Founded on the merit shop philosophy in 1980, the Pelican Chapter helps our members develop people, win work and deliver that work safely, ethically, profitably, and for the betterment of the communities in which we work.

LOOKING FORWARD TO 2022 by: shawn worsham, worley
As 2021 ends and 2022 begins, I find myself reflecting on the events of 2021 and wondering what 2022 will bring. With every new year I am refreshed with the optimism of what the future holds and this year is no different, despite natural concerns. The challenges related to the COVID-19 pandemic continue to significantly impact our lives as well as our communities, our state, our country, and the world. While at times these challenges have undoubtedly been difficult and perhaps even overwhelming, I am lifted by what we have achieved and have been able to overcome. We were able to move into a sense of normalcy even though it might be slightly different than PreCOVID. Construction continued to be an essential service. Many companies still had work-from-home employees, but most continued the transition back to their offices under the correct safety protocols. As an association we were able to have social events and face-to-face training resumed with over 2000 individuals receiving training. The desire to be dealt with fairly in life and in professional pursuits remains a cornerstone for many individuals and for this association. Trust, honesty, integrity and a sense of fair play are not antiquated beliefs. They are the bedrock of well-regulated communities, associations and business pursuits. Not everything old is obsolete and not everything new is better. They say that change is the only constant. As such we must evolve with the times or be left behind, but we should never lose site of our fundamental beliefs and core values.

With your help I have no doubt that our best days are ahead, but we must continue working side by side with our members to: • Ensure this industry continues its essential work during the national health crisis. • Advance the cause of open and fair competition. • Create invaluable and innovative opportunities for our members to connect and sustain strong business relationships. • Develop and educate the next generation of craft professionals. • Prioritize the safety and health of our member companies most valuable assets, their workforce.
With all the promise of what the future may hold we still have significant political challenges that could impact business and our association. The renewed emphasis on Labor Agreements that would benefit one group over another is contrary to our most basis tenant of free enterprise. Changes made to the National Labor Board will continue to have impacts that will take resources to fight. Other issues like the vaccine mandate, supply chain disruptions, labor shortages, and inflation will continue to impact businesses in 2022. These issues and others will shape and influence the 2022 mid-term elections As we reflect and look to the future, I wanted to

