It is no Taco Bell, but that hasn’t stopped confused customers from walking through the doors of the new Richfield restaurant and asking for some Tex-Mex. “We’ve had a couple people come in here and they wanted to order tacos,” said Amy Mohamed, proprietor of Aida, the Mediterranean and Middle Eastern restaurant that opened two weeks ago near 66th Street and Penn Avenue, taking over the space that used to be a Taco Bell. The arched windows that have defined so many of the chain’s restaurants are still there, but gyros and baklava have replaced Chalupas and churros. Mohamed, a Bloomington resident, quit her job in the field of

Group of Twin Cities mothers leading charge against Down syndrome BY MICHAEL RICCI – SUN NEWSPAPERS A Lakeville woman has realized a mission through her 13-year-old son’s joy. The mother of a 13-year-old son with Down syndrome, Danyel Hinson is on a mission – to provide a better life for her son and all families with children dealing with Down syndrome. The mother of three children is part of a group of volunteers that is working to bring the first GiGi’s Playhouse to the Twin Cities metro. GiGi’s Playhouses are Down syndrome awareness and educational centers that provide resources, specialized teaching, and support to individuals with Down syndrome, their families and the community. Each is a nonprofit center run by volunteers. There are currently seven playhouses in the U.S. with more planned. Dan Carpenter, executive director of GiGi’s Playhouse, which is headquartered in Chicago, Ill., said the group of more than a dozen Twin Cities women are volunteers in the sense that they are not getting paid, but he indicated that the national office does offer direction as well as support to those in this situation. “Playhouses usually start when community groups reach out to us,”
Carpenter said. “This was them deciding that they wanted to start a playhouse. I talk with them on a regular basis so they are using the procedures and systems we have set up.” Reaching out to GiGi’s was precisely what Hinson did in an effort to find help for her son, an effort that began almost as early as when she and her husband, Shaun, gave birth to Anthony, who just started attending Century Middle School in Lakeville. It was at this time that Danyel said that she and Shaun were not exactly prepared for the news. “We found out when he was born,” Danyel said. “I was a wreck. I cried for two days.” Danyel added that Anthony was born four months premature and spent a fair amount of time in the neo-natal intensive care unit. “When Shaun was in there, Anthony started to cry,” Danyel recalled. “My husband touched his arm and said, ‘It’s okay.’” According to Danyel, Shaun fell head over heels in love with his son at that moment – and that she knew the fatherand-son bond was not broken. In a very short period of time, Danyel came to realize something very special

about her son, “He was the one thing I never knew I needed,” Danyel said. Danyel first learned of GiGi’s through an online search for a form of help – as well as hope – for her son to reach his full potential. She came across GiGi’s and soon after the family drove four hours from Iowa, where they were living around 2004, to Chicago for the sole purpose of visiting the playhouse. During their visit, Anthony began to exhibit some behaviors uncommon to his parents. “Anthony had been afraid of animals,” she said, but that day, he wanted to ride one of the ponies that were at GiGi’s in Chicago during a celebration at the Windy City site. “There was just such an aura of excitement and joy,” she said, adding that Anthony’s loss of his fear of animals was quite surprising. Time passed, but as of a few months ago, Danyel’s wish to find a place where her son can feel comfortable, have friends, and receive the encouragement with regard to developing his social skills, began to materialize. A GiGi’s Playhouse representative called CMS school to inquire about incorporating activity ideas at the school. A quick response by Danyel put her in

near immediate contact with a few other mothers in the Twin Cities. One of those women included Minneapolis resident Chris Ackerman. The two first connected a week after Christmas 2011. Ackerman commented on the progress that they have made so far with regard to their effort to bring hope to many families in metropolitan area. “Amy and I were connected through a mutual friend in June and met in September,” she said, adding that about a month later the two were able to get a group of women together to get a GiGi’s and then eventually determined who would be the people serving on the initial board. “From there, it has been crazy.” Ackerman referred to Amy Jackson, who is a resident of Edina and another person involved in their collective effort to bring a GiGi’s to the Twin Cities. “We have a board of eight members,” Chris said. She added that they have an executive committee that consists of board members and five other moms in the Twin Cities. Their goal is to raise $60,000 to $100,000 to get a GiGi’s in the metro by January 2013. She has been to GiGi’s in Des Moines, Iowa, and Harlem, N.Y., and remains surprised that there is not yet one in the Twin Cities. But these two experiences solidified her convictions to help get one for Twin Cities families. “When we were in Des Moines, it was open,” Ackerman said, adding that they were able to see the playhouse and other children with Down syndrome. “It was an emotional experience.” After seeing GiGi’s in Des Moines, Iowa, Ackerman knew it could be done in Minnesota. “We can do this,” she said. “Des Moines, Iowa, has three. We have more people here. It’s really amazing we don’t have one yet.” According to Danyel, should the group be able to raise the needed funds to open a GiGi’s in the Twin Cities, she would be the volunteer coordinator, and will be helping to staff it. She said they will be looking at sites this month, one in St. Louis Park in particular, and plan to have all completed by January 2013. The committed families dedicated to brining a GiGi’s Playhouse to the land of 10,000 lakes began fundraising Feb. 25 at Pinstripes, a restaurant in Edina. The next event, according to Danyel, is a scheduled 5K run to take place in May this year. But in order to do this, the group still needs much more help. “We need volunteers and donations,” she said. “I want this for my son and every other new mother and family that comes after us.” Info: twincities@gigisplayhouse.org. The city of Edina’s new Arts and Culture Working Group will have its inaugural meeting Thursday March 8, from 7-9 p.m. in the Fireside Room at the Edina Senior Center, 5280 Grandview Square. Anyone interested participating in the new group is invited to attend the meet-
ing, during which work will begin on a project that will inventory organizations, venues and activities in Edina featuring art and culture. “We want to bring together the many Edina residents who are involved in or have an interest in cultural activities. These may include performing arts, literature, crafts, painting, media arts, sculpture or any of the many other possible interests,” Art Center Board Chair Bill McCabe said.
“The group will identify opportunities for augmenting the Edina art scene and establish a vision for future development.” March 8 marks the first in a series of meetings and community conversations as the working group forms several subgroups based on specific interests. McCabe and Art Center Board members hope to complete the inventory work and make recommendations to the board and City Council before the end of the year.

