Lakeville Civil Air Patrol continues tradition Teaching cadets leadership, responsibility, character BY MICHAEL RICCI – SUN NEWSPAPERS Since its formation Dec. 1, 1941, the Civil Air Patrol has continued its tradition to this day, at least in spirit, and the members of a Lakeville squadron are following suit. The CAP’s 130th Composite Squadron, which meets 7-9 p.m. Tuesdays at Lakeville’s Airlake Airport, 22199 Hamburg Ave., teaches youths 12-18 years of age in Lakeville and nearby communities to fly – as well as leadership, character, responsibility, and aerospace education – through its cadet program. Maj. Paul Van Brunt, deputy commander, said the squadron has 51 cadets. He conducts flight training for the youths, many of whom desire to pursue a career in aviation. To do this, however,

BY MICHAEL RICCI SUN NEWSPAPERS A long-held vision for one Burnsville intersection will ease traffic for commuters, but they will have to wait until its completion in 2014. According to city officials, construction is set to begin at the intersection of Highway 13 and County Road 5 in Burnsville next year in the late summer or early fall. When it is completed, a new County Road 5 bridge to run over Highway 13 is expected to provide relief to an ever-growing area of congestion. The project has already gone through several approvals, said Public Works Director Steve Albrecht. At this time, the city will enter

COMMUNITY BRIEFS BPAC accepting food donations during holiday season The Burnsville Performing Arts Center and the Burnsville Convention and Visitors Bureau are partnering with 360 Communities this holiday season in an effort to restock local food shelves. Residents are encouraged to bring a non-perishable food item to the BPAC during regular business hours or before any performance through Jan. 1, 2012. Specific items needed are canned fruit, cereal, canned tuna or chicken, boxed ready-made meals, and cooking oil. Two large circular bins are located in the BPAC lobby.
LAAC hosting annual holiday art sale to raise funds for food shelf The Lakeville Area Arts Center, 20965 Holyoke Ave., is hosting its annual holiday art sale 12-5 p.m. Friday, Dec. 9, and 9 a.m. to 1 p.m. Saturday, Dec. 10. The sale will remain open through Dec. 16 during business hours. Shoppers can
choose from unique artwork handcrafted by Lakeville Area Arts Center students and instructors. They will also find a variety of mediums including jewelry, pottery, mixed media and more. In connection with the sale, LAAC potters will be hosting an annual “empty bowls” fundraiser. Potters have donated their time to produce approximately 60 soup bowls that will be available at a suggested donation of $8 each. All proceeds will go to 360 Communities food shelf. Lakeville water fluoridation quality recognized by CDC The Minnesota Department of Health recently announced that the city of Lakeville has been awarded a water fluoridation quality award from the U.S. Centers for Disease Control and Prevention. Water fluoridation is the adjustment of fluoride in the drinking water supply to a level that safely reduces tooth decay and promotes good oral health. The award recognizes those communities that maintain a consistent level of optimally fluoridated water throughout 2010.

DECA group renewed at Burnsville High School Organization focuses on life after high school BY MICHAEL RICCI – SUN NEWSPAPERS A significant number of years have passed since DECA has had a presence in Burnsville High School. One business teacher has helped change this, however. Meggan Malone is teaching her second year at BHS, but unlike her first year, she is helping prepare students for life after high school by way of DECA, which is an acronym for Distributive Education Clubs of America. When Malone began her efforts to launch DECA this year, she expected 10 to 20 students. To her surprise, just more than 50 opted for a spot. DECA is designed to teach high school students leadership skills in preparation for post-high school careers in business. The BHS organization, with some differences in each, does this through real-life experience and classroom activities. Incidentally, it has been so long since students uttered such business terms as “above-the-line” and “withholding tax”

