BY MICHAEL RICCI SUN NEWSPAPERS At a time when the Lakeville Senior Center issue seemed to be put to rest, a comment made by Lakeville’s mayor put the issue back at the top of the agenda. During a regular city council meeting Sept. 19, Lakeville Mayor Mark Bellows accused city employee Linda Walter of lying to the city council with regard to the Lakeville Senior Center. Walter soon after retained legal counsel in the event she and her attorney decided to file a defamation of character lawsuit. But during the council’s Oct. 3 regular meeting, the council issued a statement to clarify Bellows’ allegations that Walter had lied. It served as a summary of a Sept. 28 performance review of Walter, which Bellows had previously called for. “The mayor’s reference to a lie at the Sept. 19 council meeting was intended to reflect a perception in the community that he is opposed to the senior center and was not attributable to Ms. LAWSUIT: TO PAGE 3

COMMUNITY BRIEFS Luther named new BPAC executive director Brian Luther has been named executive director of the Burnsville Performing Arts Center and will begin his duties October 6. “Brian has a strong track record of securing and promoting a variety of event programming and brings a wide range of venue management experience to this organization,” said VenuWorks Vice President Tammy Luther Koolbeck. “He understands the strategies, relationships and financial analysis necessary to manage this great facility.” Luther brings more than 14 years of experience to the position. After beginning his facility management career in Cedar Rapids, Iowa, with the U.S. Cellular Center and Paramount Theatre, Luther then moved on to the University of Wisconsin’s Kohl Center and Minnesota Sports Entertainment in St. Paul.

Most recently, Luther was in Rockford, Ill., where he started in 2002 with CentreEvents, which included the Rockford MetroCentre, Coronado Theatre and Davis Festival Park. He was named general manager of the Rockford MetroCentre in 2009. Brian and his wife, Michelle, reside in Eagan with their two children.

Burnsville buckthorn drop-off Oct. 15-16 In an effort to assist Burnsville residents who are removing Buckthorn, the city will open its compost site Saturday, Oct. 15-16, 121st Street and Pleasant Avenue, for buckthorn brush drop-off. The compost site, normally closed to the public, will be open to Burnsville residents only 8 a.m. to 4 p.m. Only buckthorn brush will be accepted. Buckthorn is an invasive shrub species that has many negative impacts on the environment. Lawsuit FROM PAGE 1 Walter,” council member Laurie Rieb read aloud from the statement. Rieb also read aloud a portion of the statement specifically pertaining to Walter’s performance. Rieb read that the council “acknowledged Ms. Walter’s good performance as the senior center coordinator.” Bellows had not originally identified the employee by name during the Sept. 19 meeting and called for the Sept. 28 performance review meeting, after which time City Attorney Roger Knutson prompted Bellows to identify the employee as Walter. Walter retained St. Paul-based attorney Chris Heinze. About the performance review, prior to the council’s statement release, Heinze said he thought Walter was relatively happy with the outcome, but the attorney indicated, at the time, that it was not the “end all, be all.” When asked if his client was still considering filing a defamation of character lawsuit, Heinze said it was “still undecided.” Heinze talked with Lakeville City Attorney Roger Knutson about the suit, but reiterated no decision had been made. Heinze, however, did indicate that it was fair to say that both parties were

attempting to resolve the matter without it turning into a “full-blown lawsuit.” He added that his client’s primary interest at that point was simply having her name cleared. Regarding Bellows’ comments, Heinze said there was no basis for them. “That’s becoming clear if it hasn’t already,” Heinze said. Knutson had declined to comment on any specifics of the performance review, stating the information would be made public at the council’s Oct. 3 meeting. At issue is the former police station, which was approved in a 3-2 vote by the Lakeville City Council during its meeting Aug. 1 to convert the structure into a new home for three groups, the Lakeville Senior Center, the Lakeville Area Historical Society, and the Lakeville Yellow Ribbon organization. The cost to convert the building, which will be called the Heritage Center, is $1.1 million. New tax dollars will not be used in the conversion, however. An effort to raise the remaining but needed funds has been in effect since shortly after the council approved the issue. In August, Lakeville Parks and Recreation Director Steve Michaud said a communitywide auction in conjunction with two bi-annual city auctions would benefit the new Heritage Center, with the proceeds going toward the renovation project.

