Burnsville Special Election 2011 Voter’s Guide issue BY MATTHEW HANKEY • SUN NEWSPAPERS Come Tuesday, July 26, voters will select one of nine candidates who have filed to serve as a city council member for Burnsville. Donna Alberts, Steve Atkins, William Coughlin, John Gullickson, Tom Hanson, Aaron Hoy, Bruce Johnson, Shane McCartney and Greg Tomlinson are running. The following responses were gathered through email survey questions and have been edited only for spelling and grammatical errors. Candidate responses are presented alphabetically according to last name. Candidates Shane McCartney and Steve Atkins chose not to participate in the questionnaire. McCartney was contacted to participate but was out of town and not able to submit his answers to the Sun Current. Atkins was reached but did not submit his answers to the Sun Current before deadline.

vative and I believe that the Burnsville City Council needs to continue to have such a voice. My law background allows me to well understand ordinances, zoning and variance issues as well as how government at the city level works. It also has given me the opportunity and experience in making difficult decisions. I have been consistently in community service since moving to Burnsville 22 years ago. I have previously served on boards and committees with significant budget oversight. I have been endorsed by the Burnsville Chamber of Commerce PAC, as well as Charlie Crichton’s two most recent campaign chairs. I will be a strong voice for fiscal responsibility and priorities. 2) What are the three major issues facing Burnsville, and what would you specifically recommend to solve these problems? 1. Keeping taxes low is a major challenge facing Burnsville. I support a zero-percent tax increase for 2012 and will otherwise hold the line on taxes. I believe this is possible based upon my research, including meetings with two sitting Council members, reviewing the 2011 Budget, reviewing council and workshop minutes, meeting with the Deputy City Manager to discuss published budget information and reviewing other relevant information. This can be achieved by continuing the cost control initiatives of 2009 and 2010 and increasing our tax base from new and upgraded properties and businesses. I will also direct that the city pursue other cost-cutting measures such as services sharing arrangements with other governmental entities. Although I would have not voted to build the Bur nsville Perfor ming Arts Center, I will also work diligently to improve revenues with innovative thinking and advice to reduce the operating costs. to represent the family “homeowner.” While I was raising my family in the Highland Park neighborhood of Saint Paul, I was active in volunteering with the public school and I volunteered with the Minnesota Ar my National Guard Summer Camp at Camp Ripley for the children of Guard members. I understand the workday world of being a parent in our city. My military experience has given me a keen sense of service and impartiality. Ar my values are everyday American values. In comparing the candidates in this election, take into consideration who best mirrors your life, values and priorities. I hope your good judgment will find me to be that candidate. 2) What are the three major issues facing Bur nsville, and what would you specifically reco m m e n d t o s o l ve t h e s e p r o b lems? 1. City budget: Mistakes have been made (i.e., BPAC, wag e increases for city employees, raising the tax rate, etc.). I believe we really need to hold the line on spending and setting commonsense priorities. Too often I have watched the council meetings on cable thinking to myself everything is a done deal and pre-deter-

mined with little debate. I don’t profess to know any more about city gover nment and policies than the next person, but it seems to me that we need more circumspection about the direction the city is moving. 2. Citizen involvement: I believe an effort in this direction would be to expand the size of the city council and shorten the length of ter ms to two years. A larger city council invites greater interest and participation and also gives more representation to our neighborhoods. Shorter ter ms and less compensation also draws a more committed candidate to public service on the local level and makes them more accountable. 3. The future: I believe we need to re-exam some of the city’s priorities. We need to incorporate a revitalized and practical plan into new and existing visions of Bur nville’s future. This would include expansion of the tax base and creating an environment where an expanding resident population and commercial business could g row and enhance the city gover nment’s ability to provide services. neighbor’s property does not become an eyesore. We all own this responsibility. If you see a neighbor who needs help, please help them. Let’s look out for each other for the greater good of this community. When appropriate the city has an obligation to enforce these standards. 2. Burnsville Performing Arts Center: There are definitely two camps on this issue: those who love the BPAC and those who oppose it. Tremendous progress has been made toward the profitability of this complex, but a financial burden still exists. We need to correct this. The financial trend looks promising. Usage of this space is the key to profitability. Consider volunteering your time. I personally like the BPAC and the Heart of the City. We use the park. We support the businesses in this area. We are really blessed as a community when this is considered to be one of our biggest problems. 3. Highway 13 safety: We have a transit station, a high school, a shopping complex and a bike-walking trail that all draw people to the north side of Highway 13, with no safe way of crossing this busy road by foot. I’d like to explore a pedestrian bridge in this area so that transit commuters, students, bikers, walkers and joggers have a safe option for crossing this busy street.