After more than 20 years, BHS has a DECA organization, thanks to the efforts of business teacher Meggan Malone and officials from other districts that currently have DECA in their schools. asking for DECA last year. “It became apparent that it was wanted in the school,” she said. “We have opened it up to anybody, a business stu-
dent or a non-business student.” Neighboring school districts, according to Malone, have DECA, and in large numbers. Lakeville North has more than 170, while Lakeville South is shy of 100. “And I know Rosemount has over 100,” Malone said. Malone continued, saying that there is a need for DECA due to the skills taught in the extra-curricular activity. She added that DECA teaches life skills in addition to strictly business-related subject matter. These skills, she said, are those not otherwise thought of, such as appropriate etiquette when interviewing for a job, the need to shake hands, comfortably speaking to communicate a point, and making eye contact. “They will utilize the skills that they learned in the future, whether it’s college or a real-life job,” Malone said. A large part of being in the organization includes events in which DECA students compete. The experience from this led several students to realize just how beneficial this has been. An elected official once apologized to me for not returning a phone call because she was visiting a family member who was battling cancer. The only appropriate response to that is, “What I called about doesn’t really matter. I wish you the best.” Did I say that? No, because I’m some jerk reporter who has to ask some question because I signed up to be on this end of the phone. She didn’t have to be on the other end. And she apologized. Local elected officials are not thanked enough. They spend a lot of time outside of their full-time jobs and away from families. They sort through issues that you don’t have to worry about. The majority of their time is spent doing thankless, unrecognized work. So, thank you. And thank you to your families. They’re paid, but it’s not much. Not in Eden Prairie, anyway. They have to communicate complicated processes without sounding like they’re being wishy-washy or hiding something.
PAUL GROESSEL Eden Prairie Community Editor They know they might get quoted or misquoted in the newspaper at any time. They answer emails. They sit down for one-on-one conversations with people who want to talk about a concern. I don’t think they get many phone calls from people who want to have coffee just to say thanks or just to shoot the breeze. There’s usually a problem or topic that must be worked out. That goes for the press, especially. A lot of their elected duties are outside of the regular school board or city council meeting. They have subcommittee (or subcommittees) that come with the gig. They go to well-known, well-attended public events and not-so-well-known events like a ribbon cutting or open house. When they make big decisions or a “what if ” happens, their schedule gets even more
hectic – the city needs to hire a new city manager; the school board needs to hire a new superintendent. Many people don’t even know who is in the respective seat and what the person in that chair is responsible for. That hiring process means finding a search firm, a selection process itself. Then, they have extra meetings with the search firm to set up more meetings to find out what the most important criteria in a candidate should be, and what are the most important functions and priorities of the city or schools before they can weed through all the applicants and choose who they’ll select for the first – first! – round of interviews ... See? You’re falling asleep already. You know what, though – we don’t care. We don’t think about that. We don’t think about what elected officials do on a daily or weekly basis. We don’t think about how much time it takes from their family. We just know where the city council will be when we want to complain about tax rates, our water bill or the city spending more money than it needed on
lug nut that holds up a sign (which is probably too close to the road under the zoning code) at a public building. And you know what – they’ll let you come tell them about it. They invite it, the crazy people. We can do the same with the school board. In Eden Prairie, board members attend multiple events, are on a couple committees and often spend time looking up supplemental information on certain topics. They set aside times to have anyone come talk to the board about anything school related. No, we don’t have to agree with an elected official. Not every politician is the same; not everyone is as committed as another, and things aren’t always done with great intentions. Honest mistakes do happen. We should ask questions and make sure things are running as they should be. But, at the least, when we do question and pry it’s good to keep in mind how much time they put in and how little they’re recognized before firing off questions. Thanks for doing a thankless job.
LETTERS TO THE EDITOR Thieves break heart of senior center supporter To the editor: I am at a loss for words to describe my utter dismay – some misguided souls broke into the Burnsville Senior
Center and stole our 52-inch, flat-screen television. We baked, we made craft items, and we did many other projects to raise funds to buy this TV. We truly need this television set as it is used by the defensive driving classes and more. You can understand how violated we feel that someone
would do such an act of disrespect. Yes, the school district does have insurance, but the deductible is so high that our television doesn’t actually matter. Over the years, I have written many letters to the editor to convey my thanks and congratulations to friends and acquaintances in Burnsville and other
communities who have helped us here at the center. Having to write this letter truly saddens me as this act is not indicative of the people of Burnsville – these are really troubled individuals. Thanks for bearing with me as I vented my disappointment. I am heartbroken. Peg Fink Burnsville

DECA FROM PAGE 4 Lambrecht participates in the organization because his future goal is to go into business marketing. He said the most beneficial aspect that he has learned is the business jargon, as well as “how to sell a product, which is the major thing that I want to do in my future.” Malone said her BHS group recently participated in a Nov. 19 sub-district competition at Lakeville North High School. Next in line is the district level contest Jan. 13 at the Crowne Plaza Hotel St. Paul-
Riverfront. Megan Pofahl, another student in the program, said that she was attracted to the organization by the business teacher. “I was in Ms. Malone’s sports and entertainment marketing class last year, and she just told us the basics of what DECA was,” she said. “She interested me in the business field in that class.” Megan added that she desired to learn more, such as getting into the field of business, as well as college for marketing and business. According to Megan, real-life competition was something that really opened her eyes to what Malone had been discussing. “Before sub-districts, I had no idea what
DECA had in store,” Megan said. “I’m in sales demonstration, but going through sub-districts, I’m much more at ease. I’m more confident knowing that I can do a good job and improve my skills.” Taylor Smith had a similar experience while in competition. The 16-year-old, unlike others in DECA is currently not taking a business class; however, she does wish to pursue an area of the field as a career. “Ms. Malone talked and talked about how helpful it would be in real life,” Taylor said. “It really was like a real-life experience because I compete in interviewing. Since I want to go into fashion, I interviewed as if I wanted to be a sales rep.”

