BY KATIE MINTZ – SUN NEWSPAPERS Edina voters elected incumbent Cathy Cella and newcomers Sarah Patzloff and Leny WallenFriedman to the Edina School Board Tuesday, Nov. 8. Voters also handily approved two levy referendums sought by Edina Public Schools. With all 18 precincts reporting, Cella was the leading candidate with 30 percent of the vote, according to preliminary results on the Minnesota Secretary of State website Tuesday night. Patzloff followed closely with approximately 28 percent. WallenFriedman was also close by with 25 percent. “I’m excited about the results,” said Wallen-Friedman, who received 4,028 votes. “I’m looking forward to working on the board. I’m also very excited that both levies passed.” “I’m so thrilled and honored to have been elected. It was an interesting fall with some of the things that went on with the election,” said Patzloff, who received 4,456

Building a better budget Edina, Citizens League gather public input BY KATIE MINTZ SUN NEWSPAPERS A number of Edina’s park facilities should have to

cover more of their own costs. That was the message from 10 Edina residents who gathered Wednesday, Nov. 2, at the Edina Community Center for one of three public engagement workshops on the city’s proposed 2012 budget. The meetings held last

week, as well as an online workshop, were a first for the city. City Manager Scott Neal said they are a new way of gathering input, feedback and ideas on city decisions. Edina officials worked with the non-partisan Citizens League to develop the forBUDGET: TO PAGE 24

Edina restaurant-goers might soon have a new reason to be happy. The city will consider allowing happy hour and other sale pricing following a request from the Minnesota Restaurant Association. On a split vote, the Edina City Council directed staff at its meeting Tuesday, Nov. 1, to research the issue and return with a recommendation. Dan McElroy, executive vice president of the association, sent a letter to the city requesting a review of city code dealing with liquor and wine last month. He said member restaurants are concerned about a section of the city’s liquor law regarding sale prices when he appeared before the council Tuesday. The code states “No licensee shall promote the consumption of wine or liquor on the licensed premises by any means or methods which result in prices which are less than

Edina abandons plan for France Avenue pedestrian bridge City could lose $1M federal grant BY KATIE MINTZ – SUN NEWSPAPERS Edina could forgo a $1 million federal grant for pedestrian improvements on France Avenue. The Edina City Council voted unanimously Tuesday, Nov. 1, to abandon a proposed pedestrian bridge at 72nd Street and instead pursue at-grade elements on the busy corridor. The city was awarded a $1 million Federal Transportation Enhancement Program grant for the bridge in 2007. The council directed staff to seek a scope change for the grant that would allow application of the funds to multiple street crossings. Edina must also seek an extension of the grant sunset date from the Metropolitan Council, which oversees federal transportation dollars. “I’m prepared to take my chances with a scope change request,” said Mayor Jim Hovland, hopeful that the city could demonstrate a lower project

cost with greater benefit under the new plan. City officials estimated the cost to construct a pedestrian bridge at $2.6 million, with the city’s portion of the bill $1.6 million. “It’s a big enough project, it’s certainly going to be an expensive enough project that if it doesn’t have the general support of the council, we really need to direct our internal resources, both in human resources and financial resources, on to something else,” said City Manager Scott Neal on presenting the project for council reconsideration Tuesday. Neal said much has changed since the council gave the go-ahead to apply for the grant nearly five years ago. In a memo to the council, Edina Transportation Commission Chair Jennifer Janovy outlined some new factors. They include a 2009 Hennepin County France Avenue Corridor Study and 2009 Metro Transit Access to Transit Study that both recommend atBRIDGE: TO PAGE 26

Edina band marches in New York to honor veterans, 9/11 Hornet Marching Band selected for 92nd annual New York City Veterans Day Parade BY KATIE MINTZ – SUN NEWSPAPERS Edina High School Marching Band members were just starting elementary school when terrorist attacks toppled the World Trade Center in New York City. “I remember all the fifth-graders on the bus talking about it. I didn’t understand the full significance of what happened,” said drum major Brian Barnett, now a senior who was in second grade at the time. But in the years since, the events of Sept. 11, 2001, greatly impacted their childhood. Senior drum major Emily Holguin said her generation grew up during nearly constant war, under the threat of terrorist attack and has never known relaxed airport security. Despite their young age, the day and events are meaningful for them. And so KAREL SMITH 612-986-3704

The group will perform “God Bless America,” “On Broadway,” “New York, New York” and the “Veterans Day Salute,” a medley of songs from each branch of the military, in front of thousands of spectators and on live TV. “It’s such an honor to be chosen out of all the schools that could have been chosen in Minnesota,” drum major James Neville, a senior, said. Paul Kile, Edina High School Concert and Symphonic Band conductor, said he expects Edina to turn heads while representing the community and Minnesota in New York. “We have a really good program, probably one of the finest in the state, and to be able to share it with other schools is terrific, Kile said. The marching band travels to a parade every other year. In 2009, it performed in the Chicago Thanksgiving Day Parade. The students were slated to depart for New York City by bus after school Tuesday, Nov. 8. While in New York, they will also take in a performance of “The Lion King, see the Rockettes at Radio City Music Hall, visit Ellis Island, Ground Zero and the Empire State Building, among other sites. Please vaccinate your pets My new dog Fitz is lucky to be alive after catching preventable virus KATIE MINTZ Edina Sun-Current Community Editor