In my opinion, the number one issue in Bur nsville is causing the majority of the other issues. The Hear t of the City is a financial drain on the city with the Bur nsville Pe r fo r m i n g Arts Center as its main burden. T he BPAC cost $20 million to build and in its three years has continued to cost the taxpayers g reatly by losing nearly $1 million per year. It sits empty more often than it is filled and the management team has completely dropped the ball a nd isn’t even seeking to pick it up again. At minimum, Venuworks, and the commission need to be replaced. It needs to be managed with a clear vision in mind to get the seats filled. The city cannot sustain the BPAC if it keeps losing money each year. I

would suggest selling the center to a private organization, take the likely losses and let a company take over that is motivated in making a profit. This will create a positive buzz for Bur nsville and bring more customers to the surrounding businesses. Currently, with the Heart of the City receiving a large portion of the annual budget, it almost seems as if the current council members and the mayor do not realize that Burnsville is much more than just the Heart of the City and do not feel pity for wasting the residents’ hard- ear ned money. Other issues I see are that regulations, fees, and various restrictions are keeping businesses out of Bur nsville. There are too many empty office spaces throughout the city. The restrictions that are keeping the businesses out need to be lifted so they can fill those spaces and create jobs for our residents. Property taxes are also fairly high compared to neighboring cities. The higher taxes are preventing potential homebuyers from considering Burnsville as their residence. By lowering property taxes and bringing in more business, the city can raise revenues and help spur overall growth.

Burnsville Performing Arts Center (BPAC): I would support setting up a public forum for people in the community to come and discuss their concerns about the future funding and the operations of BPAC. I would also support putting a one-year deadline on BPAC to give it a chance to turn it around and break even. 2. Road Repair: Many of our roads in Burnsville are in bad condition, mainly due to the diversion of our tax funds designated for road repair that have gone to cover losses for BPAC. I would recommend eliminating the tax funding for BPAC within one year if it does not break even and direct the appropriate tax funds back to road repair. 3. Higher Quality Drinking Water: I would support improvements that can be made to our hard water problem staying within our existing budget. VOTER’S GUIDE: TO PAGE 8

Because Charlie was a personal friend and mentor to me, I also feel it is important that the person selected is also of good character as well. Session set to gather input for tree-planting program BY MATTHEW HANKEY • SUN NEWSPAPERS The seed will be planted in a few days. It’s up to the city whether it will grow. The Burnsville Parks and Natural Resources Commission will likely recommend a boulevard tree planting program to the city council that would encourage property owners to plant trees in front of their businesses and homes, said Terry Schultz, City of Burnsville Director of Parks & Natural Resources Commission. The city is hosting a public meeting 6:30 p.m. Monday, July 18 at City Hall in the council chambers to provide details about the boulevard tree- planting program. Input from business owners and residents is encouraged. This discussion is part of the Emerald Ash Borer Plan that the council approved in September 2010, Schultz said. Currently, Burnsville property owners have a limited area to plant trees, generally within 15 feet of city streets and mostly around the Heart of the City area, Schultz said. The new program would allow all city property owners to plant various tree species on their boulevards after obtaining a permit. The program is being introduced largely to offset future damages from the Emerald Ash Borer, an invasive beetle highly destructive to ash trees. There are 6,000 to 8,000 ash trees in city boulevards. The beetle already has been found in St. Paul. If the city implements the program, it can maintain its urban forest if the pest wipes out many of the ash trees. “Because of the threat of Emerald Ash Borer, we want to get moving sooner rather than later,” Schultz said. “It’s not a matter of if, but it’s a matter of when.” The program provides options. “It doesn’t mean (residents) have to take their ash tree down, but they might want to plant another tree next to it,” Schultz said. The city manages the trees on the boulevards, including removing dead and fallen trees caused by storms. Under the new rules, city residents who plant new trees would be financial-