Matt Little announces Lakeville mayoral run Says is reliable leader, cites city council accomplishments BY MICHAEL RICCI – SUN NEWSPAPERS His name may be Little, but his plans connote anything but. Lakeville City Councilmember Matt Little announced Friday, Nov. 25, that he will be seeking the mayoral seat. Current Mayor Mark Bellows has indicated he will be running for re-election, thus establishing who at least will be one of his opponents before voters head to the polls in November 2012. According to Little, input by community members in part led to his making the decision to run for mayor. “Part of the reason I’m running is because I’ve been asked by quite a few people,” he said. “When people ask you to do something like that, I think you should take it seriously.” Little said he contemplated the issue for about a month before announcing his final decision, which was largely
motivated by his desire to see a different form of leadership in the city in which he was raised. “I think overall as a city we need better leadership,” he said, referencing his own leadership skills, “I’d just point to the three types of leadership that I can provide.” The long-time resident, who was first elected in 2010, said he feels that he is a reliable leader. Little referenced a few issues he communicated and stuck with as a council member: budget cuts in the first four months of his being on the council, the addition of administrative staff to the police department six months in, and creating a strong infrastructure in the city. “One of the big examples is getting street repairs done in Valley Park,” Little said. The repairs are scheduled to begin in 2012 and finish in 2016.
Little recently came under fire for the ways in which he communicates information to residents, causing some debate by the city council. For Little, the use of social media to communicate to the public is not a liability. Instead, he feels it is an asset. “We should use technology to be more transparent,” he said with respect to how money is spent and where people stand on certain issues. People need to be fully informed. It’s vitally important to be transparent.” He underscored the comment by saying if citizens are unaware of where a council member stands on an issue, it would be extremely difficult for them to make accurate decisions during elections. Having grown up in Lakeville, the

mayoral hopeful attended Parkview Elementary School, and later graduated from Rosemount High School. Higher education then brought him farther north, where Little graduated from the University of Minnesota, Morris, with a bachelor’s degree in political science. Little recalled his days as a youth, a time when politics was a topic not far from his mind. “I have been interested in following politics as far back as I can remember,” he said. He added his interest existed even as a young child. If elected mayor, Little said he would focus on what Lakeville is good at, citing infrastructure and public safety. But he was quick to add that these issues need to be handled efficiently and at a low cost. Little also cited jobs as an important issue, as well as the individuals who could fill high-tech positions. “We have a highly educated workforce,” he said. “We want to focus on those high quality jobs for our citizens.” Little’s seat on the city council is up for election in 2014.

Injecting new blood into the ‘Heart of the Zoo’ Phase one of Minnesota Zoo revitalization project completed this summer

This extension of the zoo outside the grounds is part of its mission. “It was a little aged based on how long the zoo’s been around,” said Gibbs of the concrete entrance. “It was built in the ’70s and was kept well, but it was just a little harsh and I think the zoo wanted to soften that a little bit and portray their brand of connecting people in the natural world out into the zoo.” The walk up to the entrance now has a more zoo-like feel, Gibbs said, thanks to new landscaping. Low-lying shrubs and prairie grasses – some native to Minnesota – line the walkways and lead zoo guests to the lower level entrance. “We added an awful lot of landscaping,” he said. “We really made that visitor experience a much better moment starting even out in the parking lot. It feels like you’re walking through a garden now, where before it was like walking on a sidewalk.” Bison and wolf sculptures outside the entrance have been huge attractions for photo opportunities for zoo guests, said Minnesota Zoo Director and CEO Lee Ehmke. “It starts to tell that zoo story even as
BY MATTHEW HANKEY – SUN NEWSPAPERS People who went to the Minnesota Zoo this summer saw firsthand the culmination of years of planning for its “Heart of the Zoo” project. Those who have not been to the zoo in years will be surprised by the work done during the project’s first phase. The first phase had three components and cost $14 million, said Chris Gibbs, arts, community and education principal with HGA Architects and Engineers. The zoo and HGA began planning for the project nearly four years ago. It finished this past July after 16 months of construction. The main entrance was transformed from a concrete structure to a wood and stone building. The zoo added its nowpopular penguin exhibit and its empty whale pools were re-used for a theater and community event space. Zoo guests will see the changes before

