We are pleased to present our 2023 Annual Report, themed “Empowering Futures.” This report encapsulates our collective efforts and achievements over the past fiscal year (July 1, 2022 - June 30, 2023) in advancing our mission to advocate with, empower, and support people with disabilities and their families.
We have positioned ourselves for continued success in the years ahead through a recalibrated strategic vision and a resumed focus on diversity, equity, and inclusion.
Our dedication to person-centered planning has been evident in every aspect of our work, from supporting people in selecting and customizing their homes to equipping aspiring employees to find the perfect job. By providing tailored support, we have empowered countless individuals to live fulfilling and independent lives.
Advocacy has remained a cornerstone of our work, and our efforts have impacted lives. From advocating for increased direct support professional (DSP) pay to championing children’s rights in schools, we have worked tirelessly to create a more equitable and just society for all.
In addition to the people we support, we want to acknowledge and give credit to our board, staff, volunteers, and community partners. Together, we have demonstrated the power of collective action in creating positive change and empowering futures.
As we look ahead, we remain committed to our vision of a community where all people with disabilities lead lives of personal significance.

Seven strategic priorities were adopted and informed by the experiences and perspectives of 270 individuals, including representatives of the people supported, families and caregivers, trustees, staff, government agencies, community partners, funders, and donors.

We are grateful to the 2023 Strategic Visioning Committee and the executive management team that helped us update the plan. Conducted Achieva’s second Charting the LifeCourse Ambassador series, featuring nine program graduates. Ambassadors champion person-centered planning and integrate it into their role.
Aging in Place
Assisted elderly individuals in securing home modifications, adaptive tools, and healthcare support to facilitate aging in their own homes.
Operated
48 Community Homes
l Assisted two people to move into new, customized homes through person-centered planning.
l Supported six people to personally select a home aligning with their vision of a good life.
l Increased those supported in Housing Tenancy by ten additional authorizations.
l Assisted ten people to secure their own homes at the Flats On Forward apartment building in partnership with Action Housing.

Achieva Early Intervention fostered several new partnerships, including one with a community-based playgroup called City Squeakers. The partnership offers an inclusive, non-structured environment for families to play together.
Empowering Parents
Achieva Early Intervention Launched Books at Birth at Jefferson Hospital while maintaining Books at Birth at Forbes and West Penn NICU, averaging approximately 250 books gifted per month combined.
Achieva’s Early Intervention specialists know their best allies are well-informed, empowered caregivers. Books at Birth helps provide those resources beginning on day one.
250 BOOKS GIFTED PER MONTH
Attended 40 baby showers with partners at Beverly’s Birthdays and provided developmental milestone card decks to more than 500 moms in over 130 neighborhoods.

Transformative Advocacy
Sometimes, a call to Achieva’s advocacy staff results in sharing information or resources with a family member or individual with a disability. Other times, an advocate may provide options for a referral to a special education attorney or psychologist. Most often, an advocate will provide technical assistance, such as walking a parent through what will occur during their child’s first Individual Education Program (IEP) meeting or during a meeting at a county office to establish eligibility for services through the Office of Developmental Programs.
A call to one of Achieva’s advocates often leads to a relationship between the person supported and an advocate lasting for months or even years.
One such call came in July of 2022 from a young man in crisis. He had started having seizures in 2016, which drastically altered the course of his life. He was unable to work, drive, or live on his own due to the severity of his seizures. His family couldn’t care for and support him, and in 2017, he was forced to move into a personal care home. Over the years, his relationship with his family slowly deteriorated, and he was often left to fend for himself.
Once he met Erin, an Achieva advocate, in July 2022, his life began to change. At that time, his goals were to qualify for a Medicaid waiver and get the home and community-based services he needed to start driving again and, hopefully, live on his own one day.
Most recently, with the support of Erin, person-centered planning, and his tenacity, his plans changed, and he exceeded his original goals. Today, he works a full-time job at Walmart as a cashier, was recently released from his neurologist to drive, and just looked at his dream car, a Dodge Charger. He is getting an apartment, but his ultimate goal is purchasing a manufactured home.
Through the dedicated support of Achieva’s advocates, people with disabilities, like the young man in crisis, have found assistance and true empowerment. From navigating complex systems to realizing ambitious dreams, the journey epitomizes the profound impact of advocacy.