I’ve wanted a dog for about as long as I can remember. Until my circumstances permitted, I got by dog sitting for vacationing coworkers and relishing the days my job took me to interviews in pet owners’ homes. After a long search for the one, I adopted my own 25pound ball of love last month. Fitz was totally worth the wait. But he almost didn’t make it. The little spaniel-retriever cross had canine distemper – the same virus that Edina Animal Control warned pet owners against the week I brought him home. Edina and other metro suburbs have seen a spike in raccoon illness and death this fall linked to distemper. The virus is not transmissible to humans but highly contagious – usually through airborne exposure – and deadly to animals that have not been vaccinated. According to the American Veterinary Medical Association, distemper attacks the respiratory, gastrointestinal and nervous systems of puppies, dogs and wild canids like raccoons, foxes, coyotes and skunks. The first sign is eye discharge. Then dogs develop a

Fitz, Edina Community Editor Katie Mintz’s dog, survived distemper. (Photo by Katie Mintz – Sun Newspapers) fever, nasal discharge, coughing, lethargy, reduced appetite, vomiting and diarrhea. If the dog lasts, the virus may progress and attack the nervous system bringing sometimes life-ending seizures. Because it is a virus, there is no cure. Fitz was lucky to be under the care of a dedicated and knowledgeable dog-lover when he came down. He

promptly received supportive treatments, like fluids and antibiotics, to keep him alive and stave off secondary illnesses. According to his foster mom, a volunteer with adoption group Homeward Bound K-9 Rescue, Fitz began showing the first signs of the disease shortly after he arrived in Minnesota in July. A number of local organizations

bring dogs up from high-kill shelters in the south for a shot at a home. Fitz caught distemper at a shelter in Georgia where he was being held as a stray before his trip north. By most accounts I’ve read, the distemper mortality rate is 50-80 percent. A few of the other Georgia transplants didn’t make it, even under the organization’s watchful eye. At his worst, Fitz was down to 15 pounds. Often for survivors, the disease that doesn’t kill them causes some level of permanent damage to the nervous system. Fitz, more than three months past the virus, eating well and looking healthy when I adopted him, isn’t just named after St. Paul native and novelist F. Scott Fitzgerald. As a result of distemper, he has a constant twitch in one front leg and his jaw. People suckered by his adorable pet-me face sometimes back away because his bobbing and chomping make him look like he might hack up a hairball at any minute. I no longer notice them. I see the perfect mix of cuddly and playful. Fitz is the fastest runner at the off-leash park, but he also loves his evenings on the couch, where he rolls onto his back for belly scratches. I see a well-mannered, people-pleasing and treat-loving companion that already has “sit” mastered, is working on “lay” and never barks indoors. I see the perfect conversation starter and ambassador for the importance of vaccinations. Fitz’s lone downfall is that he is such a friendly creature he pulls on his leash to greet and solicit pets from any person we pass. Inevitably they MINTZ: TO PAGE 11

LETTERS TO THE EDITOR Sportsmanship is key To the editor: We are grandparents who were watching the last of many sporting events that our children and grandchildren have participated in. The state girls high school tennis tournament at Baseline Tennis Center at the University of Minnesota was an unfortunate example of very poor sportsmanship, not by the players, but by the spectators. As we watched four talented high school girls from Visitation and Minnetonka in a doubles match, we were dismayed at the loud and raucous cheering from the Visitation spectators, not only when their team made a point, but they screamed with joy when their opponents made an error. Sportsmanship has always been more important to us than the outcome, and we are disappointed. We congratulate Visitation girls for their wellplayed win. We are very sad that the Visitation spectators not only spoiled our viewing of the game, but distracted players in other courts. The Baseline staff person told us that he asked them to be more respectful and follow tennis etiquette, but the inappropriate cheering didn’t stop. Perhaps along with asking people to turn off cell phones they should remind people of sports etiquette – you allow tennis players the ability to concentrate. Mary and Tom Lavelle Edina

Thanks for supporting Edina Film Festival To the editor: The members of the Edina Film Festival Committee wish to thank all who supported the event, the first of what we hope is many annual Edina Film Festivals. Most importantly, we’d like to thank our generous sponsors who made the event possible as well as the hundreds of Edinans (and neighbors) who came together at the Landmark Theater at 50th and France to enjoy the films. The event was held as a forum for film as an art form with all proceeds

going to support the Edina Art Center. Through everyone’s efforts, the Edina Art Center is further supported in its nearly 35-year mission of providing world-class art education to students of all ages. Of course there are individuals who helped bring about this first of a new annual tradition. Dick Crockett and the Edina Community Foundation were instrumental in assisting our fundraising efforts. City Manager Scott Neal, Park and Recreation Director John Keprios and Communication Director Jennifer Bennerotte were all vital contributors to make our city’s festival a reality. And, of course, without the support of the Edina Art Center Board and Edina City Council, the Edina Film Festival would have forever remained merely a concept. We hope you will join us again in 2012. Until then, please continue to follow us at EdinaFilmFestival.org and find out more on how you can support the Edina Art Center at EdinaArtCenter.com. Keep your hands off my fire pit To the editor: With regards to two of the responses for banning backyard wood fires, I would like to join in and recommend also banning fires in homes with wood burning fire places as they emit the same harmful pollutants into the air that we breath. It’s time to become a totally pollutant free community. I think the Edina City Council should do the following: Fine anyone who pollutes the air with their fireplaces $500 or have them do 20 hours of community service at the Edina Fire Department. Also, impose a fine of $1,000 to anyone caught supplying a home with firewood. In other words, keep your hands off of my fire pit. I enjoy it a lot! Rick Jacobson Edina

