volunteers!

We had been lucky for the last few years, but once again mother nature messed with us and the sky opened up and let loose. Ralo and Longhair James from the Yavapai Chapter put the people games on, Thank You for making those crazy games! Want a good laugh? Watch the people games, for an even better time, jump in it is a BLAST!

It is amazing to see the amount of work to put a production like this together. The TBFS event is done by all volunteers from ABATE Chapters throughout Arizona. Believe it or not planning for TBFS 2013 began that Sunday morning after we cleaned up and campers had departed.

The bike games went on until the rain put it to a quick end. But not before a few games, the slow race, was funny as ever, many tried, many failed! The road kill had a short run, which is a bummer it is cool to see how rider and passenger work

Paul is the lucky man who crowns the New Miss Too Broke 2012, TBFS wouldn’t be the same without him, thank you for keeping everyone laughing. The band Phat Bastard rocked the house both nights keeping it fresh, playing all the favorites. The rain was no damper for the band, wet t-shirt contest or 50/50 raffle, the crowd showed us that rain or shine, these events can NEVER be cancelled!!!

The rain also provided many of us with a great show, one after another the 5th wheels and diesels get stuck in the muddy muck. Some parked where they landed making it easier then paying to get it out of the mud twice. Want to laugh again,

“I am replying to your letter of June 22, 2004 to Commissioner Boardman. Since Mike Cuddy sent you the letter of August 1, 1995, we have significantly changed our crack sealing specifications due to the problems that we experienced around that time. Our new specifications only allow a two inch wide, one to three millimeters thick overband of material centered over a crack. Additionally, no sealing of secondary or tertiary cracks is allowed. All crack sealing done by state forces or by Department contractors have conformed to these specification since 1996.

The New York State Department of Transportation does not have jurisdiction over all the roads in New York State. Other jurisdictions include counties, towns, cities, villages, and certain authorities. We have done the best we can to inform all jurisdictions of the possible ramifications of sealing cracks using the traditional overban method (two inches wide and a maximum of one to three millimeters thick at the center, tapering to the edges), (emphasis added) but there may be a few that either didn’t get the message or haven’t implemented the new sealing guidelines. In June of 1996, the Department made two presentations on the new sealing guidelines to the Town Highway Superintendents of New York at their annual meeting in Ithaca, NY.

Also in 1996, we conducted crack sealing training sessions for all Department employees involved in crack sealing, both project selection and project inspection. Since that time, the proper procedure for crack sealing has been routinely included in training programs for newly appointed Department maintenance managers. In 1999, 2001 and earlier this year, we conducted formal training sessions at locations around the state concerning several pavement preventive maintenance techniques. Crack sealing was one of the treatments covered. At all these training sessions, we emphasize the importance of adhering to the current crack sealing specifications as both a safety issue and a performance requirement. A presentation on crack sealing will also be a given at the upcoming NYSDOT- Association of General Contractors Technical Conference to be held in Saratoga Springs, NY this December...” As you can see Imre has been our watch dog on this issue for a long time. There are specific provisions for charitable events and volunteer activities, so we should tread carefully and make sure there is coverage. NEW YORK – A ring of bandits made high-end motorcycles suddenly disappear -- and illegal guns appear -- on New York City streets in a lucrative smuggling scheme, authorities said Thursday.

BOISE -- With the sunny weather people are spending more time outside, and that includes bikers. This might be a reason that numbers of biker fatalities are up from last year.

It was the 1980s when Stacey "Ax" Axmaker got on his first motorcycle. Now he teaches motorcycle safety to biker and drivers. He knows crashes happen because they've happened to him.

Axmaker says the weather may be playing a part in more bikers on the road.

He said deaths are down overall since 2007. But who's causing the accidents?

"In digging into the last several years of fatal crashes in Idaho we're showing about 70 to 75 percent seems to be rider error involved. This year just following the news reports it looks like there's a lot more what look to be car driver caused," he said.

