Long-time homebuilder Richard Plaster has colorful personality, and keen knowledge of the industry

Happy Holidays

By Mike Henle www.mikehenle.com In the world of chance, homebuilder Richard Plaster of Signature Homes has ridden a wave for the past 40 years. Known as someone with an uncanny ability to read the market before his competitors, he has known when to back off during an off-year, while also knowing when to put his foot to the floor full-speed ahead for the good times.

Only problem was that the banking industry wasn’t ready for Richard Plaster, who was known to wear clogs while sporting shoulderlength hair. Without missing a beat, the independent and confident young college graduate shook off the rejection and set his sights on the homebuilding career in Southern Nevada.

Analytic, outspoken and colorful, the 70-yearold Plaster grew up in the 1960s when Vietnam was on the minds of anyone who was a teenager or a young adult. A graduate of the University of California-Berkeley (MBA, Finance and Land Economics), 1969-72; and Stanford University, 1964-69 (psychology), he wrapped up his days as a student and attempted to enter the corporate world of banking.

Never a city that frowns on new visionaries, Las Vegas welcomed Plaster like he was he was one of its own. After getting his start with Ralph Lewis of Lewis Homes, Plaster took to the desert of Southern Nevada like a miner deadset on finding a vein of gold.

dwellings. With little money in his pocket, Plaster started a journey that would eventually lead him to a highly-recognized status in the Southern Nevada business climate.

“He’s one of the best builders Las Vegas has ever seen,” said Dennis Smith, the owner of Homebuilders Research in Southern Nevada. “When you spend time with him, you quickly get the feeling that he’s very intelligent and cerebral. He understands the value of research and data and his ability to evaluate projects is unbelievable. “No one will ever be able to call Richard typical. He is his own person.” Long-time Las Vegan Eric Horn was one of Plaster’s competitors.

Homebuilder Richard Plaster is handed the gavel from long-time friend Robert Lewis of Lewis Homes to become president of the Southern Nevada Home Builders Association in 1989.

“I had a lot of respect for him,” said Horn. “He really has a smart way about him. When there were problems with the interest rates, he bought down the rates and sold a bunch of houses.”

A former carnival barker, Plaster was at home starting from the ground up; seemingly thriving on the new-found employment that has seen visionaries turn the desert into homebuilding works of art. After leaving Lewis Homes, Plaster formed Signature Homes and spearheaded an operation that resulted in the construction of some 12,000 homes throughout the valley during a timeframe that started in 1979. Two-thirds of Signature’s homes have been single-family, as Plaster adjusted to the market when necessary for multi-family Not That Old And Loving It!

Richard Plaster, left, the 1989 president of the Southern Nevada Home Builders Association, is pictured thanking former Nevada Governor Robert List and former Arizona Governor Bruce Babbitt for discussing water issues in the two desert states during a SNHBA membership meeting in December 1989 at the Sahara Hotel Space Center. you realize how nice it is to do the same thing in Las Vegas. There is no comparison in California, as it relates to regulations. “Las Vegas is much easier. It was a fun time building in Las Vegas.

Long-time Southern Nevada homebuilder Richard Plaster, who owns dual degrees from UC-Berkeley and Stanford, celebrates his 70th birthday.

Like Plaster, Horn grew to know the stress in the homebuilding business. “Building homes is engaging,” Horn explained. “You must pay attention the whole time and you must deal with whatever comes around. Richard is very good at handling all of it. He has always had a good business and economic mind. “In the homebuilding business, you must be able to predict when the ups and downs are coming – and Richard was excellent at that. He was way over my head when it came to understanding data.” Plaster hasn’t slowed down much. “I have a piece of land that my dad left to me in California,” he said. “When you attempt to develop land in California, it’s then that

Plaster was president of the Southern Nevada Home Builders Association in 1989. He is proud of the fact that it was during his tenure that wood burning fireplaces were banned to address pollution; and long-time builder Barry Becker chaired a group supporting the creation of I-215, which circle the valley.