people are waiting in line,” Gibbs added regarding the new sculptures. Secondly, the old theater was converted to the new Penguins of the African Coast exhibit, one of the most popular summer exhibits, said Ehmke. “For most people, the most notable change is the penguin exhibit,” he said. “We’ve never had penguins at the zoo. Kids can climb up on boulders and be nose-to-nose with the penguins on their beach. The penguins are certainly the new focus.” The location of the penguin exhibit, along with the remodeled entrance, has made navigating the zoo easier, Ehmke said. “It’s much clearer what the options are,” he said. “You can go immediately outdoors – left to Discovery Bay, right to the penguin [exhibits]. So, we’re bringing people right to the middle of the zoo.” The third part of the project converted two outdated and empty whale pools to house the zoo’s bird show and host community events. The whale pools had not been used since Discovery Bay opened in 1998, Ehmke said. Gibbs said he couldn’t recall who came up with the idea to re-use the abandoned whale tanks. But, with representatives from the zoo, HGA and exhibit designers present at a planning meeting, it was certainly collaboration. “It was one of those ‘Ah ha!” moments,” Gibbs said. “It’s safe to say it
was a team effort because everyone was in the room. I’m sure of that.” Future phases in the “Heart of the Zoo” project are scheduled to include new exhibits, as well as moving the main entrance to the upper level parking area. Ehmke hopes that future projects will enhance its visitors’ trips beyond the parking lot. An idea a couple years from fruition includes a prairie exhibit along Zoo Boulevard. “We’d love it if you were seeing some bison up on the hill as you were coming in looking for a place to park,” Ehmke said. “Again, starting that zoo experience as soon as possible is our goal.” Gibbs said he would love to work with the zoo on future phases of “Heart of the Zoo.” He feels confident that HGA’s work on phase one was in line with the zoo’s mission. “I think the zoo is always looking at ways to connect animals in the natural world to people,” Gibbs said. “I think this project frankly does that and increases their opportunity to do that. I think at the end of the days it’s allowing them to reach more people with their story.” Ehmke said the project has transformed the Minnesota Zoo into a worldclass facility. “My feeling is that Heart of the Zoo has tipped the balance and most of the zoo is feeling new, and refreshed and state of the art. This is the project that brought us up to the level we wanted.”

According to Van Brunt, many parents are thrilled that their children are still learning over the summer months. “The [parents] love the discipline that comes with it,” Van Brunt said. “The kids are very respectful.” Squadron Commander Capt. Tom Fitzhenry and Deputy Commander 1st Lt. Jody Dion are two other senior staff members who volunteer their time. Fitzhenry commented about the program’s seriousness and how this is instilled in cadets through rank and acknowledgment. “It’s immediate recognition. It gives them a goal,” he said. “Then they see the opportunity.” Airman 1st Class Luke Hubers, a 17year-old cadet Van Brunt has been training for around nine months, said the program trains cadets in more than just aviation. “It teaches you leadership,” the Northfield teen said. “It’s one of CAP’s main goals. When you are flying, it takes a lot of leadership and courage to control an aircraft. Your life is in your hands.” Luke said he has seen a change in his own attitude since joining the 130th Composite Squadron. “It has given me a lot of determination,” he said. “I have pushed myself to extremes that I never thought I’d be able to.”

Careful to address everyone by either sir or ma’am, Luke has caught himself habitually using these forms of address away from CAP, even at home. “I think my parents thought it was kind of neat,” he said. Luke said his life goal is “to become an airline pilot,” and he isn’t too far from his ultimate goal. Luke, and fellow Cadet Staff Sgt. Alex Byland who has been with the 130th for four years, both are in the final stages of their cross-country training. According to Van Brunt, the crosscountry training involves sending a cadet in the air alone to travel 100 nautical miles. After, the cadets then take preparatory training for three hours. If they pass, they are then able to take their flight test. A pass on this then allows cadets to apply for a private pilot license. Byland wishes to become a missionary pilot and fly for an organization like Mission Aviation Fellowship. The group serves people who deal with challenges due to isolation in regions such as Africa, Asia, Eurasia, and Latin America. Byland said he has mostly enjoyed flight training, which he has done weekly for the past four years. “We try to schedule two times a week,” Van Brunt said of the approximately one-hour of flight time training. Van Brunt added, however, “It’s not hours. It’s knowledge and ability to handle an aircraft.” As an auxiliary unit of the U.S. Air Force, Van Brunt and other senior staff members of the squadron strive to

