The Edina City Council unanimously set the maximum property tax levy increase for 2012 at 1.8 percent Tuesday, Sept. 6. Mayor Jim Hovland said “real innovative ideas” helped bring the preliminary levy and budget below two other scenarios presented to the council at a work session last month. The new proposal came from City Manager Scott Neal, who said he maximized the use of a fund balance to reach the $26.25 million levy. According to Neal, the city ended 2010 with an approximate $1.5 million balance, and will also net about $1 million by consoli-

Three years after beginning a career as an anesthesiologist, Edina native Paul Joern, M.D., faced his own medical crisis. At age 41, he was diagnosed with malignant melanoma. He passed away in June 2010 after a two-year battle with the disease. In his short life, his mom Arlene Joern-Peter said he left an impression on those who knew him. While he could have been consumed by anger, especially after working so hard in medical school, he always had hope, she said. “Paul left a legacy,” said Joern-Peter, a longtime Edina resident. “He was always hoping, and praying and believing that some day there will be a cure for melanoma. He said ‘Let your hope, not your hurts shape your future.’” Now family and classmates of the 1985 Edina High School grad-

Ben Rider withdraws from Edina School Board election Name will remain on ballot; considered an inactive candidate BY KATIE MINTZ • SUN NEWSPAPERS The field in the Edina School Board election has narrowed. Candidate Ben Rider has reportedly withdrawn from the race and is not actively seeking board candidacy, according to the Edina School District. Candidates had until 5 p.m. Thursday, Aug. 18, to withdraw their name from the Tuesday, Nov. 8, ballot.

Because he did not make the deadline, “his name will appear on the ballot; however he is to be considered an inactive candidate,” reads an email newsletter from Director of Community Education Services Valerie Burke. A call to Rider was not returned at press time. Four candidates remain in the running for three seats on the Edina School Board. They are incumbent Cathy Cella and challengers Jason Berger, Sarah Patzloff and Leny Wallen-Friedman. Longtime school board members Bert Ledder and Peyton Robb are not seeking re-election.

Habits and photographs: Before you get too far into reading this column, I should warn you it’s just another spiel about one of my favorite hobbies. OK, disclaimer out of the way, let’s get into it. I’m a nut for instant film photography. Polaroid, Impossible Project, Fuji Instax, I don’t much care as long as I can shoot with a simple plastic camera and have the photo in my hands in less than a minute. I’ve got a box of exposures I’ve taken over the years, the vast majority of which are not spectacular, and I add to it on a regular basis, taking pictures of family, friends, landscapes and, too often, my cats. I don’t think it’s about the immediacy quite so much as it is about the aesthetic and the tactile pleasure of holding a picture in your hand. And, somewhat more importantly, it’s about connecting with family. As a kid, I spent time (lots of time) in my dad’s photography studio in Minneapolis, watching photographers, assistants, stylists and art directors work. I remember particularly watching my dad, who I generally refer to by his first name, Larry — a habit some may question as

irregular. I particularly remember Larry shooting everything with Polaroid before shooting film on projects so he could get a read on what the pictures would look like later. For years, any time I saw an old camera on the cluttered shelves of a thrift store, I’d drop a few bucks and pick it up to add to a growing collection on a shelf at the studio. A few years back, Larry turned the tables on me and mailed me a brand new Fujifilm Instax 200 and a few boxes of film. Without getting too far into it, I nerded out pretty darn hard on that sucker and blew through the film in a matter of weeks. He and I had a conversation last week about the history and longevity of film photography and what was lost — both in terms of product and process — when the industry went digital. The new digital cameras try to emulate what film was and what

Is shooting film a bit of an anachronism? To some, maybe. To me? Well, I guess, but that’s just another thing I love about it. Yes, I know instant film is expensive. Frankly, since Polaroid decided to stop producing consumer grade instant film in 2008, it’s been tougher to justify the price of just 8 or 10 exposures in a pack. When it comes down to it, I guess hauling around a bulky camera that’s more expensive to use and has

limited scope when it comes to taking pictures for any purpose other than to put on my wall at home really boils down to a connection to the past and remembering where I came from. And, sometimes, you’ve just got to follow your passion.

