BY MICHAEL RICCI SUN NEWSPAPERS In these tough economic times, making ends meet is often difficult, but when local groups and people lend a helping hand, it reduces the burden for many Dakota County residents. Identified as a location of need, Burnsville was among three stopping points for semi-trucks loaded with food, and other items, donated by the national organization Feed the Children to the Twin Cities Salvation Army. A semi-truck dropped its cargo 10 a.m. to 2 p.m. Tuesday, Sept. 27, at Prince of Peace Lutheran Church, 13901 Fairview Dr., Burnsville. Business FROM PREVIOUS PAGE chair lifts, scooter lifts, hand controls, wheelchair tie-downs, driving aids, portable handicap rams, and transfer seats – all designed to allow those who are disabled for any number of reasons the freedom of mobility. Schmieg added that Cummings’ clients are mostly elderly persons, but the business also provides services to disabled veterans, those who’ve suffered a spinal cord injury, and those families dealing with such debilitating ailments as multiple sclerosis, amyotrophic lateral sclerosis, and cerebral palsy. “There are so many diseases,” Schmieg said emphasizing the potential need for personal mobility services. In his 22 years in the industry, Schmieg said he has seen a lot during this time, recalling one 16-year-old client in particular. The young man was active in athletics, but all of that came to an abrupt end after he suffered a traumatic brain injury. “The parents came into my store in Roseville,” Schmieg said. “They had been through a tragic experience with their son. It was an emotional moment.” Schmieg said that Cummings was able to provide the family with a modified minivan with a lowered floor and ramp, making it accessible for their son. He added that these modifications can often place an excessive financial burden on families, but for those who are eligible, the county pays costs related to conversions. According to Schmieg, the largest

client base being presently serviced by the company is the Baby Boomer generation. “We’re seeing more of the elderly people,” he said. “People are living longer and in need of adaptive vehicles. It’s all about convenience for our customers.” Cummings Mobility owner Doug Cummings echoed Schmieg with regard to the Baby Boomers, saying that doctors are doing a fantastic job at keeping people mobile, but with a fast-growing portion of its customer base, the growth presents a minor challenge for the company. “It’s a challenge making sure that all of the equipment is working correctly,” Cummings said, adding that individuals should visit one of three locations of Cummings Mobility to educate themselves about what is available and what products are best for them. In addition to the new Burnsville location, Cummings Mobility has stores in Roseville and Albertville. Cummings, who has been with the business since his father started it in 1976, said much has changed over the years, namely due to technological advances. “Back in ’76, the equipment looked like farm machinery,” the owner quipped, adding that engineering has streamlined the industry and has made it easier for people with disabilities to learn to drive without assistance. With the exception of two similar stores that mainly work on minivans, Cummings said his company’s coverage base is quite broad. Schmieg said the new store will cater to the needs of those not only in the south metro but locations farther away, such as Mankato to Rochester and even folks in Iowa.

Customer service these days is ‘abominable’ We all have been there – holding on a telephone line for 10 to 15 minutes or more, only to end up at the beginning of an electronic labyrinth in our attempt to navigate through an intricate maze of electronic customer service commands. Either we are typing in the numbers, or we embarrassingly end up speaking to a machine. But how many of us actually follow through and get the results we want as customers? I am perhaps not the best gauge to use for such a question as I have and will continue to insist that these customer service associates do their jobs, even if it means documenting times, names, other information, and of course asking for supervisors. After all, isn’t that what they are there for? The quick answer would be a definite yes if you were to ask anyone representing the industry, if you’re lucky enough to get them on the phone, or any customer who has had to endure the utter frustration associated with what serves as customer service in the 21st Century. These customer service associates may say they want to help, but I find this to be disingenuous when they would seemingly much rather refer you, the

MICHAEL RICCI Burnsville/Lakeville Community Editor

caller who held on long enough to actually speak to a human, to their respective company or organization’s website. Similar to the unending telephone maze we have to run through like mice, these websites are often equally or more confusing or do not contain the information we were looking for to begin with. Actually it could be a combination of two or more reasons depending on your call. If misery does in fact love company, then you are not alone. According to a Consumer Reports article published in July 2011, the author cleverly starts the article with, “Need help? Good luck.” The article, which focused on a nationwide survey conducted the 12 months prior to publication, found that two-thirds of customers did not have the patience or tenacity to go the distance either on the telephone or even in person. The article acknowledged the frustrations most of us feel when dealing with customer

service departments. “Sixty-four percent of respondents said that during the previous 12 months, they had left a store because service was poor, and 67 percent had hung up on customer service without having their problem addressed,” the article read. The article also acknowledged a particular level of high frustration. “Seventy-one percent of survey respondents were ‘tremendously annoyed’ when they couldn’t reach a human on the phone; 65 percent felt that way about rude sales people,” the article read. “And 56 percent felt that way about having to take multiple phone steps to reach the right place.” The Better Business Bureau, according to the article, received 1.1 million complaints against North American businesses in 2010, which was up 10 percent from the number of calls received in 2009. This list could go on and on, but the issue seems to have caught the attention of two major companies that I know of due to TV commercials. Both, one a bank and the other an insurance company I believe, are capitalizing on this poor but yet accepted industry standard by appealing to the frustrations