PUBLIC SAFETY Intoxication, cabs not a good mix for one Lakeville arrestee
Lakeville police collecting for Toys for Tots through Dec. 19
Lakeville police officers responded to a call late one night a few weeks ago from a taxi cab driver whose fare was apparently very intoxicated and would not get out of the cab. The officers arrived on the scene and found that the individual appeared extremely intoxicated. Their suspicions were confirmed when they administered a portable breath test to the individual, which indicated he was almost four times over the legal level of intoxication. Due to his extreme intoxication, officers had the individual checked by paramedics and then placed him in a detoxification center. The individual was so intoxicated that he could not tell the cab driver or the officers where he lived.
Members of the Lakeville Police Department are currently collecting toys for the 2011 Toys for Tots drive. The drive began Nov. 25 and runs through Dec. 19. Community residents are encouraged to drop off a new, unwrapped toy at any of the following Lakeville facilities: - City Hall, 20195 Holyoke Ave. - LPD, 9237 183rd St. - Water Treatment Facility, 18400 Ipava Ave. - Central Maintenance Facility, 7570 179th St. W. Burnsville second-grader sees like eagle Burnsville resident Sadie Bloom and more than 30 other students and families from MTS Minnesota Connections Academy recently participated in a field trip to the National Eagle Center in Wabasha. As part of the field trip, the many attendees learned about eagles, met a resident eagle, and watched an eagle feeding. Other aspects of the field trip included exploring exhibits and taking advantage of the lookouts over the
Mississippi River to see eagles in their natural environment. Connections Academy is a tuitionfree virtual public school available that K-12 students from across the state attend from home. Field trips and community activities offer students the opportunity to come together, support the lessons presented in the students’ daily course work, and socialize with other Connections Academy students and family members.

At home – on ice – for the holidays Dakota County native returns to the Twin Cities for Disney On Ice tour BY MATTHEW HANKEY – SUN NEWSPAPERS The old saying says you can’t go home. For a former Apple Valley resident, that phrase holds partly true. Katie Lingen, of Cape Creek, Ariz., spent her formative years in Apple Valley. Now, she’s traveling the world as part of the cast of Disney On Ice. Lingen will return to Minnesota as Snow White in “Disney On Ice presents Treasure Trove,” Dec. 8-11, at the Xcel Center in St. Paul. Lingen joined Disney On Ice shortly after graduating from Eastview High School in 2001. She began figure skating at age 4 and was not ready to give up on her passion. “I had graduated from high school and decided I wasn’t done skating,” Lingen said, 28. “I joined and I have been traveling with them ever since.” Since joining Disney On Ice in January 2002, Lingen has traveled the world. said her mother Rhonda Lingen, has been her favorite destination. But, her journey to joining one of the most prestigious skating organizations began in her Apple Valley neighborhood. Lingen credits her figure skating start to a friend in her neighborhood who began figure skating and encouraged Lingen to join her. “The minute I got on the ice, I took off and it was super natural for me,” Lingen said. “Ever since then, I fell in love [with it.]” Later, she began skating with the Burnsville Minnesota Valley Figure Skating Club, honing her skills and taking part in their annual shows. One such show might have foreshadowed bigger things to come. “I did guest skating in some shows at the club, which was the basis for all of the skating and my drive,” Lingen said. “One of my favorite memories … was a show where I got to play Sleeping Beauty and I remember that being really awesome.” Around the same time, she saw a Disney On Ice show with her family. It sparked an interest in skating professionally, though Lingen never thought she would skate in their shows.
“I went to a Disney On Ice show and I thought it was the coolest thing in the world and right then I decided it was something I wanted to do,” she said. “I never thought Disney was an option because it seemed so far out of reach.” She left the Burnsville Club when she was 15 and after a yearlong stint at the Bloomington Ice Garden, she began skating at Sports Quest Skating Academy in Minneapolis. Her coach at Sports Quest, Paige Lipe, proved influential in Lingen’s life. “She’s the one who encouraged me to audition for Disney and I fell in love with it,” Lingen said. But, Lingen credits both Lipe and her coach at the Burnsville skating club, Davina Nelson, for developing her figure skating skills. “They’re the two most influential coaches who helped me develop my career and my talent,” Lingen said. During her nearly decade long career with Disney, Lingen has portrayed a variety of characters: Ariel from “The Little Mermaid,” Tinkerbell from “Peter Pan” and Bell from “Beauty and the Beast.” Portraying a well-known Disney character such as Snow White, Lingen said, is a