Many motorcyclists don’t factor in the dangers of dehydration when going out on a long ride on a hot summer’s day. There could be many reasons for this, but one has to be that many riders don’t see riding their motorbike as a strenuous sports activity, like football or a workout at the gym for example. The fact is that many variables exist that affect motorcyclist while out on the road, and these can combine to make dehydration a serious and potentially lethal problem. Why Dehydration Affects Motorcyclists

There are a variety of reasons why dehydration affects motorcyclists. One reason is the way the sun’s heat is absorbed by the asphalt you ride your motorbike over. This heat emanating from the ground will heat you up too, and the hot air rushing past your face can make you feel like someone has opened the door to a furnace. When

Keeping them on means you’ll feel hotter underneath your layers, and most likely sweat more. Taking them off exposes your skin to UV rays, and often you’ll feel cooler because of airflow around you. The problem is that even though you may feel cooler, the sunlight is literally sucking the moisture out of you and frying your skin. Possible Consequences of Being Dehydrated

The consequences of dehydration while driving a motorcycle can range from simply having to stop for water to losing control of your motorbike and having an accident. The longer you leave it before hydrating yourself, the more likely you will suffer from severe heatstroke. Heat cramps in your legs and stomach are a common initial symptom of dehydration, and if you feel these you need to pull over fast, because they won’t stop until you get some water inside of you. Heat exhaustion is likely to set in if you don’t stop for water, and you’ll soon feel dizzy, weak, and tired. Your control of your motorbike will get steadily worse, and there is even the possibility that you will faint while riding. The final stage of severe dehydration is heatstroke, and at this point you will likely need to be taken to a hospital for recovery. You may feel intoxicated, and will experience a rapid heartbeat along with fast breathing. Riding will become very difficult so you may have already pulled over, but riding your bike is the least of your worries now. Confusion and black outs

Call for MAP Instructors

The Motorcycle Awareness Program (M.A.P.) is an educational program aimed at the target audience of high school students in driver’s education classes. There has been a small group of instructors who have volunteered to present the M.A.P. to students throughout the state. But, we need more instructors.

Remember, that ABATE stands for EDUCATE. Our purpose is to spread the word about safe motorcycling and promote a positive image of motorcyclists. What better way than to speak to the future drivers of our state. The students hopefully, will not only be better equipped car and truck drivers but will also be more aware and watch out for us.

To become an instructor you must:

1. Be available during the day: The presentations in the high school driver’s education classes last about an hour during the school day. There may be as many as 5 classes in one day.

2. Be willing to stand up in front of a group of about 30 high school students and speak: That sounds easier than you think. You need to be able to gently maintain control of the group.

3. Know the material being presented: There is an outline for all presenters to follow so there is uniformity in

the material presented.

4. Commit to teaching at least 2 classes per school year: We hope to have at least one volunteer instructor in each ABATE Chapter. That person will attend and instructor class (about 4 hours), attend a M.A.P. with an experienced instructor, teach a class with an experienced instructor in attendance. When the new instructor is comfortable and the experienced instructor assesses him/her to be ready the new instructor may begin teaching alone. The mentor program assures that everyone is teaching the same material and everyone has support.

5. Provide record of teaching to the M.A.P. Coordinator on a consistent basis.

This is your opportunity to get the word out to new drivers about the importance of sharing the road with motorcyclists. If you do find yourself suffering mild symptoms of dehydration, try soaking your first layer of clothing, like a thin cotton t-shirt, in water and putting in back on with your jacket over the top. Your body will absorb water as you ride, and it should make your body feel cooler. Also, use your common sense when out riding your motorcycle. Of course try to avoid riding during the hottest parts of the day, but if you do make sure you take regular stops along the way. Arizona HOG Rally 2012 Rocks Williams, Arizona Knockout Roads, Retro Rules, and Route 66 By J. JOSHUA PLACA

The annual Arizona HOG Rally recently returned to the historic mountain settlement of Williams. The event moved around the state from year to year, but Williams is a HOG favorite, having returned to this northern Arizona town for a record tenth time.

Founded in 1881 as a trapping and logging camp, Williams is named after one of the town’s wooly settlers, mountain man Bill Williams. Riding by its handmade brick and clapboard buildings, it’s easy to get the feeling Norman Rockwell might be hanging around, leaning up against an oily Flathead, waiting for the next staged western shootout, admiring the period architecture, maybe planting his easel on the corner of Third and Main, more popularly known as Route 66.