Lucky for other Twin Cities dogs, Fitz’s new doctor said distemper infections are not as common in Minnesota as in the south. But with the report that raccoons are carrying the virus locally, every precaution should be taken to protect pets. In addition to vaccination, Edina Animal Control recommends reporting raccoons exhibiting signs of distemper such as tremors, seizures, vomiting,

Distemper, once called hard pad disease, can lead to hyperkeratosis of the nose and footpads. It’s upsetting to know that Fitz would have a perfectly clean bill of health had he simply been vaccinated. Distemper is easily prevented. The vac-

Kindergarten open house at OLG in Edina

PCN FROM PREVIOUS PAGE ing American parenting today, not just in Edina, but also all over America. I think that parents are primarily invested in developing their child’s skills. Without intending for this to be the outcome, the child’s character education begins to suffer. My contention is if you focus on character, and doing your best in all situations is a character trait, your children will do their best. If you do a lot of enabling when your children are young, your children may get better grades than they would have on their own, but they will be less well equipped as adults to deal with adult realities. Q: Parents write to you with questions all the time. Why do parents need guidance? A: The questions that parents ask today tend to be questions that reflect problems that parents for the most part didn’t deal with 50 years ago. They didn’t have these kinds of problems because they

Our Lady of Grace Catholic School in Edina is holding a kindergarten open house for children entering kindergarten in the fall of 2012. There are two open house sessions 8:45-10 a.m. and 7-8 p.m. Thursday, Nov. 17, at the school, 5051 Eden Ave., Edina. The morning open house is for both parent and child. Children will participate in supervised activities with current kindergartners in the classroom while parents receive a presentation in the church dining room. The evening open house is for parents who were unable to attend the morning session. Information about fall 2012 registration will be available at both. Refreshments will be served. Info: olgschool.net or 952 929-5463. approached the raising of children with a completely different attitude. The attitude was simply this: You will do what I tell you to do. All the research indicates that children in the 1950s were a lot happier. The rate of childhood and teen depression was about 10 times lower than it is today. We grew up in families in which disobedience simply wasn’t allowed and wasn’t going to be tolerated if we experimented with it. I am a psychologist, so it allows me to say this with credibility. We’ve been taking our marching orders in American parenting from people in the mental health professions – psychologists, psychiatrists and to some degree, pediatricians – and it’s time we realize that this advise these people have been giving, these very intellectual people, has not been good advice. What distinguishes me is that I am one of those people in terms of qualifications and license, but I go around the country and say ‘Look, here’s what your great grandmother would have told you.’ I don’t ever sound like a psychologist. What I’m putting people back in touch with is just common sense. It’s common sense to raise a child properly.

Edina native Tommy Glass will appear in the Minnesota Opera’s world premiere of “Silent Night,” which runs Nov. 12-20 at the Ordway in St. Paul. Glass, 20, a junior at St. Thomas University, will play a soldier in the opera, which is based on the screenplay for “Joyeux Noël” by Christian Carion for the motion picture produced by Nord-Ouest Production. “Silent Night” recounts the true story of a miraculous moment of peace during one of the bloodiest wars in human history. On World War I’s western front, weapons were laid down when the Scottish, French and German officers defied their superiors and negotiated a Christmas Eve truce. The opera is performed in English, German, French, Italian and Latin with English translations projected above the stage. Glass is the youngest cast member of the show. He auditioned this summer for the season and also appeared in the chorus this fall in Minnesota Opera’s production of “Cosi Fan Tutte.” Glass is a music education and vocal performance major at St.

BUSINESS NOTES State Fair food from Edina makes nat’l list A spicy Minnesota State Fair food with Edina roots received a sizzling reception. Chocolate covered jalapeños, sold for the first time this year by Andres Watermelon, were recently ranked fourth on a “Top 10 New Foods At The 2011 State Fairs” list on national blog Huffington Post. “The chocolate covered jalapeños went over like crazy,” said Edina resident John Stinchfield, who has run the booth with his wife Jan for 22 years. “It was just gangbusters.” Watching people from different walks of life try the spicy treat each day was an experience to behold, he said. There were macho men who tried to hold back tears in front of their dates, and ladies who swallowed the spicy pepper without a problem. Next year, he said Andres may stuff the jalapeños with cream cheese to help sooth some of the burn. A second Minnesota State Fair item also made the list. Axel’s breakfast lollipop – a sausage patty fried in corn batter and served on a stick – was ranked No. 2. The top spot went to the Florida

State Fair’s fried ice cream burger, which takes a cheeseburger with all the regular fixings and adds a scoop of fried ice cream.

Edina actress portrays Judy Garland on stage Edina resident Sandra Thomas will portray Judy Garland in two-person show “The Property Known as Garland,” which runs Nov. 3-20 at the Lowry Lab Theatre, 350 St. Peter St., in St. Paul.