humbling experience. “It’s an honor to portray that role and bring that role to life on ice,” she said. Lingen pointed out that Snow White was the first full-length animated feature released by Disney in 1937. She is one of the oldest Disney characters, but is still loved by kids today. “She’s old, but she’s not,” Lingen said. “Everybody loves her. My 5-year-old niece – that’s her favorite. That’s amazing to me. She’s so classic and iconic.” In addition to her role as Snow White, Lingen currently portrays Wendy from “Peter Pan.” She enjoys the different nuances of playing each character, but finds common ground between the two. “They both play that motherly role,” Lingen said. Though Lingen has no children of her own, playing that role wasn’t a stretch. “I guess in some ways, yes,” she said about being suited for those characters. “I tend to look out for those around me. It came pretty easy.” The current Disney On Ice tour has stopped at 12 cities thus far and is nearly halfway through its performances. Coming back to Minnesota during the holiday season is special, Lingen said. “I’m super excited to come home. It’s around Christmas time, so that makes it even better to spend the holidays with them,” Lingen said of friends and family. “I couldn’t ask for a better time.” She credits her parents for taking her to figure skating performances and practices growing up in Apple Valley. “I hauled her all over the place,” said Rhonda Lingen, who also designed and created Katie’s costumes growing up. “We did competitions all the time. It was a big sacrifice for the family because she was very busy.” But now, the family’s hard work has paid off for Katie. “She’s very good at what she does,” said Rhonda. “It’s perfect for her. I’m thrilled for her.” Katie Lingen wouldn’t have it any other way. Skating in front of her parents is the culmination of thousands of hours traveled and hours skated. “It’s the coolest feeling in the world,” she said about performing for her family. “I’m just proud to do it for them. I just want to say thank you to them. Maybe I don’t say it enough.” Rhonda Lingen said her relatives are excited for the upcoming shows and Katie estimates as many as 75 friends and family will be in attendance over the course of the four-show weekend. “I know her grandma and grandpa are very excited,” Rhonda Lingen said. “They don’t get to see her often, so this is a thrill.”

River quad FROM PAGE 1 into a joint powers agreement with the county. “Dakota County is going to be the lead agency on the project,” he said. “Construction will go all the way through … the end of next year, all the way through 2013, and will be completed sometime in the middle of 2014.” The Minnesota Department of Transportation is also working with the city and county to get the estimated two-year project completed. According to Albrecht, the total project cost is around $45 million, but the collaboration with the county and MnDOT will mean that Burnsville will only be responsible for a portion of the overall cost. “Burnsville’s cost is roughly $6.3 million, plus some utility costs that we haven’t determined yet,” Albrecht said. “There is a substantial amount of the money, roughly in the neighborhood of $29 million, that’s coming from [MnDOT] and federal grants.” He added that the difference would be the responsibility of the county. Jenni Faulkner, Burnsville community development director, commented on the Minnesota River Quadrant and how the project will complement the MRQ. “We are hoping this project will be a catalyst for the MRQ,” she said. She explained what is MRQ boundary, “[The project] is on the edge of it. The MRQ is north of Highway 13, west of 35W, north up to the river, and west to the Savage border.”

According to Faulkner, a way of minimizing costs exists with the project. Excavated dirt from the project will be used to help property owners with bad soils. “This is going to be a great advantage to property owners to mitigate bad soils,” Mayor Elizabeth Kautz said. She added that some of the soils are not conducive to building, namely due to a large amount of peat. According to Kautz, much of the excavated dirt will be used on Ladybird Lane where the soil is bad. “We are doing this for the property owners, and it’s going to help them,” she said. “It’s a win-win for everybody.” As the city, county and MnDOT
would agree, however, the entire project is more about reducing traffic congestion. “[MnDOT] and Dakota County, as much as they admire our efforts for redevelopment in the MRQ, their primary purpose is to get that intersection to perform the best it can,” Albrecht said. “That intersection performs very poorly for the amount of traffic that is along that roadway.” Albrecht explained the bridge would cross over Highway 13, but above the traffic. “County Road 5 will actually bridge over Highway 13,” he said. “We will actually be dropping Highway 13 under County Road 5.” According to Kautz, project plan-
ning has been ongoing for nearly 10 years. “It has been a long time coming,” Kautz said, referring to years of effort to get to this point. “The congestion is getting worse.” According to Kautz, once the project is completed, it will allow traffic to flow into the MRQ in a north-south line, and it will allow Highway 13 traffic to flow freely to I-35W and to the Ports of Savage, used by many semitrucks. “We have an east-west flow of traffic that now will be handled in an expeditious way,” Kautz said. “It is going to flow very efficiently. For [Burnsville], this intersection really allows us to stage up the MRQ for redevelopment.”