Roughly 500 HOG members representing 13 Chapters statewide rode into this wellpreserved piece of old west Americana to suckle on the tar teat of the Mother Road. According to a spokeswoman for the Williams Chamber of Commerce, “I think HOG likes our small town hospitality, and bikers are very welcome here. They also like being on Historic Route 66, the motorcycle-only designated parking throughout downtown, and, of course, all the great rides. We roll out the red carpet and they pretty much have the run of the town.” When many motorcycle rallies across the nation are finding their host cities less and less hospitable, Williams is a home away from home. The town is helpful and authentic; there is a laid back and intimate feel that makes a biker feel at ease. There is this creeping greed elsewhere, where enthusiasts are too often treated like nothing more than commercial revenue and traffic ticket fodder. This old

Williams was the last town in America to submit to the interstate bypass. It stubbornly fought the highway, relenting only when the feds agreed to provide no less than three exits to the tiny town. Seems like there’s no better place to hold a biker rally than this rebel outpost. Harley’s classically styled motorcycles couldn’t be more at home, or in a better place to ride away from.

The Grand Canyon is less than an hour’s ride north of town. Within one- to twohour rides from Williams, which is flanked by the biggest ponderosa pine forest in the nation, is the perky college town of Flagstaff, spectacular Oak Creek Canyon, the red rock wonderlands of Sedona, and the old copper boomtown of Jerome. Further northeast is Monument Valley and the great Navajo Nation, the country’s largest Native American reservation. The haunting Petrified Forest and parts of the vast Painted Desert can be reached in less than three hours. If Williams has the will and facility, it has the makings to become another Sturgis.

At an elevation of 6,800, June in this mountain town offers almost ideal biker conditions. Temps were in the 80s with low humidity and a soft breeze that sometimes picked up to a bluster. The event celebrated Arizona’s centennial by giving away free bags of commemorative swag during the bike games. There was also a free poker walk, guided and self-guided tours, a poker run, bike show, street dance, and a stirring bike parade that could bring a tear to the most grizzled eye. Wild Bill Hickok himself would have felt right at home here, thrown down his bedroll, played a little faro, and maybe sought a more charmed end. Bobcats, Bikers and Bears...

Oh my. There is an unexpected, 158-acre wildlife park just east of downtown Williams. Bikers are heartily welcomed, and if you go they may even make you an exhibit. Bearizona is a drive-through wild animal preserve, featuring not only black bears but arctic and tundra wolves, American bison, white buffalo, burros, bighorn sheep, mountain goats and Dall sheep. Motorcycles are dissuaded from the wild animal drive-through portion since the inhabitants have a strictly controlled diet and don’t digest leather very well. A courtesy car and GPS audio tour is provided free of charge. The drive takes about 30 minutes, although there is no time limit.

The road leads to a posse of black bears of various cuddly sizes and ages, although we’re often reminded to not hug the fluffy, man-eating wildlife. Fort Bearizona looms as the road exits through a large, gaping gate, leaving us to wonder what, exactly, is keeping the bears from the nearby concession stands. Inside the wide-open Fort Bearisona, large pens contain bobcat, lynx, raccoon, porcupines, a barn animal area, and other forest creatures indigenous to North America, including the star of the show, cute little baby bears. A Birds of Prey show is presented at 11, 1 and 3 p.m. daily and is a treat.

Bearizona is open everyday from 8:00 a.m.; last vehicle admitted at 6:00 p.m. Closing hours vary with season and weather. Adults cost $20; seniors 62 and older, $18. Friday is the day of the Harley-Davidson Ride In Custom Bike Show that always features an interesting display of machinery from Vintage to state-of-the-art customs. Attendees were graced with the presence of Harley-Davidson royalty when Willie G. and Nancy arrived and were their usual patient and gracious selves, posing for photos and chatting with bike owners.

Dar Holdsworth of Brass Ball Bobbers/Darwin Motorcycles was able to show Willie G. over the bike he entered in this year’s AMD World Championship of

A full list of each day’s activities would take up several pages but Friday’s activities included a Tattoo Expo, American Indian dancers, the closing ceremony for the Vietnam Memorial Moving Wall, a homemade bikini contest (go figure!), stunt riding, Slick Willie and the Miss Buffalo Chip Beauty Pagent. And then there are the parties in the bars, biker parties, and aren’t they the very best kind.

