The nonprofit serving Edina, Richfield, Bloomington, Eden Prairie and south Minneapolis opened updated and expanded fitness facilities earlier this month. Executive Director Greg Hanks said the remodel many years in the making is helping attract new members to Southdale YMCA, 7355 York Ave. S., and further its mission dedicated to youth development and social responsibility, in addition to healthy living. Hanks said he expects to add about 2,000 to 3,000 new memberships this year, increasing support for other Southdale YMCA programs, including before- and after-school care, summer camp, youth sports and leadership programs that YMCA: TO PAGE 22

A stand of pine trees in Edina continues to needle city officials. Months after ordering the removal of vegetation planted in the right-ofway at Sally Lane and Valley View Road, the city is still arguing with the property owners over the degree to which the trees must be downsized. An attorney for Douglas and Jill Benner recently informed the city that no further work would be done to five pine trees outside their home following a trim city officials said did not meet requirements. The city first ordered the Benners to
remove about 30 trees and shrubs on their property in October to improve visibility for drivers. The vegetation was planted in the city right-of-way by a previous homeowner. The city later revoked that order and in early December, the Edina City Council unanimously adopted a motion revising the order “from full removal of vegetation from within the public right-of-way … to removal of vegetation up to a height of 8 feet” for five of the pine trees, according to meeting minutes. At the time, Mayor Jim Hovland called it an “elegant solution,” allowing the city to clear visual obstructions and the homeowners to retain the vegetations’ aesthetic value. TREES: TO NEXT PAGE

Rather than remove all limbs from the bottom 8 feet of the trees as intended by the council, the lowest limbs on the trees were trimmed back several inches. The work was based on a recommendation from an engineering firm hired by the Benners to allow visibility for a 200-

foot stopping distance, he said. The council voted unanimously to reaffirm its previous direction that the trees be “de-limbed to a height of 8 feet within two weeks,” according to minutes. Attorney Michael Glover, representing the Benners, sent a letter to the city following that decision stating no further work would be done. “The Benners fully complied with the city’s request. Now, in response to the unsubstantiated and false rantings by a neighborhood activist, the city changed its mind yet again, now demanding that the Benners de-limb
their spruce trees up to 8 feet,” reads the letter dated Jan. 6. Glover, who was out of the country and not available for comment at press time, said in the letter the city has yet to clearly identify its legal ground for requiring the branches to be removed. He said the trees are not in violation of the city’s clear view ordinance, which defines a triangular area at intersections where vegetation, signs, fences and other obstructions cannot be located. The deadline for the de-limbing was Jan. 16. City Attorney Roger Knutson said Wednesday, Jan. 18, the city does
have a legal basis to remove the trees, but would try to work with the Benners to reach a solution. “We have an easement where that street is … We have a right as the owner of the easement to remove anything that obstructs the use of our easement for a street,” he said. Knutson said the city would offer to enter mediation with the homeowners. “They’re a resident of the community and we want to work with them,” Knutson said. If that doesn’t work “we could take them to court. Hopefully that won’t happen and mediation will be successful,” he said.

Statewide DWIs reach 2,500 in December Declining, but still a problem BY PAUL GROESSEL – SUN NEWSPAPERS Celebrate like it’s New Years Eve all year. That means safely, according to state authorities. For the third year in a row in
Minnesota, there have been zero drinkingrelated deaths on New Year’s Eve, according to the Department of Public Safety. DWI arrests are still prevalent, however. December DWI arrests totaled 2,573 statewide, with Minneapolis, Bloomington and Eden Prairie police departments representing some of the highest arrests by municipal police departments. Bloomington police made 52 arrests and Eden Prairie police made 42 arrests. December arrests were part of a
statewide DWI enforcement increase, funded by the federal government. There were 314 law enforcement agencies that reported their arrests to the state. The highest blood alcohol concentration was .39. The highest in Bloomington was .33 and Eden Prairie police arrested someone with a .32 BAC, according to the Department of Public Safety. They were among 20 agencies that reported BAC levels above 0.30, and more than 100 agencies reported their highest
alcohol-concentration was at or above 0.20, according to the state department. The legal limit is 0.08. Even though there has been a decline in alcohol related deaths, injuries and DWI arrests in Minnesota over the years, “When you have 2,600 people arrested for DWIs, it shows the scope of the problem is still there,” said Office of Public Safety spokesman Nathan Bowie. DWI FROM PREVIOUS PAGE While there has been some progress in terms of reducing these numbers, each year one-third of the state’s traffic deaths are alcohol related, Bowie said, and one in seven of Minnesota drivers has a DWI on their record. “It again demonstrates the issue here that we’re facing,” Bowie said. Preventing accidents, deaths and DWI is about planning before celebrating, Bowie said. In fact, DWI rates have actually decreased on New Year’s Eve, which is one of the largest party nights of the year. It’s a sign people are planning ahead and taking responsibility, Bowie said. So, the state and police urge people to take that same expectation and planning from New Year’s Eve and apply it to the rest of the year – designate a sober driver, expect to
get a cab or make other accommodations to be safe. “Take that same sort of attitude toward every time you go out and celebrate,” Bowie said. Outside of safety concerns, there are other troubles for those who get a DWI. In Minnesota, all repeat DWI offenders and motorists arrested for a first-time DWI with a BAC of 0.16 and above must use ignition interlock for at least a year, or they could have at least one year without driving privileges, according to the state department. Interlock requires a driver to provide a breath sample under 0.02 for their vehicle to start. There are also legal fees, driver’s license reinstatement costs, potential jail time, potential job loss, spiked insurance premiums, required DWI classes and other consequences. Fines could reach $10,000 to $20,000, Bowie said. “The fines kind of add up,” he said.

