Ethics complaint filed against Geoff Michel BY T.W. BUDIG – ECM CAPITOL REPORTER A Senate Democrat Monday, March 19, filed an ethics complaint against former Senate deputy majority leader Geoff Michel, R-Edina, charging that Michel lied to the press and public about his knowledge of the Koch scandal. “I do think he owes us an apology, said Sen. Sandra Pappas, DFL-St. Paul, who filed the complaint. Even though Michel is not seeking reelection, Pappas explained, he’s still a sitting senator. If Michel apologize on the Senate floor, speak freely about issues surrounding the Koch matter — a scandal that brought down Minnesota’s first woman Senate majority leader Amy Koch of Buffalo — Pappas would “seriously” consider dropping the complaint, she explained. In the complaint, Pappas charges that Michel brought the Senate into dishonor and disrepute by failing to take swift and appropriate action as deputy majority leader to address the alleged inappropriate relationship
between Koch and a subordinate Senate staffer until forced by a pending media story. Further, Pappas charges that although Michel, as subsequent public comments by Senate staff and Michel himself confirms, she argues, knew about the alleged inappropriate relationship in September. At a December press conference Michel indicated that he did not know about the alleged relationship until alerted by Senate staff. Michel further indicated to the press the staff complaints first surfaced in early December. “This clearly was not honest,” said Senate Minority Leader Tom Bakk, DFL-Cook. It made no difference Michel was speaking to the media, not to Senate colleagues, Pappas explained. “Lying to the public is lying to us,” she said. In a statement, Michel suggests the ethics complaint is less inspired by a reverence for truth than politics. “This is about politics and payback and has nothing to do with ethics. The DFL wants a few more headlines,”

Michel said in the statement. “The conflict of interest has been resolved. The workplace environment has improved. And, we did this while protecting whistle blowers and staff,” he said. Michel indicated he wanted an immediate ethics committee hearing to resolve the matter. Senate Majority Leader David Senjem, R-Rochester, also argued the reasoning behind the ethics complaint was political — “pure politics,” he said. “I think Senator Michel was acting in a steadfast and judicious manner,” said Senjem. By Senate rule, the Senate ethics committee must take action within 30 days of filing of an ethics complaint. According Senate Republican communications director Steve Sviggum, Michel wanted an ethics hearing Monday, March 19. One was tentatively scheduled for Tuesday but a committee member was unavailable, he said. Senate Republicans are anxious to put the Democratic political game playing behind them, Sviggum said.
The complaint comes within days of attorneys for former Senate communications director Michael Brodkorb — Brodkorb has publicly indicated that he was the Senate staffer in the intimate relationship with Koch — suggesting that Brodkorb could file a lawsuit regarding his firing from the Senate unless a settlement was reached. Brodkorb, through his attorneys, argues that his dismissal was discriminatory. A Senate attorney depicts Brodkorb’s claim as meritless. Koch, like Michel, has decided not to seek reelection. The reason an ethics complaint hasn’t been filed against Koch, Bakk indicated, is because she has suffered as a result of her actions and Democrats did not want to pile on. Bakk indicated he privately encouraged Republicans to answer unresolved legal and ethical questions surrounding Koch's resignation. But he was discouraged by the constant refrain from Republicans that they had moved on, Bakk explained.

People packed the chambers for a Third Congressional District DFL debate between candidates Brian Barnes and Sharon Sund, who showed similar party ideals and similar ideologies about federal policy and values. The debate came before the April DFL
convention and party endorsement, which will essentially clear the stage for one of the DFL candidates to run against Republican Congressman Erik Paulsen in the November general election. Sund, a Plymouth resident, has lived in the Third District for 20 years; she is a scientist with undergraduate degrees from Macalester College in St. Paul, and a M.A. from the University of Minnesota. Barnes, an Edina resident, works in marketing and sales for a Fortune 200 company. He is an U.S. Merchant Marine Academy graduate who has served 11 years in the U.S. Navy Reserve. Barnes and Sund made clear that the DFL party needs to rally together and have strong internal support before either candidate will go against Paulsen. In their opening remarks, Barnes and Sund both said they just want the DFL to win the Third District, regardless of which candidate ultimately runs against Paulsen. Although a Republican-favored district, Paulsen’s voting record “does not represent this district,� Barnes said. They individually asked for support, but Sund said she would support Barnes, and Barnes said he would support Sund in the election. Barnes said he would write out the maximum endorsement check for Sund if he didn’t get the endorsement. “It’s that important, folks,� he said. The debate moderator, Star Tribune columnist Lori Sturdevant, asked candidates about several issues, including health care, the United States’ involvement in Afghanistan, energy use, education funding, farm subsidies, No Child Left Behind and immigration. The economy was one of the early and
highlighted topics for the night. When asked about how the federal government should or should not function, Barnes said repairing the economy means putting people back to work should be the focus. In the short term that could mean additional jobs doing infrastructure repairs and maintenance. In Minnesota alone, there are 1,000 bridges with below-standard quality that could be repaired, he said, and no one wants another tragedy like the 35W bridge collapse. Long-term, the federal government