many of us share. Until the market catches up to this and more companies, and organizations, actually provide high quality customer service, what can we do? Actually, there are some minor actions we can take to try and get the results we desire, according to the Consumer Reports article. According to the article, we should keep records to reconcile a grievance. The reason for this, of course, is to repeat all of the calls, who you spoke with, the time and the subject matter. This step may not be the “money step,” but it certainly serves to convey the lack of attention and concern, which can develop into a series of three or more calls. In other words, you will likely get a superior to speak with. Also among the list of steps is making your pitch in person. Obviously this is hardly practical, especially if the business you’re dealing with is located in Texas, but if the opportunity presents itself, it may be effective. “On the phone, we use only 45 percent of the communication tools we use in person,” customer service expert Emily

retail industries, as well as educational institutions and service organizations. Throughout the summer, Congressman Kline heard from Minnesota job creators, workers, and too many frustrated unemployed Americans who want to get America working again. Customer service FROM PREVIOUS PAGE Yellin said in the article. “The opportunity for things to go awry increases when you’re not face-to-face.” I agree with every word, but again this is not practical for most situations, but it may just work for your local cable company. Imagine how different that customer service associate – the one who you felt was rude – would conduct himself or herself if you were face-to-face. The list also includes a paragraph

under the title “Bypass automated phone menus,” but the suggestion to do this seems to provide more difficulty than it is worth. Apparently you can enter a phone number with one of a few services, and the service contacts you when the customer service representative is on the line. How many hours of work would I need to miss for this? The two I believe work the best when used together are taking the matter to the next level and persistence, along with the aforementioned record of previous conversations. In my personal experience this has been the most fruitful, but to think that any situation would have to come to such an extreme is frustrating by

itself. In the Consumer Reports article, an individual named Jack Abelson, who was identified as a retail industry consultant, said it well when he described the state of customer service in the U.S. as “abominable.” He went on to say it best, “There is an almost complete failure to recognize and appreciate the value people can bring to the equation.” Anyone in a position to influence a company’s customer service department ought to heed these indicators, but I find that highly unlikely, at least until something is posing as an imminent threat to a company’s bottom line.

others involved in expanding the program and delivering the same message. “During the day, on his own time with his own money, he was in the schools teaching his Precinct 131 program to teach kids to stay away from gangs, guns and violence,” she said. “He set it up so kids could earn hours for National Honor Society of they volunteered.” As years past for Guerrero and Rookie, this was their life, according to Marshak, but then 9/11 happened. “So he right away decided he wanted to go and do search and rescue,” Marshak said. Guerrero and Rookie responded to Ground Zero and worked ‘the pile’ for seven days almost around the clock, both doing shifts as long as 14 hours. “Our main concern was that we didn’t want victims to relive the events, but to inform what emergency personnel go through on a daily basis,” Guerrero said. Because many of the New York firefighters at the scene had a hard time pronouncing Guerrero’s first name, he humorously explained how they nicknamed him Michigan for his home state. A few years later, like many other

In the latest addition to her growing list of works, Marshak writes about Rookie, a German shepherd K9 officer, and Joaquin “Michigan” Guerrero, the four-legged K9 officer’s partner and handler. “It is basically the eight-year career of Joaquin’s first police dog,” Marshak said. “The story starts out when Joaquin goes into the K9 unit and gets his first dog as a puppy.” In alternating points of view from both Rookie and Guerrero, Marshak continues to capture the “voices” of the officers as they positively impacted the lives of thousands of kids in mid-Michigan. “After Joaquin got Rookie, he decided to create a program that he could bring into the schools and teach to the younger kids,” Marshak said. Guerrero created Precinct 131, a program for kids to say no to gangs, guns, drugs, and violence in the city of Saginaw, Mich., which ranks number one per-capita in violent crime. He continued for years getting youths and

Author FROM PREVIOUS PAGE emergency personnel and K9 dogs alike, Rookie developed an aggressive form of cancer and died in 2004 “He served his country,” Guerrero said. “He was a fellow officer, only he had four legs and fur.” Marshak concludes the book with an epilogue that provides insight for readers as to where Guerrero was in his life by the story’s end. “In the last chapter, it talks about his second police dog that he got, Rookie II,” the local author said. “My story is just one of several hundred stories about dogs and their handlers,” Guerrero said. Marshak and Guerrero will be at Barnes & Noble, 14880 Florence Trail, Apple Valley, 1 p.m. Saturday, Oct. 22, for a book signing.

Challenges For Marshak, writing this book was not without its challenges, as she and Guerrero were up against the clock. “His whole goal was to have it out by the 10th anniversary of 9/11,” she said of Guerrero. “When I met with the people at Beaver’s Pond, I asked, ‘Is this possible to do?’ They said if you have it in by May 1, we can do it.” Without a manuscript at the time, Marshak knew she had her work cut out for her. “I had a lot or work. I did a writing marathon you might say,” she said. “It was a challenge. It was nonstop from Jan. 1 to May 1.” Saginaw, along with its violent crime rate, was foreign to Marshak, as was the world of a K9 police officer. This added to her challenge as an author, requiring some time spent with Guerrrero. Marshak traveled to Michigan twice, once taking part in a ride-along “After the first trip, I was blown away by everything, even the acronyms that he was rattling off at lightening speed,” Marshak said about realizing her challenges. Even her time spent working for the Lakeville Police Department from 1993 to 2000 wasn’t nearly enough to prepare her for the endeavor, according to Marshak. “We had a window of opportunity,” Guerrero said. “We were able to get it done in seven months.” To Marshak’s own surprise, a oneweek delay in her submission provided the author with the perfect way of ending her second book. Marshak was originally supposed to be completed by May 1 but ended up turning in her work May 8.