BY MIKE SHAUGHNESSY – SUN NEWSPAPERS If a team loses the state’s best player from each of the last two seasons, it’s bound to have an effect. But would that be enough to keep Lakeville North out of the state girls basketball tournament? Don’t be so sure about that, Panthers coach Andy Berkvam says. “I’m excited about this team,” Berkvam said. “We have some seniors who have not had the opportunity to play before, and we have a bunch of kids who won’t back down.” The Panthers were 61-3 the last two seasons, winning the state Class 4A championship in 2010 and finishing third in 2011. They also were only the second school to have back-to-back Miss Basketball winners when Cassie Rochel was honored in 2010 and Rachel Banham received the award the following year. Rochel (Wisconsin) and Banham (Minnesota) now are playing women’s basketball in the Big Ten Conference. Their departures leave openings for other players. The fourth-ranked Panthers will need scoring and rebounding from senior post player McKenzie Hoelmenn, who has signed with Northern Illinois. Hoelmenn wasn’t the first option in North’s offense last season yet still averaged 6.4 points a game. Junior forward Simone Kolander, a soccer standout who has verbally committed to Minnesota in that sport, could emerge as the basketball team’s scoring leader. “This is a team that could have at

We have a lot of kids with the ability to score.” North also has depth at guard. Junior Taylor Stewart scored 18 points in a 5249 victory over St. Paul Central as the Panthers clinched their bracket at a Thanksgiving weekend tournament at Hamline University. Senior Caroline Sjoberg “might be the best pure shooter I’ve ever had,” Berkvam said. Junior Cassie Berkvam and senior Erika Moede also are likely to get minutes at guard. Senior guard Amanda Goodman saw limited minutes last season because of the Panthers’ depth, but she could be a difference-maker on the defensive end where “she’s really aggressive,” Andy Berkvam said. Lakeville North played Providence
Academy, the No. 1-ranked team in Class 2A, in the first round of the Hamline tournament. Providence was supposed to be a tough matchup for North, but the Panthers flustered the Lions with their defensive pressure and won easily, 45-22. Nothing will come easily when the Panthers play host to defending state Class 4A champion Hopkins at 7:15 p.m. Friday, Dec. 9. Hopkins has won each of its first five games this season by at least 22 points. “They’re a very, very good basketball team. They’re probably better than they were at this time last year,” Berkvam said of the Royals. “Our kids will play hard, and we’re going to try some things. “We want our kids to compete. One of the things I’ll look for is, if we played them again down the road, would we have a chance to knock them off ?”

Pipkins (17 points), Scott (14) and Schalk (10) all scored in double figures as the Eagles routed Rochester John Marshall in their season opener. Junior guards Laurel Kabat and Melissa Swanson lend depth, as does sophomore center Taylor Dagon. This month, the Eagles will find out if they’re competitive with some of the state’s top teams. They played Eden Prairie, last year’s state Class 4A runner-up, Dec. 2 and will go to Richfield, the fourth-ranked team in Class 3A, on Thursday, Dec. 8.

Blaze thinks its ready for another deep playoff run Boys hockey team splits two games against highly ranked opposition BY MIKE SHAUGHNESSY – SUN NEWSPAPERS Burnsville’s first two boys hockey games brought one loss, one victory and, for coach Janne Kivihalme at least, no major surprises. “It’s just a matter of trying to improve so you’re playing your best at the end of the season,” Kivihalme said. “Nothing’s really surprised me so far. We have some younger players who need to adjust to the varsity level and some veterans who need to step up their game.” When you open your season with games against two top-10 teams, rookies and veterans alike had better get up to speed in a hurry. In the season opener Dec. 1 at No. 4 Minnetonka, the Blaze took a two-goal lead before its defense col-
lapsed and the Skippers skated away with a 7-3 victory. Tenth-ranked Burnsville had a much more solid performance in its home opener Dec. 3, scoring three times in the final 3 minutes, 37 seconds to defeat No. 6 HillMurray 5-2. “It was a much better all-around game for us,” Kivihalme said. Burnsville had one more big test against a highly ranked non-conference opponent – a Dec. 6 game against thirdranked Benilde-St. Margaret’s – before opening its South Suburban Conference schedule. The Blaze plays Rosemount at 12:15 p.m. Saturday, Dec. 10, in the SSC showcase at Dakotah Ice Center in Prior Lake. Burnsville is defending South Suburban champion, and senior forward Cory Chapman said he believes the Blaze is capable of repeating. “We have some younger players on the team, guys who are just up from Bantams,” Chapman said. “But they’re talented. “We want to win the conference again,
and of course everybody wants to play in the state tournament. But first we have to get back to the section championship game and win it this time.” Burnsville lost to Edina 3-2 in last year’s Section 2AA final. Chapman, who had 50 points (22 goals, 28 assists) last season, is the Blaze’s leading returning scorer. Also back are seniors Mason Wyman (32 points) and Hunter Anderson (31 points), who are skating with Chapman on Burnsville’s top line. In the Hill-Murray game, Burnsville put seniors Nick Bohn and Jake Senta on a line with sophomore Tyler Sheehy, and they responded by scoring one goal each. Chapman scored the go-ahead goal against Hill-Murray on a play where he was trying to set up a teammate. He fired the puck out of the corner toward the front of the net, then watched it deflect off traffic into the Pioneers’ goal. “I was trying to send it out to Hunter Anderson at the back door,” Chapman said. “But any shot’s a good shot in high school hockey. That’s what our coaches

