2011 Year in Review
Richfield in 2011: Another year, still here Schools face funding challenges, building projects go forward, residents stand out, the city moves ahead BY ANDREW WIG – SUN NEWSPAPERS
School district pleads for more money, residents say ‘no’ Bad news for district came in November as Richfield residents defeated a levy referendum 2,419 votes to 2,167 that would have buoyed the district’s funds by $416 per pupil. With the defeat, the “c” word again was raised. The district will have to make some “pretty significant cuts over the next two years,” Slotterback said. But exactly how much — or what — will be cut is unclear. “We don’t know where the cuts are going to come from but we’ll make it work,” Slotterback said. The disappointment was made extra painful due to preliminary polling information that suggested Richfield residents favored the paying the $119 per year the referendum would have cost the average home owner. Two separate polls conducted before the referendum “came back with strong support at the $119 level,” noted boardmember Todd

Richfield schools may soon harness the power of the sun Solar panels would be installed this spring BY ANDREW WIG – SUN NEWSPAPERS The roofs of Richfield schools may soon get a lot more shiny now that the school board has given the initial goahead for plans to install solar panels at three Richfield schools. If an attorney approves the lease agreement and a neutral technical specialist verifies the feasibility of the technology, Richfield’s high school, middle school and STEM school will be outfitted this spring with the solar panels, served by Minneapolis firm Solar Sustology. The school board voted to sign an agreement, pending attorney review, that will cost the district $34,000 after accounting for federal grant dollars and rebates from Xcel Energy. The cost without the financial aid would be $309,000. With the window for the federal
Building and Grounds Supervisor Rus George has been enthusiastic about the panels, which he said would require “little or nothing for maintenance,” and would work during winter.
grant ending at the end of December, the district was forced to act quickly. Due to the narrow time frame, a clause was inserted into the contract that would allow Richfield Public Schools to back out if the district changes its mind after due diligence. The agreement will be subject to final board approval Jan. 23 after a neutral technical expert examines Solar Sustology’s technology. If the report generated by the firm is correct, the district would save about $466,000 in energy costs over the course of 40 years. According to those same numbers, the district would recoup its initial cost in four years. “For the benefits we could get, the costs would be relatively minimal,” said Richfield schools Business Manager Michael Schwartz, who has been in contact with Sustology since just before Thanksgiving. “If the numbers are correct, you do it in a heart beat,” said Boardmember Todd Nollenberger.
“It almost sounds too good to be true,” said Supt. Bob Slotterback, noting the projected cost savings. Councilmember Tom Flood issued the sole dissenting vote on the project.

tion has been cut after seven years of hard work and dedication to Richfield Schools,” Huber said. “Unfortunately that’s the world of education as we know it right now.” That world will not likely change in the near future, according to Slotterback, who said the district had cut as much as it could from the nonstaff portion of the budget. “This year we are stuck — and probably in the future — having to find the vast majority of that money out of people,” the superintendent said.
Year in review FROM PAGE 1 Slotterback said he understood those who voted “no” had their reasons. “They had a really difficult choice, and a lot of people who are living right at the edge said, ‘I can’t afford 10 bucks a month.” The district now has its own decisions to make. “I think the voters have spoken,” Slotterback said, “and we’re looking at this very carefully.” On the district website, the superintendent stated the district may have to slash $4 million from the budget over the next two years. But obvious target for those savings is becoming scarce, he added. “I’m not aware of stuff that’s easy to cut anymore.”

Teacher cuts announced Facing a projected $1.15 million deficit for the 2011-2012 school year, the Richfield School District announced in April that it would be discontinuing the contracts of 12 teachers. In the end four positions were cut. “This is terrible; it’s awful. These are hard working, dedicated employees,” Supt. Bob Slotterback said after the cuts were announced. He blamed in part flat state funding that failed to keep with inflation. KAREL SMITH 612-986-3704

