Taxes to rise in anticipation of another state cut BY MIKE HANKS • SUN NEWSPAPERS If there’s a silver lining to the 2011 Richfield budget and tax levy, it’s that city officials are planning for a brighter future. A budget that calls for less dependence upon state aid in 2011 will come at a cost to Richfield taxpayers, as the gross tax levy will increase 6.82 percent.

“You won’t be at the mercy of the state,” City Manager Steve Devich told the council during its Dec. 14 meeting. A recurring topic, reductions in state aid have at times created a financial pinch for Richfield. City officials, however, are taking a proactive approach to further cuts in state aid rather than a reactive approach. The city is projected to receive $2.2

million in state aid next year, but “we’re not counting on that,” according to Finance Manager Chris Regis. Given the state’s projected deficit of more than $6 billion next year, the Richfield budget proposal calls for a tax levy increase in anticipation of further cuts in state revenue. The city came up $1.9 million short in 2010, and expects to receive less than the $2.2 million certified for 2011.

The bulk of the tax levy increase is due to the city’s effort to get ahead of the anticipated cut in state funds, Regis noted. For taxpayers the tax rate increase comes at a time when many are seeing a reduction in the valuation of their home. Homeowners seeing a decrease in their TAXES: TO PAGE 18

Snow, cold arrive before winter officially begins BY CHRIS DILLMANN • SUN NEWSPAPERS With winter only a week old, it’s already the snowiest season for the Twin Cities in two decades. Snowfall totals for December broke the record for the month. Why all the snow? “Two things that came into play,” said weather service meteorologist Michelle Margraf. “There’s been extremely cold arctic oscillation, which brings the cold arctic air south combining with warm, moisture heavy air from the south mixing to cause a strong contrast of air masses resulting in the snow, and the tracks have been moving over the upper Midwest.” Margraf said this particular pattern usually doesn’t set up this early, and the storm that started the night of Dec. 10 and lasted through the following Saturday, turned out to be the fifth largest storm on record and largest storm ever in December in the state — 17 inches. Christmas in Afghanistan An Edina resident is making the most of this holiday season while stationed away from home. U.S. Army Cpl. Tim Wolff built a makeshift Christmas tree from pieces of scrap wood found on his base near Kandahar, Afghanistan. Winter FROM PAGE 1 of snow this year. The totals differ because at times a storm will stall out with a line over the metro leaving some areas dry others with a fresh blanket of snow. There has also been a trace or more of snow on 16 of the first 20 days of the month according the weather service. The snow is beginning to have an impact on cities. In Excelsior, superintendent of public works Dave Wisdorf said the city has funds set aside for snow removal. “In our budget planning we have funds for contract help to plow snow,” Wisdorf said. “We just try to juggle hours to get a lot of work done before businesses open to make sure the streets are cleaned for the residents.” Wisdorf also said with the added work on the limited number of drivers in smaller communities means it’s a balancing act to make sure the drivers don’t become fatigued. This year, plowing isn’t the only concern. The City of Excelsior stockpiles the snow removed in the open lot next to the cemetery on Beehrle Ave. and open park space. The city then takes a blower to compact the snow to keep up with additional snow. “We’re starting to lose space,” Wisdorf said. “It is a season that people haven’t seen in 20 years.” In Shorewood, the city uses a method called “winging back” the snow, where the plows push the snow farther back from the boulevard or median. Since the city doesn’t haul snow because of fuel costs and lack of space to put it, public works director Larry Brown said the process after the last snow could take 2-3 weeks to do the 50 miles of roads in the city. “We understand the inconvenience of having large piles of snow in the boulevards and medians, but the need to have a safe travel roadway is imperative,” Brown said. “We’re just asking people to be patient.” The city is also taking a hit financially because of the aboveaverage snowfall. “Our snow and salt budget is very tight now, I think another huge snowfall would probably put us over,” Brown said. Because they have to get out

