Manmohan Singh reshuffles cabinet; inducts 22 ministers

In a mega reshuffle, 22 ministers, including seven of cabinet rank, were inducted into the Manmohan Singh government in what is seen as the last such exercise by UPAII before the 2014 general elections. Congress general secretary Rahul Gandhi did not join the government - leaving the field open for him to play a larg-

er role in the party. Several portfolios were changed, some new faces introduced, some elevated to cabinet rank and at least one old hand - Shashi Tharoor - was back in what is possibly UPA II's last facelift - an exercise that jettisoned tainted ministers like Subodh Kant Sahay and roped veterans like Ambika Soni

Abuse in care homes is becoming a widespread issue, that impacts all sorts of communities. The national media has widely covered abuses in Winterbourne, fears grow amongst families as they anticipate that such abuses faced by ethnic minorities may have been overlooked. Asian care homes, like many other ethnic minority care homes also need a greater sense of vigilance as even a small mistake on their part, could grab undue attention. It is evident that a patient, especially one with a learning difficulty need a lot of attention and care which under many circumstances family members cannot give. Therefore they make the difficult choice of sending them to a private care hospital, like the parents of the patients at Winterbourne. This week, an undercover journalist filmed six staff members of Winterbourne care home, who were directly abusing vulnerable residents.

Five more, allegedly involved have been given sentences at Bristol Crown Court. The 11 staff members, nine of which were support workers and the other two nurses, were captured by a reporter, posing to be a carer in a BBC Panorama sting. Judge Neil Ford, QC, strongly condemned the verbal and physical abuse of disabled patients at the Winterbourne View private hospital, in Hambrook, South London. The six: Wayne Rogers, Holly Draper, Kelvin Fore, Graham Doyle , Alison Dove, Sookalingum Appoo PA have now been jailed. The footage uncovered forms of abuse that was used. It included residents being “slapped, soaked in water, trapped under chairs, taunted, sworn at, having their hair pulled and eyes poked”.