The show depicts Garland before one of her last performances on stage in Copenhagen circa 1969. In the shadows of her dressing room, ghosts from her past emerge and she reminisces about both the good and the bad days, all the while driving Ed, her young assistant played by Neal Beckman of Apple Valley, to his wits end with impossible demands. The area premiere for playwright Billy Van Zandt’s work is staged by the Brazen Theatre Company. Tickets are $20, and will be available at the door or by calling 646-248-3968. Ben Rider and Jason Berger did not withdraw from the race by the official Aug. 18 deadline. Berger received 9 percent of the vote with 1,450. Rider received about 7 percent with 1,104. The 158 write-ins accounted for about 1 percent of the vote. Terms for the winners are four years beginning Jan. 1, 2012.

dent responses and three false fire alarms reported. Oct. 30 – A fire alarm was investigated on the 7200 block of York Avenue. The alarm had been pulled maliciously. There was no fire. Paramedic firefighters responded to 10 EMS calls. ating levy with 81 percent support and renewed and increased a capital levy for technology with 72 percent support, according to election night results. “It’s a good day for kids and a good day for the future of the Edina Public Schools,” Supt. Ric Dressen said. Both levies were set to expire in 2012 without renewal. The operating levy will continue to provide approximately $3 million, or $400 per pupil annually, to the district’s general fund for the next 10 years. The levy question received 6,424 yes votes, and 1,503 no votes. The technology levy will increase from $1 million to $4.5 million annually for 10 years. The funding will be used to expand and integrate technology infrastructure, hardware, software, support and training. The technology levy received 5,716 votes in favor, and 2,202 votes in opposition. With the passage of both questions, the additional tax impact on a median-priced home of $400,000 in Edina will be $14.83 a month, or $178 a year.

Budget FROM PAGE 1 mat this fall. “There’s a large amount of untapped brain power in Edina,” Neal said. Questions put to residents were designed to elicit overarching values and principles on budgetary decisions. Most had to do with the city’s enterprise funds for special amenities like the Edina Aquatic Center, Edina Art Center, Edinborough and Centennial Lakes parks, Braemar Golf Courses and Braemar Ice Arena. The aquatic center is currently the only of those enterprises that covers its owns operating and capital costs. The golf center comes close. The rest are subsidized with revenue from the enterprise liquor fund. “We started with the position of ‘What do we want to know?’” Neal said. For instance, workshop participants were not asked how many police officers the city should employ or if the city ought to cut wages by 2 percent because there are barriers to making changes in those areas. “We wanted to ask people questions we could legitimately use their input on,” he said. If residents decide they want Braemar Ice Arena to cover all of its own operating expenses it could happen, of course, not without some disruption. It would likely mean higher user fees, he said. At the meeting Wednesday, after spending time learning about the budget and discussing issues in small groups, the 10 participants responded to questions using an audience

Participants in the Edina and Citizens League budget workshops Nov. 1-3 used an audience response system to provide immediate input. City Manager Scott Neal said the city already owned the interactive system for training election judges. (Photo by Katie Mintz – Sun Newspapers) response system. Half, or 50 percent, voted that the golf courses, Edinborough and Centennial Lakes parks should be completely self-supporting with regard to annual operating expenses. Sixty percent said the art center and ice arena ought to do the same. Smaller numbers said each facility should also support their capital expenses, or should continue receiving subsidies. At the same time, when asked about making the facilities more self-supporting, 44 percent said they opposed higher user fees or private naming rights. Citizens League public policy

consultant Stacy Becker, who led the workshops, said it’s not often that citizens are asked to weigh trade-offs. When they are, their decisions can be surprising. Becker said the Edina workshops were based on the league’s Common Cents community conversations. The format was used to learn about priorities in the state budget and for the Minnesota Department of Natural Resources Legacy Amendment funds as well. This was the first time at a city level. “They get permission to do things sometimes they would have never imagined,” Becker

said. For instance, during the DNR workshops, there was support to use some money for marketing to increase park and trail visibility. Becker said the Citizens League believes that all people and organizations affected by a problem or policy decision have to be involved in addressing the issue in order to achieve solutions that advance the common good. Too often, important matters are turned over to a group of experts, she said. Becker said the Citizens League won’t lead a workshop if it’s just a way to get the public on board with an existing plan.

She said the Citizens League expects the leaders to listen and consider changes. The Edina City Council set the maximum 2012 tax levy in September at $26.25 million, a 1.8 percent increase over the previous year. The levy and expenditures in the proposed $30.6 million general fund budget can be decreased but not increased before final approval. Jan and Carol Frisch, longtime Edina residents who attended the workshop, felt confident their input would be taken into consideration by the Edina City Council. They said the workshop was also a good learning experience. “I thought it was very informative. I learned some things I was not aware of before,” like the number of enterprise facilities that are not self-supporting, Jan Frisch said. “It would be really eye-opening to many Edina citizens the role the enterprise funds play in the budget,” Carol Frisch said. Linda Masica, a former city council member who plans to run for mayor in 2012, said she liked that the workshop allowed residents to discuss budget issues with one other. She said without more in-depth data, however, it was difficult to make informed decisions. City and Citizens League staff will aggregate the feedback from the workshops. Results will be made available on the Edina Citizen Engagement website, edinacitizenengagement.org, where additional budget information is available. A public hearing on the budget and levy will be held Tuesday, Dec. 6. The council will act on the budget and levy at its meeting Tuesday, Dec. 20.

