BY MATTHEW HANKEY SUN NEWSPAPERS By a vote of 5-0, the Rosemount City Council unanimously approved its 2012 operating budget and levies at its Tuesday, Dec. 6 regular meeting. The final 2012 budget is $16,689,426, a .38 percent increase from the 2011 budget. The city has planned for an increase in fuel costs, uncertain salary increases and health insurance hikes. Also, the city is in the midst of negotiations with all four unions it works with and it won’t know the effect on the budget until contracts have been reached. The current contracts with

salads. The first Provisions Café opened this August at the Dunn Bros. 26th Street and Nicollet Avenue in Minneapolis, followed by locations in downtown Minneapolis, Lexington, Minn. and Addison, Texas – a Dallas suburb.

The Eagan location was the last to be transformed to a Provisions café on Dec. 5. The idea behind Provisions is bringing the care Dunn Bros. takes in fresh roasting its coffee to its new food line. Bryan Hayes, owner of the Eagan location, 1012

COMMUNITY County extends application deadline for advisory committees The application deadline to join a Citizen Advisory Committee has been extended to Dec. 21. The Dakota County Board of Commissioners invites residents who want to make a difference in local government to apply. The board receives advice from a variety of committees. The Dakota-Scott Workforce Investment Board oversees the activities of the Workforce Centers in Dakota and Scott County. The board meets monthly on the third Friday in West St. Paul. The Community Corrections Advisory Board discusses and makes formal recommendations to the county board on the comprehensive plan for corrections programs and services. It meets five times per year in West St. Paul. The Extension Committee, in partnership with the University of Minnesota, assists in approving programs, establishing the budget and evaluating staff to enhance programs. The committee meets bi-monthly in Farmington. The Human Services Advisory

Committee studies and discusses topics relating to the human service areas that counties are responsible for including social services, public health and income maintenance. The committee meets monthly in West St. Paul. The Library Board participates in planning library facilities and services, sets operating policies for the library system and prepares the annual budget. The board meets monthly at various library locations. The Personnel Board of Appeals provides the county board with impartial analysis concerning appeals filed by employees or job applicants. The board meets for full-day or half-day hearings as needed in Hastings. The Public Art Citizen Advisory Committee recommends art projects for county buildings to the county board and meets monthly in Apple Valley. The Special Board of Appeal and Equalization hears appeals from property owners regarding property valuation or classification of properties. One member must be a real estate appraiser or be familiar with county property valuation. The board meets in Apple Valley annually in June. dents after school. Some of those students might be serving your food or morning cup coffee. “We employ a lot of the local kids,” Hayes said, adding his daughter is an employee. Hayes said the five test locations will run through March 2012, when the results are presented at the Dunn Bros. annual conference. If the results are favorable enough, the Provisions brand will be expanded to other locations, he said. Dunn Bros. President and CFO Kim Plahn concurred. “Our results have been very, very positive,” Plahn said of all five test Provision stores. “We do anticipate that we will be opening this up to additional franchise owners in the future to offer the provisions concept.” Thus far, Hayes said early data have been very strong at the Eagan location. He has received plenty of positive costumer feedback and an uptick in people through the door since his location was transformed to a Provisions café. Hayes said his store was selected as Provisions location because of the initial interest he showed at a meeting held at the first test store in downtown Minneapolis. “I expressed a very strong interest … that Eagan as a community had a

demand for this,” he said. Also, Eagan has a built-in client base and it will be easy for Dunn Bros. to compare before and after data. “We were just looking at some types of locations that featured different things, some urban, some suburban,” said Plahn. The Provisions concept of providing fresh coffee with food options is not new, Hayes acknowledged. But, he said Dunn Bros. sets itself apart because of the care each franchisee gives to the store’s day-to-day operations. If something tastes unsatisfactory to his palette, he lets his employees know. He said he is often “their pickiest customer.” Hayes’ hands-on approach is effective because he sees himself as a customer as much as being the owner. And, as Plahn said, the customer is at the forefront of the Provisions idea. “I think that it just gives them a wonderful experience,” she said. “They’ve come to expect a great experience and we’re hoping they’ll enjoy it even more.” The addition of the fresh food enhances Dunn Bros. reputation as a store that cares for its customers, Hayes said. “This is going to be phenomenal,” Hayes said. “This is the future of the business, in my opinion.”