Plaster turned down a chance to sell Signature Homes in 2006 just as the economy was soaring skyward before the Great Recession swallowed up just about everyone in 2009. In the meantime, his sons, Brian and Morgan, are now leading Signature Homes operations. Needless to say, the sons have an excellent professor to educate them about the development industry. It’s been a few years since their dad has been in a classroom, but he would be very comfortable standing behind a pulpit instructing a class about most anything, and especially economics and homebuilding. It’s not hard finding others who have deep respect for Plaster, who shows no signs of slowing down anytime soon. “Sold many Signature Homes in my day,” said realtor Doug Sawyer. “Always a class act.” Continued on pg. 24

Added Karen Colbert Harris, “He is a great builder with a great reputation.” Don Chism, whose family operated Chism Homes starting in the mid-1960s until the mid1990s, praised Plaster. “I have known Richard for 35 to 40 years,” said Chism, 66, now retired from real estate. “I have always liked and respected him. He has always been very generous with the fellow homebuilders. He’s also a very good businessman. He’s a deep thinker and probably the smartest guy in the room.

24 Simply55+

April/May 2017

“Richard always knew when to get in and out of the market, which is a reason why he’s one of the survivors of the homebuilding business.” Former Las Vegas Review-Journal real estate editor Carmel Hopkins said she was always impressed with Plaster. “He and his wife, Wendy, were front runners in the charitable events in Las Vegas,” Hopkins said. “If it hadn’t been for the Plasters, the Las Vegas philharmonic and the ballet and the opera society would not be where they are now. They are very giving people and always strive to do the best for Las Vegas.” Not That Old And Loving It!

A native of Guildford, Surrey, UK, Plaster is still involved in development; and has one job currently underway in Southern Nevada. The former president of the Southern Nevada Homebuilders Association, he’s also bothered about how badly the crash of the economy. “It really bothers me that 20 percent of the homeowners are still underwater,” he said, pointing to homes that were purchased for more than they’re worth now. “That’s one of the painful parts of society.” +

New AutoLaw Travel Makes it Easier to Create Special Needs Trusts By Kim Boyer

Improvement Lifestyle is a AHome special needs trust&(“SNT”) trust used to hold the assets of a Saversage disabled person Simply who is under 65. This means that Feedback people with disabilities can have assets and maintain eligibility for his or her needs-based benefits. For many years, an SNT was Of by Events required toCalendar be created a parent, grandparent, court or guardian. This meant that a disabled person, who was competent, could not Remembering even create his or her Nevada own SNT. Advocates fought this rule. This rule was finally changed. Happy Holidays On December 13, 2016, the Special Needs Trust Fairness Act was signed into federal law. Now disabled individuals can create their own SNTs. The Social Security Administration issued an emergency message to implement this new law: “Effective with special needs trusts established on or after December 13, 2016, the resource counting provisions of the SSI trust statute do not apply to a trust established through the actions of the individual, a parent, grandparent, legal guardian, or a court.” This new rule applies to trusts created on or after December 13, 2016. There are still detailed rules for making sure an SNT is properly

drafted and properly administered. For example, the SNT must be irrevocable and the assets of the SNT must be used for the sole benefit of the disabled person. If you are a trustee administering an SNT, you should consult competent counsel to make sure you do not make any distributions that would jeopardize benefits. For some people, an SNT is a good approach to handling of assets. There are other options, such as an ABLE account, gifts made during a donor’s life, or distributions made as part of a donor’s will or trust. A planning tip for everyone is to have good power of attorney for finances in place. For a disabled person who might need an SNT in the future, the power of attorney should specifically authorize the creation of an irrevocable special needs trust. + Information provided as a service of Kim Boyer, Certified Elder Law Attorney, updated as of 03/01/17. Standing Up For Nevada’s Communities

Home Improvement & Lifestyle Simply Savers Feedback

By U.S. Senator Dean Heller

Calendar Of Events Calendar Of Events One of my top priorities in the U.S. Senate few weeks, I have been working with the continues to be working to make sure Nevada’s Nevada VA to protect the services provided to Ely’s Remembering communities have a strong voice in Washington veterans and ensure they do not experience to advocate on their behalf. any disruptions in their health care.

Happy Holidays

Whether it is using my role on an important committee, introducing legislation, or calling on an agency for assistance, I believe it is my responsibility to stand up and fight for these communities so they will never be left behind.