ABC PELICAN DODGEBALL TOURNAMENT BY: MACIE MORGAN, COMMUNICATIONS COORDINATOR | NOVEMBER 2021 This year the ABC Pelican Young Professionals hosted their first ever Dodgeball Tournament! This event has been two years in the making and we were finally able to pull it off. It was a day of great company and fierce competition. We had some rookies and a few seasoned vets that served as the tournament’s referrees. Thank you to Wes Mincin (Triad), Trey Crawford (Grady Crawford Construction) and Kenny Freeman (Brown & Root) for coming out to support the next generation of the construction industry. After some intense pool play, the finale came down to two teams, O’Doyle Rules (Doyle Electric) and We Dodge Better (Performance Contractors – Red Team). Three rounds of flying balls, smack talking and dodging in the sand came down to a one-on-one stand-off. Both of these teams fought hard but, in the end, We Dodge Better took home the W and shiny trophy, of course! We can’t forget about the other winners of the day the Average Joes team (PALA) won Best Costume! Thank you to our beverage sponsor: Cory, Tucker & Larrowe, and two court sponsors: Brown & Root and Triad. We are excited to make this an annual event and look forward to next year. SOUTHWEST GOLF TOURNAMENT BY: MACIE MORGAN, COMMUNICATIONS COORDINATOR | NOVEMBER 2021 It was great to be back in Lake Charles for our Southwest Golf Tournament. For the first time in a few years, we were able to host the Southwest Golf Tournament for our Southwest ABC Pelican members. It was a chilly morning, but the spicy Cajun food warmed us up quick! As always, the on course and clubhouse sponsors whipped up some delicious food. Thank you to all our sponsors for making this event a successful one! This year was no exception, 29 projects from 20 different member companies won either an excellence or merit award. The Excellence in Construction (EIC) competition is an elite competition based on project’s quality, innovation, safety and diversity training and more. Congratulations to all of the 2021 EIC winners, we are honored to have you as our member! 2021 ABC Pelican EIC Categories & Winners: GENERAL CONTRACTOR > FEDERAL GOVERNMENT/ MILITARY > LESS THAN $10 MILLION Excellence Award: APC Construction: Washington Headquarters Services OSD 5E 2E Renovations Pentagon Reservation APC Construction completed this design-build lumpsum renovation project for the Federal Government in one of the most secure and active facilities operated by the Federal Government, the Pentagon Reservation. The coordination of staff, subcontractors, vendors and building materials coming and going from this facility in addition to security requirements made for a challenging and rewarding project. 9
TOP PROJECTS OF 2021 CONTINUED GENERAL CONTRACTOR > HEALTH CARE > LESS THAN $10 MILLION Merit Award: Arkel Constructors: Bridge Center for Hope This project consisted of the renovation of an existing building complete with four separate guest units, staff office spaces, a full-service kitchen, MEP systems, generator, metal panel skin, and a new roof membrane. This project was completed within the client’s budget and under the five-month contract duration.
GENERAL CONTRACTOR > INDUSTRIAL > $15 TO $25 MILLION Merit Award: RES Contractors: ACLON Unit Train 5, Honeywell Project RES Contractors was in charge of installing much of the ACLON Train and associated equipment, piping and E&I within the seven-level, pre-engineered metal building. RES worked closely with the engineers and Honeywell to work through issues such as delayed steel and equipment, hurricanes, and COVID-19.
GENERAL CONTRACTOR > INDUSTRIAL > $25 TO $100 MILLION Excellence Award: Performance Contractors: Valero- Burns & MCDonnell C5 Alky Project Performance Contractors was rewarded the mechanical scope of the C5 Alky Project which consisted of the installation of 15 pipe rack modules, 132 pieces of equipment, 783 tons of steel and 50,000 linear feet of pipe. Performance oversaw the setting and installation of the 311-foot-tall Depentanzier Column, which was shipped to the site in two pieces and required an around the clock 16’ diameter weld 166’ feet in the air.
GENERAL CONTRACTOR > INDUSTRIAL > $25 TO $100 MILLION Merit Award: Baker Gulf Coast Industrial: Valero 503 Coker Structure The Baker Gulf Coast Industrial team constructed the coker structure for the DCU-844 project from the ground up, on time and on budget. The team placed 14,725 cubic yards of concrete, erected 652 tons of structural steel and 2,773.52 tons of no. 11 reinforcing steel for a coker pad, sump and platform.