Why the “Dealer’s Best Price” may not be “Your Best Price” The new car and truck business has become extremely competitive in the last few years. Margins have never been smaller, but advertising low prices just isn’t enough to move the needle anymore. Prices need to be “too good to be true” to stand out. This has caused an epidemic of misleading advertising that, unfortunately, wastes the customer’s time or leaves the honest dealer off many of their shopping lists. How does this happen? Well there are a number of ways to deceptively show an artificially low price. Most prevalent right now is advertising a price reduced by a number of rebates that 99% of shoppers aren’t eligible to receive. The incredibly low price looks like it applies to anyone, but once in the dealership you learn that you, like the majority of people, are not on some list or manifest. Your price is hundreds or even thousands more. General Motors as an example presently has over 20 programs to access niche markets. To show how obscure some of these target groups can be, the USAA Private Offer applies only to USAA members, so basically current or retired military that have purchased USAA insurance, yet the $750 rebate is routine in many advertised prices with little or no disclaimer. While these ads are certainly confusing, probably deceptive, and maybe even illegal, nobody has done much to curb their spread. The Better Business Bureau, State Attorney General, and maybe even the automobile manufacturers will certainly look into them on an individual basis, but their hands seem to be tied because there are a few people who might actually qualify. Ultimately, is this the kind of dealer you really want to enter into a relationship with? The Valley Group of GM Dealers is embarrassed for our industry and frustrated because it’s all so unnecessary. If you visit a Valley Store, the sales person can reference you personally on a factory incentive check website to insure you receive all the rebates and credits available. Then your trade can be estimated with a number of online tools like Kelly Blue Book or NADA. Finally you can view the factory invoice and we can mutually decide on an acceptable profit margin. Ten months later, let’s reassess Well, it’s been less than a year since I moved back to Minnesota from Mohave County, Ariz., but I’m starting to see how some people might like one more than the other. Personally, Minnesota is home and always will be the preferred locale, but I can understand how some might like the desert better, I guess. In efforts to illustrate my own train of thought, I’ve laid out a few pros and cons here. Maybe you’ll agree the Midwest trumps all, but then again, maybe not. Just as a note, I know there are differences by region in any state, but since I only lived in one county in Arizona, I’m making observations from just that area.

Climate Arizona

DANIEL CALLAHAN Sun-Current Managing Editor Pro: Warm and sunny with palm trees, cactuses, but still has the occasional rain shower to keep things interesting. Con: I don’t care what anyone says, 120 degrees is too hot to handle no matter how “dry” the heat is. And, when it rains, it floods. Like crazy. You’ve never lived until you’ve taken your Chevrolet Corsica off-roading through a flooded out mess of mud where a road used to be. Believe me. Minnesota: Pro: Absolutely beautiful summers with abundant out-

door activities. Con: Nine months of freezing temperatures and snow that clogs roads with traffic and, just last week, made me take my life in my hands just to get a gallon of milk.

Politics Arizona Pro: Arizonans are freedom-loving people with a distinct love for the Constitution and the rights therein. Con: Whose interpretation of the Constitution are we talking about? Minnesota Pro: A healthy mixture of more liberal areas near cities are balanced with a more conservative rural out-state area. Con: Balance in political views doesn’t always mean things get done. State shutdown, anyone?

People Arizona Pro: Folks are fiercely independent in the desert. Con: A culture of “Are you out to take something from me?” persists. Minnesota Pro: The Minnesota Nice stereotype is largely true. Most people are polite and will help out however they can. Con: Don’t plan on getting anywhere on time; you’ve still got another 15 minutes of chatting with the gas station attendant about the weather before you can fill up.

Final judgment: Minnesota: Home. Arizona: Not home. No matter how it all shakes out, I’d still rather be here than anywhere else.

LETTERS TO THE EDITOR Thanks for a good year from Caponi Art Park To the editor: In this season of celebration and reflection, the board of directors and staff of Caponi Art Park and Learning Center express our thanks to all the wonderful people who helped to make 2011 such a successful year. We could not have provided our arts and cultural programs to the community without you. This year Caponi Art Park opened its gates to a record setting 17,000 visitors who explored acres of woods dotted with sculptures and attended 29 cultural events

free of charge. Our staff, interns and volunteers provided tours to 65 organized groups, and began a new outreach program that provided arts education activities to 700 low-income and underserved youth in Dakota County. In addition, the Art Park expanded its photography program to include two hands-on workshops, the photo contest and a public exhibition of the winning photos at the Eagan Community Center. The season concluded with our firstever Halloween at the Art Park event. It was an exciting year, and we will keep busy this winter planning our 2012 season. Thank you again to our volunteers, donors, and visitors