Jeffrey Reisinger, class of 1983 – Reisinger was an active participant and outstanding student leader during his high school career. He was on the football team and served as captain. He played baseball and was named an allconference player, and he was on the wrestling team. District 191 to put levy referendum to voters District seeks continuation of existing levy BY MICHAEL RICCI – SUN NEWSPAPERS Like many school districts, Burnsville-Eagan-Savage District 191 officials will be seeking additional funding approval come Election Day. During its June 16 regular meeting, the seven-member board of education voted unanimously to ask voters for a renewal of an existing levy that was originally voter-approved in November 2002. Officials said it accounts for around $10 million in revenue each year and is set to expire in June 2013. According to Lisa Rider, executive director of business services for District 191, approving the levy would simply extend it for another 10 years with no increase to tax payers. She emphasized this levy would also maintain the district’s current funding levels. Come Nov. 8, district voters will be

asked on a special election ballot to fill in their vote of yes or no. By filling in yes, voters will be supporting a renewal of the existing levy at a rate of $845.68 per pupil. If the levy is rejected, District Supt. Mark Clegg said it would have a very adverse impact on the district. “That’s a big hit,� Clegg said, adding that the district would lose around $10 million annually to support a host of services and activities. Clegg further commented that if the levy were voted down, it would cause district officials to closely examine the possibly of cuts from a broad base of cocurricular and extra-curricular activities. “We provide service above and beyond the state requirement,� Clegg said. On the radar for possible cuts would be such activities as drama, debate, and athletics. Also up for consideration would be increases in class sizes,

the amount of fees at district events, and the level of transportation. He indicated that officials would engage in a lot of dialogue to best make these determinations. “Everything will be on the table,� Clegg said. One could argue that the timing of the district’s request to renew the levy is not exactly to its advantage. Voters in Savage and Shakopee have city elections Nov. 8, while voters in Burnsville, Eagan and Apple Valley do not. Ruth Dunn, BES District 191 communications director, said that because of the absence of city elections, it is likely that some polling places will be combined, as opposed to all being open. She said the reason for combining polling places is because the levy renewal will be the only item on the ballot at some sites. According to Dunn and Rider, the levy provides funding for general, day-

to-day school and district operations. The funds cannot be used for construction or capital improvement projects.

When do I vote? Election day is Tuesday, Nov. 8, with polls open from 7 a.m. to 8 p.m.

Where do I vote? Since some polling places will be combined, or different from those in the past, voters should visit the Secretary of State’s poll finder online at pollfinder.sos.state.mn.us.

We’re not as socialist as some may think We’ve been following the process of setting budgets and determining preliminary proper tax levies for cities, the county and schools for the past few weeks. A few things are clear in this year’s deliberations. The changes the state made to the Homestead Credit in the waning moments of its special session earlier this year has caused a lot of gray hair. Honestly, the upshot of that change is too complicated to explain to you in the space allocated for this column. What’s worse is that every municipality and school district seems to have a slightly different take on what the impact will be. Here’s my take: Your property taxes may or may not go up, but if they do, your city, school district and county will have had very little to do with it. Polite society doesn’t use

tar and feathers any longer, but were we still in those halcyon days, I would recommend that each of our legislators and governor be staked to an anthill and covered in honey. Sad fact is, I’m not sure how many of our legislators actually knew the tax credit was being messed with in the first place since it all came up and was approved before you could blink an eye. Now that’s really an effective way of making legislation, isn’t it? Truthfully there isn’t a legislative incumbent planning to run next year who deserves your vote. Here’s the other thing that struck me in reviewing

dozens of reports on preliminary levy hearings. Minnesota for all of its socialist efforts to share the wealth still manages to have a rather nasty system of “haves” and “have-nots” when it comes to public funding. Maybe that’s the way it’s supposed to be. If a community wants better schools, it certainly can vote to pony up dollars to make that happen. Right? But then let’s stop the charade that every child is getting the same education if we compare the impact of finances, for instance, in Wayzata School District and Brooklyn Center School District. I don’t believe finances determine outcomes in education 100 percent, but they sure make a big contribution. Knowing what to do with your money also helps. The funding formula for

public K-12 schools in Minnesota is tremendously intricate and designed to deal with every known inequity. Yet it doesn’t take much observation to see that it isn’t working. If you’ve been following national politics, you might see a parallel here between the argument over class warfare in taxing the rich and providing a world-class education for every student in Minnesota. The system seems to be slightly more fair for municipalities, but if you dig deep enough, you can find inequities there, as well. But in that case it only means you drive on roads with more potholes. You aren’t jeopardizing the future of our state’s ability to provide a high-quality workforce. Final budgets and tax levies must be approved in December. Stay tuned.