TOP PROJECTS OF 2021 CONTINUED GENERAL CONTRACTOR > INDUSTRIAL > $25 TO $100 MILLION Merit Award: Cajun Industries: Savage Gulf Coast Growth Venture Rail Terminal Project This project scope consisted of deep foundations, site work, underground services, 3,200 cubic yards of concrete, 550 tons of structural steel, 22,000 linear feet of piping, 287 pieces of equipment, 35,000 square feet of buildings, a conveying system, electrical and instrumentation. Cajun worked 240,000 safe man hours, self-performing over 70% of the total man hours for the project. GENERAL CONTRACTOR > COMMERCIAL > $25 TO $100 MILLION Merit Award: EXCEL Contractors: Linde/Praxair H2 SRM Project The Linde-Praxair H2 SRM Project in Sweeny, Texas was the first joint project for the two recently merged industrial gas giants. The new hydrogen facility/steam methane reformer was built to supply the Sweeny Phillips 66 Refinery with 256,000 barrels per day of high-purity oxygen. EXCEL worked closely with Linde-Praxair to sequence the delivery and heavy lifts for 48 process modules shipped from overseas. Along with the setting of the modules, EXCEL was responsible for the erection of 450 tons of steel, 60 pieces of equipment, 35,000 pieces of pipe and 420,000 feet of cable. This project was ranked as the highest performing project in the Linde portfolio with zero recordables and 480,000 manhours. GENERAL CONTRACTOR > INDUSTRIAL > $5 TO $15 MILLION Excellence Award: Beard Construction Group: Project Frigate - DOW Beard’s scope of work was scheduled for approximately six months and included site preparation, concrete demolition, excavation, mass concrete foundations, concrete paving, concrete trenching, sheet pile design and installation, sump construction and limestone paving. Beard totaled 42,650 man hours with zero safety incidents through the duration of the project.
GENERAL CONTRACTOR > INDUSTRIAL > LESS THAN $5 MILLION Excellence Award: Group Industries: Elevated Compressor Deck, Enbridge Pipeline Metering Station Project The metering station’s proximity to the Gulf Coast required that it be elevated by 12 feet to accomodate potential storm surge from a hurricane. GROUP’s task was to construct the entire elevated precast deck system and a connecting ramp for the station. Through every obstacle, GROUP managed each step of the process in order to complete the project on budget and on schedule.
TOP PROJECTS OF 2021 CONTINUED GENERAL CONTRACTOR > INDUSTRIAL > LESS THAN $5 MILLION Merit Award: Performance Contractors: Innophos Evaporator Project During this project, Performance overcame equipment delays and industry labor shortages right in the middle of a global pandemic. Scorching temperatures and high alloy material presented challenges that could not compete with Performance’s project strategy: an “all-hands-on-deck” strategy. GENERAL CONTRACTOR > INFRASTRUCTURE: HEAVY > UP TO $100 MILLION Excellence Award: Moore Industries: LE2 Upgrades to Wilber Road This project consisted of seven and a half miles of asphalt paving, asphalt milling, drainage improvements, reinforced concrete pipe installation, demolition of existing steel cattleguard structures, installation of pre-cast concrete components, roadway striping, signage and seeding. Despite the many weather-related obstacles this project was completed ahead of schedule and with zero safety incidents. GENERAL CONTRACTOR > INFRASTRUCTURE: HEAVY > UP TO $100 MILLION Merit Award: Sealevel Construction: Grand Bayou Flood Control Structure Project Sealevel Construction’s scope of work for this project included: wick drains, earthen levees, steel pipe piles, mechanical dredging, fabrication and installation of jacket receiving structures, sheel piles, a cutoff wall, rip rap placement, and an automated barge. This project was completed ahead of schedule, under budget and with zero safety incidents. GENERAL CONTRACTOR > INFRASTRUCTURE: HEAVY > UP TO $100 MILLION Merit Award: Boh Bros. Construction Co.: Greater New Orleans Expressway Commission Safety Bay Improvements CMAR Project The Greater New Orleans Expressway Commission sought to improve the safety of the 28.38 mile Lake Pontchartrain Causeway Bridges by adding shoulders and emergency pullover areas on both spans. Boh Bros. facilitated concurrent design and construction of 12, 1,008-foot-long pullover lanes comprised of precast components, which were fabricated offsite and subsequently transported and installed from the water. Due to the collaborative efforts to reduce traffic impacts the project was commuter incident free, under budget and ahead of schedule.

TOP PROJECTS OF 2021 CONTINUED GENERAL CONTRACTOR > INSTITUTIONAL > $5 TO $10 MILLION Excellence Award: Mapp: Delgado Community College Advanced Technology Center The Delgado Community College Advanced Technology Center will play a critical role in workforce training and development for the industrial market in the Westbank region of New Orleans. The facility was constructed on a corn field site using sustainable design concepts, energy efficient mechanical and electrical equipment with a focus on reducing the project’s carbon footprint. The overall design of the building fosters innovation and technology using modern materials. GENERAL CONTRACTOR > PRE-ENGINEERED BUILDING > UP TO $100 MILLION Excellence Award: Moore Industries: Entergy Montgomery County Power Station Combined Cycle Project Moore Industries’ scope of work included engineering/design, installation of concrete foundation and HVAC pad, erection of primary and secondary steel, installation of pre-insulated metal wall and roof panels, installation of interior finishes including metal studs, sheetrock, finishing of sheetrock, interior painting, acoustical ceiling, doors, door hardware, VCT flooring, ceramic flooring, millwork, plumbing system, electrical system, redundant HVAC system, access flooring, toilet partitions, toilet accessories, and installation of fire alarms. The job was completed without a single recordable. GENERAL CONTRACTOR > PRE-ENGINEERED BUILDING > UP TO $100 MILLION Merit Award: Moore Industries: DU-308: Chemical Warehouse This project consisted of designing, procuring, and constructing 8,000 square feet of area paving, a 12,000 square foot building foundation, and a 12,000 square foot preengineered metal building. Moore’s scope of work consisted of site work, concrete paving, concrete foundation, site drainage, building erection, electrical systems, interior finishes, and an acid proof trench drain system. The project was completed before the scheduled completion date with zero recordables. SPECIALTY CONTRACTOR > ELECTRICAL > MORE THAN $10 MILLION Excellence Award: Triad Electric & Controls: Shintech Plaquemine CA Plant-3 Project In August 2020, Triad Electric & Controls contracted with Shintech, Inc., the world’s leading manufacturer of polyvinyl chloride resins (PVC), for the electrical and instrumentation construction as part of an expansion in their Plaquemine, Louisiana facility.