What we do with letters to the editor CURRENT We’ve been hearing from readers who are unhappy with our policies regarding letters we run on the opinion page. We understand some of the complaints, but there are others that require some clarification. First and foremost, our editorial page is meant to be a forum for ideas. And we plan to keep it that way. We receive letters from a wide variety of viewpoints and backgrounds. Some of those viewpoints and backgrounds may be unpopular, but those letter writers are just as deserving of having their opinions printed as any other. We have a very simple process we go through when a
letter arrives. First, we examine it based on a few simple qualifications such as word length, whether it has a signature and phone number, the housekeeping side of things. The next step is a bit more intangible, but just as clear-cut: Does the letter address a local issue, an issue pertinent to the community and applicable to that community? We also determine the basis for the letter writers’ opinion. We don’t edit opinions, but we do edit facts. It’s up to the letter writers to supply the source for any fact provided. If someone makes a claim that either we know is not true, is unverifiable or is not provided with a
LETTERS TO THE EDITOR Gas fireplaces are good alternative to wood burning To the editor: The Jan. 12 letter to the editor “Wood burning not the biggest pollution source” exemplifies the profound lack of public awareness many people share about the severe hazards of wood smoke. The writer’s statement, “Wood burning is not the cause of real serious pollution,” was akin to pro-smokers’ comments that tobacco smoke is no big deal, despite overwhelming evidence that there is no safe level of either. Wood smoke and vehicle exhaust are the two largest sources of black carbon soot in Minnesota, according to the Minnesota Pollution Control Agency. Wood smoke, in fact, is a larger source of fine particles
than vehicle exhaust. Both are bundled with carcinogenic and hormone-disrupting toxins such as lead, arsenic, mercury, formaldehyde and dioxins, to name a few – some of the most insidious chemicals known to man. No one is saying that people can’t have recreational fires. But it’s time we re-think burning wood for entertainment or heating. Portable gas units are slick alternatives that go anywhere and do not assault others with caustic smoke. Indoor gas and electric fireplaces are popular in stores because people are recognizing the need for cleaner, more efficient energy. Cleaning up the air could save many lives, prevent countless asthma and heart attacks, and reduce sudden infant death syndrome and birth defects in babies. Isn’t that worthy of consideration? No January doldrums when it comes to nature BY JEANNIE K. HANSON – GUEST COLUMNIST A lot is going on out there, even in January. The star Betelgeuse is in Orion. If you can find the constellation Orion – that big box with a vertical string of three stars inside it – you can find this star. It’s nearby, slightly reddish and the eighth brightest star in the whole sky (if we could really see many stars around here). A rumor flying around the Internet is that it will “go supernova” in 2012 and fry us to death. Some good news: though this red giant star has shrunk 15 percent since 1993 and is on its way to that drastic change, it won’t harm us a bit. When it does become a supernova, it will be as bright at night as a full moon and bright enough to see in the daytime. This will be a wonderful sight, whether in 2012 or some other time in the lifetime of most Sun readers. There’s also winter weather, or lack thereof. If you lived around here before global warming started, and if you like to be active outside in winter, you probably remember when our winters were significantly colder. More winter warmth in our latitudes is a global warming effect, caused by jet stream changes. It has natural variability in strength and also in its latitude placement, sometimes blowing across the sky at more like the latitude of Winnipeg or that of Des Moines, for example. But, if the jet stream is south of us, it is blocking air masses coming up from the south. However, what’s happening now is that it is at higher latitudes than the Twin Cities much more often, allowing southern air masses to reach us. The reason: deforestation in the tropics. The heat budget of the atmosphere has been changed by this land use change, enough that a normal north-south air circulatory pattern has changed and is now shoving our Northern Hemisphere’s jet stream to higher latitudes, especially in winter. It’s a little like an El Nino/Nina change, but in the atmosphere – and not tempo-

rary. Crows are here too. Winter flocks can be immense, even hundreds of birds, like a Halloween fantasy. Even birds that don’t migrate can feel the pull to flock together. Crows’ most unusual talent: distinguishing one person from another based on hats and other distinct differences. The list continues with car idling. More people idle their cars in winter, hoping to stay warm while waiting. The air pollution emitted as the engine idles is worse than it is when the car is in full motion. Try not to do it. And finally, we hear cardinals. These birds – and it is the males who sing – can be heard as early as sunny day in mid to late January. They have sensed a new angle to the light. This activates their sex hormones, and they begin to sing to establish their territory and begin to attract a mate. And, it seems, to announce that spring is coming. Amended complaint reveals details in Amy Senser hit-and-run incident Edina woman charged with two felonies BY KATIE MINTZ – SUN NEWSPAPERS New details have emerged in the fatal hit-and-run involving Amy Senser of Edina, wife of former Viking Joe Senser. An amended criminal complaint filed Monday, Jan. 23, in Hennepin County District Court, includes cell phone records, witness statements and a crash reconstruction report related to the August 2011 incident that killed Anousone Phanthavong, 38, of Roseville. Amy Senser, 45, is charged with criminal vehicular homicide operation and criminal vehicular homicide for allegedly leaving the scene of the accident and failing to notify law enforcement in a timely manner. Both felony counts carry up to 10 years
in prison and a $20,000 fine. She has not yet entered a plea for either charge. A jury trial is set to begin April 23, with a pre-trial hearing March 9. According to the amended criminal complaint, Minnesota State Patrol responded approximately 11:10 p.m. Aug. 23, to the ramp to eastbound Highway 94 from Riverside Avenue in Minneapolis, where they found Phanthavong’s body approximately 40 feet from his vehicle. At approximately 10:30 p.m. the following day, the state patrol received a call from an attorney with Halberg Criminal Defense stating he would release a Mercedes ML350 involved in the accident. The state patrol took custody of the SUV at the Senser residence in Edina. Damage to the front passenger side was noted as well as what appeared to be blood on the hood. On Sept. 2, Amy Senser pro-
vided the following statement to the state patrol: “I, Amy Senser, was the driver of the vehicle in the accident in which [the victim] lost his life.� The state patrol obtained search warrants for Amy Senser’s cell phone records, as well as those for her husband and two daughters. The records show that early in the evening Aug. 23, she placed and received several phone calls from Minneapolis’ Uptown area. She next called one of her daughters at approximately 11:09 p.m. utilizing a cell phone tower near Interstate 94 and Riverside Avenue. Several more calls placed and received by Amy Senser late Aug. 23 and early Aug. 24 indicate she then headed east on Interstate 94 to an area near the Xcel Energy Center in St. Paul, where according to statements, two daughters SENSER: TO PAGE 15