The distinct creation, and several other chocolate delicacies, will be the centerpiece of the 17th annual Taste of Chocolate in Bloomington. The annual chocolate showcase is a chocolate feast providing a variety of entertainment while raising money for the Bloomington Fine Arts Council. Of the 11 chocolatiers participating this year, five are new to the annual Bloomington competition, according to Susan Anderson, comanager of the event. One of the five is Cakedy, a com-

Young artists may enter duck stamp contest The U.S. Fish and Wildlife Service is accepting entries for the 2012 Minnesota Junior Duck Stamp Contest, administered by the Minnesota Valley National Wildlife Refuge in Bloomington. The Federal Junior Duck Stamp Program, celebrating its 20-year anniversary, engages children in environmental education through art. The program is open to any child in kindergarten through high school. Entries must be postmarked by March 15. Students may submit artwork featuring whistling ducks, swans, geese, brant, dabbling ducks, diving ducks, sea ducks, mergansers, stiff tails or Hawaiian ducks. Teacher effectiveness must be part of lay-off process How teachers with tenure should be evaluated and laid off in a school system are hot topics at the Minnesota Legislature. Republicans, who are in the majority in both houses, seem to favor a measure that would use test scores and teacher effectiveness along with seniority in terminating teachers. Now, seniority (years of experience) is used as a major consideration in laying off teachers, or as is commonly known: last hired, first fired. Education Minnesota, a union of 70,000 teachers, responds that 40 percent of the school district contracts now enable administrators to use criteria along with seniority to terminate teachers. While teachers about to be dismissed are entitled to due process, it is false to say that principals do not have the power to get rid of bad teachers; they are reluctant to use it. We have favored making it harder for teachers to get a license, which they must renew

every five years. This idea, suggested by Minnesota Education Commissioner Dr. Brenda Cassellius apparently isn’t on the Republican legislators’ law-making agenda. By toughening licensure requirements, teachers would be more qualified to teach for another five years. Those who favor watering down the seniority process claim it will get rid of the “bad” teachers, which they say seniority protects. Once again there is no data that tells how many teachers are ineffective, only that there must be bad ones, because they can’t all be good. The law now requires the definition of an effective teacher by
which teachers must be measured. This is in addition to the demand that teachers must have a college degree, they have to survive three years of probation and be licensed regularly. All this emphasis on ineffective teachers overlooks the good record Minnesota education has compared to other states, with its higher college entrance exams and high graduation rates. Proponents of changing the seniority system claim that culling the bad teachers would narrow the educational achievement gap between minority and white students. It’s important to determine what the gap is and where it is. The achievement gap compares minority students to white students in urban poverty areas of Minneapolis, St. Paul and Duluth. Those who have studied the data say students who live in poverty do not do as well in school as kids living with families above the poverty line. The gap will only be signifi-
cantly narrowed when policies at the local, state and federal levels are able to lift urban families out of poverty enabling their kids to do better in schools. All that said, the public along with leading educators believe the time has come to change the law so that teacher effectiveness as well as seniority are considered when laying off teachers. The tenure law has served teachers and students well by recognizing that experienced teachers generally become better instructors and should be protected from arbitrarily being laid off. The time has come, however, when as in any profession, a teacher’s effectiveness along with the seniority should be considered in any lay-off decision.
transportation planning. As a physician, I support this policy because it offers our community one way of enabling more active, healthier lifestyles. Currently, over 60 percent of adults are overweight or obese, and childhood obesity rates have tripled in the past three decades. By ensuring our roads are safer for pedestrians and other nonmotorized users, Living Streets can encourage increased physical activity by people of all ages, and help prevent many diseases and conditions. Public safety can also be enhanced by Living Streets. Many of us don’t feel safe walking or biking in our neighborhoods or letting kids walk or bike to school. From 2000 to 2010, more than 500 pedestrians and bicyclists were killed and 20,000
were injured on Minnesota roads. Living Streets can make our streets safer for all by lowering vehicle speeds and providing separation between motorized and non-motorized traffic. When streets are safer, people can walk and bike to amenities, which helps improve our air quality. Water quality in lakes and streams also improves because Living Streets uses trees and rain gardens in street design. I encourage residents to learn about Living Streets’ benefits and to embrace moving forward with this policy. The Living Streets plan is a great example of how we can change policy to make healthy living easier.