For example, the Department of Veterans Affairs (VA) has a contract with the William Bee Ririe Hospital in Ely, NV that is expected to expire. Ely is a rural community in northeastern Nevada with a population of roughly 4,000 people. My commitment to them is the same as it is to the hundreds of veterans that receive care through the VA Southern Nevada Healthcare System in Las Vegas. As soon as I was informed about the Ely contract, I got involved to ensure no veteran would lose their access to care. Over the past

32 Simply55+

April/May 2017

Furthermore, at my request, the VA has committed to hosting a community meeting to hear from veterans about this potential change in access to care. Even after this meeting is over, I will continue monitoring the situation closely because I want to make sure every Nevada veteran receives the care they have earned. As a senior member of the Senate Veterans’ Affairs Committee, I have the privilege to advocate on behalf of Nevada’s 300,000 veterans. Veterans have served our country and fought to defend America’s freedom and values—often putting themselves in harm’s way to do so. More importantly, these are Nevada family members, friends, neighbors, and loved ones. They deserve an advocate, someone who will always stand up for them. Not That Old And Loving It!

Going forward, there is more that needs to be done to address concerns with VA care and benefits like the one in Ely. As Nevada’s senior U.S. Senator, my continued focus remains ensuring Nevadans’ voices are heard in Washington. The size of the community doesn’t matter; neither does the time it will take to solve the problem, because helping the people of Nevada is all that matters. As always, I also look forward to hearing from you on what I can do to help. To reach my Las Vegas office, please call (702) 338-6605. I will continue to listen to you and work on Nevada’s behalf. +

How To See San Diego On A Budget Happy Holidays

the potential cost of a visit within reason. There are several ways to keep your visit within a tight budget. 1. Don’t stay in a hotel on the beach. Sure, you may want to spend a considerable amount of time on the sand, but if you are willing to stay about 10 miles inland you can save money on your hotel rate. Mission Valley is one such neighborhood with hotel options, as well as proximity to shopping and restaurants. As long as your hotel is within a few miles of I-8, it won’t take more than about 15 minutes to get to the coast with no traffic. 2. Take in the local parks. San Diego enjoys a plethora of established parkland, much of which includes bicycle and hiking trails with Not That Old And Loving It!

Balboa Park free access to the public. Balboa Park, located just north of downtown San Diego, also has gardens and museums that offer no or low admission fees. 3. Ride the trolley whenever you can. The trolley system in San Diego is not extensive, but it will get you to many popular spots, such as Old Town and downtown San Diego. Not only will a trolley ticket spare you the price of gas and any mileage costs incurred when driving a rental car, but you won’t have to pay for parking or circle for a spot in a neighborhood with which you are not familiar. 4. Eat at local restaurants. Some of the best Not That Old And Loving It!

There is a nominal fee ($5 as of 2011) to drive in, but the fee is assessed by car, not by individual passenger. Once in the park, you have access to perhaps the most stunning views in all of San Diego. The park overlooks downtown San Diego as well as the Pacific Ocean. You can also tour the Old Point Loma Lighthouse for free and experience a self-guided two mile walk. 6. Stay away from the major malls if you want to do a significant amount of shopping. If you are looking to buy souvenirs, clothes or other goodies while you are in town, you’re better off staying near the beach. Many small local boutiques offer clothes for a fraction of the cost you’ll see at the mall, particularly

on Garnet Avenue. Old Town is known for T-Shirt shops, and you’ll find cheap flip-flops and bathing suits on the boardwalk of Mission Beach. Don’t be afraid to visit San Diego because you think it will cost you a fortune. If you plan ahead, you’ll find that there are many no-cost or low-cost ways to enjoy your time there. Best of all, you can enjoy the outdoors in the city nearly year-round, so if you book a vacation in the off-season – say, September – you can still get some sun and save on your hotel rate. +

2. Idle long and regularly.

Modern cars really don’t need to be idled very much. At the most, on a cold morning a car’s engine should be idled for one or two minutes. Beyond that, you’re not only needlessly generating more air pollution, you’re also doing damage to the engine. The same is true if you’re idling your engine for long periods of time in a drive-through or while waiting somewhere.

