New Eagan clinic has patients needs at heart

BY MATTHEW HANKEY SUN NEWSPAPERS In retail, the maxim states “the customer is always right.” This saying may prove to have some crossover application to health care. While patients might not always be right, their concerns and feedback should not be ignored. A new health care clinic in Eagan has taken patient suggestions to heart. The Bloomington-based HealthPartners Medical Group opened a new primary care clinic Oct. 17 in Eagan. This opening marks the third HealthPartners clinic in Dakota County – with existing locations in Apple Valley and Inver Grove Heights. Located just east of Interstate

gested making exam rooms less cluttered. With those suggestions in mind, HealthPartners acted accordingly. The computer desks in exam rooms at the new location are now less obtrusive and allow for better communication between the patient and staff, Averbeck said.

David L. Schroeder was a man of education, through and through. As the first president of Dakota County Technical College, Schroeder worked so others could find work for themselves. “It was his passion,” said Deidra Huff, Schroeder’s oldest daughter. “He devoted his life to education.” On Oct. 15, Schroeder passed away at the age of 74. “He passed away peacefully surrounded by his family,” Huff said. In October 1970, Schroeder became the first director of the Dakota County Area Vocational-Technical Institute,

adding there are now 24 HealthPartners primary care clinics in the metro area. Patients suggested giving them more control of the exam room lighting, having less lobby wait time, providing them ways to pass the time they spend in lobbies and more interaction with staff as they process medical information in exam room computers. as DCTC was then called, in Rosemount. His philosophy for technical education focused on providing students with effective pathways to secure and find rewarding careers. Huff, who grew up in Burnsville, said she recalls seeing the institute in its infancy, spending many hours at the school’s campus with her older brother, Aaron, and younger sister, Adley Walschlager. “We were there when the property was established and we all watched it get built from the ground up,” Huff said, now a Naples, Fla., resident. “We started with nothing and created programs that changed people’s lives,” Schroeder is quoted as saying in a news release issued by DCTC. After two name changes, the institute became the Dakota County Technical College in 1989. Six years later, when DCTC merged with other institutions in the Minnesota State Colleges and Universities system, Schroeder became president of the college. “He was very proud of Dakota Technical Institute, as it was called back then – the programs and putting people to work through education,”

Huff said. Four years later in 1999, Schroeder retired having served the college for three decades. Ron Thomas has served as the DCTC president since Schroeder’s retirement and often sought his advice. “He was always available to me and to the college,” Thomas said. “My transition was made easier because of him, no doubt about it.” Schroeder’s character, as well as his professional acumen, is how Thomas will remember the former president. “He was probably one of the most kindest, caring people that I ever met,” Thomas said. “I think it was related in how he dealt with people on a daily basis.” “He was a teacher and a learner, an inquisitive guy. In the field of education, that’s what you have always have got to be doing – just be a life-long learner. And, I think that’s why he was such a successful president at Dakota County.” After retiring, Huff said her father spent time at home, but also in the Brainerd Lakes area at the family cabin. “He enjoyed living in Burnsville and enjoyed spending time up at the cabin,” Huff said. “He enjoyed fishing at the cabin with all the grandkids, teaching them how to fish.” SCHROEDER: TO NEXT PAGE

Schroeder FROM PREVIOUS PAGE And that’s how Huff thinks her father would want to be remembered – as a man who continued educating long after his retirement. “He never stopped teaching us and that’s his legacy,” Huff said. At Schroeder’s funeral Oct. 19, Huff took solace in knowing her father left a legacy with many of the people he encountered throughout his life. Huff estimated nearly 200 people came to pay their respects and many shared stories about her father. “Probably the nicest thing at the funeral was hearing what a positive impact he made in their life, Huff said. “Whether it was family, friends, neighbors, co-workers – everybody had a great story to tell.” Huff said she and her family still maintain a fondness for Dakota County Technical College. “We still drink out of the coffee cups with the school’s name on it,” she said. “It was a favorite.” In 2010, Schroeder was given The Spirit of DCTC Award, which “recognizes individuals who have contributed selflessly to the college mission while

showing boundless support for student success in the classroom and beyond,” according to the college. Schroeder was born on March 15, 1937, to Roy and Edith Schroeder in St. Paul. He grew up in St. Paul, graduated from Wilson High School in 1956 and later graduated from Hamline University. He served in the U.S. Army and worked for the State Department and was proud to have held the rank of Eagle Scout, Huff said. In partnership with the Schroeder family, the DCTC Foundation has established a memorial scholarship to honor Schroeder. For more information about the scholarship, contact the Office of the President at ron.thomas@dctc.edu or the DCTC Foundation at 651-423-8293. “If people are interested in submitting a financial donation, it would go to a great cause to help a student,” Thomas said. Schroeder is survived by wife of 23 years, Terry Davis Schroeder; his brother Roy (Marilyn); his children, Aaron (Louann) Schroeder, Deidra (Bradley) Huff, Adley (Michael) Walschlager, and Suzanne (Bob) Heitzman; 10 grandchildren and 1 great-grandchild. “He was really a wonderful man,” Huff said. “He was kind a generous and well-loved and he had a sense of humor about him.”

David L. Schroeder became the first director of the Dakota County Area Vocational-Technical Institute in Rosemount in 1970. After a couple changes to the institution’s name, Schroeder became the first Dakota County Technical College president in 1995. Schroeder passed away Saturday, Oct. 15, at the age of 74. COMMUNITY BRIEFS City of Eagan recently launches new Facebook page The city of Eagan has launched a new Facebook page, facebook.com/CityofEagan, which has been attracting followers for the past week. Visitors can find information on police arrests, crime alerts, parks and recreation activities, road closures and development

projects, and also access occasional surveys and polls. “Part of the city council’s civic engagement goal is to reach out to the community in new ways, and using social media tools is one of those ways,” said Eagan Mayor Mike Maguire. A significant Facebook presence is an additional means of connecting people back to Eagan’s content-rich website, which has 700,000 pages of information viewed since May and averages 1,500 visitors per day. “Residents and business managers can

learn important details from Eagan’s Facebook page,” said City Administrator Tom Hedge, “but interactively we can learn a lot from them too.” The Eagan Facebook page replaces a Parks and Recreation page put up last year as an initial foray into social media. Now, city leaders are trying to centralize city information from all departments, but in specific web and social media channels where people can easily find information.

