‘Last in, first out’ legislation possibly on way to governor BY MICHAEL RICCI SUN NEWSPAPERS The House passed H.F.1870 Feb. 16 with a 68-61 vote, while the Senate passed S.F.1690 Feb. 27 by a vote of 36-26. Now the legislation, referred to as “first in, last out,” is in conference committee and may soon be headed to Gov. Mark Dayton’s desk. Introduced by Rep. Boiling mad in School District 191 Anger over Chance buyout spills out at board session BY JOHN GESSNER – SUN NEWSPAPERS Simmering anger over the $254,815 buyout of School District 191 administrator Tania Z. Chance boiled over March 1 during a School Board listening session. Calls for resignations of all board members and warnings that voters will take their revenge at the ballot box the next time the district holds a levy referendum were heard from a crowd approaching 200. Two Burnsville police officers stood watch over the meeting room at the Burnsville High School Senior Campus. About 25 people spoke, demanding answers that board members say are shielded from view by state data privacy law and the terms of the separation agreement between Chance and the district. Under terms of the agreement, Chance – the 39-year old former execu-
tive director of human resources – resigned on Feb. 1, with 18 months left on her contract. The buyout covered salary, severance and other claims due her under the contract, according to the agreement. Since the March 1 board session, it’s been revealed that Chance had filed charges with the state Department of Human Rights and a complaint against Superintendent Randy Clegg with the state Board of School Administrators (see related story). Those facts, contained within the separation agreement, had been blacked out on the advice of the district’s attorney. Chance withdrew those charges under terms of the buyout. While those revelations reveal little about the nature of the dispute between the district and Chance, even that scant information wasn’t known to the anxious throng at the March 1 listening session. It’s inexcusable to pay that kind of money without giving the public answers, Burnsville resident Joel Smetanka, a father of three, told Board

Chair Ron Hill and Board Member DeeDee Currier, who conducted the session. “Most of us look at this and what we see are teaching jobs disappearing; we see class sizes increasing,” Smetanka said, questioning why Chance was hired in the first place. Linda Kraemer of Burnsville questioned why Chance – who worked 18 months for the Burnsville-Eagan-Savage district – was given a two-year contract after her first year with the district. “Frankly, I’m stunned,” said Mark Nesvig of Savage, accusing the board and Clegg of “arrogance.” “I just don’t see how this district moves forward with the leadership we’ve got in place,” said Nesvig, whose call for board members’ resignations was greeted with whoops and clapping. “I just couldn’t possibly imagine voting for a levy with you, Mr. Hill, or anybody else who supported this package” in office, Nesvig said. The many teachers in the audience included Andy Karageorgiou, who alluded to larger morale problems stemming from Chance’s tenure in the district.
“Some people in this room have not been listening,” said the Metcalf Junior High social studies teacher. “Teachers have tried to communicate. Parents have tried to communicate. … Some of the way people have been treated over the last few years has not been right.” Retired teacher Dale Bedard said the “pride” in the district over his 35-year tenure has been eroded “lately, since we’ve had a new superintendent.” Clegg, who hired Chance, came to the district in July 2008, replacing Ben Kanninen. Ron Melen of Burnsville invoked the word “Watergate.” “Don’t cover up,” he told Hill and Currier. “We don’t want a Watergate here. Be transparent. Whether it takes six weeks or six months, we want to know.” Some speakers called for all board members to show their faces. Hill said the session wasn’t a formal meeting, so gathering a quorum of board members would violate the open-meeting law. But Board Member Paula Teiken stepped forward to address the crowd. COMMUNITY LINE MVTA presents awards to drivers of the year, project manager The Minnesota Valley Transit Authority presented its 2011 Driver of the Year awards at a recent recognition dinner. In presenting the awards, MVTA board chair and Eagan city councilmember Gary Hansen commented on the importance of MVTA drivers. “Our drivers are the ears, eyes and face of the MVTA. The driver’s ‘office’ is their bus, which they use to safely transport 5-65 riders to destinations throughout the MVTA’s cities and the region,” he said. “They are well-trained and take pride in their work.” The 2011 Driver of the Year recipients were Denny Unze, Schmitty and Sons Transit full-time Driver; and Gary Thompson, Schmitty and Sons parttime Driver. In addition, a special award was presented to Project Manager Connie Massengale, who is considered the “driving force” behind the Schmitty and Sons “can-do” attitude, Hansen said. Unze has been an MVTA driver for more than four years. He currently serves as sub driver on all MVTA routes. Thompson attended truck-driving school at Dakota County Technical College and had experience driving a truck full of anhydrous ammonia for Midland Coop. He has been driving bus for MVTA for five years, four of them with Schmitty and Sons. Criteria in qualifying as a Driver of the Year include the following: the driver must have received one or more customer comments commending superior driving or customer service, the driver must have been recognized at a month-