Senior Alex Harvey (35-35–70) also is coming off a huge 2010-11 season. Other South returnees include forwards Michael Chuinard and Shane Hill. The Cougars return a veteran defensive group, with Joe Freemark, Jake Rahbain, Jake Ocken, Grant Gangeness and Charlie Heller all appearing in at least 20 games each last season. SHORTS Augsburg hall of fame Apple Valley High School alumnus Mitch Hegland and Burnsville resident Michael Burkhardt are two of the newest members of the Augsburg College Athletic Hall of Fame. Hegland was one of the top lightweight wrestlers in Augsburg history. He was a two-time All-American at 118 pounds, finishing sixth nationally in 1989 and fifth at nationals in 1990. Hegland served as an assistant coach on the 199091 Augsburg team that won the school’s first NCAA Division III championship. He has worked in education the last 20 years, most of it in the Eden Prairie school district. He taught fifth and sixth grade and currently is part of the district’s administrative team as a positive behavior intervention specialist. He also coached the Eden Prairie High School varsity wrestling team for 10 years. Hegland won the state high school Class AA 105-pound championship in 1986 while a senior at Apple Valley. Burkhardt played two years of hockey and baseball at Augsburg. He played goalie for Augsburg’s 1981 NAIA championship team and was team MVP and an NAIA All-American the same season. In 42 career games over two seasons, he was 35-7 with a 3.68 goals-against average and .844 save percentage. Burkhardt also played two seasons as a catcher for Augsburg’s baseball team after transferring from the University of Minnesota and was a team co-captain as a senior. He was an assistant men’s hockey coach at Augsburg for four years and has coached numerous high school and youth teams in Minneapolis and Burnsville. Burkhardt has been vice president of finance for capital reporting for UnitedHealth Group since 2002.
Webb named all-tourney Kyle Webb, a midfielder on Apple Valley’s 2009 state Class AA boys soccer championship team, was named to the all-tournament team at the National Campus Championship Series men’s soccer tournament in Phoenix. Webb plays outside midfield for the University of Minnesota men’s club team. Bijan Jabari, who played with Webb on the 2009 AVHS state champions, also is a member of the Gophers club team. Former Minnesota Kicks player and longtime local coach Alan Merrick coaches the Gophers. Minnesota reached the semifinals of the Nov. 17-19 NCCS tourney before losing to Missouri 1-0. Webb scored the winning goal in the Gophers’ victory over the
University of California-Berkeley in the quarterfinals.
Splett to SDSU baseball Apple Valley High School graduate Scott Splett has signed to play baseball at South Dakota State University in the fall of 2012. Next spring, Splett will be team captain at Iowa Central Community College in Fort Dodge, Iowa. Last season he batted .302 with 11 doubles, one home run, 24 RBI and 12 steals with ICCC. Splett plans to major in chemistry at SDSU.
All-MIAC football Augsburg College football players Adam Carl of Eagan and Marcus Brumm of Lakeville were among local athletes named to the All-Minnesota Intercollegiate Athletic Conference team. Carl, a tight end, was named to the first team. Brumm, a quarterback, is second-team All-MIAC. Brumm was AllMIAC first team in 2009 and was named to the second team last year. Carl led the Auggies with 58 receptions and five receiving touchdowns. He was second on the team with 616 receiving yards. He led all MIAC receivers with 5.8 catches per game. An accounting major with a 3.50 grade-point average, Carl also was named to the Capital One Academic AllDistrict 6 team. Brumm led the MIAC in passing yardage for the third consecutive year, averaging 229.5 per game. He completed 196 of 340 passes for 2,295 yards and 15 touchdowns this season. He earned MIAC Offensive Player of the Week honors after passing for 401 yards and four touchdowns in the Auggies’ 32-31 victory at St. John’s on Sept. 24. Brumm is second in school history in passes attempted, passes completed and passing yardage. He is tied for second in touchdown passes. Rosemount native and Bethel senior linebacker Billy Morgan was named first-team All-MIAC. He led the conference with 108 total tackles, including 51 solo stops. Morgan had 3.5 tackles for losses, one sack, one interception and one fumble recovery. St. Thomas senior offensive lineman Chad Vandergriff, an Eagan native, was named second-team All-MIAC. Two Apple Valley natives that play for St. Olaf – senior linebacker Wes Lynch and junior punter Jason Obarski – also were named second-team All-MIAC.