Finding the fun and humor in being an adult As I get older, I find myself more aware of the rites of passages that mark the march into adulthood. For one, this summer my wife and I planted our first vegetable garden. If you would have told me as recently as three years ago that I would successfully plant, grow and harvest more jalapeno peppers in a summer than Twins victories, well, let’s just say I’d be surprised. But, the thing is, I genuinely enjoyed watching our crops grow, mature and ripen into actual edible food – a remarkable feat for someone not born with the proverbial green thumb. In addition to the joy our garden brought me, it spared me from taking more trips to the grocery store. (Actually,

that isn’t true because I have groceries delivered to my house, but that’s another story for another time.) But, there is another rite, milestone, what-have-you, that occurred in my life last month. About three weeks ago, my wife informed me that should be hosting a book club meeting Sept. 27 at our house. Before she spoke another word, I interjected with something to the effect of, “That’s cool, darling. I understand you would like the house all to yourself and friends for the evening.

I wouldn’t mind excommunicating myself from our house. Nope, not one bit.” My thinking in volunteering to leave the house is it is better to resign before getting fired, so to speak. At any rate, my house is now a locale for ladies book club meetings, which we all know is a front for women to get together, gossip and drink wine. (It’s OK. You can admit it, ladies). And, that’s fine, but don’t expect me to stick around to overhear engaging conversation topics such as Grey’s Anatomy relationship conflicts or which Rachael Ray food recipes were a hit. To be fair, the majority of these women would likewise want nothing to do with talking sports and politics – the go-to conversation topics my friends

and I excel in. However, if my home had a finished basement, I wouldn’t mind being a prisoner in my home for a night. But alas, that is not the case, and so I write this column from the friendly confines of a Crystal coffee shop. The first book club, according to my wife, was a great success. The club discussed the book for 45 minutes and all its participants enjoyed our malefree home for the evening. Afterwards, it was brought to my attention that my home would not be the regular meeting place for the book club. Each club member will take turns hosting each monthly meeting, which means I won’t have to self-exile from my home for nearly another year. And so it goes.

Walk to school FROM PAGE 1 event, which coincided with one of the city’s initiatives. “It kicked off our Safe Routes to School program,” Witte said. “[The city] developed the signage along the way. It shows the kids the safe route to get to school.” The Safe Routes to School program provides communities the opportunity to improve the ease for pedestrian access to and from schools while encouraging a healthier and more active lifestyle for children. Burnsville city officials posted custom signs with the school’s penguin mascot along the safe route, while the school promoted the program to students and parents. As far as another BPD officer was concerned, the efforts taken to generate enthusiasm for the event worked like a charm. “They get excited. They all have questions for us,” said BPD officer Shaun Anselment. “It’s a good time to hang with the kids and make them comfortable with us.” Beth Wakefied, who teaches kindergarten through fifth grade and gifted and talented students at Echo Park, was one of many staffers to do the walk. “It is incredible,” she said. “Every single kid is smiling.”

Wakefield added that the Safe Routes to School program was a definite plus as it creates a sense of community within the school and among the students, in addition to a way for young children to keep an eye out for one another. Liz Carlson, who has been a parent volunteer for the past three years, commented that the Safe Routes program provided other benefits. “I think its good for the kids to get out and exercise and do it as a school,” she said. “The goal is to get the kids up and moving.” She added that approximately 40 adults, consisting of about 25 parents, a teacher from each grade, and Burnsville emergency personnel, escorted the kids on the 20-minute walk. Carlson also noted that the walk provides students time to interact with students they would otherwise not have the chance to. “They’re walking with friends from different grades or different classes,” she said. Upon arriving at the school, the children were welcomed by the Minnesota Timberwolves mascot, Crunch, who provided a wealth of high-fives as the kids walked into their school. Witte said this year’s event was the largest to date. “It makes you feel good,” the sergeant said. “It’s a positive event with good results.”