needs to increase funding for education and research. Those investments need to happen immediately and over the long term, he said. Sund also addressed the economy when talking about the federal government’s operations. Paulsen has had the nerve to talk about what President Barack Obama has not done to improve the economy, but he voted against a bill that would have created one million jobs, she said. Other than passing the American Jobs Act, Sund said investing in infrastructure
and education would get the economy moving again. It’s important to start looking at what the country’s future economy will look like, particularly its energy use, she said. Either the country needs to invest in “green� energy fully and lead the world – or not. A decision must be made, she said. Sturdevant asked the candidates to react to the claim that all Democrats want to do is raise taxes. Sund said when taxes were higher than they are now, the middle class was in good condition. Schools and roads were not crumbling. It’s not fair that top earners, such as Warren Buffett and Republican presidential candidate Mitt Romney, pay lower tax rates than middle class Americans. Barnes said the federal deficit is out of control and needs addressing – potentially with taxes, specifically by rolling back some tax credits on top income earners and putting that additional revenue toward reducing the deficit. If the deficit is not addressed, it will saddle future generations with this generation’s mistakes. “Yes, the deficit is one of the biggest problems that we face,� he said. Sund said the biggest problem to address is jobs. More jobs would mean increased federal tax revenue and a better fiscal situation, as long as citizens are paying their fair share of the tax burden.

Speak up for county library funding Unless advocates make some noise, dollars will continue to be cut At a time when more people than ever are using their community libraries, the funding gradually is being reduced. A good library is essential in a community now more than ever when people cannot afford to buy books and more people are using its computers, downloading Ebooks and checking out audio materials. At this time, advocates of local libraries need to protest some of these reductions during a time when services are most needed. Counties are responsible for providing a library system. Libraries get some revenue from the state while most of it comes from taxpayers in each county through special and general property tax levies. Hennepin and Ramsey County and its suburban libraries, bolstered by supportive county commissioners, are weathering the reductions better than most. Despite a $2.5 million reduc-

tion this year for the Hennepin County library, neither hours nor staff were cut. The director decided to buy fewer materials. The annual total budget for 2012 is $69.9 million. Thanks to some money from the Target ballpark sales tax revenue, worked out by the county board of commissioners, Hennepin opened some libraries on Sunday and added hours to the Central Library. They are, however, expecting revenues to be tight for a while. Hennepin library users checked out 18.3 million items in the 41 libraries last year. In Ramsey County where there are separate tax levies for St. Paul and its suburban libraries, hours have not been reduced and a reduction of $100,000 has resulted in a loss of two staff and less for the collection. The collection revenues have been hit the hardest dropping from $1.3 million in 2003 to
$850,000 in 2012, Revenue to buy materials for the libraries has gone down from $1.3 million in 2003 to 850,000 in 2012. Fortunately, Ramsey and other libraries purchase materials through the Metro Library Service Agency (MELSA) at a lower price. Last year, the Ramsey County system circulated 4,317,000 materials and had 1.8 million visitors. The Dakota County Library system expects to circulate 5 million materials this year. No hours have been reduced and most of the nine libraries are open Sunday. Last year the county system circulated 4.9 million materials through its nine-library system. This year’s total budget from all sources is $11,691,000. Over the last few years, mostly through attrition and not filling positions the number of fulltime equivalents has dropped from a high of 159 to 136. The counties’ revenues are suffering because tax capacity is going down due to all the foreclosures and shrinking commercial tax base. State legislators have cut local government aid and are requiring counties to do more with less and mandating more expenses with no extra money.
The state auditor reports that cities and counties in the state have cut public library operating budgets and capital outlay by 42 percent between 2005 and 2009. Meanwhile, more people than ever are using libraries. More students are going to the library, because school districts are short-changing their media centers, once called libraries. Homeschooled children are using the libraries more. Senior citizens are attending computer classes so they can use the library’s computers. Of course, the economy and particularly reductions in local government aid from the state to the counties partly are to blame for the underfunding and reduction in services. Advocates of community libraries need to speak up particularly to legislators about this slow erosion of library hours and services unless policy makers hear protests from users, funding for libraries will continue to be reduced.