Lakeville looks to temper developers’ park fees Money, land used to build outdoor amenities BY AARON VEHLING – SUN NEWSPAPERS The city of Lakeville has some of the most enviable park and recreation facilities in the state. Many of its 59 parks, 18 conservation areas and six greenways and seven nature trails are due to park dedication fees charged to developers (or land “donated” by developers), a common practice in most cities that state statute supports. In November, the City Council approved a study to help it determine how to adapt park dedication fees to the new reality of the housing market. The preliminary study, conducted by consultant Daniel Licht and presented at a recent council work session, indicated that Lakeville’s fees are in the middle when compared to similar cities across
the region, such as Plymouth, Eden Prairie, and Maple Grove. The fees are higher than Woodbury and Blaine. The study proposes a new formula for determining more reasonable fees that stay within or are lower than the 10 percent maximum required by statute. Park dedication dollars can come in two forms: donated land or fees. The city currently charges developers: • $4,747 per lot for single-family units; • $4,153 per each multiple-family unit; • $7,693 per net acre for commercial developments; and • $4,558 per net acre for industrial developments. The formula proposal is not set in stone, but Parks and Recreation Director Steve Michaud said it would be tied to “acreage and people’s needs.” City Council Member Colleen LaBeau asked why neighboring cities were not included in the fee comparison. She said Plymouth and Eden Prairie’s “land prices are substantially higher.” LaBeau also wondered why the city is paying money for studies. “It’s bogus,” she said. “I go by a lot of those parks and they are seldom used.
People have their Rainbow playgrounds in their yards.” LaBeau, who works in the real estate industry, conceded that families in search of a new home do ask about parks, but argues that Lakeville should “great creative.” “We need to have our vision – figure out what the community really wants,” she said. Council Member Kerrin Swecker raised questions about LaBeau’s comments because LaBeau’s father, Jim Stanton, is the developer whose protest about park dedication fees triggered the study. “I’ve got a number of calls today and two emails,” Swecker said. “They are concerned about you having a comment on this because of your father. There is a very large perception, with your dad having 37 lots currently in process and another 111 coming, that if we lower the rate 5 percent it could affect him up to $40,000.” LaBeau said she spoke with City Attorney Roger Knutson, who said there was no conflict of interest. “I wish it wasn’t him because this started long before he came,” LaBeau said.
From Boom to Bust During boom times, park dedication fees provided Lakeville with the means for building and maintaining a variety of parks. In 2005 the city brought in $2.2 million in fees and land in lieu of fees, according to a table provided by Dennis Feller, Lakeville’s finance director. As the economic downturn became fully realized – and development slowed on the heels of reduced demand – the city’s park dedication fees and land revenue dropped to about $108,000. Since then, land values have declined while park dedication fees have either stayed the same or increased. After Stanton’s protest last fall of the current fees, the city was legally obligated to re-assess its fee structure. Stanton wrote a letter to a city at that time asking that the $176,000 in park dedication fees from his most recent Crescent Ridge project be put into an escrow fund until the city reviews its park dedication rates. “I think we are very aware that land prices have plummeted and developPARKS: TO PAGE 8