3. Never check the tires.

Tires are perhaps the most neglected thing on

notorious check engine light. The worst thing you can do is completely ignore any of these lights. Depending on the problem, this could result in immediate or long-term damage.

6. Drive hard all the time.

If you want to see your car die faster, perform burnouts, jackrabbit starts, hard stops and sharp turns constantly. Driving like you’re constantly in a race wears out various mechanical components quickly. This is why many race cars are rebuilt at least every few races, if not after every race. Not That Old And Loving It!

7. Never wash or wax it.

9. Forget to use the parking brake.

8. Always take short trips.

10. Ignore warning signs of problems. If you want your car to wear out faster, ignore any strange noises, smells or smoke of any kind coming from under the hood or chassis. Drive around listening to loud music, with your windows rolled up so you’re sure you won’t notice anything. And certainly don’t take your car to a mechanic if you do happen to notice something odd. +

Washing and waxing your car isn’t just for looks. Believe it or not, cleaning up the paint job also offers considerable protection. Washing removes buildup that can eat away at the paint, the finish and even the body panels. Waxing builds up a protective layer that keeps any corroding elements at bay. By neglecting both, you help ensure a quicker death for your car.

Some people might think that driving your car for long distances is bad. The reality is that shorter distances driven on a regular basis are much harder on your engine. If you notice that the engine temperature gauge never reaches the normal level when you run errands, that’s a bad sign and will result in premature engine wear. Not That Old And Loving It!

With most cars sold today having automatic transmissions, many people think that parking brakes are completely unnecessary. The reality is, not applying the parking brake puts extra pressure on the transmission. If you park on an incline of any sort, that pressure only increases. Eventually, not using the parking brake will cause the transmission to fail.

Why People Love Dogs Feedback

Calendar Of Events Calendar Of Events

Remembering Nevada

Happy Holidays

One of the most profound reasons why people love dogs is because they provide companionship to those who are living alone. After spending a long, stressful day at work, when you come home you are immediately greeted by your dog running towards you, and kissing your face to make you feel better. A dog has the innate capacity to discern when you are sad or unhappy. This instinct makes such an animal valuable and special to a person who needs to have their mood lifted. In addition to unconditional love, bringing a dog into your home provides other benefits as well.

Benefits of Having A Dog Protection

The joys and benefits of owning a dog are limitless. Trained dogs are very good at protecting the property from intruders, who might break into your home. Having a dog

stationed in the yard allows you to have a better peace of mind that your family and property is protected.

Conversation Starter

There are some individuals who are unable to connect, or those who might be socially awkward in public. Owning a friendly dog is a good way to break the ice, making it easier for a person to start a conversation.

Physical Disabilities

People with physical disabilities have the benefit of owning a trained dog that will help them to be more independent. Guide dogs are faithful companions for the blind or visually impaired. They help their owners cross a busy street, lead them around the house, retrieve items, or to simply warn them of imminent danger.

Why People Love Dogs So Much

Studies have shown that dogs are the most common household pets, while the second most popular are cats. It is general knowledge that before you bring them into the home, Continued on pg. 50 Not That Old And Loving It!

dogs serve as better companions when they are properly trained. It is difficult to own an untrained pet that will become a nuisance to the neighbors, or not performing to the commands you give them. Training enables dogs to have good manners toward strangers, they have more agility, they are more enjoyable, and owners have a better time bonding with them. The reason why people love dogs so much is that they are able to reciprocate affection bestowed upon them. A trained dog is a great benefit for the owner and the dog! They depend on their owners as much as their owners depend on them. They need to be walked daily to get their regular exercise, fed,

and to play with other dogs to increase social interaction. Dog owners have the responsibility to take care of their pets, so that they remain active and friendly. For such precious animals, there are many dogs that need to be adopted from an animal shelter. Since most people are dog lovers, these pets are constantly adopted as a new addition to the household. Another reason people love dogs is because they are able to develop an initial closeness that might be harder to express with another human being. Dogs are highly intelligent pets that are useful and trained to improve your way of life. +

The air in your home is chock full of positive ions, which play an important role in how the human body takes in oxygen. heavy lifting when it comes to fighting all those grease stains. Using such products releases volatile organic compounds into the air, which definitely contribute to indoor air pollution.