Phone system test Nov. 1 for county residents and businesses Residents and business people in Dakota County will receive phone calls on Tuesday, Nov. 1, during a test of the Mass Telephone Notification System. The system will be used to provide essential information quickly in a variety of situations, such as pandemic information, evacuation of buildings or any threat to public safety. Between 6-7 p.m., residents will receive a welcome message that will ensure them the system is working properly and give residents an idea of what to expect from the system.

For this test, the notification system will use one point of contact, which will be the home phone number on record with the local phone provider. Available on the Dakota Communications Center website, mndcc.org, is a link to the Mass Telephone Notification System so citizens can add additional contact paths, such as cellular and work phones, email addresses, text messaging information and other forms of communication to ensure the best chance of effective message delivery in an emergency. COMMUNITY BRIEFS Eagan woman expert speaker at Michigan Catholic conference Eagan resident Tricia Menzhuber was chosen as a social justice expert speaker at the Catholic Diocese of Lansing, Mich., Common Conference this past September. Menzhuber, a teacher of religion at Visitation School in Mendota Heights, was invited to the Michigan conference to conduct a workshop that offered pastors, youth ministers and other religious leaders the chance to learn a new approach to teaching social justice. “Social justice is the idea that all humans have dignity, regardless of race, creed, income, or ideological differences,” said Menzhuber. “Social justice teachings invite students to reflect on the distribution of wealth and resources worldwide. They also call us to care for the planet and examine our responsibilities as humans to care for others, particularly the poor and vulnerable.” During her workshop session, Menzhuber explained how her methods for teaching social justice include heightening students’ awareness of social justice issues and moving them toward civic action. She also provided a series of pedagogical tools, including technology tools, prompts, ideas for teaching and applying the process for students at all levels. “Tricia has a well-earned reputation for understanding and articulating

teachings on social justice,” said Renee Genereux, director of Visitation’s UpperSchool.

How I broke my glasses and the philosophical implications therein CURRENT Eagan • Apple Valley • Rosemount

In the Community, With the Community, For the Community

With little ceremony and a generous sigh of annoyance, I listened to my glasses crack as I put on a sweater the other day. Honestly... Even in the recent past, breaking my glasses would be a cause for much greater frustration, but I guess I’m going soft in my old(er) age. A friend of mine recently sent me a text message after a lengthy conversation that read simply, “You wish you were old.” Now I don’t know about “old” per se, but I would grant that I’m a few more steps down the road toward retrospection than some of my contemporaries. That’s a good name for a running column: “Prematurely Retrospective.” I might even start branding my column that way.

DANIEL CALLAHAN Sun-Current Managing Editor

I bent the frames back (mostly) into place and put them back on. As a journalist, I don’t necessarily value precision sight as much as, say, a photographer does, but there is that pesky small amount of reading that goes into being an editor and with the bent-and-re-bent frames I’ve got sitting on my face, I’m not seeing things quite as clearly as I was a week ago. Visually, that is, not mentally. At least I hope not. But if I were, would I know?

I read a lot of copy while editing content for the SunCurrent and with the slightly “off ” glasses, I’m having a hard time keeping my eyes focused. This is, of course, maddening, but it’s not the end of the world. I’ll get through it. The long and short of what I’m saying here is that you’ve got to let the little things slide. There’s not a lot of sense getting riled up. Years ago, when I was in high school, I was a bit of a music enthusiast and played bass guitar on an album titled “Wet Shoes and Missed Belt Loops.” Ah, life’s little annoyances. I’m not sure where my band mates came up with the title, but years later I still think of that phrase when I’m feeling irritated by something trivial. I think the solution to the posed

question in that title is shoes dry out and you can restring your belt. The little things can be solved and there’s nothing worth getting all irked over. After some deliberation, I settled on a new set that I hope will be a bit more durable than the current ones and have a but of a “hipster” flair to them as well. The lady in the shop said I could “pull them off,” so I’m not too worried. I’m anxiously waiting for a call that my new glasses are ready to go. But I can wait. It can’t take too long, right?

DCUE’s executive board approved the screening team’s recommendations in early October. LETTERS TO THE EDITOR Re-elect Jackie Magnuson for ISD 196 School Board To the editor: For the last 22 years Independent School District 196 has been guided and served by school Boardmember Jackie Magnuson. Jackie, who serves also as a director at the state and national school board level, has given our schools an even, effective and efficient style of management. She knows how to direct a school district that is fiscally responsible and maximizes financial resources but it is her deep sense of the history of our community, her solid understanding of students and instruc-

tion and her willingness and ability to respond to the needs of district residents which makes Jackie Magnuson so vital to the continued success of our schools. It is difficult to overstate her contributions to our students and teachers and to their achievements in our classrooms and on our fields of competition. Our academics, sports, arts, test scores, awards and honors garnered by faculty, staff and students all reflect the dedicated and unwavering commitment of Jackie that our school district give quality education every day, in every classroom. Jackie Magnuson has proven what she can and will do for our community. Please join us and vote to reelect Jackie Magnuson to the ISD 196 School Board.

Support Coggshall and Schutte for the ISD 196 School Board To the editor: School board elections are always important and especially so this year. With four open seats on the board, I urge a vote for Bob Schutte and Fay Coggshall. Mr. Schutte is an incumbent and has been a member of the (ISD 196) School Board during some very difficult financial times. He serves on the Audit & Finance and Curriculum & Instruction committees. Bob has served the board and members of the district well and will continue to offer his experience and his support of public education in another term. Ms. Coggshall has been a resident of the district for many years and her children are recipients of a District 196 education. She will bring fresh ideas and a new face to the board and work hard to support and enhance the excellent education offered to our students. I urge your vote for Bob Schutte and Fay Coggshall for ISD 196 Board of Education on Nov. 8. Judy Finger Apple Valley

Experience counts for the ISD 196 School Board election To the editor: As Independent School District 196 Board of Education elections draw near, I am writing to encourage parents within our school district to vote for incumbent Board of Education members, particularly Rob Duchscher. I have had the privilege to know Rob personally and professionally for over 12 years. Rob’s energy, work ethic and interpersonal skills, along with his business skills in the area of finances and shortand long-term planning make him an ideal candidate to continue to serve members of the District 196 community on the BOE. Rob does not take his role as BOE member lightly, and works very hard to communicate with district members and to educate himself on issues within the