Do you really think that God is pleased with our country? We keep on legalizing sin. I, for one, do not want to face God on Judgement Day and say that I supported this after He says it is wrong and that it is a sin. And neither should you, unless of course you do not believe in God. Remember: you cannot be forgiven for a sin if you do not acknowledge that it is

Courts release new political boundaries Legislators dispute timing and system but many find results fair BY SETH ROWE – SUN NEWSPAPERS The timing of the Feb. 21 release of new court-ordered Congressional and legislative districts irked some politicians more than the actual contents. Many legislators, both Republican and Democratic, generally found the court’s districts to be fair, but most lamented the late date of the release. Legislators who found themselves outside the areas they have represented or who face challenges with other incumbent legislators will have until May 6 to change residences to meet a requirement that they reside in a district six months before an election. Congressional candidates, meanwhile, do not have to live in the districts they represent. The U.S. Constitution requires that Congressional representatives reside in the state they represent but does not dictate that they live in their district. The U.S. Supreme Court has ruled that states cannot impose any additional qualification requirements other than those expressly stated in the Constitution. Area DFL legislators said they prefer an independent commission to set district boundaries. GOP legislators in 2011 passed a map with district boundaries that Gov. Mark Dayton vetoed. That set in motion an extended court process. Republican legislators contacted were generally non-committal or opposed to an independent com-

mission. However, most agreed they wished the district boundaries had been known earlier. Sen. Geoff Michel (R-Edina) pointed out that the court’s release of the boundaries follows precinct caucuses. Many potential candidates for office have waited to declare whether they will run for office until they know which area they would represent. Michel said he is giving thought to introducing a bill that would require decisions to be made several months earlier. “I think there are ways to force the issue earlier. Push back the deadlines,” Michel said. “It would light a fire under legislators and light a fire under the governor. Late February is too late.” Michel chaired the senate’s redistricting committee. Sen. Terri Bonoff (DFL-Minnetonka) argued that an independent commission made up of retired judges could have settled the issue a year earlier. She noted that former Republican governors Al Quie and Arne Carlson along with former Vice President and U.S. Senator Walter Mondale and other prominent former officeholders have supported such a plan. In 2009, the former politicians wrote, “It is unfortunate, but undeniable that our existing redistricting process fosters an environment of mistrust, jealousy, and hunger for power, thus, distracting elected officials from the issues that their constituents truly care about.” Rep. Ryan Winkler (DFL-Golden Valley) introduced legislation this year to create such a commission but the bill has yet to receive a hearing. His bill calls for a

