Attention, Wal-Mart shoppers. Approval was recently granted for the Bentonville, Ark.-based company to build a Burnsville, and a decision for a Lakeville location could come as early as June. The Burnsville City Council officially approved the company’s application to build a new store at 12200 River Ridge Boulevard in Burnsville Tuesday, May 17, during a regular meeting of the city council. Accounting for most of the discussion time for regular agenda items, the city council, in a relatively short period of time, discussed a few issues related to the building of the new store before casting a unanimous vote. The vote came after a public hearing during a May 9 Burnsville Planning

Commission meeting. “The planning commission reviewed this last week,” said Chris Slania, Burnsville city planner. “There were no public comments.” Planning commission members voted unanimously, 5-0, to recommend that the city council approve the business’s application for construction. The construction of the new store will include 155,000 square feet of space offering clothing, home goods, groceries, tire and garden centers, and a pharmacy. The store will also include a fast-food restaurant and possibly a vision center. “I thought, ‘What a great thing for that whole Minnesota River quadrant to kick off development in that sector,’” said B u r n s v i l l e Councilmember Dan Kealey, referring to the first time the issue was brought to his attention. “The area is really changing. I think this Wal-Mart is going to help spur a lot of other development. I’m thrilled that they are coming in.” WAL-MART: TO PAGE 10

SnapSportsMN opens newest location in Lakeville BY MICHAEL RICCI • SUN NEWSPAPERS Practice may make perfect, and a new Lakeville business can help those in training, as well as provide a lot of recreation for many others. SnapSportsMN specializes in the design and construction of indoor and outdoor multi-use sport surfaces for recreational and training purposes in commercial and residential settings. The business, owned by Katie and Alan Mills of Lakeville, also provides specialists in landscape and concrete during the construction of each surface, if requested, and also allows customers to subtly customize their sport surface with logos of existing sports teams, as well as custom designs of their choice. According to Katie Mills, the people who account for most of the company’s business are homeowners, schools, churches, and homeowner associations. “The [products] are mostly purchased for recreational purposes and a safe place for kids to play,” she said. “However; we do have people buy them so their kids will have a place to practice their sports – basketball, hockey, tennis, baseball.” The company features nine different

indoor tiles and five different outdoor tiles that customers can choose from, each possessing its own benefits. Some tiles provide a cushion effect to help reduce impact, some feature a seamless design, and the newest tile the company has simulates an ice skating surface. Mills, however, was quick to note that the artificial ice surfaces are intended for in-line skating use and should not be used with regular ice skates, unless the ice surface has been flooded and prepared for such use. After final approval, a component order would be placed. Dakota County Medical Reserve Corps seeking volunteers Orientation event meets June 8 in Apple Valley BY JOSEPH PALMERSHEIM • SUN NEWSPAPERS When it comes to preparing for a disaster, it’s better to know what resources are on hand before said disaster hits. And that includes human resources. The Dakota County Medical Reserve Corps will host an orientation meeting 5:30-6:30 p.m. Wednesday, June 8, in Apple Valley. The Medical Reserve Corps is a volunteer program created after 9/11 to train people to help during a time of crisis. While the primary focus of the program is medical in nature, volunteers with other skills, like computer entry and childcare, are also needed. By registering with the Medical Reserve Corps, local health authorities are given a heads-up as to what qualifications potential volunteers might have – which is better done before any actual emergency. “When an emergency happens, you have a lot of people wanting to help, but unless you have a quick way of verifying their skills, you won’t be able to use

them efficiently,” said Dori Makundi, a Dakota County Public Health worker. “Initially, the program focused on volunteers with a medical background, but local units were charged with defining what local needs were. [Here] we are recruiting people [with and without a medical background].” Specifically, the list of volunteers needed with specific medical training includes nurses, doctors, pharmacists, paramedics, EMTs, veterinarians, dentists, nursing assistants, phlebotomists, lab techs, physical and occupational therapists and others. Mental health professionals, including counselors, social workers, therapists, psychologists, psychiatrists and clergy, are also needed. Non-medical skill sets in demand include data entry staff, translators, educators, childcare providers, ushers and supply clerks. By the most current estimate, the Medical Reserve Corps had about 430 people registered as volunteers at the end of last year. Makundi described that as “a great number,” but said that may not guarantee 430 volunteers available when a disaster strikes. When asked if she had a specific number of volunteers