Let’s keep property tax changes fair for all Minnesotans This November, Minnesotans will cast ballots to fill the seats of all 201 members of the State House and Senate. As usual in an election year, property taxes will be a hot topic. As mayors of seven Twin Cities suburban communities, we are well versed in the complexities of our property tax system. At the city level, the rubber literally meets the road. Our city councils have made tough decisions over the past several years to maintain critical services while doing our best to keep property taxes down. Last year, the legislature and Gov. Dayton enacted property tax changes that have caught some homestead and commercial property taxpayers by surprise. The biggest change was the transition from the Market Value Homestead Credit to an exclusion for homes valued under $413,800. Under the old program, the state directly paid a portion of homeowners’ property taxes. However, the state frequently failed to pay the full amount. In 9 of the past 11 years, the state did not fully reimburse cities for credit payments, creating unanticipated shortfalls in local budgets. The new Homestead Market Value Exclusion instead shields a portion of a home’s value from taxation. The state will no longer pay for this homeowner property tax relief. Instead, it is funded locally by residential and commercial property owners within that home’s jurisdiction. This exclusion is a typical method used by other states to provide property tax relief. The upside is that cities will have a much more reliable revenue stream to establish their budgets. The downside is that in this transition year, some homeowners will see a one-time jump in their
taxes. Cities with more lower-valued homes will see a larger impact. To help offset some of these increases, lawmakers increased funding for the “circuit breaker” property tax refund program that benefits low-income households. During this legislative session, some lawmakers are likely to call for additional changes. Our message to the legislature is simple: Keep any property tax changes fair for all Minnesotans. Dividing Minnesota into “Greater Minnesota” and “metro area” camps doesn’t benefit anyone. While some property tax increases in Greater Minnesota may show large onetime growth on a percentage basis, the starting point is frequently much lower than in the Twin Cities. In addition, a Minnesota Department of Revenue report last year showed that as a percentage of income, metro area property taxpayers pay more in property taxes than those in Greater Minnesota. Property taxes are one of government’s more visible and transparent funding sources. We believe that’s a good thing. We are hopeful the 2012 legislature will work with cities like ours to ensure that Minnesota’s property tax system continues to head in the direction of more fairness and transparency. COMMUNITY NOTES Watershed seeks committee members The Nine Mile Creek Watershed District is seeking Citizen’s Advisors for their Citizen’s Advisory Committee. Advisors provide suggestions to the watershed staff and board of managers. Advisors volunteer for a variety of projects and activities that help the watershed district carry out its mission of flood protection and enhancing water quality. The main focus of the committee is to assist in the development of the watershed district’s education and outreach programs and activities. This volunteer position has a time commitment of approximately 10 hours per year. Parts of Bloomington, Eden Prairie, Edina, Hopkins, Minnetonka and Richfield are located within the Nine Mile Creek watershed. The watershed district is accepting applications for the committee until April 6.

a science background or previous experience – work under the direction of a team leader and receive training on wetland monitoring protocols, including both plant and insect identification. They wade through wetlands to collect and identify dragonflies, snails, cattails and more. The total time commitment is 20-40 hours throughout the months of May, June and July. More visitors, less money: BY JORDAN LANGER – SUN NEWSPAPERS Three River Park District Supt. Cris Gears has overseen many projects and witnessed a lot of change within the Park District since he took the position five years ago. The annual visitor count increased 60 percent, from five million in 2007 to more than eight million today at the district’s 21 parks. Gears also guided the development of Silverwood Park near St. Anthony, the largest single project investment for the district, and numerous other projects throughout the sprawling Twin Cities metro boundaries. But the last five years have also brought their challenges. The Park District’s annual operational budget, which is tied directly to property values, has decreased over the last three years and the ability of the organization to raise taxes is frozen, Gears said. When the Minnesota Legislature created Three Rivers in 1957, which is based in Plymouth, it provided the organization with taxing and bonding authority. Although given taxing authority, state
law establishes a formula on how much the Park District can levy in property taxes. When property values decrease, the limit on how much the Park District can levy in property taxes also decreases. Despite the difficulty of working in a tighter budget climate while demand for park services skyrockets, when the board offered him another five-year contract, Gears accepted. Three Rivers Board of Commissioner Chair Larry Blackstad said the district is very fortunate to have someone of Gears’ caliber, a person who “has diverse experience with parks and government.” Previous to taking the superintendent position, Gears has worked as a city manager, county administrator and director of parks and recreation in the metro and in the Seattle, Wash., area. And it’s his unique professional background coupled with his “rather unflappable” disposition that makes Gears the right man for the job during challenging economic times, said Three Rivers board member Sara Wyatt. Finding ways to “manage competing