early, starting at 2 a.m. if conditions permit, to get a jump-start on traffic, the added hours of overtime have also put a strain on the budget. Yet, Brown said things usually average out. “Even though we are seeing a spike in snow fall this month, we didn’t get much last spring so 2010 should even out,” Brown said. He also said if residents see any issues with sight distance in the intersections to e-mail the city with the location. Another factor in the abnormal weather pattern is something meteorologists call the “Pineapple Express,” a term used for the warm, moist tropical air arriving from Hawaii. It creates tightly wound systems that have been providing so much moisture when it confronts the arctic air moving south. Along with the moisture in the storms, the intense low barometric pressures have created strong winds as well. “Weather is a response to an imbalance in the atmosphere,” Margraf said. “The greater the temperature difference, the greater the winds blow.” The winds contributed to the severity of the storm that occurred mid-December. Then there are those who love the winter weather. “It’s absolutely wonderful,” said Fred Seymour with Three Rivers Park District. “It gets the people enthused, if they don’t see the snow in the backyard they have a harder time coming out. This is awesome.” With overall park use up by 30 percent for the month over last year according to Seymour, the park district and its facilities are expected to have a good winter if the conditions stay good. Yet, too much a good thing can be bad. “We’re hoping we don’t have a lot more snow,” Margraf said. “We worry about the spring melt, there is already a lot of snow that will lead to large amounts of run-off.” Though, what is deemed “average” never really turns out to be, Margraf said the weather variables come with the territory. She also adds with the deep snow pack, expect a colder spring because it will take more of the sun’s energy to melt the snow instead of heating the air, as well as the snow reflecting the sun’s rays more. “It’s something we don’t see very often,” she said. “It’s been one of those Minnesota winters we’re famous for.”

My resolution: None in 2011 Saying goodbye to a dear friend and mentor “The most I can do for my friend is simply be his friend.” — Henry David Thoreau Nobody I’ve encountered in my life has more encompassed those words than my former coworker and friend Sally Thompson. Last week, the world lost a great writer, storyteller, community journalist, pet owner and – more importantly – friend and mother. In the time that I knew her – just over five years – I’m hardpressed to think of a more caring, selfless and gracious person. When I started at the SunSailor, Sally was the first person I met. We shared a cubicle wall, so I found her easily accessible and always willing to answer my questions. I wasn’t new to community journalism, but with only six months of previous experience, I was still a little wet behind the ears. Despite that relative inexperience and, in many ways naiveté, Sally never held anything against me. She was willing to share her vast knowledge and experiences to help me improve my craft. She acted as a mentor, a confidant and an unlicensed therapist not only for myself but also for a majority of the other people in the newsroom. During a particularly rough patch with an overbearing managing editor, Sally helped keep at least two of us from leaving the paper by simply listening to our issues and talking us off the ledge. But Sally’s wisdom and caring wasn’t limited to the newsroom. She was genuinely interested in what was going on in our lives. And when she asked she truly listened to responses as opposed to simply hearing it.

Sally was also a tough and stubborn woman who would impose her will upon you if she had to – but always with a smile and in a way that made it seem like you made the decision yourself. About four years ago I was very ill, but due to my own stubbornness refused to go to the doctor. Between May 5 and Aug. 5 I lost more than 40 pounds. I wasn’t dieting or exercising, I simply wasn’t eating or drinking – aside from Funyons and Mountain Dew, which were the only things that didn’t make me sick. One morning I arrived at work and took my jacket off, exposing my T-shirt and my dwindling stomach. Sally, glancing up from her computer screen, noticed and immediately scolded, “you’re still not eating, are you?” I could lie to my mother, who was three hours away in South Dakota and couldn’t see me, but not to Sally – a mother herself. She saw right through me. When I told her I hadn’t been eating and for exactly how long, she sat in her desk and watched over the cubicle wall as I made a doctor’s appointment. If I hadn’t, she warned, she’d drag me there herself. When I told my mother the story, she started referring to Sally as my “Minneapolis Mom.” When the two finally met some time later, she told her that. I don’t think Sally HUIZENGA: TO PAGE 8