“May 1 was when Bin Laden was killed, so then I was able to get that into the story and kind of wrap things up so to speak in the book,” Marshak said. But the biggest challenge for the author had more to do with a process as opposed to the world around her. This came in the form of writing from Rookie’s point of view. “I just tried to write what I thought God was wanting to share through Joaquin’s story,” she said. “And I wanted to be true to what happened and true to what he told me, and yet give it the reverence it deserves.” According to Guerrero, everything fell into place from the beginning. “Every time she came here or I went there, I brought my scrapbook,” Guerrero said. “This dog really made an impact. Barbara, bless her heart, she is a beautiful writer.” He added that he felt Marshak did an incredible job of conveying his intended message about honoring K9 service. Guerrero dedicated the book to K9 officers. According to Guerrero, Marshak could also relate on a special level that the two of them shared at the time on account of Marshak’s dog dying around the same time. “She felt what I went through,” Guerrero said. “She captivated the moments that needed to be told on paper.”

“Michigan and Rookie: Guardians of the Night” by Joaquin Guerrero, as told by Lakeville resident Barbara Marshak, was released Sept. 2. The book is Marshak’s second published book, along with more than 150 published articles. (Submitted photo)

Salvation Army, Burnsville was also selected as a location due to an increased need in Dakota County, according to Annette Bauer, northern division public relations director. “We’ve expanded services to Dakota County in a way that is more consistent and long-term,” Bauer said. Citing statistics maintained by the local chapter of the Salvation Army, Bauer indicated that the number of cases for social service programs, such as basic needs, has risen steadily in the southern but fast-growing south metro county. Not including cases with requests specifically for food and utility assistance, Dakota County residents accounted for 3,070 cases in 2010, and in one short year that figure increased to 4,358. Bauer said these requests were only for basic needs such as rent, clothing, and transportation, among others. Because a food shelf technically did not exist in Burnsville in 2009, Bauer was unable to provide any data. But when the Salvation Army began to perform food shelf activities in 2010 in the area, Bauer said there were 564 cases. Through September 2011, Bauer said the caseload jumped to 4,524. According to Bauer, a family of four living on $22,000 a year or less qualifies for service and is considered a case.

Joan Moes, Salvation Army case manager for Dakota, Scott and Carver counties, said this was the first time that the Salvation Army has included the south metro as a drop location, and by extension coordinated efforts with Prince of Peace to distribute packages to a fairly steady flow of people. Moes went on to underscore Bauer’s comments about the increased need in the area. “Our food shelf numbers have increased by 40 percent since the beginning of the year with the amount of families that we’re seeing where one or both parents have lost their jobs,” Moes said. Moes said that the Salvation Army has partnered with Prince of Peace to distribute the food. The church has generously given the local effort a boost by donating some space, as well as volunteers. “They are giving us that space. We’re not paying to be there,” Bauer said. “The church members are excited to be part of it.” Toni Anderson of Lakeville and member of Prince of Peace was one of dozens of volunteers who chose to sacrifice an entire day, while in the rain, helping families load their vehicles with packages. “Every time you volunteer, you always witness a God thing,” she said. “That’s what keeps bringing you back, and today it was the humility that I DONATION: TO NEXT PAGE

One is about how to get extra money for food, and the other one is the Salvation Army’s program of coats for kids,” Anderson said. “In two situations, they asked us, ‘Where can we give clothes?

You’ve been so good to us. What can we do in return?’” Anderson is no stranger to this type of work, saying she has been a member of the church since 1974, and its grown. “We have so many activities like this in which to be involved, and my husband and I are involved in them,” she said. Anderson continued by saying that she and her husband, Allen, actually used the day to volunteer celebrate their wedding anniversary. “We’re celebrating it by helping God,” she said. “We are the hands and feet and heart of Jesus today.”

In the Community, With the Community, For the Community

LPD recognized for underage drinking prevention efforts BY MICHAEL RICCI – SUN NEWSPAPERS Nearly an entire community is learning just how deeply some convictions are, especially when they are centered on youth. On behalf of a communitywide effort, the Lakeville Police Department was selected as an honorable mention recipient for the 2011 Law Enforcement Agency of the Year by the Office of Juvenile Delinquency Prevention and the Underage Drinking Enforcement Training Center Aug. 12 in Orlando, Florida. The award recognizes and spotlights community efforts to prevent underage drinking. The recognition was the culmination of more than four years of collaboration in Lakeville by members of the police department, schools, business leaders, and ordinary but concerned citizens. This specific effort originated about five years ago when Patti McDonald of Lakeville decided it was time to do something about underage drinking. The highly concerned resident and mother approached LPD Chief Tom Vonhof, asking him about his department’s policy on underage drinking. Vonhof responded by saying that he had instituted a department-wide zero-toler-

ance stance regarding enforcement. “She said we need to do more and get more people together,” Vonhof said. Fueled in part by the then recent alcohol-related death of a high school student, McDonald stressed that much more was needed to keep these tragedies from occurring in the future. So the two talked about how many times a tragedy occurs and everyone in the community reacts with shock and a uniform feeling of needing change. After the shock, however, the result had a tendency to always be the same – nothing. “Nothing gets done and nothing changes, so we really looked at this,” Vonhof said. “We needed to get people from the whole community behind us.” The effort, led largely by McDonald, began to gather steam as dozens of individuals in the community began to coordinate their efforts. “Everybody came together and asked, ‘What can we do to change this?’” Vonhof said. A committee was formed to address the