Burnsville residents unify to get rid of buckthorn Walden Association completes first of five reductions of the invasive plant BY MICHAEL RICCI – SUN NEWSPAPERS It was introduced in the U.S. in the 1800s, but one Burnsville neighborhood has no interest in having the invasive species near their homes. More than 30 residents of the Walden Association in Burnsville participated in the first cut of removing Buckthorn from the habitat surrounding their homes over a five-day period Sept. 28-Oct. 2. The removal constituted the association’s first year of a five-year plan coordinated in part by the U.S. Department of Agriculture and the Natural Resources Conservation Service. According to Daryl Jacobson, a water resource specialist for the city,

Buckthorn isn’t native to this area and can cause great harm to habitats. “It’s very aggressive and can be hard to kill,” Jacobson said. “You do not get any regeneration on the [forest] floor.” Jacobson added the species often overtakes the undergrowth of a forest area and no insects or animals eat it, thus making it extremely difficult to rid an area of the invasive shrub, or small tree, as it can grow to heights of eight to 10 feet. In an effort to prevent this from happening to the habitat surrounding their association, a group of Burnsville residents launched an effort to literally take matters into their own hands. In fall 2010, Walden Association member Gil Dedrick led the effort by contacting the USDANRCS’s Farmington field office to apply for the Wildlife Habitat Incentives Program. Dedrick, who is on the board of directors of the association, said the first steps required a vote by the board, in addition to getting all 100 association members to give their approval for the project. “People were aware of the encroachment of this species,” Dedrick said. “Everyone was on board.” The common denominator among the 100 association residents was a desire to preserve the habitat’s natural beauty that surrounds the association of homes, located north of 130th St., east of Nicollet Ave., and south of Burnsville Parkway. “There has to be maintenance or it will go down the drain,” said Karen Nelson, association resident. “It was a unanimous vote as a community to bring back and maintain the beauty of our natural habitat.” The group received approval for their proposed effort and were very much hoping to start the removal from not only their own properties in the association

but also in common areas between houses. According to Dedrick, the final papers were signed in April and the group began in May 2011. “We have had several cuts,” Dedrick said. “The first was in the spring.” He added that the plan, which the USDA-NRCS helped develop, specified the areas that would be targeted in 2011. It included two separate parcels – one 1.3 acres in size and the other 3.7 acres. The plans include the removal of buckthorn each year until 2015, about five acres per year. Larry Nelson, Karen Nelson’s husband and association member, said those who took part in the most recent five-day cutting of buckthorn had many members of the association working very hard. “I’d say better than 24 hours just marking trees,” Nelson said of Dedrich, who is a 79-year-old association member. Tim Johnson, a younger association member, assisted Dedrich. Acknowledging that the project would never have seen the light of day if it weren’t for all association members agreeing to it, Dedrich said it took a little time to contact each and every one of the members. The result of all 100 members agreeing gave pause to Dedrich. “I was pleased, really pleased,” he

The Downtown Lakeville Business Association is sponsoring its monthly Third Thursdays on Main series 68 p.m. Thursday, Oct. 20, Market Plaza, Holyoke Ave. and 208th St., Lakeville. Children and teens in Burnsville received custom-made mouth guards Saturday, Sept. 17th, Kuipers Orthodontics, 14000 Nicollet Ave., Burnsville, during the business’s mouth guard day. Dr. Peter Kuipers, a local orthodontist serving the community for more than 30 years, hosted the day in an effort to educate and encourage children to take proper precaution when participating in sports that may cause mouth and jaw injuries. According to Safe Kids USA and the American Academy of Pediatrics, more than 30 million children ages 514 participate in sports each year. Participation in sports is the primary cause of tooth loss in people under age 35. The National Youth Sports Safety Foundation estimates that more than 3 million teeth will be accidently knocked out in youth sporting events in the United States this year.