for making the 2011 season a success! The time, dedication and hard work of volunteers as well as financial support by donors and visitors add to the park’s natural beauty and ensure that we can continue offering accessible arts and cultural programs to the community free of charge. Lost dog found, thanks to Eagan community To the editor: Recently, our foster Sheltie, Lady, went missing when she pulled out of her collar after

something spooked her. We are happy to announce that she is safely back with her foster mom and doing well. We could not have gotten her back if not for the wonderful response from the Eagan community. Area businesses posted our flyer; employees and residents watched for her, passed the word along, and called us with sightings; city workers, animal impound, and Eagan police were so supportive and helpful in our efforts. A ray of SonShine hits Eagan this winter Faith-based preschool opened in October BY MATTHEW HANKEY – SUN NEWSPAPERS SonShine Preschool in Eagan is now open for business. Its classes meet at Faith in Christ Fellowship Church, 670 Diffley Road, in Eagan. The church began meeting at the Eagan Community Center two years ago and moved into its current building in August 2010. SonShine has preschool classes for children ages 3-5 by Sept. 1, 2011, a Just 5’s class for children who are 5 years old by Oct. 15, 2011 and a Just 3’s class for children who are 3 years old by Jan. 9, 2012. All classes meet 9:30 a.m. to noon twice a week with an option for a Friday class. Enrollment costs are $90-$120 per week. The Just 3’s class begins January 2012 and meet Tuesdays and Thursdays. The Just 5’s class is specialized for students on the cusp of graduating to a higher grade. “It’s just more geared for those kids

who are more ready to go to Kindergarten,” said SonShine Preschool Director Karri Nachtigal of Apple Valley. Currently, Nachtigal’s daughter Faith, 5, is the only student at SonShine Preschool, though the school is looking to have more students enroll beginning next year. This summer’s state government shutdown, Nachtigal said, pushed back certain permits and certifications the school needed to get up and running. The shutdown pushed back the school’s opening to October, after most other preschool’s classes had begun. For now, Nachtigal said it’s a great opportunity for Faith to have one-on-one time with her teacher Judy Hein of Farmington. “I would like to see her class full,” Nachtigal said. “We just had to start somewhere.” When the school has more students enrolled, more teachers will be hired, Nachtigal said. COMMUNITY BRIEFS Plans underway for Rosemount section of Mississippi River Trail A trail in Rosemount will help connect South St. Paul to Hastings by 2014 and plans are underway to see that happen. Dakota County Parks has begun working on the Rosemount segment of

the trail – a 3.8-mile section from 117th Street southbound to the Spring Lake Park Reserve. This segment is part of the overall 27-mile Mississippi Regional River Trail from South St. Paul to Hastings. The Rosemount section will give pedestrians and bicyclists a safe way to travel southward while avoiding riding on the shoulders of Highway 52/55. One section of the MRRT trail from South St. Paul to Inver Grove Heights

has been completed and is open for use. The remaining segments are in the planning stages and scheduled for construction in 2012 or 2013. “The ends are starting to creep to the middle,” said Dakota County Parks Facility Development and Natural Resources Manager Bruce Blair about the Rosemount section of the trail. The current estimate for the construction cost of the Rosemount section is $3.2 million. Funding for the project will come

from federal Transportation Enhancement funds, Minnesota Legacy funds and local Dakota County matching funds. The Rosemount trail design and easement acquisitions are underway, with MnDot approval anticipated for summer 2012. Once approval is met, project bidding and construction will begin, and the trail should be open to users in 2013. Info: ci.rosemount.mn.us.org

Preliminary 2012 budget discussions began in early 2011, City Administrator Dwight Johnson said. “As the council knows, the budget process is becoming almost a year-long process now,” said Johnson. The first budget draft was presented to the city council in June, Johnson said. While the budget increased, property taxes for a median-valued Rosemount home have decreased thanks to the elimination of the Market Value Homestead Credit program this summer. For 2012, the city will levy $10,331,826 in property taxes. This marks a decrease of 5.75 percent from the property taxes the city levied in 2011. The decrease means a majority of Rosemount residents will see a reduction in their property taxes for 2012. For a median-valued Rosemount home – valued at $201,600 – property taxes will decrease by $35, according to Johnson. “Most people in the city are seeing a decrease in the city portion of their taxes,” said City Finance Director Jeff May. Beginning with a $33 property tax