commission of five retired judges who have not served in a party-designated or party-endorsed position to provide three proposed redistricting plans to the Legislature by the end of April in the year following a census year. For example, in the 2010 census the commission would have acted by April 30, 2011. The Legislature could pass any of the plans but could not modify them. The bill would also set a deadline for the completion of new districts by Nov. 30 of the year the commission would issue its proposals. The state’s present deadline is 25 weeks before primaries the second year after a census, a cut-off date that coincided exactly this year with the court panel’s map release. “Particularly when running for Congress and the level of funds you have to raise, for candidates to not even know their district until now, that’s pretty challenging,” Bonoff said. “I do think it matters.” Like Bonoff, Rep. John Benson (DFLMinnetonka) argued that members of an independent commission would have less bias than legislators. “I don’t think politicians should be able to pick their own districts,” Benson said. States like Iowa and California have adopted a commission system, he noted. He said both parties in Minnesota have been guilty of trying to seek partisan advantage through the boundary lines. “It’s a bipartisan problem,” Benson said. “It’s not that the Democrats were angels.” However, David Hann (R-Eden Prairie) disputed the wisdom of an independent commission.
“Everybody should acknowledge the drawing of district lines is very political,” Hann said. “It’s just a question of what sort of political influence are you going to have?” He suggested that if the public wants Republicans to draw maps they can vote for Republicans and if they want Democrats to draw maps they can vote Democratic. “I’m a little suspicious of creating a group with no accountability to anyone and they’ll go off into a room and do this,” Hann said. Regarding timing, Hann said that the release in the middle of a session created a distraction for legislators. He wondered why the court panel could not have released a decision by the end of 2011. He also suggested that in the future the Legislature should take up the redistricting issue prior to a regular session. Hann was the only legislator contacted to express a pointed criticism of the court’s map, although overall he said he found the plan to be neutral. His criticism related to the district boundaries for the Minnesota Senate. Eight Republicans in four districts would have to run against each other if they remain in their current residences and each runs for reelection. Four Democrats in two districts would face the same situation. “I almost think you have to create those pairings to make those districts they did,” Hann said. “I’m not trying to suggest the court didn’t do its job. ated the districts they did.� In the Minnesota House, the number of pairings of incumbents by party is equal. Other Republicans contacted also noted the disparity in pairings in the Minnesota Senate but pointed to other changes that may favor the GOP. Several Republicans, including Hann, noted the location of new districts that do not contain the residences of any sitting legislators. Those districts largely fall in outer suburban areas that have seen population growth, areas that some observers see as favorable to Republicans. Additionally, DFL strongholds in the urban core lost representation due to population shifts. “I almost wonder if the governor, after seeing (the court-drawn map), almost wishes he’d signed our map,� remarked Sen. Benjamin Kruse (R-Brooklyn Park). Overall, Kruse said he found the boundaries to be “very fair.� He said some Republicans have suggested the judges intentionally created boundaries for the Sixth Congressional District that excluded Michele Bachmann’s residence. However, Kruse said politicians and other interested citizens should step back from personal, emotional reactions and consider the full picture. “It’s not perfect, but they did an all right job,� Kruse said. The panel explained decisions in detail in an order. Among other reasons, the judges noted that residents of the Sixth Congressional District who provided input stated that St. Cloud and Stillwater were too far apart and had different interests while no one requested the two cities stay in the same district. Meanwhile residents in the eastern part of the old district described their community of interest as St. Paul and its eastern suburbs. Similar to overall sentiments Kruse expressed, Benson said he would have taken the district map in a “little different direction.� However, Benson concluded, “I think the court did as good a job as could be done.� Steve Sviggum, a former Speaker of the House and no communications director for the Minnesota Senate Republican caucus, also found the map to be fair. “I figure if everybody’s a little bit happy and everybody’s a little bit upset, it’s probably fair,� Sviggum said. Michel downplayed the impact of the actual boundaries. “I think we overreact to the politics and drama for redistricting,� Michel said. “No matter where the boundaries are divided, your vote, your beliefs are unchanged from yesterday to today. Strong candidates are strong candidates almost no matter where you put them.�

Nominate fifth annual Women in Leadership The Edina Rotary Club is taking nominations for women who are leaders in the community. Amy Mohamed said she would have been more hesitant had the project developed slower. “I haven’t had time to think about it,” she said And she would rather ignore one commonly cited statistic, that 40 percent of new restaurants fail in their first year. One of her suppliers mentioned the number, and “I didn’t even want to think about it,” Amy Mohamed said. “I just said, ‘Don’t even say it.’” But at least so far, “people have been great,” she reported. “They’ve stopped in and said, ‘We’re so glad to have another food choice in the area.’” One of them was Barb Ragan, who lives four blocks away and visited Aida for the first time earlier this week. “I noticed right away that it is Mediterranean. I like that kind of food,” she said. Plus, she opined, “it sure is better than Taco Bell.”

Dr. James Milton Mueller Dr. James Milton Mueller, December 4, 1933 – February 18, 2012, passed away in his home in Flagstaff, Arizona in the loving company of his family. Jim, born and raised in Wausau, Wisconsin, graduated from Wausau High School before attending college at Ohio Wesleyan University in Delaware, Ohio and medical school at Northwestern University in Chicago, Illinois. His parents, Milt and Ella Mueller, were one-time owners of The Mint in Wausau. A beloved ob-gyn, Jim practiced medicine in Greeley, Colorado, Fort Hood, Texas, and Minneapolis, Minnesota in a career that spanned more than thirty years. In high school he quarterbacked the varsity football team, played center for the varsity basketball team, and ran hurtles for the varsity track team. Between 1968 and 1970, he served in the U.S. army’s medical corp as a captain and major. For most of his career he practiced medicine as a partner in the Paul Larson Clinic in Edina, Minnesota, where he also resided for 26 years. He was an avid sportsman, scholar, and cook whose pastimes included reading widely in politics, history, economics, and philosophy, fishing trout and walleyes, playing golf, tennis, and bridge, swimming, cheering on the Green Bay Packers, and spending time with his family and legions of devoted friends. He is survived by his loving wife of 52 years, Linda Mueller; his children Daniel Mueller, Karen Mueller-Sparacino, and Kurt Mueller and their respective spouses Michelle Brooks, Mark Sparacino, and Shalini Shankar-Mueller; his grandchildren Liliana Rosano-Mueller, Roshan Mueller, and Anisha Mueller; and his trusted bichon frise Dolly. ASME/ANSI Standards. A safety standard accredited by the American National Standards Institute and published by the American Society of Mechanical Engineers. Section 2. Chapter 4 of the Edina City Code is amended by amending subsection 450.13, Subd. 1 to provide as follows: Subd. 1. Main Outlets. Main outlets, for purposes of recirculation and emptying the pool, shall be so located as to provide at least two suction outlets connected in parallel with suction outlet covers at the deepest point in the pool if the pool width does not exceed 20 feet. Outlet covers must meet ASME/ANSI standards. If the pool width is more than 20 feet, multiple outlets shall be provided and spaced not more than 20 feet apart, nor more than 10 feet from walls. All main outlets shall be equipped with gratings having an area of openings not less than four times the cross-sectional area of the outlet pipe. The gratings shall be designed so that they cannot be readily removed by bathers and will not injure fingers of bathers. Section 3. In addition to the requirements of Subsections 1230.02 and 1230.03, the use of tobacco in any form is prohibited in public parks, indoor or outdoor.
A. Regular Meetings. All board and commission meetings are open meetings subject to the Minnesota Open Meeting Law (Minnesota Statutes 13D) and shall be held at a fixed time, on a fixed date and in a fixed place as shall be determined by the board or commission. Subsection 900.15 of the Edina City Code is amended to provide as follows:
900.15 Sanctions for License Violations. Subd. 1 Purpose. The purpose of this Subsection is to establish a standard by which the Council shall determine the length of license suspensions and the propriety of revocations. This section shall apply to all premises licensed under this Section and the penalties herein shall be presumed to be appropriate. The Council may deviate from the presumptive penalty when it finds that there exists extenuating or aggravating reasons to deviate, including, but not limited to a licensee’s efforts, in combination with the state or the city, to prevent the sale of alcohol of minors. When deviating from these standards, the Council shall provide written findings supporting the penalty selected. Subd. 2 Hearing Notice. No sanction under this Subsection shall take effect until the licensee has been given the opportunity for a hearing has been held in accordance with M.S. 340A.415 and M.S. 14.57 to 14.69 of the Administrative Procedures Act. The Council may appoint a hearing examiner or may conduct a hearing itself. The hearing notice shall be given at least ten (10) days prior to the hearing, include notice of the time and place of the hearing, and state the nature of the charges against the licensee. For first violations, for which the presumptive penalty is a fine, the license holder may, at any time prior to the hearing, pay the fine and waive the right to a hearing. Subd. 3