Now we are to vote if we want to exclude certain Americans from rights that all

citizens are supposed to have. The referendum will not be worded that way but that will be its sole consequence. We are so grateful for all the Gabes around the state. LETTERS TO THE EDITOR More should stand for GLBT rights To the editor: My husband Tom and I were gratified to read the story about Gabe Aderhold (“Edina teen can’t vote, but has political voice,” Sept. 1), a courageous young Edina man. At the Iowa State Fair Gabe asked Tim Pawlenty an important question with repercussions for Gabe’s own future. That’s

because Gabe happens to be gay and asked Pawlenty if he had the courage to stand with GLBT Americans. It is sad that there are politicians who want people who are gay, lesbian, bisexual or transgender to be erased from the Minnesota constitution, never to have the legal ability to marry and raise a family. Happily our public school and city leaders see GLBT people of all ages to be essential contributors to a productive

Erik Paulsen talks debt and taxes at Eden Prairie luncheon BY PAUL GROESSEL • SUN NEWSPAPERS Congressman Erik Paulsen thinks a bubble, of sorts, is going to pop in Washington, D.C. There was the dotcom bubble in the 1990s and the housing bubble a couple years ago, and Congress will continue trying to air out a federal spending bubble once the session continues in September, he said. Paulsen is a second-term Republican U.S. Congressman representing Minnesota’s 3rd District (much of the west Twin Cities suburbs) in the House of Representatives. He shared this bubble perspective, and insights on many other topics, during a luncheon hosted by the Eden Prairie and Edina chambers of commerce Tuesday, Aug. 30, at the Hilton Garden Inn, Eden Prairie. “I really do think we’re kind in this federal – or government spending bubble right now,” Paulsen said. “And the question is sort of, when does that bubble pop? I think we’re kind of popping it right now, because we’re in the debt ceiling debate that’s taking place, and took place. And it’s going to continue.” On Aug. 2, Congress passed a bill to

raise the nation’s debt limit and cut government spending. The bill also called for the creation of a super committee that has until Thanksgiving to create $1.5 trillion in cuts over 10 years. That committee is the Joint Select Committee on Deficit Reduction, made of six Democrats and six Republicans. If the committee doesn’t reach an agreement, $1.2 trillion in cuts will automatically take place, defense taking the biggest hit. Paulsen reluctantly approved the Aug. 2 bill, and there’s one glimmer of hope about the super committee, he said. It consists of all elected officials, all Democrats and Republicans from both the House and Senate, and they are all experts in their topic. Given that makeup and the pressing consequences of not reaching an agreement, Paulsen said the committee might have a shot at reaching an agreement. Another part of that Aug. 2 legislation requires further action from Congress to increase the debt ceiling. “I’m expecting that Congress is going to disapprove of raising the debt limit at the end of September,” Paulsen said. The president will have a chance to

veto that, Paulsen said, and he thinks the Democrat-controlled Senate would uphold it. The publicly contentious debt-ceiling debate and resolution led to an unsurprising credit rating downgrade from Standard and Poor’s, Paulsen said, since the Aug. 2 budget reductions didn’t go far enough. A week before the vote, Paulsen said S&P came to legislative leadership and said if the reductions are less than $3 trillion to $4 trillion, they would likely see a negative impact on the government’s rating. “S&P wasn’t a surprise,” Paulsen said. Something else voters can keep an eye on this fall is discussion about having a balanced budget amendment to the Constitution, requiring that the federal budget be balanced. There are a lot of different versions of the amendment, Paulsen said, and it does make a difference what the language is. Should there be a tax prohibition? Can it be used during time of war? “Watch for that debate to unfold,” Paulsen said. Such an amendment would be one of the strongest reforms to “handcuff ”

congress to force them to change and go in a different direction, he said. Paulsen also talked about tax reform during his luncheon talk, saying cuts won’t be the only solution to debt or spending problems. The economy needs revitalizing and tax reform would help do that, he said. Paulsen is a member of the House Committee on Ways and Means, which has jurisdiction over health care, economic and trade policy. It is also the chief tax-writing committee in the House. Hearings about tax reform have been focused on making the tax code globally competitive rather than fair and simple, and discussions among legislative leaders and party members have been productive in that area, Paulsen said. But, tax reform’s momentum will fall on the president, Paulsen said, and he said businesses seem ready for it. A couple corporations have indicated they’re OK with losing some perks from the current tax code, Paulsen said, as long as they know what to plan for 5-10 years out, since they allocate capital based on 5-10 year projections, which is PAULSEN: TO NEXT PAGE

Wrongful death suit filed in fatal hit-and-run BY KATIE MINTZ • SUN NEWSPAPERS The family of the victim in a fatal hitand-run accident has filed a wrongful death lawsuit against former Minnesota Viking Joe Senser and his wife Amy Senser of Edina. The lawsuit seeking damages and answers in the death of 38-year-old Anousone Phanthavong of Roseville was filed Tuesday, Sept. 6, in Hennepin County District Court. “This lawsuit will provide us a vehicle to obtain information that the Senser family refuses to disclose,” said Jim Schwebel, attorney for the Phanthavong family. An attorney for the Senser family disclosed days before that Amy Senser was driving the vehicle that struck and killed Phanthavong. The announcement Sept. 2 came 10 days after the incident, and one day after media reports revealed the vehicle involved was registered to Joe Senser. “We are interested in learning why Amy Senser fled the scene, whether there was alcohol involved, whether she was alone in the vehicle and why she was taking the Riverside exit,” Schwebel said. The lawsuit on behalf of Phanthavong’s family also seeks damages in an amount greater than $50,000. Phanthavong was head cook at True Thai restaurant in Minneapolis.