Of all the traditions involved with ringing in the New Year, I find resolutions to be the most ridiculous. It’s even more preposterous than eating black-eyed peas for good luck. Yet everyone does it. Make resolutions, that is. The blackeyed pea-eating is mostly a southern tradition. Most resolutions include the words “diet” and “in shape” in some combination. Think about it. The worst possible time to start a diet (or eating plans as they are now called) is the dead of winter when your body is in near hibernation. The cold makes you crave handfuls of lard slathered over cooked beef, as well as chocolate and creamy soups. None of that is diet food. Forget about dropping weight until spring. That’s when Mother Nature does it. Snow melts and runs off into streams, just like body fat does when the temperatures get warmer. If you’ve ever been anywhere near a health club around the first week of January, you know exactly what I’m talking about. Suddenly once placid and kind of relaxing sessions with free weights become a cacophony of people, sweat and noise. It’s like lifting weights in the subway. If you can stick it out until March, you’ll find yourself pretty much all alone again. That’s about the time most resolution people are abandoning ship. Oh there are a handful who make a resolution about losing weight and stick to it. If you’re one, I’d like to hear from you. You should receive some type of reward for your efforts. Naturally there are dozens of other resolutions that folks come up with around this time of year.

Spend more time with the family. Actually, that one’s reserved for politicians who find themselves forced to resign. It never fails, rather than saying “I’m quitting because I’m a scoundrel,” it always comes out “I’m quitting to spend more time with my family.” I’m going to be a better person. Okay, your first assignment is to head to the gym and learn how to put up with all of the resolution people. Being a better person isn’t all it’s cracked up to be. You no doubt have your favorite. You’ve probably had the same resolution every year for most of your life. Just the fact that you have to bring it up each year says something about your will power. Experts in this field (yes, there are some) tell us that effectively changing your habits requires small alterations in your behavior over a period of time. Time appears to be the key word. Humans have a hard time changing overnight. Have you ever tried to quit smoking? It takes some people years to finally kick the habit. Most American’s are part of the now generation. If I can’t have it now, I don’t want it. Delayed gratification isn’t our bag. We’d rather have the fat sucked out of us with a machine than spend a year getting in shape. This year, save yourself the grief. Join me in resolving not to have any resolutions in 2011. You’ll be much happier.

Plans for a new Whole Foods Market in Edina are moving forward despite an exterior Mayor Jim Hovland called “extraordinarily unappealing.” The store slated for Centennial Lakes Plaza shopping center “falls short of the mark,” Hovland said at the Tuesday, Dec. 21, Edina City Council meeting. The City Council unanimously approved Whole Foods’ final development plan at the meeting, but with a condition that the developer revise the east side of the building. The 36,000 square-foot grocery store will replace the Storables and Thomasville Furniture stores at the southeast corner of France Avenue and Parklawn Avenue. Hovland took issue with the building’s east wall near the entrance to the shopping center off Parklawn Avenue. He wanted more visual interest added to the primarily brick façade. Council members were happy with the front of the store – the south end of the building facing into the parking lot — and landscaping measures along the west and north sides. Bruce Carlson, project coordinator with Mid-America Real Estate Group, said he would work with city staff to incorporate additional landscaping or signage on the east side before a building permit is issued. He asked for approval at the meeting to allow construction to begin when leases at Storables and Thomasville end in February. “It’s a very desirable occupancy to have in Edina. I would hate to see this

City Planner Cary Teague called the project unique in that it required no rezoning or variances. “This is a straight-forward final development plan,” he said. The plan entails tearing down the existing 35,000 square-foot buildings to construct Whole Foods. Carlson said they first tried to put Whole Foods into the existing structure, but that was not feasible. Kathy Anderson, project architect with Architectural Consortium, LLC, said the grocery store design maintains elements used in other buildings at the 1980s shopping center. In addition to brick, the façade incorporates limestone featured in other Edina buildings. The building will also be pushed closer to France Avenue, and an outdoor patio and seating area will be added along the street. “We think it’s a great addition to enliven and make it more animated on France Avenue,” she said. The final development plan also addresses walkability issues raised by the Planning Commission, which gave its unanimous recommendation Wednesday, Dec. 1. The developer will construct a sidewalk along France Avenue from Parklawn Avenue to West 76th Street and also add four islands in the parking lot. Daniel Blackburn, store team leader at the Minneapolis Whole Foods, said there would also be several bike racks to accommodate both shoppers and employees. Whole Foods, the nation’s leading seller of organic produce, also has a store in St. Paul and recently announced plans for a Minnetonka location. Worldwide, the Austin, Tex.-based company has nearly 300 stores with another 40-some stores in development.