Right Way Painting Solutions After one of the most brutal winters we have encountered in the past 30 years, we have all found things that need repair or replacement on our homes. Many of us have needed to put off work being done to our homes do to economic hard times. Many of us also put off projects to save money in case things got worse. Our home values have gone down which makes it hard to even think about selling our homes. The reality is that we have to keep our property in good shape to maintain our values. Painting the exterior of our homes is by far the best value to preserving our wood surfaces and windows. We can also dramatically change the appearance of the inside of our homes by updating colors. Painting woodwork is a very affordable option compared to replacing old trim around our homes. In many older homes our windows are still good, but the old stain and varnish are not holding up any more. You can save thousands of dollars by painting these windows verses replacing windows. Updating your

basement family room can also be as easy as painting the paneling. I’m Paul Moore from Rightway Painting Solutions. I’ve been in the painting business for over 20 years. Being a former Shop Teacher, I have a good background in finishing and wood replacement. We do both residential and commercial painting. We do work for several Town Home Associations, Nursing Homes and Residential Properties. We give our customers great value by being able to not just paint. We replace or repair wood, repair and reglaze older windows and reside areas that need replacement. We also repair decks and re stain decks. On the inside we repair walls, remove wallpaper, enamel wood work and paint paneling. We offer a 2 year labor warrantee on our labor, provide references and we would be happy to give you a free estimate. For all of your painting needs give us a call at 612-8392239.

Age 80, of Eagle Harbor, MI and Edina, MN died November 1, 2011. Preceded in death by his parents, Elizabeth Cameron and George Hite; and son-in-law, David Lewis. Survived by his wife, Carol Burgess Hite of Edina, MN; daughters Sarah Lewis of Whitefish Bay, WI and Mary Hill (Bert) of Poway, CA; and grandchildren Matthew, Michael, & Meghan Lewis and Ethan, Elliott & Natalie Hill. Also survived by sister Patricia Lombard (Cameron), brother Allan Hite (Shirley), brother-in-law Robert Burgess, and nieces and nephews. George earned a Civil Engineering degree from Purdue University (1954), served two years in the US Army, and engaged in graduate studies in Public Administration at the University of MN. George’s career included 16 years of public service for the City of Edina, and as the first City Manager of Eden Prairie, MN. He then worked in the private sector for 22 years for Dayton Hudson Properties, Target Stores and Dayton Hudson Corporation (now Target Corporation), retiring in 1994. George served numerous civic and professional organizations: 15 years on the Edina, MN School Board (8 years as Chairman), RCM Director, Edina Community Education Board, Minneapolis Family and Children’s Service Board, Citizens League Member, Edina Rotary Member, Southeast Human Services Board, Colonial Church Trustee and Council Member, Edina 2nd Century Commission and the Normandale College Board. George retired to a family home in Eagle Harbor, MI, where he was actively involved in community planning, historical preservation and land conservation activities. His volunteer services included many years as Treasurer and Board Member of the Keweenaw County Historical Society. George had a passion for life. He was a life-long sailor, sailing several Trans Superior Races, and spent his retirement summers sailing extensively on Lake Superior on his beloved sailboat, Peregrine. He was an active runner and marathoner, qualifying for the Boston Marathon at age 52, and loved to ski and hike the trails of the Keweenaw. He was a talented photographer and gifted writer, sharing his Eagle Harbor life experiences on his popular Eagle Harbor website (eagleharborweb.net) and more recently on the Eagle Harbor Web Facebook page. Memorial service in Eagle Harbor, MI, July 2012.

Bridge FROM PAGE 3 grade crossings on France Avenue, which is a county road. The Minnesota Department of Transportation and Hennepin County have also adopted complete streets policies, and Edina has a Living Streets initiative that supports pedestrian- and bike-friendly measures as part of transportation infrastructure. Janovy said research also shows that people tend not to use pedestrian bridges if they add to the crossing time or are perceived to be inconvenient. The commission recommended in June and July that the city pursue at-grade pedestrian improvements rather than a bridge. “Given the design philosophy change, not just with the city, but with the county and with the state as well, I don’t think that a pedestrian bridge is the right approach,” Councilmember Josh Sprague said. He said the most lavish at-grade crossings, with curb bump-outs, lighted sidewalks and other amenities, are estimated to cost $200,000. That means even if the city loses the federal grant, it could still improve eight crossings for its $1.6 million match. “We could do an entire corridor instead of a crossing with that same amount of funds,” Sprague said, noting there could also be an opportunity to leverage county money and existing tax increment finance revenue for at-grade crossings. Councilmember Mary Brindle said in certain circumstances, pedestrian bridges are necessary, but the city has an opportunity to do something better on France Avenue. “Across Highway 100, it’s a no-brainer. There is no other way for a pedestrian to cross Highway 100,” Brindle said. “Across Crosstown by Rosland Park, that again is a no-brainer. There is no other way for a pedestrian to cross Crosstown. Those two pedestrian bridges, you’re not going to get any argument on. There are lots of ways to cross France Avenue. We just need to make them safer.”