According to the Minnesota State Patrol, it appears Phanthavong was putting gas in his vehicle late Tuesday night, Aug. 23, on an Interstate 94 offramp to Riverside Avenue in Minneapolis when he was hit. Based on evidence left at the scene, the patrol identified the fleeing vehicle as a late model Mercedes SUV. An attorney for the Senser family contacted the Minnesota State Patrol Wednesday night, Aug. 24, according to a search warrant filed in Hennepin County District Court. A trooper responded to their Edina residence where a 2009 Mercedes ML350 was located in the garage. According to the warrant, the trooper noted damage to the front passenger side and fender, and what appeared to be blood on the hood. The vehicle was towed to the Hennepin County Crime Lab in Minneapolis where swabs, tissue samples and latent fingerprints were collected. The document also notes earrings, a bobby pin and Mike’s beverage cap were found in the vehicle. The Minnesota State Patrol continues its investigation into the incident. At press time, an arrest had not been made and no criminal charges had been filed.

Eden Prairie-based bank approved for $5M capital boost BY PAUL GROESSEL • SUN NEWSPAPERS

Eden Prairie-headquartered Star Bank has been selected to receive money from a federal fund that will allow it to lend more money to creditworthy small businesses in Minnesota. Through the federal Small Business Lending Fund, the U.S. Treasury Department will lend $5 million to Star Bank. The bank will leverage that money locally, its leadership says, and reach out to small businesses and other companies that need loans. The SBLF is a $30 billion fund signed into law as part of the Small Business Jobs Act of 2010. So far, $1.8 billion has been allocated to 130 community banks nationwide. “If we could play a small part in helping to see the economic upswing, we’re excited about being part of that process,” said Jeff Williamson, Star Bank vice president and managing officer of its Eden Prairie branch. With the extra capital, credit-worthy small businesses and companies looking for a loan don’t have to worry about a bank not having enough capital, Star Bank CEO, president and Edina resident Harry Wahlquist said. “In this particular case, capital is not an issue” if the business is creditworthy, it could get a favorable response, he said.

But, it’s not free money. “It’s important to note that they’re not doling out free money. It’s money that has to be repaid,” Williamson said. Banks that receive a SBLF loan can repay it within 10 years, but there’s incentive for banks to increase its lending and repay that Treasury money sooner rather than later. The more loans a bank provides to small businesses, the lower the interest it’s charged from the Treasury Department. If a bank increases its small business lending by 10 percent or more, the interest rate on the Treasury loan is only 1 percent; if lending increases less than 10 percent, the interest rate is 2-4 percent, according to the Treasury Department. After 4.5 years, the interest rate on the Treasury’s loan increases significantly – 9 percent from a 5 percent maximum during the initial 4.5-year period. Star Bank is one of few Minnesota banks that have been accepted for an SBLF loan. McLeod Bancshares Inc. of Shorewood and Redwood Financial Inc. in Redwood Falls both received around $6 million, the Treasury announced Aug. 31. The Treasury notified Star Bank it was approved on Aug. 15, according to bank representatives, and the bank has 30 days to close on the offer.

About $1 million of that $2.5 million windfall would be used to pay for upgrades, such as $100,000 to re-codify local ordinances and $100,000 to modernize human resources operations. Most would go toward restructuring the city’s debt in the short- and long-term, he said, ultimately saving the city money. In 2012, the debt service levy would be reduced by approximately $378,000. Another $155,000 city bond for work at Pamela Park would be prepaid, saving $190,000. Edina would also use $950,000 to prepay bonds in 2012-2031, saving $1.5 million. “In addition to the immediate gratification that you get from being able to buy down our levy next year, you also get points for good stewardship in the future by turning $1.4 million worth of debt service restructure into just a little over $2 million,” Neal said. “It’s a good return on that investment.” By reducing the debt, Neal’s proposal can include an increase in general fund