in mind, Makundi said that 800 would be a healthy number, because, using an estimate that 50 percent would show up if needed, more than 400 would be available. “We know that there are people who are either working or have other priorities,” she said. “With something large, we’d need many people to make sure we can staff 24-hour shifts. The more people we have ahead of time, the better it is, because if we wait until the day [a disaster] happens, it will delay our response.” Prior activations of the Dakota County Medical Reserve Corps include nearly 600 volunteer hours provided during the H1N1 outbreak. Makundi said volunteers allowed regular public health activities to continue as normal while providing additional help. Other small responses, usually using five or less volunteers, have included working with prevention and control units during a pertussis outbreak last year and a tuberculosis exposure a few years before that. Sam Dalal of Burnsville was one of the volunteers who helped with H1N1 inoculations. The Red Cross volunteer EMT was unable to administer any of

the vaccinations himself, but was able to assist with other activities. More than 3,000 people came through the clinic he worked with, he said. Dalal has volunteered with the Reserve Corps for more than two years, and is also involved with the Mobile Volunteer Network in Burnsville. “I’m an old Boy Scout, was an Eagle Scout, and it was just one of those things you do to give back to the community you live in,” he said. “The bottom line is that ... there is life outside the day to day, and you give back to the community the best way you know how.” The Medical Reserve Corps also offers quarterly training on topics like infectious diseases, mass dispensing of medications, psychological first aid and the national incident management system for disaster management. The program provides eligible volunteers with continuing education credits. Uncontrolled intersections really grind my gears You know what really grinds my gears? Uncontrolled intersections. I don’t actually have gears in my Honda Civic Hybrid but rather an infinite number of effective gear ratios in its continuously variable transmission, but the point here is they’re wearing down my brakes. Twice in recent weeks I’ve been winding through curvy intersections in St. Louis Park casually minding my company’s business when I discovered that while I did not have a stop sign, neither did vehicles coming from other directions. Thus, I have twice had to slam on my brakes in recent weeks upon learning receiving quite quickly this revelation. Once the breakthrough hit me at a T-intersection but I had already slowed to a crawl anyway. Back in yester-decade, I wrote for the Richfield SunCurrent when uncontrolled intersections became nearly as controversial as the city’s locally renowned roundabouts. In 2006, I wrote that a proposal to eliminate uncontrolled intersections in Richfield through the use of stop signs “led to a minor collision of opinions.” In a pun-

filled article introduction, I revealed that the suggestion’s momentum had “ground to a halt.” The issue is a very serious one, though. The Richfield controversy arose after a traffic fatality occurred at an uncontrolled intersection. Vast residential areas of Richfield at the time lacked right-of-way signs or signals at intersections. A city study of the nearly 200 uncontrolled intersections in Richfield between 1997 and 2001 found that the crash rate at uncontrolled intersections was 60 percent higher than at controlled intersections. When the Richfield City Council considered installing stop signs at uncontrolled intersections, some residents and officials initially opposed the move because they did not want to come to a complete stop at intersections in their neighborhoods. “Once you put up all those signs up and people say, ‘This

is crazy, we’re starting and stopping all the time,’ now it’s hard to take them down,” said Marty Kirsch, the city’s mayor at the time. “Stop signs don’t always do what you think they will because there’s evidence of people who just roll right through them.” However, he joined a unanimous council decision to add new stop signs to several uncontrolled intersections later in 2006. The result? A University of Minnesota statistical analysis of about two years of data found the stop signs added in Richfield in 2006 led to vehicles traveling at slower speeds and half the automobile crashes. The Richfield City Council responded by ordering the inIn addition to making its streets nearly wide enough to park a semitrailer crosswise – an idea that would have benefited Minneapolis and its suburbs in areas – the town used yield signs instead of stop signs along residential side streets with even lower traffic volumes than Blooming Prairie’s main streets. Under this brilliant scheme, drivers knew they had to give way to vehicles on cross streets but did not actually have to come to a com-

plete stop at intersections if no one presented an obstacle; they could use what my mother used to refer to as a “California Stop” instead. Just imagine the brakes – or gears for the standard transmission vehicles still on the roads – that could be saved through such an ingenious solution? In the meantime here is the law in Minnesota regarding uncontrolled intersections: When two motorists approach an uncontrolled intersection at about the same time, the driver of the vehicle on the left should yield to the vehicle on its right. At uncontrolled T-intersections, the driver that is required to turn should yield to other traffic. Drivers should always yield to pedestrians. How many people could cite all that off the top of their heads in the fraction of a second in which a driver has to make a decision? How many of the drivers in oncoming vehicles could cite the law in the same short time span? I had to look it up in our archives myself to be sure. Let’s all learn the law, but let’s also put a stop to dangerous uncontrolled intersections.