Don’t wait ‘til New Year’s to make resolutions Self-improvements know no time of year Happy (almost) New Year! Aside from the proverbial party, the second biggest tradition in transitioning to a New Year is the New Year’s resolution. In grade school, I was instructed by my teachers to make a resolution each December for the upcoming New Year. My resolutions were typically family-related: “I will be nicer to my sister” or “I will try to heed my parents instructions before their fifth command.” When those scholastic mandates ceased, so did my yearly resolutions. It’s not that I don’t endeavor to make self-improvements or help others or complete any other altruistic task as a self-satisfacto-
MATT HANKEY Apple Valley/Eagan Community Editor ry exercise. The idea of assigning an arbitrary date to become a better person always struck me as odd in nature. If I needed an uptick in my moral fiber, by God, I got right on it. I understand that with a new year can come a fresh start. I get that. I really do. But, clichés such as “why put off what you can do today?” and “strike while the iron is hot” are actually quite applicable in this instance. I hearken back to the months preceding my impending marriage last year. It had become evident to me that I had not lost any of the 10-15 pounds I gained in
college in the three years since my graduation. With my marriage six months away, I decided it would behoove me to do something about that extra luggage for our photographer’s (and wife’s) sake. I lost five pounds in three months by eating healthier and biking. But, two months before the wedding, my motivation waned and exercising became a chore. But even though I stopped biking, I was proud I made a goal and stuck to it for more than a week or two. The same won’t be true for many New Year’s resolution makers. This didn’t enter my thought process at the time, but waiting until the coming New Year to lose any weight for my wedding would have been worthless. My wedding would have come and gone and I would be likely packing on more pounds, as I’ve been told happens after marriage
(It’s true.) This advice is coming from a chronic procrastinator. As of the date of writing this column, Dec. 22, I have not yet bought my wife a Christmas present. (Does she really need more than one blender?) That was a joke, by the way. I would ask for your suggestions for a Christmas gift for my wife, but I shouldn’t set the precedent of exchanging gifts belatedly. Make goals and make them often. I’m not even suggesting that you shouldn’t make a New Year’s resolution if your heart is set on it. But, realize there are 364 other days a year that are resolution-lonely. The point is, putting off goals or resolutions is good for no one, even if you want to impress your friends and family with the results of the Shake Weight you got for Christmas.
perplexing when one considers its costly, oversized headquarters (why IS there the “excess space” he mentions?), the financial burden it places on smaller stores, the hundreds of employees it has laid off, and the enormous tax subsidy drained from our city’s residents to bring it here. I think it would be helpful if Richfield students could research how Best Buy pulled off such huge tax subsidies to build here (receiving corporate
welfare). Additionally, I think it would be beneficial to provide students with more classes in labor history, labor law and nonviolent training, so that when they move out into the “real world,” they would have the knowledge and skills necessary for organizing, being more in control of their own destinies, and countering such misguided corporate-clone-making proposals. Steve McKeown Richfield
LETTERS TO THE EDITOR Keep schools out of corporate hands To the editor: I am writing in regard to the Dec. 15 letter to the editor in which Ernie Lindstrom promotes turning Richfield’s public education over to corporate conglomerates like Best Buy Co (“Partnering with Best Buy could revolutionize Richfield Schools”). With their longer school days
and school years, these “efficient” models of education, he claims, would be a “dream” worth pursuing by other districts. I think most students and their families would instead see this as a nightmare. This type of backward thinking by corporate giants in the early 1900s was the reason our nation had to pass child labor laws. Lindstrom’s notion that somehow the corporate behemoth Best Buy would be suitable to “keep school costs confined to the classroom” is

FROM PAGE 4 plans were consecrated in November for the site formerly occupied by Kmart. An L.A. Fitness center will be constructed at the site, which also will feature separate retail buildings for other businesses. In the same area, plans for the vacant Lyndale Garden Center, which has sat empty since 2006, progressed this year as developer Cornerstone Group closed on a sale of the land. Mixed-use plans there call for three buildings and 120 apartment units, with rehabilitation of the site slated for spring and apartments expected to be ready for occupancy in 2013. Plans for redevelopment at the Menards on Nicollet Avenue near Interstate 494 moved forward this month when the city council gave final plat approval for the project that calls for the current store to be torn down, with a two story Menards built in its place. The project will raze the neighboring Jun Bo Chinese Restaurant building to make room. Upon the council’s decision, plans for shutting down the current Menards building were to begin immediately.