reduction for a median-valued home in 2009, this marks the fourth year in a row that Rosemount property taxes have gone down. Taxes have gone down roughly a total of $201, or by 19.3 percent, the past four years. The reduction in property taxes this year is largely due to the repeal of the state’s Market Value Homestead Credit program, which was eliminated this summer during the state legislature’s special session. May said that the state’s new plan – the Market Value Exclusion program – is better for Rosemount residents in the long run. Under the former plan, the city had to levy extra money because the program only fully-funded itself two years throughout its 10-year duration, 20022011. However, the new exclusion program has caught some taxpayers off guard, May said. A resident called him to inquire why the value of his home dropped so significantly, more than 20 percent. May told the resident the taxable value of their own differs from the price the homeowner could sell their house. In actuality, home values have only dropped roughly 8 percent from last year because of the new exclusion program, May said.

BUSINESS BRIEFS Industrial building in Rosemount sold to Maple Plain company Philadelphia-based real estate organization Binswanger, on behalf of Webb Properties LLC, has announced the sale of a one-story, 129,118-square-foot light manufacturing and distribution building in Dakota County. The site spans more than 10 acres and is located at 15197 Boulder Ave., Rosemount. The buyer, Photo Labs Inc., is the world’s fastest source for custom CNC machined parts and injection molded parts and is headquartered in Maple Plain. It plans to use the facility for expansion of capacity for both Protomold and Firstcut services. “It is always good to see growth of manufacturing along with redeployment of quality buildings,” said Senior Vice President Gerry Norton in Binswanger’s Minneapolis office, who represented Webb Properties. This facility, built in 2000, was constructed for Webb Candy Company. This project will provide Protolabs

with a quality manufacturing space along with access to a strong work force available in the southeast market of the Twin Cities.

SonShine Preschool aims at being that school. “We just want the kids to have a good experience in their first years in school,” Nachtigal said. The Just 3’s classes have two verbal enrollments for classes beginning in January 2012, Nachtigal said, though they have not yet officially registered. Nachtigal said that though Ahna does not have classmates at the moment, her learning process has not been stunted. “Even though she’s the only one in there… she talks to more people now – just growing and learning social skills and things like that,” Nachtigal said, adding that Faith used to be quite shy.

Nachtigal’s father, Steven Swanson, is the full-time senior pastor at Faith in Christ Fellowship – an unpaid position. He also works full-time at UPONOR – a heating, cooling and plumbing installation company – as a teacher and trainer. His wife, Kathy Swanson, said they felt called to start a church in a city rich with other places of faith. “We really felt called to walk alongside the other churches in the area,” Kathy Swanson said. “We wanted to come support the community.” The church has a food and clothing shelf for those in need in the area, she said. The church also provides support in the form of prayer. “Our whole philosophy for our church is to reach our community both practically and spiritually,” Kathy Swanson said. South metro schools keeping pace with technology Teachers becoming innovators in classrooms BY MICHAEL RICCI – SUN NEWSPAPERS As technology and its varied applications grow each and every year, so does the need for south metro teachers to find innovative and creative ways to engage students in classrooms. District officials in several south metro high schools see the ways children get more excited about learning, and it typically involves newer technology. For this reason, many high school teachers are becoming innovators with regard to teaching, using a variety of “gadgets” to their advantage, as well as students. Peter Bohacek is a teacher at Henry Sibley High School located in Mendota Heights of Independent School District 197. He is among a growing number of teachers using non-traditional teaching methods. Bohacek said this is kind of the model right now for many teachers, but at Henry Sibley, he said there is support for teachers endeavoring into new areas to hold and maintain the interest of students.