PUBLIC SAFETY Oktoberfest fundraiser Oct. 20 to benefit BV Police Honor Guard Community members are invited to attend the Oktoberfest lunch and fundraiser 11 a.m. to 1 p.m. Thursday, Oct. 20, at Arbors at Ridges, 13810 Community Drive, Burnsville. The fundraiser will benefit the Burnsville Police Honor Guard. According to organizers, the event will feature, in addition to lunch, live entertainment and raffle drawings. The lunch will include brats, purple cabbage, sauerkraut, German potato salad and dessert. Proceeds from the fundraiser will be used to help purchase new honor guard uniforms for the Burnsville Police Department. The honor guard is used at law enforcement officer funerals, memorials and other community events. The cost is $5 for an adult meal and $2 for a child meal. Burnsville Fire Department hosting open house In recognition of National Fire Prevention Week, Oct 9-15, Burnsville Fire Department officials will host the department’s annual open house 5:30-8:30 p.m. Thursday, Oct. 13, fire station No. 1, 911 W. 140th St. This year’s open house will include a tour of the fire station’s recently completed addition, as well as a number of interactive fire demonstrations. Families are invited to take a behindthe-scenes tour of the fire station and meet firefighters and public safety personnel who work to keep the city safe. Attendees can also explore fire trucks, ambulances and police vehicles. Several vendors and other emergency agencies will attend. The event will also include refreshments, giveaways and fire helmets for the kids. Dumb criminal crashes wedding party while intoxicated Intoxicated people often make questionable decisions and many times when they do, they end up dealing with the police. Recently, an intoxicated person thought it would be a good idea to “crash” a wedding celebration that was being held at the hotel where he was staying. Thinking that no one would notice the presence of just one more person at the event, he walked in. His plan failed almost as soon as he walked in, due to his extreme intoxication, and it was not too long before he started causing issues with the wedding guests and the hotel staff. They called the dispatch center and officers arrived a short time later. The officers easily located the intoxicated subject and arrested him for disorderly conduct and placed him in the detox center. TM

Preparations being made for 20th annual Haunted Forest Staff: Event wouldn’t happen if not for volunteers BY MICHAEL RICCI – SUN NEWSPAPERS For 20 years, Lakeville area families have enjoyed the annual Haunted Forest at North Park, but the event would never happen each and every year if it were not for the volunteers. The city of Lakeville’s 20th annual Haunted Forest at North Park will take place 5:30-8:30 p.m. Saturday, Oct. 22. But the annual event requires a lot of work by many individuals the day and evening during the event. If it were not for these efforts, it would be extremely difficult for the city to pull it off. “Without the volunteers, the event would never take place,” Recreation Program Supervisor Dan Brettschneider said, adding that the event gets an average of 75-100 volun-

teers to help each year. The annual Halloween-themed family event has benefitted from many volunteer groups the past 20 years, namely Boy Scouts, Girl Scouts, church groups and regular citizens who take time to make the event happen, according to Brettschneider. Surprisingly, the volunteers do not take a whole lot of time to prepare their respective feature during the event. Instead, they arrive at the park early and set up their stations in a matter of hours. “They usually are here at 4 p.m. to start setting up It’s amazing what a group can come up with in a short period of time,” Brettschneider said. “That’s what makes these volunteers so amazing,” Recreation Supervisor Patty Dexter said. Though the event averages what would seem like an adequate amount of volunteers each year to make the evening happen, the city is always looking for more willing participants to continue a two-decade long tradition. Volunteers are being sought for spooky stations, costumed characters for the trick-or-treat maze, trail guides, face painting, food collectors, and more. Brettschneider said the event has served the Boy Scouts and Girl Scouts well in providing a chance to volunteer in an activity that benefits them with regard to their community service requirements through their respective scouting group. “It’s been a nice event for Boy Scouts and Girl Scouts,” the parks and recreation program supervisor said, adding how they seem to enjoy their time helping once a year. Dale Shores, Scout Master of Troop 261 of Lakeville, has had his Boy Scouts volunteering for the event more than 10 years, even though Shores himself has only been the troop’s lead for the past five years. “We do a number of service projects throughout the year,” Shores said. “This one is one of the most popular ones.” The haunted forest trail is portioned out so that different volunteer groups can create their own “spooky station” along the trail, and this year is no different for the approximately 30 boys of Troop 261. “We have a lot of these 8x5 planks that we set up and use to line the trail on either side,” Shores said, adding the troop will be using strobe lights to create an atmosphere in keeping with the Halloween theme.