I attended Rep. Myhra’s Day at the Capitol March 26, and she answered questions for approximately 45 minutes. At

that event I heard Rep. Myhra say District 191 would receive more money per student in 2012 than they received in 2011. After reading the letter that was printed, I decided to do a bit of fact checking. I found the funding amounts on the Minnesota Department of Education website and the House of Representatives website. In 2011, District 191 received $10,873 per student and in 2012 it will receive $11,012 per student under the proposed

Eagan native’s bridal business receives national exposure BY JENNIE OLSON • SUN NEWSPAPERS One local woman has taken what she learned in planning her own wedding and married the idea to an online business model. Eagan resident and 2007 Burnsville High School alumnus Melissa Larson has received national exposure through her business, Birdcage Bridal. The online wedding shop has been noted in publications such as the San Francisco Examiner, Wall Street Journal’s Smart Money and MSN Money. Birdcage Bridal is a wedding resale website where people can buy and sell gently used wedding items such as accessories, decorations and attire. The name of the company draws its influence from the popular birdcagestyle wedding veils and the use of birdcages as cardholders at receptions. Larson started the company last October while attending Luther College in Iowa. She is graduating this year with majors in business management and management information systems. The idea for the site came when she was searching for decorations for her own upcoming wedding.

“I was looking on Craigslist and trying to find wedding stuff, and it wasn’t an easy search,” Larson said. “When you search for candleholders on Craigslist, you might find a set of two or three, but not the 50-100 that you’re going to need. I wanted to create a website where people could find exactly what they were looking for when it comes to wedding decorations, accessories, dresses and things like that.” Larson said she was also looking for a place to sell the items after the wedding, and was surprised that there weren’t more websites that helped do this. “I know that with the candleholders I have, I have no use for them after my wedding, so I figured there would be a place to buy and sell these items and there isn’t,” Larson said. “I thought I could use my educational background and management to get something going.” “From an environmental standpoint, people are talking about recycling, reusing, and repairing, and there’s a set of products associated with weddings, which are fairly costly, and Melissa has an idea to get more use out of them,” said Luther College Professor of Management Richard Leake. “I think

it’s just a wonderful thing, and Melissa is the right person to be doing it.” To help retain customers and build a following, Larson also includes a blog with wedding ideas, tips, and tricks to help people feel connected to the website. She said the benefit of her website verses other retail sites is that the focus is exclusively on bridal needs. The transactions all take place between the buyers and sellers themselves, and each person retains his or her own items rather than sending them to Larson. Although being an entrepreneur and full-time student has its challenges, Larson said there are many benefits to running a business while in college. “I’ve been able to speak to many professors about this and talk to alumni, and the staff here at Luther is supporting me along the way and rooting me on,” Larson said. “It’s been so great to have people who can give me answers about questions with starting a business.” “It’s a wonderful story about a student who is willing to invest the time to make something happen,” Leake said. “There probably isn’t any better time to try to start a business than when you’re a student. You have very little to lose at that point, and for her to take advantage of that opportunity is wonderful.”

Larson is graduating May 22 and plans on keeping the website active despite entering the workforce full-time. “I’ll be working on it nights and weekends, and it’s nice that I have the ability to pre-write blogs and post them on a regular basis,” she said. “If I wasn’t passionate about it, it would just be another job, but it’s really fun for me and I enjoy it. I have a network of people who are supporting me, so it hasn’t felt like very much work yet.” Larson won the Erdman Entrepreneurship Prize at Luther College several weeks ago, which is presented to a student on campus who has started a business. She is planning on using the prize money to hire a website designer and improve the design. “It’s getting a lot more press and a lot more people are hearing about it, so that’s been really exciting,” Larson said. “It just launched in October of 2010, but since then it’s been incredible.” “She is the kind of student who could do lots of things and is very capable, but this is an idea that she’s put her mind to and is taking all of the right steps to see it through and make it happen,” Leake said. “I’m very proud of her.” For more information about the business visit birdcagebridal.com.