She was a proud North Dakota native, with many interesting stories to tell about the people and situations that can only come out of small towns and she glowed any time she spoke of her alma mater, Concordia College. Nothing made her happier, however, than talking about her daughter, Laurie. The bond those two shared is one that most people can only dream of and the pride she showed when talking about Laurie and her accomplishments made your proud of her, even if you’d only met her a time or two. Lake Minnetonka ice dive returns for 21st year New Year’s Day BY CHRIS DILLMANN • SUN NEWSPAPERS Bright and early on New Year’s Day, more than 1,000 people are expected to jump into frigid Lake Minnetonka for the 21st ALARC Ice Dive at Bayview Event Center in Excelsior. The event, now a tradition for many, started when Bill Wenmark of Deephaven and a running buddy decided to run five miles each way from Wenmark’s house in the snow and jump into Lake Minnetonka. They took the inaugural jump to keep a tradition around for his running buddy, Ernie Schroeder, who used to dive in the Pacific Ocean each New Year’s Day. Because the event has gained so much popularity over the years, it will begin at 8:30 a.m. this year with Wenmark, the last member of the core group to jump in first. “This has become a tradition,” Wenmark said. “This is where people go on Jan. 1 with their families. They come down just to watch because it’s an hour and a half to two hours of absolutely incredible entertainment.” Wenmark, who recently celebrated his 63rd birthday, keeps the tradition alive alone because Schroeder will not

be able to participate. And Wenmark sees no end in sight. “I knew a day was going to come where I knew he wasn’t going to dive,” he said. “I’m going to be the last guy diving out of the 21 years, and I told everyone I’m going to keep on going.” Those who haven’t made the plunge before are known as guppies. Then the ranks progress to earning minnow status, walleye, northern, muskie, barracuda (5-9 dives), sharks and ultimately orca (20 or more dives). To even earn shark status is no easy feat, Wenmark said. “That’s a pretty significant deal,” he said. “It’s a serious goal for a lot of people.” Though, for first time diver Stacey Vokrot-Mello, the goal is just to get in the water. “I hope to survive and come out the other end without a heart attack,” she said. “I’m very excited. I figure the more people I tell, the more pressure (I’ll have) to actually go through with it.” Vokrot-Mello and her family moved from the East Coast two years ago to Deephaven, and thought, why not? “What a way to ring in the New Year, by jumping into frozen Lake

Minnetonka. It’s a single day, a minute out of the day and somehow I can find some inner strength and just go for it.” The divers will jump into a 32-foot long by 8-foot wide section of waist-high water cut from the ice on Excelsior Bay, the divers must completely submerge for the dive to count. Exiting using a ladder, they then can warm up in the heated tent and share their stories with beginners, veterans and everybody in between. “It’s something I’ve always wanted to try,” said first-time diver Scott Kjar from St. Paul. “I’m a bit nervous, but I’ve already registered and can’t back out. It will be something fun that I did. It’s an experience and I’m all about experiences.” Whether a guppy or a shark, the accomplishment of getting in is still the same. “The first couple of times was just a challenge to see if I could do it,” said possible shark, Steve Sando. “Though it’s also about camaraderie, too, and another sense of accomplishment at 68 to jump into the freezing water on New Year’s Day.” Sando, who said he’s almost positive he’s going to participate, will earn his