expenditures and keep the levy increase lower than in previous proposals. In the scenarios presented last month, the first described as the status quo had $30.3 million in general fund expenses with a property tax levy increase of 2.7 percent, mostly to account for salary and benefit increases signed last year. The second included additional spending requests from departments for $31.4 million in the general fund budget and a 6.9 percent levy increase. Neal’s preliminary general fund budget was set at $30.6 million and includes some of the items requested by department heads. Among them is a new facility manager position at $109,000 and conversion of a part-time crime prevention position to full-time for $25,000. According to Neal, the preliminary 1.8 percent levy increase will have a slight impact on the median home in Edina. Last year, the median home valued at $410,800 paid $1,040 in city taxes. This year, the median home value has gone down to $403,000, and that home will pay $1,068. Neal said the city would continue to refine numbers and look for areas of reduction as it neared final budget and levy adoption. The preliminary levy cannot be increased but can be decreased before final adoption. A public hearing on the 2012 budget and levy is scheduled Tuesday, Dec. 6, with

adoption the following meeting Tuesday, Dec. 20. Last year, the council set its preliminary 2011 levy at $26.1 million, a 2.3 percent increase over the prior year. At final adoption, the levy was brought down to $25.8 million, or just over a 1.1 percent increase.

City council OKs development ideas The Edina City Council also gave its OK to two commercial projects in the works Tuesday, Sept. 6. First, the council unanimously granted preliminary and final plat approval to divide a property in Edina’s industrial area. The owner of One Corporate Center 2 requested to divide its property at 7401 Metro Blvd. in order to sell the new lot for future development. While no new building has been proposed, the property owner showed how the triangular property northwest of the existing 110,000-square-foot, six-story building could be developed with an 11,500-square-foot, one-story building, City Planner Cary Teague said. The council approved the plat with several conditions, including that a shared parking agreement be recorded with the plat. Site plan review and approval would be required by the Planning Commission and City Council before any development

could occur on the new lot. The council also responded positively to a sketch plan review for a possible retail and office building on France Avenue. Dean Dovolis, owner of DJR Architecture, is proposing to tear down the existing Sinclair gas station, 6996 France Ave. S., and build a new 6,600square-foot retail and office building. The project would require a rezoning of the site from Planned Commercial District-4 for automobile-related services to a Planned Unit Development. Because the property requires rezoning and is located in a “potential area of change” in the city’s 2008 Comprehensive Plan, the council could require a Small Area Plan. But council members indicated they did not feel one would be necessary based on the sketches. “This is what I think is a first step in taking an area that’s old and somewhat blighted,” and bringing it up a notch, Councilmember Mary Brindle said. The building shown in the sketch plan was situated close to France Avenue with parking located behind – factors that are important in walkability, Dovolis said. It used stone, glass and copper materials. “While this is a small building, there’s some significance to it,” said Dovolis, who planned to bring a formal application back to the city soon.

EHS debate team nets invite to round robin Edina High School debate team members Mimi Sergent-Leventhal and Erin Sielaff will compete Thursday and Friday, Sept. 15 and 16, in the Greenhill Round Robin held at Greenhill High School in Addison, Texas. The event is one of the most prestigious national policy debate round robins, open by invitation only to the top 16 ranked policy teams in the country. Seniors Mimi and Erin were the only students in Minnesota invited to attend and are considered by Edina debate coaches to be the most successful individual team in Edina policy debate history. New MyPlate campaign promotes healthy eating BY ROXI REJALI • CONTRIBUTING WRITER Icons are everywhere: recycling symbols, smiley faces, the Apple logo. Add another icon to the list: MyPlate. It’s a new symbol to remind Americans to make healthy eating choices. MyPlate shows a dinner setting of a cup and plate divided into sections representing the major food groups of fruits, vegetables, grains, protein and dairy products. The campaign was launched in June by First Lady Michelle Obama and pairs with her ongoing Let’s Move program to increase Americans’ physical activity. Both plans are designed to combat rising rates of overweight and obesity among adults and children. The U.S. Department of Agriculture

(USDA) developed MyPlate as an easy-tounderstand way to think about building a healthy plate at mealtimes. The colorful ChooseMyPlate.gov website has recipes, sample menus and inter-

active daily food plans that calculate food requirements based on age, gender, height, weight and activity levels. You’ll also find information sheets with useful tips on topics like ways to cut back on salt and sodium, reduce kids’ sugary snacks and creative ways to add fruits and vegetables to any diet. The new plate symbol replaces the familiar pyramid icon representing the food groups, introduced in 1992. USDA research says that Americans are confused by dietary guidelines that often seem to contradict each other. The new campaign is based on findings from the USDA’s 2010 Dietary Guidelines for Americans, which emphasized reducing calories and increasing physical activity to maintain a healthy weight. While the MyPlate image may be new,