issue of underage drinking in a more thought-out way, one that would actually penetrate the minds of not only teens but also the community as a whole. The LPD formed a partnership with Lakeville schools to develop and implement the Pure Performance program, aimed at preventing underage drinking and drug abuse. The program is for student athletes and explains all of the negative impacts of alcohol and drug use to those involved in athletics. According to Vonhof, the group located John Underwood of the American Athletic Institute in New York, a former Olympian and expert in athletic training. “He started this idea of training students and high school coaches in looking at the physiological impacts of alcohol consumption on athletes,” Vonhof said. “We actually brought John in, and he participated in these meetings we had.” The center of Underwood’s input was the Pure Performance program. “As a consequence, every student athlete and every student who is involved in

any type of activities has to participate in Pure Performance,” Vonhof said. Aside from the equitable penalties for all students, regardless of their activity or sport, the program provides educational information about the impact on an athlete’s performance. “We combine that in the education program with our enforcement, and then we also instituted our social host ordinance,” Vonhof said, adding the ordinance was implemented in 2008. Chaska was the first city to implement such an ordinance, while Lakeville became the second in the state to institute the ordinance. “That really has been a very effective tool in holding people criminally responsible if they would host a party where alcohol was served to underage people,” Vonhof said. The chief said that all of the efforts combined, and the people behind them, have had a lasting impact in the community by helping teens make better decisions everyday with regard to alcohol and drug use. “It’s nice to get the recognition, but the real [award] for me is that the program is working for our community, and I see the results everyday,” Vonhof said.

Chiropractic care offers health care options Patients often seeking help with headaches, pain issues BY ROXI REJALI – CONTRIBUTING WRITER Judy Neudecker has found a fail-safe way to stop her excruciating headaches. She makes an appointment with her chiropractor. Plagued by severe headaches that strike every few weeks, her symptoms include upset stomach and extreme light sensitivity. She’s tried all types of pain relievers, but gets no relief. Spinal adjustment is what works for Neudecker. During the treatment, chiropractors use their hands to apply controlled force to the neck or spine. “I go in for an adjustment, tell them I’m having headaches,” said Neudecker, 43, of Rosemount. “They can put their finger right on the back of my neck, right where I feel the pain and adjust it and I‘m better, instantly.” Neudecker goes to conventional doctors and clinics for annual physical exams, mammograms and cholesterol

testing, but regularly visits Marty Chiropractic Clinic in Burnsville to treat her aches and pains. “For me, I don’t want to take pain medication and muscle relaxers because I fully understand that muscle (stimulation), massage and chiropractic can take care of it naturally and not be a mask to the pain,” she said. Neudecker is one of the growing number of Americans who use some type of complementary and alternative medicine (CAM), which includes chiropractic care, acupuncture, meditation and herbal supplements. The 2007 National Health Interview Survey found that 38 percent of American adults and nearly 12 percent of children have used the treatments, which are not generally considered to be part of conventional Western medicine. The survey by the National Institutes of Health also found that consumers spent an estimated $33.9 billion out-of-pocket per year on CAM treatments. Chiropractors offer drug-free, nonsurgical treatments that focus on the correct alignment of the spine and proper functioning of the nervous sys-

tem. Treatments include spinal adjustment, massage and electrical muscle stimulation. In Minnesota, licensed chiropractors must complete an accredited program that includes coursework in anatomy, physiology and chemistry. Most patients come to Marty Chiropractic with headache, back pain or neck pain or problems with their shoulders, wrists or knees, said Dr. Christine Lynch, a chiropractor at the clinic. Some common problems are sciatica or whiplash from car accidents. When appropriate, chiropractors will refer patients to other medical professionals who can provide additional testing and treatment, said Dr. Kari McDonald, a chiropractor at the clinic. During treatment, practitioners also talk to patients about diet, exercise and stress reduction, McDonald said. “We’re trying to get their whole body to a better state of health, wellness,” she said. Clinical research on the effectiveness of chiropractic treatments for low back pain, neck pain and headache helps improve patient care and boosts credibility of the field among medical professionals, said Renee DeVries, College of Chiropractic dean at Northwestern

Health Sciences University in Bloomington. Over the past decade, the school has received more than $20 million in federal funding to investigate non-surgical treatments for back and neck conditions, she said. Chiropractic’s emphasis on a drugfree, natural approach to health care appeals to consumers who worry about the cost and side effects of medications, said Jennifer Naas, Minnesota Chiropractic Association president. “I think the public is becoming much more engaged in doing their own research about different options and trying things out to find out to see what works best for them,” she said. Some patients visit a chiropractor out of desperation, Naas said. In a common scenario, patients injured in auto accidents are searching for relief from the pain of damaged joints, ligament and muscles, she said. “The biggest thing is that they didn’t get help somewhere else,” she said. “Most people show up at a chiropractic office because they’ve tried everything else and it didn’t work.”

