APPLE VALLEY GOVERNMENT

Community served by elected officials Formed as a statutory city, Apple Valley has four city council members and a mayor. The city council is the legislative and policy making body for the city government. The mayor and four city council members are elected at large to alternating four-year terms. Meetings take place at the Apple Valley Municipal Center. The city council appoints an administrator to direct staff on implementation of city council decisions and to provide dayto-day operations of the city. Apple Valley residents are kept informed about city actions in a variety of ways. City council meetings are cablecast live and replayed on cable channel 16. In addition, the city provides live audio and video streaming of regular city council meetings. The recorded webcasts are archived for two months. Meetings are also covered by Sun Current newspaper. Finally, most information about the city can be found on its website, ci.apple-valley.mn.us. The website contains helpful information, such as a calendar of upcoming events, current news, publications and press releases. There is also a special section

devoted to new city residents and visitors. Apple Valley’s city services include police, fire, building inspections, street maintenance, water and sewer services, park maintenance and recreation services. In addition to the Municipal Center, other city buildings include the Community Center, Redwood Community Center and Pool, Hayes Community and Senior Center, Valleywood Golf Course, Sports Arena, Teen Center, Aquatic Center, Hayes Park 3

Arena, three liquor stores, three fire stations, Central Maintenance Facility, Water Treatment Plant and Lebanon Cemetery. The city has six citizen advisory committees (Cemetery Advisory Committee, Economic Development Authority, Parks and Recreation Committee, Planning Commission, Telecommunications Advisory Committee, Traffic Safety Advisory Committee and Urban Affairs Committee) created to obtain citizen input on a variety of issues facing the community, and to assist the city council in their decision-making process. These advisory committees include the cemetery, traffic safety, parks and recreation, urban affairs and telecommunications. Citizens interested in city services or serving on an advisory committee may contact City Hall at 952-953-2500. Apple Valley City Council: Meets 8 p.m. the second and fourth Thursday of each month at the Apple Valley Municipal Center. Agendas and meeting videos are also available on the city’s website.


APPLE VALLEY POLICE

Apple Valley Police here to protect, serve The Apple Valley Police Department is serious about fighting crime in the community. Through innovative programs, educational media and its Citizens Academy, the city’s 48 sworn officers transfer their knowledge to the residents to keep Apple Valley safe. The department offers a variety of programs about crime prevention. The Apple Valley Neighborhood Watch program unites residents by encouraging them to keep an eye on each other’s homes and properties. The Business Watch is a similar concept for business owners. To keep rental properties free of illegal activity, the city also has a Crime Free Multi-Housing Program for landlords and tenants. Managers must undergo training in crime prevention issues, make necessary physical and environmental changes to property and involve residents in Neighborhood Watch before they receive their certification. The Citizens Academy and Teen Police Academy are both offered to residents and business people in Apple

Valley. The academy is eight weeks long and gives participants a better understanding of policies by covering topics that are relevant to the community, such as school programs, investigations, crime prevention and others. They may also participate in ridealongs with an officer. The Apple Valley Police Department also provides tours to the public along with talks about personal safety, home security, animal control, child safety, drug awareness, family 4

violence, fire prevention, traffic-related issues, the 911 emergency system and other relevant topics. Another way the officers pass on their knowledge of crime prevention is through their print and video educational tools. The department produces a neighborhood watch newsletter as well as a web video program called “Valley Beat” under the direction of Sgt. John Bermel. Scott Johnson was appointed to Chief of Police in May 2001. He graduated from the FBI National Academy in 1993 after earning his B.S. in Public Safety Management and Administration and M.A. in Public Administration. APPLE VALLEY FIRE DEPARTMENT

Fire department fighting the flames The Apple Valley Fire Department knows that proper training and modern equipment makes a difference in saving lives and property during emergencies. In addition to responding to calls, the department has weekly training sessions and keeps up-todate with the latest methods. Some of the equipment it uses includes Thermo Imaging Units, Jaws of Life, MultiGas Detectors and AEDs. The firefighters make presentations to all Apple Valley elementary schools and local day care providers about how to prevent fires and what to do in the event of an emergency. The cable television show, “Hook and Ladder,” is another educational tool. The show is produced twice a month by Apple Valley, and highlights the work of the public safety department in the community, along with relevant information for residents. As a part of its commitment to community involvement, the Apple Valley Fire Department regularly makes appearances at open house events and gives

