Steve “Muskrat” Musgrave was born May 22nd, 1951 and passed away unexpectedly of a heart attack August 9th, 2015, at age 64. He was our friend, brother and a fellow A.B.A.T.E. of Arizona member since April 1996. Muskrat endured many ailments and issues, but hardly ever complained about them. He accepted whatever came his way, and tried to make the best of every situation with a positive attitude and beefy smile. I couldn’t believe how fast he recovered from two knee replacements and two hip replacements. He couldn’t wait to get back on his motorcycle and grin in the wind. Then he had a bad leg break that healed wrong and endured even more pain and multiple surgeries to correct that and save his leg. Every time he had a medical procedure, he’d get back up and going about his business, helping fellow bikers, a.s.a.p. He’d just gotten his leg cast off, and was really happy he finally had a straight leg again, despite a newly fused ankle, before he passed away.

Having known Muskrat personally for about 15 years, I recall his being a member of Bikers of the Third Wheel, Modified Motorcycle Assoc. of AZ, Desert Thunder MC Treasurer, then Hooligan’s MC Casa Grande Treasurer. Muskrat was the National Coalition of Motorcyclists

(NCOM) Region 9 Director and on NCOM’s Board of Directors. He worked diligently to represent Aid to Injured Motorcyclists (AIM) attorneys Joe Eggelston and Richard Lester for 10+ years

MK with Muskrat, TOO BROKE FOR STURGIS 2014 M.V.P. Award Recipient

at a wide variety of motorcycle events and ACMC meetings. Muskrat attended countless NCOM and other motorcycle rights seminars and events across the country. That was his life blood. He was a motorcycle rights lobbyist before I ever knew they existed, and helped pass several key legislative bills here in AZ. Sky Pilot credits Muskrat for educating and encouraging

him to become a lobbyist too. Muskrat wrote really good, comprehensive articles to relay his education and experiences to other bikers in various publications.

Muskrat volunteered countless hours to A.B.A.T.E. of Arizona’s success by being our vendor coordinator for TOO BROKE FOR STURGIS for the past 14+ years. I presented him with an M.V.P. award last year at TBFS 2014. He cried when I gave him the award and said he’d always cherish the custom trophy. This year, he told me that “TBFS just keeps getting better every year, but this was the best one yet”. Maybe because he won the new contest, The Men’s Most Fantastic Facial Hair, “Best FreeStyle” competition. He was so proud. He had showered and used a cologne just before the contest, and asked the lady judges to “smell my beard!” I want to remember him that way, proud as hell. I’m still numb, and will miss my brother Muskrat for a long time to come. With love and respect,

Mary K. “MK” Donnay A.B.A.T.E. of Arizona, Inc. State President

By Mary K. “MK” Donnay

Greetings fellow freedom fighters, It’s been almost a week since I learned of our friend Muskrat’s death August 9th. He will be sorely missed by many of us in the motorcycling world. I’m happy that he mentored Xen, and that Xen plans to assume some of the functions that Muskrat did for years, like spreading the good word about A.B.A.T.E. of Arizona by distributing THE MASTERLINK throughout Arizona, New Mexico, and possibly Colorado, working for the A.I.M. attorneys. Xen sent me a picture text of a saying that was framed in Muskrat’s home, we feel it summarizes Muskrat’s personality; Life’s journey is not to arrive at the grave safely in a well preserved body, But rather to slide in sideways, totally worn out, shouting “HOLY SHIT … WHAT A RIDE!!”

May you rest in peace brother Muskrat.

Nominations for STATE OFFICER positions for the 2016-2017 term are now being accepted. Interested candidates may submit their name and optional campaign speeches to themasterlink@abateofaz.org by September 15th for inclusion on the official ballot that prints in the October edition of THE MASTERLINK. State Officers will be elected at the A.B.A.T.E. ANNUAL MEMBER MEETING/ STATE OFFICER ELECTIONS Sunday, November 8th 11:00 a.m. – 3:00 p.m. Tumbleweed Inn Bar & Grill, 3815 W. Frontier Street, Eloy, AZ 85131 (520) 466-9972

Nominees must have been an A.B.A.T.E. of AZ chapter officer for at least one-year (or equivalent from another SMRO, which the BOD can waive at their discretion). Position descriptions and responsibilities may

State President State Vice President State Secretary State Political Action Coordinator State Sergeant at Arms State Membership Officer State Safety Officer State Communications State Run Coordinator State Merchandising Coordinator

We are also accepting applications for DESIGNATED LOBBYIST. This is a Board of Director’s appointed position. The B.O.D. interviews interested candidates, appoints them, and gives legislative direction. Interested candidates may contact me.

Unfortunately, due to personal circumstances within my family, I will not be running for another term as State President. It has been very rewarding for me to hold the position of State President. I feel honored to have been able to lead this organization, and believe I’ve made a positive impact with our day-to-day operations and membership growth. However, there are personal matters that require my time, energy and dedication which I cannot neglect, nor stretch myself too thin. It’s been a very hard decision to make, because I remain dedicated to our worthy cause and consider my fellow officers some of my best friends. I hope to have your understanding and support.

Our current State VP will also not be running for another term as State VP. This leaves two key positions open. It’s time for you, our members, to take some serious consideration about how much you value our mission of preserving our motorcycling rights, rider safety, and public awareness. We can’t exist without volunteer commitments, and it is good to have more than one candidate per position. If you have any questions about the jobs or process, please shoot me an email at president@abateofaz.org with your phone number and we can chat. The TOO BROKE FOR STURGIS committee met on Wednesday, August 12th. The following members are committed to making our 25th Annual TBFS the best it can be;

Chairperson: JR, Secretary: MK (yours truly) Members: Jimmy Page, Jim Silk, Mike Schneider, Vic & Dee Grady, Paul & Sandy Hassinger, Dan & Lyn Peterson, Theresa “Trauma Mama” and Ben Martinez, Tara Rudometkin, Jean Cooper, Clyde Brooks, Nolan &

Dawn Steed and Joe & Deb Ferrucci, Scott Gibbons, and Judy “Hooody” Brus.

We’re looking for graphics or ideas for our 25th Annual TBFS merchandise. If you have a design or concept for a design, please submit it to me at president@abateofaz.org. The person who submits the design we choose gets FREE admission to TBFS and a shirt of their choice.

We again debated the pros and cons of whether or not to make TBFS a family event, allowing all ages entry. While some members want us to open it up to all ages, by far the majority feels this particular event has come to be known as a place where you can “let your hair down”. We voted unanimously to keep it 18 years of age and older. In the past, we’ve suggested that members who want a family event, step up and coordinate such an event, but no one has taken that initiative. The offer remains, but the volunteers are lacking to make that a reality.

Have you been at intersections on your motorcycle, waiting for a LEFT TURN ARROW that just keeps missing you? We’ve been working with city traffic control managers to remedy this problem. If you want more responsive signals, we need to here from you. Where are they? What direction and when were you traveling? At this time, we do not believe we need to pursue legislation to remedy this problem. Report left turn arrow failures to me, and I can forward to the appropriate people to make them more responsive. United we ride, divided we drive, Be safe out there. BIKER DISCRIMINIZATION? By “MK” Donnay

I spoke with A.B.A.T.E. of Arizona member Frank “Corky” Kitko in early August, about an accident he feels demonstrates motorcyclist discrimination. In June 2014, Corky was merging onto the 101 Freeway in Glendale, AZ when another motorist in a car crossed all lanes, from the HOV lane to the exit lane, striking the motorcycle. Corky didn’t go down, but it did break his wind deflector. The car driver allegedly made a finger gesture to Corky and exited the freeway. Corky followed him, turned onto Glendale Ave, got in front of the car and slammed on his brakes to make the car stop, which he did. The car driver was a 22 male, and didn’t want his dad to find out about the accident, he pleaded with Corky not to call the cops. The cager didn’t have proof of insurance, He showed Corky his AZ Driver’s License with a WA address, said he visits his dad here. Without anything else available to write on, the cager gave Corky his

PAGE 3

vehicle registration with his mother’s WA phone number on it. The cager was supposed to call Corky the next day and make reimbursement arrangements.