Ease up for your next trip to the dentist Do you ever get nervous just thinking about going to the dentist? You might be worrying unnecessarily. With dentistry's many advances, diagnosis and treatment gets more sophisticated and comfortable all the time. It's often best to share your anxiety. If you're tense or anxious, tell your dentist and the dental staff. Getting your concerns out in the open will let your dentist adapt the treatment to your needs. Try to choose a time for your dental visit when you're less likely to be rushed or under pressure. For some

people, that means a Saturday or an early-morning appointment. If the sound of the drill bothers you, bring a portable audio player and headset so you can listen to your favorite music. During the dental visit you might try visualizing yourself relaxing on a warm beach. These positive techniques work wonders for many. Try them on your next dental visit. FACT: We are well educated and experienced in understanding the exact amount of amplitude and velocity needed to align the vertebrae in order to correct and/or prevent physical discomfort. These treatments cause very little to no discomfort for the patient.

Myth #2 You’re not a real doctor. FACT: Both D.C.’s and M.D.’s must pass a rigorous state and national board exam to attain licensure to practice. On average, Doctors of Chiropractic care are required to take more than 200 total curriculum hours than that of a M.D. In order to stay current with the latest research and philosophy, D.C.’s take 40+ hrs. of continuing education biannually to give our patients the very best care.

Dispelling Chiropractic Myths: cavity until it hurts, do we? But it is still good for us to go to the dentists for regular checkups because we know cleanings will ensure proper gum, bone and tooth health. In the same way, we don’t always know there is a problem with a joint that is becoming degenerative because of improper alignment or nerve irritation. Our bodies actually produce chemicals that mask this condition and so we do not always realize the problem on our own until much later.

Myth #4 All you fix is the spine. FACT: As Doctors of Chiropractic care our education enables us to realign any joint in the body – shoulders, elbows, hands and feet. You name it we can help. We also use modalities, such as, EMS, Ultrasound and advanced stretching techniques that deliver physical therapy as well. In addition, chiropractors focus on total well-being of the body, including corrective exercises, lifestyle advice, nutritional counseling, massage therapy and spinal/postural screenings.

All in the family for former Apple Valley resident Soap opera star races in Twin Cities Marathon to raise money for mental illness organization BY MATTHEW HANKEY – SUN NEWSPAPERS Former Apple Valley resident Brianna Brown has plenty to live up to. On Oct. 1 and 2, Brown and 10 other friends and family members ran or walked in the Medtronic Twin Cities Marathon to raise funds for the Dakota County branch of the National Alliance on Mental Illness. Twenty-seven years ago, her grandparents Jean and Tom Brown co-founded NAMI-Dakota County after their daughter Jeanne was diagnosed with schizophrenia her junior year in college. “The whole purpose is really fundraising and creating awareness for people living in Dakota County for people to support our emergency fund for basic necessities for those in Dakota County with mental illness, said Janice Brown, Brianna’s aunt and former NAMI-Dakota

president. Since 1984, NAMIDakota County has had an “emergency fund it uses to pay for basic needs of those suffering from mental illness. The funds go towards preventing Brianna Brown them from becoming homeless and also provide them with food, clothing, winter coats, and resources to help with housing issues. NAMI-Dakota County also has support groups for those with mental illness and their friends and relatives. NAMI-Dakota County relies solely on donations from its supporters, as well as money it can raise during its fundraisers. That’s where Brianna Brown comes in. Brown, a Hollywood actress best known for her role as Dr. Lisa Niles on the soap opera General Hospital, organized a team of runners to compete in the Twin Cities Marathon to raise money for NAMI-Dakota County. “It was Brianna’s brilliant idea to say, ‘Let’s continue the [family] legacy,’ said Janice Brown. “For the race fund, we’re trying to raise $10,000. It’s really cool.

Burnsville Fire Department

Open House Thursday, Oct. 13 5:30 to 8:30 p.m.

We’re very excited. “I decided to come back home to run it and raise money for the organization to help out my grandparents and my family and other who are suffering from this illness, Brianna said. Brianna’s grandparents have been actively involved with NAMI-Dakota County until very recently, she said. “My grandparents realized that there just wasn’t enough help for people with mental illness, Brianna said of the organization’s formation. “And, it was so taboo that people were suffering from mental illness and there was so little help back then. That’s what made them step up and create an affiliate branch in Dakota County. Brianna hopes the attention her character has garnered – the “love to hate villain Dr. Lisa Niles on General Hospital – will increase the amount of money her group can raise. “With the publicity and whatnot that I’ve received from that role, I felt that I could make a bigger difference and help support my family on a bigger level,’ Brown said. Janice Brown, who helped raise $11,000 for NAMI-Dakota County at the

1996 Twin Cities Marathon, is thankful for Brianna’s efforts for this year’s marathon fundraiser. “I’m very proud of my niece for stepping up to the plate and helping us, Janice said. Brianna has run half marathons in the past, but never a full-length race. She said her goal is to take first place in the Twin Cities Marathon, but quickly backed off that prediction. “I just want to finish it, she said with a laugh. The race also coincides with a milestone for Brown – her 32nd birthday. “I’m really excited to celebrate my 21st birthday for the eleventh time, she said. Brianna said she is honored to help raise money for mental illness, but also sees this as an opportunity to thank her grandparents and Aunt Janice for their years of work with NAMI-Dakota County. “It means more than I can eloquently express in words, Brianna said. “Not only do I feel like it’s perfect timing to honor what they’ve done for our family and how selfless they’ve been for the last 27 years. And, to honor my aunt who’s given years helping out and to give love and support to her.

They choose to dispense with costly and unnecessary pomp associated with conventional funerals, and commit themselves and their families to this dignified disposition at the time of death.