APPLE VALLEY SCHOOL DISTRICT 196

District 196: Learning for a lifetime Independent School District 196 is a state and nationally recognized elementary through 12th grade public school district located in the south suburban Twin Cities, conveniently accessible to both Minneapolis and St. Paul. Also known as the RosemountApple Valley-Eagan School District, District 196 serves approximately 28,000 students in early childhood programs through 12th grade, and is Minnesota’s fourth largest school district. The 110-square mile district boundary includes all or part of seven cities: Rosemount, Apple Valley, Eagan, Burnsville, Coates, Inver Grove Heights and Lakeville, and rural Empire and Vermillion townships. District 196 has 18 elementary schools (grades K-5), including three elementary magnet schools that focus on arts and science, international studies, and STEM (science, technology, engineering and math); six middle schools (grades 6-8); four high schools (grades 9-12); an optional School of Environmental Studies at the Minnesota Zoo for juniors and seniors; an Area Learning Center, alternative high school

District 196 has six U.S. Department of Education National Blue Ribbon Schools of Excellence awards, and numerous state and nationally recognized academics, arts and athletics programs. For 15 consecutive years, District 196 has been recognized among the nation’s top school districts having the qualities parents want most (What Parents Want Award), and for the past two years, District 196 has been named a Gold Medal School District in Expansion Management Magazine’s annual Education Quotient report. Last year, the College Board recognized 571 District 196 high school students for their performance on Advanced Placement (AP) course exams that they took during the 200910 school year. Fourteen District 196 high school seniors have been named semifinalists in the 2010-11 National Merit Scholarship Program and another 29 seniors are being recognized as National Merit commended students this year.

The Teen Center For youth in grades 6-12, the Teen Center offers a safe environment to play games, watch movies and interact with other teenagers. It offers a big screen TV, Playstation 3, Wii, XBox 360, movies, foosball, ping-pong, board games and sports equipment. The building is also conveniently located near a baseball field, tennis court, outdoor skate park, ice rink, basketball court and the aquatic center. Redwood Community Center & Pool The Redwood Community Center serves as a meeting place for craft sales, wedding receptions, baby showers, family gatherings and other groups. It is located at the intersection of County Road 42 and Elm Drive. The center can host private groups up to 96 people.

Hayes Community and Senior Center Apple Valley provides seasonal opportunities for adult basketball leagues, golf leagues, softball leagues, volleyball leagues and wiffleball leagues. The community center also has recreational programs and classes for all ages. Community Center amenities include: •Two gymnasiums, one with a hardwood floor and one sport court floor. Each gym features two basketball courts or three volleyball courts with court dividers. •All-Purpose Room: This 2,040-square foot room features Tuflex rubber floor with connecting restrooms. •Arts and Crafts Room: This 20-foot-by44-foot room features vinyl flooring, ample counter space, sinks and folding partition. •Multi-Purpose Room: This 38-foot-by38-foot room features vinyl flooring, folding partition, and access to the kitchen. •Kitchen: Four-burner stove/oven, refrigerator, microwave oven, ample counter space, and direct access to the multi-purpose room. •The Apple Valley Senior Center is also at Hayes Community Center. Alimagnet Park disc golf Alimagnet Park, 211 Ridgeview Drive, is an 85-acre trail that features a disc golf course. Discs may be rented at the Apple Valley Community Center. Each set contains a driver, a mid-range disc and a putter.