shark status this year. He has been a member of ALARC for 30 years and ran 52 marathons, and he said the hardest part was the initial jump. Because the event has earned international attention, Excelsior is actually the ice-dive capital of the world. “We looked through Guinness, we looked through every place else and nobody else had ever claimed the title,” Wenmark said. Wenmark started the Active Life and Running Club (ALARC) in 1981 to help people train for marathons and now uses this event as a fundraiser for other programs. American Lung Association of Minnesota is the primary charity, including Camp Superkids, a summer camp for children who are asthmatic. Also benefiting is the Excelsior Volunteer Fire Group and South Lake Volunteer Reserve Unit for the SLMPD. The checks were conducted by the Richfield Public Safety Nov. 20. One business was cited for its fourth violation of the ordinance by selling tobacco to a minor, and will loses its tobacco license for two days. Short Stop Superette, 7034 Cedar Ave. S., had previously failed compliance checks in May 2004, March 2008 and November 2009. Although the business has four violations, it was penalized as a second-time offender because the city disregards offenses for the purpose of civil penalties when a business passes two consecutive compliance checks following a violation. In addition to a two-day suspension of its tobacco license, at a date to be determined by the public safety director, the business was fined $400 by the Richfield City Council. Richfield nature center hosts New Year’s party Wood Lake Nature Center in Richfield will host its annual New Year’s Eve festivities Friday. His mother, Julie, has been involved for years with The Mama Ada Foundation, a faith-based initiative whose goal is address poverty in Kenya by providing tuition for young people and seeds for poor farmers. Ever since his mother became involved with the organization, Evan wanted to find a way to help. This fall he came up with an idea – a book sale to raise proceeds for the foundation, as well as the Intercongregation Communities Association food shelf in Minnetonka. “He’s been interested in doing something for other people with needs,” Julie said. “He came up with the idea and I thought, ‘why not now?’” Evan and his younger brother, Ben, 8, along with friends from St. David’s Episcopal Church in Minnetonka and classmates from The International School in Eden Prairie are organizing the book sale. It will be held Saturday, Jan. 15, at St. David’s Church. Evan, who lives in Minnetonka, said he doesn’t expect the sale to raise a huge amount of money, but hopes it will lead to more events. “It’s symbolic – hopefully the church will start more of this type of stuff and eventually it will get bigger,” he said. Julie said her sons and their friends were taking the initiative to organize the event. The experience of putting on a book sale will show them that not every initiative has to be huge, she added. “It’s a great, simple idea,” she said. “Kids have to learn there are practical ways to help out – they don’t have to be

BY MIKE HANKS • SUN NEWSPAPERS When the champagne glasses clink at the stroke of midnight to ring in the new year, a group of revelers in Bloomington will be doing so for the benefit of pediatric cancer patients and their families. The sixth-annual Minnesota Miracle New Year’s Eve Celebration begins 5 p.m. Friday, Dec. 31, at the Hilton Minneapolis-St. Paul Airport hotel. The party includes a dinner, dancing and activities for children, making it a family-oriented celebration of the new year. Money raised during the party, which includes an auction, will benefit families of pediatric cancer patients, many of which will be weekend guests of the Hilton in 2011. The New Year’s Eve celebration raised $75,000 last year and is one of the primary fundraisers for The Miracles of Mitch Foundation. The foundation provides a weekend getaway for families of pediatric cancer patients who otherwise couldn’t afford a vacation during times of mounting medical costs and other financial concerns, according to Mike Krance, the executive director of the Chaska-based organization. The foundation was inspired by and named after Mitch Chepokas of Chanhassen, who saw the needs of other families at a time when the 9-year-old was a cancer patient, during Christmas 2002. His family was the beneficiary of financial support during his hospitaliza-