TOP PROJECTS OF 2021 CONTINUED SPECIALTY CONTRACTOR > ELECTRICAL: INDUSTRIAL > $2 TO $10 MILLION Excellence Award: Ardent Services, LLC: Corazon Solar Project The Corazon Ranch Solar Farm project required the installation of 660,000 PV solar panel modules across 1,935 acres. Ardent installed the poles and overhead powerlines needed to deliver power from the solar field to the export substation, consisting of seven separate 34.5kV circuits. The pole line portion of the project required 476 poles to deliver lines across 14.6 miles. Ardent self-performed every step of the process using five of its own differ trucks, then running the lines. SPECIALTY CONTRACTOR > ELECTRICAL: INDUSTRIAL > $2 TO $10 MILLION Merit Award: Triad Electric & Controls: MPLX Pit 7 Expansion Project Triad Electric & Controls mobilized in October 2019 for a $2.2 million contract for the electrical and instrumentation construction as part of the MPLX Pit 7 Expansion project in Mt. Airy, Louisiana. Triad successfully completed the project in the spring of 2020 with no OSHA recordables.
SPECIALTY CONTRACTOR > ELECTRICAL: INDUSTRIAL > LESS THAN $2 MILLION Excellence Award: Westgate: IMTT Dock 4 E&I Project Westgate’s job during the IMTT Dock 4 E&I Project was to provide power for the dock 4 motor control centers which consisted of lighting, motors, distributed control system cabinets, fiber optics and emergency shutdown systems. Westgate worked more than 13,000 man-hours with incident.
SPECIALTY CONTRACTOR > SPECIALTY CONSTRUCTION COMMERCIAL > LESS THAN $10 MILLION Excellence Award: Griffin Dewatering: Big Bend Griffin provided installation and maintenance of a wellpoint system around the 2,200 linear-foot perimeter of the construction site for the Big Bend Modernization project. The wellpoint system included three wellpoint pump stations, header pipe, wellpoints and all other appurtenances required to connect the system. The entire system and all needed accessories were manufactured by Griffin Dewatering and all work was self-performed. 15