Jan. 14 – A 19-year-old Minneapolis man and 18-year-old Bloomington woman were arrested for theft at Southdale Center after a JC Penney employee observed them working together in concealing and leaving the store without paying for earrings valued at $50. Police received a report of possible assault on the 4400 block of Parklawn Avenue. Jan. 15 – Verbal domestic disputes were reported on the 5600 block of Abbott Avenue South and 5000 block of William Avenue. A 12-year-old girl and 13-year-old girl were arrested for theft at Southdale Center after officers responded to the report that two juveniles stole a wallet from a woman while she was in the restroom at JC Penney. The juveniles were found to be in possession of the wallet and stolen clothing valued at $194. Credit cards and cash valued at $72 were reported stolen from a locker at LA Fitness, 4175 76th St. W.

Fire report The Edina Fire Department responded to the following incidents Jan. 9-15: Jan. 9 – Firefighters extinguished a fire underneath a vehicle on Highway 100 at Edina Industrial Boulevard. Paramedic firefighters responded to seven incidents that required emergency medical service. Two false fire alarms were investigated. Jan. 10 – Hopkins Fire Department requested mutual aid assistance for a house fire on the 400 block of Blake Road. Firefighters responded to the 6500 block of Sherwood Avenue to investigate a reported odor of smoke. A slight electronic burning odor was found in one room but a source was not located. Firefighters responded to a fire alarm and report of smoke on the second floor of an assisted living facility on the 7400 block of York Avenue. Staff on site were beginning to evacuate residents. Crews from neighboring St. Louis Park and Richfield also were called to begin responding for possible mutual aid. The source of the smoke, burnt popcorn, was found on the second floor. Mutual aid crews were cancelled. Paramedics responded to six calls

Levels of carbon monoxide were measured in the basement family room and also an adjacent utility room. Firefighters suspected a gas fireplace log set to be the source of the carbon monoxide. The house was ventilated and levels dropped. The gas company was responding to investigate. There were nine responses were for emergency medical service. Jan. 12 – An odor of natural gas was reported in an office building on the 6300 block of France Avenue. Firefighters arrived and found no levels of gas using gas monitors. Galleria announces new stores, changes Galleria has joined the list of shopping centers making changes this year. The upscale retail destination at 69th Street and France Avenue in Edina recently announced a host of new stores, expansions and departures. Schmitt Music, an original Galleria tenant, will move to Richfield’s Southdale Square shopping center in February. Furniture and home design retailer Arhaus will open a 15,000-square-foot store in its place, anchoring Galleria’s east end. Arhaus is scheduled to open autumn 2012. This will be the first Arhaus location in the five-state region. A second national retailer debuting an upper Midwest store is Marmi, providing European-influenced footwear and accessories. The 1,980-square-foot store will be its 21st when it opens in late summer. Allure Intimate Apparel will also open a flagship boutique at the center this
spring. Locally owned and operated by husband and wife entrepreneurs Peter and Peg O’Malley, the 1,800-square-foot store will be located next to STYLEDLIFE. In late February, Bang & Olufsen, known for audio-video products, home theaters and installation services, will unveil a new showroom near Lakes Sotheby’s International Realty on Galleria’s lower level. In March, men’s and women’s footwear designer Cole Haan will move from its east end location to a temporary space while it designs a new flagship store in the west end of the center. In April, greeting card and stationary shop Papyrus will relocate in a redesigned space next to Tiffany & Co. Keeping the crown “watertight” and shedding away from the sponge like masonry elements that the chimney is built of is the most important element to preventing deterioration. Use of these products allows us to pass on manufacturers material warranties of up to 15 years to our clients. 3) Waterproof your masonry chimney and crown. Most masonry is porous and will absorb large amounts of water. Brick acts like a sponge absorbing water and wicking it to the chimney interior. Products we use are specifically developed for use as waterproofing agents on masonry chimneys. These are vapor permeable – which means they allow the masonry to breath out but not in. This allows water that has penetrated the chimney to escape while preventing additional water from entering from the outside. Non vapor permeable sealers commonly available should never be used because they trap moisture inside actually accelerating deterioration. We use a special permeable sealer with a 10 year consumer warranty to protect your chimney. Doing this before deterioration occurs can save you hundreds or even thousands of dollars in future repairs. Water damage to chimneys is usually a slow subtle process. The problem is generally not obvious until it has become quite serious. Although these prevention measures may cost you a few dollars they can save you a lot more by preventing large future masonry repairs. The affordable housing balancing act Opponents to Pillsbury Commons in Richfield claim surrounding communities aren’t doing their part to house low-income families; community planners and activists weigh in BY ANDREW WIG – SUN NEWSPAPERS Community planners have come to accept the idea of affordable housing as a key to a healthy and diversified housing stock. It allows people to live where they work, while dispersing those with lower incomes from poor enclaves that can inhibit upward mobility. While there seems to be relative agreement, at least in theory, on the value of the notion, questions remain: How much affordable housing should communities push for? And which communities are doing their fair share in addressing the
metro- and- nation-wide issue? The concept of affordable housing is at the center of a debate that has grown since last fall, when neighbors of the abandoned city garages in Richfield learned that Ron Clark Construction was planning to build a 70-unit apartment complex in the building’s place. While the project still has political hurdles to jump and ground is far from broken, opponents say the complex will degrade the area surrounding Pillsbury Avenue South and West 77th Street, damaging property values and establishing a four-story blight by attracting those from a lower income strata and concentrating them in one corner of the neighborhood dominated by single-family homes. The developer is quick to point out that this is not the stigmatized Section 8 housing, but the project meets the standard for affordable housing set by the Metropolitan Council, which states that an apartment unit is “affordable” if priced at 30 percent of the income for a household making less than 60 percent of the median Twin Cities income. Do the math, and families in the Twin Cities making less than $49,600 a year qual-
ify for affordable housing, according to the U.S. Department of Housing and Urban Development. But Richfield already has enough affordable housing, and surrounding communities aren’t doing their part in welcoming the metro’s less well-off citizens, opponents to Pillsbury Commons say. Most glaringly, they point to Edina. “Edina, they’ve had a long history in combatting affordable housing,” asserted Joe Hoover of Richfield, a former community activist who specialized in tenantlandlord relations in the early 1990s. Hoover is not a neighbor to the proposed project but has been among its more vocal opponents. “Build it in Edina first,” he shouted at a community meeting organized by Ron Clark Construction in December. According to the Met Council, 11 affordable housing units were built in Edina from 1996 through 2009, amounting to about 6 percent of the goal established by the city and the Met Council. The number was established in accordance with the Living Communities Act, which allows municipalities to enter into an agreement with the Met Council saying
they will strive to create new affordable housing. The 94 metro communities enrolled in LCA receive grant dollars in return for their efforts, funding infrastructure, development planning, and the cleaning of polluted lands for redevelopment. Richfield, with a goal of 757 new affordable houses from 1996 through 2009, saw 305 of the units built, or about 40 percent of its target. Bloomington had 527 affordable units built during the period, 47 percent of its goal of 1,130, while 800 affordable units came to Eden Prairie, amounting to about 44 percent of its targeted 1,815. Factors used to establish the goals include communities’ level of development, the number of low-wage jobs nearby and available transit, according to Guy Peterson, Met Council community development director. Edina’s affordable housing goal was relatively low due it being a fully developed community, while Richfield and Bloomington’s goals were largely influenced by their proximity to the Mall of America and the low-wage jobs there, HOUSING: TO PAGE 15