B. Chapter 1335, parts 1335.0600 to 1335.1200 of the MSBC relating to Floodproofing. 410.02, Subd.1 Fees. Permit fees required or authorized by the MSBC shall be in the amounts set forth in Section 185 of this Code. Section 2. THE CITY OF EDINA ORDAINS: Section 1.

Subd. 4 Other Penalties. When the penalty for violations of this Section or an applicable statute, ordinance, or rule regarding alcoholic beverages is without a presumptive penalty, the penalty shall be determined by the Council. Subd. 5 Multiple Violations. At a licensee’s first appearance before the Council, the Council must act upon all of the violations that have been alleged in the notice sent to the licensee. The Council shall consider the presumptive penalty for each violation under the first appearance column in this Subsection. The occurrence of multiple violations is grounds for deviation from the presumed penalties in the Council’s discretion. Subd. 6 Subsequent Violations. A violation occurring after the notice of hearing has been mailed, but prior to the hearing, must be treated as a separate violation and dealt with as a second appearance before the Council, unless the Manager and licensee agree in writing to add the violation to the first appearance. The same procedure applies to the second, third, or fourth appearance.

In some state legislative districts, the changes will force incumbents to run against each other in the 2012 election. That is not the case in any of Eden Prairie or Edina’s districts. But, portions of Edina’s state legislative districts will include Eden Prairie. House District 41B, currently held by Republican Rep. Pat Mazorol, will become District 49B and include the Bryant Lake portion of Eden Prairie, bordered by Interstate 494 to the west and the Interstate 494 and Highway 212 interchange to the south. It will also include a portion of Minnetonka. (See graphic.) Senate District 41, held by Republican Sen. Geoff Michel, will

become District 49 and also include a portion of Eden Prairie and Minnetonka. District 49 also expanded a little further south to the Minnesota River, just south of West 108th Street. “So they added Minnetonka and Eden Prairie. It’s a pretty commercial area. … They’re pretty complementary suburbs. I think it’s a good demographic fit,” Michel said. However, Edina’s representation in Congress will be split next year. The entire city is currently within the 3rd Congressional District, held by Rep. Erik Paulsen of Eden Prairie. That won’t be the case next year. “The Congressional map actually divides Edina,” Michel said, “[between] the 3rd and the 5th [districts]. It puts it in with the [Minneapolis] urban district. I’m disappointed it was carved up like that. Twenty years ago it was like that. It’s been in and out of the 5th. “I’m pleased on the state map that the community is together. That’s good for Edina.” The 3rd District (which covers Eden Prairie) will also expand, to include outlying western suburb cities such as Shakopee, Chaska, Victoria and into
Waconia. As far as the state legislative map, not much has changed for Eden Prairie. Senate District 42, which covers portions of Minnetonka and Eden Prairie, will become Senate District 48. Only a few precincts have been exchanged with neighboring districts. “I think for our district – no real dramatic changes,” Sen. David Hann, R-42, said. There were about 2.5 precincts given up on the east side and the district earned 3.5 on the northwest side of the district, Hann said. “It looks like it’s maybe gotten a little more favorable for Republicans, which I think is good,” he said. Overall, the statewide maps, having eight open districts with no incumbents “is a pretty large number,” he said. That means eight other districts will have incumbents running against each other on Election Day. Two of those districts will be Republican vs. Democrat; two will be Democrat vs. Democrat, and four will be Republican vs. Republican incumbents. “You kind of wonder about that,”