Especially in these challenging economic times, during which we face continued unpredictable state funding, we need to have experienced BOE members with a proven track record continuing to make prudent decisions about how best to educate our students. Rob’s years of experience on the BOE and his wealth of knowledge in this role make him the best person to continue serving on the BOE. To build jobs, stop shipping them To the editor: “Outsourcing” is a word that rolls nicely off the tongue. It sounds like a technical solution for small businesses in tough times. In a recent letter, the office manager for local U.S. Rep. John Kline thanked people for making his job fair a success. She ignored his support for subsidies to businesses that move jobs overseas. In tax havens like Bermuda and the Bahamas they escape U.S. tax laws and higher wages. These subsidies have reduced the job market, and decimated U.S. manufacturing. The overseas manufacturers often cause employees to face unnecessary risks to make products cheaper. Under the World Trade Organization, enforcement of trade laws in our country has been weakened to give an advantage to these companies who have moved overseas. A solution to increasing health care costs would help American businesses hire more employees, and the representative has adamantly refused to work with Democrats on that question. He publicly condemns government programs to help people who need health insurance, while he readily accepts government health insurance for himself. We need more than a job fair; we need to reward companies that create good jobs here in the U.S.A. Small business owners in the south metro area want more from the government than a “race to the bottom” in wages and job conditions. Minnesotans are bright; we used to have the best education system right here. For the success of businesses, we need to get back to building that. Paul Hoffinger Eagan

Eagan Police Dept. hosts K-9 training World-renowned Winnipeg Police Service K-9 Unit helps lead training exercise BY MATTHEW HANKEY – SUN NEWSPAPERS On-duty police officers often have a solitary job, spending much of their time in squad cars. But training exercises allow officers to exchange expertise and work together. The week of Oct. 17-20, police officers and law enforcement personnel from the metro area and beyond convened at the Flint Hills Resources Training Facility in Rosemount for a specialized K-9 training session. One law enforcement unit – the Winnipeg Police Service K-9 Unit – traveled nearly 500 miles to Rosemount for the weeklong training session. One of the world’s foremost units in K-9 training, the Winnipeg displayed its expertise at the session hosted by the Eagan Police Department. The Winnipeg Police Service K-9 unit is world renowned in part because it nearly exclusively trains its dogs in “tracking,” the focus of the training session. Tracking is the term for how K-9s follow a suspect’s scent, which will in theory lead the dog and its handler to the suspect. “They have a lot of experience with it

and a proven method and I guess that’s why they’re at where they are at,” said Eagan Police Officer Andy Helgerson of Winnipeg’s reputation. Twenty-three police officers from Burnsville, Apple Valley, Bloomington, Plymouth, Minnetonka, Brooklyn Park and West St. Paul among others, as well as 20 K-9s, participated in the training. Helgerson praised Winnipeg’s strategies and said the training proved educational for all the departments involved. The Eagan Police Department practices tracking, but also focuses on other K-9 training aspects, such as criminal apprehension and bomb and narcotics detection. The Winnipeg unit places tracking above all other K-9 training exercises. “When someone runs from committing a crime, we need to follow the scent and find that person,” Helgerson said. “We’re learning a lot of new techniques – sort of a different spin on things. It’s been excellent.” Helgerson said the most important thing he learned is how to work a dog’s leash. It’s an art form, he said. Officers need to recognize when the dog gives a negative behavior. “It’s up to me to work that dog back to where I know he was actively working a track and to work it,” he said. The Winnipeg unit taught that studying the dog’s behavior is vital when tracking. “The best way I can describe this to peoK-9 TRAINING: TO PAGE 16

South metro fire chiefs discuss recreational fires Not quite the ‘burning issue’ as in Minneapolis BY MICHAEL RICCI – SUN NEWSPAPERS In recent weeks, Minneapolis City Council members have heard some heated arguments against the practice of recreational fires, prompting the city to consider tightening restrictions altogether. For cities located in the south metro, where homes aren’t so condensed, the issue is not nearly as contentious, but the issue has raised some questions about recreational fires and the issues that are associated with them, albeit minor by comparison. According to four fire chiefs - from Apple Valley, Burnsville, Lakeville and Rosemount – the ordinances for their cities are based on state code, via the Minnesota State Department of Public Safety State Fire Marshal Division. For the most part, the ordinances in each parallel the state code. Nealon Thompson, Apple Valley fire chief, said since a burning ban has been lifted in Dakota County, which started Oct. 6 and ended Oct. 13 due to excessively dry conditions, these fires are allowed for specified purposes and functions, and he noted what cannot be burned. “They are allowed for recreational, ceremonial, food preparation or social events,” Thompson said. “You have to burn dry, clean wood only, split wood. You’re not allowed to burn grass, leaves, or construction debris.” Neither Thompson nor his nearby counterparts indicated that burning debris was an issue in their communities, but all agreed that burning leaves was unwise and against code. “Leaves, because they are a lightweight fuel, have the potential to become airborne and travel with the wind or travel with the heat that the fire is generating, which could start something else on fire,” Thompson said. “If they are dry, they are so light that they have the potential to spread the fire very rapidly and very quickly.” The chief continued by saying that leaves this time of the year tend to produce a lot of smoke, which sometimes becomes an issue.

“That is due to the moisture content of them. Those are the two predominant reasons,” he said of the risks associated with burning leaves. Unlike a chimney flue, the leaves also do not have time to cool before possibly landing on a neighbor’s roof or another potentially dangerous surface, the chief added. Farther south, in Lakeville, Lakeville Fire Chief Mike Meyer said Lakeville’s ordinances do not deviate from the state, but like Thompson, he spoke of the issues he’s seen associated with recreational fires. Similar to Thompson in Apple Valley, Meyer said that oils, fuels, plastics, tires and similar items were prohibited, and as long as residents are following code, there is usually no need for concern, but Meyer said there are times when these fires do become an issue. “We get calls. I won’t say we get a lot. When we do get calls, either the police or [the LFD] will follow up with the resident and the complaint,” Meyer said. “If there are a lot of complaints as far as somebody having a recreational fire, then we’re going to ask them to extinguish it.” Meyer, however, stressed that common sense should prevail in these situations. “Use common sense and make sure that if there are any issues, between the person having the fire and their neighbors, that they try to work it out amongst themselves,” the chief said. But he acknowledged there are times that this is not possible, “Yes there are times when you do have to call.” Otherwise, according to Meyer, anyone wishing to have a recreational fire should be mindful of their neighbors with regard to excessive winds and burning. “Put yourself in their shoes,” he said, adding rhetorically, “Do you want that smoke coming into your house?” In Rosemount, Chief Scott Aker said his city used to issue permits for recreational fires, but the matter became so