priorities” that the current fiscal climate created tends to take up much of Gears’ time, he said. Exploring other ways to generate more revenue, such as increased user fees and building alliances with other agencies, are ways Three Rivers can maintain quality levels of service and keep the parks clean and safe, Gears said. “I think perhaps one of the things I am most proud of is developing relationships with other agencies that didn’t exist before, and because of those relationships, we are able to do so much more.” One of the relationships Gears has forged is the a partnership agreement between Three Rivers and Scott County, much different than the “tenuous relationship” that existed prior to Gears’ arrival. Gears also helped facilitate an agreement with the Department of Natural Resources regarding the Coon Rapids Dam. Because of the agreement, the department is going to spend $16 million to refurbish the dam, which Three Rivers owns, to help stop the advance of Asian Carp. Wyatt noticed Gears’ resourceful
efforts to maintain high quality parks and trails within fiscal constraints. “His collaborative efforts in finding cost-saving partnerships and minimizing duplication of functions have helped the district serve over eight million visitors while keeping operational costs flat,” she said. Over the next five years, many projects are on the horizon. The expansion of the Rush Creek Trail from Maple Grove to Crow-Hassan Park Reserve is in the preliminary stages as well as hopes to improve facilities at the Hyland Ski and Snowboard Area in Bloomington, Wyatt said. According to the Three Rivers’ Vision Plan, the 2012 estimated total expenditures for capital improvements is $23.8 million. The annual operational budget is $35 million, with $27 million coming from taxes and $8 million from fees, Gears said. Three Rivers Park District owns more than 27,000 acres of land in Hennepin, Anoka, Carver, Dakota, Ramsey, Scott and Wright counties. Three Rivers is the only regional parks agency in Minnesota with an elected board with its own taxing and bonding authority.

Before he came to H.O.M.E, the Hopkins resident worked with the organization Loaves and Fishes, delivering free meals to eight sites. Through this experience, he
transitioned into the H.O.M.E. program, a move that he is grateful for. Morin always had the desire to help people. “I have found great joy in being able to make people’s lives easier,” he said. “I like working with people, providing an honest service people can trust. So many businesses are trying to rip people off. H.O.M.E. has been around the better part of 60 years. The agency speaks for itself.” The mission of H.O.M.E. is to help peo-
ple remain independent in their homes by providing low cost and free services for people 60 and over in 15 suburban communities. H.O.M.E/From previous Looking at the last census, Morin and others are anticipating a huge increase in the senior population in next decade. “There are expected to be more seniors than school aged children,” he said. “Plus, a lot more people are aging in place.” While no one is turned down because of an inability pay, H.O.M.E. does charge for some of its services. “What we charge barely covers the cost we pay to workers,” he said. “People are asked to pay a tenth of what a for-profit would charge.” Administration costs for the program are subsidized through funding from community development block grants, United Way, the Metropolitan Area Agency on Aging, and private donations. In 2011, H.O.M.E. served 1,064 households in surburban Hennepin County. Morin estimates that volunteers turned in around 6,000 hours of service. “We are just honored to be able to work with seniors in our community. They provide valuable resources to us,” he said. Morin personally visits each senior who signs up with H.O.M.E. to learn more about what they need to keep them independent. “I’m honored to work in this business. All day long, I hear personal stories. If we can do something to help, we’ve succeeded.” The H.O.M.E. program is a homemak-
er and maintenance program that is designed to assist the elderly. The goal is to assist those who are age 60 and older, or those with disabilities in order to allow them to remain in their homes. Services include: house cleaning, food preparation, grocery shopping, window washing, lawn care, and other maintenance and homemaker services. For more information on H.O.M.E. Housing a lurking issue for many seniors By Emily Hedges Edina resident Ron Anderson believes you could write a book about all that most seniors don’t know about their available housing options. So he’s decided to write it. “It can be very difficult to examine resources with no working knowledge of what the system provides. Most people can’t tell the difference between Medicare and Medicaid or what their options are,” he said. “That’s the challenge for seniors and their families, to understand their situation.” As a member of a family that has worked in senior housing for two generations, and with his current involvement in two independent living facilities, Woodbridge Cooperative of New Hope and Chardon Court, he is in a unique position to write the guide he personally needed not too long ago. While he and his family were considering placement of his mother, a Missouri resident, in an assisted living facility, she had a fall in her home that forced the issue. “Walking through as a participant, trying to direct traffic, prompted my
research,” said Anderson. “We found there were options that were not very good.” Like so many families, they were thrust into a situation where a quick decision was necessary. “There is tremendous psychological pressure looking out for the welfare of parents. All these decisions for placement are made in the middle of a crisis. Something happens to force a decision in the middle of a Medicare-funded hospital stay,” said Anderson. “Decisions are made using a social worker at the hospital as a traffic cop.” Anderson says there is a big movement in development towards assisted living facilities, which can run seniors up to $60,000 a year in this market. “Most studies show that aging Boomers and Greatest-Generation seniors have a net worth of $240,000 including real estate,” he said. “With 90-plus the fastest growing demographic in America, how can this work over the long haul?” Anderson points out that when there are no assets remaining people will move to the least-expensive option, and they need to understand what that means in