Hann said. He did not think the panel purposefully had more Republicans than Democrats facing each other; he just thought it appeared odd. Rep. Jenifer Loon, R-42A, was glad to see her Eden Prairie district did not change much, and the overall map seemed to favor Republicans. “I think we perhaps have a good chance of being in the majority again,” she said. As for state house districts, which are subsets of the larger senate districts, there are 15 districts with open seats, leaving 15 other districts with incumbents running against each other. Republican incumbents will face each other in six districts, which equals the Democratic match ups. The remaining three districts will have a Democrat incumbent vs. a Republican incumbent. “It looks like the courts tried to keep those incidents fairly even,” Loon said. “They didn’t seem to pick on one side or the other. … Sometimes those are situations you just can’t avoid.” Community editors Mike Hanks and Seth Rowe contributed to this report.
LEGAL NOTICES registration or renewal of a registration for mechanical work required by Subsection 430.02 shall be accompanied by proof that the applicant holds a State Mechanical Bond. Subd. 3 Registration Application for Gas Piping Work. The application for any registration or the renewal of any registration for gas piping work required by Subsection 430.02 shall be accompanied by proof that the applicant holds a State Mechanical Bond. Subd. 4 License Registration for Plumbing Work. The registration of a State issued plumbing license shall be accompanied by proof that the registrant holds a then current Master Plumbing License issued by the Department of Labor and Industry. Section 3. Subsections 435.02, 435.03, 435.04, 435.05, 435.07, Subd. 4 and 435.09 of the Edina City Code are amended to provide as follows: 435.02 International Mechanical/Fuel Gas Code. The International Mechanical/Fuel Gas Code adopted by Section 410 of this Code adopting the Minnesota State Building Code shall be applicable to the pertinent provisions of this Section. 435.03 Permit Required. No person shall perform any mechanical work or gas piping work without first obtaining a permit from the City. The application for a permit shall be made to the Building Official on forms provided by the Building Official. The Building Official may require that the application include full plans and specifications for the work, and may further require that such plans and specifications be certified by a mechanical engineer licensed by the State. Such certification, when required, shall state that the work will not violate any provisions of the International Mechanical/Fuel Gas Code or any other provisions of this
Code. The Building Official shall grant the permit upon finding that the work will comply with the International Mechanical/Fuel Gas Code and this Code. No change in the work for which a permit has been issued may be made without the written consent of the Building Official. 435.04 Permit Holder Must be Registered; Exception. An applicant for a permit required by this Section must be duly registered in accordance with Section 430 of this Code. Where permitted by State Law, permits may be issued to make repairs, additions, replacements and alterations to any mechanical work in any single family dwelling structure used exclusively for living purposes or to any building accessory thereto, provided that all such work in connection with it shall be performed only by the person who is the bona fide owner and occupant of such dwelling as the person's residence or a member of such owner-occupant's immediate family. "Immediate family" includes only a parent, spouse, child by birth or adoption, and such child's spouse. 435.05 Refusal of Permit. The Building Official shall refuse to issue any permit for the installation of any mechanical work or gas piping work in any building in which mechanical equipment or gas piping has, in whole or in part, been installed contrary to Code provisions in effect at the time of such installation until such illegally installed system shall have been removed from it or brought into compliance with this Code and the International Mechanical/Fuel Gas Code. 435.07, Subd. 4 Surcharge. In addition to the fees charged pursuant to Subd. 1 of this Subsection, each applicant for a permit shall pay a surcharge to the City in the amount set forth in M.S. 16B.70 to be remitted to the Department of Labor and Industry pursuant to M.S. 16B.70.
435.09 Certification. Upon completion of any mechanical work for which a permit was required, the Building Official may require a certification by a mechanical engineer then currently licensed by the State, to the effect that all such work was done in full compliance with the International Mechanical/Fuel Gas Code and all other applicable provisions of this Code. Section 4. Subsections 440.03, Subd. 1, 440.04, Subd. 4 and 440.09 of the Edina City Code are amended to provide as follows: 440.03, Subd. 1 Registration Required. An applicant for a permit required by this Section must be duly registered in accordance with Section 430 of this Code. In addition, no individual shall construct, reconstruct, extend, alter or repair any plumbing work or building drainage, or construct cesspools, or construct, reconstruct, or connect any building drainage with cesspools or the City sewage system or the City water system either directly or indirectly unless such individual holds a valid master, journeyman or apprentice plumbing license issued by the Department of Labor and Industry to do such work; provided that a registered apprentice plumber shall be permitted to do plumbing work only under the direct supervision of a journeyman plumber who is present on the work site. No individual shall install water conditioning equipment unless such person holds a valid master or journeyman plumbing license or a water conditioning installer license issued by the Department of Labor and Industry. No individual shall display any sign stating or implying that said person is carrying on the business of plumbing unless said individual holds a valid master plumber's license issued by the State. No owner, lessee or occupant of any premises in the City, nor the representative or agent of any such owner, lessee or
occupant, shall knowingly hire or otherwise engage any person to do plumbing work or water conditioning installation work on such premises who does not hold a valid license issued by the State.