the basic rules of good health don’t appear to have changed much. The following healthy-eating guidelines are borrowed from MyPlate.gov material: • Enjoy your food, but eat less. • Avoid oversized portions. • Make half your plate fruits and vegetables. • Make at least half your grains whole grains. • Switch to fat-free or low-fat (one-percent) milk. • Compare sodium in foods like soup, bread, and frozen meals and choose the foods with lower numbers. • Drink water instead of sugary drinks. Family mealtime helps kids thrive Sitting down to supper with your children on a regular basis is a simple strategy for building a strong family. Family mealtime helps children develop into productive students and adults, according to a senior clinical psychologist at American Family Children’s Hospital. “It’s well documented that children in families that eat dinner together develop social skills, strengthen family bonds, do better in school, and engage in less risky behaviors such as drug and alcohol abuse,” says Dr. Stephanie Farrell. “Scheduling regular family dinners is one tactic to assure we take the time to slow down from the hustle and bustle of our lives and be present with our children.” “Family mealtimes provide children

with stability and a safe environment in a world that is far too often fraught with confusion and pain.” But with kids trying to stay faithful to a schedule involving ballet lessons, soccer practice, and study time for tomorrow’s big test, how can regular family dinners be possible? “Start out realistically, even if it means just scheduling one shared meal,” says Farrell. “Keep it simple. The focus is on being together, not a gourmet meal.” Farrell encourages parents to have children help prepare the meal to give them a sense of responsibility, pride and accomplishment, while at the same time, enhancing their self-esteem. “Any help in the kitchen should be praised, so everyone’s efforts are

acknowledged and will likely be repeated in the future,” she says. “Additionally, when children are involved in the planning and preparation of healthy and nutritious food choices, they are more likely to eat the food, a bonus given the alarming rise in childhood obesity.” Farrell says when the meal is served, conversation among family members should be the focus and technology should be banned. “No television, no answering the phone, and no texting,” she says. “This will allow you to actively listen to your children and connect with them. Also, resist the temptation to jump up from the table when you are done eating to begin doing the dishes. No outside boundaries should serve as a distraction.”

Farrell adds that family mealtimes should be enjoyable, fun and relaxing and unpleasant topics or criticisms should be avoided. “It is imperative to take time to laugh,” she says. “Share a joke or an amusing story from the day. This might help children lower their guard that they may have had to keep up throughout the day.” Overall, Farrell says parents who plan family mealtimes are showing just how much their children mean to them. “I cannot think of a more vital message to give our children,” she says. “‘You are the most important part of my life, and I love you unconditionally. We are all busy, but I will always take time to be here for you.’”

Taste of The Lakes takes bite out of hunger for 13th year Lake Minnetonka and western suburbs continue to see need for help BY CHRIS DILLMANN • SUN NEWSPAPERS Back and tastier than ever, the 13th Taste of The Lakes at BayView Event Center in Excelsior is sure to pique any palate and help a good cause. Taste of the Lakes, 6:30-10:30 p.m., Thursday, Sept. 22, at BayView Event Center, 687 Excelsior Blvd., in Excelsior will feature foods from local restaurants, live music, a live and silent auction and wine and spirit tasting. The event is a benefit for Intercongregation Communities Association and Western Communities Action Network this year. Interfaith Outreach and Community Partners will not be benefiting this year due to their move into a new building. This will be the third year ICA has benefited, and WeCAN’s second year. The event is to raise money and draw awareness to the ever-growing problem of hunger in the west metro. “It’s a great event to help kick-off the fall,” said ICA Executive Director Cathy Maes. “It helps bring people together to talk about hunger and have a wonderful event where our community is involved.” ICA raised $12,000 at last year’s event, and hopes to double that this year, said Maes. ICA’s new fiscal year begins Oct. 1, and Maes says an event like this really makes a difference. “It’s nice to be able to walk into the new

year with a little bit of money in our pockets to help make sure we can continue to meet the increased needs,” Maes said. Maes says the need has grown so large that ICA’s new location in Excelsior is now open four days a week, which is more than anticipated. Making tough times tougher, Maes says that U.S. government food donations have started to slip off. A lot of those are staples such as meats and rice, so trying to bring in those and fresh fruits and vegetables continues to be a challenge. “I think we’re doing our best to hold our own and finding new partners to meet the goal,” Maes said. ICA isn’t the only organization trying to keep up with increased demand for services. WeCAN, located in Mound, also sees the event as a huge help. “It definitely makes people aware we are out there,” said Executive Director Leah Weycker. “Just the awareness we exist, and most of us rely heavily on donations to operate, so a fundraiser like this is always really helpful.” Weycker says that after more than a 50 percent increase in services a few years ago, the demand somewhat leveled off. The latest trend is toward more demand, so benefits such as Taste of The Lakes help offset the need. “Just these last couple of months we’ve seen a lot of people as they run out of unemployment,” Weycker said. “So anytime we can raise money and awareness, those are the two things we have to keep going with and are never ending.” Back again are the live and silent auctions. The live auction will be hosted by