Apple Valley man launches a new kind of ‘mac’ truck Mobile restaurant specializes in mac ‘n cheese, sandwiches BY MICHAEL RICCI – SUN NEWSPAPERS One south metro businessman has redefined the term “mac truck.” Apple Valley businessman Kevin Huyck officially launched his new mobile restaurant Jan. 28 at the St. Paul Winter Carnival, and with spring right around the corner, Huyck will be taking his business on the road – literally, by traveling to select locations in St. Paul and the south metro. Called R.A. MacSammy’s, Huyck said he named his business in part after his children, Randall, 13, and Avery, 16, and he let the rest speak for itself, an emphasis on macaroni and cheese, sandwiches, and soups. Though the debuted his R.A. MacSammy’s truck in late January and early February, Huyck hasn’t been too active in the community yet as he is waiting for warmer weather. “I have been cherry picking days depending on the weather. This week is the first week that I will have gone out everyday,” Huyck said of the week of March 5. Currently, Huyck’s truck is licensed to do business in St. Paul and the greater metro area. “I live in Apple Valley, and I definitely want to create a presence in Dakota County,” he said. “We are seeking out some locations in the Eagan, Burnsville
and Lakeville areas that can draw from a large employment base.” A few locations Huyck intends to frequent in Dakota County include somewhere on Dodd Boulevard between Highways 3 and 55 in the neighborhood of Thomson Reuters in Eagan. He added another location would likely be along Highway 13 near Yankee Doodle Road, as well as area of County Road 42 on the west side of Burnsville and just into Savage. According to Huyck, who has more than 17 years of food service experience with him, his menu consists of a seemingly endless rotation of macaroni and cheese selections. “I make my own,” he said. “It’s all from scratch.” Without actually referring to all items on his menu, Huyck said his menu would always include a classic four-cheese dish, as well as a “N’awlins” dish inspired by the Cajun cooking from New Orleans. Huyck also features a Greek macaroni and cheese dish with feta cheese, a pizza macaroni dish with white cheese, and a Cape Cod dish with lobster, artichoke, mushrooms and a touch of sherry. Huyck, who is not only the owner but also chef of R. A. MacSammy’s, brings his more than 15 years of cooking experience aboard the big yellow truck that houses a fully functional kitchen. “I was searching for an idea with as broad an appeal as possible,” he said. “When it came to me, I thought, ‘Of course! Brandon Kingsley wrapped up his wrestling career at Apple Valley by capturing the 160 pound individual state championship. His season record of 49-1, gives him a career record of 218-7, placing him 17th in Minnesota history for matches won. His 96.89% winning percentage is 8th best in Minnesota wrestling history. The state championship was Brandon’s 4th consecutive state championship, winning previous titles at 140 pounds (2011), 135 pounds (2010) and 125 pounds (2009). He was also a member of 5 state championship teams, earning an incredible 9 gold medals.

Time is now to vote on the stadium bill Minnesotans say they treasure the Minnesota Vikings football team, but they don’t want to help pay for a new stadium to keep them. That’s the dilemma for the Minnesota Legislature that keeps stalling, hoping they can put this decision off until after the November elections. Meanwhile, the Vikings insist they want a new $975 million stadium and are willing to pay more than $427 million of the cost, as long as someone else pays the remaining $548 million. The central question, however, is not how to pay for it and where to put it. The bottom line is: How important is the Viking team to the quality of life of Minnesotans? If the consensus of the people is to keep the Vikings because they add so much value to the state’s quality of life, then all the people should help pay for a new stadium that will keep them here. This burden should not fall on Minneapolis residents alone through the array of taxes they pay now for facilities like Target Field, the Minneapolis Convention Center and Target Center. Nor should it fall on only those who would pay for electronic pull-tabs, as proposed in the latest stadium plan. The latest plan calls
for a $975 million stadium east of the Metrodome in Minneapolis. It would be financed by $427 million by the Vikings, $150 million by Minneapolis through sales and luxury taxes and $398 million by state-run electronic-pull-tabs. This plan still has to be approved by a reluctant Minnesota Legislature and Minneapolis City Council, who fear the backlash from those who question the Vikings deal when compared to the state’s need to close a budget deficit, to pay for $2.1 billion in withheld payments to school districts and to fund human services. Since this issue has dragged on for 10 years and a plan has been put together for the Legislature, this is the session to vote it up or down. Waiting won’t lead to a better solution. Minnesotans want to believe the Vikings will never leave for a city with a modern stadium. Don’t they recall how the state lost its NBA franchise the Minneapolis Lakers to Los Angeles and the Minnesota North Stars NHL hockey team to Dallas? Have they forgotten how the state fought and regained new hockey and basketball franchises by having to build Target Center and the Xcel Center? A major policy question is: should the state continue to fund entertainment venues
for its residents with local and state taxes? Why not? There’s state and local tax dollars in the Xcel Center in St. Paul, Target Field in Minneapolis, the National Sports Center in Blaine, the Guthrie Theater in Minneapolis, the Mall of America in Bloomington and the TCF Bank Stadium on the University of Minnesota campus. The most recent case of public financing is Target Field in Minneapolis where there is a 0.15 percent sales tax paying two-thirds of the cost. People are raving about this stadium, even as they help pay for it when they buy something in Hennepin County. A consensus is developing that keeping the Vikings maintains the state’s quality of life and a stadium plan is on the table. Let’s vote. — An editorial from the ECM Publishers Editorial Board. Last year, 64 percent of students reported that they talk to their parents about school every day. That’s up from 40 percent who reported daily conversations in 1988. Over the same period, the number of students reporting that their parents visit their school at least once a month has almost tripled, from 16 to 46 percent. Both talking with youngsters about what’s happening, and visiting the school, are ways to encourage young people. These are positive changes. I would not have expected such large increases, but they show that many parents are hearing the message about the importance of being involved in their youngster’s education. · Teacher job satisfaction has dropped 18 points from 2008, to the lowest levels in more than 20 years. The number of “very satisfied” teachers has declined from 62 percent in 2008 to 44 percent last year. The number of teachers who feel that their job is not secure has increased from eight percent in 2006 to 34 percent in 2011. Seventysix percent of teachers report that their school’s budget decreased during the last year. Sixty-six percent report there were layoffs of teachers or other staff in the last year. Thirty-six percent report there were