Currently, Bohacek uses a lot of online work for students, who are responding well to the use of technology for learning. “Almost all of the student work is done online,” he said. “It’s not to say it’s not done in class. Most of our tests and quizzes are done online, in class.” As an example, Bohacek cited the use of a computer simulation of electric circuits. At the same time students view the simulation, they have online questions that guide them in the learning process. “Every step of the way, it’s giving individual feedback,” he said. He added that another type of instruction comes in the way of video production in the place of traditional lab reports. “They produce a video,” he said. “We just do it in our classroom.” Bohacek said students perform the lab work, take data, perform analysis and conclusion using a video-editing program to produce their final piece of work. Bohacek said in addition to how the use of technology keeps students engaged, it also offers them the opportunity to learn more about other forms of technology that they may not have otherwise. “They can include a video clip of what it is they are studying,” he said. Using a lab report on energy conservation in connec-

tion with roller coasters, Bohacek added, “That would be very hard to do with a conventional lab report. The video offers flexibility beyond what they could do with a traditional lab report.” Over in ISD 196, Rosemount-Apple Valley-Eagan schools, Dr. Todd Beach also utilizes newer forms of technology in his classes, most of which are online websites. “I use Moodle. It’s a website for teachers so they can post assignments, put documents like study guides and notes,” he said. “You could put questions out there, and they can respond to the questions.” Beach added that the nice thing about the forum is that the students don’t all have to be online at the same time. Plus, the site allows for him to use it after the fact. Beach is able to use answers in classroom discussion the next day. But moodle.org is just one of a few online sites that Beach uses to teach students. Another site that the teacher uses is todaysmeet.com. “It affords back channel chat,” he said, explaining how this feature allows students to interact without interrupting. Through his own observations, Beach said there are benefits to engaging students in this way. “They like being able to use these tools,

Now they can see a benefit in their learning world.” But unlike the students, the vast majority of whom have grown up with technology, teachers have to spend time learning some of the new technology before it can be used in classrooms. “I would not call myself a tech geek, but I do enjoy using technology in my work,” Beach said. “I don’t see it used for achievement sake. I see it used for engagement and learning.” Bohacek spoke to his own district and video editing in particular. “I am working with two new teachers this year,” Bohacek said. “Every time we assign one of these projects, we have to produce one ourselves to learn how to do it before we can teach it.” To gauge the efficacy of technology use in his instruction, Bohacek conducted an online poll among his students, asking, “Does having a homework assignment online increase your motivation to complete it as opposed to on paper?” According to Bohacek the results were significant, saying that 92 percent of students polled answered in the affirmative. He also referenced advanced placement test scores by a peer teacher, John Kelly. “In the year our chemistry teacher introduced online homework, his class test scores improved 20 percent,” he said. “That is from a 60 percent pass rate to an 80 percent pass rate.” Dr. Randy Clegg, superintendent of ISD 191, said his district is currently in the process of further examining the use of technology in classes. “We are thinking about it and trying to build an infrastructure so we can move forward with it,” Clegg said. “What I am seeing now is the use of mobile computing devices [that] are probably gong to be the next tool that will allow teachers to differentiate the instruction within their classroom and engage students through technology.” No Motels, No Hype Just Honest Pricing Everyday !

Giving back is no accident for Apple Valley child Nine year old featured in KS95’s Kid Radiothon fundraiser Dec. 9-10 BY MATTHEW HANKEY – SUN NEWSPAPERS Apple Valley resident Ahna PowersBrekke has had a rougher life than most of her peers. Though only 9 years old, Ahna is two years removed from major orthopedic surgery needed to reconstruct her right foot after an accident she had at age 2. Now, Ahna had the chance to give back to the hospital that performed her surgery. Ahna was featured in the 13th annual KS95 Kid Radiothon Dec. 9-10, an annual fundraiser hosted by the FM radio station. The proceeds from the fundraiser are split between Gillette Children’s Specialty Healthcare in St. Paul – where Ahna had her surgery – and Children’s Cancer Research Fund. The Powers-Brekke family’s story was shared, along with five other Gillette Children’s families, live from the Mall of America Bloomingdale’s Court. When Ahna was 16 months old, she got her legs caught in the spindle of her crib. “What happened is they got caught in a way that caused nerve damage in her lower right leg,” said Brian PowersBrekke, Ahna’s father. Her parents rushed her to the emer-

gency room where hospital staff discovered a blood clot, which is potentially life threatening. Ahna spent the next week in the hospital, receiving treatment for the blood clot. After she was released, Ahna’s parents had to treat the clot on their own. “Her mother and I continued to administer blood thinners with injections,” Brian Powers-Brekke said. Ahna’s blood clot eventually dissipated and she went through many diagnostic tests to figure the extent of the injury and a lot of therapeutic procedures to help with her recovery, Brian said. As she grew older, the nerve damage did not improve and Ahna developed a muscle imbalance in her right foot and eventually, her right foot became deformed. Brian said his daughter had difficulty running and keeping up with her friends when they played tag. “I really felt bad because I could never really run or play with my friends,” Ahna said. “When my foot was still bad, I wanted to play tag and I couldn’t.” Ahna went through more therapeutic procedures, but her parents were just postponing the inevitable. “At some point, we knew she would need to have some surgical intervention, but we wanted to stave that off for as long as possible,” said Brian. When she was 7, Ahna underwent a complex orthopedic surgery to essentially bring her right foot into a more normal position, said Brian PowersBrekke. Ahna recalls not wanting to go