Chepokas gave more than $6,000 of family savings anonymously to other families in the hospital, and made his father “pinky swear” that the effort would continue. The younger Chepokas died the following April, and the foundation was born to fulfill his wish. The foundation provides financial assistance to families of pediatric cancer patients being treated in Minnesota hospitals, as well as Minnesota Miracle weekends, opportunities for families to stay at the Hilton and visit the Mall of America for shopping and entertainment. The weekend is free to qualifying families and is intended to give them a Minnesota version of a family vacation to a theme park destination such as Disney World, Krance explained. “They wouldn’t be able to afford something like that,” he said. Bren Road project set for spring Minnetonka to approve project near Edina border BY MARC INGBER • SUN NEWSPAPERS The interchange at Highway 169 and Bren Road in Minnetonka might not be fun for rush hour drivers now, but things will get better. Minnetonka and the Minnesota Department of Transportation are partnering on a reconstruction project. It is located adjacent to Opus Business Park, home to United Health Group. Minnetonka director of community development Julie Wischnack said the project would likely come before the City Council for approval in January. Construction is scheduled to begin this spring – probably March or April. It will require closure of the bridge over 169, which will likely happen in June. Wischnack said the plan was to use accelerated bridge construction methods, adding the goal was to get it done in 90 days. “We want to get that done quickly,” she said. “It’s going to be a very phased approach so we can keep the ramps open as much as possible.” However, before the project starts, the city must acquire six commercial properties located at the site. Formal offers were presented to the property owners in August. Wischnack said the property acquisition step was still in progress, but that she was optimistic it would be complete in time for construction to start. Earlier this year, United Health Group began construction on a campus expansion, building an 11-story, 342,000 square-foot office building. The expansion is one of the reasons the Bren Road interchange needs to be improved. The area is already congested at times, and the heavy congestion a short distance south on Highway 169 at the Interstate 494 interchange in Eden Prairie doesn’t help. “169 is always congested – that’s not a new phenomenon,” Wischnack said. “The pain is happening at the same time. Kelley finds niche on library board Openings to be filled by commissioners BY PAUL WAHL • SUN NEWSPAPERS Claudia Kelley fell in love with public libraries as a child. The Orono resident is still one of the strongest advocates for Hennepin County Libraries. Kelley, who serves as vice president of the library board, is one of 11 volunteers who oversee one of the nation’s strongest library systems. Each year, new recruits are sought to serve on the board. This year, there will be six openings. “I am honored to have the opportunity to help shape an institution that has had a great impact on my life,” Kelley said. Her family came to the United States from Europe after World War II. “My parents were overjoyed at the abundance of books in the Minnesota libraries, as English-

language books had been hard to obtain in occupied Europe during the war,” she said. As the youngest in the family, Kelley was anxious to learn to read. Regular visits to the library branch located at Glen Lake Elementary School in Minnetonka were just the ticket. Eventually, Kelley received her own library card. “I believe that I wanted that card (then) more than I have since desired any other government document, including my driver’s license, voter’s registration card and marriage license I later acquired,” Kelley said. “It held the keys to the world. Kelley passed her love and appreciation for libraries onto her children. Her mother and her aunt are also recipients of library services at their respective senior living communities. Over the decades, Kelley has seen the impact technology has had on the libraries. “I’ve gone from looking up books

in a card catalog to using my home computer to select, reserve and renew library materials,” she said. Her interest in technology was also instrumental in her decision to seek appointment to the library board. Kelley came aboard just as the planning was beginning to merge the Hennepin County and Minneapolis city library systems. She proclaims the merger a success. “We reopened three previously shuttered library branches and extended open hours throughout the system,” Kelley said, adding that the opening of two new libraries in Plymouth and Maple Grove have also been highlights of her tenure. Kelley will serve until Dec. 31, 2012. John Gibbs of Bloomington, Holly Guncheon of Plymouth and Jill Joseph of Eden Prairie are among those whose positions expire this week. The board meets monthly the fourth Wednesday at various library sites around the county. Members serve three-year terms.