Not shocked by BES board actions To the editor: Why am I not shocked that the
reductions or eliminations of programs in art and music last year. Many parents and students also are worried. While 34 percent of teachers feel their job is not secure, “62 percent of parents and 54 percent of students worry about the parents losing or not being able to find a job.” Seventy-two percent of parents and 65 percent of students “worry about their family not having enough money for the things they need.” The report urges greater collaboration among different groups. It cites the value of buildings where schools and community groups share space, making more effective and efficient use of funds. I’ll be writing more about this idea in future columns. There is much more in the report, which is why I encourage you to read it. Many schools already survey faculty, families and students. I think the best use of the report would be for schools to conduct similar surveys, using at least some of the Met Life questions, and then share results. By itself, a survey does not improve anything. But it can help identify strengths and shortcomings. A survey also can help identify progress and priorities. State law and city code govern fee rates, suggesting 10 percent as a reasonable fee percentage. In 2011, the city’s park dedication fees (land and cash) totalled about $477,000. About $393,000 of that was cash, with Stanton’s share held in escrow pending the outcome of the study. In a phone interview with Thisweek, LaBeau said that the problem with the fees being high is that they are passed on to consumers. “Percentage-wise,” she said of the relationship of fees to the overall cost to develop land, “the cost of land value is not in line anymore because of the plummeting factors.” Not the first battle Though Stanton’s protest is the first in Michaud’s decades with the city, Michaud said it is not the first time the economy has led to concerns about parkdedication fees and lawsuit threats from builders. trator of Lakeville in the late 1980s through the early 2000s, said he ran into controversy over fees charged to commercial and industrial developments. The appropriateness of the fees on such developments “was a very contentious issue at the time,” Erickson said. It was based on to what extent those businesses place a demand on the open space system, he said. “That was evaluated and we determined that they contribute to organized softball leagues. … The employees certainly make use of trails, if not to the same degree and extent of residential properties,” Erickson said. Erickson is now on the developer’s side of things; he works for Welsh Companies. He said the city has amended its fees in recent years to accommodate senior housing, with the consideration that residents of some assisted-living facilities might not use the park systems. As for the need to address fees in light of new economic norms, Erickson said it is necessary or else land development can become prohibitively expensive. Criminal with warrants caught shoplifting
From Feb. 27 to March 4 members of the Lakeville Fire Department responded to 12 calls for service; one mutual aid to Farmington for a structure fire, one extrication of a victim from a vehicle, one passenger vehicle fire, three medical calls, three down power lines, one smoke scare, and two false alarms. Fire Prevention Tip LFD: Daylight savings time is a good time to replace smoke detector and carbon monoxide batteries. To keep your family safe from fire, remember and make use of the following tips: - Every month, test your smoke alarms by pushing the “test” button, following testing instructions in your owner’s manual. - Once a month, carefully vacuum the inside of a battery-powered unit using a soft bristle brush. If your alarms are electrically connected, turn off the power and only vacuum the outside vents. Test your alarms after cleaning them. - Smoke alarms don’t last forever. Those more than 10 years old should be replaced.
Lakeville police Officer Mike Katzovitz recently responded to a retail store on a call from the store’s loss-prevention representatives about an individual the loss-prevention team had detained for shoplifting. When Katzovitz arrived, he found the woman in custody was not only suspected of shoplifting, but she also had an active felony warrant out for her arrest. Katzovitz confirmed the arrest warrant information and was advised by store security that the vehicle in which the shoplifting suspect had arrived was still in the parking lot occupied by a couple of people. Lakeville police Officer Shawn McMahon responded to the vehicle in the parking lot to investigate. He identified the three people in the vehicle. McMahon learned that one of the vehicle occupants also had not one but two active felony arrest warrants out for her, in addition to one misdemeanor arrest warrant. Both women were jailed on the felony warrants and the shoplifting charges.