With more than 100 auction items, there is something for everyone. Last year’s event raised more than $15,000 for the organizations involved. “They can do so much more with money than just food donations,” said BayView owner Bob Ziton. “They’re able to buy from other food providers, and able to serve their constituents a lot more readily.” This year will also feature wine and spirit tasting by Southern Wine and Spirits. Last year was the first year for wine tasting, but now patrons will have the chance to sample spirits and liqueurs as well. Some featured spirits are Pinnacle Vodka, where those looking to satisfy a

Helping those in need in a fun way, all while tasting what local restaurants have to offer is what Taste of The Lakes is all about Maes says. “This is a really fun way to highlight different restaurants, what they can offer and to get people excited about them while bringing the community together,” Maes said. “It’s a win-win all the way around.”

Winter coats a big deal for kids who don’t have them BY JONATHAN YOUNG • SUN NEWSPAPERS Minnesota residents often take coats for granted. But for families who can’t afford them, they are a big deal. That’s why Pilgrim Cleaners, Sun Newspapers, KARE 11, KFAN and Subway are sponsoring the 26th annual Coats for Kids campaign in the Twin Cities. The program allows community members to

donate gently used and new coats. Pilgrim cleans the used coats and gives all the coats to charities that distribute them to people in need. Paul Gifford is a spokesperson for Minnetonka-based Hope for the City, one of the organizations that receives coats for distribution. “You can’t believe the joy that these people are showing because they received a coat,” he said. “They’re just happy to have a coat … to keep warm for the winter.” Judy Sprague with Pilgrim Cleaners

has been in charge of organizing the drive for 11 years. “It’s unbelievable that there are people in Minnesota who don’t have coats,” Sprague said. Each year Sprague sends letters inviting charities to participate, and they request the number of coats they expect to need. “Hopefully we can fill that demand,” Sprague said. This year Pilgrim aims to collect 10,000 coats. Sprague said the campaign came

close to that number a few years ago, but donations have been a little lower in recent years. Demand is higher than ever. Mary Jo Copeland of Sharing and Caring Hands in Minneapolis said the poor have always been there, but she has noticed an increased need for services because of the bad economy the past few years. Norback, Florence (Hallberg) Florence B. (Hallberg) Norback, age 94, of Bloomington (formerly of Edina) died September 8, 2011. She was preceded in death by her first husband, Ray C. Hallberg, and by parents, William M. and Marie (Olcott) Baxter. She was a loving wife, mother, grandmother, great-grandmother and friend. Florence was born August 27, 1917, in Minneapolis. Survived by devoted husband, Howard M.; children, William C. (Kathryn) Hallberg of Prior Lake and Nancy H. (John) Benson of Minnetonka; Howard’s son Dr. Bruce (Judy) Norback of Edina; grandchildren, Dr. Robert W. (Cassandra) Hallberg, Sheryl M. (Daniel J.) Proulx, Amy K. Hallberg (David W. Johnson, Jr.) and Douglas F. (Nancy A.) Benson, Lynn and Lisa Norback, and Lora Beth (Michael) Peters; great-grandchildren, Athena and Erik Hallberg, Lauren and Emma Proulx, Maia and Avery Johnson, Andrew and Jake Benson, and Daniel Peters. Florence graduated from Washburn High School and attended the University of MN. She was blessed by her associations with Colonial Church of Edina and Mt. Olivet Lutheran Church. After her children were raised, Florence served as city clerk for the City of Edina, MN for 20 years. She was a 60-year member of Maria Sanford Chapter, DAR and a 65-year member of Eastern Star. The Edina Rotary Club honored her with the Paul Harris Award for Community Service. Florence enjoyed involvement with her churches and civic activities, but none of them were closer to her heart than her genealogical research, which she considered her real legacy for her family. Her memorial service at Friendship Village, 8100 Highwood Dr., Bloomington will be on Thursday, September 15 at 11:00 with visitation one hour prior to the service. To the editor: I was pleased to see Jason Berger step forward to run as an Edina School Board candidate. Jason is a good neighbor, friend and father. He is willing to be a leader when necessary and knows how to get things done. I’ve had children in the school district for 12 years now. In that time, I have appreciated the focus on academic excellence and the results that has achieved. But, I have also seen the challenges schools face today with educating children in an environment that bombards them with so many distractions from academics. Edina is always on the cutting edge on seeking new opportunities to enhance academia, but needs to be reminded of the traditional forms of learning that has made education successful in this community. I think Jason will help find that balance of remaining focused on the successful fundamentals of the educational process while still pursuing new and effective teaching relationships to keep our kids energized and engaged in their education here in Edina. The first daylong workshop between the steering committee and the consultants is Wednesday, Sept. 21. Staunton said it would be used to bring all participants on the same page. A public summary will be presented 6:30 p.m. Wednesday, Sept. 21, in council chambers at City Hall, 4801 W. 50th St., Edina. The second workshop scheduled Oct. 25-27 will focus on brainstorming ideas and options from the guiding principles, and will be open to the public. The third workshop Nov. 15-16 will narrow the focus to a final idea. “What we hopes comes out of it is a plan that will give private property owners, public officials, developers and