Despite falling fall far short of goals, community planners say affordable housing is a priority. “We try to incorporate affordable housing in just about every project that comes through,” said Cary Teague, director of planning for Edina. The city’s goal, Teague said, is to have 20 percent of its new housing units be considered affordable. The city would have made significant progress toward the LCA goal in 2009 if plans wouldn’t have fallen through to tear down a YMCA and build a new facility plus a 130-unit, 100-percentaffordable housing complex to go with it. The Edina City Council approved the project, but it was scrapped when the YMCA experienced a fundraising shortage, which was blamed on the recessed economy. Teague offered the scrapped housing project as evidence the city is trying. “It’s a goal, it’s a priority to provide affordable housing,” he said. The effort hasn’t translated into results, but neighboring community planners aren’t pointing fingers. “I think Edina rocks,” said Molly Koivumaky, manager of housing and community services in Eden Prairie, which itself requires that developers agree to dedicate 20 percent of their projects to affordable housing if seeking financing through the city. “I think in Edina they’ve done some pretty interesting things to promote home ownershi,” she said. Richfield will worry about its own housing needs and trust the Met Council to ensure that other communities are doing their part, said John Stark, director of community planning for Richfield. “We haven’t spent a lot of time looking

Meeting requirements, but not goals As the numbers show, affordable housing doesn’t build itself. While aging housing stock is often considered affordable even at the market rate, developers require assistance to provide new affordable housing per the need established by the Met Council. “There needs to be a public subsidy to the housing developer so they can essentially write down the cost of those units,” said Larry Lee, Bloomington’s community development director. “The problem overall has been that it’s hard to find funding to give that write down to the developer. There’s very little federal money to do that. There’s very little regional money from the Met Council to do it.” The good thing for communities competing for LCA funds is they don’t have to meet their quota to get paid. Communities are not evaluated “based on a single number,” Peterson said. “It’s more about what things are communities trying to do.” The Met Council evaluates cities based on factors including land use regulation and the level to which cities seek “dollars to help provide subsidies,” Peterson said. For instance, Edina and its scrapped 130-unit complex: “They got credit for that.” Credit came in the form of $350,000 in LCA grants in 2010, money meant for the study of the GrandView Small Area Plan, which aims to redevelop land where the city’s abandoned public works building stands. LCA money also will aid in the rehabilitation of 90 units at Yorkdale Townhomes, which will be reserved for households at 50 percent or less of the

area’s median income, according to the LCA’s 2011 Report to the Legislature. Richfield received $352,000 in 2010 for the redevelopment of 90 units at Woodlake Plaza apartments, 20 percent of which will be affordable, according to the report. Bloomington and Eden Prairie received no specific LCA grants in 2010, but since the beginning of LCA in 1996, they have received $6.4 million and $1.1 million, respectively. Since 1996 Richfield has received a total of $2.2 million through LCA, and Edina $670,000, according to the Met Council. So the money has arrived despite a lack of results, and some have questioned LCA’s efficacy. “It has no teeth,” Hoover said.

on building and maintenance costs. However, he notes, the state’s planning department found that 85 percent of developing suburbs require lots larger than the Met Council recommendation. Also, density limits for multi-family housing were lower than recommended in 70 percent of those cities. “It’s hard to identify particular areas practicing exclusionary policies,” admitted Tim Thompson, president of the Housing Preservation Project, which promotes housing for low-income individuals and families in the Twin Cities. “I think the clearest indication is how they have done on their goals,” which have become too modest, Thompson said, noting they have been stripped down.