Lawmakers voted to approve the state’s first process for teacher evaluation last year, and a task force has been sorting out the plan’s details and is expected to submit its recommendations soon. Scott Douglas, principal at Lakeville South High School, supports placing overall teacher quality over seniority, which is a sticking point for those opposed. “Some people say that experience is a great teacher, but as a building principal [we] need to put the best teachers in the best locations,” he said. “Sometimes life experience is not the best indicator of that, teachers have specialties.” If an AP stats teacher is less senior, “as a high school principal, I lose the best person to teach the job,” Douglas said, as opposed to a ninth-grade math teacher as an example. “Some can and some can’t,” he said. “Just because you are licensed to teach math doesn’t mean you can teach college level statistics.” Education Minnesota – Lakeville Vice President Don Sinner said the push for the law change has more to do with dollars. “It’s all about the money,” he said. “It has nothing to do with the teaching force.” Sinner added that LAPS already has a peer review system in place because the teachers want to hold other teachers to a high level of quality. “We’re actually the first to point out that a person doesn’t belong in a classroom,” Sinner said. According to Sinner, 40 percent of districts in Minnesota already have other variables that are taken into consideration should the need to layoff teachers arise. “They are jumping the gun,” Sinner said. Douglas acknowledged that some districts have their own methods of rating a teacher’s performance, but he added that the contractual language could be problematic. The legislation would eliminate the issue for Douglas entirely. He emphasized that having teachers who are not adequately equipped to teach specific areas is an issue, “That’s not what is good for the kids.” He added, “I think that the legislation

would empower me to make decisions that are best for the kids. We want to make sure we get the best teachers for the subjects and licensure doesn’t achieve that or measure that.” Sinner disagreed by saying experience does matter. Last year that LAPS laid off 85 teachers and that a lot of them were seniority based. “This law would just change the names of who would be let go,” he said.

Implementation Lisa Snyder, Lakeville Area Public Schools superintendant, and Randy Clegg, Burnsville-Eagan-Savage superintendant, both said should the law pass, it would be very labor intensive to create an equitable evaluation system Clegg, however, indicated much of it would depend on exactly how the legislation would be drafted. Clegg said that he’s worked with teachers associations over years and developed district and statewide performance standards to rate reliability among educators. But he said the real key is fairness. “You would have to reach some collective understanding of what is a good teacher,” he said. The intent and desire to have a system that can consistently identify ineffective teachers is an issue that presents questions not only about fairness but also determining how to observe, document, and preserve all data gathered in an evaluation, he said. “The…time to do a teacher evaluation will take up to 20 hours,” Clegg said. “It’s going to labor intensive and time intensive.” And at a time when schools across the state are strapped for cash, Clegg questioned about having adequate staff to perform all of the work involved. According to Snyder, implementation of the measures would need immediate attention. “It would require right away a systematic approach about how those decisions would be made,” Snyder said of teacher layoffs based on evaluation. She added that it would require a robust and clear improvement plan, which most districts have in place, and would base the decision on “something so different than ever before.” Snyder explained that the process would require officials to invest the time in creating a strong and equitable system that would then be brought before the school board for approval. “I think it would be labor intensive at the front end, but it would be improved upon,” she said. “There are advantages and disadvantages to any system.”