Shores said that not only is it popular among the boys of his troop because it is one of few community service projects that allow them to have fun, at least more fun that usual, but it also helps them to earn community service credit. “One of the principals taught in Boy Scouts is community service,” Shores said, adding that his boys enjoy the evening. “It’s a fun event.” In addition to the haunted forest trail that will be open 6:30-8:30 p.m. will be a trick-or-treat maze that is intended for younger children open 5:30-8 p.m., haunted bonfire puppet shows at 6,7 and 8 p.m., Halloween hayrides 5:30-8:30 p.m., kids face painting 5:30-8:30 p.m., creepy concessions 5:30-8:30 p.m., and free pumpkins. According to Brettschneider, the haunted forest trail is recommended for children in third-grade or higher, while the trick or treat maze is better suited for younger children due to the “fright factor” found on the haunted forest trail. The cost is $10 per carload or $3 per person, plus a non-perishable food item for the community food shelf. The event has averaged about 1,000 pounds of donated food for the past few years, Brettschneider said, adding the event can draw about 2,500 people throughout the course of one evening. HALVERSON Eagan resident Laurie Halverson, 42, will run as the only District 38B DFL candidate for the Minnesota House of Representatives against Rep. Doug Wardlow next year. Halverson has served on the Eagan Advisory Parks and Recreation Council since 2006 and has also served as director for the Eagan Halverson Foundation Inc. Halverson decided to run because she felt compelled by friends and Eagan community members to make a change in the state government. “It had a lot to do with people who were asking me to run,” she said. “These were people I respected and we talked about it here as a family and the more we thought about it, the more we

felt we were being called.” Given her role as a community leader for the past five years, Halverson thinks she can be a voice for Eagan residents who have felt left out since the 2010 election. “Representing the community felt like the right next step for me,” Halverson said. “It feels right for Eagan, too. People felt like their backyard issues weren’t really being heard in St. Paul and weren’t part of the discussions at the Capitol this year.” In her discussions with Eagan residents, Halverson has sensed a growing level of disappointment in the state legislature. “I think we here a lot of anger and a lot of frustration with the vitriol and it manifests itself is what some people think is apathy,” Halverson said. “I don’t think it’s apathy, but a lot of people don’t now how to channel their thoughts and channel their frustrations. I’ve really been committed to connecting to people who are disconnected from the system.” Growing up in a political family,

Halverson watched her father and grandfather serve at the local and state level in Minnesota. Her father served as mayor of Chisago City and her grandfather was mayor of Lindstrom and later served in the Minnesota Senate. Halverson said her grandfather loved to tell stories and she took to heart his examples of how the state legislature operated when he served in the 1960s and ’70s. “He really talked about the way people worked together,” Halverson said. “He served before there were party designations. When he talked about his accomplishments in the legislature, the accomplishments were always part of Minnesota working together for the common good.” Halverson graduated from the College of St. Catherine in St. Paul with a degree in political science and attended the Master of Public Affairs program at the Humphrey School of Public Affairs at the University of Minnesota. legislature and the legislature’s current inability to resolves some big issues that are important to us.” Hansen said they current legislative leadership has proved unable to reach compromises on key issues. “I think they’re looking for common sense leadership – more moderate type legislation,” Hansen said of Eagan and Burnsville residents. Hansen believes his experience with resolving issues in the Eagan City Council would serve him well at the state level. The council, he said, has identified what’s important to its residents and put those interests above individual plans. “We have found ways to resolve issues, including making compromises at times,” he said. Additionally, Hansen said his job duties make him a good choice for the District 38A seat. As a risk management officer at AgriBank, FCB in St. Paul and commercial arbitrator on the Minnesota Alternative Dispute Resolution Rule 114 Neutrals Roster, Hansen has years of conflict resolution experience. “It’s important to have that dispute resolution training to bring as a strength to bring into the legislative setting,” Hansen said. Ultimately, Hansen wants to restore a sense that politicians on both sides of the aisle can work together. The current