“They talk the talk, but they don’t walk the walk,” the activist said of Edina, accusing the city of exclusionary zoning, a practice of establishing building requirements, such as large lot sizes and low density limits, that drive up housing costs. “They’ve already, in a sense, shut the housing door,” he said, citing the book written in 1997 by Myron Orfield, who is now the executive director of the University of Minnesota’s Institute of Race and Poverty. “Metropolitics: A Regional Agenda for Community and Stability,” cites a study by the U of M’s Center for Urban and Regional Affairs that looked at “exclusionary zoning patterns in the 10 suburban areas with the highest job growth.” Edina and Eden Prairie were among the communities included in the study, which found that all 10 cities examined had lot size requirements larger than Met Council recommendations. Smaller lot sizes, Orfield writes, save

Richfield aims for between 497 and 765, while Bloomington looks to add between 625 and 961 affordable units. Eden Prairie’s goal is the most ambitious; it is supposed to create between 1,198 and 1,843 affordable housing units. “I think it’s a very lofty goal,” Koivumaky said. “It’s a little jaw-dropping, but it’s a goal.” Communities’ success regarding the goals will undoubtedly vary, and determining who is doing their part in addressing the common need for affordable housing may not be a simple calculation. But the bottom line is that all communities must do a better job providing housing for those with limited resources, Thompson concluded. “You frequently hear, ‘We have more than our fair share.’ … Virtually everybody says that,” he observed. “If we are serious about addressing the need, no one has done enough.”

In an interview with the state patrol, the officer said Joe Senser asked him to recommend an attorney for someone hypothetically involved in an accident. He recommended Halberg because it had once been affiliated with the city. He said the two did not have any more discussion on that subject. Joe Senser’s phone records also show he received calls 8:20 and 8:28 a.m. Aug. 24 from a number associated with Florida Detox. Inc., and at 2:48 p.m. placed a call to
an individual associated with Minnesota Teen Challenge, a drug and alcohol treatment facility. The Minnesota State Patrol’s crash reconstruction report made several findings, including that Phanthavong’s injuries were consistent with him standing near the rear of his vehicle attempting to fill his gas tank when hit. Approximately 40 percent of his body would have been above the top edge of the Mercedes’ hood height when it collided with him and the right headlight would have illuminated him. The report also found there were no vision obstructions in the exit ramp lane to impede an approaching driver’s view of the stalled vehicle. No skidding or scuffing tire marks were found east of the disabled vehicle.

They lounge on easy chairs, grab snacks and drinks from the kitchen, watch television and relax. For the moment, they don’t appear too concerned with why they’ve arrived in San Diego. It was said they try and make them as comfortable as they can knowing what will follow for the next three months. They’re almost carefree. For now. What they don’t know is they’ll be awake for between 36-48 hours before they’re allowed to sleep. And by that time, their lives will have changed substantially.
‘Get outside now!’ The USO volunteers, many of them retired military or parents of active duty personnel, are familiar with the “controlled chaos” that will soon ensue. “We know to move over here,” behind the counter, said volunteer Gary Couture, when the drill instructor arrives. And he arrives soon. Loudly. “Anyone here for Marine recruit training, get outside now!”
Around 100 recruits fall over themselves to get out the door and get into formation – four lines stretching along a wall while they stare straight ahead – and receive their first orders. This can be complicated by language barriers as well. To join the U.S. military, you don’t have to be a citizen, just possess a green card. Anyone wearing Marine Corps gear is told to turn it inside out. A roll call is taken. Harshly. They’re told to move their wallets and any personal belongings to their front pockets. They’re stripped of any extra clothing to only a single shirt. Those with bags are pulled aside and made quite aware they brought too much. Each movement is accentuated by the same “do you understand?” from the drill instructor and a chorus of “yes, sir,” from the recruits. Every move they make is scrutinized and monitored, as it will be for their entire training. Those movements are jerky and uncoordinated, a far cry from the precision the recruits will learn over the next three months. Then they’re hustled onto buses powered by natural gas, and sent off to stand where many have stood before.

Diego, but as few as four can handle the work. It’s not an easy job, and it requires substantial personal sacrifice on the part of the instructor. Long hours, apart from family, are needed to properly train a Marine recruit. Breaking them down, “it’s the only way,” Gunnery Sgt. Ronna Weyland of the 9th Marine Corps Recruiting District said. And the first two weeks, Phase One of the training, consists of the breakdown. And they’re just getting started. The instructors get the recruits off the bus, on to the famed Yellow Footprints and begin with a quick lesson on standing at attention before they’re given a primer in the United States Code of Military Justice, where they learn what is expected of them as members of the U.S. military. Next is contraband. The recruits are allowed to keep very little with them. In fact, they’re told not to bring anything to recruit training. Cell phones are taken away and shipped to the address on record. Medication is taken away. Any weapons, tobacco, books (other than religious texts) are confiscated. Extra clothing is placed in one bag, any cash in another. They’ll keep the money, but their clothing will soon be put in storage for the next 13 weeks.
Getting into uniform The continual barking in recruits’ faces is intentional, said senior drill instructor Staff Sgt. Justin Hansen. It promotes a sense of chaos, carefully controlled by the drill instructors, so the recruits are disoriented. The instructors quickly become hoarse, but they’re used to the abuse on their throats. “You break your voice down and rebuild it,” said Hansen. The recruits, already beginning to show signs of the strain placed on them from the constant motion and yelling, are allowed to scream one scripted call home to let someone know they’ve arrived safely. Then they’re cut off. “For three months ... they’re out of touch with the outside world,” Weyland said. For the next two weeks at least, they won’t even be allowed to write a letter. Haircuts follow. Their heads are shaved into the buzzcut they’ll wear until they’re through training. Then onto administration where they are processed into the system. Soon those wearing glasses will even have them replaced with standardized, durable plastic frames and lenses. Commonly known as “BCGs” — or “birth control glasses” — the young men aren’t going to win any beauty contests.