Edina members of the Rampage competed in the Class 3A, Section 2 individual tournament Feb. 24-25 at Shakopee High School. Edina senior James Lettow won the 132-pound title with an 11-5 decision over Collon Pasvogel of Lakeville North. Richfield wrestlers participated in the Class 2A, Section 5 tournament last weekend in Fridley. The Spartans’ Chandler Arredondo won a section title at 195. He earned a 4-2 decision over Gavan Winkles of Orono. Richfield’s Mike Dyer claimed the 285-pound championship by pinning Richie Donovan of Totino-Grace in 26 seconds in the title match. “Dyer pinned his way to first place with four pins,” said Rampage cohead coach Eric Herrmann. “His four matches lasted a total of 58 seconds. “All three of our state qualifiers are focused and determined to finish in the top eight of their weight class and achieve All-State honors.” Lettow, Arredondo and Dyer will compete at state Friday, March 2, and Saturday, March 3. In Class 3A, Section 2 competition, Edina junior Shane Woolfort was fifth at 160.

Hornets earn third at state Edina girls find way to win the season finale BY JOHN SHERMAN – SUN NEWSPAPERS Edina High girls hockey coach Laura Slominski said third-place games are never easy. After a team falls out of the running for the ultimate prize, there is almost surely going to be some letdown. “It’s tough to get up for it,” said Slominski. “We wanted the girls to continue to enjoy the tournament experience, and when they came together at game time they were ready to play.” The Hornets played well defensively in beating Lakeville North 1-0 and earning bronze medals. Senior goalie Maddie Dahl led the effort against North with a perfect night in the net. Senior forward Renee Johnson scored the only goal. “I was happy for Renee,” said Slominski. “It was a good way to end her career.” Slominski said she had two points of
emphasis for the Lakeville North game. They are points of emphasis she has used before. “We wanted the girls to move the puck and play together,” she said. Defensively, it was a very solid game for the Hornets. It was the last varsity game not only for Dahl and Johnson but also for seniors Megan Armstrong, Ali Austin, Anna Bartz, Hannah Burns, Kelly McGarvey and Lizzy Otten. Slominski said the seniors had a great impact on the Hornets’ success and their final record of 20-5-6. “This year, we took our work ethic to a whole new level,” the coach said. “It was a very rewarding season.” Slominski has coached the Edina varsity for four years, and all four years the Hornets have gone to the state tournament. Her record at Edina is 89-22-13. Prior to the game against Lakeville North, Edina beat Mounds View 3-2 in the opening round and lost to Roseville 4-1 in the semis. GIRLS HOCKEY: TO PAGE 24

Hornets advance to Section 2AA boys hockey championship game BY JOHN SHERMAN – SUN NEWSPAPERS In two Section 2AA boys hockey games last week, Edina dispatched two opponents from Bloomington, Kennedy (15-1) and Jefferson (7-4). The back-to-back wins put the Hornets in the section title game, which was in progress Feb. 29 at Mariucci Arena when this edition went to press. Edina and Burnsville were the opponents in the title game. Hornet head coach Curt Giles said he respects Burnsville, which was also Edina’s opponent in the finals last season. “Burnsville has good size and has a good passing game down low in the offensive zone,” said Giles as he prepared for the game. Kennedy offered little resistance to Edina in the section opener. It was the Hornets’ night from start to finish as they outshot the Eagles 51-14. Edina pumped in 11 goals in the first period alone. The Hornets scored one in the second period and three in the third. Almost every skater on the roster had points. Cullen Munson, Nick Leer, Jack Hullstrand, Tim Spicola and Andy Jordahl each scored two goals. Anthony Walsh and Tyler Nanne each had a goal and four assists. Other goal scorers were Bo Brauer, Dylan Malmquist and Miguel Fidler. “We had scoring from all of our lines,” said Giles. Willie Benjamin and Connor Beaupre shared playing time in goal with Beaupre playing the final two periods. The Jefferson game was more challenging for Edina, particularly after the Hornets fell behind 2-0 in the first period. “It was bang, bang – two goals – and that got our attention,” said Giles. “After