different parts of the country. “There are two levels of nursing home care, private-pay and the Medicaid group. You find the standards of care are dramatically different,” he said. He points out that because Minnesota has a mandated quality of care that attempts to close the care gap between the two groups, things are better here. “We can’t rely on federal funding in the future to take care of these people,” said Anderson, who also believes pensions aren’t necessarily the answer either. “All pensions are under fire. Companies are filing bankruptcy to get out of pensions.” He advises seniors to take stock and use their assets wisely, and focus on quality of life above all else. “Independent living at an affordable cost, this is the challenge all seniors will face in the near future,” he said. “Who is talking about it? Local governments aren’t funded and can’t help.” This is why Anderson developed Woodbridge Cooperative of New Hope and purchased Chardon Court independent living facility, two affordable alternatives to expensive assisted living centers. A monthly fee of approximately $500 covers heating, taxes, insurance, management fees, maintenance and a reserve account for improvements. “Most people will live at Woodbridge for much less money than they lived in their home,” he said. Chardon Court runs about $775 for a 660 square feet apartment, which includes an “I’m okay” daily visit from the staff. They are able to keep costs down because additional services and
food are purchased as needed,” said Anderson. “We are staffed there with people practiced in housing requirements for seniors.” Anderson plans to explore these and many more issues related to senior housing in the book he hopes to complete within the year. “It will be a good handbook in the future for people who need it,” he said. “The education piece is what is needed to really support people in examining all the options.” For more information on Woodbridge Cooperative of New Hope, call 763-5352013. Commissioner Peter McLaughlin called the proposal “an open checkbook resolution with security as the goal.” Noting that the proposal did not reference cost effectiveness of the temporary measures, McLaughlin pointed out “other public safety priorities in this county.” Fiscal concern for taxpayer dollars “goes out the window when this topic comes up,” he added.

McLaughlin also expressed concern that the county isn’t optimizing its courtroom capacity at the Hennepin County Government Center in Minneapolis, where weapons screening occurs. Board Chairman Mike Opat said that the results of a security study should be complete before the screening measures are added at the suburban courts, arguing that the county will study its way to justifying weapons screening, and that once the measures are in place, nobody will argue for abandoning the procedures. Callison, whose district includes Edina, argued that the county always looks to be cost effective in doing its business, and defended the move toward implementing interim screening measures at buildings where high stress situations occur. “This is about probabilities, not about certainties,” she said. Dorfman recalled a 2003 shooting at the government center that prompted weapons screening for the facility in arguing for screening at suburban courts, which handle misdemeanor issues including traffic issues and some domestic violence cases. “There’s a legitimate security issue that needs to be addressed,” she said. The Hennepin County Sheriff ’s Office provides security for 96 county courtrooms in eight facilities. More than 3,400 weapons, from pocketknives to firearms, were confiscated at the government center
in 2011, according to Sheriff Rich Stanek. There were 15 significant courthouse events at the suburban sites in 2011 that necessitated taking a person into custody, he added, noting that although some events may not appear to be significant, they may be for the person affected by the incident. “Weapons screening in all of our courthouses is needed,” he told the board. Bloomington City Attorney Sandra Johnson told the board that if the Edina courtrooms are to be closed, it should be after the security study of suburban courts, allowing cities to plan and budget for the increased time and expenditures associated with moving court proceedings from Edina to downtown Minneapolis or one of the other suburban divisions. Johnson was not opposed to a vote by the board on temporary weapons screening, but had previously disagreed with the need for increased security at the Southdale courts. “They are not logically or functionally intertwined,” she said. The administrative security analysis is due to the board by Nov. 1. Temporary security measures proposed for the Brooklyn Center and Minnetonka courts call for pass-through metal detection devices while metal detection wanding is planned in Edina. More than $600,000 in equipment and staffing was approved for the security plan.