through with the procedure. “I just remember I was kind of freaking out and I really didn’t want to do it, but I knew it was for the good of my foot,” she said. Her surgery went well with no complications, said Brian. “If you saw her with her friends or walking down the street, you wouldn’t know she had an injury,” he said. “So, she’s an absolute success story.” Ahna knew the surgery went well because she could now keep up with her friends. “I think I had to stay in the hospital for couple weeks,” she said. “Afterwards, I felt pretty good. After I got off the crutches, I could play tag.” Ahna’s surgeon, Dr. Deborah Quanbeck, recommended martial arts for Ahna. This type of discipline teaches and improves balance – essential for rebuilding strength in Ahna’s right foot. On her doctor’s recommendation, Ahna began taking Tae Kwan Do classes at Minnesota Valley Martial Arts in Apple Valley. “Martial arts really got my foot in shape and I made new friends with the instructors and all my classmates,” said Ahna, who recently received her brown belt. She hopes to receive her black belt next year. Ahna’s resolve helped her overcome the hours of rehabilitation following her surgery. “You never hear her complain about her leg,” Brian said. “She sees herself as a normal kid. She’s an inspiration to all of us, really.”

EDUCATION MacPhail Center for Music hosted clinic at Eagan High School Band students from Eagan High School were treated to a special event on Thursday, Dec. 1. Faculty from several MacPhail Center for Music locations led nine music clinics in clarinet, oboe, French horn, trombone, percussion, flute, saxophone, trumpet, baritone and tuba to 181 band students. The clinics were arranged with MacPhail by Eagan High School music chair, Conrad Miska. “Our students all left their sessions feeling enthusiastic about the new things they had learned,” Miska said. “As instructors, we were very excited to hear many of the same concepts we stress reinforced by the MacPhail faculty. This was a rewarding experience that I hope we can duplicate again soon.”

District 197 teacher pay for performance to begin in 2012-13 Following a supportive vote by teachers in November, the District 197 School Board followed suit and unanimously approved the district’s Alternative Teacher Professional Pay System effective the 201213 school year at its Nov. 28 meeting. The vote came after a presentation from Diane Thompson, president of the West St. Paul Federation of Teachers, and Linda Goers, director of human resources, who provided an overview of the plan, often referred to as Q-Comp. The plan, which was originally approved by the Minnesota Department of Education last year, includes a system of career advancement options for teachers, job-embedded professional development, teacher evaluation, performance pay and an alternative salary schedule. Thompson said a key component of the plan includes the hiring of instructional peer coaches and district teachers who will serve as mentors, evaluators and coaches for their colleagues in an effort to improve instruction for all students. Goers noted that due to new state legislation approved this summer, the district is required to develop a new teacher evaluation plan by 2014. While the state has frozen any new entries to the Q-Comp program, because the plan had already been approved, the board had until Dec. 1 to act on it and still be included in the state’s program. ISD 196 now accepting applications for Budget Advisory Council Independent School District 196 residents are invited to apply for membership on the Budget Advisory Council. The district is accepting applications for one resident/parent position to fill a vacancy created when BAC member Gary Huusko was appointed to the school board in October. The term of this position is Jan. 9, 2012, to June 30, 2013. The purpose of the BAC is to ensure active community participation in and enhanced community understanding of the district’s budget planning process, and to provide input to the school board and administration on budget plans that support district goals, policies and initiatives. The BAC includes nine resident/parent members, three district employees and district office staff. All members should generally have, but are not required to have, some expertise, understanding or background in financial matters and budgeting. The BAC meets four to six times dur-