Wal-Mart FROM PAGE 1 Slania, responding to a question posed by Mayor Elizabeth Kautz, said that there is a 12-month construction timeframe, adding that the store should be completed in September or October of next year. Meanwhile, further south, Lakeville city officials took similar steps toward building a Wal-mart store near the intersection of I-35 and County Road 70 in Lakeville. The issue was heard during a public hearing before the Lakeville Planning Commission 6 p.m. Thursday, May 19, at Lakeville City Hall, but similar to the public hearing in Burnsville, few comments were made. The one comment came from Robert Powell of Lakeville, who was concerned with lighting. “I wanted to find out, that since they didn’t talk about the lighting, I wanted them to specify what kind of parking lot lighting there was because I’m opposed to noise light,” Powell said, adding that he

was quite satisfied with the measures taken to keep lighting to a minimum. “As a matter of fact, I was surprised to hear that it was even better than I had anticipated.” The issue is expected to come before the full council for a vote in June, according to Dave Olson, community and economic development director for the city of Lakeville. Olson continued by saying that May 19 public hearing likely will be the only one during the process. But is Wal-Mart the business killer that some refer to it as, or has it been a benefit to the area communities in Dakota County in which current stores are located? According to city officials in Eagan and Apple Valley, where Wal-Mart stores have existed for years, minor opposition was heard during the official process. Bruce Nordquist, Apple Valley community development director, said that even though his city did not necessarily encounter any large-scale opposition to the construction of a store, he did indicate that the question has some application to a recent expansion of the store. added 60,000 additional square feet of space that included a full-service grocery store. At the time, residents expressed some concern about noise. “The Wal-Mart expansion solved the noise issues, primarily loading dock and trucking traffic noise,” he said. “The opposition came both from the neighborhood because of the noise issue and more generally due to the national business killer themes that some express.” He continued by saying that Wal-Mart officials at the time were very thoughtful in responding to the concerns. In neighboring Eagan, Community Development Director Jon Hohenstein did not recall any issues with his city’s WalMart during the development process, adding that no business owners shared with the city that they were closing their store as a result of Wal-Mart arriving in the community. Hohenstein added that the Wal-Mart has been in Eagan for nearly 25 years and is simply a part of the retail mix in the area. “I think it is one more alternative for people,” he noted.

MnDOT recently began construction on a $17.6 million project extending the MnPASS Express Lane and SmartLanes on northbound Interstate 35W between the I-35E and I-35W split and Burnsville Parkway. Construction should complete by this fall. The number of lanes open to traffic will not be reduced during construction. According to MnDOT, the project will add a lane of capacity to northbound I35W between Southcross Drive near Burnsville Parkway, and will extend existing MnPASS and SmartLanes two miles further south. Noise walls will also be constructed as part of this project. Up to four weekend complete closures of I-35W are included in the construction contract, but may not be necessary, according to MnDOT. Ackerman’s: Restoring pianos with pride for the past 40 years BY JEFF BARTHEL • SUN NEWSPAPERS Behind the front doors of Ackerman’s Piano Sales and Restoration, one will find a showroom of quality new and used pianos. Behind the store’s back doors, however, one will discover the tools of the piano restoration trade: materials, equipment and parts used to refine and reconstruct pianos. And that’s where the heart and soul of the business is. “I think the restoration work is in our blood,” said Tim Ackerman. Tim is the shop manager for the Lakeville piano business. His father, Jeff Ackerman, is the storeowner. Jeff and Tim are two of a long line of Ackermans in the furniture and piano sales and restoration business. “I got into [the piano restoration business] when I was 18 years old,” Jeff said. “My dad wanted me to be a plumber. So I went to Dunwoody [College of Technology] for two years, but worked in the shop in the evenings.” He went to Dunwoody, learned about plumbing and held a few part-time jobs related to the field; but something didn’t feel right. “I got out of school and said, ‘Dad, I