inconsequential that the requirement was done away with years ago. “We have not had any major trouble with it,” Aker said of the lifted requirement. As in Apple Valley and Lakeville, Aker said his department also receives some calls, but not very frequently. “We do get calls sometimes, and we go out and have to remind people that it should be wood that they are burning and not leaves or something like that. A few people just need a little education along those lines.” Aker went on to say that when his department does receive calls about recreational fires, the matter is usually resolved without incident. “If we do get any complaints, sometimes it’s people who are allergic to or bothered by smoke if they happen to have a neighbor who frequently has a recreational fire,” Aker said. “Nine out of 10 times, it’s usually worked out between the neighbors, and the fire department doesn’t have to get involved.” According to Burnsville Fire Chief B.J. Jungmann, much like his neighboring chiefs, the BFD is forced to extinguish recreational fires in the event there are excessive complaint calls made about a particular fire, but usually this situation is more than it seems. As is often the case in the nearby communities of Apple Valley, Lakeville and Rosemount, calls are typically made when two neighbors can’t get find a solution on their own. “Many times that’s what we’re getting in the middle of,” Jungmann said. The Burnsville chief added that wood should be clean and dry and that wet wood can produce steam and smoke. Jungmann said when these wood conditions are combined with a wind, in excess of state code – 15-20 miles per hour – it can create a nuisance. If enough calls are made, the BFD or Burnsville Police Department is forced

‘Use common sense and make sure that if there are any issues, between the person having the fire and their neighbors, that they try to work it out amongst themselves.’

Highlights of the state fire code: • Recreational fires must be at least 25 feet from all buildings or combustible materials. Combustible materials are things such as wood, paper, and plastics. • Recreational fires must be constantly attended until the fire burns out completely or is extinguished. • A minimum of one portable fire extinguisher … or other approved on-site fire extinguishing equipment, such as dirt, sand, or garden hose shall be readily available at all times until the fire is extinguished. • The only materials permitted in a recreational fire are wood from trees, small branches, brush, or charcoal. Treated lumber materials, construction debris, garbage, plastic materials, or waste materials are not allowed to be burned in recreational fires. The state fire code does not contain any regulations for immediate extinguishment if the smoke from a recreational fire is a nuisance to an adjoining property. City ordinances are typically tailored to address this issue. For specific information with regard to recreational fires and the ordinances that pertain to them, call the AVFD at 952-953-2600, the BFD at 952-895-4570, the LFD at 952-985-4700, the RFD at 651-4233444, and the Eagan Fire Department at 651-675-5900. to issue a citation or a fine. Jungmann, however, said that unless the ordinances are being grossly violated, there usually is not a problem. “We want people to enjoy a recreational fire if they want,” he said. Unlike Apple Valley, Lakeville, and Rosemount, the city of Burnsville does require those having a recreational fire to have in their possession a copy of the city’s ordinances, according to Jungmann.

Police chiefs warn of pedestrian safety during ‘darker days’ Advise motorists, trickor-treaters, parents of precautions BY MICHAEL RICCI – SUN NEWSPAPERS Halloween may include getting frightened for fun. But two south metro police chiefs are urging safety to avoid the frightening feelings that come with a real tragedy. As the days become darker earlier, the potential for accidents involving motorists and pedestrians, as well as bicyclists, tends to rise. For this reason, Apple Valley Police Chief Scott Johnson and Lakeville Police Chief Tom Vonhof are reminding motorists, parents and kids of steps that can be taken to avoid accidents across the board. According to Johnson, young children and their parents ought to take several precautions. “Make sure they wear some reflective clothing as part of their costume, give the child a flashlight, make sure they cross at intersections, don’t run, and make sure parents are escorting the young children,” he said.

Similarly, Vonhof said the absolute most important safety issue for kids is that they wear light-colored costumes and are accompanied by a parent. But Vonhof added a third point of concern. “Kids get so excited, and they get so focused on it that they are not paying attention to the traffic,” Vonhof said. As a means of addressing this before it becomes an issue while out trick-ortreating, the chief suggested that parents take a few minutes to sit their children down and talk with them about the evening. Vonhof said that parents and their children should have a plan, which basically consists of a safe route to minimize the number of times the children could be exposed to traffic. “Go down one side of the street, cross over and come up the other side of the street, not running back and forth across the street,” he said. For motorists, Johnson said this time of the year, with the sun setting earlier, is especially dangerous due to visibility issues. “Be very, very cautious driving in times of darkness, especially on Halloween night when we have a number of small children out trick-or-treat-

ing,” Johnson said. On a personal note, Johnson recalled years past as a patrol officer, citing Halloween as being one of his least desired nights to be on duty. “I spent a lot of my years working the street as a patrol officer,” he said. “The night I hated to drive the most was Halloween, not New Year’s but Halloween, simply because there were so many young kids out there on the streets.” Fortunately, Johnson said he never witnessed any accidents during these early days, but it still prompted him as a police officer to be as alert as possible to any potentially dangerous situations. “As a police officer you are very much aware of pedestrian safety,” he said. “You slowed everything down, your responses to emergency calls, just because you knew that there were those children out there.” Vonhof noted the visibility issues, or lack thereof, at this time of the year when days, and the natural light that comes with them, are shorter. “This happens so quickly at this time of year that it takes people by surprise,” Vonhof said. “In the morning, we have people driving to work and the sun is at a lower angle than it normally

would be during the summer time, and going home is the same thing.” According to Vonhof, it is this transition time that really becomes one of those difficult times for motorists to see other vehicles and pedestrians. Also on a personal note, Vonhof cited a concern of his own, one he recalls from his own childhood. “I don’t really like the costumes that have the mask on them where it restricts vision,” he said, adding that these take away from one’s peripheral vision. “You don’t want to have a mask having any type of vision obscurement.” Vonhof ’s message to motorists, like Johnson’s message, emphasized caution. “Motorists have to be extremely careful with all of the things they have to be watching for,” Vonhof said. These days kids are starting their trick-or-treat outings much earlier in the past. Nowadays, kids are out there at 3:30 or 4 p.m. in the afternoon when people are coming home, according to Vonhof. “You have to be aware of that and put a mental reminder that you have to be very careful while coming home,” he said.