legislature, he said, is too divided by individual’s ideologies. This contributed heavily to the budget crisis and state shutdown this summer, he said. “My goal would be try to restore more bipartisanship in the legislature,” Hansen said. “We need to try to reach a long-term solution to our budget crisis. It doesn’t make sense to put the solution down the road for future generations to deal with.” Hansen’s duties in the south metro government extend beyond the Eagan City Council. Hansen is the acting mayor when Mayor Mike Maguire is absent and he also represents Eagan as the city’s representative on the Dakota Communications Center Board of Directors, as vice chair of the Minnesota Valley Transit Authority Board and on the Cedar Corridor Group. Additionally, Hansen is a member of the Suburban Transit Association Legislative Committee and the Metro Cities Transportation and General Government Policy Committee. Hansen is a graduate of South Dakota State University with a bachelor’s degree in economics and political science. He also graduated cum laude from William Mitchell College of Law. The recent economic problems and state budget crisis this summer, she said, are long overdue to be dealt with. Her time working at the capitol should be something voters consider next year. “For people that were looking real closely… literally [the legislature] did nothing for jobs,” Masin said. “I know I have the experience. I think experience and knowledge is critical at this point. I think many of these issues should have been solved a long time ago.” Masin said the state government is heading in the wrong direction with regard to listening to its constituents. She said that in her discussions with district residents, many are feeling left out. “We need to have some belief that the elected officials are working on

their behalf,” Masin said. “The average people are left holding the bag and left with so little. That absolutely needs to be changed. I believe I can make a difference. If we can change the culture to move Minnesota forward so that everybody feels that they’re part of the system, I would consider that a real achievement and we absolutely have to do that.” While in office, Masin helped allot funds for transportation infrastructure, maintaining and improving roads and bridges, which helped create jobs. Additionally, she sponsored a bill that created the Ultra High-Speed Broadband Task Force. Since her 2010 defeat, Masin has maintained her political connections on the state level and has traveled to national conventions. She said the state government shutdown caught many around the country off guard. “What happened this summer really tarnished the image of Minnesota,” Masin said. “We’ve got a lot of work to get Minnesota back to where it was even a couple years ago, let alone the issues the we need to deal with.”

BY MIKE SHAUGHNESSY – SUN NEWSPAPERS Being a schemer is a good way to get cast as a villain in a reality TV show. But if you’re a football coach, scheming often makes the difference between winning and losing. Lakeville North held Lakeville South’s high-powered offense to a single first-half touchdown in their battle for first place in the South Suburban Conference on Oct. 7. But when the teams filed into meeting rooms for halftime, North head coach Brian Vossen, who doubles as the Panthers’ defensive coordinator, decided a change in scheme was necessary. He wanted to shake things up and force the South offense to adjust. Maybe that was the difference because the Panthers intercepted two passes in the third quarter, one of which they returned for a touchdown. The interceptions made a previously close game one-sided as North won 30-6 on its home field. “The second half, we brought in an extra defensive back right away and played the nickel,” said senior linebacker Austin Streit, a North captain. “That adjustment came from our coach, Brian Vossen, and I think it saved the game for us.” North had a four-point lead (10-6), but South started the third quarter with a 30mph wind at its back. The combination of the Panthers’ pass rush and an extra defensive back harassed South quarterback Mitch Leidner into two interceptions. Both led to scores as North’s lead grew from four points to 17 (23-6). “We felt like we were doing a good enough job against their rushing game,” Vossen said. “We thought we could go without an edge guy [to contain the running game] to get more help against their receivers. Their receivers are fast, and they were hurting us on slants.” Early in the third quarter, North defensive back Zach Creighton stepped in front of Cougars receiver Devon Bzoskie for an interception at the South 33-yard line. The next time Lakeville South attempted a pass, the Panthers’ Grant Erickson picked it off and returned it 16 yards for a back-breaking touchdown. Instead of taking the lead with the wind at its back, South was staring at a 17-point deficit. Heid scored on a 21-yard run in the first quarter, kicked a 22-yard field goal in the second and threw a 15-yard touchdown pass to Ben Blake with 2:50 to play. And last year’s team champions, Rosemount’s boys and Lakeville South’s girls, are favored again this year. The Rosemount boys, ranked second in Class AA, will be challenged by ninth-ranked Eastview as well as an unranked Burnsville team that finished ahead of No. 3 Wayzata at a meet last week. Two South Suburban teams are ranked in the top four in Class AA: Lakeville South (second) and Eagan (fourth). The conference championships will be Friday, Oct. 14, at Eagan High School. The girls varsity race will be at 4:05 p.m. with the boys race starting at 4:40. Times typically have been slow in conference meets at Eagan High, but “I think a lot of that has to do with the weather,” Rosemount coach Chris Harder said. “There’s a lot of clay under the topsoil, and if it’s rained, it can be pretty muddy. It’ll be interesting to see what happens this week because we’ve had such a dry September and October.”