Happy hour FROM PREVIOUS PAGE would push consumption up, putting restaurants at risk of violating the 60 percent rule. She said she also did not buy into the idea that Edina suffers competitively. “If this was a bad community for doing business, I don’t think that would happen,” Swenson said, referencing the opening of a handful of restaurants at the 50th Street and France Avenue intersection in recent years. “I’m going to vote against it and that’s why.” Edina Mayor Jim Hovland said he believes the 60 percent rule can be maintained, calling Edina a restaurant town, “not a bar town.” “I think we ought to at least look at the issue and see whether we’re putting our restaurants on that vital corner at 50th and France and down France Avenue adjacent to Bloomington at a competitive disadvantage,” he said.

In the Community, With the Community, For the Community

David Burley, CEO of Blue Plate Restaurant Company, which operates Edina Grill and six other metro area restaurants, said the request is important. “Uniformly, every restaurant with a liquor license or beer and wine license in Edina has signed on to this. It’s a big thing for us,” said Burley, who sits on the Minnesota Restaurant Association Board, when reached after the meeting. Burley said it goes beyond being able to discount drinks for the typical late afternoon, weekday happy hour. “We can’t have happy hour but we also can’t do half-price bottles of wine for a Sunday night date night,” said Burley. He said it’s no secret that in the last couple of years, it’s become harder to make a dollar in the industry. Restaurants have turned to promotions and discounts to bring customers in and stay afloat. Several in Edina have tried to work around the sale price rule by serving special drinks made smaller or with lowerpriced alcohol to legitimately cut costs.

City code does allow that practice as long as the item is a part of the regular menu. Sale prices on food are also permitted. Burley, however, said Edina Grill stopped serving its petite cocktails after some pressure from the Edina Police this spring. Edina-based Parasole Restaurant Holdings, which operates four restaurants in Edina, offers 10 bottles of wine at $10 a piece Monday nights at Salut Bar Americain. A representative from the company, which also sits on the Minnesota Restaurant Association Board, declined an opportunity to comment on the council action. “As I’ve talked to members, their goal is not to sell more to each guest but to have more guests come and try the great restaurants in your community, so we would look forward to having that discussion,” McElroy said. The matter will return to the city council at a future meeting. If the council adopts a change to the liquor law, it would be the third in just over a year. In October 2010, the council approved

making temporary on-sale intoxicating liquor licenses available to clubs, charitable, religious or other nonprofit organizations in existence for at least three years, registered political committees and state universities, bringing city code in line with Minnesota state statute. Previously, only the Edina Chamber of Commerce, the 50th & France Business and Professional Association, the Edina Community Foundation and the city were eligible to serve wine and hard alcohol at events. Other organizations were limited to 3.2 percent malt liquor. In June 2010, the Edina City Council also amended the code to allow intoxicating liquor sales at certain gaming facilities. Previously, city code prohibited the issuance of an intoxicating liquor license to any amusement or recreation establishment, including bowling alleys, arcades and pool halls. Under the amendment, sought for Pinstripes, a bowling and bocce center can receive an intoxicating liquor license subject to several conditions.

nation’s armed forces (past, present and future) but especially Edina residents who died while in service of their country. Edina residents who were killed in action (KIA) will each be recognized by permanent inscription as part of the memorial. To accomplish this purpose in a respectful and dignified manner, the volunteer members of the Veterans Memorial Committee have proposed a V-shaped granite plaza within Utley Park with three illuminated flag poles, a gathering space for approximately 150 people, area for contemplation with benches, wall displaying the five military service emblems and the names of those residents killed in action and seasonal plantings. The focal point will be a figurative bronze sculpture of an eagle (national symbol of strength) with a wreath (national symbol of peace). The V-shaped plaza is meant to symbolize “victory.” The total cost to build the Edina Veterans Memorial is estimated to be approximately $400,000.00. The Edina City Council previously approved $30,000.00 of tax dollars to be spent on funding the memorial; however, the remaining $370,000.00 is intended to be funded entirely through donations and grants. More detailed information is available on the City’s website. LAKE DOMINANCE Three Lake Conference teams already have a state championship this year with Edina winning girls tennis, Eden Prairie winning boys soccer and Wayzata winning girls soccer.

The Edina High senior led the Hornet girls cross country team to an eighth-place finish at the state Class AA meet Nov. 5. Bain finished 31st individually with a 4K time of 15 minutes, 5 seconds.

Will Burke Burke, an Edina High junior, placed 12th overall at the state Class AA boys cross country meet Nov. 5 at St. Olaf College in Northfield. He had a 5K time of 16 minutes, 1 second to win All-State honors. Edina finished third in the team standings behind Stillwater and Burnsville.

Edina’s Kevin Carroll is ‘a bull on the loose’ BY JOHN SHERMAN – SUN NEWSPAPERS When it comes to contact on the football field, Edina High senior Kevin Carroll can’t get enough. Carroll, a 6-foot-3, 275-pound senior offensive right tackle, described himself recently as “a bull on the loose.” And sometimes that arouses the ire of opponents. “All the years I’ve played football, I never wanted to be a quarterback or a running back,” said Carroll. “I feel right at home in the line, banging heads and getting into the trench warfare.” Carroll is a player who is driven to excel on and off the field. “Kevin’s work ethic is a great example to our younger players when it comes to the weight room,” Hornet head coach Reed Boltmann said. “He played at about 245 last season, and he came in for fall practice this year at about 285.”