Those two indicators are based on different measures, and it’s not the first time the two have gone in opposite directions when measuring one month, said Steve Hine, director of labor market research at the Department of Employment and Economic Development. Despite the slight decrease in unemployment, the state lost 7,400 jobs, according to DEED.

Scent pools and the odors are going to be moving around. “You need to learn how to read your dog’s body language and get him motivated to work that track and get his nose on the ground. That’s what it really comes down to. The law enforcement officers utilized the 750-acre outdoor training area at the Flint Hills Resources Training Facility, though some training had to be done offsite because of scent contamination, said Harry Wickhorst, Flint Hills construction manager. “What they do is they lay a trail for the dogs and the dogs have to find it out, Wickhorst said. “And they could only do that so many times in one area. Helgerson said Eagan police use the facility three to four times a year. “The nice thing about that is they’re very accommodating there, he said. “Anything we want, within reason, they’re going to do for us. They have a lot of room inside. Not everything we do is outdoors. The site features a mock duplex and

apartment units used for indoor tracking, Wickhorst said. “The walls are made so they have sliding doors, which makes it a continuous room or smaller, individual rooms, Wickhorst said. “They like it because it can versatile and we can change it up. We have a variety of things for them to do, not just for the dogs, but for the people as well. This year marked the first time the Winnipeg unit helped lead the training at the Flint Hills facility, though they have trained with the Brooklyn Park Police Department in years past, Helgerson said. The Winnipeg unit essentially volunteered their time at the training session, Helgerson said. “They’re not making a dime, he said. “They recognize the value in training other K-9 units some of the skills they’ve learned over the years. They know that it’s for the greater good of the community. They know the better we are, the better we all are. Each police team paid a registration fee for the training. Elko Speedway and the U.S.P.C.A. Region 18 made donations as well. Helgerson said expert training is invaluable for the city as a whole. “This isn’t my dog, Helgerson said of Maverick, an 8-year-old German Shepherd he’s handled for nearly seven years. “This is the community of Eagan’s dog.

By: Ali Holman, co-owner of www.coreconditioningtraining.com I think we can all agree that eating is fun. Not only is it a way for us to socialize, reward ourselves and comfort ourselves, it also is the one area of fitness where people have the most trouble. Wouldn’t it be great to know that the choices you make are actually helping your fitness program? More importantly, wouldn’t it be even better to banish the word “diet” from your vocabulary? Chances are, if you are embarking on a “diet”, it will have a beginning and an end. The end is usually followed by slowly going back to old habits and ends you right back where you started. With our clients, we really encourage them to focus on a Lifestyle Change with room for “cheat meals” and realistic goals; which inevitably lead to lifelong results and without the emotional roller coaster of a diet.

Core/Conditioning Training’s List of “Fat Burning Foods”

eggs

low-fat dairy

Eggs are high in protein and low in calories. You may have heard all the warnings about eggs and your health: opt for eggwhites for the low-cholesterol, fatburning effect. Eggs also contain the vitamin B-12, a great supplement for breaking down fat cells.

Studies show that women who eat low-fat dairy products (such as non-fat yogurt and low-fat milk) three to four times a day lost 70 percent more fat than low-dairy dieters.

beans

oatmeal

Beans are one of the best sources of protein, fiber and iron. Some of the best beans to ear are: • Navy Beans • White Beans • Kidney Beans • Lima Beans

Oatmeal is loaded with soluble fiber, which helps reduce blood cholesterol by flushing those bad digestive acids out of your system. Skip the flavored oatmeals - you lose out on all the health benefits. If you must sweeten your oatmeal, do so by adding fruit.

olive oil

lean meats

Certain fats are good for you, and your body needs them. Olive oil is one of those “good fats.” It helps you burn fat and keeps your cholesterol down. One ounce of extra virgin olive oil contains about 85% of the daily value for monosaturated fat.

Search for lean meats - chicken (baked, broiled, grilled), fish and turkey - which are all high in protein. It is a good rule of thumb to consume at least one half-gram protein per pound of body weight each day. A chicken breast gets you well on your way, with about 22 grams of protein.

whole grains

interval training

Our body needs carbohydrates, despite what the fad diets tell you. Avoid processed carbohydrates such as white breads, bagles, pastas and white rice and look for whole grains that have not been processed and contain the fiber and minerals your body needs.

Interval training is defined as short, repeated bouts of intense exercise with minimal rest. You can burn major calories and get an all-over workout in less than 30 minutes. When you see people who are “cut,” chances ar they are partaking in interval training.

EdenPURE ranked #1 in North America ®

Save $192 - biggest savings ever Never be cold again

How it works:

Bob Vila, America’s Favorite Home Improvement Expert, Canton, Ohio

I know why millions of Americans are saving on their heating bills with the EdenPURE® Infrared Portable Heater. And now you can save up to $192, our lowest prices ever on the new 2012 EdenPURE® Personal Heater. The heater I personally rank #1 in North America. For over 30 years as your home improvement television host, I have reviewed and experienced thousands of products. I have an EdenPURE ® in my Massachusetts home and found it to be a very safe and reliable source of portable heat. This is one of those few comfort investments I can recommend for your home that will truly pay dividends. We all know heating costs are expected to remain at record levels. The cost of heating our homes will continue to be a significant burden on the family budget. The EdenPURE® can cut your heating bills, pay for itself in a matter of weeks, and then start putting a great deal of extra money in your pocket after that. With over one million satisfied customers around the world, the new EdenPURE ® heats better, faster, saves more on heating bills, and runs almost silent. A major cause of residential fires in the United States is portable heaters. The choice of fire and safety professionals everywhere, the EdenPURE ® has no exposed heating elements that can cause a fire. The outside of the EdenPURE® only gets warm to the touch so that it will not burn children or pets. And your pet may be just like my dog who has reserved a favorite spot near the EdenPURE®. Accept no imitations. The EdenPURE® can also help you feel better. Unlike EdenPURE® imitators, it will not reduce humidity or oxygen in the room. These imitators use ce-

Heats floor to the same temperature as ceiling.

CUTAWAY VIEW

1. Electricity ignites powerful SYLVANIA infrared lamps. 2. The quartz infrared lamp gently warms the patented copper heating chambers.