TOP PROJECTS OF 2021 CONTINUED SPECIALTY CONTRACTOR > SPECIALTY CONSTRUCTION COMMERCIAL > LESS THAN $10 MILLION Merit Award: Cajun Industries: Project Pine - Amazon Cajun mobilized four drilled shaft rigs, one crane and over 20 different pieces of tooling. The contracted scope consisted of nearly 700 drilled belled shafts ranging from 24 inches to 72 inches in diameter and 26 feet to 62 feet in depth. The pile design was unique in that it required 6 feet embedment into the famous Blue Yazoo clay formation. Cajun was able to complete this month ahead of schedule with zero injuries and a flawless OSHA audit.
SPECIALTY CONTRACTOR > SPECIALTY CONSTRUCTION INDUSTRIAL > LESS THAN $10 MILLION Excellence Award: Cajun Industries: Dow Chemical LAO Intake Lines Replacement Cajun was contracted to develop a design build, deep foundations solution to support the replacement of the cooling water intake lines, located in the Mississippi River, at the Dow Chemical facility in Plaquemine, LA. Cajun designed a customized system that would allow the piles to be installed beneath existing overhead lines. Over 975 pieces of helical pile sections were safely installed, by land and by sea, resulting in a total of 41 piles.
SPECIALTY CONTRACTOR > SPECIALTY CONSTRUCTION INDUSTRIAL > LESS THAN $10 MILLION Merit Award: Sealevel Construction: The Acadiana Region Waste Water Improvements Project This project’s scope of work included: mass excavation of waste soil, a ring wall foundation for containment tank, pipe rack and pipe support foundations, wet well installations, underground drainage and force mains, and the installation of a mining hose. Sealevel completed this project on time, under budget and with zero safety incidents.
SPECIALTY CONTRACTOR > SPECIALTY CONSTRUCTION INDUSTRIAL > LESS THAN $10 MILLION Merit Award: Barriere Construction Co.: IMTT St. Rose - Olive Rail Expansion Project Barriere Construction had the largest scope of three specialty contractors hired to support the expansion of the St. Rose terminal storage, transfer facility, and rail capacity to accommodate bulk liquids produced by diamond green diesel at its renewal diesel plant. The scope of work included installing 2,000 linear feet of new rail and associated base and drainage work and installation of a large pipe rack along the rail area. Barriere self-performed 80% of the work ahead of schedule and a cost-critical point for the client. 17
TOP PROJECTS OF 2021 CONTINUED SPECIALTY CONTRACTOR > SPECIALTY CONSTRUCTION INDUSTRIAL > MORE THAN $10 MILLION Merit Award: Moore Industries: ExxonMobil Quality Assurance Laboratory HVAC Modifications The overall success of this project was driven by the project team’s ability to perform overhead HVAC retrofits while in an occupied space an allowed the QAL laboratory to continue their daily workflow, uninterrupted. This project was completed three months ahead of schedule with zero recordable incidents.

The tanks ranged in size from 115 to 230 feet in diameter and 48 to 56 feet tall. Each tank was designed with an external floating roof. PALA was able to complete the work, despite many delays, with 107,262 manhours, 21 months of field duration and zero recordables.

Just when we thought nothing could be worse than 2020, 2021 hits, bringing us rising material costs, workforce shortages and unpredictable fluctuations in construction spending. While we know that these industry challenges will likely remain in 2022, we have high hopes for 2022 at ABC Pelican. Despite the many challenges 2021 brought ABC Pelican was proud to continue serving the Louisiana construction industry. The Baton Rouge and Southwest Training Centers safely educated more than 2,000 craft professionals in 2021, with hopes of helping relieve some of the burden the workforce shortage has placed on our industry. We look forward to celebrating these students and their accomplishments later this year. Safety is the top priority in the construction industry and 2021 proved no different. Fiftyfive member companies participated in STEP, ABC’s world-class safety management system. Each of these member’s commitment to safety increases the industry average of safe jobsites. These fifty-five members were recognized at our 2021 Excellence in Construction and STEP Awards Banquet. SOUTHWEST TRAINING CENTER UPDATE BY: BLAISE THEARD, WORKFORCE DEVELOPMENT SPECIALIST The ABC Pelican Southwest Training Center is looking forward to a great 2022. Training is back in session on campus and across our satellite locations. The start of the year will bring quite a few opportunities to strengthen our high school outreach. The Southwest Training Center has kicked off the new year and our spring 2022 Semester with training beginning on January 10th. Our accelerated training program currently offers AWS welding and NCCER Electrical classes with the students receiving twenty hours of training each week. Our evening craft classes consist of Core, Electrical, Heavy Equipment, Instrumentation, Millwright, Pipefitting and Welding. Students receive six hours of training each week for our evening craft classes. We anticipate students earning more than four hundred credits during the spring 2022 semester for our on-campus training. The Southwest Training Center offers dual-enrollment classes throughout Southwest Louisiana. We are currently training at nine different locations in Acadia, Allen, Beauregard, and Calcasieu Parish. Among the nine locations we have north of one hundred thirty high school students actively training in AWS welding. The students are working towards earning an Industry Based Credential for their high school transcript. An AWS Basic credential is earned by passing an overhead t-joint weld. An AWS Advanced credential is earned by passing an overhead open v-groove weld. Over twenty-five credentials were awarded during the 2020-2021 school year and we are hoping to exceed that number this academic year. In the coming months, the Southwest Training Center will host a few events that will allow us to engage with the next generation of skilled craft professionals. High school students will travel to the Southwest Training Center to participate in the FFA District