Now, Krebs owns a victory over his former team. The first-year Burnsville head coach watched his team score three fourth-quarter touchdowns to win at Eastview 36-29 on Oct. 7. Burnsville is 2-4 overall, but three of its losses have been by three points or fewer. The Blaze took a 15-0 first-quarter lead before Eastview scored the game’s next four touchdowns. That gave the Lightning a 29-15 lead entering the fourth quarter, setting the stage for Burnsville’s comeback. Rosemount rushed for 346 yards and led 33-6 at halftime. There was an early indication it would be the Irish’s night when Andy Gustafson ran 80 yards for a score on his team’s first play from scrimmage. Gustafson had 112 yards on just eight carries. Eastview is coming off a victory in an invitational meet in La Crosse, Wis., the Lightning’s second of the season (the team also has two second-place finishes). Nick Oelke, Ken Hoffman, Joe Manders, David Salter, John Donlan and Dan Spika all finished in the top 11 at the La Crosse meet. Contenders for the boys individual championship also include Bloomington Jefferson senior Jan Ketterson, who finished third at the Victoria Lions Invitational, and Eagan junior Sidney Speir, who took first at the Eagle Invitational in Apple Valley in September.

Second-ranked Lakeville South is undefeated this season. The Cougars’ latest victory was at last week’s Victoria Lions Invitational. South edged Shakopee by three points for the team championship, and ninth-grader Annie Brekken was second individually behind two-time defending state Class AA champion Maria Hauger of Shakopee. Another South ninth-grader, Kaytlyn Larson, has been second in three meets this season, including the Eagle Invitational in September. Danielle Anderson, a junior, leads fourth-ranked Eagan. Anderson finished fourth in the Gold Division at the Roy Griak Invitational, the only 5,000-meter race for Minnesota high school girls all year (the girls South Suburban Conference race is 4,000 meters). Senior Alanna Stangl is also one of the Wildcats’ top runners, and ninth-graders Anna Van Wyk, Kelli Praska and Karina Johnson are in the varsity lineup.

Unbeaten Panthers want to continue their run in postseason Girls soccer team opens section playoffs Thursday BY MIKE SHAUGHNESSY – SUN NEWSPAPERS Lakeville North was in the state girls soccer tournament two years ago. The Panthers’ stay was short but memorable. Memorable, because they played undefeated and No. 1-seed Woodbury in the quarterfinals. Short, because they were out of the tourney after losing 5-0. “I thought, oh, OK, they’re one of the best teams in the country,” North senior Gracia Bonesho recalled. “We’ll just give it our best.” If the Panthers return to the state tournament – and they’ll have to win three section playoff games to do so – their expectations will be just a little higher. Two years ago, “we weren’t expecting it,” junior captain Simone Kolander said. “We were a good team, but we were really young. This year, we set a goal to get there.” It’s hard to imagine the No. 1-ranked Panthers doing more in the regular season to advance toward that objective. They enter the playoffs 14-0-2 after beating Bloomington Jefferson 1-0 in their final regular-season game. North won the South Suburban Conference with a 70-2 record. The ties were against Eagan and Eastview, teams that also are in the top 10 of the state rankings. The Panthers will open the Section 1AA playoffs at home against Rochester Mayo at 7 p.m. Thursday, Oct. 13. If they win, they will play host to Rochester Century or Owatonna in the semifinals at 1 p.m. Saturday, Oct. 15. The championship game will be Tuesday, Oct. 18. “The girls worked hard for this,” coach Josh Linde said. “We have the toughest conference in the state. There are so many good coaches who use different strategy, and the girls have adjusted to all of it. It’s been good for us.” Lakeville North, which has 10 seniors on its roster, has outscored opponents 57-6. Coaches often downplay records, choosing instead to seek continued improvement, but the North players made no secret of what they were after. “We talked about going undefeated,” Bonesho said. “Josh [Linde, who’s in his first season as co-head coach with Bulut Ozturk] asked us what our goals were, and I think he was happy with what we told

him.” The Panthers closed the regular season with victories over fourth-ranked Burnsville (2-1) and Jefferson. “Every game in our conference is tough,” Kolander said. “But in the past, we’ve usually lost to Jefferson and Burnsville. I think beating those two teams is a good sign for us going into the playoffs.” The Panthers’ toughest competition in the Section 1AA tournament could come from just down the road at Lakeville South.