3. The soft heat “rides” the humidity in the room and provides even, moist, soft heat ceiling to floor and wall to wall without reducing oxygen and humidity.

SYLVANIA is a registered trademark of OSRAM SYLVANIA Inc. used under license.

ramic plates instead of our patented copper. Cheap ceramic plates reduce humidity, dry out your sinuses and make your skin dry. With other heating sources, you'll notice that you get sleepy when the heat comes on because they are burning up oxygen. The advanced space-age EdenPURE ® also heats the room evenly, wall to wall and floor to ceiling. Other heating sources heat rooms unevenly with most of the heat concentrated high and to the center of the room. And as you know, portable heaters only heat an area a few feet around the heater. With the EdenPURE®, the temperature will not vary in any part of the room. How can a person cut their heating bill with the EdenPURE®? First, the EdenPURE® uses less energy to create heat than many other sources, but that is just part of why it will cut a person’s heating bill. The EdenPURE® will heat a room in minutes. You will immediately notice the difference! Therefore, you can turn the heat down in your

house to as low as 50 degrees, but the room you are occupying, which has the EdenPURE ® , will be warm and comfortable. Your EdenPURE ® easily moves from room to room. Using zone heating keeps you comfortable and reduces your heating bills. This can drasti-

cally cut heating bills; in some instances, the savings may be substantial. The EdenPURE® will pay for itself in weeks. It will keep a great deal of extra money in a user’s pocket. Because of today’s spiraling gas, oil, propane, and other energy costs, the EdenPURE® will provide even greater savings as time goes by. The EdenPURE® Personal Heater comes with a comprehensive three year warranty and a 60-day, no questions asked, satisfaction guarantee – EdenPURE® will even pay for

the return shipping. There is absolutely no risk. And EdenPURE ® is the only portable heater with a National Service Network. How to order: During this special 10 day offer we can deliver to your home our Personal Heater which comfortably covers an area up to 350 square feet. During our special, you are eligible for a $175 DISCOUNT PLUS FREE SHIPPING AND HANDLING FOR A TOTAL SAVINGS OF UP TO $192 on the EdenPURE ® Personal Heater. Our largest

Clinic FROM PAGE 1 “It allows for a more conversational feel, more of a table feeling,” Averbeck said. HealthPartners Site Supervisor Rich Weeks said the new clinic aims to keep patient wait time in the lobby between five to 10 minutes. “Our goal is to reduce the lobby time as much as possible,” Weeks said. While patients wait, they can check out one of 10 new Apple iPads the clinic purchased. Patients will be able to use the iPads in the lobby, as well as in the exam rooms, and can watch streaming television shows or read materials on health and wellness, Weeks said. Exam rooms at the new clinic were designed with greater efficiency and took into account patients’ requests of having a calming effect at the clinics, Weeks said. The height measuring stick and weight scales have been moved to the exam rooms. “We’re trying to remove the clutter and make it a little more aesthetically pleasing,” Weeks said. The new clinic has 10 exam rooms, including a chiropractic room that for now remains empty, though Weeks said the clinic hopes to hire a chiropractor by

the end of November. The clinic currently has 11 staff members, but Averbeck said more will be hired once it has more patients. “As our volumes expand, then we will add staff,” Averbeck said. Another patient request was for an urgent care feature at the new site, Averbeck said. “Urgent care was very important to them,” she said. “It’s open later and on evenings and weekends.” The clinic offers services such as family practice and ob-gyn, in addition to the future chiropractic services. A lab for “lumps and bumps,” as Weeks calls them, is available for minor operations like mole, cyst and lesion removal. At the Oct. 13 grand opening, Weeks said area residents gave positive feedback regarding the facility and some have made a second appearance at the clinic. A nurse and midwife gave tutorials to those in attendance, which numbered roughly 1,000 people, Weeks said. “It was fantastic,” Weeks said. “It was a great turnout. We’ve had a lot of people coming in that we were here that night. People have been dropping by and checking the place out. It exceeded our expectations.” The urgent care feature was a popular discussion topic at the grand opening, Weeks said.

“A lot of people were commenting on urgent care and said that was really convenient for them,” he said. Residents also took an interest in speaking with the providers – physicians, nurse practioners and physician’s assistants – at the grand opening. “They wanted to chat with the providers and meet them face-to-face,” Weeks said. “People wanted to take two minutes and meet them and shake their hands.”

Averbeck said taking patients’ opinions to heart is a source of pride for the staff at the new facility. Going to see a doctor is often stressful for patients and the clinic was designed to alleviate some of that tension. “People are very impressed with the facility,” she said. “People really like the way the buildings make them feel to the extent that we can help provide a more calming environment can help with that anxiety.”

FOOTBALL SATURDAY Rosemount will play host to Burnsville or Eastview in the Class 5A, Section 3 football semifinals at 7 p.m. Saturday, Oct. 29. Visit us online at minnlocal.com Page 24

Lightning strikes down Eagan in section girls soccer final Eastview goes to state for first time since 2008 BY MIKE SHAUGHNESSY – SUN NEWSPAPERS Soccer players and coaches rarely have good things to say about playing on artificial turf. Eastview’s girls, however, looked as if they couldn’t wait to get on the stuff. And why not? The Lightning’s speed on a fast surface can be a lethal combination. It was in the Section 3AA championship game Oct. 18, when Eastview knocked off No. 1-seeded Eagan 2-0 in Cottage Grove to qualify for the state tournament for the first time since 2008. Eastview’s speed on the turf field at Park High School kept Eagan on its heels in the first half and in the second half, when the Wildcats pressed for a tying goal, the Lightning struck to break open the game. Earlier this season, Eagan coach Mark Obarski described Eastview as the fastest high school girls team he’d ever seen. During a 13-2-4 season, the Lightning has shown it’s pretty skilled, too. “When you dribble on grass, the ball slows down, and you slow down,” said Eastview midfielder Taryn MacMillan, who scored the first goal against Eagan. “We like to play fast, and on this turf we can.” Eastview is undefeated in 10 games (7-0-3) since back-to-back 1-0 losses to Eagan and East Ridge on Sept. 15 and 17. The Lightning, seeded third in the Class AA tourney, will return to Park High School for a quarterfinal game against Centennial (16-1-2) at 7:30 p.m. Friday, GIRLS SOCCER: TO PAGE 26

Lightning takes unbeaten record to state soccer Eastview seeded first in Class AA, to play Rochester Mayo in quarterfinals BY MIKE SHAUGHNESSY – SUN NEWSPAPERS Until last week, the closest Eastview senior Joe Karam had been to a section soccer title was three years ago, when he served as a ball boy at the Section 3AA championship game.