Approx. 30 minutes later, DPS called Corky’s home and left a voice message saying he had left the scene of an accident and needed to return. Corky thought it might be a set up, so he didn’t go. About another hour and DPS was at his door. He didn’t answer it. Shortly thereafter, Corky’s wife was driving home with 6 and 16 year old nephews in her car. As she approached, she saw DPS sitting across the street from her home. She continued around the block and stopped 1 block away. DPS surrounded and blocked her car. At first, she denied she lived there. They threatened to arrest her, so she admitted she did live there. They told them all to walk home. The 16 year old had to carry the sleeping 6 year old. DPS allowed the kids to enter the house, but not the wife, to secure the dogs. DPS then instructed the older nephew into the home to wake up Corky, and followed the child into the home and arrested Corky for leaving the scene of an accident. Corky spent 2 days in jail. DPS did drop the charges for leaving the scene of an accident, but then filed new charges for impersonating an officer, a class 6 felony. Seems the cager told them Corky made a statement that he was a cop, which Corky denies. The public defender told Corky he should admit to the impersonating an officer charge. He offered to reduce it a misdemeanor, no fine, 1 year un-supervised probation, and 100 hours of community service. Corky claims he wasn’t guilty and doesn’t want to admit to something he didn’t do. He also had another accident in November 2014, and is still recovering, trying to keep his leg. He physically can’t do community service.

On August 15, 2015, the date of the writing of this article, the Public Defender left a voice message stating “New offer; 1-year unsupervised probation and a $500 fine.” Corky counter-offered wanting $210 reimbursed for the bail bond they paid to get him out and an apology for the 2 days he was falsely imprisoned.

Moral of the story: If you have a confrontation with someone, use your phone’s video feature to record the conversation, or better yet, use the MOBILE JUSTICE free smart phone app. That way, in case L.E. confiscates your phone, ACLU already has the video in your defense. I also recommend calling the cops a.s.a.p. if you expect financial restitution for damages. Had Corky called L.E., he may not be in the situation he is in now.

Accepting Applications for Designated Lobbyist

We are currently accepting applications for Designated Lobbyist of A.B.A.T.E. of Arizona, Inc. This position is appointed by the Board of Directors. The Designated Lobbyist interacts with the state legislature and motorcycle safety

and awareness organizations, develops A.B.A.T.E.’s legislative plans, formulates plans to circumvent negative motorcycle legislation, drafts positive motorcycle legislation, keeps officers informed, and writes an informative article each month

for publication in The Masterlink. This person needs to be personable and have a full understanding of the workings of both state and federal government, be an articulate speaker and writer, familiar with local, state and federal laws, and be

proficient in legal research methods. Interested applicants may submit their application with background information to president@abateofaz.org

East Valley Chapter met on July 26th at the Fraternal Order of Eagles on 1712 W Broadway in Mesa.

We had a pretty big turnout for the meeting. Welcome everyone.

It’s that time of year when the heat causes us to slow down and do our planning for the cooler weather adventures. We have had our first meetings for both the East Valley Hard Ass Run and the State’s Too Broke for Sturgis events. I am so excited to be involved with both committees. The Hard Ass Run date has been set for November 14th 2015. We are holding an ARTWORK CONTEST! So dust of your pens, pencils, and crayons. THIS IS NOT LIMITED TO ARIZONA RESIDENTS!This is the 25th anniversary so we are looking for something awesome. All submissions will be considered.Winner earns a 25th anniversary Too Broke for Sturgis shirt and free entry to the event

Motorcycles on Main will start up again on September 4th we plan to have a booth.

We have elections coming up soon so everybody, start thinking about if you would like to enjoy the adventure of being a chapter officer. On a personal note I plan to rerun for Chapter Secretary. I also plan to run for State Secretary, in doing so it will open up the positions of PAC, and Communications, along with our already vacant Run Coordinator. With Jim accepting the position of State Treasurer it will also be opening the chapter safety officer position too.

I had the honor of meeting and chatting with Muskrat a few times. In that short time of knowing him I can say he was an incredible man who will be deeply missed.

There will be a Final Farewell to Steve 'Muskrat' Musgrave August 29th, 2015, 5pm at the Hooligans MC Deer Valley Clubhouse.

Just a mention a group of us went to Boulders on Southern after the meeting. Food was yummy and they were very receptive to us. They let us leave our info and a pile of Masterlinks. They also encouraged us to return and suggested the idea of setting up a bike night. Woo Hoo! On that note I am going to keep this month’s report short and sweet.

Our next meeting will be on August 23rd 2015 at 11 am. Until we met again, be safe out there. Enjoy the ride and as always keep it rubber side down. Here’s to Wind Knots in My Hair, Dawn P Steed Sec, PAC, and Comm.

Phoenix/Shadow Mountain Chapter

We had another great turnout at our August Meeting.

Clyde, our BOD Rep collected the legislative survey forms this month. The survey will let our lobbyists know what they should focus on in the upcoming year.

Johnny D. also let us know that, due to a short legislative session next year, there will probably not be a motorcycle day at the dome. We still want to let our AZ state representatives know we are there and would like as many as possible make an appearance in the first day of session. I believe that date is January 11th.

Theresa, our safety officer, let us know that, besides the 1 self inflicted injury. there were no major accidents related to TBFS this year. She also brought up the recent recalls related braking on several HD motorcycles. Other members also mentioned other recalls they have heard of. You can get information on recalls related to your bike at http://www.odi.nhtsadot.gov or http://motorcycle-usa.com.

Our next meeting will be on Sunday Sept 13th at 10:30 AM. Steve Palmer Phoenix-Shadow Mountain ABATE Communications Officer

Southern Arizona Chapter

The July meeting was held at the Kettle Restaurant on July 18th. The meeting started at 9:10 AM with the Pledge of Allegiance and Prayer for those in harm’s way and fallen Brothers and Sisters.

Officers Present were Coordinator Jim Butsback, Treasurer Dawn Detelj, PAC/BOD Sean Pinder, Sgt-at-Arms Robert Guenther. Debbie Bona filled in as acting Secretary. The minutes of last month’s meeting were approved as written.

The Treasurer’s report was read and approved.

Our Safety Officer provided hand-outs on information on electrical storms and the safest way to deal with them. Riding out from under an electrical storm could be a big mistake. This is information that every rider in Arizona should be familiar with especially during the monsoons.

As for membership I am happy to report that the chapter is up 26 from last month. Our newest business member is Lucky 13 Synthetics and The Bashful Bandit has also become a business member once again. PLEASE support our Business Members! The chapter still has about 40 T shirts left. These are the safety yellow/green “Look Out for Motorcycles” shirts. WE have sizes L, XL, 2XL. We are asking for a donation of $5 each just to cover our costs.

The highway bill advanced in the Senate so be sure and contact your Congressman

to support it in the House. Sean will send out info on what is happening in the Waco case as he gets it. He will also let us all know what we can do to help this situation. Due to things like the Waco incident, it is recommended that everyone download Mobile Justice to their smart phones so you can record any incident you are involved in.

As of July 3rd the handlebar height restriction in Arizona has been eliminated. There are also scholarships available online for motorcycle endorsement classes. It is first come first served every month when a new allotment is released so if you are interested check into it and good luck. We will continue to try and keep up with notifying the members of upcoming events. If you know of any events please send the information in and we will add it to our list. The general membership meeting will be in November at the American Italian Club in Phoenix.

The membership attendance drawing was held and Steve Musgrave was drawn but he was not in attendance so it rolled over. Oh well Steve, better luck next time! As always please keep promoting our Business Memberships to those you do business with. We have been doing Great on this so let’s keep up the good work. Anyone who is not getting emails from the Chapter to please send your email address to abateofazsac@yahoo.com. There is also a group page at Yahoo Groups. Thank you JaLene for your time and dedication to our cause. This position must be filled in order to be a viable A.B.A.T.E. chapter.