others a clear idea of the direction we’d like to see development go in the area,� Staunton said. Staunton said with a large amount of public property in the area, the potential for change is huge. In addition to the Public Works site, it includes a city parking ramp, municipal liquor store, Edina School District bus barn and MnDOT-owned land adjacent to Highway 100. “It creates a real opportunity to plan the future,� he said. Schools can also organize their own collections for the campaign. The school that collects the most coats will earn a Subway

The Hornets will play Eden Prairie at Eden Prairie’s Round Lake Park courts. Edina has what may be the strongest singles lineups in the state with Caroline Ward, Meghana Vasireddy, Maddie Boyer and Kelly Reger. Minnetonka will travel to Wayzata in another Lake tennis match at 4 p.m. Sept. 15.

Wayzata and Edina were the top two finishers in Lake Conference boys soccer last fall. Hornets go for 3 in a row Football team faces big test at Lakeville North BY JOHN SHERMAN • SUN NEWSPAPERS After pounding Minneapolis Southwest 38-0 Sept. 9 at Kuhlman Field, the Edina High football team is 2-0 and looking to move up in the polls. The Hornets have a big test at 7 p.m. Friday, Sept. 16, when they will play at Lakeville North. “Lakeville North is a very good football team,” Edina head coach Reed Boltmann said earlier this week. “We need to clean up our turnovers and penalties this week. Against Southwest, we lost three fumbles,

two of them unforced and one on a decent hit. “The flow of the game was kind of herky-jerky,” Boltmann added. “It got sloppy at times. When you’re fighting through 10- and 15-yard penalties, it’s hard to get into your offense.” Aside from the fumbles, Edina played a fairly smooth offensive game. Edina scored in every quarter with 16 points in the first quarter, 8 in the second, 7 in the third and 7 in the fourth. Mark Handberg is settling into his role as the starting quarterback. BY JOHN SHERMAN • SUN NEWSPAPERS Early in Edina High’s girls soccer match with Hopkins Sept. 6 at Kuhlman Field, Hornet head coach Simon Whitehead said he felt, “it’s going to be one of those nights.” Ninety minutes later, his club had played to a 0-0 tie with Hopkins in the Lake Conference opener. “The tie wasn’t the result of lack of effort,” said Whitehead. “But we lacked composure near the goal.” Edina had plenty of chances, including 10 corner kicks, but the Hornets couldn’t get a shot past the Royals’ senior goalie, Jenny Grahek. On six of the corner kicks, Grahek beat Edina players to the ball and snatched it out of the air. “The longer you go 0-0 with a team like Hopkins, the more trouble you have,” said Whitehead. “We ended up in a scrap.” Still, the Hornets nearly pulled it out. With about 30 seconds left in overtime, Hornet senior forward Brittany Bingham drew a foul 1 yard outside the box. Had the foul occurred a couple of steps closer, Edina would have been awarded a penalty kick. Instead, it was a free kick. The Hopkins defense built a wall, blocked the shot and cleared the ball to preserve the tie. Whitehead praised the Hornets’ defense, Elena Tsakakis in particular. “This was Elena’s first game back from an injury and she played all 90 minutes at sweeper with a lot of crucial tackles,” said Whitehead. “Allie Davis made a great save at the end of the game. Mary Stafford and Hailey Merrill both won tons of balls.” Whitehead’s club tied Anoka 0-0 in a non-conference game Sept. 8 and beat Woodbury 2-0 in a non-conference game Sept. 10 to push their record to 5-0-2. Edina is ranked third in the state Class AA poll, and Whitehead is not altogether happy about that. “A state ranking can be the kiss of death,” he said. “I’d much rather be waiting in the weeds, but it is what it is.” Next for the Hornets is a 5 p.m. Lake match Thursday, Sept. 15, at Wayzata. Edina’s next home match is a 5 p.m. start against Minnetonka Tuesday, Sept. 20, at Kuhlman Field.