County seeks board volunteers Adult Mental Health Advisory Council: This 32-member council advises the County Board on adult mental health issues within Hennepin County and monitors, studies and comments on mental health issues at federal, state and local levels. There are 10 vacancies. County Extension Committee (Minnesota Extension Service): This nine-member committee is part of the Minnesota Extension Service – a joint partnership between Hennepin County and the University of Minnesota that determines local needs, links the Extension with other groups in the community, and ensures that underserved audiences are reached in the areas of youth, nutrition, environmental, agricultural and leadership programming. There are three vacancies. Human Resources Board: This seven-member board establishes rules for the county’s classified workers and provides a compensation plan for non-organized employees, subject to approval by the County Board. The board also hears appeals within its jurisdiction. There are two vacancies. Three Rivers Park District: This seven-member board oversees the park district and sets and approves its levy. Five members are elected from five separate districts outside Minneapolis; two are appointed by the County Board. There is one vacancy. Workforce Investment Board: This 27-member board develops and studies programs to provide jobs for unemployed persons in suburban Hennepin, Carver and Scott counties, by increasing the involvement of the business community in employment and training. There are 13 vacancies in various categories. The deadline to apply for citizen advisory board vacancies is Jan. 7, 2011. Interviews will be held in February. Edina students get all in a lather to help Haitians Highlands Elementary leads Soap 4 Hope drive to fight spread of Cholera BY KATIE MINTZ • SUN NEWSPAPERS

Highlands Elementary School firstgrader Lauren Levoir wanted just one thing this Christmas. “I asked Santa for soap for Haiti,” said Lauren. “They need a bunch of soap so I asked him for some more.” Lauren and other students at the Edina school began collecting soap in early December to help fight the spread of Cholera in the Caribbean nation. They prepared their first Soap 4 Hope shipment early Tuesday, Dec. 21. The estimated 1,100 pounds of soap, which filled one pallet box to the brim, was sent to Clean the World, an Orlando, Fla.-based nonprofit that distributes new and recycled soap products to impoverished countries and homeless shelters.

Highlands will continue to collect soap for the organization into the New Year. “Santa’s going to bring more soap,” said Lauren, who spent the winter break morning at the school along with about 20 other students and their parents. Highlands Continuous Progress teacher Michael Seaman explained the Soap 4 Hope drive came out of a small argument in his grade 3-5 classroom. “A couple of kids had gotten into a bit of conflict about who owned a certain eraser,” said Seaman. With Haiti’s Cholera outbreak in the news, he asked students to think about how the $1 spent on that eraser could instead be used to cut disease that has led to more than 2,400 deaths. “Those deaths, they believe, can be eliminated if they are able to just wash their hands before they eat,” said Seaman. “That was just the teachable moment and from there the kids said we should do something about this.” The idea was presented at a dinner SOAP DRIVE: TO NEXT PAGE

One researched organizations and found Clean the World. Tim Chapdelaine, who works for a local coffee importer, took on the logistics of getting the soap to Haiti. The first pallet box left the school on a semitruck Dec. 21, and was slated to arrive in Florida the following week. From there, it will be ferried by Royal Carribbean cruise ship to Haiti along with other essentials, he said. Clean the World partners with the cruise line as well as hotels across the country to recycle soaps, shampoos, conditioners and lotions for people in need. In less than two years Clean the World has distributed more than 6 million soap bars in the United States and more than 40 countries. “In many developing countries, water borne illness is the No. 1 thing keeping kids from school,” said Chapdelaine, who has children in first and third grade at Highlands. “It’s the simple stuff like soap that makes the difference.” The drive has been easy for Highlands students to get behind too. “The kids are pretty generous and pretty empathetic and want to help in ways that are significant,” said Seaman. Marissa Dulas, a fourth-grader, cites something she learned – that people in Haiti usually live on less than $1.25 a day. “A 50-cent bar of soap is expensive when they can barely buy food,” she said. Students were given tasks based on

their specific skill-sets. Many made posters to promote the drive or led collection efforts in their neighborhood. Fourth-grader Parker Boisvert came up with the name for the drive. He said the “4” in Soap 4 Hope symbolizes the number of bars of soap, and lives that could be saved, for the cost of the $1 eraser. Highlands third-grader Ashlen Levoir helped implement a collection point at South View Middle School in Edina. She tagged along with mom Carmine Levoir, a counselor at the school, and “strongly promoted that they get on board,” said her mom. David Ha, a fifth-grader, was spokesperson in a video the class made for the drive. He said Highlands has previously helped provide money for food and clean water in Haiti. The soap drive is something new, but makes a lot of sense. “Kids in America cry because they didn’t get the right color of iPod for Christmas, but kids in Haiti don’t know if they’re going to live another day,” he said. David said students would continue the drive when they return to school Monday, Jan. 3. Highlands will also seek out partnerships with local hotels and motels, and hopes to expand the Soap 4 Hope drive to more schools in the district. There has been a tax capacity shift, with residential properties assuming a larger percentage of the tax burden, according to Regis. “The commercial piece of the pie has gotten a little smaller,” he said.