Pillsbury protests Another project, still in its preliminary stages, became the center of notable outcry from some Richfield residents who, amassing more than 200 signatures in protest, believe it will change their neighborhood for the worse as neighboring communities shirk their own city planning responsibilities and pass the burden of providing affordable housing on to Richfield. the redevelopment of the former city garages at West 77th Street and Pillsbury Avenue South came to a head in November as the developer took another step toward breaking ground. Year in review FROM PREVIOUS PAGE 160 at one community meeting — to voice their displeasure at the project they believe will lower their property values, increase disturbance in the neighborhood and fundamentally alter the area’s character. “The reason why we’re concerned is it basically doesn’t fit the neighborhood,” said Barry LeBlanc, a leader of the project’s opposition. He called the proposed development a “monster complex in the middle of a residential neighborhood.” The conflict has raised for discussion the concept of affordable housing, how communities go about creating it, and how willing residents are to accept condensed dwellings of newcomers. “Build in Edina first,” shouted one member of the overflow crowd that gathered at Emerson Congregational Church in Richfield earlier this month to discuss the plans with developer Ron Clark. Opponents to the Pillsbury project and other similar ones — the Lyndale Plaza project received similar protests — claim other communities, particularly Edina, have taken measures to keep lower income residents out as Richfield has opened its arms.
New center of government Richfield’s newest jewel opened in June. The new 98,000 square-foot, $22.25 million Richfield Municipal Center served as a clear upgrade from the old facility, nearly doubling in space and featuring additional meeting rooms, a larger licensing center and underground parking for Public Safety vehicles. The city of Richfield stated the old building was badly deteriorated and that it failed to meet accessibility and energy efficiency standards. City employees eagerly anticipated the move. “It is a relief and there is a lot of excitement with people being thrilled to move,” Assistant to the City Manager Pam Dmytrenko said prior to the changeover. With the new city offices up, the old municipal building could come down, and — after a long lead and asbestos abatement period — so it did. Demolition on the old city hall began July 19.

He had chance to see what other districts were doing, and “Richfield was always right there,” he said. “Everything we’ve done, I feel like we were on the cutting edge.” But his tenure on the board ended amid district-wide disappointment following the failure of the November levy referendum. “It was just one success after another,” Flood recalled, “and then the
Two members of the Richfield School Board sat on their last meeting Monday evening, Dec. 19. Saying farewell were Peter Toensing and Tom Flood, in what Supt. Bob Slotterback called a “bittersweet” sendoff. Flood looked proudly back at changes in the district that occurred under his watch. These included the reconfiguration of elementary schools into a kinder-

referendum.” But still, Flood said, considering the district’s size and quality of staff, “we still have so many things going for us.” As Board Chair Toensing looked back on his time on the board, he noted that “having that privilege of standing on the stage at commencement” will be one of his best memories. He also looked back at a period for the board that he said was mostly harmonious. “I’m really proud of the fact that this group has always been a collaborative group,” he stated.
“I think Tom and I will be cheering from the sidelines and contribute our 2 cents when necessary.” To Slotterback, a simple statement of gratitude was insufficient to express what the departing boardmembers meant to the district. He noted boardmembers are always on duty in a sense, listening to residents’ questions and concerns — during the “ballgame” or at home over the phone. “It’s not enough,” Slotterback said, “to say thank you for all the time you’ve given.”

The tombstone to be featured at the memorial will read, “John Dobson,” the name mistakenly assigned to Dolson as his body was misidentified. The marker is currently at the Richfield History Center, and has been replaced at the North Carolina cemetery with a corrected tombstone. Further plans for the Honoring All Veterans Memorial call for a prisoner of war memorial bench and a landscaped area reserved for the state and POW
flags. Work on the monument is expected to begin this spring, and will cost the Richfield’s recreation fund about $290,000, which is to be paid back over time with the sale of engravings on the granite tablets.