ly responsible for managing and caring for all their boulevard trees. Those residents who decide not to plant new trees would still have their remaining trees managed by the city at no cost to them. “They would be grandfathered in, so to speak,” Schultz said. If the program is approved, the city will create a list of trees acceptable for planting and is in the process of developing an inventory of all boulevard trees in Burnsville, Schultz said. Residents of areas with few species will be encouraged to plant trees that increase the variety in their neighborhoods. “The key to a healthy urban forest is to have a diversity of tree species in our community,” Schultz said. “The diversity will minimize the impact if something comes along and wipes out some species.” Approved trees would have to have a mature height of more than 20 feet, what the city calls ‘canopy trees.’ Burnsville resident Charlie Brown says he is in favor of allowing residents the ability to plant trees on their boulevard. “I am in total agreement,” Brown said, adding that his neighbor recently removed two ash trees he suspected had become diseased by the Emerald Ash Borer, but at this point has not had the tree tested. Stacy Adamsheck of Burnsville sees no problem with managing her boulevard trees if she is allowed to plant new ones. “What I plant I should have to take care of,” Adamsheck said. The city council will address a recommendation at its Sept. 13 work session and could vote on its approval as soon as this Fall. If approved, the program would begin in the spring of 2012. According to the City of Burnsville’s website, residents are encouraged to go to xr.com/beetle if they think they have an ash tree infested with the Emerald Ash Borer. When residents turn their heat off and the air conditioning is turned on high, natural gas can be forgotten. However, natural gas leaks are a danger year-round. According to CenterPoint Energy, the metro area has seen a growing number of gas leaks due to copper pipe theft. To reduce the risk of a gas leak, residents leaving properties vacant for an extended period of time are encouraged to contact CenterPoint Energy at 612-3214680 to arrange to have their gas meter turned off. Also, if suspicious activity near or around a vacant property is noticed, residents should call 9-1-1 immediately. Lastly, if a resident smells, hears or sees a natural gas leak, he or she should leave the area immediately on foot. Residents should also avoid using electric switches, telephones and vehicles in the vicinity of a gas leak. Shutdown idles one Dakota County shelter, other has limited staff BY MATTHEW HANKEY • SUN NEWSPAPERS State government may have shut down but domestic violence goes on with little regard to the political wrangling in St. Paul. For two Dakota County shelters, the shutdown has affected their daily operations. One location has closed while the other remains open – for now. The Hastings Lewis House, a shelter for women and children affected by domestic violence, has been temporarily shuttered, but the Eagan location will remain open, though with a reduced staff. Nine of 16 employees were furloughed at the Eagan location, said Mary Ajax, CEO and President of 360 Communities. 360 Communities is a nonprofit organization located in Burnsville whose goal is to empower people to shape the future of their communities. The two Lewis House shelters are able to serve the community largely due to state funding. The shelters receive $1.2 million from the state annually, a significant portion of their budget. A week into the shutdown, those funds remained frozen. The shelter must have at least one professionally trained staff member onsite at all times. One to two volunteers are also present at all time. Since the Hastings location has closed, some of its residents moved to Eagan while others made alternative living arrangements. “For all those who wanted to move, we moved them,” said Poh Lin Khoo, Director of Marketing and Communications for 360 Communities. Staff members have set up cots in the shelter’s playroom. The Eagan location was initially in danger of closing, Ajax said, but a significant monetary donation allowed the doors to remain open. The donor, who Ajax wants to keep anonymous, first donated money to 360 Communities in 2009 and controls the distribution of the funds. When the donor learned the shelter may have to close, the donor released $100,000 to keep the shelter open. “Thank you so much,” Ajax said in reference to the donor. “Now we feel like we can breathe.” Ajax said the donation should keep the Eagan shelter open through August if needed. If the governor and legislature have not reached an agreement when the donated money runs out, the Eagan location will

