The Supreme Court on Wednesday declined to accept former law minister and PPP leader Babar Awan’s unconditional apology and hinted at framing contempt charges against him today (Thursday). A two-member bench comprising Justice Ejaz Afzal Khan and Justice Ather Saeed observed that if contempt charge was framed against Awan today (Thursday), it should be considered that his apology was rejected. During the hearing, Babar Awan was also present in the courtroom. Ali Zafar, counsel for Babar Awan, contended that when an accused tendered unconditional apology, the contempt proceedings were terminated. But the court did not immediately accept the contention of Ali Zafar and noted that it was always the discretion of the court to accept or reject the apology keeping in view the nature of the contempt. Zafar told the court that he wanted to advance some arguments on the apology thus his client may not be indicted today (Wednesday) and the matter may be adjourned for Thursday. Continued on page 04

After a week-long discussion over the allocation of portfolios to 11 newly-inducted ministers, the Pakistan People’s Party leadership on Wednesday appointed Qamar Zaman Kaira as the minister for information and broadcasting by replacing Dr Firdous Ashiq Awan, who has been given the charge of the Ministry of National Regulation and Services. The move reflects the PPP leadership’s desire to accommodate most of its mainstream leaders in the cabinet in the election year so that they could not only perform but also accommodate

their voters and supporters enabling them to win the next election. Kaira had held the Information Ministry earlier as well, but was replaced by Firdous Ashiq Awan. His comeback shows that Prime Minister Yousaf Raza Gilani has been successful in convincing President Asif Ali Zardari to allow him to select his dream-team of ministers. PPP insiders have suggested that the president wanted information ministry for Farzana Raja and for the same purpose, she had been administered an oath, but the idea was dropped after Gilani convinced Zardari that Kaira should be the main player in his media team. HIEF of Army Staff General Ashfaq Kayani on Wednesday said he would like to see the country spend less on defence, arguing that national security depended on development as much as on protecting borders. The COAS accompanied President Asif Ali Zardari during his visit to Siachen to express solidarity and to monitor the search and rescue efforts which are underway at the site where Pakistan Army soldiers are buried in an avalanche.Talking to reporters at Skardu airport, General Kayani said “peaceful coexistence” with arch-rival India was vital to both countries and the welfare of the people should be a priority. “Peaceful coexistence between the two neighbours is very important so that everybody can concentrate on the well-being of the people,” he said. Kayani said soldiers would do their duty come what may, but defending borders should not be the country’s sole priority.“We in the army understand very well that there should be a very good balance between defence and development. You cannot be spending on defence alone and forgetting about development,” he said. “Ultimately the security of a country is not only that you secure boundaries and borders but it is when people that live in the country feel happy, their needs are being met. Only in that case will a country be truly safe.” He said national security should be a comprehensive concept. “And therefore we would like to spend less on defence, definitely,” he said. “Any country should do the same – more focus should be on the welfare of the people.” Continued on page 04