YMCA FROM PAGE 1 reach thousands of children each year. “We are first a community service agency,” Hanks said. “We can survive on membership, but we thrive on what goes on out in the community.” It’s not bad for a Plan B. Southdale YMCA has worked toward an expansion of the building, built in 1975, for several years, Hanks said. In 2010, it announced it had to abandon a planned partnership with nonprofit CommonBond Communities to create a new 73,000square-foot YMCA and neighboring 130unit housing component for people with multiple sclerosis and other disabilities, citing the current fundraising environment. The renovation of the existing building now nearing completion instead added 16,000 square feet, for a total of 85,000 square feet. “In the end we ended up with a facility that was half the cost and a lot more space,” said Southdale YMCA Board Chair Josh Sprague, who also sits on the Edina City Council. Construction on the $9 million project began in February 2011. Local branch members contributed about $2.5 million of the price tag. Another $6.5 million came from the YMCA of Metropolitan Minneapolis’ $55 million Commitment to Community capital campaign, Hanks said. On Jan. 1, the association merged with the YMCA of Greater St. Paul to become the YMCA of the Greater Twin Cities. Hanks said the original facility, built when there was no precedent for health centers, “was a brick fortress.” The small, windowless fitness room in the basement had a handful of exercise machines around an indoor track with 28 laps to the mile. It also held a pool, gym, four racquetball courts, locker rooms, nursery, clubrooms and community activity rooms.

“Working out was very different then,” said Hanks. It was more about recreation – families coming to swim together or friends meeting for a game of racquetball – than health, he said. As attention to physical fitness increased, changes were made at Southdale YMCA. Four more racquetball courts were added in 1977, then four of the eight courts were converted in 1996 to a weight room, classroom and strengthtraining area, allowing more space for cardio equipment in the fitness center. In the latest, most significant project, a 10,000-square-foot addition to the front of the building allows for a bright, window-filled fitness center and fitness studio, and a 6,000-square-foot addition at
the back of the building added a warm water pool with zero-depth entry, vortex current and space for group exercise classes. Two of the remaining racquetball courts were converted into a kids playground and gymnasium, also now open. Construction is still underway in the basement where the former fitness center is being converted to two fitness studios and community rooms, and a former weight room is becoming a yoga and Pilates studio. A stationary bike studio is also being added on the main level. Construction is expected wrap this spring. A grand opening event is slated for April. Hanks said before the project, the

Southdale YMCA had only one fitness studio, yet offered the most group classes of any other YMCA in the Minneapolis association at about 130. With one additional studio now open, the number is up to 150 and will likely continue to grow when construction is complete, Hanks said. The new front façade of copper-toned panels and large windows is “a great billboard for the Y,” Sprague said. Members new and old are excited. “It’s completely reenergized our base and our mission,” Sprague said. He’s hopeful that will translate into support for the Y Partners annual campaign that raises about $300,000 to fund scholarships for gym memberships, youth athletics, child care and summer programs for low-income families in the community. Southdale YMCA staff provides before and after school care for about 800 children in Eden Prairie schools, youth sports for 4,000 children, and summer day camp for about 4,000 children at Camp Kici Yapi in Prior Lake. Southdale YMCA also runs a Model UN program and oversees the skate park next to its facility developed in partnership with the cities of Edina, Richfield and Bloomington. “Nobody is turned away for financial need,” Sprague said. “That’s what makes the Y more than just a gym.”

The council also directed staff to look into the possibility of extending the assessment payback period, now typically 10 years, to 15 years for the project. The Richmond Hills neighborhood, located just west of Highway 100 south of Our Lady of Grace Church, is slated for reconstruction this spring. Streets in the project area, built in the 1950s and 60s, are in need of replacement as well as the water main and other sanitary and storm sewer elements, according to city consultant SEH Engineering. The total project is estimated to cost $6.6 million. The city will pay for sanitary and storm sewer work with proceeds from utility bills. Residents are being assessed for the cost of roadway improvements and new sanitary sewer

service pipes connecting the trunk pipe to their property line, estimated at nearly $2.9 million, or $16,800 for each of the 171 residential units. Close to 20 residents that spoke at the public hearing said that’s just too much to pay. Katherine Strand said she and her husband just purchased their first home in November for approximately $260,000. They had hoped to move up from the starter home in a few years, but now fear any profit from its sale will be eaten up by the assessment. “If you do the math [the assessment] is over 7 percent of the value of our home,� Strand said. “This will financially put us in such a pinch that I don’t know what we’re going to do,� she said. Mayor Jim Hovland said the Richmond Hills residents face one of the highest assessments since the Country Club project, where assessments were above $20,000. For the two projects approved Jan. 3, individual estimated assessments ranged from
$4,800 to $9,600 depending on the type of housing unit. Historically, Edina has assessed adjacent residents 100 percent of road reconstruction costs. In 2005, as the city ramped up its reconstruction efforts, it instituted a new utility fee for curb and gutter to ease some of the burden on individual homeowners. At the time there was also some talk of moving away from the 100 percent assessment policy by raising city property taxes. Some cities use special assessments to cover only a portion of costs with the rest spread across the city’s general tax base. Others impose no special assessments. In Edina, for residents who had already paid, it was determined it would be unfair to move away from 100 percent special assessments. “It would not hurt to look at whether a modification of the funding approach is in order, so that’s what we’ll do,� Hovland said. On Tuesday, the council also approved the Countryside neighbor-
hood street reconstruction project just west of the Canadian Pacific rail line north of Highway 62. The cost of that project is estimated to be $1.4 million with an estimated assessment per residential unit of $12,360. The council held off on including sidewalks that were suggested as part of the plan – and would add an additional approximately $1,700 to assessments – until residents had a chance to weigh in on them. Council members also directed staff to consider new funding mechanisms for sidewalks. Bids for both projects are expected to be awarded in March or April, with construction beginning later in the spring. Construction is expected to be complete this fall. Final assessments will be sent to homeowners in fall 2013, with first payments due with tax bills in spring 2014.