likely close as well. 360 Communities is asking for community members and businesses to help keep the Eagan location open with financial donations. “We’re going to do everything in our power to keep it open,” Ajax said. “We are absolutely committed to being here for people.” In a July 5 filing, Gov. Mark Dayton said that crucial state services should include counseling and services for victims of domestic violence, sexual assault and other crimes. In addition, the gover nor said that childcare assistance and services for the homeless should be included. But, Ajax hasn’t been infor med when and if 360 Communities will receive any state funding. “The safety of the people is really life and death and these should be essential state services,” Ajax said. One resident of the Eagan Lewis House has noticed a difference in the few days since the state gover nment shutdown. Community outreach programs and support groups for the shelter’s residents have disappeared. “What the staff does is brings (residents) in to a place where they are ready to start their life again and keep going,” said Monica, who wished to keep her real name anonymous because her husband does not know where she is staying. “That’s the most valuable thing they give us and when things get shut down, that’s the thing that we miss,” Monica said. “T hey’ re spread pretty thin right now.” Monica has been living at the Eagan Lewis House since the beginning of June with two of her four children. She left her home to escape the three-year sexual abuse she endured from her husband. Before moving to the shelter, she spent more than a month sleeping in her car during the days in a school parking lot to avoid the abuse, she said. As of July 7, the state gover nment remained shut down and Monica was hopeful a deal would be met soon for the well being of Lewis House residents. “A place like this is invaluable to anybody,’ she said. “You never plan for this to happen.” 360 Communities encourages people to send all referrals to the Lewis House at 651-452-7288. Summer may be a down time for donations to area food shelves, but thanks to the efforts of the business community, shelves are not empty. Lakeville Area Chamber of Commerce’s fifth-annual food drive is under way through Friday, Aug. 12. Chamber officials are encouraging members to participate in the event to help stock the food shelves at 360 Communities and the Eagan-Lakeville Resource Center. According to 360 Communities Lead Director of Engagement Doreen L’Allier, the summer presents a particularly difficult challenge for food shelves. Donations dry up, which is often the result of families being busy with vacations and other nonbusiness partners experience down time of their own. The 360 Communities organization has benefitted from the annual chamber food drive for the past five years, since it has been in existence. “It’s really good that people are working to support the hungry,” L’Allier said, adding that the chamber’s leadership in the annual drive is essential to the organization’s success in the summer. L’Allier, however, did indicate that her organization will be partnering with another group over the summer. “If people donate cash to 360 Communities during July – only the month of July – Open Your Heart to the Hungry and Homeless will match up to $4,000,” she said of the St. Paul-based organization. For the Lakeville Resource Center, this year will be its first in the 2011

chamber food drive. “It is extremely timely in responding to the increase in need for food support and the decrease in donations,” said LRC Executive Director Lisa Horn. “This is the right time to respond for the chamber.” Providing a conservative estimate, Horn said that there can be a 20 to 30 percent increase in need during the summer and donations can drop in half. “Some of our typical partnerships may not convene during the summer,” Horn said, adding that even church donations tend to decrease, typically due to children being home for the summer and families busy with vacations. One other reason is free and reduced-price lunches, which are offered during the school year. “With many of those families, the kids are getting breakfast and lunch during school,” Horn said, adding that because the children have no access to school lunches during summer break, this puts a strain on families’ food budgets. According to Lakeville Area Chamber of Commerce Executive Director Todd Bornhauser, the annual drive is showing no signs of slowing down. “[The food drive] usually continues to grow year after year, of businesses that participate and also the amount of food collected,” he said. “Other chamber members will also involve their employees.” Bor nhauser added that once ag ain the chamber will award prizes to companies and employees based on the most pounds of donated food and the most pounds per employee. The chamber will celebrate this year’s drive Wednesday, Aug. 24, during the seventh annual Lakeville Chamber Twins Night.