don’t want to do this,’” Jeff said. “He said, ‘You’ll never be happy in this business, you’ll never make a living doing this.’ Well, here I am, 43 years later, and now my son’s been here for 13 years.” Besides the store Jeff and Tim operate, Jeff ’s three brothers are also in the piano and/or furniture business. Jeff ’s brother Jerry manages an Ackerman’s Furniture Workshop in Chicago, brother Jim has a store in Denver; and brother John operates Ackerman’s other Minnesota location, off of Highway 13 in Burnsville, where Jeff and Tim also worked at until recently. “The business has been in Minnesota for [nearly] 40 years,” Tim said. “We were located in the same building [in Burnsville], but separated [and opened the Lakeville location] about six months ago.” Each of the stores has its own variant title in accordance to each one’s specialty: Ackerman’s Refinishing (Chicago), Ackerman’s and Sons (Denver), Ackerman’s Furniture Service (Burnsville) and Jeff and Tim’s restoration-based business in Lakeville. Piano restoration FROM PAGE 11 Jeff said people could attempt to repair their pianos on their own, but based on his experiences, he recommends taking the professional route. It will likely save them a wealth of time and hassle. “I get calls all the time from people that are starting their refinishing and they are doing it in their living room with a tarp on the floor. They’ve been at it for a year, they’re a long ways from getting it done and their work is sub par. [Then] they call me to come out and look at it and then bid to finish it up,” Jeff said. “So then we’ll end up bringing it in and re-stripping what they put on, taking it off and then re-doing what they did.” To strip the damaged piano’s wood, a toxic cleaning solution is used. Jeff said piano parts can be cleaned by putting them into a tank with cleaning solution, and letting them sit for a while. However, to yield a higher quality result, Tim said Ackerman’s stripping and cleaning method uses more of a handson approach. “We have to wear special clothing and masks,” Tim said. “We stand over [the piano] and we scrub it until it’s clean, [then] we actually use a scrubbing brush to scrub all of the finish off until it’s totally clean. “It’s not the [most fun] way, but it is the best and the cleanest way to clean the finish off of a piano,” he said. To finish the cleaning process, they power wash the piano with a water mixture that contains a little alcohol, which Tim said helps neutralize the acid from the methylene chloride stripping material. Depending on the type of wood the piano is made of, this process is followed by sanding. “After we’ve done some sanding, we repair all of the dings and dents and veneer replacements that need to be done, [and] manufacture any parts or carvings,” Tim said. The carving is the part Tim says he enjoys the most. Whether it’s a piano leg, an ornamental design, a carving that need to be replicated or a new one. Whatever needs to be made, Ackerman’s can make it, Tim said. Almost everything. “Everything [on a piano] except for the cast iron plate,” he said, referring the metal frame, or “harp,” of a piano. The final procedure is the staining. This task is performed inside a sealedoff room for safety reasons due to possible hazardous inhalation. The room essentially consists of two sets of air filters: one on the ceiling and one on the

side opposite from the room’s entrance. “Clean air comes through these filters (above) and it goes down to those filters (in back),” Jeff said, positioning himself where he would stand when spraying the stain finish. “If you spray the finish in air, you can actually watch it work it’s way down to [the back] end and [suck the chemicals in the air] right out. So you can be standing here spraying and nothing’s coming back at you as long as you stay on this side of it,” he said. Tim said the city requires this room to be sealed off due to the dangerous chemicals. He said that when the back filters (where the stain is sucked into) need to be changed, the old ones are disposed of in a delicate manner by a waste management service. As an added precaution, employees also need to wear protective gear and respirators when operating spray guns and pressure pumps inside the paint room. Most of the pianos brought into Ackerman’s are severely damaged and covered by homeowner’s insurance. The pianos serviced at Ackerman’s are similar to cars that are totaled. Regular maintenance is taken care of elsewhere. “If a piano is maintained on a regular basis, yearly tuning, every 3-5 years have it regulated, have it vacuumed and cleaned out from time to time... most tuners and technicians will take care of that minor stuff,” Tim said. “That wouldn’t be something that would be covered by insurance. That’s just wear and tear.” Piano insurance is something an owner of a piano can add on to their homeowner’s insurance. Jeff said Ackerman’s does appraisals of pianos, a precaution he recommends. “We keep appraisals on file,” Jeff said. “We do a lot of appraisals on pianos that we have restored, so if they have another fire or if they have a problem with water damage or anything, they’ve got something for the insurance company so they can get it fixed.” Jeff said typical restoration projects take about two and a half to three weeks of labor. Both men have an affection for music and for pianos, but moreover, they share a pride in the craftwork involved with creating and restoring them. To them, it’s more than a business. “[Some pianos] come in all beat up or are hunks of junk. It may be grandma’s piano, a family heirloom,” Jeff said. “When [clients] see their [restored] piano, they can get a bit teary-eyed.” “I think for some of them [when they see their piano after it’s been refinished], it’s like closure,” Tim said.For information on Ackerman’s Piano Sales and Restorations and its services, visit ackermanspiano.com.