This is my third relative who has resided at Heritage over the past five plus years, and I can’t say enough for the care given to each of them. I find it hard to understand the bad press that is given to other facilities. I’m sure some of it is warranted, but because I have never experienced it at Heritage I find it hard to comprehend. Your personnel are so accommodating! Mary Sandahl has been very supportive to us whenever we needed information, checking with his doctors for medications, or just personally checking on Leonard. I know that is supposed to happen and is all part of the job description, but when it is actually realized it is special to the individual. Just a short time before Leonard’s death, a couple times a week he would still walk himself down to Mary’s office and sit and chat with her. I know she didn’t really have the time, but she always made time for him. Whenever Leonard had to go to the doctor she always had him ready to go when we asked. Sometimes it was on short notice, but he was always ready just the same. I would also like to mention a couple of aides, Nick and Mustafas, who we have had more contact with than some of your other fine people. Again, they are always so caring, cheerful, respectful, and willing to help even on short notice. The quick action of the residents of an Edina apartment building kept the damage to a manageable level. The Edina Fire Department was dispatched at 10 a.m., Tuesday, March 13, after reports of smoke coming from an apartment building in the 3100 block of Heritage Drive. All residents of the building were evacuated safely, including the cat from the affected unit. The occupant of the apartment was not home at the time of the fire. Initial investigation suggests the fire may have started in the kitchen but the exact cause is pending further investigation. Only two units of the apartment building incurred damage: the unit with

The police officers will look for teen drivers wearing their seatbelts to reward outside of Edina High School or special events. PUBLIC SAFETY Police Reports For March 5 though March 11, the Edina Police Department answered the following calls: March 5–An unattended cell phone, cash and bank card worth a total of $276 was stolen from Zumiez in Southdale Center. Two unidentified males stole $1,249 in nail polish from CVS Pharmacy, 6905 York Ave. S. Someone forcibly entered a vehicle at 7501 Ikola Way and stole a wallet and contents worth $256. March 6–After the vehicle he was driving was involved in an accident, a
35-year-old Bloomington man was arrested for fourth-degree DWI at W. 76th St. and Edinborough Way. A 30-year-old Brooklyn Park man was arrested for DWI after the vehicle he was driving was stopped for a traffic violation on southbound Highway 100. Police cited two juveniles, ages 14 and 15, after they brought stun guns to Valley View Middle School. After the vehicle she was driving was involved in an accident, a 28-yearold Richfield woman was arrested at W. 77th St. and northbound Highway 100 for third-degree DWI, obstructing the legal process and possession of drug
paraphernalia. Someone stole a camera and camera bag worth $1,450 from an unlocked vehicle on the 4800 block of Rutledge Avenue. March 7–A laptop, purse and its contents worth a total of $2,072 were missing after someone forcibly entered a vehicle on the 7500 block of France Avenue South. An unknown person forcibly entered a vehicle on the 7100 block of France Avenue South and took a briefcase and its contents worth $2,276. March 8–A kindle worth $199 that was left unattended was stolen from Fairview Southdale Hospital.

Keeping the crown “watertight” and shedding away from the sponge like masonry elements that the chimney is built of is the most important element to preventing deterioration. Use of these products allows us to pass on manufacturers material warranties of up to 15 years to our clients. 3) Waterproof your masonry chimney and crown. Most masonry is porous and will absorb large amounts of water. Brick acts like a sponge absorbing water and wicking it to the chimney interior. Products we use are specifically developed for use as waterproofing agents on masonry chimneys. These are vapor permeable – which means they allow the masonry to breath out but not in. This allows water that has penetrated the chimney to escape while preventing additional water from entering from the outside. Non vapor permeable sealers commonly available should never be used because they trap moisture inside actually accelerating deterioration. We use a special permeable sealer with a 10 year consumer warranty to protect your chimney. Doing this before deterioration occurs can save you hundreds or even thousands of dollars in future repairs. Water damage to chimneys is usually a slow subtle process. The problem is generally not obvious until it has become quite serious. Although these prevention measures may cost you a few dollars they can save you a lot more by preventing large future masonry repairs. State title up for grabs Minnesota high school sports March Madness ends this weekend as the state Class 4A boys basketball tournament convenes at Target Center. Defending champion Hopkins (28-1) is the top seed. The Royals were scheduled to play Woodbury in the quarterfinals March 21. Winner of that game advances to the semifinals against either No. 4 seed Osseo or Duluth East at 6 p.m. Thursday, March 22. In the lower bracket, Eden Prairie met No. 3 seeded Eastview and No. 2 Lakeville North played Moorhead in quarterfinal games. Winners of those lower-bracket games meet in the semifinals at 8 p.m. Thursday. State Class 4A championship game is 8 p.m. Saturday, March 24.
All-star basketball Many of the state’s top senior players will appear in the 30th annual Minnesota High School All-Star Basketball Series a week after the state tournament. Forty of the state’s outstanding senior players will compete in the event. Doubleheaders will be Friday, March 30, at Halenbeck Hall on the campus of St. Cloud State University and Saturday, March 31, at Leonard Center on the campus of Macalester College in St. Paul. Friday’s Blue-Gold game starts at 7 p.m. followed by the MaroonGreen game at 8:45. Saturday’s schedule will include games at 2:15 and 4 p.m. – Compiled by Greg Kleven
Marshall Everson The former Edina High boys hockey captain had a big year with the Harvard University men’s team. Everson was one of the scoring leaders with 33 points on 13 goals and 20 assists. The Crimson finished the season 13-10-11 overall.