Nine Mechanics Competition. Students will be competing in Electrical, Small Engines, and Welding. The FFA Area Three Small Engines and Welding Competition will also take place at the ABC SWTC. These competitions will bring over one hundred students from twelve Parishes directly to our campus. Our yearly Build Your Future event will take place towards the end of March. BYF welcomes over four hundred high school students from across SWLA to experience an interactive career fair. With the support of our members creating interactive demonstrations, the BYF event provides a chance for high school students to engage with industry and learn about the various opportunities the industrial construction industry has to offer. 2022 will be a great year for the SWTC and our industry. More and more individuals are seeking training to become a craft professionals. With our high school outreach and quality hands on training, The Southwest Training Center will continue to produce skilled craftsmen and craftswomen to grow and support our industry needs.

NEW YEAR = NEW CODES, NEW LAWS ON THE HORIZON BY: ASHLEY RODRIGUE, STATE FIRE MARSHAL PUBLIC AFFIARS DIRECTOR
For many, a new year provides the opportunity to be out with the old and in with the new. For the state’s construction industry, 2022 will likely be following that trend on a few fronts. So we at the State Fire Marshal’s (SFM) Office are taking this opportunity to give you some insight into what to keep your eye on this coming year. State law requires the Louisiana State Uniform Construction Code Council (LSUCCC) to review, evaluate, and update the State Uniform Construction Code no later than five years from the date of publication. As such, the council is currently reviewing the 2021 editions of the “I” codes and is planning to begin the promulgation process in June of 2022. An effective date of January 1, 2023, is currently planned; however, there are some unanswered questions at this time regarding the federal “Infrastructure Investment and Jobs Act,” and FEMA requirements, that may affect this and result in an effective date as early as August 2022. The promulgation process for the 2021 editions of the NFPA codes and standards will once again be coordinated with the council’s process as much as possible. These codes are also currently proposed for promulgation in June of 2022 with the effective date of January 1, 2023. A six-month transition period is typically provided for the NFPA codes and standards, allowing the option to comply with either the currently adopted editions or the proposed editions of NFPA. Note that compliance with all provisions of a selected code or standard edition is required. There are some provisions of the Federal “Infrastructure Investment and Jobs Act” that may affect the energy codes as well. There are later editions of this code referenced in the Act that may be related to funding. The Louisiana “Commercial Building Energy Conservation Code” editions are typically updated by law, and not adopted through the rulemaking process as other codes typically are. We will know if a bill will be proposed for adoption prior to the next legislative session. The International Building Code (IBC) review committee of the LSUCCC will also be addressing mass timber construction in February or March in addition to considering ASCE 24 “freeboard requirements” for possible statewide adoption or amendments in March. The ASCE 24 topic will be an important conversation regarding the future source of oversight remaining local or transitioning to a statewide adoption. Some of this conversation may be guided by actions taken during the legislative session. Speaking of the session, the SFM is working with lawmakers to bring several items to the table in the 31
spring. The first comes after having two hurricane seasons with major storms impacting our state that exposed increased carbon monoxide dangers for Louisiana residents. More people using portable generators more frequently in 2020 following multiple storms, coupled with more people having and using home standby generators for a longer period of time following Hurricane Ida in 2021, saw a concerning increase in carbon monoxide poisoning deaths and hospitalizations that require action. While our agency pushed constant generator safety messaging via traditional media and social media and distributed almost 10,000 carbon monoxide alarms into affected areas across both years, the situation is leading to legislation being drafted that could require carbon monoxide (CO) alarms to be installed in all new homes constructed as well as installed as part of existing home sales and leases. And for those of you that use the SFM’s Information Management System (IMS), legislation is being developed to allow a new module to be added that will change the way that life safety and property protection systems are certified and tracked for maintenance. These systems include fire alarms, automatic sprinklers, fire suppression, fire extinguishers, and elevators. The current process consists of paper tags placed on the systems that display the inspection and maintenance dates and the status of the system. These tags will be replaced with “QR” code decals, or “electronic tags”, that allow the data to be uploaded into a database. Basic information regarding the system and the status will be available using any smartphone or QR reader, while additional specific data, maintenance records, and reminders will be available to the responsible parties. Beta testing has been underway for several months now and a slow rollout will begin early this year. As always, any legislation is open for negotiation and debate.