If that homeowner saw no reduction in the value of the home, the city’s tax bill would increase to $961 in 2011. The average decrease in market value for homeowners in Richfield, however, is 7.6 percent. The

taxes for a $175,000 that had a 7.6-percent decrease in market value would pay $888 in city taxes next year, an increase of $49. The tax levy increase will have a wide-ranging effect on single-family property taxes next year as 42 percent of those taxpayers will see an increase of up to 4.9 percent in their city taxes. Another 30 percent will see an increase of 5-9.9 percent, 1 percent will have an increase of 10 percent or more and 27 percent will have no increase or a decrease in their city taxes, Regis said. How much of a difference would the

certified state aid affect the 2011 budget? If the city received its $2.2 million in 2011, the city’s budget would decrease 4.29 percent. The city’s tax levy increase may be nothing to crow about, but it’s the slightly smaller than the 2010 levy, and the smallest in four years. The last time the city’s levy was less than 6 percent was 2007, when it was 0.48 percent. Rampage wrestlers place fifth in tourney Richfield/Edina co-op team has 6-5 overall record BY GREG KLEVEN • SUN NEWSPAPERS The Richfield/Edina Rampage co-op wrestling team hosted the Charley Turner Memorial Tournament Dec. 18 and came away with a fifth-place finish. “Our tournament was held in the memory of Charley Turner, a former Richfield High School wrestler who lost his life while serving his country in Desert Storm,” said Rampage co-head coach Eric Herrmann. Richfield/Edina, 6-5 overall, lost 60-24 to Minnetonka in first-round action. “We had several key victories,” said Herrmann. “Justin Swetala pinned his 103-pound opponent. Chandler Arredondo had a pin at 189 and Mike Dyer added a pin at heavyweight.” Richfield rebounded from that defeat to beat Orono 48-22 in the consolation semifinals. Terry Hill and Willie Kusnier pinned their opponents. Other Richfield winners were Obsa Ali, Aaron Clifford, Bruno Reyes, Matt Nisi and Jake Hardacker. In the battle for fifth place, the Rampage defeated Brooklyn Center/Concordia Academy 51-24. Richfield/Edina led 24-0 thanks to a forfeit to 103-pounder Walter Viera and pins by Christian Wellens (112), Alex Abramson (119) and Clifford (125). The Rampage added four straight pins by Mitch Wojcik (160), Nisi (171), Arredondo (189) and Quinn Deeds (215). Lakeville North won the team championship. Richfield/Edina defeated East Ridge 55-21 in a dual meet Dec. 17. “It was Family Night for our team and we had an amazing turnout from parents, siblings and relatives of our wrestlers,” said Herrmann. Before that, they put up big offensive numbers in a 100-79 victory over Minneapolis North and a 96-68 win over Minneapolis South. Four Richfield players scored in double figures in the Dec. 20 game against Minneapolis South. Junior forward Jared Noonan had 21 points, junior forward Lorenzo Evans scored 16, senior guard John Johnson had 15 and sophomore forward Dashawn Jones added 13. Moreno finished second overall in the boys’ race in 15 minutes, 42 seconds. Richfield teammate Zak Beaudet placed third in 15:54. North St. Paul’s Nate Foster was medalist on the 5K course. “Moreno finished stronger than he did during the first two meets,” said Richfield coach Steven Mills. “He skied one of his best races ever.” Sophomore Nate Luttenegger was Richfield’s third finisher (18:02). Juniors Cal Bergen and Nelson Soto Moreno finished within 30 seconds of Luttenegger. “Bauer, Bergen and Nelson Soto Moreno continue to improve,” said Mills. “We will be working with all of them to shave a minute