That was the last time Eastview reached a section final. The Lightning didn’t win that one but when it got another chance last week, the team made sure it didn’t slip by. Eastview earned its first trip to the state boys tournament by defeating Eagan 3-1 in the section championship game Oct. 19 in Cottage Grove. “We were nervous, especially after Eagan scored,” said Karam, now a senior forward for Eastview. “We weren’t used to giving up goals early in the game. But we’ve developed some good chemistry on this team, and we settled

down.” After winning its first section championship and remaining undefeated (180-1), the No. 1-ranked Lightning heads for more uncharted territory. It will play in the state quarterfinals against Rochester Mayo (13-3-2) at 5:30 p.m. Thursday, Oct. 27, at Park High School in Cottage Grove. The winner plays Minneapolis Southwest or Anoka in the semifinals at 2 p.m. Tuesday, Nov. 1, at the Metrodome. The Class AA champiBOYS SOCCER: TO PAGE 26

Eagan gathers steam heading into football playoffs Rosemount gets No. 1 seed in Section 3 BY MIKE SHAUGHNESSY – SUN NEWSPAPERS Eagan went into the playoffs on a roll, while Rosemount got a much-needed day off. The Wildcats’ 28-7 victory at Rosemount on Oct. 19 in the final week of the South Suburban Conference football schedule evened their record at 4-4. Eagan gained more than 400 yards against the Irish in winning for the fourth time in five games. Despite its loss, Rosemount (5-3) still earned the No. 1 seed in the Class 5A, Section 3 playoffs. Prior Lake had a chance to take away the top seed but lost to Lakeville North 21-3 last week. The Lakers also are 5-3 but lost to Rosemount head to head. That meant the Irish got a bye in the first round of the Section 3 playoffs Oct. 25 and will meet the Eastview-Burnsville quarterfinal winner at home at 7 p.m. Saturday, Oct. 29. Eagan, the No. 3 seed in Class 5A, Section 4, played Minneapolis South in the quarterfinals Oct. 25 (the game took place after this edition went to press). If the Wildcats win, they will play second-seeded Woodbury or No. 7 seed Park of Cottage Grove at 7 p.m. Saturday at the home of

the higher-seeded team. Undefeated Cretin-Derham Hall received the top seed in the section. Eagan’s offense operated efficiently and its defense pounced on four turnovers in the victory over Rosemount. Wildcats quarterback Drew Bauer completed 18 of 28 passes – to seven different receivers – for 198 yards and three touchdowns. Mack Nelson had touchdown catches of 14 and 13 yards in the first quarter. Cole Peterson caught a 6-yard touchdown pass in the third quarter. Bauer also was his team’s leading rusher with 149 yards on 26 carries. Michael Busch gained 58 yards on 13 carries, including 5-yard touchdown run in the fourth quarter, and caught six passes for 57 yards. Eagan senior defensive back Grant Matthews had five solo tackles and two interceptions. Senior linebacker Alex Mangan made six solo tackles. Kevin Martinez had an interception and Mitch Knutson recovered a fumble. Quarterback Nate Lemoine scored Rosemount’s touchdown on a 26-yard run in the third quarter. Receiver Sean Kalinowski had seven catches for 69 yards. Rosemount is trying for a second consecutive Section 3 championship and a fourth state playoff appearance in six years. Eagan, which has found itself in Cretin-Derham Hall’s section for much of

its football existence, has never been to the state playoffs.

Eastview 61, Jefferson 0

Apple Valley finished the regular season 1-7 after losing to Bloomington Kennedy on Oct. 19. The same two teams met in the Class 5A, Section 3 quarterfinals Oct. 25, with the winner playing Prior Lake or Bloomington Jefferson at 7 p.m. Saturday, Oct. 29. Apple Valley junior running back Dom McDew-Stauffer rushed for 105 yards on 11 carries and gave his team the lead in the Oct. 19 game with a 66-yard touchdown run in the opening quarter. Kennedy tied the game later in the first quarter before Apple Valley regained the lead on Tommy Singer’s 57-yard touchdown pass to Grant Christian. Kennedy, however, scored the game’s final 23 points on three touchdowns and a safety. Apple Valley’s Singer completed nine of 20 passes for 156 yards.

If a team gets seven touchdowns in the first 24 minutes of a football game, that probably can be defined as “scoring at will.” Senior running back LeAndre Kennedy rushed for four touchdowns in the first half as the Lightning (3-5) tuned up for the Class 5A, Section 3 playoffs by routing Bloomington Jefferson in its regular-season finale Oct. 19. Eastview played Burnsville (2-6) in a Section 3 quarterfinal game Oct. 25, after this edition went to press. Burnsville defeated Eastview 36-29 in South Suburban Conference play Oct. 7, but Blaze starting quarterback Dan Motl suffered a lacerated kidney in that game. He did not play in Burnsville’s final two regular-season games and was expected to miss the section opener. The Eastview-Burnsville winner goes to No. 1 seed Rosemount for a section semifinal game at 7 p.m. Saturday, Oct. 29. All nine Eastview touchdowns against Jefferson came on the ground. Kennedy scored on runs of 4, 58, 2 and 19 yards. Nick Zelenak ran for two scores and Eric Krupke scored once. All that damage was done in the first half. After a scoreless third quarter, Eastview’s reserves added two fourthquarter touchdowns.

LV South 43, Burnsville 7 Since losing quarterback Dan Motl to a lacerated kidney in an Oct. 7 game against Eastview, the Blaze has struggled to move the ball. Burnsville broke the shutout in its Oct. 19 loss to Lakeville South in the fourth quarter, scoring on an 18-yard pass from Ben Baker to Brian VanderWoude. Burnsville (6-2) played at Eastview (35) in a Class 5A, Section 3 quarterfinal game Oct. 25, with the winner going to No. 1 seed Rosemount at 7 p.m. Saturday.