Three firefighters were injured. They have since recovered. â&#x20AC;&#x153;In addition to that, our crews were responding to a structure fire just minutes before the call came in from the power plant,â&#x20AC;? said Burnsville Fire Marshal Lee LaTourelle. Tthe history of the power plant and the departmentâ&#x20AC;&#x2122;s long-term relationship with the facility will be a highlight

of this yearâ&#x20AC;&#x2122;s Behind the Badge workshops. The event has traditionally been an all-day affair, splitting the time between the fire and police departments. Apple Valley principal recognized for dedication Augustana BY MICHAEL RICCI • SUN NEWSPAPERS Decades of determination and hard work in the field of education have paid off for one area resident. Joan Franks of Apple Valley, principal of Armatage Montessori School in the Minneapolis Public School system, was recently chosen to receive the 2011 National Distinguished Principal award for Minnesota. Two separate ceremonies will honor Franks. Officials representing the National Association of Elementary School Principals will honor the long-time educator in Washington, D.C. this October, but no date has been set. She will also be honored Feb. 2, 2012, in her home state by fellow principals during a ceremony of the Minnesota Elementary School Principal’s Association. “It all stems from the idea that all children can learn and be successful if we create a learning environment that fosters the belief that they can succeed if they work hard,” she said, referring to her approach to education. close the community program at Armatage, according to Franks, which impacted 50 percent of the students, staff, and families. “They were realigned to another facility in order to make room for the increasing number of families requesting the Montessori program also housed as Armatage,” Franks noted. “Through the marketing and recruiting strategies implemented by our transition team and actively engaging the community, we were able to more than double the enrollment of the Montessori school in less than one year.” • During the same school year, Franks worked with others, including parents, staff, and other community members, in a collaborative effort to make Armatage a more productive school. “We made AYP in all three academic areas tested during the 2009-2010 school year, which is testimony to the high expectations and standards that we share.” • In the past 30 years, Franks has had the opportunity to serve on many district and state committees. Being involved in so many other capacities forced Franks to balance her management and leadership roles while staying focused on her duties at Armatage.

Franks mother, Marjorie Steffes of Apple Valley, is arguably one of Franks’ biggest supporters, and she commented on her daughter’s decades long career and most recent accomplishment. “I think she did achieve a high honor, and I think she is truly deserving,” Steffes said, adding that her daughter’s achievement did not come as easily as some might think. According to Steffes, Franks was still able to continue her education while at the same time raising her family. It was this successful attempt at acquiring a broader education that Steffes felt was a difficult endeavor for Franks. “Education is very important to her,” Steffes said, stressing the importance of education to her daughter and how this affects the futures of many students. The selection process first began with a nomination, which was followed by an application process, and an interview. A committee then selected Franks as one of three finalists, and each finalist was graded in six different categories. “I feel very honored to have received the nomination and support of my colleagues,” Franks said. “I always knew that I wanted to be in education and in a leadership position that would impact or affect the lives of children.”

expansion one step closer to completion BY MICHAEL RICCI • SUN NEWSPAPERS Augustana of Apple Valley is one step closer in its effort to expand its existing facility to better serve area seniors. The issue was discussed during an Apple Valley Planning Commission meeting’s public hearing Wednesday, May 18, at the Apple Valley Municipal Center. According to Tom Lovelace, Apple Valley city planner, he expects June 9 to be the earliest date that the proposal to expand by nearly 300 units will move forward to the full council for a final vote. David Shaw, Augustana of Apple Valley community administrator, said the decision to expand the facility was largely due to a growing need in the area and the expansion is designed to meet the needs of those seniors. “The housing is composed of both independent and assisted living,” Shaw said, “and we are finding that with the growing age wave that the growing need for services continues to grow.” Shaw went on to say that currently the facility has a 200-bed nursing home and 208 units of senior housing, adding that the project, in two phases, aims to expand the nursing home and to create more senior housing. The total master plan, according to Shaw, is for 297 additional units, 40 of which are nursing home units, and the balance – phase two – is 257 units of housing. Lovelace said that Augustana of Apple Valley purchased land to the south of current site, 14650 Garrett Avenue West, to use for expansion over the next 7-10 years. Shaw expanded on the changes that are likely to be made and the reasons for the changes. Currently there are only 14 single rooms, but after the expansion, it will feature 88, according to Shaw, who added that Augustana aims to simply increase the amount of space and decrease the facility’s density at the same time. “We’ve heard internal feedback from our residents here that they would like to have single rooms, more amenities, and an updated campus,” Shaw noted. The Apple Valley Planning Commission will bring up the proposal again during its next scheduled meeting Wednesday, June 1.

Burnsville woman killed in two-vehicle Eagan car crash An 85-year-old Burnsville woman has died following a two-car crash May 16 in Eagan. Shortly before 8 p.m., Jeannette McCleerey apparently drove her car onto Lexington Avenue from the intersection between that avenue and Savannah Road, and failed to yield to traffic. A car traveling northbound on Lexington struck McCleereyâ&#x20AC;&#x2122;s car near the driver side door, and McCleerey was later pronounced dead at the scene. The other car was occupied by two juveniles, and the driver sustained minor injuries. According to the Eagan Police Department, all individuals were wearing their seatbelts, and alcohol was not believed to be a factor in the crash. The incident remains under investigation by the Minnesota State Patrol.