Q. How does the Cremation Society of Minnesota Work? A. The Cremation Society is notified immediately at the time of death. City of Burnsville (Official Publication) ORDINANCE NO. 1247 CITY OF BURNSVILLE DAKOTA COUNTY MINNESOTA SUMMARY OF AN ORDINANCE AMENDMENT TO TITLE 10, ZONING ORDINANCE, CHAPTERS 8, 15, 19, 22A, 22C, 30, AND 30A OF THE BURNSVILLE CITY CODE REGARDING THE CRD AND MIX ZONING DISTRICTS AND CROSSREFERENCING THESE DISTRICTS TO ZONING PERFORMANCE STANDARDS CASE FILE NO. 11-0026 On September 20, 2011, the City Council of the City of Burnsville adopted an ordinance amendment to Title 10, Chapters 8, 15, 19, 22A, 22C, 30, and 30A. The proposed Zoning Ordinance amendments serve to establish zoning controls to implement the Burnsville’s 2030 Comprehensive Plan goals and objectives and established two land use classifications: MIX, Mixed Use District. The intent of the MIX classification is to promote unique master planned developments where residential can be combined in neighborhoods with retail, office, entertainment, and recreational facilities in close proximity to transit. The 2030 Future Land Use Guide applied the MIX land use classification to a number of locations as a means of promoting redevelopment and infill development that would achieve the City’s mixed use goals and design, outside of Heart of the City. CRD, Commercial Recreational District. This land use classification is intended to develop additional commercial recreational opportunities within the City. The Comprehensive Plan describes the CRD classification as integral to the reclamation of and future planning of the MRQ, Minnesota River Quadrant. Dakota County parks will soon host deer hunters Application deadline Oct. 10 to hunt in select parks in the county BY MATTHEW HANKEY – SUN NEWSPAPERS Taking to the woods and fields is an annual rite of autumn in Minnesota for thousands of deer hunters. In Dakota County, deer hunting season is just around the corner. The application deadline to register for the controlled archery and shotgun hunts in select Dakota County parks is Oct. 10. Controlled deer hunts in Dakota County parks began in 1995, when the deer population was nearly beyond manageable levels, said Johnny Forrest with the Dakota County Parks Department. “In the 90s, our parks had 40 to 60 [deer] per square mile,” Forrest said. “That was quite a heavy browsing load on park vegetation.” When deer numbers reached its peak in Dakota County parks, the vegetation suffered, particularly young sapling oak trees – a favorite of deer. Now, largely because of the continued controlled hunts, there is a paucity of deer in Dakota County parks. “Deer numbers have come down significantly since the 1990s and now deer are at much more manageable, lower levels,” Forrest said. Now, deer numbers are down in the teens per square mile, Forrest said. Fewer deer mean that fewer hunters are needed to help manage the herds, Forrest said. But, while the deer population is lower, the hunts are still important because they keep the overall deer

population in check. Deer can reproduce and grow their numbers quickly without constant management, said Forrest. “Our continuing hunts are scaled back to some extent and also intended to keep deer numbers in check because without deer management, it’s possible for deer populations to increase very rapidly,” Forrest said. “Deer populations can double in a year with favorable conditions.” The Minnesota Department of Natural Resources is largely uninvolved with the controlled deer hunts in Dakota County parks. As long as the hunters abide by the state’s hunting regulations, the DNR lets the county organize the hunts. “I’m all for it,” said Bob Fashingbauer, Department of Natural Resources wildlife area manager. “If they don’t allow hunting, then the numbers build up and there’s an impact on the ecosystem. They have to do something and we’re behind them 100 percent.” A benefit of the lower deer population is the re-growth of many plants the deer would generally have eaten. With fewer deer, the habitat is at a much healthier level. “It fosters conditions for natural reforestation, particular oak trees, which are one of the deer’s favorite browsing food,” Forrest said. “Also, it helps to regenerate prairie flowers. There are certain species of prairie flowers that are likely candy to deer. Without the management, they won’t survive long.” Woodland grasses and other flowers have also made a healthy comeback, Forrest said. With healthier levels of plants, the park’s natural inhabitants

Lebanon Hills Regional Park in Dakota County will host controlled archery deer hunts this October and November. Other Dakota County parks – Spring Lake Park Reserve and Miesville Ravine Park Reserve – will also host controlled hunts this fall. The hunts help to control the deer population, which help the health of the park’s vegetation. (Photo by Matthew Hankey – Sun Newspapers) are thriving in 2011. “Unlike the 1990s, the vegetation is a lot healthier,” Forrest said. “By having more healthy and diverse woodland plants and shrubs, that improves the wildlife habitat for many other kinds of wildlife and birds in the park.” Farmers have also benefited from the controlled deer hunts. In the 90s, Forrest said he received calls from private landowners around Dakota County parks that deer had been eating significant amounts of their crops. No one has called to complain about

deer depleting their crop supply for years, Forrest said. Also, fewer car and deer collisions have occurred since the controlled deer hunts began, Forrest said. Forrest said his office receives about 100 hunting applications per park a year. Those applicants are then put into a lottery drawing, with 40 hunters allowed to hunt each park a day. The exception is Lebanon Regional Hills Park in Eagan, which can have twice as many hunters as the other parks. “The park can accommodate up to 80 archers on any given morning without participants complaining about [it] being overcrowded,” Forrest said. “The reason for this is the rugged topography of the park. They don’t see each other because they are separated by hills and ridges.” Archery hunts are scheduled at Lebanon Hills Regional Park and the western section of Spring Lake Park Reserve. Lebanon Hills Regional Park will be closed until noon on Mondays, Tuesdays and Wednesdays Oct. 31 through Nov. 16. The western portion of Spring Lake Park Reserve will be closed all day Nov. 5-7, 11-13 and 19-21. A shotgun hunt will be held at Miesville Ravine Park Reserve Nov. 1927 and the park will be closed during the hunts. Forrest said the county has posted large notices at bulletin boards and kiosks that the parks will be closed during the controlled hunts. Additionally, the county posted an alert about the park closures on its web site. For more information/hunting applications, visit dakotacounty.us and search “hunting.”