ISD 196 students earned $1.7 million in U of M credits During the 2010-2011 school year, Independent School District 196 students who participated in the College in the Schools program earned 4,384 college credits valued at nearly $1.7 million, according to a value statement released by the University of Minnesota in September. The statement shows there were 1,014 registrations by District 196 students in 2010-2011. At $376.70 per credit, the $1,651,454 total value of credits earned compares to a cost to the district of $147,030 for the students to take these CIS courses at their high schools. Apple Valley High School, Eagan High School, Eastview High School, Rosemount High School and the School of Environmental Studies all had students participate in the program. More than just a will An estate plan is more than just a will. Though an up-to-date and specific will is an important element of a good estate plan, there are other elements as well. In addition to a will, an estate plan should assign power of attorney, which gives a person of an individual’s choosing the right to manage that individual’s financial affairs if they are unable to do so themselves. Power of attorney should be assigned in the case of a person’s death, but also if an unforeseen medical issue arises and a person is no longer capable of managing their affairs. There are two types of power of attorney that are essential to know when estate planning. Springing power of attorney goes into effect when circumstances that the individual specified, such as incapacitation, occur. In order for this to go into effect, the agent designated must typically produce proof of an individual’s incapacitation. Durable power of attorney goes into effect immediately and the agent does not need to prove incapacitation. When choosing an agent to assume power of attorney, individuals need to make this decision wisely, choosing someone they trust who can competently manage their affairs.

Assets include a host of things, from investment accounts to real estate to retirement savings. Individuals must take careful inventory of all of their assets and determine to whom these assets should go if they die or who should gain control of them if individuals become incapacitated. This means leaving no stone unturned. If there are any questions about specific assets, then legal wrangling or even government taxation upon these assets is likely to take place.

Understanding trusts Many people hear the word trust associated with financial dealings and immediately assume it only applies to the wealthy. Nothing could be further from the truth. A trust enables men and women to put conditions on the distribution of their assets upon their death, including when and how these assets will be distributed. In addition, a trust might just protect these assets from creditors or lawsuits and help any heirs avoid probate court, which can be a costly and tedious process. Though trusts aren’t necessarily for everyone, they also aren’t exclusive to the very wealthy.

Allocation of assets Many people make the mistake of leaving all of their assets to their spouses upon their deaths. While this is wellintentioned, it doesn’t always work out best for men and women with children. Individuals can leave an unlimited amount of money to their spouse upon their death, and that money cannot be taxed. However, when the surviving spouse dies, if he or she leaves that money to their surviving children, then they are likely going to pay significantly more in estate tax. In addition, when deciding to simply leave all assets to a surviving spouse, this is, in a sense, leaving the difficult decision of asset allocation to the surviving spouse. What’s more, should both husband and wife pass away in an accident at the same time and all assets were left to a spouse, this can make it very difficult, contentious and costly for surviving family members to divide up any assets left behind. Estate planning is something few people will embrace with open arms. But as morbid as estate planning might seem, it’s a necessary step for adults who want to secure their own futures should they become incapacitated or the futures of their loved ones when individuals pass away.

Apple Valley resident wins Miss Minnesota Teen USA Pageant Apple Valley resident Kendra Berger was selected as Miss Minnesota Teen USA 2012 Sunday, Nov. 27, at the Burnsville Performing Art Center. A panel of judges selected Kendra as Miss Minnesota Teen USA in front of a capacity crowd assembled in the auditorium. The competition, held annually in Burnsville, consists of three proportional segments: evening gown, swimwear and interview. Eligible young women must be between the ages of 14 and 26 and be unmarried residents of Minnesota in order to compete in the pageant. Kendra will now advance and compete next year at the Miss Teen USA national pageant. The date of the event is still to be determined. Info: missminnesotausa.com.