We are accepting nominations for 2016 chapter officer positions at our next meeting to be held Sunday, September 12th, 11:00 a.m. at the VFW, 202 N. Arizona Street, Prescott, AZ. Without YOU, we will cease to exist. Please seriously consider stepping up to represent yourself and fellow Yavapai motorcyclists and keeping the A.B.A.T.E. Yavapai Chapter alive. Yuma Chapter

The Yuma chapter met on August 9th at 6:30 pm the Kountry Kitchen restaurant to conduct our monthly business meeting. The meeting was called to order, the Pledge of Allegiance was recited, guests were introduced, and normal reports were addressed.

The main topic of discussion was a distracted driving city ordinance for the City of Yuma. ABATE member Gilbert has been attending the Yuma City Council meetings and advocating for the proposed distracted driving ordinance. There will be a hearing in September on the proposed ordinance and it will be voted on in October. This ordinance will include no texting while driving! We are asking for a letter from all ABATE members, club members, and independents to show their support for the distracted driver ordinance. Gilbert has requested that if you have had any experiences with a distracted driver that has caused a dangerous situation or a close call on the highways and byways to please include these experiences in you letter along with your support for the ordinance. The History of the A.B.A.T.E. Patch

In Issue No. 3, October 1971, EASYRIDERS magazine started a non-profit organization just for bikers. It was called N.C.C.A. (National Custom Cycle Association). At the time, dues were $3 for a one-year membership. One must keep in mind that back in 1971 no other motorcycle magazine except Roger Hall's "Road Rider" was even giving an inch of space to anti-bike legislation. Yet Lou Kimzey saw fit to take on the extra burden of starting a motorcycle rights organization.

It wasn't long until Lou changed the N.C.C.A. to A.B.A.T.E. (A Brotherhood Against Totalitarian Enactments). Lou came about the Eagle logo in an old civil war publication. The eagle is one of the largest birds, and a strong flier. It has long been used as a sign of power, courage, and freedom. The American Bald Eagle is not only our logo, but it is the official emblem of the United States. Its’

picture is on the Great Seal of the U.S., the President's flag, some coins and paper money. Our logo, with the 13 star shield, is truly worthy of our cause, and our founders foresight.

There is an A.B.A.T.E. organization in almost every state in the U.S.A. Some states, like Wisconsin, still maintain the original acronym “A Brotherhood Against Totalitarian Enactments”. Quite some time ago, AZ changed the acronym to “American Brotherhood Aimed Towards Education”. Our mission is “Educate, Don’t Legislate”, with our primary focus on protecting motorcyclists rights and freedoms. We also work to get cagers to LOOK OUT for motorcycles, and promote rider safety education. Visit www.abateofaz.org for more information and to become a member. ALL BIKES, ALL RIDERS, A.B.A.T.E. works for YOU!

HAWAII TO ELIMINATE ETHANOL IN GASOLINE

Legislation to repeal the requirement that gasoline offered for sale in Hawaii contain a percentage of ethanol was signed into law by Governor David Ige, and the new law becomes effective December 31, 2015.

The law recognizes that the requirement of blending ethanol into gasoline does not produce any economic benefit for the state and the import of ethanol creates an economic burden for state residents. Ethanol increases water formation, which can then corrode metals and dissolve plastics and rubber, especially over a period of time when the vehicle is not used. Current high-performance specialty parts along with pre-model-year ’01 cars and parts may be most susceptible to corrosion, and no motorcycles or ATVs are approved for higher blended fuels. The lifespan of vehicles and equipment can be dramatically reduced with the wrong fuel, and owners could be confronted with breakdowns.

More than a dozen states have ethanol mandates, according to the National Conference of State Legislatures, but only Hawaii and Florida have passed such a

repeal. Florida ended its mandate in 2013, the same year the Environmental Protection Agency proposed reducing the amount of ethanol in fuel, acknowledging that a federal push wasn't working as well as expected.

There have been no changes to federal law on the issue since the EPA report, but Pennsylvania Republican Senator Pat Toomey and California Democratic Senator Dianne Feinstein have introduced a bill seeking to repeal the corn ethanol mandate in the federal Renewable Fuel Standard.

CALIFORNIA REQUIRES MOTORCYCLISTS TO REMOVE HELMET FOR TRAFFIC STOPS

Known as the “Identity Confirmation Act,” Assembly Bill 346 will require a motorist to give law enforcement an unobstructed view of their face during a traffic stop, said California Assemblymember Scott Wilk (R-Santa Clarita), author of the measure which primarily targets motorcycle riders.

The Facial ID bill was inspired by a Simi Valley, CA police officer who told the assemblyman about having cases thrown out of court because he couldn’t positively identify someone, Wilk told the Simi Valley Acorn, specifically relating the case of a motorcyclist who refused to remove their helmet.

Wilk admitted to the paper that motorists are compliant 99% of the time, and currently if a driver refuses to show their face during a traffic stop, police can arrest them for resisting or delaying an officer, and can result in going to jail until they can go before a judge.

“From an ‘identification’ legal view, all citizens are required to prove their identity when asked by law enforcement,” said Chuck Pedersen, State Legislative Director for ABATE of California. “From a helmet ticket defense, an officer cannot ask for you to remove your helmet for the purpose of inspection. I don’t see a need for this additional legislation.” Nonetheless, AB 346 passed near-unanimously through the State Assembly, was approved by the Senate, and is now headed to Governor Jerry Brown’s desk. HANDLEBAR HEIGHT LIMIT REPEALED IN SOUTH DAKOTA

Just in time for the 75th Sturgis Rally, starting July 1st, ape-hangers are now legal in South Dakota. The $20 fine for riding with your hands too high was wiped off the books as Governor Dennis Daugaard signed Senate Bill 85, effectively abolishing South Dakota codified law that prohibited such handlebars.

Until now it was a petty offense in South Dakota if you rode motorcycle on a public street or highway with the handlebar

Ohio’s motorcycle operator manual says hearing protection, like earplugs, can help reduce noise while allowing a rider to hear important sounds like horns or sirens, but it also says riders should adhere to state laws, which creates a problem: using earplugs in Ohio while operating a vehicle is illegal. There are exceptions for emergency personnel, or road workers, and even for people who wear hearing aids…but not for motorcyclists. It isn’t the sound of the motorcycle causing all the noise; “It’s the wind noise that can cause permanent hearing loss,” explains A.I.M. Attorney Ralph C. Buss, who has represented the interests of motorcycle riders for over 30 years. “Deafness is a serious problem that people don’t think about, don’t address,” Buss said in an interview with WCPN public radio in Cleveland.

Attorney Buss challenged that law in court. His client: Tom Varsel, who happened to be a retired noise expert for GM

who was pulled over for riding his motorcycle in Ohio while wearing earplugs. Varsel was fined $37, but his case continued to an appellate court. He lost a constitutional challenge to the earplug law, but the case raised interesting issues of health and safety that the court ruled were matters for the legislature to address.

“What’s clear is that wind noise on a motorcycle can be very intense, intense enough to damage your hearing,” says Eric Healy, a professor of hearing science at the Ohio State University who testified in Varsel’s case. “And what’s also crystal clear is that earplugs can remedy that, almost completely.”

To determine the level of wind noise motorcyclists face, Healy took a recording device for a drive with PhD students. Imagine a mannequin head with anatomically correct ears, stuck out a window, and the measurements recorded from that experiment, Healy says, matched previous work published in well-known British journals in the mid 1990s. He found that at speeds as low as 35 mph, wind noise exceeded 85 decibels.

“Sounds over that are known to cause hearing damage. The levels that we measured were in the range from 110 to 130db,” Healy told WCPN radio host Tony Ganzer. Even helmets don’t prevent the wind noise, though earplugs offering some 30db of potential reduction, might help.

But the wording of the law in Ohio and other states, which dates back to 1989 and was enacted largely in response to stereo headphones in cars, doesn’t allow earplugs to be worn by motorcyclists or motorists.