APPLE VALLEY HISTORY

From farm community to busy suburb Apple Valley was as a quiet farming community for more than a century before suddenly expanding almost overnight. Within the course of a few years, what was originally called the Lebanon Township became a thriving residential suburb. The first known settlers in Apple Valley were brothers Henry and Charles Verrill, who came from Lebanon, N.H., in 1855. Other settlers came from the East Coast around that same time for the rich soil, natural resources and proximity to a market. Land could be purchased for $1.25 per acre. The growing community held the name Union Township for a mere 20 days in 1858, but the Union was then divided into two townships. The western portion was called Burnsville, and the eastern portion was called Lebanon, after the homeland of the Verrills. For a century, very little changed

in Lebanon Township, which was primarily a farming community. But in the 1950s, residential neighborhoods developed and a planning commission was established. Developer Orrin Thompson began building in 1963, calling his property in the southwest corner of the city “Apple Valley.” He selected the name because the area reminded him of 10

Apple Valley, Calif., and because the community is part of the Minnesota River Valley. Thompson had an apple tree planted at each home in his new development. In the general election of 1968, a two-question ballot was presented to the voters: Should the town of Lebanon be incorporated as a village, and if yes, should the name be Lebanon or Apple Valley? Incorporation was approved by a vote of 1,785 to 361, and the name “Village of Apple Valley” was approved by a vote of 1,376 to 757. Today, Apple Valley residents enjoy shopping, dining, quality schools, parks, golf courses and the famous Minnesota Zoo. Moving forward, the city of Apple Valley will continue to grow, prosper and serve as an ideal community for residents and visitors alike.


APPLE VALLEY MINNESOTA ZOO

Wild times at the Minnesota Zoo Apple Valley is home to the Minnesota Zoo, 13000 Zoo Boulevard, just 10 minutes south of Mall of America on Cedar Ave. (Highway 77). The Minnesota Zoo cares for 504 different species of animals. The Minnesota Zoo is a state agency, which differs from other zoos in Minnesota and most zoos in the United States. Zoos are usually run by municipalities or private organizations. When the zoo opened in 1978, it was fairly revolutionary in its exhibit design. The zoo had more space to house exhibits and was one of the first zoos to organize its animals by their living environment as opposed to their species. Exhibits are arranged in six themed areas, including three themed walking trails. There’s a wide variety of exhibits to see at the zoo, but one of the most popular activities is riding the monorail to catch a birds-eye-view of the animals of the north (above the 45th parallel north) and Russia’s Grizzly Coast, a partindoor, part-outdoor exhibit featuring animals from Russia’s Far East and the

Kamchatka Peninsula. Shows and demonstrations run throughout the day, including a coral reef dive show, cow milking demonstration, bird show and shark feedings. Visits to the zoo average three to four hours, but a person can easily spend an entire day at the zoo and still have more to see. There are indoor and outdoor exhibits that are open all year long. It is a good idea to dress in layers, as temperatures and wind conditions vary throughout the day as well as seasonal11

But the Minnesota Zoo is a zoo for all seasons. Even when the weather is cold and nasty, the indoor exhibits are warm, featuring animals from the Caribbean, South Pacific and tropical rain forests. The animals are most active and the crowds are smaller early in the morning and later in the afternoon. Also, fall and winter are less crowded than summer and spring, and the animals tend to be more curious about visitors when it is quiet and there are fewer people inside the buildings. The zoo is a great place to get exercise. Take a daily or weekly walk around the zoo rather than around the block or the track at the gym. Keep an eye out for roving naturalists and volunteers, who are dressed in bright blue shirts. They often have “touch stations” and other things to look at, and are always happy to share interesting information about the animals.Ticket prices are $16 for ages 13-64, free for ages 02, $10 for ages 3-12 and $10 for anyone 65 or older. APPLE VALLEY CHAMBER OF COMMERCE

Eye on business: Chamber of Commerce In 1971, the city of Apple Valley received a note from the town’s businesses regarding some of the city’s business practices. That was the beginning of the Apple Valley Chamber of Commerce, and this year, the organization marked 40 years as the voice of businesses throughout the city with more than 350 member businesses and 1,000 active chamber members. While the Chamber has gone through changes over the last 40 years, just looking at the last 10 years shows how far the chamber has come. “The Chamber is not even close to being the same as it was,” Chamber President Ed Kearney told the Sun-Current earlier this year. “Not only have we grown, but the town has grown. We’ve gained influence in the town. We really help define the issues of the decade, and that’s important.” The chamber has arrived to the point that it is on the state’s radar for its market-

ing and promotion techniques. The organization recently finished a new iPhone app called “Chamber-My Chamber App.” This free app allows users to access the Chamber’s business directory, maps and calendars. The Apple 13