Hornets finish on high note BY JOHN SHERMAN – SUN NEWSPAPERS Saturday, March 17, was not only St. Patrick’s Day, but a homecoming for Edina High girls basketball coach Matt Nilsen, as well. Nilsen returned to his college roots, Concordia University in St. Paul, to coach the third-place game of the state Class 4A tournament. Nilsen enjoyed many big wins on the Gangelhoff Center floor during his playing days at Concordia, and he enjoyed another one Saturday as the Hornets closed the season with a win over Eastview. “It was fun going back to Concordia,” said Nilsen. “I played the first game ever in this building.”
The Hornets played a nearly flawless game to take third place. “The first two games of the state tournament, the load fell on the shoulders of Katybeth Biewen and M.C. McGrory,” said Nilsen. “In the third place game, Madeline Rodriguez and Lindsey Johnson stepped up. We got more people involved.” By defeating Eastview 52-43, the Hornets set a school record for victories, finishing 27-5 overall. “It was a nice end to the season,” said Nilsen. “I couldn’t ask for more than we got from this group. Bart Larson Larson, the former head hockey coach at Edina-West and Edina High Schools won the Cliff Gustafson Award from the Minnesota Hockey Coaches’ Association. The award recognizes outstanding lifetime contributions to hockey. Larson shared his hockey skills with youth at hockey camps for many years.

Hornets hit 20-win mark for 2011-12 hoops season Hopkins downs Edina 69-55 for section title BY JOHN SHERMAN – SUN NEWSPAPERS Going into its Class 4A, Section 6 championship game with Edina March 13, the Hopkins High boys basketball team had some patchwork to do. Senior forward Zach Stahl, a three-year starter and frontline stalwart, was held out of the game for unspecified reasons. That meant head coach Kenny Novak Jr. had to scramble, and he inserted his sixth man, 6-foot-3 sophomore guard Jacob Wright, into the lineup in Stahl’s place. What did Wright do? He threw strikes from the outside, draining four three-pointers in the second half, as Hopkins won 69-55. Wright finished with 18 points. “I was a little bit worried,” said Novak after the game. “Without Zach, our rotation changes. Jacob can stretch the defense, but we lose some rebounding and defense when Zach isn’t out there. “If you’re going to win, you have to defend and you have to board.” It also helps if you have a point guard like Siyani Chambers. The 5-foot-11 senior slashed through the Edina defense for a game-high 24 points. He hit a layup late in the first half to give his team a 35-26 lead at intermission. In one second-half stretch, he made three consecutive layups to boost the Royals’ lead to 51-41. “It was different, playing without Zach,” said Chambers. “On the fast break,
I was just trying to make plays. If the defense had stepped up on me, I would have dished it instead of going in for the layup. “Everybody hit big shots tonight. It’s very exciting to go back to state. Every year is a new year.” This is Chambers’ fourth trip to state, and the other three times Hopkins won the Class 4A title. The 2012 tournament is special for the Chambers family because Siyani Chambers’ brother Kamali, a sophomore, is a key contributor off the bench. Demetrius Martin, who starts at guard with Siyani Chambers, is a proven winner with state experience. “Everybody had to step up, scoring and especially on the boards,” Martin said. “Jacob [Wright] hit those big shots.” Edina head coach Pat Dorsey praised Hopkins in the hallway outside his locker room. “They showed tonight why they are the best team,” said Dorsey. “They recovered loose balls in the paint and kicked them outside for three-pointers. All of their players were very active to the ball.” Did Stahl’s absence affect Edina? “Maybe, maybe not,” said Dorsey. “We knew they would be good with or without him. They probably got a little bit faster with the kids who were on the floor.” “Edina’s a good team,” said Novak. “We let Reggie Lynch get the ball in deep a few times, and he’s going to hurt you down there.” Lynch, Edina’s 6-9 junior center, might have prospered from Stahl’s absence, HOOPS: TO NEXT PAGE