Notebook: LV South, Eagan volleyball teams get top 2 seeds BY MIKE SHAUGHNESSY – SUN NEWSPAPERS South Suburban Conference cochampions Lakeville South and Eagan are the top two seeds in the Class 3A, Section 3 volleyball playoffs that started this week. Lakeville South (23-1) closed the regular season on a 15-match winning streak. South’s five-set victory at Eagan on Oct. 18 left the Cougars and Wildcats tied for the SSC title; both were 8-1 in conference matches. After losing to Lakeville South, Eagan (22-4) won five consecutive matches, including four at the Chaska Invitational, where the Wildcats finished first. Defending state Class 3A champion Lakeville North was seeded third in the section. Seeded fourth was Bloomington Jefferson, the team that lost to Lakeville North in five sets in the 2010 section championship match.

Lakeville South (first), Eagan (second), Lakeville North (fifth) and Jefferson (seventh) were in the top seven of last week’s state Class 3A rankings. The top four seeds all received firstround byes and each will play host to a quarterfinal match at 7 p.m. Friday, Oct. 28. The fifth through 12th seeds played in first-round matches Oct. 26 (after this edition went to press). No. 8 seed Burnsville (10-13) played ninth-seeded Rosemount (13-13), with the winner going to Lakeville South for Friday’s quarterfinals. Fifth-seeded Eastview (14-12) played Park of Cottage Grove in the first round, with Jefferson getting the winner in the quarterfinals. Eagan faces Bloomington Kennedy or Simley on Friday night. No. 6 seed Apple Valley (15-11) played Holy Angels in the first round, with the winner facing

Lakeville North in the quarterfinals. Semifinal matches are 5:45 and 7 p.m. Wednesday, Nov. 3, at the home of the highest remaining seed. The championship match is 7 p.m. Saturday, Nov. 5, at Simley High School in Inver Grove Heights.

Katie Mattson and Hayley Haakenstad in the first round of the Class AA doubles tournament at 10 a.m. Thursday. Championship matches in singles and doubles will be 11:30 a.m. Friday.

State tennis

Rosemount and Eastview finished ninth and 10th in a 12-team field at the state Class AA True Team girls swimming and diving finals Oct. 19 at the University of Minnesota. Stillwater won the championship for the seventh time in the eight years the meet has been held. Edina finished second and 2010 champion Wayzata was third. Top-10 finishers included Rosemount eighth-grader Megan Wenman (seventh in the 200-yard freestyle and eighth in the 100 freestyle) and Eastview’s 200 freestyle relay of Kristin Podratz, Leah Anderson, Evelyn Johnson and Kelsey Deinhammer, which finished ninth.

The state Class AA girls tennis singles and doubles tournaments begin Thursday, Oct. 27, at the University of Minnesota Baseline Tennis Center. South Suburban Conference players taking part include Rosemount sophomore Virginia Norder and Eagan junior Danielle Donahue, who finished first and second in the Section 3AA singles tournament. Norder plays Natalie Phippen of Stillwater and Donahue faces Lucia Solis of Wayzata in firstround matches at 8 a.m. Thursday. Eagan’s Zelenina sisters, Liza and Varvara, play the Chanhassen duo of

Minneapolis Southwest was the 2010 Class AA runner-up. “We’ve had to go through Eagan, Apple Valley, [Bloomington] Jefferson, Burnsville, Lakeville North, which were the top teams in our conference, Eastview coach Scott Gustafson said. “If we can win against those teams, then we’re OK. And we’ve had some games when we’ve been very special.

The Eastview-Eagan section final was fast-paced, particularly in the first nine minutes, when three goals were scored. Eastview sophomore Pierce Erickson scored in the third minute, volleying the ball over Eagan goalkeeper Austin Stoesz. Eagan junior Juan Sjoberg tied the game 38 seconds later when he got a halfstep on a defender and scored just inside the post to Eastview goalie Sam Ruelas’ right. Erickson scored again nine minutes into the game, nudging the ball in from just in front of the net after Eagan attempted to clear. The Wildcats (13-4-2), playing in their

third consecutive section championship game, didn’t back down. But they couldn’t come up with another tying goal. “One thing that stands out to me about this team is our defense bends but doesn’t break, Gustafson said. “We had five consecutive shutouts going into this game. The defense was doing a lot of bending – but not breaking – in the second half before what Gustafson described as a “moment of brilliance. Ruelas made a tough save in traffic and rolled the ball out to junior forward Mathew Gweh, who took it more than half the length of the field to score his team-high 23rd goal with 18:35 remaining. Barring a miracle, that took the game

out of Eagan’s reach. “We had a tough game with Eagan earlier in the season [a 1-0 Eastview victory Sept. 15], Karam said. “That was about the time everything started clicking for us. We knew this was going to be another tough game, but we were confident. Now the question is, will Eastview be the third consecutive Apple Valley-based team to win the state Class AA championship? Apple Valley won the last two titles, but Eastview ended the Eagles’ reign in the Section 3AA semifinals. Other strong teams in the state field include North St. Paul (18-0-1), the other undefeated team in the Class AA tourney, and Lake Conference power Eden Prairie.

ple of where we are as a team, Eastview coach David Herem said. “We played an outstanding first half, then we were able to hang on in the second half. Barely five minutes into the game, MacMillan scored off a crossing pass from Leah Nesheim to put Eastview ahead. Eagan (15-3-1) had allowed only six goals in its previous 18 games. Eagan, trying for its third consecutive Section 3AA title, turned up the pressure in the second half. The Wildcats had an excellent chance early when Katie Hasslinger had the ball on her foot less than 10 yards in front of the

Eastview goal. She chipped the ball over the crossbar, but instead of being deflated, the Wildcats kept pressing. Some big saves by Lightning goalkeeper Anhthu Huynh kept Eagan off the scoreboard until Eastview seized a chance. Nesheim got behind the Eagan defense and scored with 14:57 remaining. “We needed that, Herem said. Some of the most talented players in Eastview girls soccer history have graduated in the last few years. But this year’s team is fast, skilled, and intent on getting better.

“When [the coaches] give them a pregame talk or a halftime talk, all eyes are on us, Herem said. “They’re listening, taking it in, and they understand what we’re saying. “Now I have complete confidence these kids can play their best in the biggest games. We tied Lakeville North and beat Burnsville [two state tournament qualifiers], so we should be able to play against anybody. The players share that confidence. “I think this is one of the strongest teams Eastview’s ever had, senior defender Katie Tharp said.