Redistricting split Lakeville into three House districts, meaning Holberg would have had to run for re-election in 56B, a primarily Burnsville district with the Orchard Lake area basically the only piece of Lakeville left for her to represent. The Valley Park neighborhood in Lakeville will be in a district with Apple Valley in 57A. Holberg’s move leaves 56B open for new candidates. Lakeville school board vice-chair Roz Peterson and GOP S e c o n d Congressional District chairman Terry McCall, both Republicans, are seeking their party’s endorsement on March 17. DFLer Will Morgan, a teacher in the BurnsvilleEagan-Savage school district and former two-term House member, announced his bid last week to return to the Capitol. “I’m looking forward to the challenge,” Morgan told Thisweek last week, discussing the need for him to introduce himself to the Lakeville portion of 56B. Peterson, 46, a school board member since 2007, made her announcement in a Facebook post on Monday, March 5, indicating that she had been asked to run for the seat. “I want to be able to address having a great working environment for jobs that is more conducive to job creation,” Peterson told Thisweek. She said that though she is a longtime Lakeville resident and has been involved extensively in that community, she has significant ties to Burnsville as well. Peterson, who works in commercial real estate, is a member of the Burnsville Chamber of Commerce and has been doing business in the city for years, she said. Peterson is also chair of the Dakota County Regional Chamber of Commerce. Peterson’s role as the Dakota County district director for the Minnesota School Boards Association offers her an insight into the broader view of educational issues. “My involvement with MSBA has allowed me to be in front of state and federal issues,” Peterson said, referring to the times she has testified before the
state Legislature and met with federal representatives. Because she is two years into her school board term, Peterson would need to resign from her seat, leaving an opening on the board. McCall, 63, of Burnsville, announced his run on March 4. In an interview with Thisweek, McCall said his advantages over Peterson lie with his more than 20 years of experience as a resident and political participant in Burnsville, though “I would never hold her youth and inexperience against her.” “My activist role, or more political involvement, over the decades in Burnsville might give (me) a bit of an edge there with the delegates and alternates who ultimately make the decision,” he said. As to his political leanings, McCall said he was “more of a constitutionalist” when it comes to efficient, limited government. “I know a lot of Tea Party folks,” he said. “I’ve been to some of their functions. I’ve been a Ron Paul supporter, and was an alternate for him at the (GOP) national convention in 2008.” McCall recently campaigned to be the chair of the Minnesota GOP, in a bid to replace Tony Sutton. Pat Shortridge won that contest. Lakeville School Board Member Bob Erickson had been considering a run for the GOP endorsement in 56B. I didn’t want to move forward without his ‘blessing,’ so to speak.” By running in the new 58A, Holberg ostensibly maintains the GOP trifecta that consists of herself, state Rep. Pat Garofalo of Farmington and Thompson of Lakeville. She also then is able to run for re-election in more familiar territory. State residency requirements likely mean that Holberg, who has been in the House since 1999, will have to move to the new district upon winning the seat. spread the word. “I put my location on Twitter, Facebook, and my website,” he said. “It definitely helps.” For those who may not be interested in mac and cheese of any kind, or even a “sammy,” a term that Huyck uses to refer to grilled cheese sandwiches, he said he’s experienced enough to handle requests of all kinds. “My years of kitchen experience allows me to do just about anything,” he said, adding that R.A. Q. What happens to the ashes after cremation? A. Your cremated remains (ashes) will be handled according to your written instructions. They may be picked up by your survivors, or will be delivered or mailed for a fee.
Q. At the time of death, what is the cost for the cremation service? A. The cost of the basic cremation service which includes removal of the body from the place of death, cremation, filing of the necessary papers and cardboard container suitable for burial is presently $1395.00 for members. This is payable at the time services are rendered. The charge to non-members, whom we also service, is more.
At the time of death, our counselors are available to assist your survivors in arranging for memorial services, obtaining certified copies of the death certificate, cemetery services, grave makers and monuments, obituaries for the newspaper and paperwork for Social Security and Veterans’ benefits.
Q. How do I join the Cremation Society of Minnesota? A. Fill out the registration form and mail it to our office with a one time registration fee of $15.00 per person. This fee defrays the cost of setting up and maintaining your records. It is not refundable nor an offset to the final service costs. We will register you and send you wallet-sized membership cards and certificate of registration. Members may call or write us regarding any related questions.