McNeil helps new team beat her old team

Rivalry renewed: This time it’s for 1st place BY MIKE SHAUGHNESSY • SUN NEWSPAPERS

Eagan prevails over Lakeville North in five-set volleyball donnybrook BY MIKE SHAUGHNESSY • SUN NEWSPAPERS Taylr McNeil knew the date was coming up on Eagan’s volleyball schedule. But was she looking forward to it or dreading it? It’s easy to understand why McNeil might have mixed emotions about a match against Lakeville North, the team she helped win the state high school Class 3A title last year before her family moved to Eagan. “No, I was really excited,” she said last week. “I was a little nervous about it at first, but I’ve had a lot of support from my friends, family and teammates. “And this is something I do during club season. I play against [Lakeville North players] all the time. Maybe this was a little different.” Or maybe it was a lot different. With the two schools’ student sections exchanging chants – some of them dealing specifically with McNeil – the Sept. 27 Eagan-Lakeville North match was unlike anything she ever experienced. Former teammates McNeil and Lakeville North’s Alyssa Goehner – possibly the state’s two best sophomore players – stood out during Eagan’s 2519, 19-25, 24-26, 25-22, 15-13 victory. McNeil had 28 kills and 25 digs, while Goehner had 34 kills and 35 digs. McNeil’s ability to handle the attention was tested early. She was poised to serve in front of the Lakeville North student section when the North stuVOLLEYBALL: TO PAGE 32

It’s been going on only six years, but the Lakeville North-Lakeville South football rivalry has a lot of history. The teams’ first meeting on Sept. 16, 2005, also was the first varsity victory in Lakeville South football history. They have met three times in the section playoffs and twice on Halloween. They also went 25 months without playing each other when the Lake Conference inexplicably rotated them off each other’s schedule. But their game at 7 p.m. Friday, Oct. 7, at Lakeville North is unlike any other in the North-South rivalry. It will be the first time both teams are undefeated and state-ranked when they played. The winner also will be in first place in the South Suburban Conference. It’s usually enough for bragging rights to be at stake when they meet. This time, they have a little more to play for. Last week Lakeville South was ranked fourth in Class 5A and Lakeville North was sixth. Both teams are 5-0. “We try not to talk too much about [the rivalry], but everybody knows it’s there,” said Brian Vossen, who’s in his second year as Lakeville North’s head coach and previously was on the Panthers’ staff as an assistant. Preparing a team mentally for a game such as this is not as easy as it seems. There have been times during the rivalry when North went in too emotionally charged, and “that’s when we’ve lost,” Vossen said. “We’ll make mistakes in the game, just like every other team,” the North coach added. “One thing we have to fight is becoming so emotional that mistakes get repeated.” The teams feature two of the metro area’s best quarterbacks – Mitchell Leidner of Lakeville South and Trey Heid of Lakeville North. Eastview defense makes a stand Lightning shuts out Apple Valley for 4th consecutive time BY MIKE SHAUGHNESSY • SUN NEWSPAPERS A week after allowing one player to gain 273 yards, Eastview held an entire team to 140. Upset with its performance in a Sept. 23 loss to Bloomington Kennedy, the Lightning returned to its home field and kept its collective foot on the accelerator, shutting out Apple Valley 17-0 on Sept. 30 in South Suburban Conference football. The shutout was sorely needed by a defense that had allowed 28 points or more in each of its first four games. The previous week, Kennedy running back Lexis Jones gained 273 yards and scored twice in a 31-24 victory at Eastview. Asked about defensive changes since that game, head coach Kelly Sherwin said, “nothing major, other than putting Zack [Johnson, a 305-pound offensive

lineman] in there in certain situations. “We really just talked about going back to work. At this point, we’re not going to change what we do or how we do it. We just want to try to do it better.” The Lightning (2-3) earned its fourth consecutive shutout victory against crosstown rival Apple Valley. It’s not as if the Eagles (0-5) didn’t have chances. They had a pass dropped in the end zone in the second quarter. Late in the game, they moved the ball inside the Eastview 1-yard line. Johnson then made his presence felt in his part-time role on the defensive line. He blasted an Apple Valley running back, causing a fumble that the Lightning’s Brad Hogan recovered inches from the Eastview goal line. On offense, the Lightning gained 243 of its 326 total yards on the ground. Senior LeAndre Kennedy gained 92 yards and had a 15-yard touchdown run in the second quarter. Eric Krupke, another senior, rushed for 89 yards. “We were trying to run the ball and get good yardage on first down,”