We started to move the puck and put Jefferson back on its heels.” Edina junior Louie Nanne scored twice and the score at the end of the first period was 2-2. In the second period, Edina moved
ahead 4-2 on goals by Jordahl and Malmquist. The Hornets had a 14-8 edge in shots on goal during the middle period. The third period was wild with five goals scored. Jordahl and Fidler scored to
put Edina in front 6-2. Jefferson sandwiched its final two goals around Fidler’s second goal of the game. Connor Hurley and Parker Reno each had three assists for the Hornets while Munson and Walsh each had two.
Edina High girls basketball team is seeded No. 1 in section BY JOHN SHERMAN – SUN NEWSPAPERS Edina High’s quest for a Class 4A, Section 2 basketball title began Feb. 29 as this week’s edition was going to press. The Hornets, seeded No. 1 in the section, drew eighth-seeded Lakeville South in the first round. The winner will play Chanhassen or Prior Lake in a Saturday afternoon game March 3 at Hopkins Lindbergh Center. “We’re finally coming around, getting healthier,” said Edina head coach Matt Nilsen. “M.C. McGrory [who missed four weeks with a concussion] is still working to get her legs back. Vivian Engen and Julia Good had injuries last week, so we
held them out against Wayzata.” With a shorter bench, the Hornets lost to Wayzata 49-26 on Feb. 24. The loss gave Edina a 22-4 regular-season record. Nilsen coached the Hornets to a 26-2 record two years ago. This year’s record is the second best in his tenure as head coach. “We ran into a buzzsaw against Wayzata,” said Nilsen. “We couldn’t shoot and couldn’t score. When you shoot 10-for54 for the floor, you are not going to win.” No Hornet reached double figures in the game, although senior captain Katybeth Biewen was close with nine points. Seniors Kayla Timmerman and
Marissa Grossfeld led the Trojans with 12 points each. At the end of the Section 2 tourney next week, Edina could be matched against No. 2 seed Eden Prairie, a team the Hornets split with during the regular season. The championship game is set for 7 p.m. Wednesday, March 7, at Hopkins Lindbergh Center.
Boys basketball Edina High’s boys basketball fortunes improved with a 76-68 win over the Wayzata Trojans Feb. 24 at Wayzata. “I have been here eight years, and this is the first time since then that we’ve won at Wayzata,” said Edina head coach Pat
Dorsey. “We executed our offense very well and had a 19-point lead in the second half. Then we had a couple defensive letdowns, and before we knew it we found ourselves looking at a six-point ballgame.” It was a rewarding victory in terms of team play and scoring balance. Senior forward Philip “Flip” DeBerg and junior guard Graham Woodward each scored 22 points for the Hornets. Junior forward Mark Handberg and senior guard Derek Hill each scored 11. The victory gave Edina a 16-8 overall record. Edina is tied for second place in the Lake Conference with Eden Prairie. Both clubs are 3-3 overall. Hopkins is the leader at 6-0.

Edina swimmers look for ‘Lucky 13’ at state meet Downey says Hornets can compete for high place in Class AA BY JOHN SHERMAN – SUN NEWSPAPERS Thirteen could be the lucky number for Edina High during this week’s state Class AA swimming and diving meet at the University of Minnesota Aquatic Center. The Hornets have 13 swims, 10 in individual events and three in relays, as they shoot for a place in the top five. “We are coming out of a great section meet,” said Hornet head coach Art Downey. “Our section is the toughest in the state by far, and it was great competition with fast times from all eight teams. “Our kids are dropping their times like crazy, and we’re seeing a lot of personal records. I feel we can compete for a high place at state.” Junior Jackson Lindell was Edina’s leader in the Section 6AA meet Feb. 24 as he won the title in the 200-yard individual medley. His time was 1 minute, 54.54 seconds. Lindell also qualified for state in
the 100 backstroke with a time of 53.65. Another Edina junior, Sean Satterthwaite, qualified for state in the 200 and 500 freestyles. Hornet senior Erik Rehnberg earned his way to state in the individual medley and the 100 breaststroke. Senior Mitch Lentz qualified for state in the 100 butterfly and is also going to state in all three relays. Sophomore Buzz Rehnberg is also state-bound in all three relays. He qualified in an individual event as well, the 50 freestyle. Ninth-grader Brett Weicht qualified for state in the 100 butterfly and senior Andrew Petersen is going to state in the 100 breaststroke. Edina’s three state-qualifying relays could have a big impact on the Hornets’ ability to score at the state meet. Lindell, Lentz, Weicht and Buzz Rehnberg were second in the section in the 200 medley relay. Lentz, Pierce Schultz, Satterthwaite and Buzz Rehnberg were third in the section in the 200 freestyle relay. Otten added a goal on a slap shot. Junior forward Sarah Nielsen scored the final Edina goal with 14.5 seconds remaining in the period. “That goal right at the end of the second period was the killer,” said Mounds View head coach Pete Aus. “Edina played very well, and its transition game was better than ours tonight. To our credit, we never panicked or gave up. It’s tough to score many goals when you only have 13 shots on goal.” “The game got a little scary at the end when Mounds View put the pressure on us,” said Slominski. “We didn’t score in the first period, but coming out for the second period, I was impressed with how calm we were. No one seemed nervous or uptight. “We reloaded for the second period and played one of our best periods.” Nielsen’s goal late in the period was an example of Edina’s approach. “Our strategy was to move their goalie from side to side,” she said. “When I got the puck, I took my time and skated across the goal before I shot.” Emily Eide and Taylor Williamson assisted on that goal. Eide also had an
assist on Trautz’s goal, along with Austin. Nielsen and Austin assisted on Otten’s goal. In the semifinals, Edina and Roseville entered the second period tied 0-0. Neither team was able to gain the upper hand in puck possession, and the action bounced back and forth from end to end.