Fortunately, there are plenty of plantbased cleaning solutions— like those offered by Seventh Generation—which will get the job done without introducing copious volatile compounds inside your home. Clean your house with the clean stuff. Due to their ability to absorb toxins when they breathe, certain kinds of houseplants can be effective natural air purifiers. Seeing a potential use for plants’ air-filtering talents in future missions in space, NASA measured the air-purification ability of a wide variety of plants. Their top three scorers were: English ivy, Spider plant, and Golden Pothos. Keeping copious plants such as

You’ll love the end result. Simply follow these tips and the inside of your house can be better to look at and better to breathe. +

Doctors all over the world have been advocating the benefits of physical exercise for their patients for decades now. As the obesity rate continues to climb and more people struggle to find effective weight loss measures, doctors and medical practitioners are more determined than ever to find ways to get people to increase their physical activity levels. Unfortunately, the whole idea of a formal work out at the gym makes many people cringe with distaste. The notion of purposely exercising until you’re all red-faced and sweaty is enough to deter people from even starting an exercise program. Most people also struggle to find time in a hectic lifestyle to fit in a one-hour aerobics class at the gym a couple times a week. Yet a few minutes of incidental exercise done in small bouts throughout each day could offer the exact same benefits overall.

Incidental Activity vs. Working out At the Gym

Research published online by the British Journal of Sports Medicine shows that incidental physical activity throughout each day could be just as beneficial for health as a planned workout at the gym. Many doctors and medical practitioners recommend their patients get at least 30 minutes of moderate physical activity each day. Aside from making it easier to maintain a healthy weight, a moderate amount of physical activity can also improve heart health. Instead of trying to plan a formal 30 minute workout, it may be possible to achieve the same results with smaller bursts of activity spread out through the day. You may spend ten minutes pulling weeds out of the garden and another ten minutes sweeping the floor. Add another five minutes of walking through Continued on pg. 58

Hungry shoppers tend to be more free buying snacks and other expensive junk food. This is good advice when you go out dining, too. People who go to restaurants when hungry often overestimate how much food they will need. They make the mistake, then, of ordering too much. It’s only when they are halfway through the meal that they realize that they’ll never be able to finish everything they’ve ordered. If you are going in hungry, you should sidestep the over-ordering risk by simply ordering a snack and an appetizer first. Once these little dishes take the edge off your appetite you should be able to estimate accurately how much you have room for.

Remembering Nevada

Happy Holidays You order the house wine Unbranded restaurant house wine is usually cheaper than any well-known name. Since restaurants know that these wines are easy to sell, they usually mark them up greatly. In other words, you get very little quality for your money. Most of the price tag is markup. It’s a much better idea to order an imported wine - say, from South America. These wines have fallen in price lately. You get much better quality for your money. You should also remember to not order by the glass if your party plans to order more than four glasses. Buying an entire bottle makes more sense then.

You choose the wrong vodka for your vodka tonic

Restaurant waiters are trained to offer the most expensive brands of vodka when diners ask. If

you order a vodka tonic, for instance, the waiter will usually only offer Belvedere and Gray Goose, even if the restaurant stocks less fashionable names like Smirnoff, Absolut or Stolichnaya. Paying three times more for a French brand like Grey Goose only makes sense when you drink your vodka straight. If it’s part of a mixed drink, it won’t make any difference to get a good, but moderately priced brand. It’ll make a real difference to your bill, though.

Finally, be aware that waiters can pull a few tricks for a bigger tip

As the cost of living has risen through the years, restaurant waiters have continued to make just about the same - $2.13 an hour. While federal law requires that no state have a minimum wage rate lower than $7.25 per hour, restaurants get away with paying little because they expect their waiters to make up the difference in tips. This is why restaurant standard gratuity has gone from 10% 20 years ago to the 22% that it is now. This isn’t enough, though. Restaurant workers have a worse quality of life today than they used to. If they try to be manipulative to earn a bigger tip, then, it’s understandable. You should know, though, that if you ever ask waiters for menu suggestions, they will always suggest the most expensive dish possible. A bigger bill equals a bigger tip. +