Achieva navigates through educational, medical, government, and adult service systems for people with disabilities to access the resources, supports, and opportunities they need to thrive and lead fulfilling lives, all at no cost to them.

l Empowered 2,428 existing families and 749 new families with information, referrals, and technical assistance.
l Advocated for 751 educational cases for students under 22, ensuring their right to quality education.
l Championed the rights of 269 adults through dedicated advocacy efforts.
l Resolved 597 Individualized Education Program (IEP) appeals and mediation cases, bringing about equitable solutions.

Achieva’s Empowered Voices Leadership Group is comprised of self-advocates from around the Pittsburgh area. Driven by the voices and interests of the members, participants meet for opportunities to learn, have fun, and meet new people.

Confidence is Found 200 Feet Deep ... in a Cave
Early one May morning, Jamie Lewis-Ojeda had a special request of his direct support professional (DSP): military-style exercise.
His DSP that day, and many days, is Mike Ceidro, a veteran of both the U.S. Armed Forces and his current work with Achieva, with about one year of familiarity with Jamie.
“I didn’t think he really knew what he was asking for,” Mike said, and suggested a walk instead. But to honor Jamie’s adventurous spirit, he suggested a trip to Laurel Caverns in Farmington, PA.
Many of Jamie’s excursions are local to his Greensburg community home, but this one required a one-hour drive and plenty of guts: It’s Pennsylvania’s largest cave system with about four miles of passageways.
The duo opted for the 40-minute guided tour, but when the tour guide seemingly took a wrong turn, the group hiked deeper into the cave than expected. Multiple tour groups simultaneously converged because of the misstep, and with only narrow passageways back out, Jamie looked toward Mike for cues on how they’d handle their unforeseen circumstances.

“I was like, ‘Well, we’re already in the cave. There’s no way out of this place,” Mike said. “We just have to keep going,’” which gave Jamie the boot camp-like experience he hoped for.
“That kind of reinforced the power of speaking things into existence because, by the time we were out of the lower section of the cave, it was a military-grade exercise,” Mike said. “We were both breathing pretty heavily, and our hearts were pounding pretty good.”
“We coached each other along, joked along the way, and made it out.”
Jamie has spent all of his 23 years in the foster care system and community home settings. He often expresses insecurity when socializing as a result. But while 200 feet
underground with only slim, slippery pathways separating him from sunlight, he was different.
He admits the extra adventure was “scary,” but he soldiered on: “There was a steep hill, but I knew I could do it.”
On his way through, he enjoyed the sight and feel of the rocks and the colored spotlights which shown upon them, especially those in hues of blue, green or orange. The narrow spots didn’t bother him, and neither did the view from Chestnut Ridge when they exited the cave, despite it being more than twice the height of Pittsburgh’s Mount Washington.
In fact, the only thing on his mind when they were finished was how “awesome” he felt — a feeling made stronger by the pair’s genuine, unscripted adventure.
“He was smiling, laughing. We just had a good time going through it, and he was very excited at the end to say he did it,” Mike said. “And as he says, ‘Mike jammed me up.’”
It’s a running joke between the two — a jab from one guy to another — for non-ideal situations.
It’s easy to know that Jamie was kidding, though, because he already asked for another chance at caving. Thanks to Mike’s research and mutual thirst for adventure, that one will involve exploring a cave via rowboat.
Much like Jamie’s reaction to an extra-long cave tour and the mountainous heights at its end, his adventurer’s spirit is ready for that next opportunity: “It’s not too big for me.”

Beyond the Aisles: Determination and Support Drive Employment Success
Megan Sovick’s efforts have paid off in her role at Giant Eagle where she completed the Paid Work Experience program in record time. Working with Achieva via the Office of Vocational Rehabilitation (OVR), Megan explored career opportunities based on her interests and preferences. Once she selected Giant Eagle, Megan learned the ins and outs of a job as a Giant Eagle Team Member. The first-hand exposure to the workplace provided an opportunity to explore the job while earning a paycheck.
Megan said, “Achieva helped me through finding a job. Even though I have a disability, I don’t hold back.” Megan now works four days a week. She handles bagging, light cleaning, ‘go-backs’ and has a goal of training as a cashier.
As a recipient of employment support services from Achieva, Megan was recently recognized by Giant Eagle and WQED in their Community Champions campaign. The honor was in recognition of the ongoing partnership between Giant Eagle and Achieva. “Needless to say, you’ve been instrumental in helping us achieve our goals and keeping us on the path to success,” said Daniel Donovan, Giant Eagle’s Senior Director of Corporate Communications, regarding the alliance.
The real success is evident in the lives of employees, just like Megan, who receive the support they need to succeed in competitiveintegrated employment.