A similar law in California, which allowed only for “custom earplugs,” was amended in 2004, allowing individuals to wear earplugs that don’t block the sounds of horns or emergency sirens. Under exceptions to their Headphone and Earplug law, it was added (V C Section 27400):

“(d) A person wearing personal hearing protectors in the form of earplugs or molds that are specifically designed to attenuate injurious noise levels. The plugs or molds shall be designed in a manner so as to not inhibit the wearer's ability to

hear a siren or horn from an emergency vehicle or a horn from another motor vehicle.” ILLINOIS LIGHTS IT UP

A bill in Illinois to legalize accent lighting on motorcycles passed unanimously through the legislative process and on June 18 was sent to the Governor.

HB3944: Amends the Illinois Vehicle Code to provide that a motorcycle may be equipped with auxiliary accent lights, including standard bulb running lights and light emitting diode pods and strips. Provides that the auxiliary accent lights shall not be red or white or oscillating, rotating, or flashing lights. Defines "auxiliary accent light". (a) A motorcycle may be equipped with any number of auxiliary accent lights, including standard bulb running lights and light emitting diode pods and strips of various colors.

(b) The auxiliary accent lights allowed under subsection (a) of this Section shall not be red or white or oscillating, rotating, or flashing lights.

(c) For the purposes of this Section, "auxiliary accent light" means any lighted lamp or illuminating device placed upon a motorcycle, other than head lamps, spot lamps, auxiliary driving lamps, signal lamps, or hazard warning lamps.

“Accent lighting are the small colored lights tucked in on the underside of motorcycle gas tanks and frames,” explains ABATE of Illinois on their website (www.ABATE-IL.org), which supports the measure. “We are looking at legalizing them to be operating while the bike is in motion. They do not interfere with operator eyesight and will actually help in the reduction of bikers being ‘TBoned’ at night with the extra lighting which will reduce Fatalities and Deaths. The bill increases visibility of motorcycles, especially at night.”

Unlike automobiles and light trucks which are required to have side marker lights or wrap around headlights / tail lights which are visible from the side, motorcycle lights are often only visible from the front and rear and do not have the same illumination as automobiles.

NHTSA published a report on the effectiveness of side marker lights on motor vehicles, concluding that side marker lights are a cost effective safety device which reduce the number of nighttime angular collisions that occur in the United States.

A similar bill was recently signed into law in Texas, and Maryland, North Carolina, Pennsylvania and West Virginia have all passed similar legislation, while Missouri and Virginia are currently in the process of legalizing such lighting.

SPREADING MOTORCYCLE AWARENESS

Nate Hudson, co-owner of “BritishAmerican Motorcycle Club”, a bike shop in Long Beach, California, is currently in the middle of a 17,000-mile ride all over the U.S. to spread a motorcycle safety message for riders and awareness from car drivers. He visits the Department Of Motor Vehicles office in every state’s capital, where he hand delivers a request that the authorities consider including motorcycle awareness in both the driver’s license exam and the state’s drivers’ education curriculum.

Hudson’s journey is being sponsored by Allstate Insurance Company, and he’s riding a tricked out Indian Roadmaster donated by Indian Motorcycle painted in Allstate blue with logo and trim. So any photo of his bike, therefore, becomes a social-media ad for Allstate.

Posts and pictures about “The Ride Of Awareness” are published on social media channels, from Instagram to Twitter to Facebook, an efficient and credible usergenerated content reaching online many more bikers than any television spot or print ad.

The people took the decision with a violent reaction when it was made mandatory for women as well to wear a helmet as a passenger, and some citizens also contacted the court in this regard to exempt women from this sanction. But before the court could take any action, IG Police keeping in view a number of complaints, appeals and violent reaction by the public, immediately announced to withdraw its decision, so now following the announcement women are exempted from the restriction to wear a helmet as a pillion rider. SURVEY REVEALS RIDERS’ PET PEEVES

In an online survey of motorcyclists conducted in June by Erie Insurance, nationwide respondents were asked to share their top five pet peeves about both other motorcycle riders and car drivers: Top Five Complaints About Fellow Riders: #1: Riding Recklessly (ie: speeding, weaving through traffic, doing wheelies) - 56%; #2: Passing on the Shoulder - 41%; #3: Lane Splitting 36%; #4: Wearing shorts, sandals, tank tops, etc - 35%; #5: Riders who don’t wear helmets - 28%.

Top Five Complaints About Vehicle Drivers: #1: Drivers who don’t check their blind spots before changing lanes 55%; #2: Texting while driving - 53%; #3: Reckless Driving (i.e., speeding, weaving in and out of traffic) - 50%; #4: Drivers who tailgate - 43%; #5: Not signaling when turning or changing lanes 42%.

MASTERLINK SEPTEMBER 2015 Reprinted from http://www.cyclerides.com

Cyclerides.com Sturgis Update BUT NOW, after seeing all of the hype, and watching everyone getting ready to go on this epic journey and taking part in history, I am having serious second thoughts. I will admit to being glued to Facebook right now and watching riders post their journey to Sturgis. It has been a bit painful watching all of this, wishing I was doing the same. But at the same time, looking at the photos, I am also reliving almost every road that I have been on either getting there or getting back, while watching others build memories like we have over the years. And it is just getting started as most are leaving in the next day or two.

Greetings Riders,

Well, it’s that time of year, the time for the annual pilgrimage of motorcycle enthusiasts from all over the world to Sturgis, SD, for the mother of all motorcycle events, the Sturgis Rally. This years happens to be a milestone in the Sturgis Rally as they are celebrating the 75th year of this event and the projections are that as many as 1 million riders will visit Sturgis for the rally this year. So how does a city that has a normal population of 6000 people accommodate a crowd of 1 million over a couple of weeks? That will be the story told by our friends that will be there for this historic event.

It has been a real joy to see these posts on Facebook, and also a bit of angst, wondering if I made the right decision to not go this year. But I have had plenty of good times on the roads, and now I am going to ride along with you. For those of you that are on the road and posting photos, I want to thank you for making this a fun time for me as I see the trip through your eyes. For those of you that are about to leave, please post photos and commentary so I can see what I will be missing.

The last time I was in Sturgis for the rally was in 2011, when there was only an estimated 415,000 people there. The Sturgis Rally has been in a steady decline since 2003 when there were 605,000 people there, with 390,000 estimated to be there in 2014. But I think that is all about to change this year. There are many that like the concerts, parties, etc., but for me, the Black Hills area riding is really fantastic to say the least. The scenery is absolutely gorgeous and the roads are entertaining to ride on a motorcycle. Custer Park, Needles Hwy. the pigtails, the tunnels, Mt. Rushmore and it goes on and on. It is truly a motorcycle nirvana for riding, second to none, which is why some make this an annual trip.

But most of all, everyone please ride safe. There is no hurry, Sturgis will still be there when you get there. And be extra careful as I’m sure the roads will crowded and there will be a lot of inexperienced riders there this year. Blessings to all for a safe ride and have the time of your life. The journey is incredible and The Black Hills are a magical experience on a motorcycle. Take photos and share along the way. I will be watching and thinking of you. Wish I was riding along!

When we left Sturgis in 2011, we talked about going for the 75th, but I have to admit, after experiencing the backups trying to get into Sturgis from either Rapid City or Deadwood in 2006 when there was almost 500,000 riders there, I will admit to getting a little scared thinking about what it would be like with double that amount trying to do the same. Not to mention the amount of bikes that will be in the park or on Needles Hwy, so with that in mind, we decided to not do it this year.

It seemed like a good idea at the time,

So how does a rally that started in the small town of Sturgis, SD not only stand the test of time, but become the holy grail of motorcycle rallies? Here is a little history gleaned from Wikipedia and How Stuff Works that will give us and idea of how it all started and developed.