The recognition began when the American Public Works Association recognized Public Works Director Mike Eastling as one of 2011’s Top Ten Public Works Leaders. Leading up to the award, Eastling led high profile projects including work surrounding the construction of Best Buy’s new headquarters, the reconfiguration of 77th Avenue from Cedar and Penn avenues, and storm water management throughout the city. Kind words for Richfield’s public works department would keep coming as the American Public Works Association-Minnesota Chapter issued utility specialist Bill LaLonde the 2011 Personnel Award in the maintenance category, an award no other Richfield Public Works employee has won, to the knowledge of Eastling. Chief among LaLonde’s duties is to track the city’s jumble of underground cable and wiring as people with shovels and machines dig into the earth. LaLonde was recognized in particular for his patient nature in dealing with a sometimes-impatient public. He is the one who notifies residents when construction necessitates cuts in services. But recognition was not relegated to grizzled public works veterans. Among others honored in 2011 was 8-year-old Sophi Bromenshenkel, who in June received the Ocean Hero Award from marine conservation organization Oceana.
That same week, Sophi received another national award. This time she wasnamed the Youth Ambassador of the planet by the Wyland Foundation, which educates citizens on the importance of protecting bodies of water and marine life. Sophi caught and released her first shark at the age of four while visiting her uncle in the Florida Keys. Her love of sharks, born that moment, turned into a campaign called Save Sharks with Sophi, which raised $3,500 for shark research and conservation.

Honoring All Veterans memorial gets set for completion The city of Richfield resolved in September to finish the Honoring all Veterans Memorial, with the city council voting to solicit bids to complete the remainder of the project. Remaining work includes the installation of six approximately 15-foot tall columns, each representing a branch of the US Military. The columns will surround the memorial’s centerpiece, which honors Cpl. Charles “Chuck” W. Lindberg, a longtime Richfield resident and last living member of the group that first raised the American Flag on Iwo Jima, according to Richfield Recreation Services Director Jim Topitzhofer. Other remaining work consists of landscaping, granite finishes on the centerpiece, concrete trails and lighting on the North side of the monument, plus irrigation and drinking fountain additions. Also planned is the installation of the

and cranberries — on a whole grain roll. After making the first cut, the culinary team was given $1,000 to prepare their recipe, which was scrutinized by nutritionists and chefs, who visited the school in May to taste the sliders and watch the student-chefs in action. For their ingenuity and taste, the students earned a visit to the White House and a meeting with the First Lady.
FROM PREVIOUS PAGE the S.S. Yum Yum raised their paddles on Lake Calhoun as they took the top prize in the 12-and-under division The construction of the boat — using empty single-serving sized milk cartons from the lunchroom — came as part of a fourth- and- fifth-grade science and engineering unit. The group tested various scaled-down designs for buoyancy, stability, speed and maneuverability, settling on a V-hull design. But it was more than trial and error. The students employed math skills in determining that, for instance, each milk carton holds four pounds. With six kids paddling, weighing an average of 60 pounds apiece, they figured it would take 150 milk cartons to remain afloat. The final design included a reinforced hull and 198 cartons total, bolstered by a donation from the Cheesecake Factory of some half-gallon cream cartons, which was the inspiration for the name S.S. Richfield in February became one of a handful of cities in the metro area to establish a domestic partnership registry by which unmarried, committed couples who reside and work in Richfield may voluntarily document their relationship, receiving certain benefits married couples get. The city council approved the registry ordinance on Feb. 8 in a contentious vote, 3-2. In a separate vote, the council unanimously voted to extend bereavement compensation to partners of city employees listed in the registry. While the city’s general services and management employees will receive the benefit, it will have to be negotiated as part of future labor contracts for union

employees. Voting against the measure were councilmembers Tom Fitzhenry and Fred Wroge, who argued the city would be better served by passing a resolution pertaining to the statewide domestic partnership debate. Gov. Tim Pawlenty vetoed a statewide domestic partnership measure in 2008, leaving it up to municipalities to establish their own such ordinances. The city “shouldn’t pass warm, fuzzy laws,” Fitzhenry said. But local municipalities often blaze the trail for statewide legislation, argued councilmembers Sue Sandahl and Pat Elliot. They pointed to measures like smoking bans that led to statewide laws. Those against the ordinance also wondered whether it would bring unforeseen costs and unanticipated outcomes for the city. Fitzhenry cited an unpredictable “butterfly effect.” Aside from bereavement compensation, registered partners will enjoy other benefits that had previously only been extended to married couples, such as fee reductions at city recreational centers. Private businesses are not obligated to recognize domestic partnerships in establishing employee benefits. Eight couples have so far registered domestic partnerships. Prior to Richfield’s decision, Minneapolis, St. Paul, Edina, Golden Valley and St. Louis Park had already established similar ordinances.