Local governments regain variance authority BY MARC INGBER • SUN NEWSPAPERS Cities and counties have been given the OK to grant variances like they did in the past. Gov. Mark Dayton signed a bill May 5 that allows local governments greater latitude to grant zoning variances. A decision the Minnesota Supreme Court handed down in July 2010 changed the landscape for variances. The court ruled that a “municipality does not have the authority to grant a variance unless the applicant can show that her property cannot be put to a reasonable

use without the variance.” That differed greatly from a 1989 decision that stated a variance could be granted if property owners “would like to use the property in a ‘reasonable manner’ that is prohibited by the ordinance.” In effect, the 2010 decision made it next to impossible for cities to grant variances, except in rare circumstances. It was handed down in the case, Krummenacher v. City of Minnetonka. The bill Dayton signed May 5 is designed to clarify the law so that cities and counties can use the standards that

had been in place for decades prior to last year’s decision. The new law states variances may be granted when applicants establish there are “practical difficulties” in complying with the official control and they intend to use the property in a “reasonable manner.” The variance law that went into effect last year affected more than $45 million in building projects, according to the 2011 Builders Association of the Twin Cities. The new bill went into effect immediately after Dayton signed it.

This is Lakeville South High School’s sixth year, but school athletic history still is made from time to time. One such occasion was May 10, when the boys golf team won a South Suburban Conference tournament at Brackett’s Crossing in Lakeville. It was the first time the Cougars won a conference tournament. People noticed. Lakeville South rocketed to fifth in the state coaches association Class 3A rankings. The Cougars were 18th in the Minnesota Golf Association rankings, which combine schools from all three enrollment classes. Suddenly, the Cougars are a threat to make more school history – by qualifying for the state tournament for the first time. Notebook: Burnsville team is one-one in state badminton BY MIKE SHAUGHNESSY • SUN NEWSPAPERS The first state high school tournament of the spring took place last week, with team and individual badminton champions crowned in Burnsville and Eden Prairie. St. Paul Johnson won the team championship, defeating St. Paul Central 6-1 in the final May 18 at Burnsville High School. The Governors (16-1) not only won their second consecutive state team title, they avenged their only regular-season loss. Central defeated Burnsville 7-0 in a quarterfinal match May 17. The Blaze (9-9) defeated Minneapolis Henry 5-2 in the opening round. Laura Haider, Nicole Gray, Rachel Raden and Camille Benson gave Burnsville a sweep of the singles matches against Henry. Julia Borstelmann and Wennie Li-Chan won at third doubles. Burnsville’s Jessica To and Katy Nelligan reached the doubles quarterfinals in the state individual tournament May 19 at Eden Prairie High School. They defeated teams from Minneapolis South and Minneapolis Henry in the first two rounds before falling to an Eden Prairie duo.

Award for McCauley

Destin McCauley, an Apple Valley High School senior and five-time state individual wrestling champion, received another prestigious award last week. McCauley was named St. Paul Downtown Lions Club Athlete of the Year at a May 17 luncheon in Oakdale. Previous winners of the award, which dates to 1943, include Minnesota Twins catcher Joe Mauer, baseball hall of famer Paul Molitor, U.S. Olympic women’s hockey player Natalie Darwitz and Heisman Trophy winner and former NFL quarterback Chris Weinke. McCauley is the second AVHS athlete to win the award, joining Trevor Laws, who was honored in 2003. Laws currently plays for the Philadelphia Eagles in the NFL. In addition to his five individual state championships, McCauley was part of six state championship and two national championship teams at Apple Valley. He finished with 286 career victories and 197 pins, both Minnesota high school records. He was the National Wrestling Coaches Association Senior Wrestler of the Year. AVHS athletic director Pete Buesgens accepted the award on behalf of McCauley, who is training at the Olympic Training Center in Colorado Springs, Colo., with hopes of qualifying for the 2012 Olympics.

Best-laid plans …

South Suburban Conference baseball coaches and athletic directors wanted to close the regular season by having all 10 schools play the same day at the same place. But Mother Nature intervened with a rainstorm that rendered the fields at Alimagnet Park unplayable and forced the cancellation of the South Suburban Conference Baseball Showcase. The games that had been scheduled for May 21 were pushed back to May 23-24 at local sites. First-round games in the Class 3A, Section 3 baseball tournament are scheduled Friday, May 27.