In Sturgis, S.D., on August 14, 1938, a group of nine men raced their motorcycles with a small group of people watching. The bikers were known as the

An event that started out as a small group of racers has turned into the largest motorcycle gathering in the world. All types of motorcycles are represented at the rally as well as all different types of people. In 1960 the attendance of the rally topped only 800 people and in 1970 that number grew to 2,000. The Rally mentions in its official guidebook that after 1970 the attendance of the weeklong event grew exponentially. In the year 2000 about 550,000 people attended the rally. Of course, Daytona Beach, Fla., is infamous for its Bike Week event, but one of the things that makes the attendance of the Sturgis Motorcycle Rally so exceptional is that the city of Sturgis normally only has a population of about 6,000 people. In addition to the city of Sturgis' small population, the entire state of South Dakota nearly doubles its population when the rally bikers show up each year.

If you are staying at home like me, there are some Sturgis Cams that you watch throughout the day. Here is a link to a good site. http://rapidcityjournal.com/webcams/stur gis-street/

Here is a link to all things Sturgis: http://www.sturgismotorcyclerally.com/

For those of you that are making history riding to Sturgis. Blessings of safe travel to all! Wish I was going with you!

Hello I’m J.R I joined ABATE of Indiana Region 2 in 1991 and have been an active member of the Phoenix/Shadow Mountain ABATE Chapter since moving to Arizona in 1996. I have held several different positions at the chapter and state level. I was recently asked to take the state safety officer's position until the new safety officer can be elected, Thank you Jim Silk for stepping up to the plate and

Owning a motorcycle is a privilege. With this privilege comes a lot of responsibility. We all owe it to ourselves and our bike riding brethren to be smart about how we ride. Indiana had ABATE run motorcycle safety classes available to every level of rider. We are fortunate that the same applies to Arizona though several different groups, we always list them in this publication every month or just google “motorcycle rider safety courses”, they are available all over Arizona. And a few time a year AMSAF offers scholarships to help defray the cost we try to post scholarship opportunity’s on the ABATE of Arizona Facebook pages or you can

check the amsaf.org website. Please take a course no matter how long or short of time you have been riding.

I urge each and every one of you to be a responsible, educated rider. With the melting pot of people from every corner of the world here in our state at various times of the year, it is our duty to take care of ourselves and our brothers and sisters who ride through education and safety training. Be safe and ride responsibly. Don’t forget to drink water before you ride it’s going to be super-hot for the next few months “Hydrate or Die”.

There are 183,000 registered motorcycle in Arizona, I hope we can get some new faces to get involved, I love all our hard working volunteers but we need new blood, someone please step up and run for state safety officer. Later J.R.

At the Sturgis Rally

MASTERLINK SEPTEMBER 2015

Abate state treasurer Jim Silk and member Joe Silk in Sturgis at the 75th annual rally.

Riding in California is Now Considered a Threat? Paramilitary policing is a reality in California.

The largest state police organization in the country openly describes themselves as a paramilitary organization. The California Highway Patrol Cadet page states, “The California Highway Patrol is often described as a “paramilitary” department, and that is true. The uniforms, ranks and insignias, chain of command, and the long-standing traditions resemble a military organization.” There is zero dispute than California law enforcement is highly militarized.

Case Study: Paso Robles California

Date: June 19th, 2015

On June 19th, in Paso Robles, California, officers from departments all throughout the county surrounded the police station as a precautionary measure because the Vagos motorcycle club was expected to “ride through town.” Streets were closed with barricades between and around the

Bikers Met by Paramilitary Forces

police department. The Vagos motorcycle club, authorities argued, has been known to have a particular distaste for the police. If “distaste for the police” is the criteria law enforcement uses to justify massive militarized responses, no one in America is safe.

AgenciMultiple-agencies-600x450es in attendance included the Atascadero Police Department, Arroyo Grande Police Department, Grover Beach Police Department, San Luis Obispo County Probation Department, California Highway Patrol and the San Luis Obispo Police Department.

In light of the recent shootout in Waco Texas, the backup support was brought in. On June 19th, there were officers stationed around the station wearing bulletproof vests, acting as potential, “bullet bouncers,” according to a San Luis officer interviewed by the Paso Robles Daily News.

The operation defies logic. A massive, multi-agency militarized task force based on no specific threat or report of a threat?

A massive multi-agency military-style operation to fortify the police station and City Hall based on nothing but stereotype and fear. In fact, citizens reported in calls and emails that “they’d never seen anything like it. Some of them felt unnerved and unsafe.” When challenged to justify the operation, the Paso Robles Chief of Police Robert Burton said his department upped enforcement “to help protect the community against a documented gang organization and be prepared in case violence broke out.”

No particularized threat. No reasonable suspicion. No probable cause to believe that a violent crime was occurring, or was about to occur. Promoting mass fear based on unrelated incidents that have zero to do with Paso Robles. In fact, the opposite was true and this fact is acknowledged by authorities.

Police acknowledge that there was no specific threat or danger. No threats against police. Police admit that they have never had any problems with the Vagos or any motorcycle clubs in Paso

Robles. Nothing but unrelated tragedies used to promote fear in order to justify a militarized response to a non-emergency situation.

Imagine the amount of resources involved in an operation of this scope. The overtime. The equipment. The planning. A gross mismanagement and expenditure of public resources based on zero actual threat. The only measurable result was to further instill fear in average citizens watching the American police state in action and the unconscionable waste of precious public dollars. This should disgust and infuriate every American. Citizens must unite in the grassroots effort to end militarized policing in America by proposing and supporting policies and legislation designed to reverse militarized law enforcement. We must get active.

We need solutions that limit the circumstances in which SWAT or other paramilitary teams are deployed and solutions that

MASTERLINK SEPTEMBER 2015

Hello again friends,

Hello again, this month there is sad news. Muskrat passed away and left a hole in the SMRO community. He dedicated many years to fighting for motorcyclist’s rights and will be missed. I also lost a good friend who was killed en route to Sturgis. A sudden rain storm and a tight curve in the road caught a group of ALMA MC riders by surprise. Two bikes went down and Terre flew into a guard rail, then the bike they were on landed on her. The brand new full face helmet she was wearing didn’t get scratched. We went to Superior to say our last farewell and put her in her final resting place. This is a dangerous lifestyle we have chosen, we all know the risks are very high, but the rewards are incredible. We live and breathe freedom. We surround ourselves with people who we trust with our lives because our lives are on the line every time we ride. I get tired of going to funerals and life celebrations.

Thoughts from JohnnyD

ALMA MC and Phoenix 81 just had a party to celebrate the repeal of the handlebar height limit in Arizona. We had a lot of fun, there were prizes for the two highest sets of bars. There will not be anymore tickets or traffic stops for ape hangers, it is no longer reasonable cause to pull us over. There are a few laws on the books we want to eliminate and we are working with Karen Fann to create a bill that will do that. Things like noise limits for exhaust pipes and a few others that are stupid relics of a past era. Our goal is to stop allowing law enforcement officers to use arbitrary judgment for harassment. Part of this new bill will be legalizing of lane filtering. With any luck we will make Arizona the second state to allow this practice. The recent record heat is one major factor we will use to convince the Legislature that this is needed. I just hope that if we pass this we don’t start seeing riders speeding through traffic, reckless driving laws will still apply. If we have a number of collisions and fatalities we can expect any progress we achieve to be rolled back quickly.