There was just one secret ingredient in Carroll’s new body – a sandwich. In addition to weight lifting, he devoured four peanut butter and jelly sandwiches every afternoon. He also downed a few protein shakes. “I had a religious diet plan,” he said. “At one point, my dad said, ‘Kevin, you’re eating us out of house and home.’ I am a big fan of marmalade jelly, so I put it on most of the sandwiches. And the peanut butter? It had to be chunky style.” Powered by peanut butter and jelly, Carroll saw dramatic results in the weight room. He raised the bar for future Hornets with a bench press of 300 pounds, a squat lift of 500 and a dead lift of 600. “Coach Boltmann is the reason I’m where I am today,” said Carroll. “He checked with me daily in the summer to see how I was doing.” CARROLL: TO NEXT PAGE

The Blake girls soccer goalie shut out Benilde-St. Margaret’s 1-0 in the state Class A championship game Nov. 3 at the Metrodome.

Nolan LeVoir The youth football game-breaker scored on runs of 59, 56, 32 and 5 yards as his Edina Red team beat Edina Green 40-34 in the eighth-grade city football championship game at Kuhlman Field. Edina Red, coached by former Edina High players Todd Fronek, Pat Fronek, Jay Higgins, Brent Robertson and Kevin Simons, finished 9-1 this fall.

Matt Lumbar The Edina High sophomore runner played a key role in the Hornets’ drive to third place in the state Class AA boys cross country meet. He was Edina’s second finisher at state, covering the 5K course at St. Olaf College in 16 minutes, 18 seconds.

John Mulvahill The Benilde-St. Margaret’s High senior was recently named Mr. Soccer in Class A by the state coaches association. He scored a goal Nov. 3 to help BSM beat Prairie Seeds Academy 3-1 in the state title game.

Hornet boys finish third at state CC meet

Carroll Senior Paul Nordquist (357) of the Edina High boys cross country team leads a pack of runners to the finish line during the state Class AA meet Nov. 5 at St. Olaf College in Northfield.

Will Burke earns place on All-State squad BY JOHN SHERMAN – SUN NEWSPAPERS Graduation took a heavy toll on the Edina High boys cross country team in 2011, but that didn’t stop the Hornets from placing third in the state Class AA meet Nov. 5 at St. Olaf College. “We ran a solid race today, a very solid race,” said Edina head coach Jamie Kirkpatrick. “No individual performance could have lifted us to one of the top two places. Third place is a good showing.” Stillwater cruised to the state Class AA title as expected with 92 points. The Ponies had been ranked No. 1 in the state poll all season, and there was no reason to believe they would falter at state. Burnsville finished second with 115 points. Rounding out the top five were Edina 129, Rosemount 132 and Eden Prairie 137. Junior Will Burke paced Edina with a 12th-place individual performance. His 5K time was 16 minutes, 1 second, and he finished only one second behind ninth-place John Klecker of Hopkins as a logjam occurred at the finish line. “This is a good jumping off point for Will,” said Kirkpatrick. “He has a shot at the top five next year and he may be contending for the title. We had three seniors on our state team this year, so we will have four coming back. This year, Will was the only one with state-

meet experience.” Edina had finished fifth in the team standings at the 2010 state meet. Burke said he was pleased with his race, although he was shooting for top 10, not top 12. “I definitely improved over last year when I finished 29th,” he said. “It’s tough to be disappointed with a 12thplace finish at state. “The first half of the race, I just wanted to avoid getting boxed in. I was able to stick with the leaders for most of the race.” One of Burke’s Lake Conference rivals, Josh Thorson of Wayzata, won the state Class AA individual title. Connor Olson, Thorson’s teammate, finished 11th after an all-out race to the

wire with Burke. Kirkpatrick emphasized that Edina’s success was a team effort. The Hornets were slightly more balanced and perhaps a little deeper than Rosemount and Eden Prairie, the two teams the Hornets edged for third place. Sophomore Matt Lumbar was Edina’s second finisher in 16:18. Senior Jake Campbell placed third for Edina in 16:30. Senior Matt Berntson closed out his high school career in 16:46 and Luke Lumbar, Matt’s twin brother, was timed in 16:50. Rounding out the Hornets’ lineup were junior Peter Knoll (17:12) and senior Paul Nordquist (17:21).

Bain leaves her mark in Edina girls CC program BY JOHN SHERMAN – SUN NEWSPAPERS It is easy to peg Piper Bain’s place in Edina High girls cross country history. Bain, who wears her sandy hair in pigtails, is the one that led the Hornets back to the state Class AA meet after an 11-year absence. In an interview following the state meet at St. Olaf College, Bain minimized her role in the turnaround. “It’s the whole team really – the seniors, the younger girls and our coach, Matt Gabrielson,” she said. “I really enjoyed being captain this year. It is hard to see the season end because we had

such a good year.” Bain ran a good race at state, but not her best race. She finished 31st overall with a 4K time of 15 minutes, 5 seconds. “I was a little bit disappointed, but it was fun,” said Bain. “My best time of the season was 14:58 at the Lakeville North meet,” she added. On her way to the state meet, Bain earned All-Lake Conference and AllSection 6AA awards. This year’s state race was her third time at St. Olaf, but the first with teammates. “It is much more fun to go with the team,” she said. “We came down here yes-

terday and ran the course. I’m not sure if anyone on the team had a PR [personal record] today, but we did pretty well.” The Hornets finished eighth in the team standings. Monticello was the champion with 93 points and Lakeville South was second with 118. Wayzata (140), Shakopee (168) and Roseville (184) completed the top five. Six other Edina runners competed at state with the following times: senior Stephanie Kohn 15:27, junior Molly Kuhs 15:37, sophomore Bridgit Loeffelholz 15:44, senior Laura Schmiel 15:49, seventh-grader Tate Sweeney 16:01 and senior McKenzie Lee 16:05.