Edina boys produce BY JOHN SHERMAN • SUN NEWSPAPERS Based on last week’s performance, Edina High’s boys soccer team appears capable of mass-producing 4-0 victories. After stinging Hopkins 4-0 in a Lake Conference match Sept. 6, the Hornets came back to hammer Breck School 4-0 Sept. 10. “We played good soccer, and everybody had some playing time,” said Edina head coach Dave Jenson. The Hornets stood 6-01 going into this week’s action. Edina was kicking off against Eden Prairie in a Lake Conference match Sept. 13 as this edition went to press. At 7 p.m. Thursday, Sept. 15, the Hornets will travel to Wayzata for another Lake Conference test. Edina used three first-half goals to send Hopkins a message in last week’s Lake opener at Kuhlman Field. Jens Undlin opened the scoring on a pass from Evan Panken, and then Panken scored on a 35-yard blast. Fahad Maow scored just before halftime to make the score 3-0. Undlin added an unassisted goal in the second half. “It was a good team effort,” said Jenson. “We’re deeper than we’ve been in

a while. We got everybody into the game except for our third goalkeeper. The guys in the midfield – Panken, Arin Arpinar, Stephen Johnson, Michael Murney and Elias DeVoe – are all playing really well. The thing I like about our team, we don’t drop off much when we sub. “Jens [Undlin] and Jackson Kessel are fast, physical forwards, and they’re putting a lot of pressure on our opponents.” Jenson praised senior goalkeeper Nathan Rousey, who has been sharing time with junior Alex Pastor and freshman Tanner Morrison. All three goalies played in the win over Breck. Rousey took the first half and the other two each played 20 minutes in the second half. “We’re asking Nathan to make the tough saves against the good teams,” said Jenson. “He is a team player. I like the way he works with the younger keepers.” Undlin, Panken, John Lagorio and freshman Brett Weicht scored Edina’s goals in the Breck match. Panken, Stephen Johnson and Max Feinberg had assists. “Hats off to our defense,” said Jenson. “Three goals in seven games, that’s pretty good.”

When Bob Malby coached Little League baseball in Edina, his philosophy was “coach the season to learn and coach the playoffs to win.” As captain of the Braemar senior men’s (55-and-over) golf team, his philosophy is similar. “We give everyone a chance early in the season and play the horses toward the end of the season,” he said. That strategy gave Braemar its third consecutive Metro Senior League title this summer. Braemar also won the league title in 2000, which was Malby’s second year on the team. Braemar’s “horses” included Mike Westergren, who won 26 of a possible 30 points in five matches, Jack Hughes, who won 35 of 36 points in six matches and Steve Tanner, who won 36 of 42 points in seven matches. Malby didn’t play often, but in his three matches, he won 17 of a possible 18 points. “Bunker Hills was leading the league for 10 of the 14 weeks,” said Malby. The turnaround match for Braemar was against Greenhaven at Valleywood Golf Course in Apple Valley. Braemar won all 24 points that night as each of four golfers swept six points. “We beat Bunker Hills 13-11 in the last match of the season at Theodore Wirth,” said Malby. The Metro Senior League consists of match play with handicaps. Malby said he loves the format because golfers of all ability levels can compete. “R.J. Smiley had the lowest handicap on our team this year,” Malby noted. Senior Nick Rallis also scored on a 5yard run and senior quarterback Diondre Green snuck for a 1-yard touchdown in his relief stint. Rallis added a two-point conversion run. Senior Peter Smith kicked three extra points and a 24-yard field goal. “Our offensive line did a fantastic job,” said Boltmann. “Ian Collins played his best game and Kevin Carroll gave us great leadership. Southwest is not the most physical team we’re going to play.” Defensively, the entire Edina unit played well. “Our goal for the game was to have five or fewer missed tackles,” said Boltmann. “We had a couple, but overall, we did a real good job with our focus and did a good job of controlling their run-

ning attack. “Our defensive line did a nice job of putting the pressure on them. Deon Dorvil played an outstanding game.” Southwest’s Max Roberts, a returning starter at quarterback, was limited to 88 yards through the air. “We were prepared for their passing game because we had played them in the Hopkins Passing League this summer,” said Boltmann. Boltmann has noticed that the five teams in the Lake Conference have gone 9-1 in non-conference games this first two weeks. The only blemish was Hopkins’ 26-20 overtime loss to Blaine Sept. 9. In other games last week, Wayzata romped past Eagan 28-7, Minnetonka shut out Armstrong 24-0 and Eden Prairie dominated Bloomington Kennedy 35-0. “In the Lake Conference, we will be playing some of the best teams in the state,” Boltmann noted. “We don’t have the depth of some of the teams we’ll be facing, so we have to be careful with how we practice and prepare. It’s a tough grind, but we will do our best to get through it.”