The crowds have thinned a bit but you wouldn’t know it if you had tried to make it out to Buffalo Chip for the Slash concert. Of course the trek out there was not helped by one of South Dakota’s infamous thunderstorms with driving rain and lightening streaking across the sky. But that did not deter the crowds who were there to party, hearty, rain or no rain. ===========================

Dream Chaser Racin’, Janette Thornley was excited to get back on her bike and continue chasing points at the AHDRA Thunder in the Valley Nitro Nationals held in Bristol Tennessee August 4 and 5. With the Tulsa Oklahoma race, scheduled for the end of June, being cancelled it’s been nearly two months since the bike ripped down the track.

Qualifying #3, Janette ran competitively and still holds the number five spot in the Hawaya Racing/Vreeland’s HarleyDavidson Pro Drag class in the 2012 AHDRA Championship Series.

“As a rookie, I was concerned I may have lost some of my knowledge/experience from earlier in the year and not sure how comfortable I was going to be but with

some good preparation and coaching, I jumped back on and ran a good solid test pass” said Janette. “I felt good all weekend actually, happy with my performance”.

Qualifying rounds were limited to two due to the storms that rolled through Friday night. Despite the roll off on the throttle, for reasons she is still trying to overcome, Thornley ran a 7.666 ET at 149.85 mph and 7.616 ET at 175.80 mph during qualifying. Her 175.80 mph happen to be the fastest for the Pro Drag class all weekend and her personal best. Paired with Rich Crouthers, Janette took the win during round one eliminations.

Thankfully Janette pulled a good light (.139) as she still have room for improvement here, and was ahead of Rich because she dropped a hole at the top end and began to lose speed rather rapidly. Finished that pass with 7.852 ET at 159.36 mph. Stepping into the semi-finals, Janette struck an even more impressive light (.090) but it wasn’t enough to stay ahead of Dale Niles and lost by 0.0549, running a 7.721 ET at 166.31 mph vs 7.606 ET at 165.13 mph.

“This is hard to take, losing by such a small amount”, said Thornley, “but this is a very tough, competitive class and someone has to be the winner/loser. Part of this story is about renting a motorcycle in Vegas and there’s a multitude of rental options. From Eagle Rider, Las Vegas Harley Rentals to fullon escorted packages by Gunslinger Motorcycles. They have tours to the Grand Canyon or Utah’s Brice canyon. Hell, you can even rent choppers in Vegas. Now this I’ve gotta see. Buyers of on-road electric motorcycles would continue to be eligible for up to a $2,500 tax credit under a bill approved by the U.S. Senate Finance Committee, the American Motorcyclist Association reports.

On Aug. 2, the panel approved bipartisan legislation extending dozens of tax breaks, including language offered by U.S. Sen. Ron Wyden (D-Ore.) to preserve the tax credit for buying electric motorcycles designed for the street.

"Right now, companies like [electric motorcycle maker] Brammo in Oregon are keeping the American electric vehicle industry on the cutting edge, "Wyden said. "But without an extension of this tax credit for the purchase of electric motorcycles, we could be stifling this innovative new industry in its infancy." Wayne Allard, AMA vice president for government relations, thanked his former U.S. Senate colleague for his efforts.

"This credit will benefit family-owned dealers, manufacturers and riders of motorcycles," Allard said. "Also, motorcycles reduce traffic and parking congestion and reduce impacts to our roads and bridges compared with automobiles and light-duty trucks. Electric motorcycles are certain to play an ever-increasing role in motorcycling." The measure now goes to the full Senate for consideration.

Mike not only sells, but will buy and trade as well. Mike and Cheryl have been in business here for a year and a half, with Mike in the store 10:30am to 5:00pm, Tuesday through Saturday, and Cheryl in when she’s not at her other job. Mike rides a 1998 HD Road King Police. They regularly attend the Yavapai chapter monthly meetings, and had a booth set up at our ‘Run To The Hills’ event. They stock an amazing amount of gear, so you owe it to yourself to drop in, say hello to Mike, and take a look around. There’s something for every taste. While you’re there, I recommend you sign up for their monthly knife fighting lessons.