New LV clothing store caters to kids and moms-to-be BY MICHAEL RICCI • SUN NEWSPAPERS Lakeville business owner Kate Stockman believes she has more than just another boutique. From her perspective, it is much more unique. Stockman, a resident of Prior Lake, opened Posh Baby Boutique, 20770 Holyoke Ave., Lakeville, in mid-May. Since then, the new business owner said her business is doing much better than she expected, and she plans to expand her inventory in the near future. Stockman’s venture in the business world began sooner than she expected, saying she originally had a five-year plan. “This wasn’t supposed to happen for another four years,â€? Stockman said. “I was going to do a nanny business and focus on that, and I thought it would take four years to get enough money to open this.â€? But a little luck with regard to her store location and the help of a family friend, Dee Sampson, was all it took to get her business up and running ahead of plan.

“She was the only one who gave me positive feedback and good advice,� Stockman said. “She was really supportive.� According to Stockman, her friend is not only a business owner herself but also owns a baby business. “We actually use some of their products in our store,� Stockman said. The new store features baby clothing for children up to 6 years of age, accessories, maternity clothing and a lot of gifts for baby showers, as well as gifts for moms. According to Stockman, however, providing merchandise that cannot be found in any nearby store is one small part of her business philosophy. “Customer service is number one,� she said. “I know what it feels like to shop in a store and not receive any help.� Expanding on this, Stockman indicated that she makes an extra effort to listen to her customers, get an idea of their POSH BABY: TO NEXT PAGE

them to feel that they had a great shopping experience.” This formula appears to be working as Stockman not only referenced the positive feedback but also the number of customers walking through the door. “Business is better than we expected,” she said. “We have been very, very busy.” Stockman gets help from her niece Kyla Krohn. She says another pair of eyes is always handy. “I think it is always good to have a second opinion,” Stockman said, adding that Kyla goes through catalogues from different companies and identifies good merchandise. “It doesn’t hurt that it is someone younger who knows what the hot trends are,” Stockman added. The entrepreneur also cited the location of her store as another advantage. “At first I had an idea of opening a

shop, but there were too many boutiques around. I needed something unique,” she said. “This really, in this area, is the only baby boutique.” To the best of her knowledge from working in the field, she indicated that one would have to drive 20 to 30 minutes to find another boutique with the same merchandise. “This type of merchandise can’t be found at … major department stores,” she said about her experience at these stores. Stockman said she intends to expand upon her current line of merchandise within the next month. According to Stockman, the store will feature clothing for those older than 6 years of age, which she described as the “tween” years – not quite teenaged but close. As for the chosen name of her business, Stockman simply smiled and said, “It was a cute name and just kind of fit.”

Rockin’ Out in Eagan Eagan metal band Royal Ace performed July 6 at the Teen Battle of the Bands at the Eagan Market Fest Family Fun Night. Royal Ace won the competition and will compete at the Dakota County Fair Battle of the Bands and also perform at the Minnesota State Fair. Second place band Bison will also perform at the Minnesota State Fair. Each band in the competition had 15-20 minutes to perform a combination of original and cover songs. Cobras American Legion team, which started its season less than 24 hours after the high school squad beat Maple Grove 6-5 in the state title game. That weekend, the Cobras won their annual Snake Pit Invitational. The next weekend, they played in a tournament in New Ulm. Last weekend, the Cobras played five games in three days at the Gopher Classic – and weren’t done. After winning their bracket at Chanhassen High School, they started the Gopher Classic’s 16-team, single-elimination