Kreidler paces Flyers to fourth in state adapted floor hockey South Suburban squad finishes 10-5-1 BY GREG KLEVEN - SUN NEWSPAPERS Richfield High senior Karen Kreidler capped her adapted floor hockey career in style scoring eight goals in three state tournament games March 16-17 at Bloomington Jefferson High School. Kreidler helped her South Suburban Flyers team place fourth at state in the Physically Impaired (PI) Division. The Flyers are composed of high school players from Richfield, Edina, Bloomington and Eden Prairie. South Suburban defeated BrainerdPillager 9-4 in Friday’s quarterfinals.
The Flyers lost to eventual state champion, the Robins, 8-1 in Saturday’s semifinals. The Robins represent Hopkins, the Robbinsdale schools and Mound Westonka. South Suburban concluded tournament play with an 8-5 loss to AnokaHennepin in the third-place game later that day. South Suburban finished with a 10-5-1 record. The Flyers were second in the South Division with an 8-1-1 record during the regular season. “We finished the season strong at state,” said Flyers coach Dan Slinden. “We worked hard as a team. “Kreidler scored eight goals in the tournament and is our team’s career scoring leader with 228 goals. She was
named to the all-state tournament team along with Kennedy junior Dequan Williams.” Williams supplied three goals and four assists in the tournament. He is the team’s career assists leader in that category with 80. The Flyers scored six times in the third period to pull out a 9-4 victory over Brainerd-Pillager in the quarterfinals. Kreidler supplied four goals and one assist. Williams and ninth-grader Alexei Dickinson had two goals and three assists each. Senior Nicholas Nieson and ninthgrader Jacob Yancy collected one assist apiece. Kreidler scored the Flyers’ lone goal
during an 8-1 loss to the Robins in the semifinals. The Robins went on to defeat Dakota United 7-2 in the title game. South Suburban goalie Christopher Reichel made 24 saves. The Flyers settled for fourth-place honors. South Suburban lost 8-5 to Anoka-Hennepin in final-round action. Kreidler led the Flyers’ offense with three goals and two assists. Williams and freshman winger Andrew Mortinson scored one goal each. Goalie Reichel stopped 13 shots. “Sophomore Daniel Schmitz did a good job at defense for us this season and Reichel played well in goal,” said coach Slinden. “I was very happy with the way our season went.”

Lindsey Johnson hit five-of-seven shots from the field and sank all four of her free throws for 14 points. McGrory added six and Julia Good scored five.
Opening victory The Hornets opened the state tourney March 14 with a 50-46 win over the Duluth East Greyhounds. It was a tight game from start to finish, and Edina didn’t really lock it up until Julia Good made two free throws for a four-point lead with only three seconds remaining in the second half. Duluth East took an early 19-9 lead before the Hornets settled into the game. Edina stormed back to tie the score 21-21 on a basket by McGrory, and then

Johnson hit a baseline jumper to put Edina on top 23-21. That was the score at halftime. “We didn’t shoot well the first half [23.5 percent],” said Nilsen. It was a close second half as the teams traded baskets and leads. With the score 44-44, McGrory took over. She scored the next four Edina points for a 48-46 lead. Julia Good pulled down a big defensive rebound at the end. A quick foul set up her clinching free throws. “We had four free throws at the end of the game, and I don’t think any of them touched the rim,” said Nilsen. For the game, Edina made 15 of 19 free throws. Duluth East went zero-forsix from the foul line. McGrory had a big game with 26 points and Biewen added 16 points. Johnson was next with six points.
Semifinal blues In an evenly matched state semifinal March 15, Edina lost to Osseo 57-47. “If you look at the stats, we had more rebounds, more points in the paint, more fast break points and fewer turnovers than Osseo,” said Nilsen. However, the Orioles made 19 of 24
free throws to Edina’s 10-for-13 effort. McGrory led the Hornets, scoring 20 points and converting six of seven free throws. Biewen added 16 points for Edina and Johnson scored five. Olivia Antilla led Osseo with 17 points. “Osseo is a big, strong, athletic team,” said Nilsen. “We hung in there with them, even though we didn’t shoot particularly well.”
Final thoughts After Hopkins defeated Osseo 77-55 to win the state Class 4A title March 17, Biewen and McGrory were named to the 10-girl All-State team that also included Hopkins players Taylor Anderson, Nia Coffey, Sydney Coffey and T.T. Starks. “I couldn’t be prouder of our entire team,” said Nilsen. “It’s crazy to be looking ahead already, but next year we have the potential to be a tremendous defensive team.” The Hornets will miss the leadership of Biewen, Julia Good and Johnson, the senior starters, but McGrory and Rodriguez will return along with Vivian Engen, Shannon Good, Hailey Merrill and a good group of JV players.

Mark Handberg and Marley Allison each chipped in with nine points for the Hornets, who finished the season 20-9. “Edina comes at you a number of different ways,” said Novak. “Woodward has to be one of the best point guards in the state, and Lynch will block some shots. They’re always tough.” As the Royals (28-1) prepare for their run at a fourth consecutive state title, Novak knows there is work to do in practice. With Stahl possibly missing the tournament, underclassmen such as Wright, Kamali Chambers, Stephon Sharpe and Phil Stribling will be thrust into more prominent roles. Stahl’s potential absence also means that the other four starters, Jorgensen, Martin, Siyani Chambers and Jamal Davis, will have to be on their game at Target Center.