Softball playoffs start

Eagan, Apple Valley and Rosemount were first-round winners in the Class 3A, Section 3 softball playoffs May 19. All three advanced to the quarterfinal round May 23. Apple Valley, which defeated Simley 7-6, played No. 2 seed Bloomington Jefferson in the quarterfinals. Eagan, a 9-1 winner over Bloomington Kennedy, advanced to face Park of Cottage Grove, the third seed. Rosemount edged Lakeville North 2-1 in the first round and took on No. 1 seed Burnsville in the quarterfinals. Fifth-seeded Lakeville South played fourth-seeded Eastview in the other quarterfinal game. Quarterfinal winners advanced to the double-elimination portion of the section tournament May 25 at Eagan High School. The championship game is scheduled Wednesday, June 1, also at Eagan High. Burnsville is defending section and state Class 3A champion.

Lacrosse playoffs

The Section 3 lacrosse playoffs started earlier this week, with Rosemount drawing the No. 1 boys seed and Bloomington Kennedy receiving the top girls seed. Rosemount and No. 2 seed Eastview received first-round byes in the boys tourney and will be hosts of quarterfinal games Friday, May 27. Eagan and Burnsville were seeded third and fourth and will be at home in the quarterfinals if they win their opening-round games May 25. Kennedy received a bye in the opening round of the girls playoffs March 23. Lakeville North, Apple Valley, Bloomington Jefferson and Burnsville were seeded second through fifth. Girls quarterfinals were May 25, with the semifinals scheduled Tuesday, May 31, at the home fields of the higher-seeded teams. The section girls championship game is Thursday, June 2, at the home of the higher-seeded team. The boys final is 7 p.m. Friday, June 3, at Lakeville North High School.

National champion Peter Brichta of Burnsville finished first in slopestyle in the men’s Youth class (ages 14-15) at the 2011 USASA snowboarding championships April 2-7 in Copper Mountain, Colo. Eastview, Eagan battling for conference girls golf title Eastview held a two-point lead in the season-long South Suburban Conference girls golf race going into the fourth and final regular-season league tournament May 23 at Rich Valley. The Lightning, which won the 2010 Lake Conference championship, won the second and third South Suburban tournaments this spring. Eagan won the league opener and is second in the overall standings. Eastview could win the outright conference championship by taking first or second in the May 23 tournament. The Lightning also could win it by finishing no more than one place behind Eagan at Rich Valley (and seventh or higher overall). Eagan appeared to be the only team with a realistic chance of catching or passing Eastview. To do that, the Wildcats needed to finish at least two places ahead of Eastview in the conference tourney at Rich Valley. Lakeville North, Lakeville South,

Apple Valley and Rosemount were fourth through seventh in the conference standings. Burnsville was ninth. Lakeville North, Lakeville South and Apple Valley each have finished second in one conference tournament. Burns had top-10 finishes in three other events at the True Team finals – 100 hurdles (seventh, 16.22), 300 hurdles (fourth, 46.66) and long jump (10th, 16-2 1/2).

Also placing in the top 10 for South were Meghan Barry in the 3,200 (sixth, 11:39.74), Allison Mosser in the triple jump (sixth, 33-3), McKell Anderson in the pole vault (tied for eighth, 9-0), Jordyn Thornton in the shot put (fifth, 39-3 1/2) and discus (sixth, 117-4), and Monica Turner in the shot put (sixth, 38-8 1/2). But we did have an eighth-grader step up for us.” Many teams have solidified their sixplayer varsity lineups by now. Not so the Cougars, who have a top two (Mader and Doeden) and a number of others battling for the last four spots. One of the players vying for a varsity spot, Anders Haukoos, shot 76 to tie for seventh place at the Red Wing Invitational. Although tryout numbers were down – South had about 25 boys come out this spring instead of the usual 35-40, Cochrane said – many of those who did show up play and practice almost year-round and have extensive tournament experience. Lakeville South played the final South Suburban tournament of the season May 23 at Valleywood. The Cougars played Lakeville North in a dual meet May 23 and go to Owatonna for another dual meet at 2 p.m. Thursday, May 26.The Class 3A, Section 1 tournament is June 2 and 6 at Bellwood Oaks. Three-time defending section champion Lakeville North is 14th in the MGA all-class rankings, four spots ahead of South. No other Class 3A, Section 1 team was in the top 20. “There are a lot of good teams in the section,” Cochrane said, “but you don’t hear about some of them because they’re not in the Twin Cities.”