Voices FROM PAGE 1 “If you don’t understand the system, you can’t navigate the system,” Richfield High School Principal Josh Fuchs told the school board Monday, Dec. 19, at its regular meeting. Voices United is based on a parental education curriculum that has spread into Minnesota, where a number of school districts are using it to help parents help their children work their way through the schools — and into college. Following the initial string of night classes for parents that took place last fall, Voices United will again in February reach out to families of Richfield children, namely minorities, who are underrepresented in college placement. In the past, high schools have typically aided families in the form of financial aid nights or college application nights, but Voices United is different, said Jennifer Jacobs, African American outreach coor-
dinator for Richfield schools. The six-week session will gather parents of children at all grade levels to tell them what they have to do — from the day their child enters kindergarten to the day they graduate — to ensure a lively education and clear a path to college. Meeting for two hours once a week, dinner will be provided as district outreach workers and other parents detail — in English and Spanish — the necessities for academic success. They will start with basics as simple as class schedules, who the counselors are and information about advisory sessions. Parents will then learn about honors and Advanced Placement courses and how to help their children develop a four-year academic plan beginning in ninth grade. The focus then turns to the colleges themselves and their admission requirements. Parents will be reminded for instance, that while Richfield does not require student to take two years of a second language to get in, many colleges do. In last fall’s sessions, this information was alarming for some. “They were like,
In the Community, With the Community, For the Community
‘Oh my gosh, I’ve got to get my kid in for language right now,” Jacobs said. The classes also will include information on higher education options and the financial aid process. Voices United is still in its infancy as it addresses an achievement gap for which Minnesota is among the highest in the nation, Richfield being no exception. “I know that we’re not doing great at it,” Jacobs said. Seven families enrolled in Voices United last fall for the first round of classes, but Jacobs is hoping for a snowball effect as word spreads. The Minneapolis School District has put 33,000 people through the program in the four years, Jacobs noted. Voices United is only the latest measure in Richfield Schools to close the gap in academic achievement between minorities and white students. One program called beyond diversity trains teachers to examine themselves and recognize how their own biases may affect thier teaching. About half of Richfield teachers have received that training.
The district also is targeting students who will be the first in their family to attend college, plus students of color and those who receive free or reducedprice lunches, with a program called Advancement Via Individual Determination, which focuses on getting those students into higher-level courses in preparation for college. These measures have become necessary as Richfield has become more diverse, Jacobs said. “Richfield is very different than it was 15 or 20 years ago, and it is causing us to look at and change the way we do instruction here.” The old way, “30 kids on a class all facing one teacher,” works no longer, she added, citing projections that say Minneosta will be half composed of non-whites by 2020. “If we don’t educate everybody in the state, we are not going to be well off later.” The spring session for Voices United runs from Feb. 21 to March 27, meeting once weekly from 6:30-8:30 p.m. in the RHS media room.

Right Way Painting Solutions After one of the most brutal winters we have encountered in the past 30 years, we have all found things that need repair or replacement on our homes. Many of us have needed to put off work being done to our homes do to economic hard times. Many of us also put off projects to save money in case things got worse. Our home values have gone down which makes it hard to even think about selling our homes. The reality is that we have to keep our property in good shape to maintain our values. Painting the exterior of our homes is by far the best value to preserving our wood surfaces and windows. We can also dramatically change the appearance of the inside of our homes by updating colors. Painting woodwork is a very affordable option compared to replacing old trim around our homes. In many older homes our windows are still good, but the old stain and varnish are not holding up any more. You can save thousands of dollars by painting these windows
verses replacing windows. Updating your basement family room can also be as easy as painting the paneling. I’m Paul Moore from Rightway Painting Solutions. I’ve been in the painting business for over 20 years. Being a former Shop Teacher, I have a good background in finishing and wood replacement. We do both residential and commercial painting. We do work for several Town Home Associations, Nursing Homes and Residential Properties. We give our customers great value by being able to not just paint. We replace or repair wood, repair and reglaze older windows and reside areas that need replacement. We also repair decks and re stain decks. On the inside we repair walls, remove wallpaper, enamel wood work and paint paneling. We offer a 2 year labor warrantee on our labor, provide references and we would be happy to give you a free estimate. For all of your painting needs give us a call at 612-839-2239.