Johnson said. “We did that most of the game. Then in the third quarter, we ran nine minutes off the clock, and that was huge.” That third-quarter drive ended with a 28-yard field goal by Sam Fluegge. Eastview also scored on its opening possession when Ryan Reger threw a 23yard touchdown pass to Kenyon Phillips. Apple Valley was held to 31 yards on the ground, and most of its passing yardage came on consecutive plays in the fourth quarter. A 29-yard pass from Matt Thomas to Mitch Hechsel, followed by a 46-yard pass from Thomas to Derrius Thompson, moved the ball from the Apple Valley 22 to the Eastview 3. But three plays later the Eagles lost the ball and their last chance to score. Apple Valley tries for its first victory Friday at Rosemount, which has lost back-to-back games to Lakeville North and Lakeville South after starting 3-0.

away with its fourth loss of the season. After falling behind 10-0 in the first quarter, the Blaze took the lead in the second on a 16-yard run by Michael Callanan and an 11-yard run by Dan Motl. North, however, regained the lead before halftime on a 32-yard touchdown pass, and there was no scoring in the second half. Sixth-ranked Lakeville North had been averaging more than 35 points a game, but its offense sputtered at times against Burnsville. The Blaze intercepted three passes and recovered a fumble in the game. “They did a nice job,” Lakeville North coach Brian Vossen said of the Blaze. “They have some big, physical players and a fast quarterback [Motl].” Burnsville (1-4) plays host to Eastview at 7 p.m. Friday, Oct. 7. Burnsville head coach Tyler Krebs was on the Eastview staff from 1997 through 2010. He was defensive coordinator at Eastview before taking over the Blaze’s program.

Volleyball FROM PAGE 30 dents broke out with a chant of “traitor, traitor.” She cracked a smile and put the ball in play. An Eagan school official approached the North students and asked them not to repeat that particular chant, and it wasn’t heard again. McNeil said one of her biggest concerns was that her personal situation would distract her teammates. “I tried to make sure I didn’t put pressure on them,” she said. “That tells you something about her maturity,” said Eagan coach Kathy Gillen Melville. “It’s easy to forget she’s just 15 years old.” Eagan, which entered this week 14-3, had yet to lose a best-of-five match. All three losses came in weekend tournaments, where the matches are best of three. Fortunately for the sixth-ranked Wildcats, the Lakeville North match wasn’t over after three games. They won the final two to remain undefeated in the South Suburban Conference at 50. Lakeville North, Lakeville South and Bloomington Jefferson were tied for second at 4-1. One measure of how closely

Sarah Schuetz, a senior, scored some key points and could be an important player for Eagan down the stretch as opposing blockers focus on McNeil. Second-ranked Lakeville North (152) got 19 kills from senior outside hitter Kelly Nizzari. The Panthers, whose other loss was to Blaine in the Eagle Invitational tournament in Apple Valley, bounced back with a five-set victory at Wayzata on Oct. 1. They will play at home against third-ranked Bloomington Jefferson at 7 p.m. Thursday, Oct. 6. Eagan has defeated Jefferson and Lakeville North but has a match with fourth-ranked Lakeville South on Oct. 18. Gillen Melville, who took a threeyear hiatus from coaching the Eagan varsity before returning this year, said she came back to a stronger conference. “Jefferson and Lakeville South are a lot stronger than they were a few years ago,” she said. “There’s a lot of depth in this conference.” Lakeville North will hold its own tournament Friday, Oct. 7, and Saturday, Oct. 8. The field includes Marshall, the top-ranked team in Class 2A. Eagan will go to a tournament in Burnsville this weekend, where top-10 Class 3A teams such as Eden Prairie and Chanhassen will play.

Football FROM PAGE 30 buildup to Friday’s game is the play of the teams’ defenses. North has yet to allow 20 points in a game. South has held its last three opponents to seven points or fewer. Vossen didn’t put a lot of emphasis on Lakeville South’s 31 yards rushing in a 170 victory over Rosemount on Sept. 30. “We know they want to throw the ball, and they have a lot of weapons,” Vossen said. “We get that. But last year they decided they were relying too much on passing and started running the ball more. They beat us [in the section semifinals] playing that way.” This might not be the only time the teams play this year. The last two years North and South played once in the regular season and once in the postseason, and another meeting in the section tourney is a distinct possibility. A Lakeville team has qualified for the state playoffs six years in a row and seven of the last eight.

Rivalry notes • Lakeville South holds a 5-2 lead in the all-time series. South won the first four games but North has won two of the last three. The last meeting was a 21-7 Lakeville South victory in the Class 5A, Section 1 semifinals Oct. 30, 2010. • Since becoming head coach at Lakeville South, Larry Thompson is 5-0 in games played at Lakeville North. That includes a 35-21 victory over Eagan in a Sept. 2 game that was moved from Lakeville South because of work being done on the Cougars’ home field.

Last week Lakeville North remained undefeated by rallying to defeat Burnsville 17-14 on Sept. 30. North hurt its own cause with four turnovers, but “one thing people aren’t noticing is Burnsville is playing teams close,” Vossen said. “They had a poor start, but the last two weeks they lost to Prior Lake by three and us by three.” Brandon Morgan rushed for 141 yards in the Panthers’ homecoming victory over Burnsville. Heid kicked a 38-yard field goal and threw an 11-yard touchdown pass to Charlie Hayes as North took a 10-0 lead in the first quarter. Burnsville scored twice in the second quarter, but Lakeville North regained the lead on a 32-yard touchdown pass from Heid to David Macura. Lakeville South earned its first shutout of the season in its 17-0 victory over Rosemount last week. Leading 3-0 at halftime, the Cougars put the game out of reach on a 1-yard touchdown run by Leidner and a scoring pass from Leidner to Devon Bzoskie.