East. The Greyhounds, who finished second in the 2011 state tournament, were 27-1, seeded first and heavily favored to beat the Cougars. South junior forward John Wiitala scored 1 minute, 34 seconds into the third period to break a 1-1 tie, and Kloos added an empty-net goal in the final minute. Duluth East scored with 9.5 seconds remaining after pulling its goalie, but that only cut the South lead to one. Patrick Lauderdale also scored for Lakeville South in the state tournament opener, and Schumacher made 25 saves. Kloos said he understood the public viewed Lakeville South’s victory as an upset of historic proportions, but added that the players didn’t look at it that way. “Duluth East has been to state before and has all those great players,” said Kloos, the Cougars’ lone representative on the all-tournament team. “We felt there wasn’t any pressure on us, and we thought it was a game that could go either way. Benilde-St. Margaret’s also won its
Justin Kloos winning the Mr. Hockey award is not necessarily a surprise, but according to his coach, it is deserved. “He’s a leader,” Lakeville South coach Kurt Weber said. “When I took this job seven years ago, I wanted to build a tradition. But I can’t do it myself. The kids have a lot to do with it. “Justin is a high-character, well-spoken kid.” And extremely talented. Kloos scored 103 points this season, the most of any Class AA player, and had 194 points the last two years. This season, despite being the player all opponents knew they had to check, he scored at least one point in every Cougars game but one. Kloos, a University of Minnesota recruit, had opportunities to go elsewhere to advance his career, as several other players with Lakeville ties have done. He stayed, and he said he has no regrets. “I’m a tradition guy,” he said following the Cougars’ 2-1 victory over Moorhead in the state Class AA third-place game March 10. “I want to build tradition in the Lakeville South program. For us to walk away with hardware, it’s a big deal for the community.” Kloos’ influence has been felt at all levels of the South program, Weber said. “I get a lot of e-mails from parents of kids who high-five our players as the come out of the tunnel,” Weber said. “When someone like Justin high-fives one of those kids, that’s what they go home and talk about.” Kloos was honored at a March 11 banquet at the RiverCentre in St. Paul. The award, given annually to the state’s top senior player, dates to 1985. Kloos is the first player from Lakeville to win it and the first from a Dakota County school since Apple Valley’s David Fischer in 2006. Eagan seniors Michael Zajac and Will Merchant were among the 10 finalists for the award. Moorhead’s Michael Bitzer won the

Lakeville South skaters pass character test in final game at state BY MIKE SHAUGHNESSY – SUN NEWSPAPERS In a little more than 24 hours, Lakeville South pulled one of the state boys hockey tournament’s most memorable upsets, then suffered one of its most humiliating defeats. And the Cougars still had one more game to play. Their final day at state was going to test their character. South coach Kurt Weber thought about putting some sort of inspirational message on the white board in the locker room before his team played Moorhead in the Class AA third-place game March 10. Instead, “I left it blank,” he said. Weber told the players they could let their 10-1 semifinal loss to BenildeSt. Margaret’s define them, or they could take the opportunity against Moorhead to show the previous night was an aberration. After the Cougars defeated Moorhead 2-1 in the third-place game, they were convinced they showed the state that they are a very good team that had one very bad night. “To beat a really good Moorhead team with that goalie [Frank Brimsek Award winner Michael Bitzer] showed a tremendous amount of character and determination,” Weber said. The bid for redemption started in the Lakeville South goal. Junior Tyler Schumacher was chased in the first period of the semifinal game against Benilde-St. Margaret’s when the Red Knights scored on five of their first 14 shots. Instead of letting Schumacher sleep on that, the coaches told him

Once I stopped the first shot, it felt like any other game.” Schumacher made 20 saves in the third-place game and Justin Kloos had a goal and assist. Patrick Lauderdale also scored for the Cougars (22-9), who then switched their focus to what the state tournament run might mean to a still-young program. Lakeville South High School, in its seventh year, has been to the state boys hockey tournament twice. The third-place finish is the highest for any Lakeville team at the boys tourney. “We have a Pee Wee team in the state tournament,” said Kloos, who capped a 103-point senior season by winning the Mr. Hockey award. “We got out to watch them last week. If they stay together, they’ll be a better [high school] team than this one was.” The Cougars’ state tournament will long be remembered for their 3-2 quarterfinal victory over Duluth

Lightning, Eagles will do it again Section boys basketball title game is Friday BY MIKE SHAUGHNESSY – SUN NEWSPAPERS Eastview’s and Apple Valley’s first two boys basketball games this season were such box-office successes – resulting in packed houses at both schools’ gyms – that they’re going to do it again. This time, it’s at a neutral site (Burnsville High School) and with even more at stake (the Class 4A, Section 3 championship). Tip-off is 7 p.m. Friday, March 16. “Apple Valley has an unguardable kid,” Eastview coach Mark Gerber said, referring to Eagles sophomore Tyus Jones. “But it’s really hard to key on him because he makes everyone else better.” Jones scored 39 and 45 points in two games against Eastview during the regular season. But the Lightning came away with the victory both times, 91-84 on Jan. 13 and 85-75 on Feb. 14. “Eastview is a very difficult team to defend against,” said Apple Valley coach Zach Goring. “You’ve got to know personnel at all times, like which kids shoot the three[-pointer] and which ones don’t.” The Lightning and Eagles won section semifinal games March 10 at Burnsville High. Eastview (27-1), ranked third in Class 3A, used strong three-point shooting to rout Eagan 6243 in the first half of the doubleheader. Cretin-Derham Hall also tried to use perimeter shooting to keep up with fast-breaking Apple Valley, but the