Friday, August 14, the temperature in Phoenix set a new record-117°. The previous record was 113° in 2012. The preceding days were very hot, high heat warnings were announced. Some friends were suffering ill effects from being over-

heated. It is dangerous out there and I hope everyone takes precautions to avoid succumbing to high temperatures. In a couple of months the reason we love living here will return. The cool months from late October through early June. This is the best time of year in the southwest. We tell our friends and family in the cold climates that no one sells snow shovels in Phoenix, that when we hear blizzard we think of Dairy Queen. We watch winter on television when we’re not riding in the sunshine. If this article seems to be all over the place it is because there are a number of things afoot that are on my mind but I can’t talk about. Works in progress not yet ready to be revealed. And there is really not much happening that is important. The Waco autopsies were released and the deaths were caused by “small and medium caliber weapons”. M-4s fire small caliber bullets. There were police carrying P90s that fire medium caliber weapons. None of the gunshots were from close range, putting the lie to police allegations of bikers executing other bikers from a few feet away. Some of the bullets entered the bodies from above. This would indicate that the victims were either falling or diving for cover. As we know it is impossible to fire a gun into the air and hit someone in the head on the downward trajectory on purpose. The

PAGE 11 actual caliber of the bullets will not be released yet. The types of shell casings littering the area will not be released yet. The preliminary hearings are being delayed. The grand jury empanelled with a Waco PD detective as foreman is in the process of indicting the 177 arrestees. The scenario seems to include having the defendants take a plea agreement to avoid a costly trial defense. They were already nearly or completely bankrupted by the arrest, incarceration, and onerous bail requirements. Many lost jobs, homes, vehicles, savings, one even had a child taken away on the eve of finalizing an adoption. The police don’t do this to rich people. When bankers swindle people out of their homes or savings they end up paying fines that generally amount to a small percentage of what they stole. None of them ever go to jail for their crimes. Be careful out there friends, I want to see you at fun events, riding free, loving the wind. reinforce the distinct differences between a militarized and tactical mindset and community policing. High powered tactical units should be reserved for the rare emergencies where there is probable cause to believe that there is a violent

crime occurring, or there is an imminent threat that it will occur without police intervention. (See: How To Prevent Another Militarized Police Massacre)

It is imperative that we strive for a society

in which we do not look for a police officer and instead see a soldier.

Harley-Davidson Recalls 185K Cycles for Saddlebag Issue

Riders of some Harley-Davidson touring bikes should be wary about what they carry in their saddlebags until a newly announced recall is addressed. The motorcycle company is issuing a campaign affecting 185,272 examples of its 2014 and 2015 products, including the Road King, Street Glide (pictured above), Electra Glide, and many other models (full list below). On the affected cycles, the hardware holding on the bags might not secure them properly, and this can lead to the storage areas falling off while riding.

According to the documents submitted to the National Highway Traffic Safety Administration (as a PDF), the specific problem is that a spring wire in the saddlebag-mounting receptacle may not maintain adequate tension. Harley started investigating the issue in January following an increase in warranty claims. Engineers finally diagnosed the problem in June, and a recall was decided.

Affected owners will be notified by Harley to have the saddlebag mounting receptacles replaced with updated parts. According to the NHTSA documents, the campaign to fix this problem will begin in July 27. Bikes built after May 26 already have the improved component. American Motorcyclist Association Opposes EPA's Ethanol Plan

Poll shows voters want federal laws reformed

PICKERINGTON, Ohio -- The American Motorcyclist Association delivered 29,379 signatures to the U.S. Environmental Protection Agency today, along with a stern message in opposition to the agency's proposal to increase the amount of ethanol in the nation's fuel.

"The Renewable Fuel Standard proposal announced on May 29 by the U.S. Environmental Protection Agency would increase the risk of inadvertent misfueling for motorcyclists and all-terrain-vehicle owners by forcing the widespread availability of higher-ethanol fuel blends, such as E15," said Wayne Allard, AMA vice president for government relations.

The EPA proposed setting the Renewable Fuel Standard for 2014 at the levels that were actually produced and used, which totaled 15.93 billion gallons. But for 2015, the standard rises to 16.3 billion gallons. And for 2016, the total increases again, to 17.4 billion gallons.

"By increasing the amounts of ethanol into America's gasoline marketplace, the EPA will force the fuel marketplace to exceed the blend wall by hundreds of millions of gallons," Allard said. The blend wall is the point at which no more ethanol can be blended without creating higher blends like E15 and above. "By forcing higher-ethanol fuel blends

into the marketplace, the E10 most Americans currently rely on for their vehicles could become less available and gasoline with no ethanol may become virtually unavailable," Allard said.

None of the estimated 22 million motorcycles and all-terrain vehicles currently in use in the United States are certified by the EPA to use fuels containing more than 10 percent ethanol. Inadvertent misfueling may cause engine or fuel system damage and void the manufacturer's warranty. During the EPA's comment period on the proposed rule, the AMA collected signatures on an online petition opposing the higher ethanol mandate and asking the EPA to lower, rather than increase, the standard.

The comment period ended today. And the AMA forwarded those signatures, along with its comments, to the EPA. The EPA intends to take final action on this proposal by Nov. 30, which would return the agency to the program's statutory timeline for issuing RFS annual rules.

In addition to its comments to the EPA, the AMA unveiled the results of a poll conducted by Lake Research Partners and Bellwether Research & Consulting that shows Americans are divided on the issue of growing crops for fuel. The poll, which surveyed 1,000 likely 2016 voters, showed that 45 percent of those polled said they oppose the federal mandates that require increasing amounts

of corn ethanol in our nation's fuel supply. Just 31 percent favored the mandate. After learning about the potential engine and fuel system damage caused by ethanol, 78 percent of respondents said they had "very serious concerns" about E15 use. The poll also showed that 67 percent of

Washington Weekly Updates July 24, 2015 From Jeff Hennie Motorcycle Riders Foundation, Vice President Government Relations and Public Affairs Senate Highway Bill Would End Motorcycle-Only Checkpoints

This week the Senate Commerce Science Transportation Committee passed a sixyear highway bill. The bill, slated to go to the Senate floor next week, was voted out of committee by a party line vote of 13-11. The best part is that the language to end federal funding of motorcycle-only roadside checkpoints is in the bill, and it’s because of the joint work of the Motorcycle Riders Foundation membership and of state motorcycle rights organizations that the language is included. This issue was the number-one priority at this year’s “Bikers Inside the Beltway,” and the hard work has paid off. The Motorcycle Riders Foundation and I personally thank every one who attended “Bikers Inside the Beltway,” made a separate lobby trip, or contacted their elected officials in one way or another about this important issue to the motorcyclists of this country. The specific language reads: SEC. 4121. SHORT TITLE.

This part may be cited as the ``Stop Motorcycle Checkpoint Funding Act''. SEC. 4122. GRANT RESTRICTION.

Notwithstanding section 153 of title 23, United States Code, the Secretary may not provide a grant or any funds to a State, county, town, township, Indian tribe, municipality, or other local government that may be used for any program—

(1) to check helmet usage; or (2) to create checkpoints that specifically target motorcycle operators or motorcycle passengers.

It’s terrific that the Senate is working towards a long term, six-year highway bill, but the funding portion of the bill remains stymied. With over $90 billion left to come up with, progress has been slow. The

people favor the agency setting ethanol volumes below what is currently required by law, with 68 percent of Democrats and 71 percent of Republicans supporting volumes lower than the statute. "We commissioned this poll to better quantify and qualify the reactions Americans have toward the U.S.

Environmental Protection Agency's continuing effort to mandate more ethanol in our fuel each year," Allard said. "The results prove that, just like our members, rank and file Americans have serious concerns about the damaging and farreaching effects of excessive ethanol production and that they support efforts to reign in this misdirected federal policy."

obvious solution of a small increase in the road user fee, or of gas tax, has been a non-starter for most members of Congress. The House of Representatives has yet to unveil its intentions for a long-term bill. Current funding expires at the end of July, and with no real solutions, another extension is imminent. House Ways and Means Chairman, Paul Ryan (R-WI) has vowed to fund a long-term bill but has yet to announce any formal plans to do so.

enacted, Congress would have to find additional revenue sometime before October 2018 for the final three years.

Senate Passes Highway Bill July 31, 2015

This week saw the most movement on the Highway bill in years. The good news is that the Senate passed a six-year bill with a solid bipartisan majority. The bad news is that, while Congress has been working for six years to get a long-term bill, they opted to instead pass another short-term extension. This is the 34th extension over the past six years, with funding remaining flat or decreasing for some programs. The problem with short-term extensions is that they give no confidence for State and Local governments to plan on the longterm Federal money that they have been promised for construction projects such as roads or bridges – that’s why so many of them are in such poor condition and are labeled structurally deficient.