Lake hockey this week Minnetonka goes into this week’s action as the first-place team in Lake Conference boys hockey. The Skippers have a chance to prove their superiority in two upcoming games. They will play Wayzata at 7 p.m. Thursday, Jan. 26, at Minnetonka’s Pagel Arena. Next for Minnetonka is a conference game with Eden Prairie at 7 p.m. Saturday, Jan. 28, at Eden Prairie Community Center. Minnetonka is loaded with offensive weapons as Erik Baskin, Max Coatta and Vinni Lettieri lead the attack. In other Lake games this week, Edina has two home dates. Edina Alpine skiers fly Coach Nelson praises Hornets’ work ethic BY JOHN SHERMAN – SUN NEWSPAPERS With less than a month to go in the high school Alpine ski season, Edina coach Dave Nelson is optimistic. His boys team has already won championships in the Wild Mountain, Buck Hill and Eden Prairie Invitationals. However, the biggest challenges lay ahead – the section and state meets. The Hornets will shoot for a section title at 9:30 a.m. Feb. 7 at Buck Hill. State competition will follow a week later at Giants Ridge in Biwabik. “We would have to have a lot of things fall our way to beat Minnetonka in the section meet,” Nelson said last week. Minnetonka has some of the best individuals in the state in Lars Midthun and Griffin Struyk. The Hornets counter with one of Nelson’s deepest teams. “I couldn’t ask for better athletes, better attitudes or a better work ethic than we have with our kids,” said Nelson. “They deserve all of the accolades they’ve been getting.” Senior Jake Campbell is the Hornets’ team leader. “Jake finished eighth in the Wild Mountain Invitational and second in the Buck Hill Invitational,” Nelson said.
“On any given day, Peter Smith, another senior, is as fast as Jake.” Seniors Will Baker, Rolf Tengdin and Alex Thomson are other key skiers for the Hornet boys team. Junior Coleman Foley and sophomore Spencer Knack are coming on strong. While the Hornet boys are state contenders, the Hornet girls are trying to reach contender status. “Our girls team isn’t as strong as it has been in the past, but they’re improving,” said Nelson. “Senior co-captains Thea Zerbe and Mackenzie Sorensen are the leaders. New arrival Ana Martinez combines finesse and power and is very focused.” Junior Kaia Lindquist is on her way to becoming a factor in big meets. Nelson said one of the biggest challenges in coaching is replacing graduating seniors each year. “Every year, you lose kids,” he said. “And every year, you move on. The kids we coach at Edina are special, year after year.” For the first time in years there isn’t a Finsand sister on the Edina team, much to Nelson’s dismay. Not only were Meredith and Kiltie medal-winning skiers, but their father brought more than his share of intangibles to the program. “We certainly miss Bert Finsand,” said Nelson. “He might be the best barbecue chef that ever lived.”

Lake Conference swim teams dominate state True Team meet Eagles first, Skippers second, Hornets fifth BY JOHN SHERMAN – SUN NEWSPAPERS Three Lake Conference boys swimming teams finished in the top five at the state True Team meet Jan. 21 at the University of Minnesota Aquatic Center. Eden Prairie won the state title with Minnetonka finishing second and Edina taking fifth place. The Eagles piled up 2,157 points to Minnetonka’s 1,969.5. Rosemount was third with 1,888.5 and Stillwater was fourth with 1,791.5. Edina rounded out the top five with 1,757.5. “We were hoping for a 1-2-3 Lake finish,” said Edina head coach Art Downey. “It was very competitive for third place between Rosemount, Stillwater and our guys. Eden Prairie deserves the No. 1 state ranking.” Lake Conference swimmers had four first-place finishes at the True Team state meet. Eden Prairie’s Maverick Hovey won the 100-yard freestyle in 47.09 seconds. EP also got a first place in the 100 butterfly as Bryce Boston went 52.46. Aaron Greenberg of the Eagles won the 200 individual medley in 1 minute, 57.69 seconds. Minnetonka’s Noah Busch won the gold medal in the 100 backstroke in 52.41. Although Edina didn’t have any first places, the Hornets’ True Team performance featured a pair of silver medalists. “We battled hard and we’re starting to

He earned second place in the 100 butterfly and fifth in the 100 breaststroke. Jackson Lindell placed second in the 200 individual medley. The 100 breaststroke turned out to be Edina’s best event. In addition to Lentz’s fifth place, Andrew Peterson finished sixth and Erik Rehnberg finished eighth. Buzz Rehnberg finished fourth in the 50 freestyle. Chico Pagitt gave Edina points with his
sixth place in 1-meter diving. Downey is already starting to plan for the Section 6AA and state Class AA meets. “We have a lot of good swimmers,” he said. “Now, we have to figure out how we’re going to get some of them into the top eight at the state meet. That’s where the big points are.” It looks like Eden Prairie will win the Lake Conference title after defeating Edina and Eden Prairie in dual meets. The Eagles have meets with Hopkins and Wayzata remaining on the dual-meet schedule.

“With a team like Minnetonka, you have to make them hesitate in the neutral zone,” said Giles. “Once Minnetonka gets rolling, they just go, go, go.” Four of the five goals were scored in the second period before Edina got the gamewinner in the third. Minnetonka struck first with Sam Rothstein scoring with assists by Erik Baskin and Jack Ramsey. Edina responded with Dylan Malmquist scoring on assists from Connor Hurley and Parker Reno. Edina took a 2-1 lead when Louie Nanne converted a pass from Tyler Nanne. Minnetonka tied the score on Charlie Huminski’s goal as Michael Prochno and Baskin assisted.
At 15:40 of the third period, Andy Jordahl of the Hornets converted on assists from Malmquist and Nick Leer. Edina had 28 shots on goal to Minnetonka’s 41. Junior goalie Willy Benjamin was the No. 1 star for the Hornets as he turned away 39 shots. “Willy gives us a chance to win every night,” said Giles. “Against Minnetonka, he made key saves at key times.” Edina goes into this week’s games 14-3 overall and 1-0 in the Lake Conference. Hopkins, coached by former Edina player Rolf Ulvin, will be Edina’s opponent at 7 p.m. Thursday, Jan. 26, at Braemar Arena. Wayzata will come to Braemar to play the Hornets at 7 p.m. Saturday, Jan. 28.
The Edina Junior Gold traveling boys hockey team will participate in the Polar Plunge at 2 p.m. Saturday, Feb. 25, in Burnsville. The players, who have formed a plunge team called “Feel the Sting,” will be taking pledges for the Special Olympics. The Edina team has challenged Burnsville to a fundraising contest in conjunction with the event. Donations are being taken at www.plungemn.org/team/feelthesting.