Two of the state’s top-ranked boys swimming teams started their seasons in the same Lakeville pool Dec. 9. But they did not compete against each other, at least in the official sense. The opening week of South Suburban Conference boys swimming meets included a double-dual at Kenwood Trail Middle School. The host teams – Lakeville North and Lakeville South – earned a split. Lakeville North, ranked fifth in Class AA, defeated Eastview 94-83. Fourth-ranked Rosemount beat Lakeville South 97.5-80.5. The Irish lineup includes four seniors – Braden McCormack, Jacob Stern, Luke Dowell and Conor Manning – who finished second in the 200-yard individual medley at the 2011 state Class AA meet. Stern (200 medley relay), Dowell (100 butterfly) and Manning (50 freestyle) all won events in the season opener against Eastview. McCormack had the fastest time (55.76 seconds) in the 100 backstroke but technically was not credited with the victory because the Irish had an insurmountable lead and were swimming exhibition (unscored) in the final few events. Stern had the fastest time in the 100 breaststroke, another event where Rosemount swam exhibition. Daniel Monaghan (diving), Sheldon Hatlen (100 freestyle) and Andrew Urness (500 freestyle) also won individual events for the Irish. Rosemount won the 200 medley and 200 freestyle relays and had the fastest time in the 400 freestyle relay, an exhibition event for the Irish. Boys basketball team ranked 2nd in Class 4A BY MIKE SHAUGHNESSY – SUN NEWSPAPERS Watching Eastview’s boys basketball players outside on the hottest days last summer, doing strength and conditioning drills, might have caused people to wonder: What is this, boot camp? Not quite. It’s just a team trying to avoid another playoff disappointment. After winning the South Suburban Conference championship last season, the Lightning went into the Class 4A, Section 3 playoffs as the No. 1 seed. But its season ended with a loss to Lakeville South in the semifinal round. With four starters back from last season and nine seniors overall, Eastview is determined to avoid repeating last year’s downer. “We like to say champions are made in the off-season, but they’re recognized during the season,” Eastview coach Mark Gerber said. “Nobody sees what these guys do in the summer and fall. To see them in the weightroom, or to see them outside in 100-degree heat, doing their conditioning – and doing it together – that tells you a lot about them.” One-hundred-degree heat? “Oh yeah, we were out there,” senior guard Darin Haugh said. “Flipping tires, carrying guys down the football field on our backs. We’ve always done it, but last summer it was a lot more intense.” Haugh said ratcheting up the intensity during the summer should help during games in the winter “just with the will to win, knowing we’ve done the work we needed to do.” The Lightning, ranked second in Class 4A behind three-time defending

Notebook: Kurt Virgin replaced as Eagan boys basketball coach Kurt Virgin, head boys basketball coach at Eagan High School since it opened in 1989, left that position shortly before the start of the Wildcats’ 2010-11 season. The reason for the departure has not been made public. EHS athletic director Sandra Setter Larsen did not return a phone call from the Sun-Current seeking comment. Mike Sullivan, who was to be the Wildcats’ junior varsity coach this season, has been named interim head coach. He had returned to the Eagan program after serving as sophomore coach and junior varsity coach for eight years in the 1990s. Virgin also has been Eagan’s head boys soccer coach since the school’s inception. He is the only high school coach in Minnesota with more than 400 victories in two different sports. In basketball, he has 485 career victories and led the Eagan boys to four state tournament appearances, including a runner-up finish in 1998.

SHORTS Augsburg hall of fame Apple Valley High School alumnus Mitch Hegland and Burnsville resident Michael Burkhardt are two of the newest members of the Augsburg College Athletic Hall of Fame. Hegland was one of the top lightweight wrestlers in Augsburg history. He was a two-time All-American at 118 pounds, finishing sixth nationally in 1989 and fifth at nationals in 1990. Hegland served as an assistant coach on the 1990-91 Augsburg team that won the school’s first NCAA Division III championship. He has worked in education the last 20 years, most of it in the Eden Prairie school district. He taught fifth and sixth grade and currently is part of the district’s administrative team as a positive behavior intervention specialist. He also coached the Eden Prairie High School varsity wrestling team for 10 years. Hegland won the state high school Class AA 105-pound championship in 1986 while a senior at Apple Valley. Burkhardt played two years of hockey and baseball at Augsburg. He played goalie for Augsburg’s 1981 NAIA championship team and was team MVP and an NAIA All-American the same season. In 42 career games over two seasons, he was 35-7 with a 3.68 goals-against average and .844 save percentage.

Burkhardt also played two seasons as a catcher for Augsburg’s baseball team after transferring from the University of Minnesota and was a team co-captain as a senior. He was an assistant men’s hockey coach at Augsburg for four years and has coached numerous high school and youth teams in Minneapolis and Burnsville. Burkhardt has been vice president of finance for capital reporting for UnitedHealth Group since 2002.

Webb named all-tourney Kyle Webb, a midfielder on Apple Valley’s 2009 state Class AA boys soccer championship team, was named to the all-tournament team at the National Campus Championship Series men’s soccer tournament in Phoenix. Webb plays outside midfield for the University of Minnesota men’s club team. Bijan Jabari, who played with Webb on the 2009 AVHS state champions, also is a member of the Gophers club team. Former Minnesota Kicks player and longtime local coach Alan Merrick coaches the Gophers. Minnesota reached the semifinals of the Nov. 17-19 NCCS tourney before losing to Missouri 1-0.