Burnsville has a well-earned reputation as a fastpitch softball hotbed, thanks in part to Burnsville High School’s three state championships since 2004. Burnsville players also excel at another version of the sport. Last year, teams from the city won all four age divisions at the Amateur Softball Association’s Minnesota state girls tournament, and they will go for another sweep when the ASA tourney returns to Lac Lavon Park the weekend of July 23-24. Burnsville Athletic Club has inhouse and traveling girls slowpitch programs. After the high school championship, “we talked about how we had to keep going and play as hard as we can,” Nesbitt said. “And the players have done that. We hit a little speed bump in New Ulm, where we lost two one-run games in extra innings, but that’s OK. “One good thing about the schedule we’re playing is we need all 18 players on our roster to contribute.” Sometimes they need to contribute in roles other than the ones to which they are accustomed. In the Gopher Classic, all teams eventually run short on pitching. Against Chippewa Falls, Burnsville turned to Justin Threlkeld, an All-State catcher in high school ball, to take the mound. In Burnsville’s last two pool-play games, “we started two kids who hadn’t pitched in three years,” Nesbitt said. The other was John Reynolds, who pitched a complete game in a 6-1 victory over Rapid City, S.D. Burnsville outscored opponents 54-12 in five Gopher Classic pool-play games. Last year’s state tourney, also at Lac Lavon Park, was a success for Burnsville on and off the field. Local organizers told the Minnesota Sports Federation – which oversees ASA softball in the state – they would be willing to take this year’s girls slowpitch tourney, too. Entries were still being accepted when this edition went to press, but Bacon said about 40 teams are expected. Most will be from the Twin Cities area. Bracket champions will earn spots in the ASA national tournament July 28-31 in Watertown, S.D. At least 70 volunteers are expected to work on the tournament. Eagan’s Peterson still has goals to achieve in amateur golf MGA Players’ champion expects to go pro BY MIKE SHAUGHNESSY • SUN NEWSPAPERS The next couple of months could go a long way toward determining Ryan Peterson’s future in golf. The two-time state high school champion from Eagan already has won one of Minnesota’s most prestigious amateur tournaments this summer. Now the question is, could he compete at the professional level? “I think I’m going to take a shot at it,” Peterson said last week. “I’ve been think-

ing about the Gateway Tour in Arizona. Or I might come back here and try some Dakotas Tour events.” Peterson recently completed his golf eligibility at Colorado State University but will go back in the fall to complete his final semester. He will stay in amateur golf for a while longer. Starting Monday, July 18, he plays in the Minnesota Golf Association Amateur Championship at White Bear Yacht Club. He finished third in that tournament a year ago. Peterson won the Mountain West Conference individual championship in his junior year and tied for first as a senior. But his college career had a rocky start. “When I got there, I definitely wasn’t

as good as I thought I was,” said Peterson, who is pursuing a marketing degree. “My first two years there, I played hardly at all. My junior year is when things started to come together.” When he played at Eagan High, Peterson rarely was the longest hitter in any tournament, but he made up for it with consistency and a solid short game. He claims he isn’t that much longer now – “maybe 10-15 yards,” he said – but MGA tournament director Doug Hoffmann recalled Peterson hitting several tee shots that carried 280 yards during a recent round at White Bear Yacht Club. Last month at the MGA Players’ Championship – the state men’s amateur match-play tournament – Peterson was 8

under par over six rounds en route to victory. None of his matches lasted more than 16 holes. “I wouldn’t say I played lights-out, but I thought I played patient and smart,” he said. “I didn’t make a lot of mistakes. I had five or six bogeys for the week. I tried to wait for the other guys to make mistakes.” Peterson also will play in the Minnesota State Open the weekend of July 22-24 at Rush Creek in Maple Grove. He also will go to the Northwest Amateur in Spencer, Iowa, (where he is defending champion) as well the Canadian Amateur. He also will attempt to qualify for the U.S. Amateur in late August at Erin Hills near Milwaukee, Wis.