FROM PREVIOUS PAGE Edina has a 1,000-pound club for people that can hit that total with three different lifts. Could the 1,500 Club be next? Carroll was known as a player who could finish his blocks. Point totals for the Hornets soared late in the season when they beat North St. Paul 46-14 and Hopkins 38-35. The season ended with a 48-19 section playoff loss Oct. 29 at Eden Prairie. “We improved greatly as an offensive line and our offense improved in general,” said Carroll. The line included Carroll at right tackle, Adam Farhat and Jim Jensen at right guard, Brian Franz at center, Ian Collins at left guard and Conor Cavanor at left tackle. “Franz, Collins and I all had varsity experience, and the new guys fit in,” said Carroll. “Our rookie quarterback, Mark Handberg, did a good job. Our backs, John Bryan and Francisco Hardacker, hit the holes.” Carroll’s father Jay, a Winona native, played football at the University of Minnesota and once caught three touchdown passes in a victory over Ohio State. Jay introduced Kevin to football at an early age and Kevin took to it right away. “I was in a three-point stance by the time I was 2 years old,” said Carroll. “And I had great role models in my dad and my brother Colin, who is playing his fourth season of Division I football at Virginia Tech. They paved the road for me.” There will undoubtedly be a Division I future for Kevin as well. He has scholarship offers from South Dakota and Northern Iowa. “Hopefully, I will continue my career at a DI school that’s close to home,” he said. As he looks to the next level, Carroll envisions continued success. “I am not as tall as some of the college scouts would like, but I’ll play with what God gave me,” he said. “Six-three is tall enough.” While he is a terror on the field, Carroll is no slouch in the classroom, either. “I’m a B student with A’s in lunch and gym,” he said with a wry smile. Carroll had one last memory of the high school season that he wanted to share. The Hornets, who finished 5-5, were hit hard by injuries and lost four key starters for the season, including All-State linebacker Nick Rallis. “Thank God some of our better players stayed healthy,” said Carroll. “At the end of the season, we were calling ourselves the junkyard dogs because we had so many second- and third-teamers out there. Anyway, I was really impressed by how the injured players stuck with us. They were out there at practice every day, helping the team any way they could.”

Edina eighth-graders work overtime in FB title game Nolan LeVoir finds big stage at Kuhlman Field BY JOHN SHERMAN – SUN NEWSPAPERS The first two times Nolan LeVoir touched the football in Edina’s eighthgrade city championship game, he rushed for 59- and 56-yard touchdowns. Edina High School varsity football coach Reed Boltmann, one of more than 200 spectators at the Oct. 28 game, took mental notes and perhaps wished he could turn the clock a couple of years ahead. LeVoir’s Edina Red team rolled up big offensive numbers, but needed overtime to defeat a rugged Edina Green squad 40-34. “LeVoir makes a coach’s job a lot easier,â€? said Red head coach Todd Fronek. “At this level, he’s a lot like Adrian Peterson of the Vikings. Give him the ball and he does the rest.â€? LeVoir said the championship game was hard-fought from start to finish. “We were confident we would win, but it was scary,â€? he said. “And it was tiring ‌ overall it was worth it. Our offensive line did an amazing job. They opened some really big holes.â€? For a while, it looked like Red’s ground attack might overwhelm the Green team. LeVoir’s 32-yard touchdown run in the second quarter put

Red ahead 27-14. Then Green came storming back. Micah Horns scored a touchdown with two minutes to go in the half to cut Red’s lead to 27-26. In the second half, it was much more of a defensive struggle. Green figured out how to contain LeVoir, mainly by assigning all 11 players to tackle him. After Horns recovered a Red fumble in the end zone for his second touchdown of the game, Green went for a 2point conversion and made it to assume the lead, 34-27. Not to be outdone, LeVoir scored his fourth touchdown of the game on a 5yard run midway through the fourth quarter. Then Red quarterback Brady Bass ran for a conversion to tie the score, 34-34. Regulation ended that way, and a traditional high school overtime was the result. Each team had four downs from the 10 yard line to determine the outcome. After Red stopped Green on a big tackle by Joey Sorensen, LeVoir did his thing. He ran 8 yards to the 2-yard line and a personal foul at the end of the play put the ball on the 1. Bass took it in from there on a quarterback sneak, scoring the winning touchdown under a pile of bodies. FOOTBALL: TO PAGE 39

Football

d n u o Ar the Town

FROM PAGE 31 “I will never forget this game,” said Bass. “We know we can always rely on Nolan. He did it again tonight.” Horns said that he couldn’t wait for high school football when he and LeVoir will be on the same side, wearing Hornet green. “When Nolan gets the ball, he can really truck,” said Horns. “We are friends off the field, but when we play against each other, it’s all about winning.” Horns limped off the field a few times, but always came back for more. Boltmann noticed that, too. Overall, Edina’s head coach loved what he saw.