=========================

The United States Senate passed a robust, six-year highway bill as well as a threemonth extension to current funding, reports the Motorcycle Riders Foundation (MRF). With a healthy bi-partisan majority of the Senate supporting the bill, the DRIVE act or Developing a Reliable and Innovative Vision for the Economy act, was passed off the floor by a vote of 6534. The legislation includes language that would end the federal funding of motorcycle-only roadside checkpoints as well as defining autocycles as their own class of vehicle.

The bill now moves on to the House of Representatives where it will receive attention in the fall. The Senate also passed a three-month extension to the current funding of transportation programs. That extension runs out just before Halloween, so the House is likely going to act before then.

Bill managers, Environment and Public Works Committee Chairman Jim Inhofe (R-OK) and Ranking Member Barbara Boxer (D-CA) worked together to create the bipartisan majority needed to pass the bill, with approximately three quarters of the Republicans and slightly more than half of the Democrats (including Democrat-leaning Independents) voting in favor of it.

The funding portion of the bill, however, remains a stumbling block. As of now, the bill contains revenue offsets to fund its first three years from 2016 thru 2018. If

The MRF will keep you updated on this issue. ============================ Washington Weekly Updates July 31, 2015

Federal Highway Bill Progress

More good news: the Senate bill has language to end the Federal funding of roadside motorcycle-only checkpoints, includes some language to define autocycles, and includes federal funding for motorcycle safety. We also had an amendment in the Senate, filed by Senator Ron Johnson (RWI), which would have reinstated a federal motorcyclists advisory council to the Secretary of Transportation. Due to timing constraints, no amendments from the Senate were able to be offered; instead any amendments will have to happen in the House. In a perfect world, the House of Representatives would take up the Senate bill, amend it, then form a conference committee to iron out the differences between the House and Senate, pass that bill through both chambers and send it to President Obama for signature, all before the latest short-term patch expires on October 29th. So, will we have either a treat for Halloween or a trick. I’m betting on the latter, but lets hope I am wrong. I hope everyone that is at Sturgis is having

a great summer vacation!

Washington Weekly Updates August 7, 2015 From Jeff Hennie Motorcycle Riders Foundation, Vice President Government Relations and Public Affairs Summertime Slowdown

With the House having recessed for the month of August and the Senate sticking around to debate the issue de jour – defunding Planned Parenthood – Congress was only operating at half speed this week. For the most part, this week was spent greasing the wheels for the fall when the House takes up the Highway bill. It is unclear what the House will do at this point. One outcome (and the most unlikely of all) is that the House simply takes up the Senate bill and passes as is. A more realistic outcome is that the House will hem and haw until the deadline puts some real pressure on them to pass a bill. Current funding now expires October 29th, and I would venture to guess that we most likely see the water began to boil on this bill sometime around the beginning of October. The different transportation coalitions with which the Motorcycle Riders Foundation work are circling the wagons and getting on the same page to force the House to act once and for all. Recess in DC

It’s Recess, the most wonderful time of the year in Washington DC! All of your elected officials are back in their home districts to campaign and hold town hall meetings. I don't want to tell you how to spend your summer, but you should take a few hours of it and go to a town hall meeting, especially with your Representatives. Tell them to get to work on passing a highway bill – they need to be reminded, badly. You can find out their schedules from their websites or by simply calling a home district office. And a note:

There will be no wrap up next week, as I will be out on family summer vacation.

Working Sturgis on the 75th Anniversary A Special Event Devoted to Veterans with a Power Sport Passion by Jeffery Najar

Killer, cool, world class, maestros, metal artists… any adjective you can come up with, these builders from the Motorcycles as Art™ exhibit delivered… They’re unbelievably talented.

The Buffalo Chip hosted The Flying Piston charity breakfast on Sunday, Aug. 2nd in the tent next to Michael Lichter’s annual Motorcycles as Art display themed Naked Truth this year. Each bike was built without paint and showcased the fabrication ability of each builder. Attendees of the breakfast met the builders and got to see the motorcycles before the public. The proceeds from the breakfast assisted Veterans returning into the workforce, with a passion for the Powersports industry.

Lichter is a cool cat. For him, it all started back in the ‘80s with his work with Easyriders Magazine. (Bandit has stories working with Lichter in his Easyriders days but no amount of Jack Daniels has, to date, loosened his lips.) His continuing contributions have earned him international recognition. He’s credited with 10 books on motorcycling, more than 1,200 magazine articles, numerous calendars, advertisements, posters and other printed materials.

I wanted to produce a charity event for years and now, in 2015, everything fell into place. And having it linked to Michael’s event was icing on the cake. That's not to say we didn’t face challenges, we did, but it was worth every effort. Our food was sourced from Costco, so after the breakfast was over a number of the guys went out for breakfast.

Marilyn Stemp of Iron Trader News put in the multiple hours sourcing the silent auction items from outstanding companies including Avon Tyres, Spl Ops Vest from 5-Ball Leathers, The Leatherworks Solo Bag, Bell Helmet, Kicker Audio, Fab Kevin, HelmetLok, original art from Darren McKeag and Chris Callen, Revere Seats, Corbin Seats, H-D Footwear Boots, Cruisin’ Goods and Shirts from Dalton Walker of Split Image Kustoms. Atomic Bob shipped original artwork, but it got lost in the mail. “Uncle Sam please return to sender.”

News from the Net

Lichter’s event replaced the AMD World Championship as the only place in the United States to see the ultimate expression of human creative skill and imagination in quantity. Thirty custom builders created incredibly beautiful motorcycles with precise feats of mechanical engineering.

The 75th holding of the Sturgis motorcycle rally all started with one man who had a love of motorcycles, racing and, well, money. In 1936, John Clarence “Pappy” Hoel hatched the plan to sell and race motorcycles and put some cha-ching in his pocket.

Pappy purchased an Indian Motorcycle dealership because technology had leapfrogged his ice business when homes went Frigidaire. A smart, intrepid man, Hoel wanted to host races that would satisfy his love of cycles and racing, and spur the growth of his Indian dealership.

It was in 1936 that Hoel and crew founded the Jackpine Gypsies, a motorcycle club that joined with other area cycle clubs to launch the Black Hills Motor Classic.

The two-day event hosted about 150 people and attracted nine riders. So, in this context, The Flying Piston charity breakfast beat the attendance of the 1st Black Hills Motor Classic by a significant number. I could tell you how much more we did but the coffee stains smudged the ink on the sign-up sheet… and this is another issue we need to clean up for next year.

In Sturgis you try to enjoy yourself but not enough to peak the curiosity of the “man," if you do, bad things can happen. Like Friday, July 31st, around 7:30pm, a Meade County Deputy was traveling on Highway 79, when 69-year-old biker Francis Finley of Newport, Minnesota was allegedly going 52 in a 35. The deputy attempted a U-turn and collided with the front wheel and fender of the motorcycle. Fortunately Finley only sustained non-life threatening injuries.

The rally isn’t about racing anymore even though the AMA sanctioned flat track race kicked off in Rapid City on Tuesday night. All the big guns showed up with Jared Mees taking his first win of the season. Mees shot off the line like a rocket, came out of Turn 2 of the first lap with a lead, and never looked back on his way to a wire-to-wire victory in the Black Hills Half Mile. If you haven’t seen a flat track race, you owe it to yourself to get to one. They are very cool and the riders are accessible. And if you are in position to

MASTERLINK SEPTEMBER 2015

sponsor a team, sponsorship is dirt cheap.

The rally is really a 3-ring circus with wild adventures wherever your 2-wheels take you. Check out Bandit’s Ride to Sturgis here. It’s also a place to find and locate just about anything for your motorcycle. And the biggest show under one roof to maintain and customize your scooter is the Black Hills Harley-Davidson dealership in Rapid City, SD. The temporary outdoor mall features more than 120 vendors filling 40 acres of asphalt and offering everything from metal engraving to S&S HI-PO kits.