Upset for the ages After Lakeville South defeated No. 1ranked and heavily favored Duluth East 32 in the Class AA quarterfinals March 8, discussion naturally turned to other state tournament upsets. Was Lakeville South’s the biggest of them all? Another possibility for all-time biggest state tournament upset happened in the 1983 one-class quarterfinals. A Columbia Heights team led by a goalie with the unlikely name of Reggie Miracle knocked off Edina, Minnesota’s high school hockey superpower, 2-0. Columbia Heights’ mojo didn’t extend to the semifinals; the Hylanders lost to Burnsville 5-2. Burnsville lost to HillMurray 4-3 in the championship game. Columbia Heights no longer has its own high school boys hockey program. It is part of a multi-school cooperative called the North Metro Stars.

But with the teams so familiar with each other, there are few secrets. “When you get to the section playoffs, so much depends on hustle plays, like 50-50 balls and rebounding,” Gerber said. “It’s not so much about X’s and O’s, it’s about the kids’ effort.”
had their lives and season turned upside down when one of their players, Jack Jablonski, sustained a severe spinal cord injury when checked into the boards during a Dec. 30 junior varsity game. Lakeville South’s celebration following the third-place game was more subdued, but still important to a team that believed it made its mark on the state tournament in several ways. Weber said the Cougars would never forget opening night at state. “It was electric,” he said. “Our kids went from nobody giving them a chance to being on the front page of the sports section coming out of the hotel.”
One of the most daring experiments in Minnesota high school athletics debuted 20 years ago when the boys hockey tournament expanded to two classes. State government approved a law requiring the Minnesota State High School League to expand the hockey tournament. But instead an enrollment-based system, the MSHSL in the 1991-92 season introduced a format similar to what is used in college basketball. A ranking system identified 64 teams that would play for the Tier I championship. The remaining teams would play in Tier II, the equivalent of the National Invitation Tournament in college basketball. Reaching the Tier II championship game were Rosemount, which won one game in the regular season, and Greenway, which all but openly mocked the format even as it played in the state tournament. Greenway won 6-1. Rosemount took its lumps in the rugged Lake Conference, but the experience prepared the Irish for playoff games against less-powerful programs. Rosemount won five consecutive postseason games before Greenway ended its run. Frank Senta, head coach of the Rosemount team, is still active in local high school hockey as an assistant coach with the Burnsville boys. Eveleth-Gilbert won the 1993 Tier II championship. But by then the two-tier format had met with widespread disapproval and the MSHSL changed to the enrollment-based classifications that remain in use today.

It will be the team’s 10th trip in school history, which includes a 2010 state Class 4A title and last season’s third-place finish. In the first half, Mayo’s high shooting percentage kept the score close, with North leading 28-23 at halftime. “They hit a lot of shots,” Berkvam said. “We had to contest them a little better and we didn’t give up too many second shots. … We have to rely on defense. We’re not the most explosive team, but the girls have a lot of heart.” Lakeville North put a comfortable distance between itself and Mayo with a 14-2 run to start the second half and cruised from there. Defense was key for Lakeville North down the stretch, just like it has been all season. “A lot of our girls are all really fast and better at defense,” Hoelmenn said. “We all have our roles and work together well. It’s been a blast.”
Kolander led all scorers with 17 points. Stewart added 16 and Hoelmenn put up 11. Lakeville North (21-8) was scheduled to play defending Class 4A champion and No. 1 seed Hopkins in the state quarterfinals March 14 at Target Center in Minneapolis. Hopkins is 28-1, including a 46-41 overtime victory at Lakeville North on Dec. 9. The North-Hopkins winner will play Eastview or St. Michael-Albertville in the semifinals at 6 p.m. Thursday, March 15, also at Target Center. The state tournament is a new experience for several Panthers, but Stewart planned to fill them in. “Target Center’s floor is different than a lot of floors,” Stewart said. “It’s so big. The background is way different. The crowd is way different, but after a few minutes you settle into your own.”