Valley Chamber of Commerce was the first city in the state to have this app up and running after initial testing in Brainerd was completed. In the future, the app is expected to have more than 800 chambers using it. “We’re always working on little things like that,” Kearney said. “You get people together and things happen.” The chamber hosts an annual “birthday” event. It has been at Brackett’s Crossing Country Club in Lakeville the past several years, but this year, board members agreed to bring the celebration back to Apple Valley. The chamber celebrated its 40th anniversary Thursday, May 19, at the Dakota County Western Service Center in Apple Valley. And it looks forward to many more years of service.

Time to come together: festivals abound Coronation, snow softball and volleyball tournaments, a medallion hunt, door prizes, snow tubing, igloo building, arts and crafts, ice carving, inflatable jumpers, music by Apple Valley’s senior choir, “Velvet Tones,” and other activities. Freedom Days For more than 45 years, Apple Valley has celebrated our nation’s birth with Apple Valley Freedom Days, a multi-week series of events culminating with the city’s annual fireworks show July 4. Mid-Winter Fest To keep Minnesotans from developing the winter blahs, the city of Apple Valley hosts an annual festival to celebrate the positive aspects of the season. The annual Apple Valley Mid-Winter Fest takes place during the first week in

February. This two-day festival exists to enhance the sense of community pride in Apple Valley and raise awareness for the winter recreational activities available in the city. The festival began in 1978 with only 100 people and a handful of winter activities. Now, thousands of residents participate in the festival each year. Activities include the Senior Royalty 16

Each summer, Apple Valley hosts a series of free outdoor music concerts 6 p.m. Fridays in Kelley Park, 6855 Fortino St. Parking for these concerts is available on nearby streets, and there is an adjacent playground near the outside stage. APPLE VALLEY LIBRARY

Galaxie Library a wealth of information “Perhaps no place in any community is so totally democratic as the town library,” Lady Bird Johnson once said. “The only entrance requirement is interest.” Apple Valley is home to Galaxie Library. Located at 14955 Galaxie Ave., the library is part of the Dakota County Library system. The system includes nine branch libraries, including Galaxie, and shares borrowing privileges with the City of South St. Paul Public Library. In addition, the Dakota County Library system is a member of MELSA (the Metropolitan Library Service Association), a consortium of eight Minnesota library systems. The administrative headquarters is located in Eagan. The library collection houses nearly one million volumes and the library circulates nearly four million items per year. The collection also includes thousands of videos and audio materials. Any resident of Dakota County can apply for a library card in person at any of the nine Dakota County Library

branches or South St. Paul Library. Acceptable identification, such as a driver’s license, state non-drivers ID or checkbook, is needed. There is no fee to obtain a library card. The mission of the library system is “to support lifelong learning for county residents of all ages by anticipating and responding to their needs for information, encouraging their desire to read, and enriching the quality of life in their communities. Computers are available for use by the public in all Dakota

County libraries. A library card registered with Dakota County Library or a photo ID is required to use a public computer. Wireless Internet access is available at all buildings. Printing is available from most computers for 15 cents per page. Color printing is 50 cents per page. Free computer classes are offered at all library locations. As a member of MELSA, a Dakota County Library cardholder can borrow materials directly from any public library in the Twin Cities metropolitan area. The directory of library resources is accessed through a catalog computer that is available at all buildings. Library resources can be accessed through the library’s web site as well. Residents can obtain a variety of information through the Dakota County Library’s website, co.dakota.mn.us. In addition to searching the catalog of resources, you can also “Ask a Librarian” a question, “Ask a Law Librarian” a question, access a librarian through a chat reference service, instant message a librarian and “text” a librarian.