After Tuesday I had to hit the bricks and headed to Denver. I stopped in Cheyenne, Wyoming at a Starbucks for a conference call. There I saw a guy with reflective aviator glasses, cowboy hat, assault rifle and an automatic clipped to his hip. He

reminded me of the nerd boys from High School only this guy has a gun fetish. Also, no one at Starbucks was alarmed, so I’m thinking these guys are just doing their thing in Wyoming.

A couple of hours later I continued my trek to Colorado. I’m researching the cannabis edible business for a client and had a meeting with an organization that is vertically integrated. They’re putting the entire process from growing, extraction, manufacturing and distribution under one roof. It’s an interesting model as a business can lease a grow room, take advantage of the infrastructure, and be in business overnight. Edibles are a growth business as many recreational users prefer to eat rather than smoke. And since you are ingesting instead of inhaling, it takes longer to activate and stays effective for a longer period of time.

MASTERLINK SEPTEMBER 2015 I toured their $750,000 state-of-the-art growing facility that is coming online in the 4th quarter of the year. This is an interesting time because of the quasi legality as well as the number of draconian restrictions. It’s the wild, wild West.

While I was in town, I met up with Roy Martin of Roy Toys Customs. When he is not working on his custom bikes for the upcoming 2015 Harley-Davidson Museum® Pro Invitational Custom Bike Show, he is taking care of business as a motor cop in Glendale, CO., on the south side of Denver. He regaled me with cop stories about Broncos whooping it up at the strip clubs that the Mayor’s wife owns. When they step out of line, he’ll threaten them with a call to their coach. And Roy said that this has defused the situation and worked every time. Roy also caught a player public urinating. He started with the Saturday Night Live routine of “Really?” Which gave me a laugh until he told me you can push that offense to a sexual offender and it would follow up for the rest of your life… it made my a-hole pucker just a little thinking about it.

Roy has 3 custom builds going. The one that I’m jazzed about is the custom bagger that features a 30 inch “7 Sins” wheel from Ridewright Wheels. The wheel is billet and powder coated black-on-black, which really makes a statement. I’m looking forward to seeing it at the HarleyDavidson Museum® Pro Invitational show. I got a kick out of visiting with the family because everyone is an “A” type personality with a good heart. Roy has inoculated the entire family with his passion so everyone supports his motorcycle endeavors in some form or fashion. While poking around Roy’s shop I came across a CCI Sporty gas tank that was painted up by Gunslinger Custom Paint and I thought that this would be a perfect complement to a project I’m doing for the Suit, Kathy Russel. Russel is a Motorcycle Lawyer who has done work for me with SS Trike, Aeromach Mfg. and a host of others. After some dickering, I came away with a sweetheart of a deal. The project that I am working on for the Suit is a Sporty with a Bill Dodge front end and EMD cases. Updates on the project will be running on Bikernet.com very soon. ===========================

Birthplace of 1st Indian Motorcycle

News from the Net (continued)

Found On Wesleyan Property (Connecticut)

As the 10th annual Motorcycle Mania approaches for Middletown, a local man is spearheading the effort to erect a monument to mark the true birthplace of the first Indian motorcycle.

Solving a mystery that has eluded even the experts, Chris Hinze of Middletown discovered that the factory where the Indian Motorcycle prototype was made was on a now-closed section of Hamlin Street on property belonging to Wesleyan University.

“This town has history. We really need to take it and embrace it,” Hinze said.

It was originally believed that the factory was located at 56 Hamlin St. in the building that used to house Wesleyan’s physical plant. However, as Hinze started looking into maps, photos and records at Russell Library and City Hall, he discovered that address was incorrect.

============================ 75th Sturgis Rally By The Numbers

Well, there will be many numbers thrown at you on the subject, so take it all with a grain of salt. What really matters if you were there, is the fact that you made the best of your experience, right?

South Dakota transportation officials say the number of vehicles that entered the city of Sturgis for the 75th annual motorcycle rally was the highest for the event since 2005. The Transportation Department count shows that about 511,000 vehicles were in and around Sturgis from Aug. 4-10, about a 31 percent increase last year. The record number of vehicles recorded since the state began keeping totals was more than 604,000 in 2000. ===========================

Coyote, Talented Cartoonist and Biker Dies

It is with a heavy heart that we report the passing of French cartoonist Coyote. An avid biker and a beautiful human being, Coyote reportedly died on Sunday of a heart attack at age 53. Coyote rose to fame in the 90’s as an illustrator for French motorcycle magazine Freeway. He was famous for inserting outrageous characters over the featured bikes on the magazine’s cover. Coyote’s work went further as he published the adventures of Mammouth & Piston, a cantankerous old-

school biker and his pet rat. Later on, he penned a series of book called Litteul Kévin (Little Kevin as pronounced in French).

Coyote dreamed of having his work published in Easyriders Magazine. Back when I was working there, I was lucky enough to help facilitate it. He was offered to illustrated a piece of fiction and was ecstatic. He felt as he had arrived, even though he was already a popular and accomplished artist. Ride easy, Coyote!

Harley-Davidson issued a saddlebag recall last week on all 2014-2015 Project Rushmore Saddlebags. The recall stated that the saddlebag mounting receptacle part no. 10900009 on some 2014 and 2015 Touring motorcycles may not adequately secure the saddlebag to the motorcycle during use.

Owners of the affected motorcycles are being asked to seek assistance from their local Harley-Davidson dealer to confirm that the motorcycle is covered by the recall. If covered, an updated receptacle will be installed free of charge. However, Harley-Davidson also says that some product campaigns may have expired, and you may to have to pay for the service.Reda Innovations Saddlebag LockRecall or no recall, riders have the option to replace all standard HarleyDavidson Touring saddlebag clips with Reda Innovations saddlebag locks for added safety and security. Install these locks with a simple five-minute installation and prevent your bags from falling off during travel or from being stolen. As long as your saddlebag lids are locked, you won’t ever have to worry about losing your saddlebags.

PAGE 15 ============================= Victory Motorcycles Unveils The Empulse TT Electric Bike

Victory Motorcycles has just introduced the 2016 Empulse TT, the first all-electric addition to the Victory lineup. A fully electric, street-legal sport bike, the Empulse TT is as capable of carving tight lines on twisting roads as it is powering the daily commute, according to the company. The Empulse TT features a sport bike-style aluminum beam-frame, an adjustable suspension, and aggressive Brembo brakes. Combining advanced technology and stylish design to a torquey motor, this new motorcycle strives to deliver superior performance, zero-emission output.

“We have always been known for great handling and power, so the Empulse TT is an ideal fit in the expanding Victory lineup,” said Motorcycle Product Director Gary Gray. “The Empulse TT was developed primarily as an electric motorcycle delivering a sporty ride,” said Victory Electric Product Manager Joshua Katt, “but with dual ride modes – ECO and SPORT – to choose from, and the addition of a gearbox, the Empulse TT is a versatile motorcycle that can be used for impressively sporty riding or as a casual commuter.” The key features that allow Empulse TT to deliver a sporty riding experience include: a fully adjustable suspension featuring a single rear shock and inverted front forks; dual-disk front brakes that deliver confidence-inspiring high-performance stopping power; lightweight new cast aluminum wheels; the greatest lean angle in the electric class; and a sportbike-style riding position. Steve Menneto, VP Motorcycles, said Victory Motorcycles is committed to expanding brand awareness and sales globally, and the Empulse TT will allow the brand to reach more markets. “This is a company that does not fear technology and progressive products, and we want to be strong in the electric motorcycle segment,” he said.

The Empulse TT shares some DNA with the original Brammo Empulse R motorcycle. Victory has been working with Brammo since 2011, but in January 2015 Victory’s parent company, Polaris Industries, acquired Brammo’s motorcycle assets. Since then, Victory engineers worked with the Brammo product team to achieve improvements in battery capacity, display function, and handling.