Hopkins High is still the team to beat in Lake boys basketball BY JOHN SHERMAN – SUN NEWSPAPERS Going into the Lake Conference portion of the boys basketball schedule, Wayzata High is the only undefeated club. Coach Phil Ward watched his team improve to 14-0 with an 83-64 victory at St. Cloud Tech Jan. 17. Wayzata’s success puts Hopkins in an unfamiliar position. For the first time in years, Hopkins does not have the Lake’s best record in pre-conference play. But that’s the kind of challenge Hopkins’ head coach, Kenny Novak Jr., enjoys. “The conference is probably as balanced as it has been in years,” Novak said last week. “Wayzata has some good kids back. Eden Prairie is solid and very, very deep. I knew Edina would be good and Minnetonka is much better this year.” As of last Friday, Lake teams had a combined 61-9 record in non-conference games. That’s how dominant the Lake has been. Edina, Hopkins and Wayzata won holiday tournament titles. “I have a high opinion of the other four teams in the conference,” said Wayzata head coach Phil Ward. “Hopkins plays at an unbelievable pace and shoots the ball very well. Eden Prairie doesn’t make

There’s a lot of talent there.” So who does Ward favor? “You could never say Hopkins isn’t the team to beat,” he said.
Players to watch Part of the excitement in Lake Conference boys basketball is watching the great individual talent. Hopkins senior guard Siyani Chambers is one high-profile player. He has signed a National Letter of Intent to play at Harvard University next season. Chambers is part of an all-senior starting five that includes Nick Jorgensen, Demetrius Martin, Andre McDonald and Zach Stahl. Stahl is the leader scorer at 20.6 points per game. McDonald has been out recently
with a separated shoulder, and junior Jamal Davis has taken his spot in the lineup. Wayzata has two strong frontcourt players in 6-foot-4 senior Chad Potas and 6-4 junior Zach Robertson. Robertson, who has a long family lineage at Wayzata, is the Trojans’ leading scorer at 18.6 points per game. His father Scott, his uncle Robbie and his brother Eric all wore Trojan blue and gold before him. Senior guard Tommy McDermott and senior forward Latrell Love lead the Minnetonka Skippers into conference play. Look for freshman guard Andrew Grosz to become another impact player. Senior forward Sander Mohn leads Eden Prairie along with sophomore guard Andre Wallace. Edina has a solid 1-2 punch with junior guard Graham Woodward and senior forward Philip “Flip” DeBerg. Woodward is averaging 20 points per game. The Hornets’ 6-9 junior center, Reggie Lynch, is the tallest player in the Lake Conference. “There aren’t any 7-footers in the league, but most of the teams are pretty big,” Novak noted. “Edina has the Lynch kid. Minnetonka has Andrew Turnblad,
who is close to 6-8, and Eden Prairie has Jordan Peterson, who is also 6-8.” Novak said he has had a chance to scout all of the teams in person. “I have watched Minnetonka a couple of times, Eden Prairie a couple of times, and Wayzata,” he said. “I’ve only seen Edina one time.” Novak didn’t come right out and say it, but Hopkins is going to have to play quickly to repeat as conference champion. The Royals will give away height most nights, but their quickness and defense are the constants. Jorgensen and Stahl, both 6-5, are the tallest players in the Royals’ lineup.
Opening night The Lake boys basketball schedule is a double-round robin, home-and-away format. Action begins Tuesday, Jan. 31, with Hopkins traveling to Eden Prairie and Minnetonka playing Edina at Edina Community Center. Both games start at 7 p.m. Wayzata’s Lake opener will be against Hopkins at 7 p.m. Friday, Feb. 3, at the Wayzata High gym. Also at 7 p.m. on the 3rd, Eden Prairie will play Minnetonka at Minnetonka’s West Gym.
Hornets make it 11 in a row Dorsey’s team wins 80-68 in homecoming BY JOHN SHERMAN – SUN NEWSPAPERS Saturday night was a homecoming for Edina High boys basketball coach Pat Dorsey, and he celebrated in style. Dorsey’s Hornets won 80-68 over Willmar in his hometown, giving Edina its 11th consecutive victory. “Willmar is pretty good and has been ranked in the top 10 all year in Class 3A,” said Dorsey, a former starting guard at Willmar. “It’s a town that loves its basketball, and for me it’s always a special game.” The Hornets’ recent winning streak followed a string of four losses at the beginning of the season. There were tough opponents in the early going, and that had something to do with the losses. Now that the Hornets are in the groove, Dorsey hopes they can stay there. Junior guard Graham Woodward is the ringleader, averaging 20 points per game. The Hornets have three other guards who play key minutes – Marley Allison, Derek Hill and Jack McGarry. Up front, Edina relies on 6-foot-9

Woodward led the attack with 28 points while DeBerg had 20 and Lynch scored 11. Hill netted eight points and McGarry came off the bench to score five. “We learned early in the season what we needed to fix,” said Dorsey. “We knew that we had to get back to playing disciplined Edina basketball, and that’s what we’ve been doing.” The Hornets will face Minnetonka in the opening round of Lake Conference play at 7 p.m. Tuesday, Jan. 31, at Edina Community Center gym. Minnetonka is rolling with a 13-2 record and has two key transfers in the lineup, junior forward Riley Dearring from DeLaSalle and senior center Latrell Love from Minneapolis Patrick Henry. “Going into conference play, we know there won’t be a day off,” said Dorsey. “If you don’t play well, there’s a chance you could be blown out. Looking at the teams in our league, it reminds me of a couple years ago when all five teams were ranked in the top 10.”
